Okay, so the Highway 101 project is covering the remaining work is about still $200 million worth of work out there. And so we still have two to three years of construction left on the primary interchange at Cabrillo and We're maintaining the same level of public information that we've had throughout the corridor since the inception, and that's proven successful in our relationship with the community.

What we've actually done is actually try to be a bit more efficient with that number if it sounds like there's a lot of inquiries that we field and working with the public and trying to be proactive We're going to be talking about the detours. It's not always easy when you closing ramps and then you have to let them know and create the materials that adequately inform them so We were actually spending at a much higher level if you can believe that and we're trying to reduce those costs because we're finishing the corridor. And so, we're looking at cost savings measures with our limited local funds. And so, we feel that's an appropriate level of effort for the work that still remains.

And I'd answer any further questions.

Yeah, yes they do. Caltrans has a public information office. They have about three or four staff that cover the entire of District 5 when we started the Highway 101 project which is a very large project for the district. We reached an agreement I would say to on how we were going to split services and that it was important to be able to provide an adequate and necessary level of service for the community, to be able to convey the construction and for this. And it wasn't something that their office could handle to that degree.

there other bids? So in the staff report we've kind of described the provide some situational awareness on where we're at with our current contractor. We couldn't reach an agreement because we wanted to like I mentioned before be effective with our local dollars And so we're going to be putting it out to bid and we're in the middle of that process right now because construction is ongoing, and we need to have those services provided.

We don't have a board meeting next week. We're asking the Board to delegate authority at that not-to-exceed mount. I imagine we've already had a pre-proposal conference. We'll have a number of people submit We're looking at hiring a firm that's going to be able to meet their qualifications for selection. We'll conduct interviews and we'll select the firm in the next couple of weeks to make that transition over.

We feel with our with the Caltrans team, we know this quarter we know what's important to communicate to the community and And so if that met your question, it's the budget $715,000 with that includes a contingency amount for the year. And that's at a level less than what we've spent in previous years that have come to the board.

Thank you Mr. Chair. So I can understand what Director Lee is talking about but I also see staffs point as well. We could be also sending out. I think it's a little bit different than when we started this thing because we started how long ago 6, 7 years ago people had no idea what was going on and there was very complicated project still is but I think now the community is a lot more bought in and understand what's happening.

I personally would leave this up to South County directors You know, I mean if it's important to them that they keep notifying their public about ongoing or they'd rather direct the money somewhere else. Personally, I don't have a stake in it and I probably should have gone to maybe go to the South County Subregional first.

Yes, I just want to let the board know that this is a requirement of our cooperative agreement with Caltrans that we provide this service through the project and we did see the change in scope as Fred Luna indicated. It was actually twice as much or more budget per year and that's why we couldn't come up to an agreement with the current contractor because she, that agency thought it should be at the higher level And so we do provide a lot of information and this is a new community. We're going through the Santa Barbara segment now which is new, these folks haven't had to deal with it I mean unless they were going further south and it is a very complicated piece.

We are closing off ramps and moving traffic. I think it happened last week and so getting the information out about what is happening on the road and we're sending out updates every other week?

So it is a pretty high intensive public information campaign that happens and it has been happening throughout the quarter but in this last segment is probably the most complicated out of all the segments because of the tight with the segment of this and all the different movement moving parts and closing roads and going closing roads City roads as well going under Cabrillo. So it is a high level of communication and the businesses in the area so we do feel that this is necessary, but it is at a half the rate. So we saw the reduction in scope because we're not you know, we're just doing construction now. We're not doing the planning and the permit asking for permits and going through boards. So and ended its requirement of our cooperative agreement with Caltrans.

The budgets based on the scope of work and a basic based on what we've experienced over the last 10 years of public information with the current contractor and we've basically cut that scope of work in half so that's where we came up with that number and yes it is we have to have a budget number in your action Because that is part of the authority that you're giving me as the Executive Director of this agency. But in the RFP, it could be anything and we could get numbers that are double this and then we might have to go back out to bid and do a different scope.

Because of the need to get this contract on board, we're asking ahead of time to ask for permission to authorize this contract because again I know we're bouncing between Susan back and forth. Because of the timing of this, we were trying to negotiate with the existing contractor. She said no like two months ago so we hurried up and created this RFP and got this on this board agenda normally we would be coming back to you to award the contract that has been gone out to the RFP. So thank you for pointing that out we didn't point that out in our report. That's kind of my concern

That definitely happens and that's yeah going out for RFP that's pros and cons on both sides if you put out a number you're gonna get five bids at $199.999 below that number, so that's part of the process.

Yeah thank you Mr. Chair yeah I have been in the middle of it right now and it's a very very complex project and I know what the contracts have been back in the past and I've always it's always raised eyebrows for me to however I've gone to a number of the public outreaches And the granularity and the knowledge and the specific things that were brought out were very valuable in terms of what we did around Montecito with all the roundabouts and the different bridges. And now, the thing we're doing is the most complicated part of all.

And so, and that thing with Hermosillo and all that really took a lot of complicated public outreach Yeah, and Caltrans understands it but they don't have the local granular knowledge that these consultants had. So I don't know about how the new company is going to do but when we did the, we used the same, we use theirs for also for the mission bridge over Cabrillo, the Mission Creek Bridge.

And that was a really long, nasty hard fought thing with the property owners businesses and the public. All the businesses on the pier and what not we needed a front man and that's exactly what we had and that worked out really well so it was actually I thought very much worth all the money we spent.

Yeah, I can answer that. So maybe this kind of wraps up some of the other questions that directors were asking so we did our own estimate of the scope based on our knowledge and knowing what we've done as far as level of service for the community but the scope is essentially because we have fewer projects than we need to manage right now you know? So we're really narrowing it down. We have about We're going to have less than a year left on the Montecito segment in the southern part of Santa Barbara. But then we have, like Director Rouse was indicating, the most complicated segment at Cabrillo, Santa Barbara North and that's just commencing so it's somewhat of an unknown on how many inquiries we've closed down all the ramps at Cabrillo now and so the detours are fairly complicated And just being able to convey that during summer seasons and other types of events, you know we're just we've planned for that in an allotted for that.

And so that's kind of the scope is still doing the same base things for construction but for fewer projects. And then we've kind of ratcheted back that a little bit about 30% just based on the knowledge base that we feel as we can So that's kind of how we've come to the an agreement recently on the scope.

What I'm trying to understand is the scope because there aren't any numbers here you know and by the numbers I'm hearing or reading There's a bi-weekly update. They interpret stuff coming from a traffic management company and they send that out bi-weekly, and for that bi-weekly report we paid them according to this $25,000.

Yeah, so I just want to clarify we do have several different things but I would say our previous contract involved working with planning commissions design review committees with the public it was a lot of activity and so yeah that's why reduced in scope and it's less than 1% of the cost of the entire project as a whole We have a hotline we have an e-mail we have a website that's contracted out that stand up for all of this. We have an annual ish construction brochure that goes out to that's mailed the U.S. Postal Service in English and Spanish So it is a really detailed scope. We look forward to seeing what proposals do come in. We're hoping that they're under budget. We scoped it out so that we can get some really good assessments here that are coming back and we don't have those numbers yet because the RFP process hasn't closed So we're off.

We're asking for authorization of up to this amount and we are going to look to see what comes in on those beds and so we have a couple thousand people on our cotton construction update and we have measurements in place that that do come in so when we close the southbound off ramp at Cabrillo, we can get And then the biweekly construction update I just want to be clear too we have we're working with granite They are also trying to meet timelines and deadlines. And we have commitments with our transit partners, our first responders to give two week notices of any closures when we close Cabrillo Boulevard under Highway 101. Our first responders have to know when those closures and where they can move in access. And so we have two week commitments to do that.

Our PR person does handle those commitments And in order to make that, she also has to go out to our residents. Yeah the consultant has to go out to our resident engineers ask them what's happening get the information and things change quickly in the project team so having somebody full-time is really important too.

I don't doubt somebody full time but this is $650,000 is probably about three people's full time I'm on, you know what we look at when we have our own employees. I mean might make sense to have this actually in-house for this amount of money might be another alternative that we might be wanting to look at it seems like a lot of money and you know there's a lot of scrutiny on on taxpayer dollars and so when people see that you know rating $650,000 for PR that I hear out in the community a lot of people aren't happy with the level PR and I know 1% in government terms we go it's only 1% entire project. Well, what's a billion dollar projects? That's $10 million. It's a lot of money if you go out to the public especially on the South Coast and say we spent 10 million dollars on PR on this project do you feel like you were you know, got a good value for that?

Probably the answer is probably going to be no. And so again and that's the and we're this the stink test on that here and people um you know this is really late in the project I really appreciate Supervisor Lee bringing it up because I'm it seems like a high number maybe it's something we should bring internally to handle those tasks on behalf and maybe have a less cost here but I'll send it back to Supervisor Lee. It looks like Lauren's doing a good job that she knows all the information. Why can't we do it in-house and have to spend this amount of money on? That should be our priority. I get it but we have to start doing what we promised our communities, paving our roads so To me this is a waste of money. It could, it has to go towards something better and that's our pavement so that's my suggestion.

So I don't think we want to bring this in-house at this point towards the end so I'll move staff recommendation.

Well, I think it was a healthy debate about this. I'm not going to support the motion and I appreciate Supervisor Lee bringing it up. I think that it's the scrutiny that we do receive on this type of stuff and maybe it's late. Maybe we've probably approved bigger ones over the years past but I really appreciate Director Lee's attention on this because I do think that this is a lot of money and that you know that members of the public out there One, we want to see this money throughout the state of California and locally get deployed in a more efficient manner. And I think sometimes we get caught up and get used to things just being expensive.

And that's why even just directing this to Director Kern for her you know she already understands what this looks like I think. And so she's going to authorize something that I think the general public might think was gross. The amount that we're paying for this type of stuff and I think that's unfortunate that we kind of get here with these types of deals. It seems like whenever somebody goes out for an RFP in the government, they add a zero to their proposals because they know that there's not as much scrutiny on these things or that people are just used to paying more so understand why some people want to move forward but also understand the reason why maybe not. Approve and authorize the executive director to execute an agreement similar to that attached and based on review and approval by legal counsel with the FHWA to be designated the primary recipient of the $1,426,000 in the ATIP funds and responsible for reporting and administrative requirements 4.

Provide direction on the staff's proposal to use ATIP funding to advance key project work and augment the existing contract with SOMAS which will be subject to future board action

Okay I know exactly thank you Chair Nelson and Board Directors this morning so I'm excited to be here to talk about the St. Ignace Trail Projects and it's something that we came in January Mike Becker and Tom presented an item to get our contractor on board. This is our first presentation and update to the Board on the work that we've done today, so we're hoping to both tell you what we've done but also what's on the future as far This project is I from the project delivery division and then Mike and Tom from the planning division with Tom being the project manager. And Tom will collaborate with me on the presentation today.

So our intent today is to kind of for the board members that aren't that familiar with this project just do a quick overview of the project description, and then give the board an update on what we've accomplished over the last six months but Also talk about those planned activities that we have coming down the line. And then specifically the recommendations speak to an opportunity that's just come up as we're working through to bring some more money to this project regarding a federal highway administration grant that was originally awarded to the San Ynez Chumash tribe and now they've We're concluding that process to transfer that over to SB CAG as the primary recipient. And so we're going to be asking the board to delegate authority to sign certain MOUs and agreements that allow us to do that.

So the project just for orientation. This is just kind of a Google snapshot overview if you look on the left there, the product starts in the city built-in at park called Riverview Park And it'll go in portions along the river or near the river and then out towards the east, ultimately ending at the intersection or near the intersection of 246 and Highway 154.

It approximately about 9 miles in length and then the I'll get into this a little bit we have funding for different components that has different scope associated so that was part of our implementation strategy structuring how we go about moving the project forward. We have some requirements to based on a grant that we have through state parks at the city built in was was granted to deliver a construction ready project in a couple years What you see there in the middle there is really key outcomes that we intend from the project. So we're looking at what we call a multi-use trail, peds and bikes. We're still trying to figure out that equestrian component in certain areas. We know that's something that might be needed or would be used. We're just trying to figure that out because it's somewhat of a complicating factor both from a design standpoint We're also working with the San Diego County Board of Directors to make sure that we have adequate funding and funding so but will work in that out.

Connecting communities, that's a big part in the sand in his Valley, you know across the entire valley this provide will And then in the future recreational opportunities. We see that, you know as enhancing that and the ability not just for people to use the trail itself but it could promote other burgeoning recreational activities in adjacent areas and then fostering economic development, you know We're going to be looking at making giving something some some of the people that are already visiting the San Andes Valley another option to use and promote and then and ride to different events and things like that they don't have to get in their car to go 2 miles.

The project objectives so this is really near-term Identify a preferred alignment and so that's key in the city of built-in. It's pretty much laid out we they the city has done a great job over the years to set aside easements for the trail and we're refining that and using that to the maximum capability that we can but in other areas, it's a little bit less defined and so That'll be part of our outreach process that will commence and really talk to the public and figure out which is the best alternatives For the remainder of the corridor as you head further east We're looking at areas that are either on tribal lands or on the state highway and we're working with Caltrans to make sure that we can accommodate those out to 154. And then as I mentioned previously, we have a commitment in the city of Bulton through the grant requirements to have a construction ready project within a couple years and so that's what our consultant team is working on.

We have a two-year window to get that delivered And then that will put us in a good position to apply for active transportation program funds in 2028. Lastly, with that federal highways grant which is called the Active Transportation Investment and Infrastructure Program. We intend on completing design up to 30%. That's the allowable use of that federal planning dollars so we can get design drawings, engineering preliminary engineering defined and do all our environmental studies through the remaining seven miles of the corridor. So that's really a big win for that federal money that we're intending on using To manage the project, we've set it up to deliver these two silos of working groups that we've set up primarily kind of related to how the funding has come in but also how the work products that we intend on accomplishing through each.

And so I mentioned in the city of built-in that's defined as segment a right now we have a project development team comprised of the city and Caltrans and the county as well because they're neighboring agency and responsible agency. to that and then and then SP CAG leading that team. And so our objectives there are to finish that like I mentioned before a construction ready document. So we're starting that alignment studies, we'll have environmental and Tom will get into this as he goes through the schedule. We'll have environmental studies and then get into the detailed design all within the next year or so.

On the right side, we have grant funding for planning. So we're going to be doing quite a bit of outreach. This is the areas where the alignment's not quite defined yet and so we really need to go out and talk to the community and figure out which one is really endorsed by those community groups and stakeholders. We're working with both the City of Solvang, the county, and the tribe primarily. And then as we get further east, Caltrans.

So I'll hand it over to Tom and he'll really talk about how we're going to launch our engagement approach starting this summer.

Good morning Chair Nelson and Directors my name is Tom Vo from the Planning Division at SBCCAC in the next several slides I'll be walking you through an update on the recent and upcoming activities with a focus on public engagement for a project as this scale and complexity we have and will be engaging with many key stakeholders interested parties local partners and most importantly the residents through social media platforms and community events We will also leverage other ongoing efforts such as the county's Recreation Master Plan, the Chumash Development and Camp 4, the Highway 246 Alamo-Pentado Creek Bridge Replacement Project, the City of Bilton General Plan Update Process and Solvang Recreation Master Plan.

By leveraging these efforts, it will help the project to identify and be consistent with potential access points evacuation routes or future active transportation projects. In terms of the recent activities, we started the project back in January with a consultant team led by SOMAS. Since then, we have accomplished a number of things including the coordination and data collection with local partners to prep for the existing conditions and constraints analysis report.

To support this effort, we have been doing site visits with local staff to better understand the physical conditions of the study area We have also created a study area map to identify opportunities and constraints which will support the environmental analysis portion of the study. Through the working groups, we have developed the public engagement plan as this is a living document and last but not least working closely with the Chumash and Federal Highway Administration on the federal grant that Fred just mentioned On top of that, we have been meeting with various stakeholders and providing updates to local jurisdictions as requests.

We have several exciting activities coming up for the project. This slide provides a high-level schedule of the major activities from now until next year. Since the segment within the City of Bilton is more defined, most activities will be focused on the segment within Bilton. There are three key takeaways from this schedule. First we will start the public engagement process next month.

Second We will have the preliminary trail alignments in Bilton available by this fall and on the remainder of the corridor available by next summer. And third, we will start the environmental analysis and design work on the built-in segment this fall. To have a meaningful public engagement process, we need to have a comprehensive public engagement plan starting with clear goals and objectives.

The first goal is to build awareness. The second goal is to gather input and the third goal is to maintain transparency. We have identified tools and key performance indicators to make sure these goals can be achieved at a certain standard. For instance, we're developing a dedicated project website and a fact sheet to promote and gather input from the public.

We'll also be providing regular updates through community and tribal events as well as the news media. To support the public outreach activities, we've created a project logo and name to be used in all communication materials such as the website and fact sheets. Here are some major public events we have identified for the rest of the year, such as these Sovang Danish Days in the summer, the Chumash Intertribal Powwow in the fall and the Bilton Winterfest in the winter.

I'll just bring it home. We just have a few more slides so our intent here was to describe and as I mentioned earlier the way we're Implementing this project in different segments. So based on the either the community or the funding that we have really makes sense you can see on the left there segment AI just I mentioned that earlier is the city of built-in and so that really has its own requirements based on the funding and timeline requirements. The rest of the funding has been some of it is for the entire corridor like we have a Caltrans planning grant That's for the entire corridor and then the federal federal grant that I mentioned from the from the two matches also across the entire quarter. And so trying to fit how the funding fits with the scope that we're trying to get done is been kind of a little puzzle for us, but we're glad to do that.

And you can see there in the City of Solvang that's a Segment C. That has a bigger area, steady area because they're considering a number of routes within the City of Solvang and so we want to make sure that that's included as part of the outreach process. Similarly the area between Buellton and Solvag is unincorporated and kind of farmland so there's a few options there that are available to the team.

And then as you get further east those dashed lines D through F, you're getting into a more built environment. We have an existing class 1 facility that runs along Highway 246 that goes to the high school, Santa Ynez High School and so that is going to be part of the overall network we're trying to establish and then continuing that out to the east And then this slide really talks about in general terms the funding that we have and how it's going to meet the scope objectives. We have a total of about $2.6 million right now for planning, design, outreach and all the environmental and technical studies needed to advance the project and then in the city of Buelton as I mentioned to do the detailed design for that project. And so Segment A, the Buellton you can see there that specifically some of those funds are being used in both segments or both work packages or areas.

And then we have local contribution from the City of Solvang that will be used in their area and the state parks grant that the city of Buellton granted is going to be used in their segment, Segment A. Our overall $2.6 million right now I think the big picture, I know local funds from the county and Director Hartman's office were trying to we're actually with the federal grant that we have right now we're able to kind of reserve that director Hartman and keep that available for leveraging future funds or advancing the design when we get to that point further so that was another win came out of getting enough federal money.

As far as next steps, and Tom touched on these will be conducting our outreach starting this summer and fall. We are continuing to work on those agreements both with the tribe and FHWA getting close on those in fact the one with the tribes And then the continuing work with project teams to include that additional scope that we're talking about with the federal work. We had an initial discussion with our project working groups on Monday and they seem to concur with how we're planning on using And then developing initial documents and to identify constraints so that we just be ready with all the material to go out to the public.

So the recommendations before the board today are to approve and authorize the MOU with the San Ynez Chumash Indians. Approve and authorize an agreement with FHWA as currently presented, and it's in draft form so that would need a final legal counsel review but we'll conduct those and then provide any comments that you have in direction as both on the outreach going forward and anything else that what you want to let us know at this point in time as we're launching this project.

I just wanted to give a little more background. In my mind, I think of this as the Khan-Cohen cross valley connector. It really took the tribe and Sam Cohen to translate what was kind of a dream into grant proposals and identifying what the grant opportunities were. The city of Buellton, the city of Solvang joining in with the county Applying for these and we got initially from Congressman Hart the $425,000. Then we got the federal grant but that was dicey for a while and then we got the sustainability grant but we applied for many many grants and as I say it's kind of like the dog that caught the car what were we going to do with it because we couldn't implement it And so fortunately, SB CAG and Mike Becker has been involved in this for a long time and brought Fred in.

But they were willing to take this on because it is a tremendously complex project. So I just want to make sure we honor the people who really worked hard on this. Sam Cohen has left but He applied, we must have applied for 10-20 grants till we finally got enough to keep going. And Greg Hart his faith in this got us launched and that will get us our first constructed part so this is a dream come true It will define the valley like the Ojai Trail does up there. It'll connect people, many of the tourists won't have to get in their car they'll be able to go on bikes to various destinations along so it's tremendous.

So bike trails. Yeah, you know where I'm going with this? I just got a photo from a camp that established on one of our bike trails in Lompoc. We spend hundreds of thousands of dollars every year cleaning up on wrong our trails and patrolling them. It's all sounds great in the perfect world. Awesome. You know But in our community, and it'll happen everywhere else too.

People are afraid to use the bike trail now because you got guys down there living with guns and they got dogs and these areas are open as such to allow that so when you're designing this think about how you're going to maintain this and keep it safe and keep people out of where they shouldn't be because you're introducing people potentially into environments they shouldn't. We put lights up on the trail to Hancock guess what happened?

Stole all the wires. So now we have light poles but no lights so just understand it all sounds rosy and great and people can go from ABCD all the way to F. Just make sure they can be safe to get there, and it's not something that's going to cost you more every year to clean up and maintain. And make sure they're safe once they find out they're not safe. People aren't going to use them anymore.

I think that goes to something actually we've been wrestling with the county.

We're here to make sure that people who walk, bike, roll and use public transportation have the same freedom and liberty as everyone else in the community. We are highly supportive of this project we want to thank the tribe for their investment they've been leading this work for millennia across this land And no one builds these projects better than them, so we're grateful for their investment. And thanks to our regional governance because at the end of the day these multi-stakeholder processes are complex and SB CAGS work with the tribe to pull us all together on this I think is incredibly powerful and is going to get us through this project.

I do want to make some comments though on engagement at the front end, and Mayor Mosby raised this and it's actually what I came here to talk about. I do think there's a gap at this front end. It has to do with public safety and access and multi-stakeholder engagement there. What we're seeing in this sector of active transportation is increasing demand and competitiveness on these multi-use pathways as community needs are increasingly complex. We have public safety issues, ADA issues. We need to bring law enforcement business tourism e-mobility there's a lot of talk about e-bikes and e-conveyances climate mitigation intense weather like shade or rain that we need to control for and personal safety along these pathways and in fact we need to get this stakeholder engagement right on the front end so that the money that we use toward the design and construction is can mitigate the concerns of the community.

So we'd like to see something like a public safety and access stakeholder working group that helped bring all the various groups together, including law enforcement, including people who bike to talk about this from the very front end so that we have these relationships, we have these lines of communication open and then those can help us maintain the pathways in good condition because honestly Mayor Mosby is right that if we don't have these plans in place and these agreements in place about maintenance after we build if certain segments of the population can't use them, whether that's a mom with a stroller or someone with a walker or someone with an e-bike trying to commute to work. Our investment is not the highest and best use that it could be.

I also think we want to make sure that we are budgeting for this. Oftentimes, we think about construction as the end of the project but this ongoing maintenance and public safety concerns in ways that are equitable and accessible is something we need to think about so we wanted to express our strong, strong, strong and ongoing support for this project. Thank everybody who's gotten us to this place and let you know that we're willing to be engaged partners for the foreseeable future especially for some of this hard work making sure that the designs and the execution of this project are sustainable for all users well into the future. Good morning again, Chair Nelson and Directors. Tom Vo here from the Planning Division at SBCCAC. Well to get the presentation loaded Okay okay sorry about that we're just going to start. Today Mia and I will be walking you through the final regional growth forecast that will support the next uh the development of the next Regional Transportation Plan and Sustainable Community Strategy.

This is a long-range plan for the region that gets updated every four years before we start i just wanted to use this opportunity to recognize your staff for working with us on this project over the last year Just quickly over, this is an overview of the presentation starting with the regional growth forecast background and timeline. We'll move on to talk about the growth forecast estimates at the county and jurisdictional levels.

There will also be a couple of comparison charts to show you different growth scenarios. And finally, at the end of the presentation we'll be asking for your approval on the final regional growth forecast estimates. All right, thank you Mike. So you must be wondering what's included in the regional growth forecast estimates? How is it being used and why is it important?

The regional growth forecasts consist of the future population households and employment for all local jurisdictions in the region As mentioned, the growth estimates are considered as one of the foundational components within the Regional Transportation Plan and Sustainable Community Strategy. Specifically these numbers will go into the land use and transportation demand models to generate different regional performance indicators such as traffic volumes, transportation modes, trip types and so forth.

These indicators are important to understand the future transportation needs for the region In addition to showing how the county is anticipated to grow, the numbers can also support funding and infrastructure planning for the region. This diagram provides a high-level overview of where we are in the process on the left and how the estimates are going to be integrated into the regional plan development on the right.

Once adopted, these estimates will be used again in both the Regional Land Use Model and the Transportation Demand Model to support the regional plan. That's why it is important for us to have the final regional growth forecast so we can start the development of the next Regional Transportation Plan and Sustainable Community Strategy. We started this update last June, and since then, we have been working closely with the Technical Planning Advisory Committee, the Subregional Planning Committee, the local input process, and we had a lot of one-on-one conversations with your staff.

This process is truly a top-down data and bottom-up local knowledge approach. Also, the growth forecast estimates were reviewed by Dr. Mark Sneed who is the local economist and the main author behind Caltrans' California Economic Forecast Report. And today we are here to seek your approval on the final numbers Now we can start focusing on the regional growth forecast estimates.

Looking at the countywide picture from 2025 to 2060, starting on the top, the population is projected to grow by about 75,000 or 17%. Households grow by roughly 38,000 or 25% at the bottom And employment growth by about 48,000 or 21% in the middle. Overall the growth projections are lower compared to the previous decades due to the anticipated changes in demographic factors.

How do these estimates look at the jurisdictional level? With that I will pass it on to Mia to go over the sub-regional growth forecast, growth comparisons and staff recommendation. Thank you.

Thank you, Tom. So we also determined sub regional estimates for all of the local jurisdictions at the city level as well as the various unincorporated sub regions of our county. We have more details on how specifically we performed these sub allocations in our report as well as the technical appendix. I'm just going to give some high-level overview of the trends that were seeing.

I'll start with households which is that middle column there We're seeing the most growth in the city of Santa Maria, the city of Lumpoc and the unincorporated Santa Maria Valley region. And then you'll notice our countywide growth there at the bottom overall. As far as population goes, we're seeing similar trends with Santa Maria Lumpoc as well as the Santa Maria unincorporated subregion having the fastest growth but you'll notice that the household growth tends to outpace the population growth across the county. This is due to a couple of factors The first is new housing development, addressing existing overcrowding. So that would lead to a reduction in the number of people in each household or household size and then we're also seeing smaller household sizes just due to demographic factors such as our aging population so there's more single older adult households and we're also seeing just smaller family sizes and folks having less children overall And so that's how you can sort of have these household increases that don't necessarily lead to a significant population increase.

For employment over there on the right, we are projecting jobs to remain concentrated in the South Coast which is the current trend. But you'll notice there's also quite significant employment growth in several of the North County cities and I'll just note here that these jobs are based on any job that's based in Santa Barbara County so it would include folks that are commuting in from other counties To work here in Santa Barbara.

It's just to put things in perspective with some comparisons the estimates I just showed and that we're seeking approval on today are displayed there in the orange our previous regional growth forecast which was done And then that green line that you'll see on the bottom is our estimates prior to that local input process where we worked with local staff to input the planned employment and housing projects.

So you'll see that the estimates that we're seeking approval on today in orange are about by 2050, 30,000 higher than the DOF estimates which is about 7%. But they're about 10,000 less than the 2019 projections. And a big part of that is due to the 2019 projections being pre-COVID And then the DOF-based projections don't necessarily have the same level of local detail and knowledge on development projects.

And then for households, by 2050 that gap is about 15,000 households or 9%, and still 5,000 units lower than the 2019 growth forecast. But overall you'll notice the trends are pretty similar and consistent so we're quite happy with that. For employment estimates, once again we see similar trends as compared to our 2019 forecast just a slightly lower projection amount post-COVID.

And for employment we were also able to project by industry. We have that data available at the subregional and city levels as well. So compared to the 2019 forecast as far as the employment sectors go, you'll notice that we're projecting more health care and education jobs. This is largely due to our aging population through 2060 and you'll notice that there's also a larger allocation of farm jobs on this has proved to be a very stable and fast-growing industry in our county post COVID So today we're seeking approval on these regional growth forecast estimates of population households employment for use in the 2029 Regional Transportation Plan and Sustainable Community Strategy.

So the confidence score that we have is so Director Brown, so I mentioned that throughout the process we use the authoritative sources from the Department of Finance And every year they have a very robust model and it's called the traditional cohort component models looking at specifically demographic factors such as what Mia mentioned earlier, fertility mortality migration and so forth. So their projections are more realistic based on the demographics how The region's going to grow. So we use that as the first scenario, which is the very bottom green line that Mia showed earlier based on that projection. We work closely with the technical planning Advisory Committee through your staff. They reviewed the number and they suggest you know changes to it.

And so with that we incorporate into the model And that's the orange line that you saw earlier, which is higher than the green line. And then through that process in the model there's a relationship between population and households. We use certain ratios such as population to households or population to employment to make sure that we look at the historical data and projection, make sure that those numbers match or within a reasonable range. So so with that we feel confident. So one, we work with your staff so that confidence level number one and then we use different ratios in the model looking at the historical trends and so forth to make sure that the model is to make sure that the projection is reasonable in the future. You

know I understand the projections and whatnot have you I don't know if I should ask you what the standard deviation would be or where you're at. But for a confidence perspective, what I'm asking is in the models that we have, we have an outliers OK? And I'm concerned one of those outliers is Vandenberg Space Force Base and the growth that they're projecting and whatnot. Are those in your models? Have they been included? And because we're trying to it's hard to project the future by using a past, it's not always accurate so I bring that up as those considerations

Absolutely so we will be going back and updating this forecast in likely for 48 years. So if we see significant growth or get new information, we can input that and then update our estimates and I will say for employment there based off of a countywide data set that we purchased and so it basically tracks employers to the exact location. So we have a pretty good estimate of countywide jobs projected through 2060 that comes from our statewide authoritative sources, so it's highly correlated as well as we have really good data on jobs in 2024 and where they were in the county which is reflected in this forecast.

And just looking at some of the graphs and stuff, they don't even align what we're doing with our arena or even currently right now what we are constructing in the town. So it's just I don't know how maybe these were age numbers that you got that you were looking at but I mean The base has been advertising that there are 10,000 plus jobs coming to the base. We're filling it in town already with SpaceX and the others and the demand.

And the complexity of this is that the numbers that are used here or the numbers they use there, the numbers used there we try to leverage the number of the reality and then trying to bring reality to groups like LAFCO. They go that's not true because look at this so it's like And I talked to our my staff and they like where you what there is using we're using the numbers that we have for us because then here you get in the numbers are getting from staff.

We have this circle and I try to break it down where we're getting numbers from 2010. You guys clue in because this is an important document that's used a lot of different ways. It's happening at the base and those 10,000 jobs coming plus in the secondary tertiary jobs are compounded on top of that. In somebody they're going to go somewhere and if we don't do it right, the pressures are going to be such anything housing is expensive now which you have 15,000 more people families looking for housing. You see what happens so I just I don't know maybe you can answer are they as it just antiquated is something is a be patient in four years will get these will go back and

Sure, Nelson is a very good question. So at its very core the purpose is to inform our planning efforts so these numbers we put into our transportation models are land use models and that way when we look to see what when we plan for the future These populations, these households, these jobs inform what projects come out of that process. So for instance right now we're doing the 135 study and we're not looking at the population employment and jobs just today. We want to know what is expected in the future so that we could identify what are the solutions address those demands that are coming so that's the primary core purpose is to inform long-range transportation planning.

Most of the cities in the county use our forecast as well. They're not required to they can use whatever they want however This is a very thorough process. The state does, as Tom and Mia mentioned, prepare a countywide forecast through the Department of Finance that's based on demographics. They don't go to individual jurisdictional level so we use that as a baseline and build upon it based off of the local knowledge of just last night I heard the county has 5,000 units in the planning pipeline in unincorporated County So, you know it's those types of projects that then are added on to what will they produce in terms of households and jobs and population into the future. But ultimately the primary purpose is to inform long-range transportation planning.

Okay the next piece of this that I think is important for everybody is how does this impact RHNA? Because I think that's something we all want to understand better because we don't necessarily want to artificially adopt higher numbers and then force the state to force more housing on us. I think we want to adopt a number that gives us the most amount of flexibility, because remember RENA is just a floor. We can all do more but we don't want the state necessarily telling us you know, you have to zone these mental units. We want to have that autonomy within our own jurisdictions.

So chair Nelson two things I'll touch on as a related arena. So first when the Rena process starts the Department of Housing Community Development works with us determine what is the regional need for housing to the end of the Rena planning period? So for instance in a six cycle we were looking at the 2031 and the first step in that process is what's your future population So as a baseline, HCD uses Department of Finance.

If regional forecast is within 1.5% of the Department of Finance they'll consider that reasonable and then you can have discussions to use your local forecasts. We're well beyond that we're outside of that range so In all likelihood, I don't want to guarantee anything but I would put high odds that it's going to use the HCD will use a Department of Finance. They used Department of Finance in the last cycle.

I'm not aware of other regions that didn't use Department of Finance so that is the first part. So the region-wide housing number will be based off of Department of Finance Number two. So it doesn't matter what we do today for that purpose, right?

Number two after we receive a number actually we could start before that through this board will ultimately approve a methodology for how that region-wide housing number gets distributed or allocated to each city. There's we have to seek to address this five objectives are defined in statute in that process, but how we get to that is completely In the last RHNA cycle, in the sixth cycle we used jobs as part of that methodology and jobs came out of the regional growth forecast. So the regional growth forecast did have an impact on RHNA.

There's nothing that requires us to do that again or this board may choose to use jobs or expect the population growth. That's to be determined and it's at your discretion.

So this is a bit another big number that we don't see necessarily see but that we're going to have to accommodate

I was just wondering if you have a breakdown of that by city by decade as well since you're kind of coalescing all of this data because I think that might address some of the issues that the directors are asking about, because then you might see this giant growth in like in Lompoc over the next 20 years might be 20% and then it shifts out after that.

So I was just wondering do you have this data broken out by decade by city? And is there any way to get that information to us? Because that would be helpful.

So I think that's an interesting piece that I'm kind of glad that was included in here because I'd rather say that they are not going to do it because then if they do great and that would be wonderful but then obviously the documentation says that it's gonna be on us This documentation says it's going to be on the city is to support the growth of Vandenberg and I actually very much appreciate that because as far as I can tell, that's what's going to be true at this moment.

And so like Lumpoc is gonna be building housing for Vandenberg. Bealton might be building unincorporated as well. So I was grateful that that was noted because, to your point about Rina, we're going to absorb that into our cities and so it's good that that was noted. So, I appreciate the technical appendix. They're off by significant magnitudes and it is what I find it ends up happening as at Lafco meetings when they use Rina's overriding considerations of findings effects to convert Aglan because of the demand arena.

And then when we see numbers like this that can be used against us and say well you don't need an annex, look right here. This is what this document says SB CAG. So granted there are numbers on paper but there are numbers that are used against communities in many ways. I mean I already know your number on page 27 in the back section there with law books doing 43-6 to 44-2. We're going to do that this year We're going to surpass that this year in population growth. So I see the numbers just so far off and I don't know is it take that long to correct numbers or data or the state? We know the state that you know, they could take 10 years to figure something out right

So first we have is the Buellton ramp closures I'd like to address the recent miscommunication we had in Buellton that's to say the least. Recent full ramp closures were incorrectly marked and proper notice was not given for them Caltrans we apologize for this indiscretion for the delays and the concerns that this caused residents, businesses and visitors to Buelton area.

The signage has been corrected and Caltrans Public Information staff have reached out to the City of Buelton and Supervisor Hartman's office to discuss construction notices through the remainder of the project. Additionally we are looking at temporary cameras to manage signal operation throughout the construction period due to damaged signal loops Our traffic and our maintenance staff are on notice and ready to address signal timing in coordination of traffic backups are observed and reported.

Yes, Calcog met on June 3rd. In addition to their meeting they also had a legislative day where they were speaking to state representatives about the issues. The major issue was SB1087 which is the legislation on SB375 which is very near and dear to SBCAG because we've also done a white paper on changes to 375 and where we can go moving forward So CALCOG is very engaged on that issue and it's a hot topic at the board meetings as well as the staff level.

And in that legislation is moving through the process, and it's getting changed as we speak unfortunately in the wrong direction then. Our our position. So we're going to give an update on that as we move forward other than that on the agenda, they gave it a state legislative update as well as a federal reauthorization update and we're on board with Calcog in their positions on both of those items and that is all I have for that report.

We continue to make some fiscal changes as we move from one exec director to the next and we're trying to right the ship here. And we're also hoping in the state budget that we get our Prop 4 allocation that was set aside for us which could help for our long-term solvency as well as our efforts to deploy electric vans were appropriate so that's what's going on with CalVans. So the outreach team came out and heard their questions it was a very passionate group I did attend that meeting and they, the outreach team will get back to them with their questions that they asked and right now that project is 30% in design it's not like a lot of questions they could not answer So, but we had heard that they were going to come to the regular Losan meeting that we hold.

I meet with Losan at the Goleta City Hall and so that was on June 15th So we prepared our room for a crowd because that's what we heard was where that was coming. And and that didn't happen, but we were ready if they did. But at that meeting it was pretty brief. We We had a third quarter fiscal report, fiscal year 25-26 reports on ridership, revenue on time performance grants budget and safety as well as approval of a release of requests for proposals for marketing services and an amendment to the Leesdale siting extension project. Ortega Siding, correct? Is that what we're talking about? So the Ortega Siding is being led by the Losan Agency as a construction project to add a passing lane on the railroad tracks so trains can pass each other going north and south because there's only one track. So they have to get off to the side. The fact that Losan is the lead agency on rail in our corridor They are out of Orange County, but they represent all the way from SLO all the way down to San Diego. So they are the lead agency on the project and implementing that and they got full funding to go get to construction so they are moving forward on that project.
