Mayor members of the city council the city's business recognition program celebrates La Mirada businesses for their positive contributions to our community their milestone anniversaries of being located here in La Mirada and and notable achievements within their industries. This evening, Brocco Metals is being recognized for its 30th anniversary. Brocco Metals is a metal distributor primarily serving the aerospace, defense and commercial industries. The company supplies raw metallic materials to manufacturers and subcontractors that use the materials to produce finished components and products for major aerospace and industrial companies. Brocco Metals maintains it's headquarters in La Mirada and operates service centers in several states.

The company is a division of Reliance Incorporated, one of North America's largest metal service center companies. Brocco Metals has more than 70 years of experience supplying metallic raw materials to the aerospace industry. Its customers include manufacturers and subcontractors supporting companies such as Boeing, Airbus, Lockheed Martin, SpaceX, and other leading aerospace and defense organizations. During its 30 years in La Mirada, the company has contributed to the city's industrial and economic strength and employment-based while supporting industries that are important to the regional and national economies. Tonight, Clarence Gallimore, EHS and Fleet Manager will accept a certificate on behalf of Bronco Medals. So with that it's recommended the City Council present Bronco Medals with a Certificate of Appreciation and two tickets to the La Mirada Theater for the Performing Arts.

Thank you, Mr. Mayor. The next two items are introductions. The first of our new Norwalk Sheriff's Captain and then a couple of city employees. So we'll begin with the introduction of Los Angeles County Sheriff's Captain Omar Camacho. As captain of Norwalk Station, Omar Camacho is responsible for overseeing the personnel and operations of the sheriff's department serving the cities of La Mirada, Norwalk, and the unincorporated areas of Los Angeles County.

Prior to Captain Camacho's promotion to Norwalk Sheriff Station captain just a couple weeks ago, he served on several key assignments including executive aide to the assistant sheriff where he helped lead major projects and strategic planning efforts. His experience also includes leadership roles in the Homicide Bureau, Internal Affairs Bureau, Lakewood Station, Century Station and the Narcotics Bureau. He previously served in Norwalk for nine years as a training officer and member of the Norwalk Throughout his career, Captain Camacho has focused on reducing violent crime while building strong communities. Captain Camacho understands La Mirada's community policing model and believes strong partnerships between law enforcement and residents are essential to preventing crime and building trust.

And I can say he was already at our national night out event last Thursday meeting different community members. His focus is also on mentoring youth in various activities. During his 26th year with the LA County Sheriff's Department, he has earned numerous honors including Deputy of the Year, a Certificate of Congressional Recognition, recognition from the county of Los Angeles and several commendations for outstanding performance and leadership.

He studied at Cerritos College and at Cal State Long Beach. He also earned a supervisory certificate through the California Peace Officer Standards in Training or their POST program, and has extensive experience managing critical incidents. And we're very excited to have him on board, and his leadership capabilities certainly precede him. Everyone's very excited at Norwalk Station, City of Norwalk, to bring him onboard. So with that it's recommended the city council welcome Captain Omar Camacho and present him with two tickets to the La Mirada Theater for the Performing Arts.

Jeff and myself, along with the mayor of Norwalk and their city manager and representative from Janet's office were there to do interviews. A lot of qualified people came for it but I'll be honest with you, going from my former profession two weeks ago, there was criteria that we're looking for, for individuals. You make this impossible list of who is gonna fill it such as patrol operations, internal affairs, administrative, special investigations, a plethora of things And the way he pulled it through, So I firmly believe that we made an amazing choice today.

That's the way it always works. There is a promotion line or some other special detail, whereas I would say you serve with the will of the empire and the Empire of LA County was pretty huge. I'll shut up. You can say a few words obviously, whatever you want to say and we'll take a real picture with the whole entire city council.

Our next item, as I mentioned, is an introduction of two new full-time employees. It's the city's practice to introduce new full-time employees who have become part of our city team. This gives the council an opportunity to officially welcome new staff and provide the employees with the opportunity to be recognized. And this evening Beatriz Aguilar and Avery Carmona Bugarin will be introduced.

Beatrice first joined the city as an hourly part-time administrative clerk with the Public Works Department in September of 2003. She transferred to the Administrative Services Department in the same capacity in May of 2023 and promoted to Senior Administrative Clerk in May 2024. At the beginning of this fiscal year, Beatrice promoted to a full-time position as administrative assistant with the Administrative Services Department. She assists with the daily needs of invoicing, expense tracking, purchasing and coverage for the business license desk and the front desk. And I'll tell you, you won't find a more kind person who is serving our community than Beatrice. Congratulations!

Beatrice, congratulations. I was asked to use the microphone now by certain people. I guess my big boy outside voice wasn't cutting it because it wasn't recorded properly. Well welcome so much. Welcome to your position. Here is an official envelope. What goodies are in there Mr. City Manager?

She gets a $40 gift certificate to Panera Bread and then tickets to both Splash and the theater.

That could be one fun-filled weekend for you. So I'll hand you the mic. I'll ask you questions because they want to hear you, not me. So here's the mic. So where did you come from?

Well, I've been here for over almost 23 years. Before that, I worked for City of Huntington Park just a year and City of Maywood for a year and a half. Oh, I've been living here. I'm a long-time resident. Yes, yes. First my brother moved here two years before we did. We moved in 1999 and I just fell in love with the city and I said someday I'll work here. And I said also someday I'll be in finance but you know I was in public works for over almost 20 years so it's been great.

Made the move and waited and waited and tried and finally.

Yes, yes.

Doing a great job, we appreciate you Beatrice. And next we'll bring up Avery who was hired in June as a full time maintenance one with the Public Works Department. He assists with the maintenance of city streets and right-of-way by performing a variety of duties including sidewalk maintenance of our major arterial streets, performing pothole repairs, bus stop maintenance and responding to traffic incidents and emergencies to provide traffic control and debris cleanup. He's currently assigned to the weekend schedule where he's responsible for emergency response, graffiti removal, park maintenance, opening and closing of the parks and assisting public safety. Prior to joining our city team, Avery worked for Kaiser Permanente Medical Center in Downey as an environmental services worker.

He is currently enrolled in courses through the Western Electric Contractors Association. And again, he joins our great team at Public Works already doing a great job here. A lot of positive things about his work ethic and attitude so welcome aboard you're doing great so far appreciate ya.

I'm going to present you with obviously the family here. You're identifying it, that's good. So now you're going to have access to these little envelopes so don't let them get that. We know we know yes, but we can schedule. I must do wonders for your social life.

answer. So obviously everything you do isn't good enough or fast enough sometimes, correct? You get out there and so forth. Has anyone told you I pay your salary yet when they're out there mad at You know, you can tell them, well then that kid's giving me a raise. That's what I used to tell them all the time. New trades and really getting to make a difference within the city. And really getting to know everybody. I'm still really fresh, it's only like my third month here but I've really seen that everybody really comes together and makes things happen here so... I'm really excited to be here and continue my career here. So thank you.

Okay, moving down we're gonna go to item 6.1 appointments. City Manager.

Thank you Mr. Mayor and members of the city council. The La Mirada Community Foundation performs a variety of projects throughout the year to raise funds for worthwhile community causes. The Foundation supports programs and services meeting the social, physical, developmental and recreational needs in our community. As you're aware funds raised by the Foundation have been used to assist with the Senior Meals Program, the La Mirada Symphony, a variety of school-based programs, student scholarships, and the Summer Concert Under the Stars program.

Edwin Velasquez submitted an application to serve on the Foundation. Earlier this year, he was interviewed by Community Foundation Vice President Kathy Alvarez and city staff. He's lived in La Mirada since 1999 where he attended Escalona Elementary School, Los Coyotes Middle School and La Mirada High School. Mr. Velazquez has been a realtor for more than 13 years. He is an active volunteer, has participated in several community events.

He has strong interest of being involved in our community so with that it's recommended the City Council appoint Edwin Velazquez to the La Mirada Community Foundation for a term ending in May of 2027. Thank you very much. Do

It would be appropriate for the mayor to consider making appointments to the various agencies requiring representation from the City Council. So Mr. Mayor I'll defer to you to name the members and alternates to the various organizations. Yes sir thank you Mr.

Hi, my name is Matthew White. I just want to let you guys know we have one of our La Mirada Little League teams in the World Series. They won game one. They're playing game two tomorrow at four o'clock and when they win that the game will be at four o'clock. It's Eastern, so they're in Detroit. But the game will be at 4 o'clock on Saturday. And once they win that, they will play the international team. So we're really excited for the junior division. It's a great day for all of our sports here in La Mirada, but these are all La Mirada kids and they've beat everybody in our city, the surrounding city, the surrounding states, the surrounding region, and now they're defending La Mirada which is essentially the world stage. We're really proud of them, so if you guys can support them.

Item 9 ordinance and resolutions 9.1 Mr City Manager Thank you, Mr. Mayor

and members of the City Council. Resolution number 2622 amending Administrative Policy Number 0-02 pertaining to the Code of Ethical Conduct. As a council is aware, the Code of Ethical Conduct establishes standards of conduct for members of the city council, the city's commissions, councils and committees, employees, volunteers, and all elected and appointed public officials. The code is reviewed annually by the council to consider any updates.

At the City Council's retreat meeting just a few months back on April 17th, the city council discussed revisions to the Code of Ethical Conduct. The code that was presented included a change to the placement of the Your Mission provision. This item is now listed first rather than last as was suggested at last year's retreat meeting During this year's meeting, the Council expressed support for combining sections one and two related to the mission and conduct of members. And for adding a new section to address public communication and the use of social media at the study session meeting held last month. The council reviewed and discussed a draft version of the Code of Ethical Conduct incorporating the modifications. During that study session meeting, members of the council expressed support for combining the sections one and two related to the mission and conduct of members.

However it was requested that the proposed section 18 related to public communication and the use of social media be revised with language suggested by Councilman Lewis as shown within your report. The proposed resolution would amend Administrative Policy Number 0-02, again pertaining to the Code of Ethical Conduct with the revisions agreed upon at the study session meeting held on July 14th. So with that it's recommended the City Council adopt Resolution Number 2622 amending Administrative Policy Number 0-02 pertaining to the Code of Ethical Conduct.

Thank you, Mr. City Manager. This for the record is as explained this was brought before the council once it was sent back for revision and clarification which we have before us today correct? Okay with that being said any questions or any comments?

It will I'll be going to The commission meeting is before the end of the year, probably within the next month or two just to explain the additions and revisions that were made to the Code of Ethical Conduct.

Dr. Ian. Thank you Mr. Mayor. I just want to say I support the intent but also recognize the limitations. We can't anticipate or adjudicate every single scenario or disagreement but in general I support the intent. I think that's as close as we can get Anyone to my right? Councilman Lewis.

Yeah, I agree with the changes and I'll move item 9.1. Second.

Before we move to a roll call, Councilman Druce do you have anything to add or no? No. Okay. I have one comment. We know, I mean this has been since this came up and it's been no offense Mr. Lewis but i've been hesitant to even like your post because I don't want to get in trouble and like something I shouldn't have liked that's been out there too long and so forth. So it has really restricted when I see things on social media to like or repost and it is a shame but I guess that's where it's moving.

But like anything else we've always realized that this is gonna be a self-governing Effort so to speak. But just for the clarification, but it has already altered some behavior if you will just by merely liking or hearting something on Instagram and so forth. So we are first and we have a second roll call please.

Thank you, city manager. Last year, the Public Safety and Traffic Commission requested that a six-month review be conducted at Hutchinson Middle School to determine whether additional modifications should be made to enhance traffic flow on Estero Road from Bora Drive north to the entrance of the Hutchinson Middle School front parking lot. The six month review of the traffic circulation at the school was completed in May City staff made three follow up visits to the school Overall traffic impacts were observed on Estero Road, especially during school dismissal time.

Parents parked northbound along Estero Road from Bora Drive to the parking lot entrance resulting in a double parking condition for vehicles queuing to enter the parking lot. Additionally, vehicles were parked across the street southbound on Estero Road. When this occurred it created congestion for other vehicles traveling northbound and southbound along Estero Road as shown in the photographs and Attachment A that are attached to your report.

I'm going to call the meeting to order. On the east side of Estero Road from Board Drive North to 60 feet south of the parking lot entrance, the existing 60 feet of red curbing would remain. No stopping signs during the designated... I apologize. Let's see no stopping signs during the designated times are being recommended rather than the red curbing because the issue really exists during the dismissal times and drop-off times and it's approximately 10 to 15 minutes.

The public safety team will also conduct additional enforcement at the school site to deter parents from parking in the no stopping areas and along the red curves, and in the school crosswalks. City staff has communicated with the principal and she's supportive of the idea. And the Public Safety Commission unanimously approved it at its last commission meeting.

It is recommended the City Council adopt resolution number 26-23, approving the installation of no stopping 7 a.m to 9 a. m and 12 30 p.m to 3 30 p m school days only signage on the east side of Estero Road from Bora Drive North to 60 feet south of the Hutchinson Middle School parking lot entrance.

Well school starts this week so it would take effect as soon as public works could get the signs up.

Okay in addition to the signs I know the principal's on board and do we have any commitment from her that she's going to send an email blast out to her parents giving them a heads-up this is coming?

No, she didn't indicate that but we can talk with her about that.

May I please let's lean on that heavily because what's gonna happen is our deputies are gonna be the evil enforcers of this and the parents really need to be made aware that this is happening because it's been a custom. I know I live across from Granada and Lemon, it's ridiculous. It's almost triple park you can't get through so I understand the necessity for this because if in states emergencies it's ridiculous but in the end people are trying to pick up their kids and people trying to drop them off So we all have empathy for what they're trying to do. It's how they're doing it, and I hate to have a plethora of citations passed out one day and people are trying to get their kids to school.

And we've all been there, where we run late a little bit and we've all done probably inappropriate things that you just get out here now and run. You know, get over the kind of thing. So any outreach and efforts that school can make to their parents will let them know. That way it makes it easier on our men and women in green and tan are gonna be out there signing people up for fan of the month club with citation.

When the signs are installed, we will also have our public safety team out there educating the residents. We won't go immediately to citations

Okay.

We will help them become more aware of the no stopping regulations. Are

public safety going to make contact with these individuals and make them aware, talk to them? Yes. Are we passing any leaflets or anything to give them a physical reminding as well because people can always say I didn't understand what you were telling me over here read this tomorrow. We could. Everything we can eliminate everything to avoid conflict with people who are picking their kids up and dropping off at school.

Any follow-up sir?

Yeah, I just want to say ditto to everything you said. That yeah it's imperative that message gets out there because I also live near a school and the problem is is that every parent thinks these rules apply to everybody but themselves because their kid trumps every other kid You know, you see them, they want to park in the middle of the street and watch their kid go into school and hold everybody else up. And so without, it says there, to further assist enhancing traffic flow, the city will encourage school administrators. I think for me that the key there is the school administrators are going to be We'll be there periodically, but they'll be there 24-7.

So I think they really have to take the burden of this on to make sure it just follows through because if not then it's just gonna be the same old thing and then they'll kind of clean it up when they see a traffic officer and then it will just go back to the way it was before. But I agree 100% with the Mayor's comments. Thank you.

Moving on to item 9.3, Mr. City Manager. Mr. Mayor and members of the council

this is resolution number 2624 appointing a member and alternate to the Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority Governing Board or we call it GWMA. So the City of La Mirada is part of the GWMA, which provides integrated and coordinated solutions for the region's water-related issues. It's a relatively young organization that the city is a part of.

Pursuant to the joint powers agreement each city is required to appoint a representative and alternate representative to the governing board for a two year term. Currently, former Public Works Director City Engineer Mark Stoll is listed as the primary board member and Project Manager Mark Rounds is the alternate. Due to Mr. Stoll's recent retirement it's recommended to change the appointment of the primary board member to current Public Works Director Marlon Muñoz and additionally Senior Administrative Analyst Priscilla Lee would serve as the alternate to better reflect her job duties which deal with this organization.

In accordance with the GWMA bylaws, all non-legislative appointments to the board must be made by resolution. So with that it's recommended the City Council adopt Resolution Number 2624 appointing Public Works Director Marlon Munoz as a primary board member and Senior Administrative Analyst Priscilla Lee as the alternate board member representing the city of La Mirada on the Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority.

An appreciation to Edwin for volunteering for the La Mirada Community Foundation and what a great last name. I know we have no relation but I'm sure way back we might be primos. A huge welcome to Captain Camacho It was great getting to meet you last week.

Thank you so much, what a great strong showing of the deputies at National Night Out and thank you for your leadership and to the entire LASD department and to Assistant City Manager Herrickson and all the public safety team and the commission and all the volunteers in LA County Fire. It was absolutely one of the most stellar national night outs that we've had and I am really grateful to have been part of it A giant congrats to La Mirada Little League, their junior division as Athletic Council representative Matthew White was speaking of for their win yesterday in the World Series and I'm excited to watch them play tomorrow Wednesday August 12th on ESPN+.

Hope everybody comes out and watches and cheers them on as they are just we're so proud of them. Last week I also attended the State of the Union Address given by Congresswoman Linda Sanchez and I'm grateful to the region's Chambers of Commerce who hosted. Family is everything, the people you carry around in your heart and the people that keep you going. My heart and my family's heart centers on inclusion and accessibility for all So when I see programs begin and scale and flourish, like the city's Adaptive Football League in our very own La Mirada Community Gym featuring less stimulating environment that embraces the caretakers and the families and athletes of all abilities.

My heart is filled with deep gratitude. Thank you staff and community services for your leadership for meeting every resident's needs. Thank you and good night.

Thank you, Councilwoman Beatty. Dr. Ewing? Thank you, Mr. Mayor. Welcome Captain Camacho. I think physically you're the strongest captain we ever had. At ease looking at you, I think you might be the strongest we ever had by quite a bit of margins too. Edwin, I just want to say welcome. I read your essay from top to bottom and I resonated with your story and thank you for putting the time and attention into your application.

Also want to welcome my librarian Amy Yang, long overdue whole summer we haven't had a librarian so thank you for being here. And great, and finally I just want to thank staff for a great concert series. Great concert series! I'm not sure you guys feel the same way but for me it's just a very very special time for me, the concert series. I look forward to it every year.

I'm talking to everybody all the time somehow I became the conduit of good bands and bad bands I mean every single, during the concert my text is going off horrible band. Or if it's a good band get them back you know and then afterwards my phone blows up and Kathy one time look at it and say do you take this from them? I said no I'm not responsible for their musical genre or their musical taste but somehow I became that default But honestly, overall I just want to say talk to a lot of people every week and the move to Neff Park is genius. It's well accepted by residents and you guys did such a wonderful job picking that transition. Congratulations.

Thank you Mr. Mayor, last week I went to the chamber meeting we went to Chick-fil-a and that was i think the first time we went to Chick-fil-a. We usually go to 1260 which is a good restaurant but it's nice to see the chamber moving around from restaurant to restaurant so we get to try the different breakfasts in the different areas and being that my office is over there I eat at In-N-Out Burger, Chick-Fil-A and 1260 pretty much every week All three of them are great, but five times a week I've probably got to find a new place. So the Chamber is moving on I think every Tuesday, the first Tuesday of every month for a new place to eat so join the Chamber it's a great event to socialize and network with other businesses.

Number two La Mirada Little League I think it's been 26 years since we got to the World Series, 26 years ago. Did we win 26 years ago? I think we were there but I know it's been 26 years so congrats to the La Mirada Little League. I think it sounds like we have three more games to go so let's keep rooting for the home team and I'm sure someday Pretty soon we're going to have them here to give them a certificate. So they'll be up here in the chambers and Captain Camacho, congratulations!

I think Dr. Ng is correct you are the biggest captain that we have had. I used to be in the MMA just watching it not being in as you can see from this. Edwin, congratulations and we'll see much of you I'm sure. That's my report thank you. Thank You Dr. Drews

Thank you, Mayor. Councilors in the park just to tag behind what Council Member Ng said it was such a nice smooth transition and that's you know to the hard work of staff. You know you guys did such a wonderful job normally when you move from one place to another there's gonna be a lot of complaints there's gonna be a lot of problems this was so smooth it was so nice everybody liked it so just a great job it was just really Well done, and so also just a personal shout out to Marlon. I wasn't here when he was first announced as the new Public Works Director. I've known Marlon for over 15 years. He's just been a solid guy, upstanding servant, you know? And he laughs at my jokes. But I was just happy to see that promotion there. So you went from king of trees to king of potholes.

So congratulations on that. Also thanks to everyone for serving, taking the time to serve community. We appreciate the effort and all we'll be going into that. And for Captain Camacho welcome on board. You know I think you're my fifth or sixth captain and not only are the strongest, you're the best looking So whatever that's worth. But I also think we did give him two tickets to the theater, maybe we should give him two nights at The Residence Inn. That might help a few things as an inside joke on there. But that concludes my announcements.

Thank you Dr. Bruce. We finished a summer here in the city, and as kids are going back to school that says a lot. The programming of the staff on that it's not the events themselves it's before and after that's equally important. The summer camps all the care everything that happened at Splash, the concerts everything it's see when we go to these things as events as elected officials we can show up for for a few and then we can leave You guys can't, because it's your job to be there hours before and hours after to make sure everything goes. And it's the before and after that truly requires leadership organization and being visible and being present and leading your people to get it done right. And you've been doing it right. Doing it very, very, very right if that's even proper English.

So we thank you for that, for the job you do. You guys go above and beyond our staff incredibly in what you do It doesn't happen without you. And it's legendary, because it makes you proud to walk around the city. I was at the UPS store and strolling in the park and talking to the owner there. She happened to be there the night before. I was taking some stuff to UPS and delivering it to her. We had a long conversation.

Got a lot of people upset behind us because there was a line, but we were talking about the event and how well it was running so forth. So what you do truly makes an effect. You guys may see it sometimes as a paycheck or as part of your job, but it makes our community that much better. And thank you so much for what you're doing. Welcome to everyone on board who's coming on the board, thank you. The new librarian ma'am I haven't met you yet but it makes sense because of the librarian and is a mommy now I presume and everything's going the way it should be with her being with their child.
