So first things up, we're going to have our presentation so we do have our proclamation recognizing June 2026 as LGBTQIA plus Pride Month and I believe that we have some public comment on this. We have one public comment from Lauren Lastrick. Fantastic! Miss Lastrick if you would come up please and if the rest of you want to join

Thank you for recognizing June as pride month. Your leadership here in the San Ynez Valley sends a powerful message. That inclusion is not just an idea, but a value we live out together. In communities like ours where connection tradition and shared spaces matter your decision to formally recognize pride affirms that everyone belongs. It tells LGBTQ residents youth Family like my own and visitors that Buellton is a place where they are welcome, not in spite of who they are but because of it.

Equally meaningful is your commitment to integrating inclusion into the everyday operations of your city like the beautiful pride banners outside thank you When inclusivity becomes part of how decisions are made, how services are delivered and how communities are engaged it moves beyond symbolism and becomes lasting change. That kind of leadership strengthens not only the LGBTQ community but also Buellton as a whole.

So thank you on behalf of my board here for setting an example of a forward-thinking leadership that has impact across the San Ynez Valley Your actions, often rooted in courage not comfort, remind us that even small cities like Buellton can have a profound impact. And we're creating ripples of belonging that extend far beyond our city limits. So thank you, we're grateful for the leadership of Buellton and that's it, thank you. Thank you very much. Of course.

Good afternoon. Thank you for having us. I just want to piggyback off what you said, you are causing a ripple effect because we had Buellton City Council members stop by at Santa Maria Pride and that was a big deal for us to know that we have friends outside of Santa Maria. We also want to give you guys a big shout out and thank you for being here. My words are a lot more simple but It means a lot to us today. It means a big deal. And we also want to thank everyone and say that the LGBTQ community is here as well. Buellton, we are here for you. We're committed to doing events for you guys and House of Pride and Equality is very thankful. Thank you. Okay.

I'm just proud of everybody coming together. Thank you guys for being here and thank you guys for supporting what we're doing. Great, fantastic.

I'll just be quick, thank you all for being there. I'm sorry I can't join you in person for it but a lot of the reason why we're able to do what we're doing in Buellton is because a number of the people in the room whether on the dais or in the audience right now really wanted to make these things happen and it starts with community involvement so I just really want to thank all the community leaders who push for this these activities and this visibility. It really means a lot to live in a community that has these actions taking place and so thank you all for all that you've done over the years to make the valley more supportive of the LGBTQ community

Thank you. I would just like to say again, I'm going to echo everyone's sentiments thank you so much for being here it means a lot to when as government officials when we do proclamations like this that it is meaningful to the people that were doing it for essentially and I think that allyship is one of the things say that like inclusion is it's not optional. It's foundational and I think that we really see that in Buellton between the proclamations, the events we're having our pride banners and it makes me very proud to have members of the community come here to Buellton to thank us for this proclamation. And it makes me very proud to be able to read this proclamation to you and have you come and accept it which I will do right now.

So the city of Buellton proclamation recognizing June 2026 as LGBTQIA plus Pride Month, whereas individuals of the LGBTQIA plus community including those who are lesbian gay bisexual transgender queer intersex asexual allies and all diverse sexual and gender identities encompass people of all faiths ethnicities, national origins, socioeconomic statuses, disability statuses, education levels and political beliefs. And whereas LGBTQIA plus individuals have made and continue to make vital contributions to our community including in the fields of education, law, health, business, science, research, economic development, government and military service And whereas LGBTQIA plus individuals in the United States face disparities in unemployment, unemployment, health care, education, housing and many other areas central to the pursuit of happiness.

And whereas each year June marks the anniversary of the Stonewall Rebellion which gave birth to the modern LGBTQIA plus civil rights movement ≫ And now the fun part where you can all come up here and we'll take a picture.

Sure if you have specific

questions. Yeah so this relates to the second amendment to Moorburg Industries contract for solid waste collection services. I just had a couple questions. I see under, oh I just lost it. The provisions for waste cleanup and I'm sorry I don't have in front of me anymore because that scrolled away but one of the subdivisions allows the city to approve waste pickup which includes hazardous waste is that correct?

We do a household hazardous waste collection quarterly throughout the city. And that's held at the wastewater plant where residents can drop off household hazardous waste. That's part of the contract.

Yes, so I'm on page 48 on the packet it's page 288 out of 318. I have a motion and a second. That's correct. Okay, and so then the recyclable materials, MSW and recycled materials, et cetera, et cetera all the way down to hazardous waste regardless of the source. So is that you said the 4 times a year bulky pickup? Is that something that is part of this contract that I missed or is that just sort of what we allow for?

That's part of the existing contract.

This is the first time that we've done this outside of our contract with Marborg. Marlborough doesn't deal with that, we will find a party to come and deal with that. That just enables us to address these issues without having to consult with the contractor who does provide those services.

Okay okay cool yeah because elsewhere in the contract it says we'll have that four times a year as

household hazardous waste you know and that essentially amounts to oil antifreeze paint Those are referred to as household hazardous waste, where we get into other kinds of industrial waste and other types of things that are considerably more hazardous and difficult to deal with. That's where this provision

is. The only reason I bring it up is does this impact our like if we go to the transfer station off of Fox and Canyon, right? They won't take certain amounts of waste from Buellton. Is that right because of our contract? Is that what that is? I'm

not aware of any restrictions at Fox and Canyon. They may not take certain types of waste because they don't accept it. I know that there is a household hazardous waste collection

There's an ABOP center on Easy Street, otherwise it's Marburg in Santa Barbara.

Now that facility is now operated I understand by Marburg but a few years ago it was not. It was operated by Waste Management and Waste Management wouldn't take Buellton residents even though it was in the City of Buellton because waste management or because Buellton residents have a contract with Marburg not with Waste Management But I understand now that Marburg has taken over the operation of that center and now that's acceptable. I

appreciate that the comments really come from like, the. Acknowledge that hazardous waste happens in homeownership unfortunately sporadically right? And so the 4 times a year is great to have but in the interim then you're storing hazardous waste on your property for several months right? So any And

I believe that facility right off of McMurray there will take, I think they're limited to a few hours one day a week.

Okay, moving on then. I'm assuming there's no public hearings this evening? Fantastic okay and moving on to council member comments or items. I'll start with you Council Member Sanchez do you have any council member comments or items that you'd like to discuss?

Actually i went to the farmers market the other day and it was getting a little sparse road. I hope some more people show up it's just kind of slowing down she wasn't that alarmed about it but it's been a little bit slower it might be just the time I don't have any. Thank you.

Yes, a couple of comments. Just want to thank the Chamber for the opening that we did for the San Ynez Valley Breakfast that was taking place on Friday. I believe there's another opening Karate, Jiu-Jitsu. There's a gym that opened up recently so just want to thank everyone who made those happen and to just thank the businesses are coming into the town. The other item I wanted to bring up for possible consent from our council is that uh i was approached by Liz Arona from Solvang who in her non-council capacity but just as they're starting a um solving society a theater cinema society and she was wanting to talk about maybe doing a partnership and outreach That would be an opportunity for us to do like a movie in the park situation here in Buellton and wanted to see about if there'd be a way to bridge that gap with having built-in solving this organization.

She's starting to do it, an activity here, and she had missed the applications of the standard application process for the. for the arts and culture committee. And so she was hoping to see if there might be a chance to come before the council, to explain what the process is maybe seek if we'd be willing to partner with them on a funding option for it to bring a movie in the park program for later this summer. And so I was curious if the council would be open to having her come and make a presentation to us in the coming weeks for a chance to talk about what she's looking to do, the event she's looking to do and if we'd like to have further discussion of that?

I'm sorry, Mayor Silva, maybe you don't know the answer to this question. When you say movies in the park do you mean Riverview Park or one of our parks? It

would be in Buellton. A lot to be determined. She just wanted to come before the council and talk about if it's something we're interested in so I wanted to see if that might be something we'd be able to invite her over to explain the concept, the idea and maybe have a movie-in-the-park experience in Buellton.

so much. So the only thing I wanted to talk about is congratulations to Zacca Creek, SYV Pride and House of Pride and Equality. Pride prom went off very well. It was well attended over 150 people came they raised about $15,000 so that was really exciting and congratulations to SYV Pride for a very successful festival the parade was great I know you were there Councilmember Sanchez I saw you in the crowd Mayor Silva and I were there I don't know if you guys were there Yes, okay. So it was a really great so it's just a really nice way for inclusion and equality and it's exciting to see solving and built in coming together to celebrate the community. So, it was a really nice time and I'm excited to be there for it.

no. Okay, fantastic. All right, how about committee reports? Council Member Sanchez I believe that you had a committee report.

Yes, I went with the Visitors Bureau and the Chamber and we had talk about marketing and our fiscal It's been a while since we've done that. We're doing pretty well. One thing they were interested in asking if I could talk to the council about maybe working with them on helping them with the upkeep of the south, the billboard. If they would be open to have us help them participate.

Would you like to bring that? Are you directing staff or are you asking council if we want to bring back that item?

Yeah, bringing it back to maybe have a presentation of the condition and what we can do with

it. Did they talk about the north billboard at

all? No, that's a different... We did talk about that too but it's a different thing. That's something If somebody wanted to bring that up, that's a whole different sign deal.

The north one is

this one right? But the north one is still a different sign. Well

I'd be for bringing back a conversation about both billboards to be honest with you. I think that would be fine with me. Why talk about one if we're not going to talk about

both? I agree but I thought that maybe the north one was coming back separately

I don't know, that isn't on the agenda.

That

was just a request. This is only a request from him because...

Without saying too much, my understanding is there's some issues around the northern billboard that need to be discussed but if staff are aware and can bring both back it's fine

with us. It's up to the City Council we can bring back a discussion item on both of those if that's the consensus here.

I would rather just talk about both of them. That way we're dealing with both at the same time, and if we can do that.

I would just give advice to Council on this. Reach out to Shelby Sims and Catherine Vreeland about the northern billboard.

Maybe invite the affected parties to be present?

I also did the Aquatics Foundation They did talk about promoting the pool and I want to thank the Parks and Rec staff. The pool is now open from 1-3 during the week, and I think 1-5 on Saturday. And I went there yesterday because I just wanted to participate and see if they do have We had a lot of fun. I think we should be doing what we can to promote that more and so it was real nice. They have three lifeguards on, kids bouncing off the diving boards and anything we could do

was hoping she would say something. None for you? No, it's okay. I was a part of the Library Advisory Committee

It's kind of everybody talking from the different zones about what the libraries in their area are doing and have done so far. Was a pretty interesting meeting just to hear about the different activities, different libraries are involved in engaged in. The key takeaway though is that most of the libraries get some funding or some kind including the library we contract through Calita Valley.

From the county and county budgetary deficits are causing everybody to dip into reserves. That doesn't have an immediate impact for built in and solving, but it is something that committee sort of keeping an eye on and ask for further studies specifically related to funding and how far into reserves. We go and or they go, excuse me. But something that might be a budgetary item that might be coming our way down the line as federal funding gets pulled back in state funding has to fill the gaps and then county funding, et cetera, et cetera.

So yeah, just some things that kind of keep in mind and there's also. There was a sentiment expressed there that I saw that resonated with me and that is. You know, some people talk about municipalities or counties subsidizing the library. And I think that's an inappropriate term. I think that the library is a core governmental service that we provide for instead of subsidized. So just wanted to throw those two cents out there.

Okay thank you. Mayor Silva any committee reports from you?

Yes, we had a successful ad hoc meeting of the Williamson site that thank you to Council Member Hornick who led that one for that discussion. So thank you to everyone who attended to that there were looking at another scheduling event later this year for kind of maintaining that outreach going on for what to how to handle that area. Also attended a, the task force for unhoused individuals in the county and I shared it with city staff put out on social media there too. But there's an email that the county resources is suggesting to contact about when an encampment is discovered whether by city staff member council members or just the general public to help notify that so that the right The right organizations and the right people are sent to handle an encampment.

It's different for an encampment versus just litter, and where it's found, and all that. But I just want to make sure that city staff has that in their resources. And it'd be great to kind of continue to push that out to our community members so they know where to direct that since we contracted with the Sheriff's Department. It is in coordination both with mental health services, substance abuse services, and the law enforcement agency. So this kind of task force is handling as the entry point for those conversations So that's being pushed out there. And then thank you to both myself and I actually know, I'm sure Vice Mayor Mead will talk about the league dinner so I'll leave that for her so she can

Oh no please go ahead because I have other things to talk about

Great! And then myself and Vice Mayor Mead and a number of the city staff attended the league dinner on Friday the 19th. A lot of it was just kind of the discussion going on of how the cities are handling The tightening, ever-tightening of budgets from the state budget conversations taking place at this time. There's a three party negotiation happening with the state budget. Everyone is waiting to see how that shakes out but I know that many cities and counties are waiting with bated breath to find out where everything lands with that. But it was just nice to be able to hear from how other cities are working and functioning through the uncertainty that we're in right now And thank you very much to the Pro Temp who attended that to kind of get that update and appreciate all of our city staff who made the trek down there as well.

It was nice to have a very strong Buellton showing.

May I ask a question related to one of your reports, David? Mr. Silva, Mayor Silva?

Sure.

What's that? I have a question as well. So the encampment response, was that just localized to county land or would that encompass like city areas as well?

So it's primarily viewed from an unincorporated space but because we contract with the Sheriff's Department for our law enforcement, it was viewed as appropriate to contact them as well because the Sheriff's Department would be contacting...the Sheriff's Department would be the point of contact with that as well. So they felt like with a contract city like Buellton utilizing that whether it's in unincorporated or within city limits would be a useful place to ensure We're going to have a meeting with the city staff about whether or not it changes some of the agency's reporting since the sheriff's department would be the first line of first on site organization. It's appropriate to use that

email, but this would be like a website you can go to your phone number if you recall.

We're going to send out an e-mail address. We can make sure we get that over to you, but there's basically an email address they're suggesting to send it into just sort of ticketing kind of like a ticketing management for it.

Council Member Sanchez?

I had a question about the ad hoc committee for the Wilson property. Is

There's no minutes. This is an ad hoc committee and ad hoc committees don't, we don't prepare minutes for them. We have a rough count I think actually in this particular instance we have probably a very precise count of how many attended the meeting. I'd have to look that up but no minutes or anything of the sort. Is there anything just note what they thought or what they said?

We do have, the reason we have a count is because we had a little exercise where we talked about some of the options on the property if we were looking at We can make that available to the city. Is it up on our Buellton engage page yet?

Okay. And that's all you had, right Mayor Celera? You're good with your committee reports? Okay great. I attended two committees today. I was at the SB CAG meeting. Two things that I well one of the biggest things I wanted to talk about is that they published their regional growth forecast which basically SB CAG does to support the development of their 2029 Regional Transportation Plan and the Sustainable Community Strategies Um, so looking at Buellton just kind of over the next average between 20. These are just it's just data points between 2025 and 2060 they're looking at a population growth of built in a 14% household increase of 19% and unemployment increase of 29%.

That is an average over the 2025 to 2060 years. If you want more specific information about that, they did publish an appendix which I know they worked on city staff with that so if you want more information about basically how Buellton is going to grow for the next 35 years which will be reflected in our general plan as well, it's a great piece of information and just as a note Santa Maria and Lompoc are predicted to have the most growth across those three areas And then Caltrans representative was also there. He wanted to apologize for the lack of communication about ramp closures, which was I guess unheard of that Caltrans actually apologized. So that's pretty, I guess that was new because three or four people said it was amazing that they apologize.

It was my understanding that they are now in better communication with our city staff. And if they are not let me know because I know the guy now and he promised me that it wouldn't happen again essentially. Um, and so they're going to work with us to make sure that that communication that kind of flub in communication does not happen again. I did reconfirm that the ramps are as far as we know they should be open again by mid August there hasn't been any change to the workflow. So I double check that information. So they should be all back open by mid August.

But another piece of information was that they are going to be starting some drainage work and repaving in mid-July down by Nahui Falls, about a half a mile south of Santa Rosa Road. So there will be some lane switching going on with that so I know that doesn't maybe affect it's not built improper but i mean a lot of people commute and use that roadway on the regular so I just wanted to let you all know um that that will be happening come mid July So those are the kind of things I wanted to bring back from SB CAG. And then I also had the AIR, I don't know the acronym because I'm really bad. APCD. Thank you. APCD meeting as well it was a lot of just report filing including things about grant programs and the success of those grant programs and the success of the Blue Skies Blue Whales program so nothing particularly important to Buellton to report just overall state initiatives.

And that is all I have for that any other questions? Great, so we will move on to our business items. So business item number 10.

Thank you, Madam Vice Mayor. Mr. Mayor, members of the City Council. Item number 10 is the consideration of arts and culture project applications. Tonight we have two applications for the City Council to consider both with recommendations from the Arts and Culture Committee for funding. The first one is an application from En Fuego Events pertaining to Buellton Fall Fest event for this year And the second is an application from the Friends of the Buellton Library, and we have former Mayor Holly Sierra here in attendance by Zoom. We have anyone from UPF? Okay. But I will turn over this report to our staff contact this evening, Allison Fiery.

Good evening, Mr. Mayor and members of Council. Would you like me to give the recommendations for each separately and then discuss or would you like to hear the recommendations together for both projects?

Could we do them separately because I'm going to step down from my place.

Yes sir. either one you want. Sure, well the first one is from En Fuego Events. The En Fuego Event proposal is in regard to the Buellton Fall Festival and as you know that's a family-friendly three day event held each year since 2021. It's an event focused on having activities for all ages including carnival rides music vendors food trucks and they work directly with the Buellton Chamber of Commerce as their official nonprofit partner The applicant this year is asking for 20 to $25,000 for musical guest fees stage and sound rental. They have received 4 about.

I would like to start by acknowledging that we have received more than 46,000 from us over the past four years. In discussing this proposal, the committee acknowledged the value that the live free music brings to the festival. However, the committee did not feel compelled to contribute towards staging, lighting or sound expenses. And then they would also like to encourage En Fuego in the future to please try to find additional funding sources or alternate funding sources as we have supported them for the past four years.

The only other request that they would make before the City writes a check if it is approved, is that we have assigned an accepted offer sheet from an artist so that we don't have a change-up like we have in years past.

So I will bring it to public

comment. First, our city attorney has something he'd like to read

in the record. Thank you. I just want to let the public know that the reason Council Member Sanchez steps down on this item is he is a family member employed by Infuego It's not necessarily a political reform act conflict of interest, but to avoid the appearance of a problem he consistently steps down when En Fuego is before the council. If that employment should change in the future, he would no longer have to step down and would join the council. Again, that's just for the good of the public so you understand what was happening a few minutes ago. Thank you, Madam Vice Mayor. Back to you.

We did, we brought that up again. Same thing last year that our preference would be for that and he came back with the same response that it is hard to find enough local artists that would fill up his three-day schedule and that he feels like the public comes out more for the headliners and more well known acts. He said that he feels like he's exhausted those avenues with trying to do a battle of the bands and things like that.

I would

like

to discuss. I'd like to defer to Arts and Culture Committee especially after Ms. Fiery's I'm a little disappointed. Andres to come and to support more local musicians and do what he can for that. I know maybe three days of music, but you know, I routinely go to festivals throughout the valley in Solvang and know that there are musicians who want to play. This is a private for-profit event.

And to ask over $20,000 I think is a lot especially for sound and stage especially for a headliner. I want Fall Fest to be successful. I think it is. I don't think it would be here if it wasn't. I know that every family loves to come to Fall Fest and my family too we love to go. I know that a lot of the bands are drowned out because of the other circus type events that go on there maybe a reduction in bands would be appropriate and we could maybe instead of having to do I would defer to the arts and culture committee for that.

Yeah, I think that we've been working towards having the discussion that the Arts and Culture Committee is for I think it's important for us to understand that getting people's feet in the door, getting new projects out within the community not becoming an annual source of support for as wonderful as the project may be or the event and like Councilmember Hornick said, I go with my kids every year. We look forward to it. We think it's great but the arts and culture committee is I'm going to turn it over to councilmember Sanchez

for the committee's recommendations as well. Mayor

Okay. So, I agree with all of this that I was at this committee meeting as was Councilmember Sanchez and the idea behind it was the fact that the art and culture committee recognizes the importance of live music and they want And I do really appreciate the fact that the conversation revolved around this idea that they want a sign and accepted offer from the artist before we just before we distribute the funds. So, I think that our culture committee set of what? I think is a reasonable number based on their experiences because some people in that committee have music experience. And also the fact that they're kind of protecting the city to make sure that we're getting an artist signed and etc. So, I would make a motion to go forward with the recommendation from the art and culture committee to up to the 6500 dollar amount and with the sign and accepted offer sheet from the artists so.

I just want to be clear about this. So are we recommending, and is this recommendation just for the mad caddies? Is that it if we fund it they're just getting mad caddies because I know there's plenty of their local artists like Dylan Ortega or whoever else. I mean that would be great here and I don't see them anywhere on here as well. And I know Mad Caddies have been coming the last three years and nothing against them. That's great but I find the argument that we can't get local musicians a little bit specious

The committee said they are fine with any artist up to $6,500 for the Saturday headliner. But their only thing is they want a signed offer sheet and then whoever is that we're not writing a check before that.

Just going to raise the idea that instead of just a headliner, we fund just a headliner. Maybe we just limit it to local artists? Just a possibility. I don't want to get too much in the weeds. Did Arts & Culture discuss that?

They did not. He kind of just made it seem like they were looking at a certain group, I think Molly Ringwald project came up and had caddies and I think he's hoping for them Friday. And then I'm so sorry if I forget the gentleman's name that headlined last year that filled in at the last minute but he had brought him up as another possibility And I did ask the committee, do you want to make sure it is Mad Caddy's before? Is that what we're doing? And they said we're really okay with any headliner as long as we have a signed offer sheet and that if for some reason that falls through again this year. That it has to be...

They have to come to the city again and let us know who they're doing because we didn't find out last year until we saw it on social media

Well, I just feel like, you know, I mean, I want it to be successful. And if Anders was here, I would ask him is this a linchpin of the Fall Fest success? Because that would make more sense to me to fund that. But if Buellton absent that is going to be funding music through arts and culture we should try and give priority to our local musicians like Dylan Ortega or whoever else might be here. I don't know if Matt Caddy's or whoever else are here as well but that would be my preference.

We did recommend Stephen Stiles and some of those other more local artists in our conversation.

I think to be authentic with what we've heard for feedback from the Arts and Culture Committee, and agreeing that this is good direction for, I think, a staff member, Alison Pyrie, to take back to the committee if it's just something Council has concern with, I would be comfortable with moving as a second to the motion for what the suggestion is with the understanding that I think that the committee should be aware A further growing desire to see an emphasis on local musicians for local dollars being spent, but for this sake I want to honor the committee's suggestions. So I'll second Vice Mayor Mead's motion.

I know the committee will be very pleased to hear that you are so thoughtfully looking at their recommendation and knowing that they spent a lot of time coming to those conclusions. The second proposal was from Buellton Friends of the Library As you know, this is a volunteer-run nonprofit organization dedicated to advocating fundraising and supporting community programs for the Buellton Library. They have not yet received funding from the Arts & Culture Committee.

They are requesting funding in the amount of $5,730 to go towards the following ceramic tile sign The city of Buellton City Council meeting was attended by a number of speakers. They discussed expenses for their upcoming chalk festival, materials for a mural installation, honorariums for their speaker series and refreshments for that event, advertisement and refreshment costs for their art and author's day and a projector with speakers along with an iPad.

They would like to recommend support for the chalk festival, the materials for the mural installation, the speaker series, the art day and author's day and the purchase of the projector with speakers. They did not feel comfortable recommending funding for the ceramic pile signage or the iPad at this time. And additionally, the committee would like to recommend that the Friends of the Library work directly with the city to request adequate library signage kind of based on our last discussion.
