≫ Good morning, everyone. Welcome to
Agenda Discussionitems moved / continued / pulled, click to expand
So I believe we have one
public comment on an item not on the agenda tonight.
Yes, that is Mr. Robert Kotowski
Anyhow, I have my microphone.
Okay, hi. Bob Petoskey I am a PGA golf professional director of the California Blind Disabled and Adaptive Golf Association we do programs for adaptive sports. John Sanchez and I were discussing a little while back and John and I went to high school together about 15-20 years ago I have a couple of vehicles I'd like to make available for the community. They're called Stand Up and Play, they're adaptive golf carts. I have two of them and I would like everybody can consider it to be community property. We use them for the golf course, for golfers, paraplegic anyone wheelchair bound who in need to Good morning, everyone. My name is John Buellton and I'm the president of PGA HOPE.
We have a couple of upcoming programs in the PGA HOPE program that I would like to do if we could put maybe in a couple of weeks or a month from now or two weeks, I would like to make a presentation formal John and I were talking about doing some training, we're going to do a little training session. Everyone's welcome to participate so that if you'd like it to be available for the parks program for the playgrounds for those who will enable them to participate in different activities, bocce you know it's a vehicle you drive uh it's a solo it's called the solo rider. You drive it and it pivots it will stand the person is strapped in and it's very comfortable but they can sit it stands them up they can do whatever their activity hit pitch a horseshoe it sits them back down and they can ride back to the other side or whatever so I just want Give a heads up, I'm going to be putting together a little training program.
We're hosting in addition the California Blind and Disabled Golf Class again here in Buellton 29th year and this vehicle that the city has available okay we have two of them at the golf course there's only 400 courses that have these available out of 26 000 golf courses so it's pretty unique and I think it's a nice asset to the community okay So I'd like to get something, I'll call and put something on the calendar in the agenda. And lastly, I'm going to leave a few of these for our PGA HOPE
program for our veterans. All the programs are always free.
Thank you very much. I'm sorry to change the program, but I appreciate
it and feel free to give me a yell. If anybody with any disabilities or may have trouble doing something, you don't have to disagree with them. Thank you very much.
Next we'll now move to our first item on it for the proclamation recognizing National Hispanic Heritage Month Whereas every year from September 15th to October 15th, Americans celebrate National Hispanic Heritage Month by recognizing the history, heritage and contributions of Hispanics and Latinos to our community and nation. And whereas observation of Hispanic Heritage Month started in 1968 under President Lyndon B Johnson and was later sent to a 30 day celebration by President Ronald Reagan. And whereas Hispanic and Latino Americans have made immeasurable contributions to our culture and economy and have been integral to the prosperity and enrichment of Buellton in the United States And whereas Hispanic Heritage Month also allows us to honor and celebrate the key leadership roles and accomplishments of Latinos and Hispanics in our community, in different professions and sectors, and at all levels of government.
Now therefore be it resolved that I David Silva, Mayor of the City of Buellton on behalf of the entire Buellton City Council encourage Buellton residents to observe Hispanic Heritage Month with appropriate programs and activities and do hereby proclaim September 15th through October 15th as Hispanic Heritage Month presented this 20th day of September 2026 And I'm really grateful that we have a few representatives here today to be able to speak on this. So, I don't know if either of you'd like to come up or if you both want to come up? Or who's going first?
0:06 – 0:112 turns
Both of us! Hello, my name is Adriana Reyes and I'm a founding board member of Centro Corazon Comunitario. A local non-profit organization dedicated to supporting and uplifting the Hispanic community throughout the San Ones and Lompoc Valleys. I am also deeply rooted in this community. I attended Haneda Elementary School from kindergarten through eighth grade and graduated from San Ones High School with the class of 89. Buellton was my home for more than 45 years and it's where my family built its life and where I learned the values of hard work and perseverance in family and community. My father came to the United States with the assistance of the Bracero Program.
He initially worked as a fair laborer in Salinas before marrying my mother and eventually settling in Buellton. Our family lived in a duplex across from P.C. Banderson's, next door to the Perez family. My father went on to become a Danish baker. He first worked at Burkle's Bakery and later at Olsen's where he spent more than 50 years working and contributing to the community. My mother worked just as hard. She cleaned homes and hotels before becoming a teacher's aide at Bethania.
She helped support Hispanic families, later she cared for children in our home. My parents took great pride in working multiple jobs and making whatever sacrifices were necessary to provide better life for their children. Their determination, work ethic, and commitment to family shaped who I am today. But my parents' story is not unique. Their journey represents just one thread in the rich tapestry of the millions of Hispanic families who have come to the country seeking opportunity, stability and a chance to build a better future for themselves and their children.
Hispanic Heritage Month gives us an opportunity to recognize and celebrate these stories. It is time to honor the generations who came before us, acknowledge the sacrifices they made, and celebrate the contributions Hispanic communities continue to make to the places we call home. These stories are not simple stories of immigration. They are stories of family, perseverance, hard work, hope, and enduring belief in the American dream.
For me, celebrating Hispanic Heritage Month is deeply personal It is about honoring my parents, my family and the countless families whose stories have helped shape the Santa Ana's Valley and Buellton. And communities throughout our country it is a celebration we came together and we have contributed and the future we continue to build together. So now Maria would like to say something on behalf of Centro Corazón.
Thank you, Adriana. And just because our little valley is so intertwined, Adriana's mother was my headstart teacher in preschool just a few years ago. So it is a very close and tight knit community. I am here on behalf of our CEO of Centro Corazon Comunitario but I'm also want to share with you, I am a founding member of the Organización de Latinoamericanos at Santa Ynez High School, also 30 some years ago.
So we are very committed to this community. Hispanic Heritage Month is a time to celebrate who we are where we come from and the contributions of our Hispanic and Latino community For our community, it is more than celebrating our culture for one month. It is an opportunity to honor traditions, languages, music, food, families and stories that connect generations.
At Centro Corazón Comunitario, this celebration reflects the work we do every day to support empower and connect local families through our programs resources community events and partnerships. We help create opportunities for people to access support build stronger relationships and feel a greater sense of belonging Our work is rooted in the belief that every family deserves to be heard, respected and connected to the resources they need. We strive to strengthen our community by uplifting Hispanic and Latino voices supporting families as they navigate challenges and creating spaces where people can come together share their experiences and celebrate their culture Hispanic Heritage Month is also a time to recognize the many ways Hispanic and Latino families contribute to our community through their work, businesses, schools, arts, agriculture service and community involvement.
At Centro Corazón Comunitario we are proud to stand alongside these families and help build a community Where everyone has the opportunity to thrive. Hispanic Heritage Month reminds us that our culture is a source of strength, our traditions are worth preserving and our community is stronger when we support one another and we celebrate together. El poder del cambio está en sus manos. Thank you.

Apologies that you sat already but we also will be asking if you don't mind taking a photo with us at this point. But I also before we do the photo, I want to check are there any events that are coming up that you'd want to make anyone in the community aware of in the microphone or anything like that?
We just got done with our Hispanic Heritage Month, so moving forward probably January we'll be planning more events possibly Cinco de Mayo coming up and or you know our next Hispanic Heritage Month.
And do you have a website or anything like
that? Not yet.
Okay an email address
yes you can do centrocorazoncomunitario at gmail.com
Perfect want to make sure of contact information there. Thank you. Take a photo for us.
One, two, three. Okay one more. Thank you so much.
Next up, we'll move on to our second item. Community organization support grant update from the Food Bank of Santa Barbara County.
Hey everyone! Thank you so much for having me here today. My name is Hannah Rickman and I'm the Grant Strategy Officer for the Food Bank of Santa Barbara County and I am very excited to share the impact of your grant this year. So I thought I'd start with a little background on the Food Bank really quick. The Food Bank's mission is to end hunger and transform the health of Santa Barbara County through good nutrition.
We believe that nutritional security and food literacy are important parts of individual and community health. Having reliable access to nutritious food gives people a stronger foundation to focus on other important areas of their life like employment, education, housing, and long-term health. Our work is guided by what we call our feed approach, food education environment and disaster resilience.
Food we provide healthy nutritious food with an emphasis on fresh produce and foods that reflect the preference expressed preferences of the communities we serve. Education, we provide nutrition education tailored to different ages, languages and life stages. Along with outreach to help neighbors access programs such as CalFresh. Environment, we support our local food systems, recover surplus food and reduce food waste through programs like composting, grocery rescue and farm-to-food bank.
Disaster resilience, we make sure Santa Barbara County is prepared to respond when emergencies affect our communities and serve as the leading organization for food response during a disaster. This work is particularly important right now because as the cost of living in Santa Barbara County continues to place immense pressures on families and individuals, we are also being affected by significant federal funding cuts.
The Public Policy Institute of California reports that Santa Barbara County has the highest poverty rate in California using the California Poverty Measure. The United Way's real cost measure also estimates that 40% of households in the county do not earn enough to cover basic expenses, including 64% of households with young children. At the same time we're facing these significant cuts to food resources that have historically supported our work.
Programs including the emergency food assistance program, the local food purchasing agreement program were eliminated or significantly reduced in 2025. Resulting in the loss of more than $3 million worth of food and funding annually for the Food Bank. As a result of this lost funding at the start of fiscal year 26 we faced a potential 25% reduction in total pounds of food we would be able to distribute during the year compared to the previous year.
However, with the incredible support of our community including the City of Buellton we were able to adopt programming and raise additional funding and brought this gap in total pounds of food distributed down to only 2.5%. In order to adapt our services in order to meet the needs of our community, in July 2025 we began our new Farm-to-Food Bank program to replace and grow the canceled local food purchase agreement.
Through Farm-To-Food Bank we purchased fresh fruits and vegetables from local and regional farmers and produce aggregators including farm cart organics who source produce from two farms in Buellton Sunrise Organics and Shepherd Farms This program allows us to continue providing nutritious, high-quality food to our neighbors while also supporting small local farmers who already struggle financially in our region dominated by larger industrial farms.
The cut of the LFPA not only meant a loss of funding for the Food Bank, it also meant a loss of anticipated funding for these small farmers. By continuing and growing the work of the Local Food Purchase Agreement Program, we were able to support our neighbors who farm, the environment, our economy all while providing high quality nutrient-dense food to our neighbors.
The food we purchase is distributed through more than 200 partner agencies and program sites across the county including two partners in the City of Buellton. ≫ Good morning, everyone. My name is Sarah Buellton and I'm the city manager for Buellton City Council and that brings me to the impact of the city of Buellton support. Grant funding from the city was used to support and purchase the distribution of vital food assistance to Buellton neighbors experiencing food insecurity.
During fiscal year 2026 we thought we would serve about 1700 neighbors in And we served our neighbors in partnership with the San Ynez Valley Community Outreach, including Buellton Senior Center and the Veterans Pantry. Together we distributed 363,942 pounds of food, including 69% that was fresh produce and thanks to the Farm-to-Food Bank program. That means that the city's investment is helping make healthy, nutritious food available directly to our community including older adults, veterans, families and other neighbors who benefit from our local sites. The numbers represent much more than food. We extend our heartfelt thanks to the City of Buellton's partnership and commitment to serving our neighbors with care and dignity.
Together we're doing all we can to meet the needs of our neighbors so thank you all so much for your support. Thank you very much for being here. Is there any questions
at this time from our representative?
Okay, my only question was if someone was in need of your... May I get your website again? In case someone is in need of your services.
Yes absolutely it's foodbanksbc.org and we have a list on there of all of our sites.
Thank you very much. Thank
you all so much for
coming tonight.

We will now move back to our regular scheduled public comment at this time for any items not on the agenda. Is there any other public comment at this time? There
are no public comments.
Okay, we'll now look at the consent calendar for Items 3 through 6. Would any council members like to pull one of those items or if not make a motion to approve?
I move to approve.
I'll second.
Roll-call vote Passed 4–0 move to approve. I'll second. Okay
Show transcript
Thank you. And then I will turn it over. Actually, and I keep going until business time so any public hearings at this time?
None this evening.
Any council member comments or items not on the agenda
It was a beautiful painting with cows and it's just a view of the mountain there. And it's set right above the fireplace, it looks really nice. Anyway they did a really nice good job and I encourage anybody to go look at it, kind of cool. Also want to thank Scott for setting up the conference this week. I learned a few things and attended some good classes and had a good time. Thank you for putting that together I also went to Danish Dave's. We need to have some big celebration in town like Danish Dave's because everybody gets all fest. And, you know, I just thank you for getting that together.
I just wanted to let everyone know that the Scarecrow Festival is back and better than ever. Wanted to give a big shout out to our Public Works Department who has made our scarecrows this year, basically the theme is look up to celebrate our drone show that it's coming for Winterfest and I believe voting can start October 1st and we are number nine. Is that correct? 19. Okay, so we're scarecrow number 19. So trust me even without looking at it you should be voting for number 90 but it is the best I promise. So thank you again to our folks work department
A few items I have, actually we received two requests on proclamations. One was that SBCAG is celebrating its 60th anniversary and they're asking all member agencies to provide a proclamation of recognition for that with our partnerships so I'm curious if there'd be consent for us to be able to add that issue out if that's okay? For SBCAG? Great. And then the other one is I was reached out to by the domestic violence and awareness organizations within it that the month of October is Domestic Violence and Awareness Month, and they were curious since they are expanding services throughout the county if we would be open to doing a proclamation recognizing Domestic Violence and Awareness Month? That's okay with the council.
I
agree
I want to make sure we get
out there. Also, a big thank you to Senator pro-Tem It's coming this way. So I just want to thank very much to her for making that in her office, for getting that through, especially in a tight budgetary situation like we have to have that coming to our communities can be huge. And then finally wanted to make everyone aware that there is an El Nino webinar on Thursday, October 1st from five thirty to seven that this county is putting on because it was so desired to be in attendance too, but they need to move it to a webinar format. So the information is online if you Google it. I was curious, maybe it might be worthwhile for us to push out a Buellton Engage possibly about that, seeing how there's been a lot of conversation about what we're expecting with the El Nino season event?
Sure. The Super El Ninos, yes. Yes, okay, that'd be great. So just Thursday October 1st from 530 to 7 on YouTube it will be available for everyone to watch. That's all I got. Thank you. Any written communications for the evening? None this evening.
The other piece of this information is So if you happen to see them at Fall Fest, you can talk to them about the SYB River Trail. Give your input and you can also go to sbkeg.org and put your input there for the river trail so again our river trail will be the first part of completion so they're really looking for us in our input so the more input we give them the better that trail will be for Buellton. So just those two pieces there and definitely more about the ramps but
Is that in your
report? As a quick preview, in case anyone's listening right now. As of the 30th which is day after tomorrow we will have the existing ramps that are closed will be opened again and the closures at that point will be the northbound off-ramp and the southbound on-ramp will be closed of Highway 141 at 246.
0:24 – 0:3424 turns
So basically, it's the last two ramps that haven't been touched.
Exactly. Yeah.
Yay! The last two.
Well they didn't actually do the one at Avenue of Flags at the end but hopefully they won't so... Two
more? Sorry and then last thing I want to say is that I did bring SBKEG's attention to the growing potholes near Freer and Ostrich Land with the concerns of the upcoming El Nino season and they said they would be looking at them to make sure that they are okay if we get tons of rain like we're supposed to. So fingers crossed Thank
you very much. And nothing from me, so we'll move on now to our business items. We'll turn over to our city manager.
Thank You Mr. Mayor. Mayor and council members, we have three business items this evening the first one is business item number seven this is a discussion of conceptual plans by Sergeant Town Planning for the median 3 on Avenue of Flags and our staff contact this evening is our planning director Andrea Keenan.
All right
All right. Good evening, Mayor Silva and members of City Council And as well as on previous efforts to come up with concept designs for this median. It does incorporate urban design elements that have been proven to make successful downtowns. So next I'm just going to go through. There's basically five distinct areas of the median, so I'll go through each one individually. So the first is the southernmost portion of the median which we're calling the Second Street Plaza.
This second street plaza, so this one would expand the end of the median by placing pavers on what is now sort of that striped dead space on the end of Seconton Avenue. So this would provide shortened and safe crosswalks across the intersections This portion would also include two Art Deco kiosks, which there are three options from an architectural design standpoint, which I'll go through here in just a minute.
These kiosks could range from anywhere from 600 or about 300 or 600 square feet each And they could house things potentially like a small cafe, a visitor center, public restroom, historical museum or anything we would desire as a city. We could also have temporary cafe seating, permanent seating and planters, photo opportunities, different things, different opportunities that we do view this as sort of the core of the downtown so really trying to make a statement here is the goal.
Moving on to the next slide. So I'm just going to show these, there are three architectural design options so this is the first one more of an art modern type of architectural style a little bit more modern style looking for the kiosks here and the next one oh I don't know where There was supposed to be a is there.
I think your 1st slide had the 3rd one.
Oh, it did okay? Yeah, it's in there we go yes. Okay so that was actually the 1st 1. The 2nd 1 is the more art down and then the 3rd yeah, there we go. Perfect. Andrea,
I'm so sorry. Sure. Can you like can you are there names for those particular styles? So when we're having these conversations they we can call them something consistent. So OK, so
let's see the we go back one slide. Sorry, OK that one so that we call streamlined art modern type of architectural style. OK maybe if I skipped over the first one will start there Maybe Andrew can chime in here. I mean, I just look at this as more of the modern Art Deco but maybe you have a better
time. Yeah this would be in the family of the moderne but it'd be a pretty sleek horizontal moderne and then the previous one I would say is kind of flanking Art Deco and Moderne and then the very first one is a little bit more purely Art Deco But in kind of traditional American downtown meets with a little bit of an Art Deco flair.
For the sake of this conversation, option one would be Art Deco, option two is hybrid and option three is modern?
Perfect or
modern, yeah. Modern, I'm sorry,
modern.
Art Deco, hybrid and modern. Okay,
thank
you.
Thank you. Thank you. I just wanted to give it. No, I appreciate that. That helps. Yeah, right.
Thanks. Okay, so if we just go to the next slide. So okay so moving up in the northerly direction this is what we're calling the South Lawn. So this is envisioned to be an open sloped lawn and shaded stage area designed to host performances and other community events but also with the flexibility to be a useful park area outside of events And this is just a perspective Just sort of shows you walking through this portion of the median with the shaded trellis structures.
Okay, so moving toward the center of the median, this is where we envision what we're calling the food truck pod with a center flag fountain incorporating permanent paths for food trucks under a dense canopy of trees with a central fountain surrounded by the historic landmark flag. So this would also include mid-block crosswalks to connect the central pathway to both sides of the avenue.
The next item on the Council agenda tonight will discuss more specifically the allowance or placement of food trucks, but for now we're just presenting this concept plan to show how food trucks could be incorporated into this median. Okay and this just sort of shows surrounding context
0:34 – 0:397 turns
I have a quick question. With regard to how the food trucks are within the median in this picture, are the food trucks taking the parking
spaces? So what we would envision is we would have like potentially some bollards that could retract you know go up and down and the food trucks could actually when the bollards are down the food trucks could actually The median as part of the median and then when there's then they could drive off. And then when there are not food trucks, they're the bollards could then come back up and you'd have more space for just flex space for the median type of yeah.
That picture that you were talking about with the food truck?
Okay, the one with like the tree back Yeah.
There it is so you can kind of see how they're inside actually inside of the medium but just off of the drive aisle or parking area at the median So we would envision some sort of way for them to get up and put dollars on there. Okay, perfect. So moving. Oh, will you go back? Yeah, there we go. So just moving toward what we're calling, more north and what we're calling the North Lawn. So this area would function as a landscaped park lawn with some light tree coverage and landscaping which could be flexibly used for picnics play or community event space surrounded by a paved path and some permanent seating in one corner.
It would be buffered by a good sized pedestrian path and parallel parking with trees. All right, and finally next slide Oh, and this just shows a perspective drawing. And the next is basically the north plaza. So the north end of this median we envision as some kind of a plaza containing potentially four small 12-by-12 vendor kiosks shown here in the streamlined modem style.
And like the south plaza, the north plaza would mirror it to utilize current dead space along the avenue and across street meaning we would add some pavement The thought with the kiosk is that they could house things like incubator spaces for things like startup retail or food vendors. There's a great example of successful similar operations in a town called Bothell, Washington. I think they call them pop-up shops on Maine which is their main street and it's an economic development program that could be incorporated into the plans for the median.
And basically, this is where the city partners with entrepreneurs on a rotating basis to lease out these buildings for up to two years providing businesses with microfinancing and business tools potentially. The idea is that a successful business could then be primed for relocation to a permanent location on the Avenue of Flags as spaces are developed. On this portion of the median, short crosswalks are also included here to safely connect the median to both sides So that completes the overall concept design. On August 6th we did take, staff did take these same concept plans to the planning commission and they did provide some comments. Those complete comments are provided in the meeting packet but generally the planning commission gave generally positive feedback on the concept plans.
They did indicate a preference for And emphasize the importance of trees and landscaping to create a contained downtown feel. We do currently have general fund allocation of $150,000 for the current fiscal year for design and permitting. For the median and additionally, the project management inspections and construction costs have been anticipated as a budget line item for fiscal year 2728 in the amount of $775,000.
So the recommendation this evening is that the council provide comments on the median three concept designs and provide direction to staff to begin the preparation of construction drawings, if appropriate. So that does conclude my report. I'm available for questions and two representatives from Sergeant Town Planning are also on Zoom, Andrew and David, if there are any questions or any additional context needed. And that concludes my report. Thank you.
And just for better as you move into this conversation, could you give a little bit more guidance to the four of us? What would you be looking for tonight?
So really just I mean an overall. I'm going to go ahead and open it up for questions or comments.
0:39 – 0:5552 turns
Before we get into our discussion, any questions for staff at this time? Council Member Lewis, any questions? Council Member Sanchez. No questions. Vice Mayor Mead.
I have a question and it might be better to ask Andrew, I guess. So looking at the south lawn area which has basically like the shaded structures on the side, looking at this picture there's an area where there was chairs so it looks like it's going to be used for shows Is there any way to provide like a shade structure for that section? Just because it gets really hot here. So if you go back, like maybe one or two more. Maybe the next one. There's like that one there so is there anyway was shading considered in this area because I look at that and all I think is oh my gosh I'm so hot.
Yeah, I think our big trade offs 1st of all absolutely there could be a temporary or permanent shading solution here. But our thinking was that each of these 3 areas that center very dense grove and then the North lawn that would have more of an organic collection of trees but have a lot of shade this would be the 1 spot that would be a little sunnier. You know, throwing around balls and things. It takes advantage of the gentle slope here so the walkways go up so then they land at stage level but then the lawn could stay flat so that it's easy to put you know chairs and tables into events.
So it could have I would recommend temporary shading here just see if one opportunity for more of the open air sunny spot but absolutely.
We could check into the feasibility of some temporary shade sail type structures that might be supported from cables off the structures to the sides. It's not that wide, I would think we'd have to look at that feasibility in a bit more detail and get some initial calculations on what that would take structurally.
Okay, and I don't mean the whole area. In this picture for example, I'm just thinking about like where the chairs are set up so there would still be open space but the opportunity to provide shade for daytime activity.
Oh sure now we're mentioning something that could be completely open a lot of the time but you could pull it across
yeah
exactly like an awning or something okay. It's a good point it gets hot.
Yeah no kidding um and my second question is I am so in the age. Oh, hey, I live in we've had massive issues with our fountain because it attracts birds and they're disgusting. And so we've actually a limit and also we live in. We live in a drought area you guys fountains are typically not the direction of which we were going. So. We literally made our fountain into a succulent garden and now it's awesome. So if you decided to not go with the fountain, what are some other options maybe that you could put in? And if you don't have a solution to that right now, that's okay. I was just curious if there could be something different there that is just as lovely.
Well, it could be just an open area for having tables and chairs
Yeah, and I think having if there's a flag there similar to in front of the Pantheon in Rome you have just sea of places to sit right in the middle of the square. And so for the base of the flag kind of stepped out so you could just sit on it because people especially if you have seating in front of the food trucks all around in the grove at the middle you could just go and hang out and kind of see people that would be nice We do love the sound of water in a space like that. So even if it were really small, it could be nice to have a little bit of a feature but we know the complication. We've done the same thing.
Yeah, unless you want to come here and clean up our pigeons. I'd prefer maybe a recording of water. We'll just have it on the sound system. Okay my last question actually has to do with the number three like the kiosks. It's not that not the ones in the end. Not though not the foreign. I guess it doesn't matter either one this like streamlined kiosks So my, I really, I prefer, nope not that one. No the streamlining ones.
Modern.
Modern yeah number three.
Yeah.
I personally really like the design of these but compared to the other two, they do not offer as much in these drawings. They don't offer as much horizontal shading so could you adjust those? Like right in this picture there's only four people smashed into the shade that that's offering. Could you extend that out to provide more shading Because that is the benefit of the other two. It looks like they could provide more shading, but I'd love to know if this one could also provide more shading without losing the design concept.
Yeah, I think that same roof line. We tried to do different variables with each of the styles to show show different combinations but i think absolutely it could either be an extending roof similar to what you see over the door here could go in multiple directions and or if we if you wanted to be really dramatic you could connect across just like option one but keeping this style I think you
don't know me Andrew, but I love drama. So that sounds
incredible. Yeah, what's nice about that is it really creates a gateway to the space
David. The other thing that occurs to me is that 1 of those. Maybe the 1 in front and 1 of those could extend out farther and have a couple of pipe columns coming down. And it looked like 1 of the classic Texaco gas stations.
Okay, I'm not sad about that. I'm more familiar with Conoco, but I will all go with Texaco if I think I know what you're talking about. That sounds
to me. Yeah, there were a lot there were there were there were there were Art Deco gas stations all over the place that we're not much bigger than this canopy coming out over the pumps with a couple of columns.
yes okay great so it's definitely possible i just wanted to make sure okay great okay thank you those are all my questions
good i only had the concept of what you're saying with those gas stations because i think they have that in toontown and i feel bad that that's my only form of understanding what you're saying My question though is, I was curious because I'm a horrible designer. I say this in every situation my husband attests to it every time. I'm wondering if you could walk me through...I'm always curious about what your intention is because we can get here in the weeds a bit about I like this, I like that, I like this, I like that. I was wondering when you guys designed this what were you trying to achieve?
The most important thing was to take that enormous old highway and make some rooms that people find it comfortable to be in. So if you could go down, can you show the view where you're walking into that lawn space please? The spatial care... That one! I mean that is much more important than the style of any building. Is that you come into a space where you say whoa this is comfortable I want to spend some time here Whether it's listening to a concert, whether it's having a picnic. Or some other kind of gathering people like to people in downtowns like to be.
In an outdoor room with their friends and neighbors. And that's what this starts to make. That's the most important intention.
And so when it looks at this like you kind of broke it up into three individual sections, kind of bumped it up that way. So could you just kind of also walk me through how those interact with each other? How you envision those three interacting with each other?
Yeah, I would say building on what David said in order for it to feel kind of proportionally like a room as opposed to kind of a big long narrow hallway. Breaking it into three really gave us that proportion and different types of spaces. In this case you kind of split around the space and then you can be shaded either by you know an alley of trees or in this case an architectural pergola that we're showing but then you come back to the center before the flag and enter that center space right on axis And then you can continue straight through to the, to the upper lawn.
And so you're also kind of doing this game of going around the space and then straight through and then around another space. So you have some alternating. And then also it's kind of the opening up to the light and then closing within the grove, and then you kind of open again which has a really nice effect. It doesn't feel like you're going through a monotonous public realm experience. You feel like you're always encountering something new.
And you're right, and if on a given day on a given month you want to sit in the sun there's sun, and if you want to sit in the shade there's shade. There's another subtle Characteristic, which is by by and closing not not walling in but by defining this space. It actually feels larger than it does because when it's open you're comparing the space here into like the whole long piece of old highway. But when you define it like this then it feels much larger and more full of people.
Like when you put furniture into a room and it feels bigger once you put furniture into a room.
Yeah, or like when you frame up a house, when you drywall it the rooms feel bigger than it did before you drywalled it because you're comparing the room you're in to the room you're in not to the whole neighborhood.
Perfect. And then my only other question I had was for our staff is in these renderings, it looks like it's maybe with the intention of one lane either direction? Yes. Is that the intention for here?
And that was actually one of the keys. So this Avenue of Flags design concept in your specific plan was explicitly based on the design for Lancaster Boulevard in downtown Lancaster, which we designed and one of the keys there was the single lane so the vehicles go relatively slowly and the hundreds of trees so that you felt enclosed And so I think that's what we're trying to help establish here.
And that way you get a ton of parking without it feeling like a parking lot. Right, exactly.
Thank you very much. Any questions for staff before moving to public comment?
Just a couple things. One was I disagree about the fountain and I don't care about saving water and putting in. I'd like to have a beautiful fountain And that's something we'll have to decide, but I don't think saving any water by putting plants in the planter is good. The other thing is the 50-foot flagpole. I wanted to make sure that we maintain that and it looks kind of like The flagpole, if it's exactly where it is or whether it needs to move north more to give a more of an amphitheater area between the stage and the south end.
I don't know if... In the picture, it looks like if it was like that, the amphitheater could only be as far as the flagpole and that'd be half the thing. The stage higher in there, so if it needed to be more entertained or more people or room to use south of the stage. I don't know if that's proportionally the way it is. It just looks like it's kind of square in there.
But I do want to make sure we maintain a 50-foot flagpole because that's what the whole party is about on the avenue.
Was there any questions you had, Council Member Sanchez before I go to comments? No.
All right then seeing no further questions we'll go to public comment.
Public comment from Mr. Richard Kosmich.
All right and we'll have three minutes for
you. My comment on the design is there going to be a bathroom out there
The idea, the conceptual idea is that there's the possibility that if there was a desire to have a restroom one of those kiosks could hold a public
restroom. Because yeah no mention was... Yeah
one of the options was yeah so you know the council would have the discretion as to in terms of what types of uses and one of those options could be a restroom.
That was my question. Okay well thank you very efficient we will appreciate it All right. We'll bring it back to council now for comments and this is just you trying to give us, you're looking for a vibe check from us so yes or no ideas notes and then you would bring it back to us for further discussion.
Depending on the feedback from the council the format in which we would bring it back
to you. Everyone feel good? So then uh we'll start with you Council Member Lewis all your feedback.
Well let me start at the top of the pictures here I'm trying to remember. So, I don't love in the... Hold on. Okay, where's? I do not love in this first, I think it's just the Art Deco how closed-in it is to get into the median. I like that style better than the other two but if I had to pick one The third one, modern.
Which ones the Agora?
I don't
know this public Agora.
What was what was the aspect of that first one that concerned you ma'am?
I don't like how close it feels like walking into Disneyland and it feels like it would create a bottleneck trying to get in and out of events so I like the ability the free flowing In and out. Of the modern picture where you have the two Yeah, like it's more free flowing and it made it may allow for the exact same. Egress and ingress It just looks like it would be harder to get in and out.
Although I like this style better of the first one if that makes sense Like I like that style better. I would like the kiosks to match. I was reading some of the planning commission's comments and some of them were saying that they were far enough separated that the kiosks, for lack of a better word or what we're calling those, didn't need to match the vendor things on the side. I'm very OCD.
0:55 – 1:0123 turns
I want them to be the same
style, whatever one it is that we pick. I do like the idea of one of the lawns not being obstructed with shade for the idea of throwing balls, playing catch, doing all those things. As long as the other side with the stage has enough. So I'm kind of thinking that we need to flip flop and decide what the stage should have I think that's it. And I like food trucks, and I like the ability to have food trucks butt up like that without taking the parking space.
Okay. Council Member Sanchez? Well,
I'm just looking at the... So there's one that doesn't have any food trucks. Is that just the north end of the island? There's one that has diagonal cars and doesn't have the overhang.
That's north. That
would just be the north section, but the south section would have the gazebo style and it'd be the same island with a north end you have with the trees.
This is all in median three. It's all in median three.
Yeah well some are different.
Because
this is what
they're saying. The
north end had no vertical.
One has more lawn and on each side one is it like a north lawn in the south lawn with the amphitheater. And then this other one down, looking at the mostly mostly pavement more or less between later. The one that's looking straight
ahead. Would it help to put the overall median view? If you put page 65 of the packet. So this is south, that's north and then this is that picture is this where the flag is.
And this one has the food trucks in it, but it's also the one that has the... Flagpole. Okay. Yes, that's correct. So the food trucks would be on the south side? In the middle. In the middle with the flag pole. Okay. That's just a little confusing. I do like the gazebos and the walkways on each side. It looks nice.
What style do you like best? That's one. Okay. Yeah, that's one and then the next one
is to so this is still one. One more. That's
two.
I'll start by saying that
The city of Buellton grew up alongside automobiles, highways, roadside restaurants. I think that the whole purpose of that style was supposed to be future forward, optimistic almost like looking to the future. Like they were this is the time that like they were designing spaceships and like America was so hopeful and that's where all this beautiful rounded architecture came in versus numbers one and number two which historically speaking were uh the 1920s the 1930s and while they're beautiful I just think that this historically represents Buellton more completely because it does have to do with that Route 66 Americana.
I agree with Council Member Lewis, I absolutely want all the kiosks to match so even if this style is not chosen I would prefer that they were all the same and I also agree that I love the idea of food truck pods however they're going to work my only concerns were the things that I brought up I'm worried about pigeons in I would like to see larger horizontal canopies on those kiosks.
And I would like to look into some kind of temporary shading essentially on the plaza with the amphitheater. I like the idea of having open space so people can sit in the sun and play ball, but I do not like the idea of people sitting out and baking in the sun while they're watching a show. So some kind of temporary shading would be great. And that's basically all I have.
Thanks. Definitely a bathroom. I just actually I should ask this back with we have questions but I just want to understand here too. With the diagonal parking or the pod parking are all that stuff when looking at the current arrangement of the one of the Avenue flags were currently 11 lane already on the afternoon.
The idea is we're sort of it is currently one lane
and in this
1:02 – 1:077 turns
we would squeeze more into the same area.
Okay, so it's the circulation there's no circulation impact is not like we're losing any road movement around I just wanted to make sure
that was most it's all a design
okay so it all fits change okay this one for extra verification for that so moving into the space um I also agree I think number three the modern is the one that makes the most sense I feel like it's the one that people most understand I always like to restate when was Art Deco adopted
You mean for our specific plant? October 26, 2017.
And I think in that time that we've had the Art Deco on and the books, the modern versions been the one people seem to understand the greatest sense of oh, I get how it's connected to Buellton's historical context. So I do feel like that would make the greatest sense for our stylization choice. I look at this and I just think everything should be viewed from a swing space in utilization.
We are going to decide what it is right now and then we're going to have this huge retcon of $500,000 in a new study later to say I wish we would have thought about that. So I do think that going through each of these spaces and exploring what it means for a Buellton resident to use it and let's make sure we're thinking about the ADA pathway so let's make sure we're thinking about the overall approachability for it. Let's even think about the landscaping cost that comes with it. I mean if we're looking at how these trees and landscaping are making sure The food pods make sense to me.
You don't get a chance to make something beautiful without it first making sense financially. To me, the more we make this financially viable, the greater justification we have for making things more beautiful and inviting for people to come to. I believe it was you Mr. Sergeant who said people want to go to places that are functional approachable and interesting to look at. And so if maybe I'm misquoting you there or didn't do as well as you explained it but close enough.
Okay great. So I just think that when we're looking at this, I want this to be a spot people want to spend time at and I agree that with how you have it structured right now it's interesting to look at and the functionality should just be an add-on to it but I don't want to have anything we make in decisions to over sterilize it by making it always utilization I just want to make sure we're being thoughtful of the space utilization that sometimes it's just nice to have an And finally I would just say for the kiosks at the end, matching of course. I would be in trouble if I didn't say matching from the people I'm sitting with right now. But I would just be curious with that utilization is that...I'm still not sure what who would use that? I like the idea of the economic opportunities there but that could just be good useful key...I don't know.
I'm curious what that is.
Not from being inside the design discussions here, but prior to this median three concept design exercise that's been going on. I had conversations with Kathy Vreeland in our Chamber of Commerce who brought this concept to my attention Probably five years ago, maybe six years ago. Again it was probably this town in either the one in Washington or there was one I think in Indiana or something had a very similar concept and in those instances it was, I don't know if it was the city or the Chamber of Commerce my gut feeling was it was the Chamber of Commerce who created these startup spaces as incubator spaces for new businesses. They were short-term rentals of these spaces for a year maybe at the most, at which point and during that year the business owners would take classes in how to run a business.
You know everything from marketing to permits and taxation and you know everything there is with regard to running a business and at the end of that they would graduate out of that space And this fund that was set up would help them find a new permanent location and they'd move another small business into that space. So, that was the concept that was done in one of these other cities. I don't know if it's the same as both of Washington. Very similar. But given some of the operations that go on here in the city non-profit wise even if we didn't have a business incubator position or We're trying to make it much more so like we need
1:07 – 1:1920 turns
I would be curious about EV charging as an option Oh, and then just it's the design in me again but trash pickup and receptacles and everything. I know that's really boring to think about but we need as much trash cans as available to keep it because people are lazy. And so just really integrating that into the space where if we're going to have concerts and we're going to have special events, we're gonna food trucks, the sanitation elements do it how the travel where's the dumpster located is something I think about here too. So there's just some of those things that are very unsexy to think about. But I'd want to make sure that Let's put it in a nice space so that it's behind a nice art deco wall and not just a chain link fence with a dumpster that throws off the whole flow of it all, but that sanitation element.
And then we really should be looking at this also from the electrical wiring if we're going to do special events here, if we're gonna be on the ground is that part of this discussion as well or can be?
Yeah I think there could
be a lot of power
That we would have to integrate into the construction drawings, but hearing that feedback is important for the next steps.
Great and I'm going to be quiet there. That was a lot of talking anything else anyone jazzed up before we move on?
Oh, I was just gonna say water fountains. Like public access to water is always like no, no,
it's like we were drinking water
drinking water. Yes are great because we want to encourage people to stay hydrated and bring their own water bottles so doesn't even like it's like the bathroom thing right? We can add things
Anything else from the council members who want to add any further notes? Is that useful for you? This is
very useful. Yes, thank you very much. So I think I have a lot of great feedback and we'll work with Sergeant Town Planning on the refinements. I do think that if not already there were pretty close in my mind to starting the construction drawing phase but I will evaluate the comments and figure out what the next steps but one way or
I do have actually one more question for Mr. Sargent if it's okay, or Andrew if you wanted to as well. I should've said Mr. Crisman. Yes, I should say Mr. Butler but I'm just wondering we are going to have a this is gonna be brought back before us in the Planning Commission and things like that. We as ambassadors into our community what are the questions we should be asking our residents just to make sure that if we get one more check, check it. Is there something that you think we should be asking out to bring back that'd be useful for you? Or something that we should
My instinct would be activity-based questions. What sort of things could they imagine themselves using or doing, or what spaces do they not—or activities do they not have a space for?
If there were a new gathering space, informal recreational open space in the center of downtown, what would they hope they could do there? Okay, well we have our homework then. Thank you.
Thank you very much. Can I ask a clarifying question? Sure. Will this come back to us or just the planning commission?
To both you and the planning commission.
Okay thank you. All
right, we'll move right along then. Thank you for being here tonight.
Thank you so much.
Thank you all right. Mr. Mayor, members of the City Council business item number eight is a discussion regarding a change in regulations regarding food trucks and our staff contacted us again as our planning director
Good evening, Mayor Silva and members of City Council. Staff previously brought this same discussion item to the Planning Commission at the meeting of July 16th of this year. At that meeting staff facilitated a discussion with the Planning Commission on food trucks in the city and how they felt they should be regulated in Buellton. This evening we're hoping to provide the City Council with the feedback received from the Planning Commission and get additional feedback from the council in an effort to collect initial information that we would then take back and start drafting an ordinance specific to food trucks. So just a little bit of background, the city does not currently allow food trucks in Buellton except for permitted special events.
However, the Avenue of Flags specific plan does encourage food trucks and also has a potential permitting avenue no pun intended to allow them along the avenue particularly along or within median three as we just discussed. So again there are currently no zoning standards in the municipal code that address food trucks which is what we're trying to rectify here So next slide, please.
So again the purpose of this discussion this evening is to begin to dive into the following questions so basically is there a desire to allow food trucks in the city? If so where and under what conditions? So we do not expect to have all of these questions fully answered by the end of the discussion this evening but staff is looking for enough guidance in order to move forward with drafting an ordinance that reflects So I just wanted to include this slide here that basically shows what some of our surrounding neighbors are currently doing regarding food trucks.
So just to basically summarize, the City of Santa Barbara allows them on public streets, public parks and private property in non-residential zones The county allows them on public streets, public parks, private property and retail commercial zones and in ag zone with ag tourism uses. Goleta allows them on private property in all zones. Lompoc allows them on public streets, public and private parking lots and plazas, and public parks with a special event permit. Santa Maria allows them on public property streets, parking lots and parks, and private parking lots. And similar to us currently solving only allows as part of permitted special events.
So if you yeah the next slide just sort of shows exactly what I just said in a table format so you can kind of see I'm going to talk a little bit about the city's role in drafting an ordinance and what types of realms are they allowed and what cities allow them. We could come back to that if we need to, but I wanted to show that in spreadsheet format. Next slide. So before I go into standards for consideration in an ordinance, I just wanted to mention that staff has not yet done any sort We just first really wanted to get a sense from the City Council which direction to go in, and then as part of the effort in putting the ordinance together we would bring back more information on these items. So we did want to bring up some items for consideration this evening just to start thinking about some of them and how they might apply to a food truck ordinance that you would come up with.
So Planning Commission generally agreed with this list as considerations to think about these things when we are drafting the ordinance. So these things include things like, well if we allowed them not only where but what would the hours of operation be? Is there a parking requirement? What about generators? Waste disposal as Mayor Silva was just mentioning about median three.
Accessibility on pedestrian paths. Would we require or encourage temporary outdoor seating? Would we have a requirement for distance from intersections and driveways from a site distance or safety standpoint? We're going to be looking at. Signage lighting vehicle storage, health and safety considerations licensing and permitting who's gonna be responsible for permitting these? What would that process look like if there was enforcement needed? What would that look like things like that so things that most other cities are So the other concept I wanted to bring up here is the idea of food truck pods. So we just saw that concept along median three in the conceptual designs there, so this is the idea that the site could accommodate multiple food trucks with permanent amenities and improvements such as restrooms, communal kitchens, shade structures, outdoor seating, landscaping, et cetera.
These types of things are seen in cities all across the country both large and small. I wanted to include this slide to just summarize before I turn it over to the council for discussion and questions. Just wanted to summarize the comments that we did receive from I'm going to talk a little bit about what we did. Basically there was support for allowance of food trucks along the avenue of flag specific plan, median three specifically and industrial way corridors.
They generally did not support food trucks in residential areas. There was support for allowance of food truck pods under certain conditions and in specific areas so ie There was also the discussion of the potential for allowance of food trucks at the lower Willamson and if it could be supported by the future uses. They did bring that up. And just general support for allowance of food trucks in limited circumstances and in limited areas of the city.
So in considering preparation of a draft ordinance, the Planning Commission did have basically this list all of the things that were on They wanted to make sure we were preventing standalone trucks from just remaining indefinitely at the same location. Wanted to make sure we were looking specifically at traffic and circulation standards, pedestrian access, site triangles, intersections and driveways, and parking space displacements.
Again, all the same things restrooms waste collection noise generation. Are they going to be allowed to have amplified music or not if they are placed there? Just aesthetic considerations and then also interestingly they brought up the storage of food trucks And the permitting and enforcement process. So those things that we would look at at the next phase, but one thing that came up regarding storage of food trucks is a lot of these food trucks are likely to be local so they can't stay overnight.
So again, the recommendation this evening is that the City Council make recommendations on the locations they would like to see food trucks allowed and in what capacity and direct staff to draft a zoning ordinance amendment if appropriate. And so I just basically put up five questions here just to help us guide I'm going to go through all of the recommendation items.
1:19 – 1:2528 turns
So
in situations where we have something like say
the holiday lights, the festivals that we know are multiple days. Would we not allow the food trucks to park there for those three days of the event?
I think that's something that the council needs to consider. So obviously part of it is should we allow them during special events? That's part of it.
Currently, we do allow them under special event permits so for Fall Fest they are permitted out there under the umbrella permit for the Fall Fest event but...
Like we're not making them move and set up every day for a three-day event?
No, that's part of their permit where they can remain there.
Okay, that kind of what I thought.
Councilmember
Sanchez, any questions? Microphone. Do we know about how many events that we have permit food trucks now?
I'd say about five, five. I could count them on my hands here. When you
do those they're just part of the...
Yeah so we've got Fault Fest, Brewfest I think brings at least one. Fault Fest, Brewfest, Wine and Chili Fest. Wine and Chili
Fest. Most of them all for events there's not as far as nobody just shows up. Yeah
given your three to five I'd say yeah mm-hmm
We're going to be covered under that they're permitted. They're not going to show up there all you have to come and ask permission.
That's the point, right? Establish an ordinance with clear rules and regulations so that it's there is a process to approve or to allow them and
I think the thing that makes me nervous about this is how broad it can be. Would it be possible to create an ordinance just for specific areas? Like, could we just start off with an ordinance for like industrial way, industrial ave and avenue flags in special permit? And then as that pilot program, as we see what works and doesn't work I'm just thinking that a citywide You could
establish an ordinance that specifies very specific areas of town that you are clearly allowing it and that could always be amended as so you could establish the ordinance around
That we get into this type of a regulation, it's really important to make sure whatever the City Council and the Planning Commission are asking for gets run through the city attorney's office because they're going to make sure that we don't run afoul of any legislation that's out there. So we've already started those discussions and will continue those as the process moves forward.
I think if there are priority
This is just to give you general direction. We're not voting on an ordinance. We each get to give our opinions and then you'll bring back some. I'll
come bring back a lot of text and legal opinions and all that.
Secondly, just because to get clarity too we talked about a food pod or food truck pod on the avenue based upon current city policy unless there was a special event permit
Is there a provision in the specific plan which would allow that absent such an ordinance?
There is but it basically requires more, which is part of why we're bringing this here right and says that there's the possibility to allow these that they have we have to figure out all of the specifics so.
Any further questions just questions? Is there any public comment on this item? All right, so we'll bring it back to council. We'll each get to give the same thing we just did the last time but all of the feedback. Council Member Lewis do you want to go first or want me to jump to Sanchez?
No I'm good. When we look at page 80 of our pamphlet it has like what all the jurisdictions are doing and areas. I like the Lompoc setup so to speak. It's all yeses, but it says public parks only a special event and then private property as long as it's in a parking lot or plaza. But I've frequented there's a food truck they do a like a food truck lunch thing over by Cottage Hospital and they do things like that. And I've seen it where it's you know.
It's a boon to the organization that they're there for, and I don't want it to be like every corner we have a food truck and it's competing against our brick-and-mortar businesses and making life difficult or unprofitable for the businesses that currently exist because they should be obviously top priority. That being said however, we do have a lot of up-and-coming businesses and locals that run food trucks that could integrate themselves into a model like this so I am stronger proponent for the food trucks in more areas than not with I don't want to be so prohibitive
1:26 – 1:3212 turns
I like the idea and limit, but I think maybe we just set it up to where they're shorter. They're not like somebody can say, we're gonna come here every Thursday. And then I did talk to a restaurant guy called him up and just asked him what he thought about it. He said he has 27 different departments he has to license or regulations that he has to follow. And so these guys are in and also there's over 50 places to eat It's not about getting people fed it has to be a convenience or something in an area.
I mean, it's going to have to be regulated or a short term. And if we have any complaints and you'd let them know, we're going to let you go and then we'll give maybe three or four times and come back. And if there's any feedback or they've broken any rules or somebody says that shouldn't have been there, then just make it a short term so everybody will have to follow the rules. If we get anybody that doesn't follow the rules, they don't come back I just don't want them to always have a guy that always knows he can go somewhere and it's always the same. If somebody doesn't follow the rules, I can just 86 them right away and let them know when they show up this is the deal.
We get one complaint about this you're done. And so it's a short term. And they'll have to come and ask permission anyway. And
the structure of that's something that we would be looking
into. Eventually, we'll have a list of people that are food trucks where they're going and if it becomes a problem, we just say you know this became a problem you know you did something wrong or you've taken business from the pizza parlor you can't go put a pizza shack in front I
think we can look at specifics as we get into delving through what the process is going to look like, but I could easily envision that the process would entail permits and approvals for not only the food trucks themselves but also the property on which they sit. Parking in the same location every day and or parking in an inappropriate location so as to unfairly compete against similar businesses. We can we can work that
out. We have a rule in place that you just walk up and say it's like you violated,
you're done. That might be a little more tricky but we'll work with the city attorney and see what we can get on that one.
And I think one of the things that we could do is we could come up with a way where it's easily identifiable, the food trucks that are out whether or not they have obtained city permits or not from an enforcement standpoint so.
Thank you.
I appreciate Councilmember Lewis's comments and I understand that kind of food truck is like the dream. That idea of them coming to a business and feeding everyone lunch would be incredible. I don't know what private property commercial zones there are in Buellton versus private property industrial I'm just saying, like, I would feel more comfortable if we started off with things that I think everyone understands. And everyone understands Avenue Flags. Everyone understands Industrial Way. Everyone can understand special event permits or long-term special events. So basically more of a geographic
approach
versus a zoning approach? Yes. I think people will understand that and I think people understand what special events are too. It's okay if I'm wrong or we do it differently, but that's my thoughts on it. Thank you.
I guess I might be in the minority of this a little bit. I'm very reticent to do anything with food trucks. I think that I have a little bit of an issue with this considering the fact that we have food stands that pop up and there was nothing we could do to support our local businesses, so I just feel a little bit tough permitting additional vendors when we had local businesses complain I think that's a really good point.
It's hard to track it once you open up too many parts. If it's just in an area that has the bollards, which means if they're there, there was coordination by the city, that means they were permitted. I like the idea of being very controlled for it and allowing I'd rather have it be in a specified area only on the avenue, our defined economic corridor. It's what we planned for the specific plan so that's what I would like to see and not really allow it anywhere else in the city.
I'm not interested in music. I think that's just asking for problems, and I keep coming back to we don't have city staff to enforce this. So I think anything that we add on, oh, and then we'll just tell them to leave. It's like who? At 1 in the morning on a Friday.
1:32 – 1:3918 turns
So Mr. Mayor, I will say maybe make this suggestion at this point it might be ripe at the time we are looking at this to also bring forward an ordinance addressing the issue of those street side vendors that we had problems with before there are I want to start by saying that the regulations that the city can adopt, they can help in enforcing those type of situations when they come up. They're completely different from the food truck ordinance. They fall under SB 946, I think.
And it's kind of hard to thread that needle and get reasonable enforcement out We have a draft ordinance that was prepared a couple of years ago, we were kind of waiting for everything to settle out before he brought it. We're going to be talking about how we address both of those and then we can bring the various enforcement agencies, be it the Fire Department, the Sheriff's Department or the Public Health Department into the discussion so
I think that would be a really good gesture as well to our brick and mortar that as we're exploring this, show that we're tightening up on something. And then yes, so I would say that doing those in tandem would make me much more comfortable with this overall ordinance. But I still would say at this point, and I think to Vice Mayor Mead's discussion, I'd rather start small and allow us to figure it out as We're trying to get more things on the avenue. I think that's useful and so that gets us feedback, I know we're getting here. And then finally the other thing is should this expand out? I think just really clear understandings of the sanitation pickup. There's always trash left behind.
≫ Thank you. ≪ ≤ ≦ ≥ ≺ ≹
So basically, consider hours of operations and maybe even look at surrounding businesses when they close. Yeah, let it
match the neighborhood that this is happening in the next Councilor Sanchez had further feedback.
I like the idea. Like you said, I don't know why we want to just open this up to have food trucks. We're only going to have food trucks We have a request for food trucks and we can tighten it up. You don't get to have a food truck unless you have a special event. So we make it a special event that also could be like a grand opening for a store or whatever, we can open up but not as a free-for-all. Like Dave said I think it's important we don't just let there
I agree. I don't think we were looking at a free-for-all kind of situation, but we should have if the council wishes to see let's say food trucks occurring on a given night of the week or a given day of the week on a weekly basis, let's say in conjunction with our farmers market We just need to figure out
And we just maintain it by permit, by special
event only? It's possible. We'll have to look at all the comments we're receiving and see how we can integrate as many of them as possible into the mix.
Can I ask a follow-up question? So when I read this Lompoc food trucks allowed, to me that means but still with permission like you can't just show up and park on a public street am i misconstruing that?
I believe at some point here in the recent past, Lompoc has shifted and they do allow them on... To just show up. Well there is, I believe one street where they're allowed to just show up on a particular night of the week but the rest of them are like you say, the private property commercial zones. You will see them throughout along what is it? H Street and some of the shopping centers. They just show up and park in the shopping center and open up
I see, so that's not with permission. That's just they're allowed there so they show
up there? Yeah my understanding is how those private property things work. They're dealing with larger shopping centers with large banks of parking that in large part are underutilized because there's a lot of vacancies going on there We have the opposite problem. While we do have some vacancies, we tend to have a limited field of parking in our commercial centers so we would want to make sure that whatever happens there, we're not overburdening the parking that's available on those private lots.
I'm reading that or I read it as with permission. So like if somebody says, hey, like let's say Albertsons doing some grand opening or some grand something and they say we want a food truck and we say sorry they're not allowed on on public or private so that's what
oh you're not looking
for I'm not saying like just show up
like
these are where you're allowed to be like
We want to see some expansion of the ability
1:39 – 1:5621 turns
The medical office if they wanted to be like every Wednesday we have someone come or something like that. I don't want it to be like so prohibitive that people can't do things, but I don' t want them to just be able to show up.
There also may be an opportunity to all like we do currently allow them as part of special events, but we could also look at expanding what a special event means and bring provisions that are specific to that expansion and allow for the potential for some of
If you had a permit, then the police could drive by and just somebody can say hey there's this guy just drove up. And I don't think he has a permit, then the cop could show up and say, do you have the permit? Did you ask Andrea? And if they don't have it, there's not going to be just some cowboys out there.
And there are ways and something we can bring back in and explore further. There are ways to make it again easily identifiable on the food truck or you know so that
somebody you know if somebody comes shows up everybody knows everybody but yeah we have to be able to say you know you know we don't
I would rather avoid making The food truck where it's stored after would be very I'd be like, I think there'll be a number of neighbors who would be very annoyed if there was just been a food truck that's kept during the daylight or night hours on in the driveway in the you know, like they come or whatever. They can store
them wherever they want as long sides outside of the city of Buellton
≫
I just would be mindful, too, of what commercial vehicle parking in residential areas this opens up to.
We could look at that in terms of, again, vehicle storage and something similar to what we have in our home occupation section.
Anyone else? Any final comments with how much we just really gave like three inches of space for this food truck? I actually
think you answered most of my questions on my last slide so I think I do have enough unless there's more to add once you see the questions but... If you
want to go to that question slide really quick to make sure we hit everything that was All
right. Sorry, go to the final slide on the entire presentation. There we go.
It's their desire, location, under what conditions, special service standards, food truck pause as well and stand
alone. Thank you very much. Next step is to bring you back more detailed draft ordinance materials.
Sounds great!
Thank you very much Mr. Mayor, members of the City Council. Item number nine our final business item tonight is a discussion of ADA and inclusive playground improvements at Oak Park. Our staff contact for this item is our Public Works Director Rose Hess.
Thank You Mr. Mayor, members City Council So, before you tonight is our general overview for Oak Park. There was a previous meeting we had informed the council that we were going to do an open house at Oak Park. Oak Park's our oldest playground area within the city and is a regular on our list for maintenance and repair replacement for various parts of the playground equipment itself.
It is worn. It's safe and good condition to use, but it is time to upgrade those that park needs available. I know in 2024 we had a discussion with council about new playground to be ADA accessible inclusive and we wanted to have a new large facility to be located at Riverview Park. That project is going to be over $1 million. It's going to need some planning, some more outreach, funding sources, et cetera. So we thought this would be a great opportunity to have replacement of existing facility at Oak Park to be accessible and inclusive and have something that we can provide to the community sooner rather than later.
So with that in mind, we had an open house in the end of July for Oak Park. We invited as many vendors as we could that provided these type of playground equipments. We had three that were available and showed up for the community. We had a pretty good turnout. It's a little fearful at first you know trying to get them message out there but we had several families We had a lot of people that were playing or had heard about the open house and come in and they spoke with all the vendors. They spoke with staff and gave us some feedback attachment one to the I'm going to go ahead and get started.
I wanted to make sure that's But everyone was very excited about changes. One things that were adamant across the board, especially with all the children is please don't get rid of our slides. So that is a key feature that we wanted to maintain. A new feature that we did want to do and our proposal in general is to maintain the existing footprints and pads that we have for the playground equipment and not to build outside of that.
That was kind of our direction with the vendors that we have been reaching out to. So, we'd like to keep it in that pad whatever type of improvements and new playground facilities would be designed to fit there so we don't have to do new grading and that kind of site improvement. We use the curb and gutters and locations that we have now. So in adding additional facility that was a big request as well is having a quiet zone area too. So if the child is dysregulated, they could move to a location in the park that would allow them to come back for themselves and kind of facing away maybe facing the school and whatnot. And we can easily do that by renovating one of the areas for It was a feature that was heavily requested as well. Something like a quiet area, not just At the Santa Barbara Zoo.
They've got the dino eggs. So it's kind of like that a little enclosed quiet spot that they can be in, in that location
for sensory regulation,
correct? So we've got those specific requests and shade, brought it back to our vendors and the files were too large. I had additional couple of emails from additional vendors who just sent me a lot of examples of what they have for ADA playgrounds and accessibility. The three that are connected here that have links to our website provided samples of what they could propose within the footprint that we have out there.
And there's a lot of information to go through and I did put a presentation together because there's a lot of pages. And the bottom line is, there's an infinite number of possibilities and options and styles and different creative things that can be done even with the fixed space that we have. So with that, one of the directions we kind of like to discuss tonight is we even asked the community that came out as well. Is there a particular style or other things that you want to see in this area? Other than keeping our slides and slide swings quiet zone.
There wasn't anything like theme wise or whatever that was requested. So we're kind of asking, so we're not all over the world here. Is there a theme or color style that the council would like to see if you've heard any feedback for that? And this is not something that we would have to decide tonight but that is a direction of something that I would be looking for I'm going to go ahead and start So we would have to have two options. One, if Council wants to do it in this fiscal year, we could just do a budget amendment including the project in this year or two, we could during the next budget preparation cycle which starts around February-March, we can include it in next fiscal year's budget for improvements. We would continue to do outreach to see if we can keep zoning in as far as what we would like.
Staff's initial thought was to go out to bid for this project. Each of these vendors, they provide, they can provide equipment, site preparation and installation that's not... And also same thing for the playground equipment but also for shade structures we want. I didn't get samples of shade structures in here. They pretty much just sent me samples of playground equipment But also surfacing.
Ultimately, what we'd like to do for a capital improvement project for this is not just to upgrade the equipment but will do complete ADA upgrade. We have a lot of work to do. The benches, the picnic tables, the barbecue pits they all need to be replaced because they are starting to rust and wear down as well and it would be time to replace them so what we would like to do is not only change the surface of the playground itself but there's options I'm going to go ahead and share We would like to change the surfacing options. There is a plethora of different surfacing options but in addition to changing that surfacing options to make all the areas We've got level service of that same playground type material, whatever is going to be more durable for us with the picnic tables.
And so it's levels and a wheelchair wouldn't have to we wouldn't have to build a separate ramp to get down into the picnic area where everything would be accessible through the sidewalks that's currently going throughout the park. Just roll on in there and enjoy the picnic areas with the families. So that is something that we want to all do. We don't have costs on the surfacing either, but that would be another estimate we would get.
The best thing I was able to get consistently out of all the vendors is the rough cost of playground equipment. And that range from about $180,000 to $300,000 or just a little bit less from the proposals that they had sent. I mean we can go wild and see what we have. And then throw another wrench in on this Last Friday, I received an email from one of our vendors who informed me of a grant opportunity that they have. They have $20 million in grants for playground equipment that would be purchased through them just for the equipment. We'd still have to do installations.
The other thing I wanted to point out is that the surfacing costs, at least the material and the awnings, the shade awnings would be included as an option. I sent a follow-up asking about those type of things haven't received information back but that's a substantial amount still $200,000 to $250,000 And that grant is due in November. First come first serve, so we have already started on that application and will be hopefully the first one to submit something so we have you know the best opportunity to get that.
So on that note, that kind of tweaks timing a little bit because They obviously would have to install the equipment that we purchased with grant money because they do install their own equipment. So it would change the process a little, something that we'd have to discuss with the city attorney as well because it would be somewhat soul sourcing the project.
So we have to really look at development of a full budget estimate to see what surfacing would cost, what the shade structure would cost and I'm not aware of any other accessories to this that the council may want or have heard from the community that they want that we can zone in on and look for those through the estimates, you know, through their catalog and talking with their design team so So since it's first come first serve, these are just assumptions at this point because I haven't confirmed time frame with the vendor.
But I'm assuming if grant applications are due in November and since it's first come first served we would hear a month or two after that if we've been awarded the grant. If we're awarded the grant then we kind of you know We're going to look at doing project CIP amendment. And if we don't, then we continue our process with timing up to Council's will. If you want it done this fiscal year or next fiscal year. We're not off by too many months at this point and budget the project, go out to RFP for bids on this and then go from there but timing would still be Summer-ish or a little bit sooner if we get the grant.
1:56 – 2:0424 turns
Summer-ish opening or summer-ish begin?
Begin, based on timing, if we end up going out to a bid for the entire project, if we get the grant sooner because they have sooner completion requirements. So that's kind of a general update. Just wanted to throw it out there to you. We have books, they have websites that are complete with different things in addition to what I linked in the staff report. We also have catalogs for different vendors at our office if you prefer something you can hold and feel and flip through instead of scroll through. I've got that available.
And then, yeah just general direction or anything you may have as feedback for us that would be great.
Okay. It's an evening of us just giving a lot of feedback.
I know, I know. Timing probably would be the first thing if you want it done this fiscal year. We can make timing work for both this fiscal year or next. Next year, I mean, it's fine because if we budget it for next fiscal year, we could still continue outreach, work on plans and specs for this project and put it out to bid We're going to have a meeting in early summer, June, maybe-ish or end of May and then be ready to try to kick off as soon as July 1st hits.
With that I'm available to answer questions you may have.
And if it was, I like the idea of getting it done right away. And also, I'd like to see it all inclusive so that we don't have to go to bid for the groundwork or bid for this or just for the work. Right. We would do it as a whole package. If we have it so the company we hire
has
a deadline and they know they've got to have the deadline and they know how to have everything done, I would like to keep it all in one company. That sounds more like a comment than a question but I have a question. Is this company that has the grant, is that just one company? It's
just the one company that has the grant. Okay. I've seen so far
and if we decided on that is it do they have more than one because it's just the company that as dinosaurs or just no
every company has of different things that you can come up with and design
I'm not sure if that's the right way to put it. But we could kind of do, I want this one more like number them like we do on the other priorities or that we could, if we wanted to, you got the deal going and we could between us say I like, you know, vote between us which one we'd
You're talking about like what features and types stuff, let us know. And then we can work with the design company and request samples of that type of things like one part It's a dinosaur theme. And you can climb it too from other ends. They have like I think there was another one, I saw different shaped dinosaur and the slide was down back and it's like the tail and so there's different ways they can incorporate stuff. They've have other parks that are farm themed or birds and bees and whale nautical. There's an infinite number of things. They didn't have wine glass options.
What I would suggest maybe is that I have
a question oh yeah okay sorry do you mind?
Oh no, I was just gonna in response to I was just going to say based on those questions I would suggest that perhaps Mrs. Hess could prepare a list of links to the various vendors that are out there that we are aware of and email it to the City Council so you can take a look at what options are available and then you can start to formulate what aspects of those options you like, which direction you might like to go in. So that before we come back again to a council meeting you've got an opportunity to provide her that feedback
And then you can use that this vendor that has the yes, they're on the list. Yeah, yeah.
All
right. Thank
you. Absolutely any questions? I do
so looking through the looking through the attachments that were provided the biggest difference I noticed and I understand now that you've explained that every every company has a variety of different things Um, some of them look like they're just like the giant monstrosity playgrounds like they had in McDonald's. Like in the 1980s when I was growing up and then there also versus there's a lot that looked like more like individual stations.
And so basically from a maintenance and flexibility standpoint, I was wondering based on your experience because right now we do have the larger play sets. Do you think that the individual stations would provide us with I have a question for you. Can you give us an example of something that is easier maintenance because they are smaller? If something breaks on one piece, it's easy to replace or if one of those stations was not as popular we could move it out versus one of the bigger giant ones.
I need your expert opinion on the giant versus individual
stations. Generally, it's the same for this. So yeah, the little stations are definitely easy to move and remove and add something different if it's not working out. I'm told though that these accessible and inclusive playgrounds are much easier to mish and mash So if there's a feature on it that you wanna change for something else, that you can. So it's not as stringent and all package or nothing as the regular playground equipment which is odd but that's what I'm told and all of them had that same thing too so it doesn't have to be- Kinda like Legos? You can piece together. Yeah. Okay. Yeah, so I think there might be If you don't want something so large, maybe that's the large main component and then you can add other little things to it and change those other little pieces out.
Okay? That's a possibility too but if there's something like you just it's so the main part is just so something that's obnoxious really maybe that's not the one we pick And it's just the other attachment, so to speak, that we could mix and match or change out if we need to do something else. But I'm told that's a better possibility with these type of playgrounds.
Okay, great. Thank you.
No questions for me. I've got comments when we get to that any public comment on this? Okay, so now we'll go with feedback. It looks like you're wanting feedback on features, budgetary desires, stylization, just kind of an amalgamation. You're going to take notes and then synthesize similar how we just did on the other two items where we're just sitting here giving you feedback? Is that what you're looking for?
Yeah I think let's if we could start with when do you want this project completed because that's something that Janelle and I would get working on to either do a budget adjustment for this fiscal year We'll start with that before we go into anything further.
2:04 – 2:1133 turns
This fiscal year.
Okay, I have concern a little bit of like, I don't know if we are going to have enough feedback from this so I was okay with moving into a CIP for next fiscal year to give us longer runway for feedback but something that's this fiscal year
Okay, thank you. We can work on that. There should be time for feedback for this because we still have to prepare the grant application and we still have to prepare the bid package so we do have time regardless I can't get a big bid package out until January. So
for my own thing is I think that this is a, I worry about the rush of the $300,000 grant because this is worthwhile to do even if there isn't a grant. I don't want it to feel like we're rushing it because there's a chance to make it free or subsidized and not to say that that's the intention but I wanna make sure that the due diligence as we do, I don' wanna make it feel like we're rushing it to get a decision made just because it's only worthwhile or it's like oh cause we can make it 300,000 let's do it.
It's a great opportunity for us to get the school board involved with. We had some questions, we looked at comments. Oh
yeah, well we did?
Yeah. Going off of this the financial one and we're on the finances side. Got it. Yes so anyway yes that's where we're looking. I thought
we were just doing yes or nos for finance my bad. Well we were- I have more comments than you.
I always wait to be in. My only concern is, fine if we need to do this fiscal year but I want to make sure that we don't have the $300,000 possibility of a grant not allow us the due diligence to make sure it's properly outreached, sourced and functioned but if it is a desire to get done this fiscal year, I'm fine with that so I will stop talking at
Can I make a quick statement? We do plan to have another outreach, another open house if you will in November. I'm told by all the vendors that there is a conference that's going to be held in Solvang in November. He said so all the vendors will be there and already be in the area so I'm hoping to ride on that piggyback on this and get them here. So I'm just trying to confirm actual dates and stuff like that but
We have a booth at the fall fest. That's where every kid in the valley is going to be here, the fall fest. You can even create it you know you could even what I'm thinking which one do you like? You could make it fun. Which playground do you like? Specific
features
or something like that. Then everybody would say oh I like the dinosaurs or I like the cows or I like whatever and he could make it so we'll have a full... Everybody will make a vote You know, anyway.
Yeah.
But the one of my questions was this restrictive is this or is this going to be also for other kids? And it's going to going to be accessible and then also
it's inclusive. So it should cater to all children's abilities.
I can feel like they're playing alone in a short bus
ride.
Right. It's going to be a nice addition. And again, I do want them playing together and all that. And I also would love to have it all included in the bid for the construction so we don't have any other vendors to go get bids for or ask somebody else to help if they're going to come in and do the whole thing.
Right. And
then
we'll make it
one piece.
Correct. And then also just so you know, Oak Valley Elementary School has a new playground there that I am told is an inclusive playground and it has quite a bit of features on it. So we're going to take a look at that too. It's right there and it looks like it's well Looks like it's cared to a little bit, not older children. I don't know what age group it is but we're going to work in concert with that and some of the other parents did tell us that the school has said that the playground is open for use for the community after school hours they leave the gate open.
So we don't want to necessarily duplicate what they have. We're going to keep obviously the things that the community had requested, but we want to be able to supplement the features for
it. So since we got the fiscal piece down, it sounds like it's this fiscal year, so the guidance has been received with the majority here. Do you now want feature or concerns as well? Is that the other piece that's good feedback?
Yeah if you already have some Items that you've thought about that we should have, we should do or thoughts on it. Yes definitely let me know and I'll
take note of that. We'll just rattle those off each person one at a time and any features that you want to make sure are included in this thing so we can give her direction to look for.
So you've said most of them but having the accessible like pour in place, no wood chips, no DG none of that stuff because that's very difficult. A variety of different accessible swings and swings that can accommodate larger bodies like adult type size bodies, bridges that you can push wheelchairs on if we are doing a larger It's a single unit type thing. And also, I don't know if there is a correct term but something the circle you can push the wheelchair on and go in a circle. I forget what like the little spinny thing or kind of it's like a circle. It's like a plate and the wheelchair can go on it and you spin it.
I don't know if you can see it. I think
I've
seen them where they attach to the side of
it. Different vendors have different names for that,
but
it's a very similar design
on most of them. Those are the things in talking with people in the community, those are the specifics that they requested. The swings being a big one in that not just for little bodies.
2:11 – 2:178 turns
Thank
you. Bye, Sarah B.
I agree with everything that Councilmember Lewis said. I really think looking at the designs, I'd be curious to see how we can mix and match but I really like the idea of kind of these separate areas. Obviously you can still have the tower for the slides and the climbing but I guess my thought was that if there's...I want a variety of different things because I want there to be a mix of elevated and non-elevated pieces for children with mobility issues Um, and I think that when I was looking at the design of Oak Park.
If we're going to put all these separate areas together, that we need to be looking at what is the shortest way to get from one play area to the next. Like I don't want someone in a wheelchair to have to go out and go all the way around the park to get to the other side. I want them to be able to just go from here to here so that idea like that idea that all of it should be accessible that maybe like yes, we're looking at different areas and yes, I think it's important to make sure that we're kind of expanding out the rubberized mulch so everything is connected, even if it's just by another pathway. Just think about shortest distance from one play area to the next or one player to the bathroom. Things like that.
And then one of the things that parents have brought up to me is they would like to see fencing for elopement. They want to make sure their kids are safe. Literally a mom said to me, around a park like that, but that is a concern that I know and it was in the parental comments as well. And in terms of a theme personally, I would like to kind of see like a mix of materials wood steel ropes composite panels like some things that feel more natural versus kind of those like giant plastic thing right so that idea that The more materials you have across the different stations or across the different activities, the more visually interesting it will be and therefore kids will want to play with it more. And I also like the idea of the stations because if one is not popular hopefully we can just replace it with something else and so those are kind of my ideas that and just everything, everything else that Council Member Lewis said before in the bench piece as well but you had mentioned that.
I think my biggest concern is It's not like all children in any way utilizing it together for it. So it's not like and then here's the one area you're marked for this specific reason, just making sure that we're being thoughtful with that. I would also be very mindful of we sometimes skew on younger children all the time that play recommends always kind of viewed for the 2 to 5 year old so being thoughtful about what that bit more of I think we need to be thinking a lot more about any kind of emotional or mental stimulation that can be provided for that. I know they had a lot of different options for that, too. So I just want to make sure that we see that kind of thread that goes through it. I also think that it might be useful when this thing happens to see if we can get the rest of our council and our staff there because I've just learned in this conversation we don't have the language to talk about And I don't feel comfortable picking anything because I don't have children and we can't even speak about it correctly.
And then we didn't make a playground that actually served the population. We want to make sure we're serving so whether that's outreach on our end on staffs and if these vendors have anything for those kind of things, I just feel like we just kind of sell us all out it that we don't even know how to talk about this. I just wanna make sure that the decision makers are reflecting the needs as well.
We're going to have a
vote on this. ≫ Thank you. ≪ ≤ We're going to get back to us.
Yeah, in addition to the schools and our rec folks who's definitely within the mix of the community there are other like. Community help groups for these families there's some in long poke I know there's 1 in Santa Barbara. I'm sure there's one up here in the county area. And we've, I've started collecting their information so we can reach out to them to help us reach out to the families within their
area. There's also a mom's group here in Buellton and I know if you look on Facebook that they have a Facebook group too. So I think it would be... They were at the park. Yes, I think it would be important to bring
2:17 – 2:2121 turns
I reached out to them today and made a post and provided our contact information. Not saying that we shouldn't continue to do that, but at least they were aware this conversation was happening this evening.
And if there's anyone you know in the community have them email me because I'm compiling a list of people that have sent me emails as part of this outreach that came to the open house as part of the outreach so we can keep them on a list and as If you have any questions or comments, please feel free to reach out to us.
Thank you. This is a really hard thing to wrap your arms around and I know that this is, you've done a lot of outreach for it already so I appreciate you managing and juggling all this. So thank you very much for bringing this before us so we can have this discussion, Rose.
All right? Mr. Mayor that concludes our business items for tonight if you'd like I'll give my city manager's report. Please do! We mentioned this earlier. The 101 ramp closures at Highway 246 are going to take place starting the 30th, which is Wednesday. Those ramps to be closed are the northbound off-ramp from Highway 101 and the southbound on-ramp to Highway 101 and those will be closed...the estimate at this point is through about mid-November.
It's a shorter stretch than some of the other stretches we've had to deal with here, but actually yeah I think that the area they're looking at is a shorter stretch. But we'll see mid-November is about the time they're expecting to wrap that up. Let's see... I had a question.
Yes? When that on ramp is closed all
It will come either to Avenue of Flags at Rufus T. Buell or Avenue of Flags at Santa
Rosa. I'm
thinking it's
maybe directed to go McMurray, so half the traffic doesn't have to go there. I
was
just thinking about traffic
on Avenue of
Flags.
Yeah, Caltrans will be setting up detour signs and they've assured
us... The long folks are going to be going past Grand St. Marie?
Yes, that's correct. They will.
I don't see how much more traffic is going to
be put in there. There absolutely will be a lot of traffic that direction and on Avenue Flex, yeah. And McMurray. Let's see, I will note that the library will be closed on Monday October 12th. There is an all-staff training date so the library won't be open that day. We have a new librarian who has been offered the new librarian position for Buellton. The anticipated starting date for that person is October 19th There is an additional person who is being hired right now, who has been hired I believe.
It will start later in October than that and that person was hired specifically because of their ability to work on Sundays meaning that our expanded Sunday hours are expected to start on November 1st when both the librarian and the new staff member are onboard. So we have... That's our first semi-official date right there is November 1st. That's the target we're looking for Okay, and then Fall Fest a little early but I'll throw it out there November 7th through 9th on Avenue of Flags.
Okay? I'm happy to answer any questions the council might have otherwise I'm finished with you.
Great anything for City Attorney?
Not tonight thank you. All
right we will officially end this meeting at 821 p.m. Thank you all for being here!
