supporting the city of Minneapolis due to ICE actions And a moment of silence for both victims and this is going to show solidarity with the community, the security of the community. Our compatriots and the tragic recognition of the loss of life in the recent operations of ICE II. We have the motion and then seconded all those who are in favor say yes very well.

Gracias por mencionarlo, Concejal Mayor. Tenemos que hacer conclusiones para agregar un par de puntos a la orden del día si me permiten hacerlo. There is a process to do it. It requires two-thirds of the council's votes to add one point to her order after 72 hours have passed, we require that request and the second requirement is to show that there is a subsequent urgency or need to add this to the agenda. And in order to do this, we have to demonstrate that the need then arose for the agenda to be published based on what Councilor Mayer has proposed. The situation of ICE where a person died happened on Saturday Which was after the publication of the order of the day and I think we have met those two requirements. As for carrying out the moment of silence, should we do it now or what is your recommendation?

Mayor Salar with councilors Now it's okay. It depends on you and Mayor, who was the person who made the request. It probably makes sense to do it at the beginning of the meeting because we have several proclamations but it can happen at any time and we must also allow public comment to be made. We present the point, we will have public comment. Hi Teresa, hi everyone.

I want to thank Councilor Mayer for mentioning this in her order. We already have some comments that we want to make later that have to do with what is happening now and it feels good that our council can have a moment of silence to focus on the horrible things that are happening right now in our community.

Thank you. I see that there are no other commentators to give public comments. Is there anyone in Zoom? No one has raised their hand. We're going to close the public comment and Councilor Mayer wants to start... In solidarity with another community, as we have also experienced this profound impact of the ICE operations. But truly recognizing the tragic loss of life that has happened. Please let's take a moment of silence.

to the Council for having participated and to the people here in the room, as Teresa mentioned. This is a very difficult topic for many of us and the nation. We're going to start by advancing with introductions, proclamations and presentations. Let's give a proclamation declaring On February 26, as the month of African-American history in Carpinteria City Council, do we have anyone from the public or virtually? No. Let's close the public comment. I propose that the proclamation be adopted declaring February 2026 as the month of African American history in Carpinteria City Council. All in favor? Yes.

We're going to start by reading the proclamation with the Council in the middle. We celebrate every year in February, the month of African-American history, in order to commemorate and celebrate the priceless contributions and achievements of African Americans In the United States, and it's history. The motto of the Afro-American History Month of 2026 is a commemoration of African American history as this year marks the centenary of the national movement to commemorate African American history and culture and how these commemorations have served to forge identity, encourage, give pride, transform.

2026 marks the centenary of commemorations at a national level in African-American history. This goes back to Carter G. Woodson's initiatives and others that institutionalized the teaching, study, dissemination and commemoration of African-American history through the creation of the Association for the Study of Life and History of Afro-Americans in 1915 As part of the African diaspora worldwide, people of African descent in the United States play a fundamental role in the history of both their own development and that of the rest of the world, commemorating the milestones of their struggle for freedom and equality.

The objective of Carter G. Woodson, when creating the African-American History Week in 1926 was to turn these commemorations into a broad structure of permanent initiative to transform the way that African Americans saw themselves and the way the world perceived them. In 1976, President Gerald Ford was the first president to recognize through a message the month of African-American history. And in 1986, Congress passed Law 99-244 officially designating February as the month of African-American history. Thanks to these efforts, African-American history is not only part during the month of February of the material that is taught at CESCO, The City Council of Carpinteria recognizes and commemorates the Afro-American History Month of 2026 by adopting the theme, a century of commemorations of African American history.

in which we pay tribute to the founders of African-American history, and we invite everyone to find out about the impact and scope of these commemorations and their impacts on the world. We would like to invite Diane Ramsey who will share a few words And then we will also give you the proclamation. Thank you. I would like to thank members of the council, members of the community, neighbors, on behalf of the African-American History Committee for this commemoration and for their continued commitment to honoring African-American history not only as a story but with its contributions to our shared communities This year, the motto is a century commemorating African-American history. It reminds us that remembering is an act of care with generations who have come together to share African-American stories leadership, creativity and resilience as a very important value that is shared.

We are very grateful to Carpinteria for recognizing this commitment, recognizing that we are also honoring African-American history with collective understanding, empathy and sense of belonging. Thank you for the recognition, your association and for cultivating Are you

The decommissioning of oil and gas facilities. Hello, thanks for the opportunity. I'm Mark. I am the public advisor to Chevron. CommentDeborah FulkasProposedself-stated30:09

So, it's more than anything an information meeting. I'm not going to approve anything. This is simply a committee of the Planning Commission and as the Architectural Review Board will approve comments to the Planning Commission which in the end will decide whether or not to accept the Environmental Impact Report or not. Any other questions from council members?

UnidentifiedUnidentified speaker 7Proposed30:34

Mayor, I just wanted to talk about the

CommentDeborah FulkasProposedself-stated30:37

ballots that went out. The ballots for Proposal 218 that were sent on January 9th and the owners have started receiving those ballots. We've been informed that we've received a little more than 1,000 ballots for the District of Gardened Zones Maintenance. And as an option for the winter berm, and the owners can send us these ballots by mail but to count them, the secretary has to receive them later in the date of the public hearing. We have here March 9th 2020.

And then we can also answer all the questions from the owners about the process of following the deadlines and so on. So people can go to carpinteria.ca.gov diagonal assessment districts, where you can see there It doesn't go to some generic contact with the gentleman right here. This is a city manager. If you write assessmentdistricts at Carpinteria.gov and we can tell him that he will not be lost, they will receive us here present, whether it's Ryan Kenz or Gilles de Sabriones to help them both in English and Spanish. So I can't say anything about the type of responses we've received but what I can say is that for the vast majority And to make people feel better about the decision they are going to take.

Aloha, Friday Luwai, which will take place on February 13th at 5.30 p.m., in the War Veterans Hall, where there will be a Lua dance and then there will be food, tropical music, dances and also good company. This is a very strict process that requires the City of Salomon to show And if there's any other question, I'll turn it over to one of our masters to talk a little bit about our new agenda management system.

I'm pleased to announce that we've got our new Agenda Management System, the new Municipal Secretary, certified. And I'd like to tell you that we already have in operation the new day-to-day order management system to see the day-by-day order and the different documents associated with it. So starting here on the page where you can see the order of the day. Here is a note explaining the transition process still. Well, this is the old system that we had for the management of the order of the day through Granicus, so this Thursday will be the last public meeting. We will include the Granicus portal and And from next Monday, February 2nd with the Planning Commission will start the new SBEC-Blasis system. If you go down to Granicus on the website this is the new city day order management system.

The good thing about this is that you can select a meeting by choosing a date range or specifying what type of The meeting that wants to go, the multiple council, the planning commission, etc., also has the option of being able then to review not only the order of the day according to who organizes the meeting but also for the content material. So on Monday, January 12th will be when we start the new system. We included today's meeting here so that they could see how this works.

And here you have the different sections of the order of the day. Here below is issue number one, proclamation, and you can click on the link and it will take you directly to this proclamation. Unfortunately, it seems that the internet is working a little slowly at this time. There's the proclamation. The good thing about all this is that all issues in the order of the day...

You can click on them and go directly to them. Then you have here simply a general overview of the meeting, you can see the different audio and video material from that meeting and there is nothing at this time but it's where they have to be in order And then, again, you're back to the meeting notes for your remarks. And then there's also a link to go directly into each of the different parts of this. Oh, yes. The comments. So this is a comment feature in the previous session.

In the previous day order management system, one could submit a comment to... And with that I conclude my report, Mayor. So I'd like to call up Tristine. Welcome.

UnidentifiedUnidentified speaker 10Proposed39:30

The conditional certification of the

CommentDeborah FulkasProposedself-stated39:33

coastal approval of the rezonification of the coastal area And just so you know, I was really surprised to see this, but I guess I shouldn't be surprised. It says that the member now has something to lose by right and that means And this includes a small amendment that was in the small letter, which is that the county's review will not require a conditional use permit or a building plan.

And this is now So we have lost, but now this is already part of the process to rezone the different areas. So it's something that can be used from now on. We are going to have very little decision-making capacity about what they will build and all those who live in Baylor who are concerned about the impact about our parking lots and also escape routes in case of an emergency. We are desperate, so just let them know that things are like this. And if the supervisors approve it tomorrow, which they will do, they will simply give you a good look automatically we're going to have to then To deal with this, there will be more reason or clarification of the grounds. So things are going to be like that now. Thank you for your comments.

Thank you for your comments. I don't see any others here who want to speak. Is there someone on Zoom? Yes, we have Betty Jepson raising her hand. Go ahead. Good afternoon, City Council. I urge you to do everything possible to oppose this project They are creating a very serious precedent, putting together the properties of Baylor and Van Vendergaan. Ben Gerton, because they are not contiguous. They are not the same. And Ben Winger, Don, went to Sacramento to appeal for allowing him to build his two plots while Velo is completely against it. And then, like Carpinteria City Council, they did a fantastic job.

We have a very good material on their website against this project, but this is going to be the death of them because they are trying to build 173 units behind the Kessittas Village that already has 180 units representing 1,400 residents and all those in Villa del Mar who almost have to leave Baylor. So, in Redtail, the promoter in Sacramento had to do three escape routes. I've only seen one. I'm talking about a personal title but I was the president of Casitas Village when I wrote a letter on March 7th, 2004 and the SME promoter which doesn't let us, we don't allow our second decision, which is to be a carpenter-dominated city. We're going to use the permanent domain, use the housing domain to do so and that is what I think there's... if they have one, there's some desegregation.

And so there you have your second escape route, but that alleyway is private property and Casitas Village pays taxes for it. It's the only way we have on Birch Street to be able to get out and flee. That's where their garages are located. And

in Casitas Village and Villa del Mar, we are already providing housing for workers. Most people have cars and it is very difficult to find a parking lot at this time. In Casitas Village, they just need to have audiences for people who want to park on fire-fighting routes It is not only a matter of housing, but also to be able to guarantee the safety and health of those who live in carpentry. So thank you for all that you have done, but do not give up. Do everything possible to continue opposing this project. Thank you.

With that, we conclude in the public comments and go again to the City Council for questions or final comments. Thank you for the report of the Mayor. We are going to take a step back and now we give the floor to Daisy with a report to inform us about the activities of the Supervisor of the First District. Thank you, Mayor Salarcon and the rest of the City Council. Sorry for being late. Thanks for your patience. I was listening. Congratulations, Brian.

You are fantastic, so I like working with you. Okay, I have a few things to update you about since I haven't been here in December, so be patient. The first thing I want to do is inform you that tomorrow the Board of Supervisors

UnidentifiedUnidentified speaker 2Proposed46:48

It is a

CommentDeborah FulkasProposedself-stated46:49

matter of re-zoning that happened before the Planning Commission and then it will go back to the Board of Supervisors, which is the acceptance of the modifications proposed by the Coastal Commission.

UnidentifiedUnidentified speaker 5Proposed47:05

The board

CommentDeborah FulkasProposedself-stated47:06

unanimously accepted this rezonification with the modifications of at least 32% of the built units and those affordable units have to be affordable for the entire life of the project. So that's the scope of what the supervisors are voting on tomorrow.

We are going to, that

CommentDeborah FulkasProposedself-stated47:37

is 820 and our office has pulled it because we have questions for them. So, for those who have removed the resource of the promoters to see how this would affect the promoters and also the environmental requirements and also the small letter that appears in the ratification network. So we get that out of Administrative Questions 20, so for people who want to make comments they can do it in Zoom just like here. Okay?

The Baylor

not transcribed≈8s of audible speech the AI couldn’t make out▸ listen
UnidentifiedUnidentified speaker 2Proposed48:22

project is

CommentDeborah FulkasProposedself-stated48:24

probably the number one thing we get asked about in Carpinteria. I just want to point out I just wanted to say first of all that we still have a lot of questions unanswered about Baylor. There's a lot of old information out there because we haven't seen the project yet. The last time we saw the project was in 2024, which was done using the resources of the promoters but they recognized that they were going to have to redo the project. I'm sure they did it in collaboration with the Costa Commission, but no one has seen the updated plan. So when people say this is a project that has already been approved, this project hasn't been approved yet because we haven't seen the plan yet.

We are still waiting, so I wanted to put you up to date on this. In December we had a meeting here in our office. We went to Los Angeles with the City Manager, This is very uncomfortable. I'm also a representative of the County Planning Commission and Urban Development, as well as our neighbors. This is something very frequent that we would like to establish a better collaborative relationship with more answers to our questions. So the result of this meeting is to be more transparent and collaborate more.

That was how that meeting ended. And the next thing to say is that we are waiting for the resource of the promoters to be withdrawn and a new plan for this project to be presented.

I don't think

CommentDeborah FulkasProposedself-stated50:53

it's controversial to say that we don't want to use the resource for this project, but we would prefer that they follow the usual process so that we can get more comments from members of the community and the county. I'd just like to say that I've met with a lot of the people here behind me. We talked in person, we talked on the phone. I appreciate all the questions here and so we are aware where there is more development going on and how it's working and impact on parking and major safety concerns especially those who had to evacuate during the fire.

We are trying to do something out of the ordinary. So, we are in the process of working on a new plan for this project. Baylor's team is going to withdraw their promoters' resources and request a new one through the application process. So that's my update on So, that's my information. Yes, I have a few questions. First of all, you talked about concerns about seagrass and everything like that but you didn't talk about the impact here on infrastructure.

So I think the city will have to take care of many new streets due to these new projects, because there are no other infrastructures or municipalities around. There is also no access route in the back, so all people going into this section will have to use the streets of the city. So I would like the Supervisory Board to consider how we can coordinate

these two jurisdictions to be able to have enough material and facilities. And taking into account the impact that this is going to have on traffic and on our infrastructure. So, the houses... And well, that's the first thing. Second, transference. Transference is always good but I think one of the most important parts is getting in touch with residents so they can get involved. For example, we have District 4 within the city.

I think it would be very good to have comments from the neighbors of these two districts before we start with the project, to know what they think. And I'm also talking about the Van Wiggen project again. Cravers Lane does not have any improvements, so beyond the city limits it has no more than two lanes. There are also high voltage lines next to the road and I think that is going to be an important problem Although there is access to it, right? So most people who come to the city will have to go to Woodhill Road. Thank you, Gonzalo Mura for all that. Then I'll look at Craven's and put an update on it next time as far as getting in touch with the neighbouring communities. That is something we are aiming to get very high up but first of all we need to know what the project plan is because it doesn't make sense So, to review a project when we don't have the plan yet.

I mean, we have the old plans and we know there are new things that are not there anymore. I would love to be able to talk with all of you every time there is a proposal in your district about what kind of project it will be. It's always going to have a similar impact. So we still have to see how the City of the County can collaborate and get support from the county because they are going to receive money from the county taxes, so they should also help

Therefore... Thank you. I also appreciate the comments of Council Member Nomura and his clarification that we do not yet have a new plan for this project Thank you for your perspective. But I will wait to see what the staff says so that they can give us their perspective of how this meeting was and what were its conclusions, and what we have to do next.

UnidentifiedUnidentified speaker 7Proposed57:39

Mayor, thank you for your question. I think Daisy really touched on it. The

UnidentifiedCity ManagerProposed · by role57:44

city was involved in some of the work and went up to that local commission meeting and there were some comments being suggested that the city was less cooperative in the past, suggesting that the city had not been cooperating before. But I was very interested in participating in the meetings and establishing a new collaboration Since when they first contacted the city, there was no approval for the project. And now this is a new project or a new facet. So we can advocate for the best interest of the city and be more transparent, wait until there's a project to talk about it We have expressed many of the concerns that Councilor Moore had shared. And they were part of

UnidentifiedUnidentified speaker 7Proposed58:34

these initial steps, and Supervisor

UnidentifiedCity ManagerProposed · by role58:36

Lee had helped us orchestrate some other steps. In which we were also considering putting together new funds as a prerequisite for the consideration of annexation and an agreement to share the tax impacts in the structure. But I'm still very much in the information gathering phase, as I said, collecting information regarding the TENGA. I'll buckle up, there's more things to talk about. Okay, so we're also at tomorrow's meeting and the

UnidentifiedUnidentified speaker 1Proposed59:24

board is hearing

UnidentifiedCity ManagerProposed · by role59:25

a particular item number four.

0:59 – 1:049 turns

UnidentifiedUnidentified speaker 1Proposed59:34

And this is coming from

UnidentifiedCity ManagerProposed · by role59:35

the Planning and Development Office, regarding the simplification of orders and the accommodation of homes. This is supposed to create faster approvals Supposedly, it will generate faster approval for low-impact projects, simplifying revisions, limiting what can be fixed, standardizing rules with clear clarification codes, eliminating old provisions, eliminating redundancies. and clear explanations of how regulations are applied. There are proposals on how to modernize commercial areas so that mixed use is allowed, the adjustment to...

The standards of the multi-family areas, such as the height and separation spaces and open spaces. And this is going to be a big project that will probably have many impacts on the community. This was mentioned in September as an information item. And now, tomorrow is the first public hearing. Our office has a lot of questions about how these changes will really benefit single family homeowners or single parents or owners. We have a lot of questions and we expect this to get continued.

This is a big package, so we expect this to come back. And we are waiting for him to come back a couple of times until he is able to find a change. Especially the right to use, which is a state term and we want to understand how these changes in the planning program State versus federal, how are they operating with housing elements and how does it work? I'm sorry. I'm losing track of what I want to say but we want to

sure that the character of the community and public safety is the first thing on our minds when these changes are being carried out. It's a really big day tomorrow. Sorry that this is the last minute, but I'll be anticipating it to last longer than an audience. This was item 5 for those who are interested in checking how it looks. We must receive comments on this. My question would be, or request to be answered is to request the Board of Supervisors to have a look at the perspective of the different municipalities that had been omitted in the state hearings of the Coastal Commission and it would be nice if they could know that our supervisors They are looking at them from adjacent properties, inside and outside. I think that will make a big difference for us because it seems to be completely absent from the commission, from the audience of the Coastal Commission.

Yes, we want the city's perspective on this, especially in terms of height, separation spaces, green spaces Gardening, landscaping. These things before cities have character and good taste. And I think it's very clear that the city has acted with this same interest for a long time. Yes? What is the first district's feelings about the limitation of appeals?

UnidentifiedUnidentified speaker 2Proposed1:04:13

That it needs to be relooked at.

UnidentifiedCity ManagerProposed · by role1:04:15

Hey, that's a good start. I think the question

CommentAnd I'veProposedself-stated1:04:18

we need to ask

UnidentifiedUnidentified speaker 2Proposed1:04:18

ourselves

UnidentifiedCity ManagerProposed · by role1:04:19

is what do we lose when appeals are off the table? There's a lot that happens in the appeal process. You know, if that needs to even off the table, why and to whose benefit?

This will be an interesting item tomorrow. I'm

UnidentifiedCity ManagerProposed · by role1:04:55

sure it's going to be a very interesting item over questions

UnidentifiedUnidentified speaker 1Proposed1:05:00

from the other supervisors. This

UnidentifiedCity ManagerProposed · by role1:05:01

is an important issue for all five supervisors, and they all come with their own perspectives and opinions. We've had some interesting conversations. Okay. So, as far as the timeline to file for extension for the odor removal plan for December 8th, we filed for extension on December 2nd

UnidentifiedUnidentified speaker 2Proposed1:05:31

and nine operators have submitted

UnidentifiedCity ManagerProposed · by role1:05:32

an updated ordering number And 9% have been able to use their own technology and modify it. If we want to remind you that March 18th is the deadline for completion, what happens from now until then? On March 3rd there's an audience of the Board of Supervisors on extension. Development and planning will make a presentation for each presenter who requests an extension. Supervisors will decide whether or not to grant another extension in the parameters of this extension to each

not transcribed≈17s of audible speech the AI couldn’t make out▸ listen
UnidentifiedUnidentified speaker 2Proposed1:06:32

operator. In

UnidentifiedCity ManagerProposed · by role1:06:33

other words, case by case, there won't be a big extension or denigration. This would be for a given operator and certain terms were applied to certain applicants. This is the hearing on the 3rd. If there's

UnidentifiedUnidentified speaker 2Proposed1:06:53

something

UnidentifiedCity ManagerProposed · by role1:06:55

that has to change, if you have a problem determining the extension, there will be a continuation at the end of March 17th, the Council meeting

UnidentifiedUnidentified speaker 1Proposed1:07:11

one day before the

UnidentifiedCity ManagerProposed · by role1:07:12

compliance deadline on the 18th. So, in addition to bringing a presentation on each day that's going to add to the list of employers they will also bring information about enforcement procedures so what happens when operators are out of compliance and what are the procedures They are not in compliance, what is the process when they are in violation of tariffs and also to eliminate a commercial license if necessary. A reminder that the Planning Department handles compliance and the CEO's office is responsible for commercial licenses and the Advisory Office So that is only interdepartmental. This is being handled very quietly, but you will be seeing the 3rd one. And that was my

UnidentifiedUnidentified speaker 2Proposed1:08:13

whole cannabis

UnidentifiedCity ManagerProposed · by role1:08:14

update. I had the intention that there was a penalty process before the deadline for use. Yes, we already have enforcement

UnidentifiedCity ManagerProposed · by role1:08:51

In terms of the smell and these nasal rings, people are getting

UnidentifiedUnidentified speaker 1Proposed1:08:58

letters from the planning

UnidentifiedCity ManagerProposed · by role1:08:59

department, which is receiving a odor detector. And they're receiving the letters but the enforcement part is what hasn't been an easy problem to solve and that's what's being presented on the 3rd. Yeah, the enforcement. Yeah, from what we were

UnidentifiedUnidentified speaker 2Proposed1:09:23

told if they

UnidentifiedCity ManagerProposed · by role1:09:24

weren't in compliance

UnidentifiedUnidentified speaker 5Proposed1:09:26

for March 18th that their licenses

UnidentifiedCity ManagerProposed · by role1:09:27

would be revoked. So we just wanted to revise what we will find out when all of that happens. How many notices of violations are delivered? What is the fee penalty? That sort of thing.

UnidentifiedUnidentified speaker 1Proposed1:11:44

some

So, there was some tension between the fishermen and the trawlers about the removal of those jams, the elimination of Chevron. And in 2013, the trolling controllers all agreed to let Chevron That's how I'm going to say it. So the task forward for now, and the state land commission is meeting to determine the least harmonization possible. So they are busy determining the oil and gas leases from Chevron that have to monitor and they're going to have to monitor the use only for 30 days. And the alternative is to remove the mounds. There has been some white papers about the removal process, whether or not that's more harmful to remove them or not.

But this is happening right off the coast of Carpinteria. So our office is coming on, we have written letters to the city lander and we're pre-writing for the commission. The last thing I wanted to mention was we went to the Carpinteria Care Center recently We are the Carpinteria Health Care Center, and we would love to give you a tour of the City Council meeting and offer up an information presentation for the council on what it is that they're doing at your Carpinteria Clinic and offer you some stats The thing I really like about what I saw there was that they have a sliding scale for payment. They don't want to deny anyone regardless of payment, and so I put in my notes that there is an agenda that you know, Janet, you can send an email to Janet Kammer Thank you for your patience.

If there's any questions, I can take them. I don't think there are any questions, but we're going to open the public comment. I don't have any speaker cards. Is there anyone who wants to make a comment on what we just received? Yes, ma'am. Yes, please bring it up to the podium.

UnidentifiedUnidentified speaker 2Proposed1:24:00

Good evening, Mayor and City Council members. I'm Teresa

UnidentifiedCity ManagerProposed · by role1:24:02

Alvarez, Executive Director of Carpinteria. We're here with Jessica Ramirez, Director of Community Services at CCT Malls. Family members of CCP, we are here in front of the City Council. As many of you know, CCP created its fund after July with overwhelming support from the community. We work with Boys Inc and Boys & Girls Club to identify children with needs. You will hear Jessica's update and you will see that the need has not been eliminated My husband was detained and now I'm the only provider in my family. And now I give the floor to Jessica. Thank you very much, Mayor, Councilors. At CCP Resource Center we have had to change the focus of our work to help members of our most needed community.

In November, in fact, when it first happened... We were in the middle of an election, we were receiving calls and messages from members of the community. They came up to us and said there was no fear they had about the results and now they are even more afraid. The parents are afraid to go out on the street, the kids are afraid to go to school, fearing that their parents or relatives will be taken while they're at school but they can also be taken by them.

This is not something that's happening only in another state or country, it also happens here. It happened in our community on January 14th. Here a week ago, a man was taken away from his job. In this incident, a man who simply alerted the community was covered with Parents are living with fear, they can't go to work. Families are missing medical appointments. The crisis continues. They lose their salaries, insecurity of housing, lack of basic medical care and in response is what we have been doing at CCP to support the community.

From donations by various members and stakeholders of the community, we have given food to more than 53 families with families that have received more than 12 deliveries. We are helping families pay for their services We are also connecting them with Helping Hands, the fund that provides immigration and therapy assistance. We are also connected to a non-profit organization What is it that helps in providing services to heal trauma caused by these crises? For those who have suffered this or those who have been impacted with secondary trauma at the same time, many families have lost access to care for adults. Here are some ways in which the city can support the community

And following remarks from the HopeNet for Community Suicide Prevention and Behavioral Wellness. In response to comments from the Santa Barbara County Department of Health I'd like to remind you that in 2026, this department is reminding us of the importance of giving priority to mental health and well-being. This new year allows us to reflect and change our habits so we can live life fully. Taking care of our mental health is as important as taking care of physical health The Mental Health Department encourages everyone in the new year to adopt simple and conscious measures to improve your mental health. Here are some things you can do to improve your emotional well-being, such as setting goals. Many people sometimes feel overwhelmed with their resolutions but then also Some goals that are easy to achieve and also be able to celebrate all the improvements they can make, and also being able to sleep for up to nine hours.

And also relaxation techniques such as meditating or breathing exercises in the afternoons. Also move physically, physical activity I'm going to take a short walk, walking on the beach, taking care of the garden and dancing. These are things that everyone can enjoy. And then also establish connections with others, get in touch with your family friends and other groups that are part of this, in the church, and also create and maintain positive relationships. And also limit the amount of time they spend glued to the screen, and pause from time to time their reading of digital exhibits, and do things that make them feel happy and recharged. For example, like reading or painting, or simply spending time outside.

Thank you for your comments. Do we have anyone else? No tenemos a nadie aquí presente. ¿Alguien en Zoom? Brian, no hay nadie. Gracias. Community Services Department programme and facility fee schedule.

CommentDeborah FulkasProposedself-stated1:34:29

This evening we are asking you all to approve the resolution number 6463, revoking the resolution number 6364 and updating the tariffs table of the Department for Rural Facilities and Community Services. The meeting number is 6384 in April 2025, and in October we received a survey among users of the Aquatics Instructions and also with a report on the amount that had been allocated. First, thanks to the City Council, it's a pleasure to see you all again. In the last two summers we have also received comments from parents about the program The comments were positive regarding the program, but a couple of families say that it was difficult for them to do so in front of seven weeks of this program and one of their children wanted to participate in other programs.

Some parents also wanted free time to go on a trip and some asked for more programs for juvenile life-savers.

Based on those comments, we propose some modifications to the program. We propose that we start the program at 9.30am We propose that it starts at 9 in the morning. In addition to this, we are also proposing a program with sessions and also a recreational camp on the beach for juveniles. Families will be able to participate in one of the four-week programs or sign up for eight weeks. The camp in the afternoon on the beach will be something more relaxed where these juveniles can participate and this will go from 12.30 We would also like to highlight Some of the new recreational programs on the beach. We want to have kayaks, surf and paddle board. And we also want to propose an event that would be at night on Carpinteria Beach and this would be a program in the evening with

the goal

CommentDeborah FulkasProposedself-stated1:37:28

People can participate in recreational activities on the beach, and this will be for those who want to participate. This would cost $15 per participant. Private classes for recreational activities on the beach would be 75 people per person. Semi-private classes would be 50 per person. The school and non-profit organizations would be $25,000 per person to pay for the seven week session costs of $675 per participant.

For the 450 dollars for the youth session and 950 dollars for the new camp. As you'll understand, it costs per hour to get to the campsite from 8 week camps So, here you can see the cost per hour for youth savings programs, as was the intention. So, for sessions of four weeks and eight weeks, they would start 30 minutes earlier which would also add the amount of time for these programs. And also, the program for afternoon

Carpinteria City Council this afternoon. With regards to the program, how can it be eight weeks to four-week sessions? First of all, you need to sign up for a four-week session that won't follow the whole eight weeks. I think the way that the numbers are looking right now is we'll be able to fill in the

UnidentifiedUnidentified speaker 6Proposed1:42:01

eight weeks.

CommentDeborah FulkasProposedself-stated1:42:01

So, normally we're hoping for more. Staffing is looking at 200, last year it was 180. We hope there's a reason why a child can't participate in the program and hopefully having him back within two weeks will help Based on the comments of the families, we would think that half of the participants would sign up in eight weeks. But we will not be able to see this until we implement it and while others say I'll do four weeks here and then I'll do another four weeks. And we hope to cover enough seats but if it is necessary to make changes, we will do them. So if they only get half in a session, it would still be feasible.

at this moment the report here today is simply for these new programs. But if you want us to make a presentation about that we can do it in the future but we would have it ready here today. According to the schedule, the scope of the program was quite broad. I would also be in favor of having a report on this. We ask that we give you indications. We can include that as part of the report from the City Council. One of the things that I have been able to share with some of you is that Jeanette came to my office last week

UnidentifiedUnidentified speaker 7Proposed1:44:09

One of the things that increased the cost for some of the renters is that

not transcribed≈12s of audible speech the AI couldn’t make out▸ listen
CommentDeborah FulkasProposedself-stated1:44:24

is to have a staff member there, present. And because that limits... the limit is quite low but when there are problems of damage caused by water or in fact created a fire, some of the plugs But fortunately, our employees were able to realize it in time to prevent things from getting worse. So... but at least we want enough people to take care of that, but we can get more information about that and prepare a report for them. I have some questions about your report, so your department is also asking parents to make changes To confirm the afternoon meetings, it is not something we have done before. City Council is a pilot program that

not transcribed≈9s of audible speech the AI couldn’t make out▸ listen
UnidentifiedUnidentified speaker 6Proposed1:45:18

we are considering

CommentDeborah FulkasProposedself-stated1:45:19

to last longer but we are trying to give families, those who have older children and do not need to be on their own, but also give them the option As part of the pilot program. Thank you, yes. I have another question. The cost per hour for these sessions are easy to understand but

UnidentifiedUnidentified speaker 1Proposed1:45:44

when they had to update the

CommentDeborah FulkasProposedself-stated1:45:46

rates for the program for juvenile lifeguards Yes, it was updated for the last time during the last fiscal year, on July 1st. So they increased from 650 for the seven-week program to 675 for this summer or the last summer. The annual fees were 650 and for this summer they were going to be 675, so we are going to cover the same per hour. But I think that little by little those fees will go to the Salaried Employee Schedule. Yes, then we have thought of incorporating these fees So, the table for these rates will be presented I think in March so that it can be adjusted with the increase of inflation. The only reason we have to present this Before, it's because people can apply for this program before the summer. I have a question about registration and staff and costs, but obviously we don't have enough information at the moment and it is obvious that it is quite a popular program And then, as soon as we get closer to the start date, of course, we will be recruiting more people for the position.

We can inform you about that and also clarify things about the pilot program on Sundays and about the recreational program if they don't increase enrollment. So then we would start using And Lexi will keep an eye on registration and we'll keep you informed about how things are going. Any other comments from the Council? Again, thank you very much. I'm glad when someone reacts to take the initiative rather than what people need.

UnidentifiedUnidentified speaker 11Proposed1:50:47

issue the notice inviting bids

UnidentifiedCity ManagerProposed · by role1:50:50

Generate the notification to invite to receive offers for the replacement of the bridge, as all capital projects. This is one of the best practices where we go to council to request authorization

UnidentifiedUnidentified speaker 11Proposed1:51:05

There

UnidentifiedCity ManagerProposed · by role1:51:06

is a process for our

UnidentifiedUnidentified speaker 11Proposed1:51:09

councils to authorize this notice inviting bids. It's all

UnidentifiedCity ManagerProposed · by role1:51:14

procedural in nature. What will occur between the City Council and City Council is to make the bids. The important thing is that when they receive the bid, the city staff will be recommending or will make a recommendation So at this time, what we're asking of City Council is

UnidentifiedUnidentified speaker 11Proposed1:51:41

to authorize

UnidentifiedCity ManagerProposed · by role1:51:41

the Director of Public Works to request an invitation to participate in the offers. I've put on the screen here the actual capital project program worksheet The core of the project is

UnidentifiedUnidentified speaker 11Proposed1:52:13

Carpintería. And the general scope of work of the project

UnidentifiedCity ManagerProposed · by role1:52:16

is to remove and replace this bridge. If you recall, the Council approved a small fraction of the construction last year to be able to clean vegetation and more than anything, to carry out changes in services. I remember that there was a clarification question from Councilman Clark, what was the cleaning? Well, the answer was El aberto eliminado, vegetación que se había identificado a través de documentos medioambientales que solo se permitía que se eliminara el resto de árboles. Salen la parte del rechuelo y al principio mantener esa faceta de eliminación Malezas has already been completed and now is the major part of the project, the replacement of the project itself. you tonight. So tonight

UnidentifiedUnidentified speaker 8Proposed2:05:43

staff is presenting the first reading

UnidentifiedCity ManagerProposed · by role2:05:44

of the Bicycles and Electric Vehicle and Devices Ordinance. This item represents several months of following a council of directives for including Including the opinions received by many members of the community, the pools of the pool, schools and our committee. Tonight I'm going to just provide a brief overview on why this ordinance is before us tonight. The process and the directors of the community

UnidentifiedUnidentified speaker 4Proposed2:06:20

as well

UnidentifiedCity ManagerProposed · by role2:06:22

The basic things of the main

UnidentifiedUnidentified speaker 11Proposed2:06:27

provisions. We will

UnidentifiedCity ManagerProposed · by role2:06:28

also talk about implementation, education, physical impact and we will finish with council action. Why do we have this ordinance before us? In the last three

UnidentifiedUnidentified speaker 8Proposed2:06:40

years,

UnidentifiedCity ManagerProposed · by role2:06:40

carpentry has seen a significant increase in the use of electric bicycles and other electric mobility vehicles for transportation and recreation. With this increase, the city has also received those increasing concerns, particularly related to speeds, for speed,

UnidentifiedUnidentified speaker 8Proposed2:07:02

sidewalks,

UnidentifiedCity ManagerProposed · by role2:07:02

high-speed areas, and other incidents and accidents

UnidentifiedUnidentified speaker 8Proposed2:07:06

that

UnidentifiedCity ManagerProposed · by role2:07:07

have

UnidentifiedUnidentified speaker 8Proposed2:07:07

happened

UnidentifiedCity ManagerProposed · by role2:07:08

in our community. In relation to the accidents that have occurred in the city, although the existing state law regulates Electrical ability in the municipal code does not have the tools to be able to regulate it and the ordinance has the intention of being able

UnidentifiedUnidentified speaker 11Proposed2:07:28

to

UnidentifiedCity ManagerProposed · by role2:07:28

close the gaps where it can be. Helping the state laws, not replacing them. Helping to fulfill them. And in March of last year we had a meeting here in this room with participation from interested parties, different members of the community. An ad hoc group was established that came

UnidentifiedUnidentified speaker 8Proposed2:07:52

to help us give

UnidentifiedCity ManagerProposed · by role2:07:54

recommendations for new policies This included the Councilwoman Julia Mayer, Mayor of Larcon, along with representatives from the Sheriff's Office at the Alwazil office, the Unified Carpentry District, Move Santa Bárbara, which is a cycling coalition local and also city staff, as well as other members of the community who attended several of these meetings. They focused on safety, education was the main focus, compliance, feasibility, and the best practices of those jurisdictions. And we also talked about implementation considerations. So the ordinance that you see before you tonight follows the directions from that committee.

2:08 – 2:1538 turns

UnidentifiedUnidentified speaker 8Proposed2:08:41

So at a high level, the ordinance, what it does is it repeals and replaces the

UnidentifiedCity ManagerProposed · by role2:08:45

existing city's order. Consolidated with the components of cycling and electric mobility

UnidentifiedUnidentified speaker 8Proposed2:08:59

equipment.

UnidentifiedCity ManagerProposed · by role2:09:01

It includes bicycles from class 1 to 3, electric bicycles, scooters, skates and other equipment. If this ordinance establishes local operators, administrative rules, citation authorities and how to comply with them. Part of the main

UnidentifiedUnidentified speaker 8Proposed2:09:24

discussion of our

UnidentifiedCity ManagerProposed · by role2:09:25

committee is to walk on the sidewalk. Under existing

UnidentifiedUnidentified speaker 8Proposed2:09:30

law,

UnidentifiedCity ManagerProposed · by role2:09:31

this law, bicycles are already prohibited from riding on the sidewalk within the essential traffic district. And the new ordinance retains that existing prohibition and extends it also to electric mobility within that same area. The Central Traffic District

UnidentifiedUnidentified speaker 11Proposed2:09:49

It

UnidentifiedCity ManagerProposed · by role2:09:50

includes the downtown core, adjacent streets and other parking places. These are only the areas within the highest

UnidentifiedUnidentified speaker 11Proposed2:09:56

pedestrian

UnidentifiedCity ManagerProposed · by role2:09:56

activity out of the city. And the ordinance does not propose a citywide sidewalk ban. That was a big discussion among the community. It sort of reflects many of the recommendations for our targeted activities approach. So, this slide shows the boundaries of the Central Parking District. These are located within the city that really do have the highest pedestrian activity and the largest

not transcribed≈10s of audible speech the AI couldn’t make out▸ listen
UnidentifiedUnidentified speaker 8Proposed2:10:35

The ordinance applies the sidewalk

UnidentifiedCity ManagerProposed · by role2:10:37

prohibition as a measure of bicycle and electric

UnidentifiedUnidentified speaker 8Proposed2:10:40

mobility devices with

UnidentifiedCity ManagerProposed · by role2:10:42

this defined area only, consistent with existing bicycle regulations. So no sidewalk riding on bicycles or in bikes within the city is accepted. And I will mention the municipal areas that are defined in the sectional traffic district using speed gates and ends and pickets at those streets So, this map is important to think about in our GIS team. We include the streets and we use the GIS map. This map does not exist in the format of the municipal code but it defines the streets that includes it.

The intention here is

UnidentifiedUnidentified speaker 8Proposed2:11:24

to

UnidentifiedCity ManagerProposed · by role2:11:25

generate clarity and consistency, focusing on the restrictions where pedestrian participation is more

UnidentifiedUnidentified speaker 8Proposed2:11:33

noticeable. The committee

UnidentifiedCity ManagerProposed · by role2:11:34

really spent a significant amount of time discussing whether this city-wide

UnidentifiedUnidentified speaker 8Proposed2:11:38

sidewalk ban was appropriate

UnidentifiedCity ManagerProposed · by role2:11:40

If a prohibition in general was appropriate, but they came to the conclusion that certain areas of the city do not have safe or viable alternatives. A major prohibition may be taking certain cyclists or users of electric equipment to high-traffic zones. The ordinance in this way It allows a focus on high-conflict pedestrian areas, as we mentioned previously. This preserves the Council's ability to be able to check the rules in the sidewalks as the conditions or infrastructure change.

UnidentifiedUnidentified speaker 8Proposed2:12:24

Wants

UnidentifiedCity ManagerProposed · by role2:12:24

to

UnidentifiedUnidentified speaker 8Proposed2:12:24

redefine

UnidentifiedCity ManagerProposed · by role2:12:25

the boundaries of that central district. That's something that we can do. The committee did give us guidance on what to actually do. We get a sense of traffic district, make sure that it's in alignment with the reality of where the I-Paths actually are. And so that is part of what the staff is going to do. If we were to redefine that central traffic district and get some council actions Another important component and really the focus of

UnidentifiedUnidentified speaker 8Proposed2:12:51

the ordinance is

UnidentifiedCity ManagerProposed · by role2:12:52

education. Part of that education is this youth diversity program So for minors under 18, the order to establish it is a focus on primary education. So eligible young people can complete a security education class instead of paying a fine. So that they are educating their students The goal here is not enforcement. And the goal is education. The goal would not be fulfillment in this case, but education. And I want to quote something from the city of Santa Barbara, the great jury, that education

with

enforcement

UnidentifiedUnidentified speaker 11Proposed2:14:08

is key.

UnidentifiedCity ManagerProposed · by role2:14:09

Just education with enforcement is key. One or the other does not work individually and that's why we take this approach. There are statistics that show definitively that fulfillment with education leads to very good results. The staff proposes an association with Move Santa Bárbara to generate the youth diversification

UnidentifiedUnidentified speaker 8Proposed2:14:34

program. And those rapists

UnidentifiedCity ManagerProposed · by role2:14:35

who reincide would be subject to certain fines, but they

UnidentifiedUnidentified speaker 8Proposed2:14:39

are also wanting to expand with Move

UnidentifiedCity ManagerProposed · by role2:14:40

Santa Bárbara So the ordinance that's establishing this section of the vehicle has $100 for the first violation, $200 for the second and $500 for the subsequent. The code compliance personnel can also generate citations. Vehicle maintenance is only limited to law enforcement when it comes to protecting public safety and

Some additional key provisions included in those main areas is to comply with minimum requirements, so a maximum speed of 28 miles per hour, exceeding the speed limit and then also meet the requirements for under 18 years old. It also establishes lighting standards and also prohibits dangerous behavior And also clarify where it is allowed to go by bicycle and where it can be done, for example, in the carpentry canteens that wanted to make sure that this was made clear. And also prohibit electric bicycles on the seashore and water facilities.

implementation timeline. We'll go back to the community premises as I present this here with timelines for the meeting, including the school. And then we will have education for tonight. The first reading will be So if they approve the first reading, then the second reading would take place on February 9th. On March 8th, the order would enter into force 30 days after the second reading and then NEMER would be adopted in the first reading. Then Phase 1 to educate and communicate with the public, to explain that these are rules, this is what has been approved, this is what happens when you infringe on the rules, focus our education on the second phase We would also provide additional warnings and education to the public, staff, including inspectors and sheriffs.

They would also warn the tractors on the ground about this. And phase 3 would be for DUIs in which we would try to make people comply in key places. If you are

UnidentifiedUnidentified speaker 5Proposed2:18:02

violating

UnidentifiedUnidentified speaker 11Proposed2:18:02

the

CommentDeborah FulkasProposedself-stated2:18:03

rules, you will be in phase 4. We will also have a series of inspectors here and there throughout the city. And if they do not comply with the rules we will give them an appointment for phase 4. It would be a pilot program that would suspend the fine for those who violate the rules. In terms of fiscal impact, this pilot

UnidentifiedUnidentified speaker 8Proposed2:18:23

program is funded as part

CommentDeborah FulkasProposedself-stated2:18:24

of the budget. They don't need to approve anything. So we do not expect that we can get a lot of money from the fines. We are not trying to make money out of this, just making sure that the city Is it safe that the people who set up my secretary are safe? And if there is an additional cost for having to comply with the rules, I have had to use the sheriffs to ensure that the rules were followed. Then we would come back again before the City Council for this. And finally, the personal recommendation is to approve this ordinance in the first reading and postpone the second reading of the adoption to the City Council on February 9th. And tell me if you have any questions. Thank you Yes, I have a question. Could you tell me that this ordinance is also trying to control what kind of behavior and how will we know in a few months if we've been successful with it or within one year?

Because since they are focusing on education, which I think is the way it should be but could you tell me more about what kind of behaviors we're trying to change and how would we know if we managed to do so? So this ordinance It is directed mainly to avoid this type of high-risk behavior that we can see, which is what concerns the public the most. For example, going at very dangerous speeds in places where there are pedestrians and we have said here in public comments that electric bikes in the suburbs, for example, riding a bicycle or in other areas Pedestrians, for example, have received complaints about not giving way to pedestrians. Or those who do not follow the traffic rules because they don't know them, the younger ones or because they are trying to get where they're going.

knowing that they are breaking the rules and also riding a bike, for example, against traffic would be very dangerous. And also going on bicycles in the center where it is not allowed, for example, public spaces, electric motorcycles, for example, those that do not have pedals They are electric motorcycles, not bicycles and they are not allowed in public roads. We will have to see how things go and we will prepare a personal report on this with the data obtained. So we want to provide you with the number of appointments that we have put people And we will make a segment of it. We will also get an idea through the services where and when

question, Brian.

UnidentifiedUnidentified speaker 5Proposed2:23:17

On the

CommentDeborah FulkasProposedself-stated2:23:18

verbiage that you're going to have on these signs, have we made sure that they are in compliance for disabled people?

UnidentifiedUnidentified speaker 5Proposed2:23:29

So it

CommentDeborah FulkasProposedself-stated2:23:31

has something in particular for, for example, electric chairs. So we will make sure that the labels meet all requirements for disabled people. We'll make sure of that and then Councilor Orzano. Classes will take place here at the office. Then we are in conversations with the school board to have the school board or if not here in the mayor's office depending on ...needs of that group of individuals to which we are going to form.

To avoid additional questions, the public comment period is open. There is no one who has asked to speak here present. Someone in Zoom? Brian? No, there's no hand raised. That concludes the public comment period. Any comments or final question? Or if not, a motion... Having been a member of that committee, I want to thank the city and Santa Barbara and Dr. Persson and the sheriffs.

I think

UnidentifiedUnidentified speaker 6Proposed2:24:37

we

CommentDeborah FulkasProposedself-stated2:24:38

came to this point because

UnidentifiedUnidentified speaker 6Proposed2:24:41

this is a really excellent

community to ride a bike in and it's also a great way for us as a community Thank you very much. I would say the community did an excellent job. Well done. One question or concern, possibly out of I'd like to just say, I echo what the mayor said, and thanks to the staff for bringing a lot of different people with a lot of different opinions to see what we can do. And I think they did an excellent job in bringing people with different opinions And I think the community can feel very proud of all this. So, unless there is any additional request from the City Council, then I ask that the order be approved in 1795 by reading of the title to postpone the second reading to the City Council on February 9th, 2026. Seconded. We have a motion to be seconded, roll call.

But then, Mayor, before we move on to vote, since the title of the ordinance is 795, ...in which the order that regulates the transport in electric means is modified. So, Mayor yes, Nomura yes, Solarzano yes, Clark yes and Alcaldesa yes. Then we are going to

Those primary goals

CommentDeborah FulkasProposedself-stated2:28:30

included improving public participation and transparency, maintaining the character of a small city next to the beach, improving the quality of life for residents and maintaining the economic sustainability of the city. That was the basis for the staff to create the objectives and strategic goals of the departments, including, for example, staff capacity, funding, resources

UnidentifiedUnidentified speaker 7Proposed2:28:59

I'd

CommentDeborah FulkasProposedself-stated2:29:00

like to go over the items that we're going to report on here. These are not daily things, these are things that we have put in place with a date for consequence and they don't appear randomly because they were included as part of our objectives at the beginning So, last year we had just a single These are the ones that we have more to share previously, but then there has been a small change. Before we had an annual budget and we had one every three months now that we have a biannual budget that we're going to prepare So, each report will take two quarters. For example, this would include from July 1st to December 31st for this report, the first two quarters, in order to see the progress that has been made over six months and also what is the personal capacity at the same time we keep the City Council informed as usual.

And this allows us to make changes to the budget and be flexible

In case

it is necessary.

UnidentifiedUnidentified speaker 7Proposed2:30:31

The next time we come back, we

CommentDeborah FulkasProposedself-stated2:30:32

will present a report at the end of the second period that covers the first three and four quarters from June 1st to 30th. So, the purpose of this presentation here today is to present these reports and then to receive them so that you can also give us comments or indications on behalf of the City Council. The components of this report this afternoon are simply a summary of the Department's main activities covered during this period. Ideally someone could read the summary To have a good idea of everything that has happened over the last few quarters to make things easier, we have a list with the main things that have been achieved in each department. I can't go into more detail. There are also priorities for the future for the department and what could be expected during the next two quarters.

We complete it with an economic summary of the department with a table of all modifications or changes to the department's budget and which budget deviations or something that is worth emphasizing. A change from the last report is that before there was a summary for each program, included in the department's summary. Then we were told it wasn't repetitive because we had key points I'd like to mention that in the key points of the program, we repeated a lot of that. So what was missing sometimes were more specific data. Sometimes people were interested, for example, in how much we've improved with this particular goal. So some things that we're going to add in the next two or four weeks online is an online resource that covers all activities for all goals and objectives.

Over this period of time, people will be able to see this online. This is something very extensive, potentially hundreds of pages. So we'll have it only online because they will then have to investigate and search with filters and so on over all these pages. But if someone has a specific interest or goal, they can do that through the internet And we hope to get you informed as soon as we have it available.

One other thing that I did observe at the end of the report is one of the things we observed at the end of last year, which was the commitment to educate the public and the participation of the public and transparency. That requires a lot more time for each of the issues that we cover. So if before we covered five projects So, let's move on to General Services.

...of the municipal government, to begin with.

UnidentifiedUnidentified speaker 7Proposed2:34:07

So we

CommentDeborah FulkasProposedself-stated2:34:08

started the year very well, celebrating 60 years of carpentry. A series of events throughout the week in coordination with TVSB to make sure that it was broadcast on television so we had the first talk about the state of the city in recent times. I know you've had it before but a very good event We also signed a contract that Brian mentioned this afternoon for the orderly management system of the various boards. But then, Brian only covered this above. This will allow us to achieve many internal efficiencies that we hope you can perceive and together with the City Council we spent $106,500 to give infinite grants and also similar ones to support people affected by the real migration services. This is something that we did not anticipate, for which we have tried to find money for it.

We have also started a first analysis For a new table for the classification of jobs and salaries. And that's what happens every few years, we did it in 2021 but we're going to do it now to see how this compares with what is wages on the market and also I think it would be worth noting to make sure that we have adequate insurance coverage, which is something that we don't do and may seem a bit tedious but it's useful for managing risks. And as I mentioned before, we also have the impositive needs to continue with the 2018 proposal, which requires a lot of time and we are also focusing on training the trainers We have a system to monitor staff training courses to make sure they meet all the legal requirements. And also, as I mentioned, we had the 60th anniversary of the city and then And we also had a very good night of neighborhood surveillance, together with the sheriffs.

We also had five presentations in five positive places and if it was one of those meetings you could see that we talked much more about maintenance fees. We also talked about other things that people were interested in. And we also had two other meetings, apart from these presentations for the impositive institutions. I did one in Edgewald and we also have a community workshop here at Actos Salón. We also held a meeting among voters to see what is the support of the community for new impositive measures, some things that we talked about.

When we started preparing the budget, the trajectory of city income compared to expenses, that is part of one of the objectives of the City Council on economic sustainability. So we will have these accounts and also and also to have educational campaigns including, for example, presentations in Spanish and also bilingual SBC material. And Elisa Briones, the person in charge of this, made sure that all of this was done. As far as the priorities for the future, there is the launch of software for internal administration management which can be implemented next week and also a bid To make sure that the staff also knows what are the rules and regulations.

Regarding the city's structure, we are going to launch an educational program and we also want to launch a certification course. We are also in talks with the Agency, the agreement between different agencies So,

And then that concludes my report on the general services of the municipal government, and you asked me a question in your report. In some reports it is mentioned that we also have some problems with staff capacity This is also something that affects other departments. For the public to understand, can you tell us how this is affecting the various priorities and projects underway? Of course. Thank you, Deputy Mayor Slorzana. So one of the things is that we have very little staff because it's a small city. We have people in charge of various animal control responsibilities And the inspectors are the same person. If a person is sick, then there's no one to cover any of these divisions.

So we had someone in charge of system management and communications in case of emergency or whenever we have a vacant position So that puts an additional load on other people. This will happen throughout all departments. Yes, it's important to remember because we have a limited number of

Gracias por su informe. Gracias. Good afternoon again. I'm going to talk now about what the Active Parks, Recreation and Community Services team is doing during this period. The library's strategic plan was adopted by the board of trustees and the library team has already been working on several goals outlined in the document. There were approximately 4,900 participants in library programming during this period The community garden has also been able to create collaborations with local organizations and schools. An example of this collaboration would be with the Santa Barbara City College, which had some of the main gardeners here present. Some of our department items during the order of the month period that the department focuses Improving internal processes and preparing us for future technological needs. An effort has been made to focus on the development of core virtual areas, in terms of in-person and virtual training, without launching grants to maximize value. In July 2025, there were policies that were implemented with credit cards to improve internal controls, consistency and responsibility. In November 2025, efforts were initiated to simplify the process of commercial licenses. Additionally, a standardized citation and collection system was also established In October of 2025, to improve the documentation and check-in of income and income recovery, a preliminary planning was also made for the migration of Microsoft Office 365.

In the department support committee, the department supported the efforts contributing to the development of the budget, providing clear and accessible information on the budget, priorities and the use of public funds. The staff also helped with the state of the city, helping to share key and departmental information with the community and residents. In the next period, the department will focus on advancing certain key priorities. A policy draft for the adoption by the council and the fourth Business License Compliance in completion of commercial licenses. In compliance with HDL and compliance with the law, Office 365 migration plans will be complied.

for the fourth quarter of fiscal year, including transition and staff training. The priorities will be continuous training, sharing knowledge, development and implementation of policies to improve responsibility And overall, there were no major expenses to report. There's been maintenance and re-offering levels in the department. All expenses are within the usual budget level and no items have been subdivided or appropriated excessively. This concludes my presentation and I'm available for questions. No questions? Thank you.

Good evening, Mayor Alarcon, Councilor.

UnidentifiedCity ManagerProposed · by role2:51:03

I'm going

UnidentifiedUnidentified speaker 9Proposed2:51:04

to walk you through

UnidentifiedCity ManagerProposed · by role2:51:06

what the Community Development Department has been up to in the last six months. And we're gonna

UnidentifiedUnidentified speaker 9Proposed2:51:11

start by just saying that

UnidentifiedCity ManagerProposed · by role2:51:12

it was a little bit unexpected for us to have to talk about more staff time and resources to develop new projects because we had some significant development experiences We had anticipated, we had long complex projects that we did not anticipate they would have titles

UnidentifiedUnidentified speaker 9Proposed2:51:39

that are now

UnidentifiedCity ManagerProposed · by role2:51:40

being carried out and which will be Starting the work, as in the case of Chevron, and this has caused us to have to reallocate time from our staff for other projects and times for the current plan. And it has had an impact on our ability to progress on other goals and departmental objectives that we had identified

2:52 – 2:588 turns

UnidentifiedUnidentified speaker 9Proposed2:52:08

Nevertheless, we have

UnidentifiedCity ManagerProposed · by role2:52:09

managed to progress on some key objectives and key goals that you can see here on the screen. In general, the update of the General Plan, the draft, last summer, have a public workshop and two general plan update meetings to get public opinion. And we've been working to incorporate the public opinions that we receive, and we're getting ready to present it at the end of next month. We are advancing a little bit in processing improvements With the services of the administration department, last December we became fully operational with Data Ticket, which is a seller that helps us collect fines and citations. And from this change we have seen a significant increase in obtaining

UnidentifiedUnidentified speaker 9Proposed2:53:10

As well

UnidentifiedCity ManagerProposed · by role2:53:11

as the ability to pay taxes and citations. And we are also trying to get funds from those individuals who have not paid us those fines. We are also trying We continue our efforts to improve the requests for commercial licenses. To improve the clarity of the request, we ensure that we have people in the right places so

UnidentifiedUnidentified speaker 9Proposed2:53:35

that we can go through the process expeditiously.

UnidentifiedCity ManagerProposed · by role2:53:37

And last December, the City Council authorized the city to start an agreement with Gabwell Technology a salesman that we are going to use along with public works for the taking, processing and generation of all public works permits once it becomes operational. This has been a great improvement in the process that we use now and not only will be more transparent processes for the public but also simpler And now they can take care of all the steps from home or office instead of coming in person and having to request permission. Recently, in December, with the help of the Council we took an important step to help direct affordable housing strategies with the formation of a subcommittee that will help generate strategies and help us in the next budgetary and subsequent process.

In terms of community engagement, beyond what is the general plan workshop, we were also at the coastal housing conference that takes place with different coastal jurisdictions without stopping to discuss the situation In terms of solving the housing crisis in the coastal area, the South Coast, the compliance team for the rules was also participating in several shared projects. More significant after the implementation of the reform where it is prohibited in complexes multifamiliares el fumar.

Yes, we also had a table at National Night Out, the national event. And in this next period we are looking to restart the mental interdependent meetings. We call them And Dave, it doesn't sound like much but it's very important in terms of facilitating the coordination between agencies on pending projects and also active construction projects. They are about to start the construction process. So we can make sure that we're all working together in the same direction.

These meetings were paused during COVID and we look forward to resuming them. We will also be building behind the scenes So, welcome everyone to the meeting with the platform of GovWell. And hopefully we'll be able to get

Perhaps we had thought

UnidentifiedUnidentified speaker 9Proposed2:59:26

making

UnidentifiedCity ManagerProposed · by role2:59:27

on some long-range planning initiatives that come up. We are making progress, but not quite as much as I anticipated. For example, the accessory housing ordinance update. I was hoping to have that. I appreciate you mentioning it because the community is aware of many of these big and complex projects. And I think it's important to remind ourselves that the energy involved in leading with certain projects takes the energy of others.

One of the challenges with these revision projects is that they often have time

I'm going through the branches, but not everything is good news in the department. But

UnidentifiedUnidentified speaker 11Proposed3:11:01

I try to write these

UnidentifiedCity ManagerProposed · by role3:11:02

responses to these requests for services in terms of what is re-flooring. People get a little impatient, but we're going to talk more in the CIP study session and we are trying to obtain the opportunities for subsidies. We have found some, but

UnidentifiedUnidentified speaker 11Proposed3:11:24

not a lot for

UnidentifiedCity ManagerProposed · by role3:11:25

pavement because every city needs money to pave its streets. We are not looking at it as a city, but we're looking at neighboring cities that perhaps have the concept of pavement coalition. For example, in the city of Santa Bárbara, Goleta and I think there are other cities too, but I know those two, we're looking at the concept of street pavement coalition and that's a topic for another time.

The most probable is that it will be a topic for a CIP study session. Moving up here in the administration, we continue to develop and implement standardized feedback, evaluation of

UnidentifiedUnidentified speaker 11Proposed3:12:10

primary and intermediate

events to assess public input and standard opinion. Capturing public opinion and improving programs for the future. What does that mean? We're trying to improve what would be

CommentRyan KentzProposed · by introduction3:12:26

surveys,

UnidentifiedCity ManagerProposed · by role3:12:27

let's say. I don't know what the framework is but we have it in GoGov and there is a survey. And what opinions do we receive? Well, we want more standardized opinions outside of GoGov. Maintaining an environment with the priority of executing the Memorandum of Understanding that is administered by the County of Santa Barbara. We're now part of that, and we're not a student community in this municipality at all, and there's only so much we could take in. And then, of course, the program where the items are collected Financially, we have no significant department of communication concerns.

What is the financial review? We have not had deviations or significant changes. We are within our budget, within everything. There are some points in which we need allocation of budgets. We do not take one side to pay another.

So, the implementation of the translation service to several languages in GoGov, that seems like a big step forward and something that the Department of Public Affairs is doing to inform the Spanish-speaking community about this because I think it will help them a lot to be able to present their services. Vice-Mayor Sorza, I will get in touch with Julissa Brianas and Julia Boyd about adding that small tool. It's something very small but it is going to make a difference.

I haven't included it as part of our work to improve public participation. Yes, I think that's a very good measure. Any other questions? If there are no more questions, thank you for your report.

And this is a very important factor, its decrease and that a solution identified by this advisory committee of the Focas del Puerto is to incorporate the protections provided for the marine mammal protection law. And this is something that we could do to protect them and reduce the pollution during the year when the beach is not closed.

And this is something that could be done very easily and that could have been achieved, because the numbers are decreasing. Please include the protection of marine mammals in the main code. We stand to lose what these people consider to be suffering a lot. It's not too late, we have a lot to lose tonight. So it is something that many people consider the crown jewel of carpentry and I speak here on behalf of many Madam Mayor, Deputy City Council Members, can you hear me? Okay. I am working with you on the same topic.

to incorporate the Marine Mammal Protection Act language into our municipal code. To do my presentation, I worked one year as a marine mammal protection coordinator for the second year, and then I worked another year as an iron fall monitoring officer. I often worked low-to-high watch, seal watch, and around the area. And there's a lot of people It will be very difficult to go up the path that overlooks the coast, through this area. I can give you a story very briefly. A man I'll call him the cameraman who goes there every day during summer and autumn told me that the city doesn't take it seriously. And he could see it with his binoculars from the west.

That's what I can say. Thank you. And then go down the ramp on the east side, it's very easy. Although it is not allowed so I wanted you to know and then I think it would be easier if there was an easier way around I'm speaking on behalf of the Carpinteria City Council to talk about this issue. I'd like to ask staff to add one more project to the large number of projects they have to incorporate the municipal code protections that the Marine Mammal Protection Act offers, so we can also comply with the rules when the beach is closed to the public.

So that people can't go down to the beach because they alter the seals in the summer when they have no ability to comply with the rules. Because even though the law is being enforced to protect marine mammals, So, the city does not have any capacity to comply with the rules. Most of the time, beach

pretty simple. You bring a group to the beach

CommentDeborah FulkasProposedself-stated3:25:00

so that people get used to cleaning the beaches on a daily basis. This is a flawed system because we need carpenters and shore savers everywhere. When the beaches are cleaned, they don't take all the trash out of them. So most of the time, It's just that people are going to go pick up the trash they see on that day, but it is a problematic system because even if there are events, beach garbage collection is only as far as we have garbage that ends every day.

So we need a system for better waste management and to clean them more continuously, and to participate more in protecting the environment of beaches. This is something very important for me because although many people are very busy... People complain a lot because they're so busy and it's difficult for them But they have to make sure that people get involved. And then it was the brothers

I want to say one more thing, but it has to do with something else. I'm very concerned about coastal protection, so there are times when... I understand that this may not be a very important issue for you, Is there anything else you want to say? Yes, I said my name before. Should I go ahead? Yes. Thank you, Mayor, Council and others. Salvador Iván has been living in carpentry for quite some time now And for a long time, I've been concerned about the dissemination in the number of these harbor seal colonies. And I understand that people don't understand that sometimes these people have

We only have one or two colonies from Focas del Puerto to the south of San Luis Obispo, so it is a record It's a great resource. I also want to mention something about this CBI flyer, which does a great job.

The

UnidentifiedUnidentified speaker 6Proposed3:33:24

Thank you to everyone who comes here, whether they are from kindergarten or ecotourists. So thank you for adding a lot to the local economy in any case so I support this initiative.

Thanks for your attention and... Thank you for your comments. Is there anyone else in the audience who wants to speak? No, no one has raised their hand so let's go back to the main council for final comments or questions I would like to ask the staff to consider this, which would imply modifying the Municipal Code. I think the staff should consider it so that we are not doing anything illicit but I don't think... I think this is something good that we could do.

So, in response to

not transcribed≈8s of audible speech the AI couldn’t make out▸ listen
UnidentifiedUnidentified speaker 6Proposed3:34:44

that, I think including it on the

CommentDeborah FulkasProposedself-stated3:34:46

UnidentifiedUnidentified speaker 6Proposed3:34:48

and confirming with the municipal staff is what

CommentDeborah FulkasProposedself-stated3:34:50

they are asking for. It seems like this is what the members of the public are asking for and that's what I also understood, adding it to the list of priorities of staff. That's what we heard. And also include the Sure Saver project, although that seems to be something they already have in their hands or what they have already talked about with the municipal staff. So I think I would be willing to support these two things being added. Yes and I would also like to be able to support those two

things. Any objection

CommentDeborah FulkasProposedself-stated3:35:32

from any of the council members?

UnidentifiedUnidentified speaker 5Proposed3:35:38

No, no, no objections.

CommentDeborah FulkasProposedself-stated3:35:40

This probably would have been easier if we had done it during the usual public comment period because this is supposed to be for budgetary issues. I don't know how they would fit that into the budget. I think they were talking about... Here we also cover the priorities of each department and I think what they are asking for is that it should be included in the list of departments.

So I mean, if the process to put these items

UnidentifiedUnidentified speaker 1Proposed3:36:12

on

CommentDeborah FulkasProposedself-stated3:36:13

the list of priorities is to include them in the list of priorities, then I would like you to let me know if the directors have any difficulties. Mayor, so we have a couple different ways in which we can deal with this. We have a list of things underway

UnidentifiedUnidentified speaker 7Proposed3:36:49

It's a sports analogy that misses

UnidentifiedUnidentified speaker 7Proposed3:36:53

our second list of

CommentDeborah FulkasProposedself-stated3:36:55

priorities when time allows. And so we could dedicate our attention to it when we have time for it. So they could then raise some existing priorities or put them on the waiting list and then take care of it as soon as staff has time Or if maybe it's time to prepare the next strategic plan, establish it as a priority or also then change the priorities that we already have. Or simply be able to dedicate ourselves to it when we have the time for it.

So,

CommentDeborah FulkasProposedself-stated3:37:41

Nick is in charge of the inspectors. We understand that some members of the community are trying to raise money an additional employee, but at this time the inspectors have too much in their hands. I know that what they would like is for this to be added to the municipal code, but something was mentioned about whether the staff would also be able to go there and comply with the rules. That would be an additional problem we'd have to face Yes, we would also have to establish a budgetary priority and hire an additional person. But well I know that's what they were saying initially but it was just incorporating it into the municipal code but it is something else to consider. Comments on that? Since these are the ones who are asking us here now and we already have priorities established for each of the departments I'm not sure what's happening.

CommentDeborah FulkasProposedself-stated3:42:22

we added

UnidentifiedUnidentified speaker 6Proposed3:42:23

CMC. And what that would mean, I think. Just like the provision for us to be able to understand better. We all have this. We all feel that we want to do everything possible But we have to know what we're doing. I don't know if you understand me, I don't know if I've made it clear. to verify what this Marine Mammal Protection Act says and that if we charge the municipal code, it would affect our beach. So because if this is something that is imposed throughout the year, that would actually imply I don't know how it would be, also a question about this. When we ask to introduce something, what do we mean by that? Because if we are doing this as a personal priority then we are not publicing other established priorities and we do not want to displace existing priorities either but add these ones.

so that we can consider the matter when I'm ready for it. Because then, I remember what you're saying, right? That if we ask the person to fill out a form for this, we will be establishing as a priority. So my suggestion would be... because it seems like we are not going back and forth, Because when we consider that last year, there were some things to which we could

time...

3:44 – 3:4910 turns

CommentDeborah FulkasProposedself-stated3:44:20

The staff is over the top and this is not in the agenda. I understand that Seal Watch and Mike Wendall are very good at this and they have a lot of information, but... But maybe we should try to get a consensus on this, to see if we can move forward with this. We also have to take into account the cost because last time we had to modify our decision. So there are many variables and factors to take into account but we also have many areas that would prevent us from being able to move forward with this, such as coastal commissioning.

So

UnidentifiedUnidentified speaker 5Proposed3:45:07

I'm thinking if we can bring that document

CommentDeborah FulkasProposedself-stated3:45:09

back with ourselves, because for example, who has control of the beach during low tide? Because this is state property. So then it would be the State that should supervise this. So, I think we're going to have to go through this again and get the staff to prepare a report and see if we can justify these changes that led us to make that decision. But it won't be long-term, so... Mr. Halamura, can you bring back some initial information based on the information we already have?
