No we don't have any I can't think of any at the moment but I am caught a little off guard because we didn't have any public comments so we're moving along but I can move into City Manager's report if you have a couple announcements and we did have the presentation on the upcoming FIFA events it's now June so things are starting so I'll announce some of those again free watch party At the Goleta Community Center to watch Team USA take on Team Paraguay on Friday, June 12th at 530.

This free family-friendly watch party includes a live stream of the match, fun activities, free tacos and burritos from Don Pepe's Mexican Food while supplies last and other items beverages available for purchase And then we're also thrilled to bring back Meet Me in Old Town, and Meet Me in Old Town for this summer was geared also towards the World Cup. So the two Meet Me In Old Towns are back-to-back a week apart.

One is Wednesday June 17th, the other June 24th from 5 to 8, and those are at the intersection of Hollister Avenue and Pine Avenue. Near Community West Bank. Classic block party atmosphere, expanded space, more activities, live music, food and more soccer watch parties. And of course we want to extend a warm welcome to Team Austria. I'm not sure if they've arrived yet but I think they have. They'll be in Goleta soon and we put up the banners that were shown last week those are around town now and we're proud to be a host city for the Austrian squad.

Item a four acceptance of April 2026 check register Item A5 professional design services agreement with the Urban Forest Institute for citywide canopy map and parks and open space landscape design. And item A6 Marburg proposed solid waste rate increase.

Good evening, Madam Mayor and Council. My name is Ken Knight and I'm speaking as an individual member of the Public Tree Advisory Commission. My opinions are my own and not those of the commission. I was surprised to see the canopy project on the consent agenda. It's my understanding that this item is potentially scheduled to be presented at the Public Tree Advisory Commission which happens to meet next week. Normally, a project of this magnitude dealing with trees is presented to the Advisory Commission first so that the Council has the benefit of our review and discussion.

I've looked at the work program and I think the staff has made an excellent choice in working with Dr. Matt Ritter and his colleagues at Cal Poly's Urban Forest Institute. I hold them all in high regard but there are elements of the work program that could use a little bit more review The emphasis on this work program is identifying canopy opportunities and analysis using data from 2022 and 2024. There was no mention of an aerial flyover that was done of the City of Goleta back around 2010 or so, that should be sitting in some file cabinet in the city. This data was used in the original urban forest management plan and could provide some valuable insight into canopy changes over time.

Suggested it might be prudent to hold this item for a week until the council can receive the benefit of PTAC comments and then return it to Council for final approval. Thank you

Good evening, everyone. Okay so I have a proclamation of the City Council of the city of Goleta California recognizing June 2026 as LGBTQ plus Pride Month. Whereas 2026 marks the 57th anniversary of the Stonewall riots, six days of intense protests in June 1969 following a police raid on the Stonewall Inn and Greenwich Village that specifically targeted lesbian gay bisexual transgender queer and questioning patrons. An event that galvanized the worldwide LGBTQ plus rights movement And whereas, despite significant progress many within the LGBTQ plus community continue to face discrimination, marginalization and inequity simply for being themselves and for loving openly and authentically.

And whereas the LGBTQ plus community alongside dedicated advocates, allies and organizations such as Pacific Pride Foundation which celebrates its 51st anniversary in 2026 remains steadfast in the pursuit of inclusivity, equality and dignity for all people regardless of sexual orientation, gender identity or gender expression. Whereas the City of Goleta continues to affirm its commitment to equality and endeavors, to ensure that everyone in Goleta can reach their highest level of health and potential for a successful life regardless of their background and identity.

And experience a sense of belonging in the community. And whereas the city honors LGBTQ plus individuals who despite being historically marginalized continue to celebrate their identities, love and contributions in various expressions of pride. Now therefore be it resolved that the City Council of the city of Goleta California does hereby recognize June 2026 as Pride Month in the city of Goleta and encourages all residents to take part in local pride events and to stand as advocates and allies united in rejecting prejudice and honoring the rich diversity of our community Approved the second day of June 2026 and signed by our mayor, Paula Perotti.

Yes thank you Madam Mayor that's Item B2 a proclamation of the City Council of the city of Goleta California proclaiming the day of June 19th 2026 as Juneteenth in the city of Goleta.

So we have a proclamation of the City Council of the city of Goleta, California recognizing the day of March... June 19th 2026 as Juneteenth not Marchteenth in the city of Goleta. Whereas on January 1st 1863 President Abraham Lincoln signed the Emancipation Proclamation declaring the freedom of enslaved people in the Confederate States contingent upon their return to the Union by that date, thus using the proclamation as both a reward and punishment.

And whereas the Emancipation Proclamation did not entirely abolish slavery in the United States and emancipation was delayed for many enslaved people particularly in Texas due to the lack of a significant union presence and the withholding of information by the enslavers. And whereas African Americans in Texas finally learned of the Emancipation Proclamation on June 19, 1865 when federal troops arrived in Galveston Texas to enforce the proclamation and ensure the freedom of approximately 250,000 enslaved people leading to celebrations among the newly freed and the birth of Juneteenth also known as Freedom Day or Independence Day.

And whereas the city of Goleta is a proud sponsor annual Juneteenth Santa Barbara celebration which will be held on Friday, June 19th 2026 from 11 a.m to 6 p.m at Plaza Del Mar the Banshell Park and whereas this year's theme love for the people invokes the emotion of hope one that finds strength in community gathering together to celebrate freedom Now therefore be it resolved that on this second day of June 2026 the City Council of the City of Goleta does hereby proclaim June 19th as Juneteenth in Goleta and encourages all residents to use this time to learn about the legacy of black peoples, their contributions and to stand in alliance to end racism and hate. My name is Jordan Killebrew I am one of the co-founders of Juneteenth Santa Barbara and we're so grateful to have the City of Goleta always return and support us in our endeavors to help educate our south coast region about Juneteenth and also about our local the efforts of our local black community members So this year we're excited to share our theme of love. I think we all need a little bit of love in our lives, and we'll be celebrating actually on Juneteenth at Bandshell Park. And so we have a full lineup of people coming. Our DJ in Master of Ceremonies will be DJ Rostan.

Bands like Dom Jess and The Vibe, Evolutions and The New Vibe will be on the stage. We're also going to have our Black Artisan Market Community organizations tabling and providing resources. We also know that, you know, we will have a bike valet for bikers to get there. Also the MTD is another means for people to get their sustainability sustainable. Yeah, I can't talk today sustainably And we want to thank Move Santa Barbara County for helping us with that endeavor.

ready? Yes. Good evening Madam Mayor and members of the Council. We are here to present the Sandpiper Golf Course renovation project and I wanted to introduce the team that's here tonight. I'm Mary Chang. I am the Project Planner for this project alongside with me Lisa Prosser our Planning Manager we have Mark Schleich Our public works engineer, so he's been instrumental in helping along this process. And on Zoom we have Hannah Park, our attorney from BBK that's been helping with the CEQA process and our CEQAs consultants from Rincon Consultant, Nick Carter Megan Jones and also Chris Julian. So I wanted to also mention... Pardon

Where was I? Okay so it's staffs opportunity to make a presentation

Okay, thank you Mayor and members of the Council. I'll just do an introduction again. So I'm Mary Chang. I'm the project planner for this project, the Sandpiper Golf Course Renovation Project. Next to me is Lisa Prosser, our planning manager. Mark Schleich is our public works engineer that's been working on this project. And on Zoom we have Hannah Park from BBK who has been guiding us through the CEQA process from LegalEyes and then our CEQAs team from RINCON consultants consists of Nick Carter, Megan Jones and also Chris Julian. And I wanted to give a shout out to Steve Rodriguez who's our contract planner who did the deep dive in this project helping us with analysis consistency with zoning and general plan policies as well as reviewing the CEQA EIR process and preparing all the documents for different commissions, the boards and City Council.

So with that we will start with the project location I think everyone knows where the Sandpiper Golf Course is it is at 7925 Hollister Avenue was formerly the project site was the Elwood oil fields the golf course was constructed in 1972 The surrounding uses is the Pacific Ocean to the south. There's the Bacara Hotel to the west along with Haskell's Beach. To the north is Hollister Avenue, US 101 residential uses and then the future Fire Station 10. To the east is residential uses Elwood Mesa Open Space and Sperling Preserve. Oh by the way, I did see Winnie Kai in the audience. I wanted to mention her as well as part of the review process team.

Here's a depiction of the existing clubhouse and the Barnstall Rio Grande gas station. Some existing maintenance facilities that's on site. And I'll just touch quickly on the project description Because I know the applicant will be highlighting some things as well. So the project is to replace the existing clubhouse and comfort station buildings, it's to redesign the 18-hole golf course, to replace existing maintenance buildings that you just saw, to redesign the existing parking lot, to construct a Rio Grande To construct a Rio Grande coffee shop, it's an adaptive reuse of the historic Barnstall-Rio Grande gas station. To make improvements along Hollister Avenue and to construct... The proposal is to construct a decomposed granite type 4 trail south of Hollister Avenue adjacent to the project site.

Additionally, the request will ask the city to vacate a portion of Hollister Avenue right-of-way to accommodate parking and landscape improvements. There will be open space easement on five acre portion of Bell Canyon west end of and adjacent to the project site. There will be beach frontage lateral access easement above the mean high tide line There will be an update to the City's General Plan ESHA designation maps and annexation to the Goleta West Sanitary District Sphere of Influence as required for the project, and also a request for building height and setback adjustments. So the building height adjustment is to allow an increase in Minimal parts of the roof pitch of the clubhouse building, as you can see it's sort of a wave design and there will be some minor adjustments to 29 feet.

25 feet is the maximum allowed in this zoning district so and also there's a elevator uh... tower projection that goes up to thirty five feet so those are the two elements requesting an adjustment and the setback standard uh... adjustment is for eight parking spaces along hollister needs to encroach into the ten foot setback uh... so those too the height and a setback adjustment isn't allowable just meant through the development plan process Here's a project site plan, I won't go over the details. The legend might be a little difficult to see but it's just a quick show of the site plan. I think the applicant as well will be touching on many of the elements.

There is an existing condition for the clubhouse on the top graphic and as you see there will be the new clubhouse proposed on the bottom graphic so a totally different design Here is a view for the existing Barnstall Rio Grande gas station and then the proposed repurposing of this gas station into a coffee shop on the bottom. And from Hollister Avenue, you'll see existing condition has overhead utilities and that will be undergrounded as part of the proposed project on the bottom graphic.

The objectives of the project is to maintain and improve the golf course playability, reduce golf course turf area and use native and coastal landscaping which will be a big water savings measure. Provide improved recreation dining facilities for both the golfers and the public Provide enhanced maintenance facilities to rehab, preserve and reuse the historic Barnstall Real Gas Station into a coffee shop. Protect water quality and bluff stability by converting existing private septic systems to public sewers which is why the annexation into the Goleta Sanitary District is necessary.

And to improve public views across the property from Vault Hollister by undergrounding the overhead utility lines And then to overall improve the coastal access for the public in the vicinity of the project. The approval process from the city is through a conditional use permit for the use, a development plan with the adjustments that were mentioned, the height and the setback, and a coastal development plan in concept. And once that is completed by the city, the project goes on to the Coastal Commission for the coastal development permit.

The project required an EIR, and we did the EIR process through a notice of preparation that's let everybody know that there is an EIR coming for this project. We drafted a draft EIR that went through a public commenting period, and with that, we took the comments and incorporated the comments into a final EIR which is what is before you tonight for decision making.

There were no significant and unavoidable impacts. There were some significant but impacts that can be mitigated, so these are the categories that were subjects that could be mitigated and has mitigation measures. These are the categories that had less than significant impact, so it did not require mitigation measures. As part of the EIR, there's alternatives that are evaluated and there were four alternatives. The first alternative being a no project alternative. That's no project if you know the existing condition remains.

Second alternative is to only renovate the clubhouse so to build a new clubhouse only Alternative three is to minimize construction vibration impacts on the Rio Grande gas station by eliminating the coffee shop element. And alternative four is to have an extended bicycle path, which is to construct a class one bike path adjacent to the project site and approximately 0.3 miles to the east of the site All right, keep touching that.

So I'll talk about alternative four which is the environmentally superior alternative and which is what staff is recommending as part of the project. The change from what the project is currently proposing to use a decomposed granite pathway along Hollister is to provide a 10-14 foot wide class one concrete bike path This will extend the path approximately, again 0.3 miles east of the project site which will connect the path to an existing Class 1 bicycle path.

So alternative 4 is wrapped into our recommendation for the project and here depicts the bike path route in red And just to highlight some of the benefits of Alternative 4, it's to reduce the maintenance compared to a proposed DG path. To promote the use of alternative transportation modes by project employees and the public. It's to minimize vehicle trips which will ultimately reduce air emissions and energy use.

It enhances access to Elwood Mesa Open Space, Burling Preserve and existing coastal vertical access points. And it brings the project into consistency with general plan policies relating to alternative modes, diversion of automobile trips to alternative modes and pedestrian facilities in new development. And finally, Alternative 4 provides consistency with the city's bicycle and map a pedestrian master plan which identifies class one multi-use path between Cathedral Oaks and Elderberry Drive.

So before I touch on the Planning Commission recommendation, I want to talk about this project went to the Historic Preservation Commission for the Barnstall Rio Grande gas station. The repurposing of that historic element into a coffee shop and it was received unanimously with a recommendation to Council to approve that element. It also went to the Design Review Board with glowing remarks for the design, overall building design and overall site planning and so the Design Review Board also recommended approval of this project And then we went to Planning Commission on April 27th. There was a vote, unanimous vote to recommend to the council to adopt the CEQA findings, the EIR and to adopt the MMRP.

And approved the project's alternative four. Then there was a second vote to, that was a three-to-one vote to recommend to the council to approve the alternative four with requirements that new trees adjacent to the main project site access driveway do not obscure coastal visual resources And I believe the applicant will be addressing this to the council and talking about how they want to, how they're going to address it. We also included a condition in the conditions of approval to have this be addressed at the final DRB juncture to review this little bit more carefully for the subject. So after the city's processing and the Coastal Commission, it does come back for final design review We do have a few changes to the conditions of approval that was submitted to the council and that was uploaded onto the website.

Condition one, we changed the hours of operation for the Rio Grande coffee shop from 630 AM to 330 PM on the weekdays and that they can remain open to 430 PM on weekends. There was another condition change on condition 84 For the coffee shop closing time, it was stated that the weekends would close at sunset hours and we changed that to 430. The reasoning for the change to 330 as a closing time on the weekdays is that four o'clock is when Consider the peak hour trips that will trigger traffic fees.

And to close before that, then the traffic fees will not be applicable and that's just on the weekdays. On weekends you can open or have activity beyond the 4 o'clock. The reason for we put the 430 on is because the EIR analyzed the project to close, the coffee shop that closed at 430. So we can't go beyond that unless the applicant wants to change that at a later date and amend the EIR.

And then finally, the condition change on what we just talked about with the traffic fees. We did not include The traffic fees for the coffee shops, so the resulting traffic fees is 15 peak hour trips. And the highlighted number is the trip generation rate and also the total in the development impact fee table. So those three conditions we're recommending to amend.

And with that, we are recommending that the council adopt the resolutions one, to adopt the CEQA findings and certify the EIR along with the mitigation monitoring and reporting program. And two, to approve the development plan with adjustments, the conditional use permit and coastal development plan in concept for the project, which includes a recommendation for alternative for the extended bicycle path as amended with the conditions.

So with that I will close my staff presentation. I know that the applicant has a presentation as well. I don't know if council wants to retain your questions until after the applicant presents and with that thank you for your time in this project and we are all await for your decision

All right, good evening Mayor Parodi, members of the City Council and staff. For those of you who I have not met my name is Kyle Oliver, I'm the General Manager at Sandpiper Golf Course We are really excited to be here tonight. Reaching this point has taken years of collaboration, dedication and hard work from a lot of individuals and is incredibly rewarding for our entire team to finally share with you all where we are tonight.

Over the past four years through conversations with local organizations, neighbors and community members we've consistently heard that this project represents far more than a golf course renovation. It is viewed as a meaningful environmental improvement and an investment in the identity and future of this community. The support and encouragement we received along the way from the public has meant a great deal to all of us and has truly kept us motivated throughout this process.

We also understand how important Sandpiper's local resident rate is to the community, and quite frankly, how important the locals are to Sandpiper. Sandpiper has a long history of providing preferred pricing to local residents, and we fully intend to continue offering a local rate in the future. Maintaining access and affordability to our local community remains an important part of who we are, and who we will continue to be moving forward.

While this plan does enhance the golf course, it also delivers a wide range of environmental and public benefits. including the rehabilitation of the historic Barnsdale structure, new public trails and pedestrian connections, undergrounding of utility lines, enhanced landscaping and habitat improvements, and a new state-of-the-art clubhouse designed with long term community value and environmental stewardship in mind.

We have several members of our project team tonight, and I'd like to introduce a couple of them. Our lead planner from SEPS, land use consulting Steve Welton, and then our architect with Winnick Architects Barry Winnick. And we are all here to answer any questions you may have. So on behalf of our owner Mr. Ty Warner and the entire team at Sandpiper Golf Course We appreciate your time and consideration this evening. And we respectfully request your support and approval of the project tonight, thank you.

Good evening Madam Mayor and members of the council. It's great to be with you this election eve or at night I should say. I'm Steve Welton with Sepps Langes Consulting. I am grateful like Kyle said to be part of this incredible project that I think is going to transform the Western Gateway for the city of Goleta. I'm also really appreciative for Mr. Warner in developing the vision for this project and sticking with it through what Kyle says has been a long process.

The components of the project as staff went through are pretty simple, you know, remodeled golf course with an updated comfort station, the historic renovation of Barnesville City Landmark, new clubhouse including a new entry that's now better aligned with Cathedral Oaks and conducive to a possible future roundabout. And finally, a modernization of the existing maintenance facilities.

This project has something for every resident of City of Goleta to like. It's been reflected in the support that we've received from the community, and which we're very grateful. Should you proceed with your approval tonight, we will then go to Coastal Mission for your support, and your support there will be a great deal of importance to us. So for today, we've highlighted four viewpoints for discussion.

The Barnsdale Gas Station, environmental improvements, the golf experience, and of course, the community and neighborhood amenities. So Barnstow Gas Station shown here is a city landmark, has been stated. Our proposal is to restore it and repurpose it as part of a new cafe to serve the community and the golfers. And then nod to the past we're gonna use antique gas pumps that are actually electric bicycle chargers.

And so we anticipate that the bikers and pedestrians that'll use that new path that Mary talked about will find this a nice place to stop and get a snack or a drink and also be available for golfers coming out for their first tea. So it's located here, to the north of course is our neighbors at the hideaways and to the east is the Bluffs neighborhood. Here's a photo showing Barnes-Jolant's heyday. You'll notice a cafe in an inn in the foreground so that our cafe concept has some roots in the past. You also notice here the power lines were even there back in 1920s proposing to underground And here's another close-up view of what it looked like.

Our goal, of course, is to restore it back to this original condition. Here it is today. It leads a little TLC but our architect Barry tells me that the bones are still strong and you can still see those power lines again in the foreground. This little site plan shows you some of the key features, the parking, there'll be outdoor seating. There'll be some interpretive signage both outside and inside the facility that show the history of the area all the way back to the Chumash and the oil fields as well. And we have a lighted crosswalk that will allow our neighbors from the north to come across Hollister safely and enter the Spirling Preserve or stop here or go to the golf course.

Here's just one final view. Recently local historian Tom Madonio wrote about a component of this project in the Independent and he said this could be a win-win situation for a change, good for the local government, good for the golf course and most important good for the City of Goleta and we agree. So let's turn to the environment. If you're a nature lover, you're gonna appreciate how this project's gonna improve the on-site resources and build sustainability.

Starting with the irrigated area, we're gonna reduce about half of the sod onsite removal and replace that with native plants and coastal plants. That's about 60 acres that won't need regular irrigation, that won't need fertilizers or pesticides. It's gonna be a truly consequential improvement for water quality and water use We're going to remove about an acre, over an acre of concrete. Carpaths will now only be at the Ts and Greens. You can see that at the Monticello Club which was done a few years ago. I think it looks beautiful.

Your Galeta General Plan talks about encouraging applicants to find opportunities to improve ESHA where it's possible. We've done just that. An example is that when the course was built in 1972, the owners put the golf course fairways right over the creek at several locations. Here's an example of one location by a whole four or five where it's going, a cart path goes across the creek and a pipe underneath it. And so we're gonna remove that, put a bridge across it, work with the local and state agencies to accomplish that and then restore the area underneath.

So a butterfly is the literal symbol of your city. We wanna encourage their success, so we borrowed the plant palette from the City of Goleta's used at Elwood Preserve as inspiration for our landscape plan and note when you see here a foraging by the way it won't include certain species like milkweed that would encourage butterflies to stay too long, we want them to encourage them rather to further their migration We want clean waters in the ocean, I think we all do. This project is going to be doing its part with best management practices. One feature of that will be sand capping which is a layer of sand a few inches thick on the fairways and the greens that'll act as a sponge and soak up that water treat it before it's released from the site The irrigation system's over 50 years old, so am I.

Needs an overhaul. Modern irrigation systems for golf courses provide the right amount of water based on real-time data for the soil conditions and the weather. The operators will be able to fine tune the output from literally each sprinkler head or the entire course, hundreds of them. It's pretty amazing. I think we'd also all agree that private septic systems in the Bluff aren't ideal.

The applicants have a memorandum of understanding with the West Sanitary District to work with LAFCO to expand the district's sphere of influence boundary, as Mary said and allow us to connect the clubhouse and the comfort station and Barnsdale public sewer and get that effluent off the Bluff. So turning back to the turf area really quick, this is an exhibit that gives you a visual understanding of that water footprint one more time. Here's the current irrigated footprint at 125 acres or so and here's what we're gonna be planning to do. That's 60 acres of turf going away and it's more than an acre foot of water for each of that turf right now. So we're talking about hundreds of acres of less water.

Another fantastic feature, we went too fast. Is that we can remove 10 acres of golf course turf that currently exists within ESHA buffers and replace that turf with a native pallet and restore it. I could probably go on and on about the environment. I'm trying to be respectful of your time though. I'll say at the environmental improvements for this project are really meaningful.

So let's go next to the golf experience. Of course, this is a golf course. And so central goal for the project is to bring the course up to revitalize it and bring it up to the whole property to a truly world-class level. If you enjoy golfing, I think you're gonna love the results. Here's an image of what we're trying to achieve at Sandpiper. I'm just gonna flip through next couple of images here to show you what we're trying to achieve out here, what you might see if you're golfing on the course.

There it goes. I'll just pause here and say, just to re-echo what Kyle said that club's going to keep its longstanding policy of providing a locals rate. And we also still continue to partner with the schools and junior groups to provide lower rates for young people. And then turning to the community, what if you're not a golfer right? So you're still gonna appreciate some things about this project. I think a lot of them. One of the most first things you'll notice is that we're gonna be undergrounding utility lines along the entire Hollister frontage. That will be a substantial visual benefit for the whole community.

And if you like walking... Oh there's actually an image of that excuse me from Hollister Avenue. This is a visual simulation from Cathedral Oaks in Hollister showing the existing At Planning Commission, it was pointed out that we didn't have all the trees in there from the parking lot. And so this shows what we think we could do working with DRB. So again before and after and like Mary said, we'll work with DRB to see if we can remove trees and adjust that but we believe it's gonna be a improved view for sure. And then Mary already showed you this one which is looking back from the hideaways towards the clubhouse before and after pretty dramatic improvement as you can see there.

If you like biking, you love golf or sorry if you love walking and biking we'll be proposing to extend the De Anza Trail. Here it is within the Hollister or within the Sperling Preserve in blue so that will be extended by about 2,000 feet combo pedestrian bike path. Our proposal would be to extend it about 2000 feet west and also as Mary said another third of a mile or so east in total about three quarters of a mile This is a picture I took off the National Park website. It's about the De Anza Trail. It's pretty interesting, actually. It starts in Mexico, goes through Nogales, Mexico, through Santa Barbara all the way up to San Francisco. And it's commemorating its 250th year just like our country is this year. Kind of cool.

This is a view that we had in mind originally when we proposed this project from the outset, sort of a meandering path. However at staff's request and going through the EIR we're willing to accept alternative four which would widen this path and provide a class one bikeway. Mark has been very kind working with us agreeing that we can continue to work with him to find ways to keep that meandering concept make it feel a bit less urban out there.

Just continuing on the trails theme, the project also will maintain existing trails within Bell Canyon to the west of the project site and that'll go along with a five-acre donation that the owner is making to dedicate in Bell Creek Canyon as a permanent conservation easement. And to support that, we're looking at contemplating 12, striping 12 parking spaces just north of that within the existing right-of-way on Hollister Avenue. That'll go along with the parking at the Barnstow Clubhouse as well.

So carrying this kind of clockwise, Mary mentioned this, we're gonna be dedicating horizontal access along the beach and formalizing public access in that area. And then so taking together along with a path along the eastern property boundary will have access around the entire perimeter of the project And so finally, the architectural jewel of the project is the clubhouse designed by Winnick Architects. Barry's here and Gustavo are available to come up if you have any questions about the design. I only have a minute left, so I'll go quickly. Here's just some of the features you can expect out there. There's also golf simulators at Cool Sunset Terrace which I'll show you in a second that will give you an opportunity to have a drink out there.

There's a view from the parking lot As mentioned, we went to the design review board had great comments. I'll just read one. Wow! I don't think Goleta has ever seen or will see something akin to this design. I support the concept wholeheartedly. That was from a Design Review Board member. Here's just one last rendering from the terrace outside the proposed bar. I'm looking forward to getting a drink out there someday.

I'll end up here now and just say thank you to staff, I wanna express my deep appreciation for city staff and I'll call out Mary Chang this time. They've all spent numerous hours on this project oftentimes extra hours to help us meet key deadlines and help us get this project moving forward so it's been a pleasure working with all of them and well thank you very much.

Thank You Madam Mayor Wow this is a really forgive the pun but a really historic night And a really important night for Galeta's future as well. And it's a night that's been a long time coming, a long time coming. I promise I'm going to get to questions and I do have them. I guess I'll start with staff. Can you talk a little bit about how we're gonna kind of square that circle of making the bike path a little bit more pastoral and meandering while still keeping to what you need to do to have it really be a functioning bike path that we can maintain and have be for the public?
