Community members, council and mayor before you there are t-shirts with Friends of the Guadalupe Library or I'm sorry, I'm also a member of the library board. Friends of the Royal Theater logo And there's a sample donor plaque which is an example of what will be put on the backs of the chairs in the theater. As volunteer members of the Friends of the Guadalupe Library, we present those to you as a gift.
Our hope is to sell these T-shirts and plaques as part of a fundraising program to complete the Royal Theater Project. The banner you see here was created to be used as a display during local events where people can make donations and complete a theater project. Basically, it's a tabling banner. No theater funds were used to make these items but were paid for by an anonymous donor.
On the table in the back of the room there are signup sheets for volunteers who wish to be a member of the Friends of the Royal Theater Capital Campaign. You can also get a volunteer form online at the GCAC website. That's guadalupecac.org. The link to the volunteer form can be found at the bottom of the donation page, thank you.
Thank you. All right next individual Mr. Ken Westall? Former city council member. Good to see you again, Guy.
Good to see you Mr Mayor, Council. Thank you for the opportunity to speak. I'll be real short and brief. We've unfortunately read all the LA Times, Santa Maria Times articles about Cesar Chavez and pretty hard evidence that's there today as to what's gone on. I never liked the idea of naming A street or anything for just for a political organizer, it should always go to.
You know any of you councilman mayor? Somebody like Tom Urbanski served as a supervisor police chief fire chief but it should never go to somebody who's only. Mission had been to be a community activist and I'd like to see somebody local. have their name put on that street. James Areola would be my vote, but there's probably a ton of other people out there who would make sense for that.
So please do rename the street. All I can say is what's in these papers I heard about in the late 70s early 80s when I worked at Oso Flocka on Nipomo. I heard it but it was hearsay. There was just absolutely nothing you know You hear a lot of hearsay, hearsays hearsay. But you got some hard evidence now let's get the name down and put it to a local person. I can give you 1500 names in this valley of educators, police chiefs, fire chiefs, mayors and council like yourself that should go on there.
That's it thank you very much.
Thank you Ken. I can almost guarantee is going to be upcoming Council meeting. Let's see, anybody else out there wish to speak on open item? If not we'll go to item six ceremonial calendar oath of office. Jonathan Figg paid call firefighter. Chief Cash. And those that would like to take pictures please feel free to come up. It's a great opportunity.
So I'll miss where we're from. Okay. I would
just like to express my excitement to serve this community and just my gratefulness to the chief and the fire personnel, and the city council members for giving me this opportunity and trusting me in this position. Thank you.
We thank you. You get him right out of high school? That's great. Welcome to the community of Guadalupe. I know you've been around here, so thank you for and the family for moving you forward to help us out in the city and in the community in general. So thank you. The next item, Item B is a proclamation recognizing March 2026 as Women's History Month and Council Member Finesse will read that. Is there anybody in the audience who's going to take that?
If not we'll keep it under wraps. Thank you.
Okay, proclamation for Women's History Month March 2026. Whereas throughout history the vision and achievements of powerful women have strengthened our country and open the doors of opportunity wider for all women and for subsequent generations of dreamers and doers But their stories too often go untold. And whereas women today stand on the shoulders of these sung and unsung trailblazers from suffragists fighting for the right to vote, to the women who have played and continue to play critical roles in every sphere of our country's life by constituting a significant portion of the labor force Working in and outside of the home, and whereas Women's History Month is an opportunity to recognize the contributions women have made to our country.
And to honor those who blaze trails for women empowerment, and who fought tirelessly and courageously for equality justice and opportunity in our country. And whereas the earliest reported Women's Day event called Women's Day was held on February 28, 1908 in New York City and the first International Women's Day was celebrated on March 8th, 1910. And whereas in 1980 President Jimmy Carter issued a presidential proclamation declaring the week of March 8th As Women's History Week, while in 1987 the Congress declared the month of March as Women's History Month and has been observed annually since then. And whereas the community of Guadalupe is blessed with women leaders who have provided this community with visions and opportunities to enhance programs and services for residents of all genders And whereas may we all continue working to build a world worthy of the dreams and goals of all women and girls.
Now, therefore be it resolved that by virtue of the authority vested in the mayor on behalf of the City Council of the city of Guadalupe, we do hereby recognize March 2026 as Women's History Month and invite all to study and explore the numerous contributions women have made to enrich our community state and country.
Thank you.
We've had women in the past do so. It's been too long that we haven't recognized women for what they've done, and what they've done for us and for the community, and our nation, and the world in fact. So thank you for that. The next item proclamation is proclamation designating
the week of April 13th to 20th, 2026 as International Dark Day Week in Guadalupe. I've heard about this before in Northern San Luis County and I think it's interesting to see the recognition for what we're about to hear and Mike can you come up? And I'm gonna go ahead and read the proclamation Proclamation designating the week of April 13th to 20th of 2026 as International Dark Sky Week in Guadalupe, whereas the natural beauty of Guadalupe including a star-filled night sky is valued by residents and visitors alike.
Standing beneath the starry night sky inspires feelings of wonder and awe, fostering a growing interest in science and nature especially among the city's children and youth. And whereas the light pollution makes it hard to see the stars and has scientifically established negative economic impacts and environmental consequences for plant animal and human health Throughout the world and whereas the nearby Guadalupe Dunes National Wildlife Refuge.
Is an environmentally sensitive habitat that includes an endangered species that are highly susceptible to disrupted nocturnal behaviors, increased predation and mating interference from the artificial light lighting even at some distance. And whereas reducing light pollution can be as simple as directing outdoor lighting down Where it is useful instead of up to the sky and use an outdoor lighting only when necessary.
And whereas Dark Sky International is a globally recognized authority on light pollution and coordinates international dark sky week worldwide, We celebrate the many ways responsible outdoor lighting can eliminate light pollution, benefiting all life on earth. Now therefore it be resolved by virtue and authority vested in me as mayor on behalf of the City Council of the city of Guadalupe I proclaim The week of April 13th to 20th, 2026 as International Dark Sky Week in Guadalupe and urge residents to learn about night sky friendly lighting.
To implement improvements that reduce light pollution and to look up and experience the wonder of a star filled night. Thank you Mike. You
want to say a few words on Thank you, Mayor and Council. I'm here on behalf of a county-wide coalition of organizations of rather diverse purposes but of like mind on the benefit of reducing light pollution. Through the advocacy of these groups this year Santa Barbara County Board of Supervisors plus six of the eight cities in the county are all formally recognizing International Dark Sky Week 2026 We want to thank the city for its recognition of the value of dark sky. The benefit, as you mentioned is not only to allow us to see the Milky Way in the sky which would be a great even if that was the only benefit that'd be wonderful but also the health of ecosystems, the health of people.
The impact of light pollution that's particularly relevant, one impact in much of Santa Barbara County especially in this area is that it can significantly reduce crop yields in open field agriculture. That's due to disrupting pollinators, disrupting flowering cycles and growth cycles of the crops. And that's a relatively unappreciated or unrecognized impact But as the proclamation mentioned, light pollution is completely reversible immediately. It's a unique form of pollution that way. Turn the light off, point it down, there's no more pollution, there's no residuals.
It's completely feasible to expect that on a moonless night at night when we walk out of City Hall, that we can look up and see the Milky Way spilling across the sky. Or in fact anywhere in Guadalupe or other places in the county even near urbanized areas with good lighting, that's possible. It protects nature, it protects agriculture and it protects people. So on behalf of the coalition of groups we thank you and we join this city in urging residents to learn about night sky friendly lighting, to implement improvements in your own home to reduce light pollution. And once a while to step outside look up and enjoy the the Milky Way spilling across the sky so thank you. Thank you Mike

Now we have to control the fog, huh? All right. Item seven is consent calendar. The following items are presented at the council as approval without discussion on a single agenda item. Is there a council member that wishes to pull an item for discussion as an individual item? Whitney?
I don't necessarily want to pull it, but the SCADA system... Can we get an update in the city administrator report or I mean, I don't want to pull the exact agenda item but.
It will be there will be a there will be an update in my report.
Perfect thank you. Christina. Do we have a motion to approve the agenda item? Consent calendar I mean. I'll motion to approve the consent calendar. Is there a second? I'll second any discussion All those in favor of the motion say aye. Aye. Thank you. Now, management reports Interim City Administrator David.
Right. Good evening Mr Mayor, Council Members, staff and community members. Let's see we can We can start with the SCADA. The SCADA was awaiting a part for the, like a server part because it was a new system being installed and the internet has to run through an ITEC approved kind of system that part came in this afternoon And they will be here tomorrow at 2 PM to install.
And once that is done, SCADA will be complete. So the next council meeting we will close the emergency response for this item. And then we will continue on. We are currently awaiting county contact for the election box. They're supposed to be reaching out to us, so we're looking forward to that. There will be a briefing on the capital campaign this evening. Tom's gonna give a little presentation at the Royal Theater itself there is so much going on They're doing earthwork still they're digging footers on the inside of the building.
They met with Caltrans this morning to try to speed up the encroachment permit so that after contact is The architect, Mr. Shendale reaches out to the Historical Society to kind of get the information on what can and can't be done to that front wall. They'll be able to block off the sidewalk and proceed with repairs there. They're doing some framing out on interior walls. If you drive by the back, you can see they got some shoring and bracing on the rear wall or the east wall.
So you could see a lot of activity there There is some marquee review going in, some A&E with design team. Both the AGD and the city, Tom. A bunch of us were on a meeting the other day where we were talking about why it can't be done, how they're going to do it. If things need to be raised lower drainage whole bunch of input getting thrown on that marquee because we want it to last a lot longer than.
The current 1 did and that lasted awhile but it looks like we have a good plan to make the next 1 last even longer. There's been retaining walls put in on both the north, the south side walls bordering the properties. We had a survey done to kind of find that southern property line so that we can kind of eliminate this back and forth. We kinda have going and get a concrete idea that's more update and kinda make both parties happy as far as where that stands They're going to start laying out the mechanical and plumbing and stuff on the inside as soon as they get a couple more shear walls put up. There is still some engineering review for the interior footers that had to be cut out and replaced.
They're going to start prepping for plumbing and fire lines. It looks like there's gonna be quite a bit of foundation work on the interior lobby, And that seems to be some damage and then just some, what sounds like poor craftsmanship in the past. So they're working on that. And then the new pad areas that they have laid out that you can kind of see kind of flattened out, they finally passed the dynamic compaction test.
Probably going to get postponed because it looks like we're going to get weather next week, but they can start forming and. You know, prepping for actual earthwork or vertical work. Um, last minute headers, um. They're cooking over there. They're starting to form up the mounds for the barbecue pit areas. The skate park. Uh, they're throwing in utilities have been laid out.
Um. They're starting to do retention walls and footers so they're moving over there. Uh, 303 curbs are complete the buyer retention basin right there in the front that you see the kind of like a hole. Um, that's all getting put in storm drain. They're getting ready to start prepping the apron entrances, uh, you know, the driveways into the area. And then starting for 1 is going to start coming out on site they're going to be doing the.
To the meter portion. So, with construction you have PG side which is from the pole to the meter and then we have after the meter. So we're moving on that too. We're still being held up by the Caltrans permit, we met this morning like I said with the contractor that's doing the highway one renovations or the sidewalk renovations for Caltrans and Sousa it looked like it was going well whenever I had to step out but we're trying to find a way that we don't Double the work, they're going to be doing some work. We're going to be doing some work and we don't want to do it twice.
So there's more to come on what that outcome on that was. And then nothing new with highway 1-166. We're doing that meeting monthly. So I have something next month to follow up on that. That concludes my report any questions?
0:32 – 0:376 turns
You
get everything covered there. Right, we'll go to Item 9 Director of Public Safety.
Thank you Mr. Mayor, Council, staff, citizens. Bless you. In my report there's some items that I have to report out on and just so I got an email today someone saw the agenda And they said there was nothing there. They have to understand, I have to turn everything in a week ahead of time and things do occur afterwards. As far as community tours, I'll leave that to city council reporting out later on if that's okay.
Councilperson Villegas said okay? I will leave out city tours that the council person can report out Okay. Just information, TSA came out and they sent information to airport facilities will have no ice deployment at the Santa Maria Airport under our contract so That's something that I wanted to make sure we pass along. ISO has officially, rating has been updated. We're now at a five and they are sending the letters to their insurers that that's being sent out as we speak so if any citizens, their insurance company is not changing or any kind of rate please notify us in that way we can notify ISO Some are not really paying attention. So that was a major piece of work and we're glad we got it done.
We signed an MOU with Vandenberg Air, Vandenberg Space Force concerning drone apprehension. We have a partnership so does Lompoc in the county as far as the Sheriff's Department they're showing increased activity of drones and so we're working together if There's any incidents that come to our side of the base, that we will assist with investigations and if we have to remove the drone from the airspace. But they're closing off their airspace as far as for drones.
April 8, I sent this to City Council earlier today, Santa Barbara Housing Authority. They're going to be doing a fire drill at Escalante Meadows on April 8th at 10 o'clock. So let's make sure that there's notification so if people start calling in worrying about it we'll make sure that they understand what's going on. The housing authority is supposed to get the word out The vendor for the generator was on site today doing some of the electrical, at least checking as hard he's gonna plug everything in or put the instruments in. So I asked for an expected completion date and he says April 29th or May 1st. So that'll be hopefully April 29th for the city hall generator and May 1st for the PD generator.
And this last Saturday, I was a guest speaker at. Lompoc, the Unsung Heroes event for veterans with Joan Hartman was there. A rep for Ms. Limon and it was interesting the Lompoc City Councilperson Jeremy Ball comments he was making and I do not know what's going on in Lompoc but he made comments concerning The light will shine on improper activity as far as council and so forth. And I try to ask what's going on? He goes, you're blessed where you're at. All right, I just left it at that. So that was pretty interesting.
Whatever is going on down there. So that's my report unless there's any questions.
The comment chief and I'll talk about it. SB CAG meeting that CHP did the study they had the, you know the three months stay on highway 166 East and 166 West. They were supposed to be getting ahold of you because we can't there's a breakdown. of Guadalupe area. So if they haven't, I'll get you the contact information because we asked them specifically to give us the data for you know for the Guadalupe area coming north from going west from Santa Maria. Okay
i know that they received a grant and a few have been out there but it's Far east from Guadalupe as far as some of their enforcement, but it would be nice to get that information.
There's a portion from Santa Maria this way so I'll give you the contact information they're supposed to get hold of you. Okay thank you sir. Thank you question please

Chief on the stats that are done, reported crimes and those types of things. It shows total reports taken this month 54 and then the number that were taken the same month. This is for February of last year and it looks like it's double. So I have two questions. One is I would like to see rather than do you have this? You can see what I'm talking about
I don't have it with me, but I had looked at
where it says this month is fine. Then the next column rather than it saying this month last year, I'd like to see the prior month. So if this report is for February, I would like to see what January is and that's close enough to question why an increase? Why a decrease as opposed to 12 months prior? Just my personal feeling.
I can send that to you via email just to take care of that now.
Yeah, no big deal. But a year ago there were 30 reports taken and then this month it was like double. Is there any rationale? I mean that's hard to say last year this happened and now this year this happened to double the amount of reports taken.
Specifically, I have not delved into it but usually sometimes it's weather. If there is better weather and February too, a lot of sporting events that occur. Most of our reporting is usually centered around domestic violence. And so sometimes that's the uptick back to school, sporting events, better weather
Okay,
that's it. Thanks. I have a question there please. I see that there is six domestic violence reports. What do the survivors Do they have any wraparound services that you provide them like nonprofit connections?
We do not specifically but when we turn the reports in the district attorney has the victim witness Unit that will reach out, and it depends on what type of domestic violence that usually occur if it's going to be something involving the child. Yeah, we, we make sure that the Child Services are also involved. And but then too, as if the spouse needs to be taken away to a safe place. We'll make sure of that. But as far as Guadalupe Police Department, we don't have the personnel or staffing or funds to be able to do something.
Or just sharing information like nonprofits in the area that can support them?
If any nonprofits want to drop off information, we do have some in our front counter and they'll give them that. Also if there is any kind of restraining order given, some of that information is provided by the officer at the scene.
Maybe we can connect further on this. And then you spoke in regards to ISO ratings, when will be the next time you expect to submit further information to them? Is it every five years or one year? What does that look like?
About seven to eight years.
Every seven.
Mike Cash will not be here but we keep everything on file.
Okay so what can we do as a city to ensure that if chief isn't here that those ratings
Well, I think it's proactive and like Chief has already started doing what he found that wasn't done previously is actually keeping the information so that there is a source record to pull from and a process in place to pick up where he left off.
Okay. And then Chief thank you for taking my phone call today. I know that many residents in Guadalupe received the text in regards to ice being spotted in the community which caused a lot of fear and chaos. So I appreciate you connecting and taking that phone call.
Yes, ma'am.
Any further questions of chief? All right we'll go to the next item human resource manager Sylvia.
Good evening Mayor, Council, staff and community. Recruitment update for February City Administrator position council and staff are working together on the next steps in reference to candidate selection and any reportable action will occur at a future meeting We have added, as you can see, we've added our finance director. A little bit of old news in case you didn't know.
Thankfully he's trying to get acclimated with the team and getting things going and we're very glad to have him on board. And we did obviously acknowledge the PCF that has joined our team as well last week or a couple weeks ago I believe. Our fire captain is in the background investigation process And we will begin recruitment for the two temporary maintenance positions very shortly.
Workers comp, we did have a couple of injuries last month and no change in the long term. We will have our next employee training session, which is CPR first aid and fire extinguisher training. That's going to be held at the end of April I believe April 28th. You all are welcome to come if you would like to join I know one of you has expressed interest so just reach out to me if you'd like to attend it isn't all day eight to four training and our next employee recognition lunches scheduled to be held in May.
And then our personnel policy has been distributed to all the bargaining units for their review and any comments. So hopefully we can get that wrapped up shortly. That's it for me. Yes.

Good evening, Mayor Council members see stuff. How we doing community members with. So, February we started off with pottery making as a return of ceramics back in the community. We actually just finished out our course, which if you guys would like majority of the work is displayed in our lobby case. Beautiful work. I'm really glad to be bringing back ceramics to Guadalupe.
We will continue the course, we'll be picking back up in May 7th if interested please reach out to our office Moving along, we also had a movie night on February 13th. We had, what's the movie? 50 First Dates. Classic! Which was well attended. We also gave out free hot dogs provided graciously by GB Pack and Sneaky Pico. I always appreciate that. And then to round out our month, we had our the return of our father daughter dance, which was a ball. Truly, I really appreciate all those that helped, including see city staff and community members that volunteered.
It was well attended, people had a good time and yeah we're really excited to have it back. And then looking forward to the Mother Sun Dance to be brought in May. That was our February. Thank you.
Can you give us a little bit of information on the Giant Foundation organization?
Yes, the Junior Giants organization. We have been selected to have a league of our own through the Junior Giants organization which is free baseball and softball for the youth going all the way up to junior high. It's completely free registration starts April 1st Is non competitive baseball and softball. If interested, please contact the parks and rec department to sign up or you could go to the June giants dot org little hitch search under the Sam real league and you'll find the drop down of Guadalupe.
You'll find it or if not just contact my office, I'll be happy to walk you through it. But that is coming. There will be a summer league and we're excited to welcome it to our community.
Think a little deeper about where are you going to play?
So good thing I brought my shovel. We're going to need it. So over at Jack O'Connell Park, we have our baseball field, which is undergoing some renovations right now, which is a great opportunity for the community to get involved Because it's not only just for our youth players, and not only for our residents that utilize the field. But we'd also like to bring back our adult softball league.
So on April 4th and April 18. Those are Saturdays from 10 to four will be having maintenance days filled maintenance day specifically for the baseball field. So if interested, and need further information please contact my office if not we'll see out there. April 4 April 18. And we're going to just be doing maintenance on the field could really use your help to bring this field to get to feel game ready.
Yeah, we're really excited about it. We have a few donors from the community and surrounding community that were really appreciative of people are really excited to bring baseball back into our community. It's been a while I'm excited for it. It's a great thing. And we'd really appreciate your support in any way whether it be you know labor or donations. We appreciate it all or just you know fans we need the fans fill it up
Yeah, let me I'll go for a little further deeper than that. We have one of the baseball field softball field there at O'Connell Park has lacked a lot of tender loving care for many years as a result There's a giant organization coming in, the little kids' organization. Other individuals, adults want to play. So we've put together using GCEP, our city nonprofit asking individuals to donate. For instance, their first bid for soil, infill soil was $12,000 just for the dirt and that was way out of our league so there's an initiative All the equipment is needed to fix and maintain the field. And you know, the dirt so there's a, you'll see more information coming out shortly. You go to the field now and you'll see it's muddy and city staff and volunteers will be working on it to get it back to playing shape and beyond because in the years past that I think the Kiwanis Club back in the day had four softball teams, girls softball teams actually played there And that was many years ago and we need to bring that back to where our kids aren't playing in Santa Maria.
They can play in Santa Maria but they also should be playing here. That goes through all the sports, the football, basketball, any sport. We need to have local sports here and there's a long history of Back in the 30s, 20s with the Japanese teams playing softball here. The new old Guadalupe field it was back in the day so we want to get that back together and that population there was only about 1500 people now we got almost 9000.
And so there's an effort of community effort and a city effort to make that field bring it back to its playing stages. So thanks for the information Any questions of our new phone?
I just had a quick comment. I know last year, the Recreation and Park Commission wanted us to have more exchanges in June. Do you think we can have some updates from them anything that they want to share with us?
Definitely.
0:51 – 0:5921 turns
This may be of interest to bring up the wood
I'd like to thank TrustPro. They donated some lumber, we're going to be fixing up our horseshoe pits out at Jock O'Connell. So thank you TrustPro for donating your lumber and I hope to bring a horseshoe tournament in the upcoming this summer.
Please.
Quick question, do you have any plans to for Leroy Park to have like art in the park or particularly Cinco de Mayo as well?
So nothing planned so far for Cinco De Mayo we do have our Fiestas Patrias event and then as far as art in the park We could definitely add it to it. It was something I'd love to do a community art show, to showcase variety of different art forms. But if it's of interest, I could definitely bring an Art in the Park back. I know it was probably like two years ago actually helped out and was a part of it. But if it's of interest, yeah we could definitely do it again.
May 2nd is the bike ride.
Correct, Cycle Mania will be coming May 2nd over at Leroy Park. It'll be a great community event all things bikes we have local community member that's going to be doing some bike repair also kind of teaching people a little bit about bike repair will like I mentioned a community bike ride as well as will be giving out free hot dogs to the all participants and it should be a great day for community
Thank you. Okay, thank you. Next item is public hearing measure a local program of projects. Is Jeff your ticket?
Yeah so Jeff's not here so I'm going to give this a shot. He's stuck in traffic. So this is uh in regards to the local Measure A Program of Projects. So, what this is is back in 2008 it was voted on. In Santa Barbara County for a road repair and traffic relief. For transportation safety measures and since 2010 there's been a 30 year program or plan in place.
This the city of Guadalupe and every city in the county generally comes with some kind of pop or program of projects, and then presents that to SB CAG. Every 5 years so with this 1 here. We're hoping that the council will adopt this and allow the city to program this into the budgeting out of the Measure A funds. Over the last several years, the city has continued to meet its maintenance of effort throughout the city.
And with this, hopefully the goal would be to spend about 400K annually Providing street maintenance and repairs, not just paving but. And then along with this also, there's certain percentages that have to be devied up 5% for say pedestrians or alternative energy. So like charging stuff or bicycle paths, different things like that and then another 6% for sidewalk maintenance specifically We've done very well at maintaining this, so we hope to continue to meet our MOE.
I'll try to answer any questions if there is any but this is more planning above.
Just a little bit. You know, we're a member of the SBCAG, Santa Barbara County Association of Governments and yearly over the last decade or so there's been about $1 billion coming into Santa Barbara County. Most of it has gone to the S-curve, the highway 101 between Goleta and beyond, Carpentaria. So most of the money over the years past has gone to South County because of that need to redo Highway 101.
The last bit of money that is needed to finish that, it's about a 12-mile stretch. Hasn't been received by the state so that's going to be completed. So from basically Goleta all the way through to Ventura County, 101 is gonna be fixed. And the SPCAG board, because most of the money was going to the South County. Now it's 43% goes to North County, 43% goes to South County and then the rest of it goes into based on needs so the North County is now getting their share. North County is basically the tunnel this way, the tunnel north And so you have three, you have three representatives. You have let's see Santa Maria Guadalupe Lompoc the two supervisors, three supervisors. So they're the North County. So it's a good split now because there was concern that most of money was going to Santa Barbara and it was.
It was going to finish 101. Anyway, this money here is allocated based on what each city is deserving and what's carved out for each of the cities. So this is our share and as Dave mentioned there's a requirement to make sure that we spend our money on maintenance on the streets and stuff like that. And percentage goes through like sidewalks Right, we're working on now. So
I think unfortunately, I think a lot of our measure aid money for the last year has gone to the 166 project right just for different programming aspects of that right so it's not very seen throughout the city.
Yeah like
a big chunk
like 4 million
yeah like a lot of it so yeah And that's based off, you know, a 30-year plan that's been collected. So that's kind of going to bleed us a little bit but we are gonna try to focus throughout the city later this year early next year. Well
my two cents it's important so is there any questions of Dave? Is there motion to adopt resolution 2026 13?
I'll make a motion to adopt resolution. Pardon?
Oh, I better open it first maybe somebody out in the audience at 7... Thank you. At 650 is open to the public any public comments on this item nobody on the phone nobody on internet nobody and so at 651 we'll close it the public hearing Now, is there a motion to adopt Resolution 2026-13?
I make a motion to adopt Resolution number 2026 dash 13. Is there
a second? Any discussion? We'll have roll call please.

The resolution passes. Thank you David. Yes sir We'll go to item 13, regular business disposition of items of historical value from the Royal Theater. Is he Zooming with us? There he is. Hi Tom.
0:59 – 1:075 turns
Good evening council members, Mayor Julian, city staff and the community both on the internet and in person. This agenda item is coming about due to both the City construction team, as well as the general contractor understanding that certain items have become available that are of potential historic value. But cannot be reused in the construction of the Royal Theatre or the reconstruction, rehabilitation of the theatre.
And so I've had some conversations with the Rancho de Guadalupe Historical Society asking if they had any interest in these items Whatever they may be, and the society has said that they were interested at this point. We don't have an agreement between the society and the city but we will be working on some kind of an agreement that said these items Whether it's a small item, for example we have the glass door to the original theatre door that has etchings of the Royal Theatre in them.
We can't reuse that glass and so we can give that glass to the Historical Society should they want it The agreement needs to also include that they cannot in turn sell any item. They must keep those items or they could probably donate it to another non-profit of some sort, but they cannot sell that item I believe probably the beginning of March, I wrote a memo to the Council identifying some of the concerns that have come up.
We were unable to, due to the past fire and past water damage to the building that there were certain things we could not repair. Obviously the biggest one of that is the marquee itself And so the intent is to take the marquee, if we can and bring it back to Guadalupe. It's presently in Sacramento and the idea is to bring it back to Guadalupe and have the Historical Society to display it in their museum or some other plan. We...it's still up in the air At this point, we're asking for the council to prove the concept of us taking items of historical value and give them then the option of the Rancho de Guadalupe Historical Society to taking those items and either storing them or displaying them in their museum.
And I think that's most of it. At this point, we don't have anything to bring in front of the Council for resolution. I believe that will occur once we've come together and created an actual agreement. That would be the next stage of creating the agreement and bringing it in front of the Council for approval. I believe that's most of the item and there is no fiscal impact to the City Um, and I believe that's it unless there's any questions.
Yes. Any question from the council?
Hi Tom. Hey, how are you? A couple of things 1. I can't see in your staff report on page 2 Um, it's states that the Historical Society has informed the city. It is willing to take the marquee which the city is constructing team has determined to be unstable as a member of the I am a member of the Historical Society one of the board members were directors and we have not agreed uh to do that and just to clarify a couple things that you said and Albert is in the audience as well at our At our meeting, the Historical Society meeting this first Wednesday of this month.
This topic was addressed with us and we went around and around and around and we didn't agree to anything. We looked at or as it was discussed with us that the theater would give us the first option if we agreed to even consider Uh, looking at anything. At our meeting that'll be the first Wednesday next month we will be discussing this assuming that the council said whatever the council says yes or no to this.
Assuming they say yes then it's up to the historical society to say whether or not we even want to enter into any agreement at all so this is very preliminary as far as the historical societies part in any of this I just wanted to clarify that
No, and I do think it is early for everyone. But the intent here is to get an early approval from the council that none of these items end up in the dump. And that we do direct these items away from being destroyed, and at least at this point have the Council agreed to that concept of not letting these items be destroyed. The crux of the real issue is down to An agreement between the city and the historical society coming up with an agreement where there is an agreement of, and I agree nobody has ever told me anything other than the option to take any item. And it's down to the option. In fact in the staff report we do actually talk about what do we do for example if the Historical Society does not want that item?
And then it becomes the city administrator's decision on what the disposition of that item would be, whether we would actually end up putting it in the dump or whether the city would redirect it to something they would do with
it. Yeah I just wanted to clarify the role that the Historical Society has in it and we almost don't have a role as yet. That's all I want to clarify
1:07 – 1:1413 turns
Yep.
Have we contacted any other organizations to see if they're willing to take any of the items?
No, not at this point. We are feeling like we need to get Guadalupe's Historical Society and the city in position that they've come to an agreement if there is any agreement to be made. And then beyond that it could go to others. There are a number of theatre organizations, museums that collect stuff that we could use The next stage should the Historical Society again, there's an agreement. The Historical Society says we don't want that particular item then we can the City Administrator and even the Project Manager and so the historical consultants we have on the team presently can also come up with a disposition
Okay, any questions from here? Because there's a request to speak. My thing is it may be premature to move on this. I do believe that the Historical Society of Guadalupe Rancho Guadalupe Historical Society is our historical society in the community so if they don't want it then we can look at other options but Mr. Albert Nunez would you like to speak on this item?
Thank you, Mayor. Two years ago I wrote a strategic development plan for the Historical Society to expand its preservation efforts and storytelling parameters. I used that four months later to win a grant from the Santa Barbara Foundation to expand our and enhance our technological infrastructure so with new computers and photo scanners and document scanners and things like that.
Part of that strategic plan was to increase our visibility in the public and firmly establish that just like you said, we are the historical society. And so part of our charter is a responsibility to preserve the history of Guadalupe. And I think that this recent staff report and the wording on page two or whatever it was I think it needed to be there for Tom's purposes, but for our purposes and how I look at it as we're a year away or two years away from that strategic plan that we all agreed upon.
We need to look at a bigger work in our organization mean to look at a higher level. And when it's put on paper and says, the historical society might agree to take over the take possession of the marquee well things like that. Thank you very much. We did agree at our last meeting as Councilwoman Villegas said, that we agreed as a group to be open to take the option. So hopefully that will go through and There's no reason why we couldn't take an artifact such as the marquee and find a way to parse pieces out so that it could live in other places as well in Guadalupe. Maybe here, in the display cabinet here something significant and a small narrative attached to it maybe in a school display case things like that. The possibilities are endless and I try to err on the side of dreaming Beyond the limitations of our resources and manpower, which are limited anyway.
But when I write something, I don't write based on limitations. I write based on possibilities. And so I would hope that all involved keep that level of excitement about the future. That's all I wanted to say. I
want to throw you under the bus but if there's no agreement to take it I have no problem, personally, in allocating this to you folks if you want to take it. But if there's no formal agreement...
Go
ahead. If I understand where you're going on this, yes, if there's no...
From
your historical
side? You're right.
We our group needs to discuss whether or not there will be an agreement. Yeah, it's not that we don't have anything now and if the if we say yes then at our meeting in April the board will discuss whether or not we want to continue with this process and do we you know is an agreement appropriate? And what is our role in all of that? Yeah
comments. Thank you for what you had to say. Okay, my first question was that had we contacted any other organizations I think the Historical Society is you know our priority as far as it being a historical society Guadalupe but there are other local organizations that may be willing to take parts of it. I feel like this is a little as written is a little Closed in so I, I would like to see a plan of like a hierarchy of intention for the items. For example, having the if they so choose to have the.
Historical society, you know pick their items. But have we considered keeping any of them for the city and doing a display at City Hall? And then maybe a hierarchy of other organizations we could go... I feel like this report as written says that they're going to all go to the historical site society but i'd like to see a bigger report as far as what's the next steps because it doesn't seem like historical society landfill is what anybody wants Or, as our guest speaker just said maybe we could utilize the marquee in a way to build make fun you know fund part of the Royal Theatre like bits and pieces could be auctioned off or sold it could be necklaces I mean there's lots of things that I don't think this report is taking into consideration.
And I think we need to think about it a little bit more. That's all I have to say thank you.
1:14 – 1:2017 turns
Council Member furnace is concerns. Absolutely, we can modify the proposed motion for this to say that it doesn't have to be to the historical theater, but there's language quoted from the city's surplus property policy that Uh, says that the title could be transferred to nonprofit or educational organizations. That are dedicated to the history of city's history so that would I think include more than just Rancho Guadalupe without having to you know specify that in I mean we just did the policy um any motion you make would be subject for that policy so we would definitely have the ability to do that i just wanted you to know
Yeah, no I read that. I mean that's not my concern it's just, I feel like there are other things that we could think of beyond justice report its it, especially with the not concerns that you have but the organization you know we're a little bit premature in that, but I'd like to see expanded a little bit more and a little bit more creative. Are my thoughts, although I do believe that if the historical society wants anything I would love for you to take it.
But we could potentially yeah just just not not box ourselves in with what this report says.
Thank you. Um. The council. I mean, I have no problem in moving on this, but I don't what? I know they're not going to say no. Well, I have a feeling that they won't say no. Uh But if they do, then we have that other option of looking at opening it up so.
If
Well, the property belongs to the city and it has to be disposed of pursuant to the surplus property policy. This is a special green light to create a memo MOU to give the Historical Society the first option any offers Um, after that property would come back to the city and could be disposed of pursuant to the policy. And which case likely would come back to the City Council if we were going to propose disposing or transferring it to another nonprofit or something like that but we could you know we can create um I mean we can do something what my council member for Ness suggested and let's kind of create a hierarchy so that maybe you can delegate that Offer to the, to the other you can we can mail it we could provide. You could in the future meeting you don't have to do it tonight but in a future meeting to provide more direction about how you'd like to see items distributed if they're denied by the historical society.
If that's the if he if the council approves the idea of receiving are giving them the first option.
Because we currently don't know all the items,
right and there might be
some more than an assumption.
And we don't know how many they'll be what
else there's much.
Yeah. Okay.
That's actually a good point or will there be a inventory of the items, either before the historicals. I'm, I'm still talking before the historical society gets to make that decision. And then, or what they just have to make a decision next Wednesday or next month's will first Wednesday, second Wednesday, excuse me, first Wednesday without that inventory.
So, there will be an inventory collected. It will be collected as the construction manager informs the project manager or the construction general manager tells us there is an item or items that need to be collected. We will create an inventory. That inventory will be available And the dispositions of that inventory. So, the real thing is you have a city inventory of items and then a disposition of those items where did they go?
And so that will be created yes.
Thank you. One more question in the report it says that if the society, if the circle society does not recognize any historical value lacks available storage or if there are too many items such as theater chairs, the project manager will notify city staff To determine final outcomes of the items but as Councilmember Hernandez kind of mentioned with that, would it ever come back to counsel I mean or.
I mean is that what we're planning on
me. Oh sorry. Okay didn't mean interrupt. Yes, it will come back to the council if it's appropriate to do so. Because of the policy, the way I didn't quote the entire policy and I can get you a copy of it if you want to see how it plays out but there's a procedure that has to be done. And in a case like this we would... There's also a provision that if the council could make exceptions to the policy and I was thinking, like I'm getting ahead of myself but I was thinking we may use that for instance for the chairs We were we would consider them non saleable if we were going to give them. To the historical society, but maybe they don't want them all and they say we only take 5 for our display and we get the rest now. We don't necessarily have to dispose of that we can.
We can make an exception in our policy to say even though they're non saleable Council confined that they can be sold to maybe anyone that's interested in as part of a like the capital campaign or something, and use that money for that council can make that so there'll be a lot of opportunities for this for the council to make decisions on
Yeah, I think that's my biggest concern is I don't want anybody to just say okay throw it away when there's a lot of people in this room and beyond. That could be a little bit more creative with the where things can go if we decide to move forward with the Historical Society portion of this and if they do too.
Absolutely correct. The staff doesn't want to dispose of the items either. That's the last resort.
1:20 – 1:2925 turns
No, I was just going to say the same thing. The purpose of giving it to the City Administrator is for us to come up with another idea of what happens to it. If it's not going to the Historical Society we don't want to immediately send it to the dump. We want to give it back to the city to say what do you want to do with it? And I think the idea of having a hierarchy of other ideas makes sense
Uh, just real quick I think this is kind of to just formalize presenting items to. The historical society 1st and then that way we have items that we can say when we come back the council, if we could say we have X amount of this X amount of that. How would you like us to proceed versus? Hey, we have this do you mind if we take it to historical society? And then come back to you again and be like, hey we have XYZ.
How would you like this proceed? So it eliminates a step before we come to you. We've already checked with the Historical Society and then now we're coming to you for how would you like this proceed further.
And if they didn't
want
it, then we go to the 11 individuals that may want it.
And that's something we could probably work on Hey, we've contacted these people or these people are these people and they're willing to take anything historical society won't take. And then we have something already in place
I'm comfortable with that as long as I mean it's not quite written that way but um, as long as that's the intention.
Because if somebody comes to me and says, I have 300 chairs, I might just be like, eh. 300 chairs? They don't look safe anyways. Yeah. As a member of the city wouldn't feel comfortable just giving 300 chairs to somebody to get hurt. But knowing that it would be going to another nonprofit or another historical society somewhere else or somewhere that is into theater art. There's some places up north in Stockton and stuff they got some magical stuff going with just theater memorabilia.
Somebody might buy it, but to start the offer here local and then work out seems like it would be the best bet. And to establish something formal to eliminate at least one step in getting that going seems like it would be a good thing.
Go ahead, Albert.
There's no reason to assume that there'd be no partnerships that we could form with. For example, the theater was built by a Japanese family who wanted Build a string of them in California, in Central California. And when World War II hit, that quashed that dream. But there's no reason why we couldn't start partnerships with the emerging Japanese museum in Santa Maria and the Santa Maria Historical Society.
I know that the way it's written, I recognize that it says solely us but to me, We're just a member of a bigger historical preservation community, and it just helps to...
Yeah that's a really good point. Thank you for saying that.
Well we need to look at You know, moving forward with this. So to me it's approving the granting to the Historical Society if they want it but having the caveat that if they didn't want it there's other organizations that like you're talking about may wanna participate in receiving some of the artifacts so.
I have a question. Oh sorry. Phillip as a board member of the Historical Society any issue with my voting on this?
No, there's no financial conflict of interest because you're not paid as a member of the board I assume. There's no, there's no. It just it's just, it's not a problem. Mr Mayor for the motion. I guess it really comes down to whether you want to do emotion that it's along the lines of the recommendation which is Approve granting the Rancho Historical Society, the first option essentially.
And then basically we would come back with an agreement that you could approve or if it's more of like prove granting the historical society and other organizations, the option or you know what I mean? If you want to approve a specific request like before you which is Approve the memo you essentially coming back to you about the first option historical society and then they wouldn't provide what would happen if they refused, or if you want to say right now well we want to include other organizations.
I don't think it's necessary but I wanted to know that that was the council's preference in terms of giving us direction.
You want to say something?
I was just going to say, I feel like we could probably approve it as is if we decide to as a group. But then can staff take direction on the next steps of that kind of what we talked about
tonight? Absolutely you'll have the opportunity to give that direction in the MOU that comes forward this is just a kind of a conceptual approval. You're still going to approve the MOU that will have the details and if there's a problem with that you can give us direction to make a change in the agreement at that time.
Yeah, I feel comfortable with
that.
Is there a motion to approve the recommendation as noted?
I'll make a motion to approve the recommendation as noted.
Is there a second?
I'll second.
Any discussion? All those in favor of the motion say aye. Aye. Any nos? All ayes. Thank you Tom for that one and staff and everybody else who participated. So we'll go to item 14, selection of capital campaign coordinator for the Royal Theater. David.
All right Mr Mayor, Council Members, staff and community members thank you for being present so what we have here is a recommendation to officially appoint Tom as the Capital Campaign Coordinator he's been doing great things with it so far So far, he's been the sole proprietor of gaining the $9.9 million-ish from my understanding as far as Not just him directly, but the people he's worked with and the organizations he's worked with. I think it goes all the way back to GBPAC. I think that's what they were called?
Sorry, way before me. So he's already got the established contacts. He's been working on it. He has got members that are interested in using The outbuildings at the performing arts facility for educational center. Educational rooms and he's currently in search to close the funding gap. So, pretty much what we have here is either a recommendation to appoint Mr brandonberry.
Or alternatively, if Council would like to seek out an additional RFP for a capital campaign coordinator with Tom currently working as the project manager through the transition. Away from that, and doing the grant management with the. His ties to this project are. Fiscally deeper than anybody so to just kind of make it official and, um. It seems like it currently ties in with his current contract anyways as far as duties.
And he's going to give a presentation about his strategy and how the campaign is doing currently, and what he sees going forward as well. So I will give it over to you Tom.
1:29 – 1:455 turns
Again good evening council members and Mayor Julian and the community and city staff. Oh, thank you very much for bringing up the slides. So the first slide is I'll let it come up before I talk. So for everybody who's seeing this, and you know this is going to be on YouTube and be available after the presentation and after this, that QR code you're seeing right now will take you directly to GCAC's webpage and the donation section So if you click on that, you can make a donation. You make a donation for $1 or you can make a donation for $5 doesn't matter what you want to make but if you want to make a donation.
If you take your camera put it on top of that QR code, it will take you to GCAC's website and the donation section. The capital campaign has been, I will say that a group of volunteers and you saw them earlier. And they can probably stand up and you can see them again but these individuals have been working since December with me on coming up with A capital campaign ideas, ideas of what we call gifts for donations.
And so I want you to know that these people have been working voluntarily as a high been working voluntarily up to now to come up with some ideas and the purpose of tonight is to walk through those ideas And get some feedback, either from the audience that's here tonight or from the council members or from staff on do these ideas work? Should we do something different? Have we missed something?
Are we off on doing something? We want this to be an opportunity to also give some feedback. Whether you give that feedback immediately as part of this presentation, whether you grab one of those volunteers and give your ideas to them Or whether you email or message us, we'll take any ideas you have because this is not final. These are our initial implementation, initial ideas of what we think a capital campaign will do to help fill this gap.
You'll also notice that we have a thermometer also showing on this presentation Uh, it shows the 3M that we need. It's a little less but we've just rounded it. We will have this presentation, this thermometer showing as many places as we get an opportunity to put it. As we get to each of these numbers, we will fill it in so that you can see us reaching to the top.
Going off Just slightly, I would like to give a positive message that I just got. This afternoon the Santa Barbara Foundation sent me an email in which they indicated that the capital campaign has just received $50,000 from the Doebs Fund for Performing Arts So I just wanted everybody to know that we've just got a $50,000 donation. Which is fantastic. Anyway next slide please.
A little bit of information on GCAC. So, GCAC is... we call the city's non-profit. It is a non-profit organization that has a mission to help the city. They are also presently the city's fiscal agent for the capital campaign so their website has all the information on the capital campaign Their website holds the donation. Any donations that go to the capital campaign will go directly through GCAC and their bank account.
All donations that we get, whether it's a check or whether it's somebody wanting to make a direct donation. We would pass those donations through to GCAC's website or GCAC's staff. So for example the 50 000 donation I will be calling Tobes and Santa Barbara Foundation and I'll be having them write that cheque out to GCAC And then that check will be delivered to the president of GCAC.
Or the fiscal, or the treasurer of GCAC so that the money, the cheque goes to them and then is put into the bank. That's basically the flow of donations and how the donations will work. Next slide. And this shows you at the bottom, it shows you the donation button and how it works. And again there's your QR code. So if you were going to their website directly and making the donation directly without using the QR code, you would land on this green space to make an actual donation.
Next slide. So, as I said earlier, so this volunteer group that you've seen tonight and myself working since December meeting on a weekly basis. We decided our name is going to be Friends of the Royal Theatre My personal hope is that the Friends will continue beyond the construction and beyond finding the gap that we need to fill, and actually help the operation of the theatre as well in that stage of its work. So my hope is this Friends of the Royal Theatre will be around a lot longer than the money we need.
If you, again if you have any questions, you've seen the people that are in the room. If you would like to be a member of the Friends of the Royal Theatre, at the back of the room there are some volunteer sign-up sheets. Please fill one of those out and give it to one of the members of the Friends of the Royal Theatre and we'll get you signed up and into the meetings.
The following slides are the one after this one. I wanted to start with these. Next slide, please.
That's it.
No, there we go. Yes. So these are the early suggestions that we have of raising money for the Royal Theatre and the gap that's needed. These T-shirts as you saw people wearing and as the council members have, we would hope that you would wear them around so people see them and they need to donate to the capital campaign. These will be as soon as we have the price worked out and we will be putting them on the GCAC website for sales. If we have an opportunity to go to any tabling event, we would take spare T-shirts with us to sell at the tabling events.
And this is what the T-shirt will look like but also the hoodie will look the same as well. So we will be selling hoodies as well as the T-shirts. I've been thinking about also the small logo and whether that can go on to a hat or cap. Next slide. You also received, I believe, Um, plaque and the idea of those plaques is that they would go on the back of the chairs.
As a donation again, they still need to be priced to work out what was the most appropriate price for them to go on the back of the chairs? There's also There's also some discussion about what the chairs will be. Right now we're looking at whether we have enough of the original chairs, the structure of them seating part of the chairs in good enough condition and whether we want to replace them with a much later version like a 1975 or keep the ends of the chair.
If we went in that direction, we may have to do a different plaque because the 1975 chairs, the back of them is metal instead of wood so we may have to make some changes before we're able to actually put out some plaques to go on the back But that's the idea is to put one. I don't know if anybody's ever seen them, but I've been in theaters where plaques have been put on chairs as donations.
But when I've seen them they'd been on the armrest and they really didn't look very good. So I think they would do much better on the back of the chair as opposed to on the armrests. Next slide please. This is naming rights. We have opportunities to have naming rights for a number of portions of our Performing Arts Centre, we can have the naming rights at the overall facility Performing Arts Centre, we can have naming rights for the plaza that is on the south side of the building in the front The amphitheatre could also have a naming rights. We have inside the one-story building, we have three classrooms.
Those classrooms can have individual naming rights. The green room which is pretty standard to give that a naming rights and again these naming rights just to be clear there's two things to be important about the naming rights one naming rights are determined by the council So, no building, no name will be added to any portion of this building without it going in front of the council and the council approving both the name and the price.
I would ask Philip there was at one point we were coming up with a naming rights policy. I don't know if that was ever put in place.
Um, not it hasn't I restarted work on that. But yeah, it'll have to be approved by the council and before any of that can take place.
Yep and then of course there's the kitchen as well so again all of these naming rights need to be part of a policy and Needs to go in front of the council for Council's approval. The other thing to be aware of, we can call it the XX Performing Arts Centre but we will never ever have been able to change the name of the Royal Theatre that is the Royal Theatre at the Performing Arts Centre. The Royal Theatre is its historical value without that name it's no longer historic building.
Next slide. Probably most of you have gone into a performing arts center or some kind of a building, non-profit building that could be even a medical building where a number of donations are made and they create a donation board inside. So these are just four examples A thank you board for donations that are made at significant amounts. The design has not been made yet and again if we do come up with a design, that design has to go in front of the Council for Council's approval but the idea is you'd have one of these designs and it would be placed inside the theatre And depending on the amount of their donation, they would get themselves a place on this.
Donation board all of it still has to be worked out in details and all of it still needs to be put in front of the council for the councils comments suggestions changes and obviously approval. Next slide. So this is obviously not up to date anymore. So the most important thing to remember about this is I and friends can only give you information on gross, I can only tell you what has been received on a gross level GCAC would have to be the organization that would come in front of the Council and let you know what the net is, what's now available. Because there is a difference between what we get as a donation and what the City gets remaining to be used for construction.
So, I would personally recommend that GCAC maybe spends a certain amount of time coming to the council and letting you know what the capital campaign presently has. But this is the growth as of yesterday. Today we would add 50,000 to this plus we did get somebody Donate $25 yesterday as well, so we have 50,000 plus 25 dollars that has come in since this was done.
And
1:45 – 1:5114 turns
that's
it
yes. This is still set up for the old foundation donation cycle.
Oh, I'm sorry. Yes. Thank you. Yeah. So the Hudson donation we did get a foundation and they did give us 100,000 however they gave it over three year installment. The first one was 20,000. The second one which will come in in 2027 is 20, 000 and then in 2028 They will be giving whoever is operating, because at that time it was the operating 60,000. So they purposely spread the money out and I don't know for sure whether this is why I can't give you actual numbers. I don't know if that first 20,000 installment has come in yet or not.
But the total balance is 100. Oh, good. Thank you. So the total balance from that nonprofit is $100,000. And that's my presentation unless anybody has questions.
None of your members stood up. Do you mind standing up?
Oh, thank you.
Where's Jesse? You standing up, Jess? Yeah,
he is. Jesse, you stand up.
Okay. Thank you. Oh, he is standing up. Thanks, Jess. Questions of Tom that we have some requests to speak from the council before we move any further. Any questions of Tom? Thank you, Tom for that and then we have Judy Wilson
Good evening, Council. Evening staff. Good evening community attendees. Can
you put that a little closer to you?
Um, as, um, as outlined here on the agenda item number 14. It says Mr Bradenbury will outline his vision progress to date and strategy for completion of the Royal Theater capital campaign. I don't feel that he's done that. And in prior meetings that this subject has been brought up, I still have questions in terms of what exactly he's going to be doing. I mean, as of right now he has not proven to me that he should then be appointed as the capital campaign coordinator.
And as I said in prior meetings when questions were brought up in regards to the financing and the budget and things that had to Deal with the rail theater. I don't feel that they were ever completely answered. Um, I've been following this along since the bond was first brought to the community and since then, um, I've had just questions And not only from the council, but from all the community members in prior meetings.
I just do not feel that at this point that as a resident that I would I don't think that the council should appoint him at this point because of the information is just not there for me. And thank you very much for your time.
Thank you, Judy. Next individual, Chachi Rivers.
Mr. Mayor, Council, community pleasure to be here with you Some of you may or may not know me. I'm Chachi Ramirez. I think five years ago, I drove down Main Street and saw the Royal Theatre and fell in love. Called Ariston and was connected with Tom Brandeberry. And I think for three years we worked the grant with Tom, my wife Mira. So super close to my heart. I love the theater and it's so exciting to see what's happening and seeing the progress that we've made. It's been a long time but when I see the walls coming down on the dirt work happening, it's like super inspirational for me. And as you may or may not know, I'm a filmmaker in the community. So that's why I'm interested in the theater Sorry, let me get my blood settle.
On just a simple point on this capital campaign, I think it's really important that it is community and it is local. And just on the basics of Tom being far away, I think is a hindrance to getting in front of people showing up in Santa Barbara. The total fund, I know money that needs to be raised is pretty big. And plaques and t-shirts, I love it. It's great. But I think there's going to be some real heavy hitters that need to come into this, and to make this what we're all dreaming of together. And I think it can be done incrementally. Um, but as far as Tom being local he's not local, and I think that's really important.
1:51 – 1:5731 turns
We haven't, we haven't gone through that.
Okay. So anyhow, if it does become a paid position. I think looking at the duration of the contract, it might be really great to have Tom working coordination with someone times are very good at public funding. He's good at government and he's, and he's definitely brought the project along way. And it's you know that's amazing. It's everybody's dream, but it might be good to have someone on the ground who can come to the city and go to meetings.
And so, you know, I love this project. I know most of you pretty well and so that's my two cents on this. Thanks.
Thank you. Next individual, Ms. Baylor. How are you doing?
Hi everyone. Council, staff, community. Mira here. I think my only thing to add is really just that, I think this is a premature decision because you don't know if it's paid or not and I think that the staff report doesn't adequately address but if it going to be paid why not open it up and see if there are other people who have particular capital campaign skills to do this job? And I don't think that's addressed in the staff report. So, I think it's premature to approve Tom to run this when there's no information about how much he would make, how long the contract would be for if other opportunities have been looked into and I think I urge the council to table this and to ask staff to come with a report where they've looked into the other opportunities and they've had those conversations with Tom to understand what the financial impact might be.
So that's all thank you so much.
Can I interject before we go the next one, because I just want to it's just relevant. Um, yeah, it doesn't really address that the pay for this particular job, but David you did mention that it might fall within his current contract but
right if you, if he looked at, if it goes out the RFP, it's obviously going to be a paid position. With Tom, it falls under his current contract. So he'd
be getting paid the same amount of his current contract but it would be going toward the capital campaign have we haven't done any
and grant management because he is doing the EDA. And he's still currently the project manager until we make a transition.
Okay, so like Mira said and it'd be interesting to know how much money would go toward this particular capital campaign or at least a projection because Phil you might have the answer to this but what's our minimum. Or what's the requirement for an RFP to go out if there's a certain chunk of money that goes to somebody like how
More than $50,000. Yeah,
yeah more than 50,000 within the city administrators authority or department head authority but if it's over 50 you would have to go to the council I think in this case we clearly want to go to Council regardless of the amount.
I don't understand that last part I'm sorry.
The, the council would award the contract
for the
RFP for this regardless of yeah
if they're if that's the direction we went correct but we don't know what that amount would be because there's no not been any numbers provided is that right.
Correct staff is making the recommendation. Based on, like I said Tom's experience as a capital campaign his relation it's not quite sole source because that's a different thing. Not quite sole source but it's within us we've always kind of considered this when when he was originally hired we always its staff level and just sharing. We always considered that the capital campaign would have been part of the natural extension of the services.
Um, but under the circumstances we're offering as an alternative to council wishes to go. To an RFP and Tom would submit a package like anyone else I assume.
I think it was before my time, but when the project manager... Do we have to submit an RFP for a contractor to be subbed to be project manager? Do we have to do that?
I can't remember how the selection process worked. I don't remember how that happened honestly. That was before our current policy of purchasing guidelines. So, and I like say I can't remember how that came about but Tom was already mean it was Los. I think Los Amigos de Guadalupe was originally part of it I just can't remember what happened. What
are those purchasing guidelines set strictly by the city or they set by state
know they're adopted by the council.
So there's no state purchasing guidelines regarding like with a minimum for an RFP.
No.
Any questions from the council? I believe Tom has been an influential, regardless of where he lives. He's been influential for the community of Guadalupe with Libre Park, with Los Amigos, with what we're doing now and I think we can work out the details in terms of any compensation beyond what he's doing now with this. So I believe that he needs to be appointed as a capital campaign coordinator That's my feeling.
Was that all the public comments?
Yeah.
Oh, OK. Got it. I feel like I just can't make a decision without knowing the financial impacts or just having some type of financial information on my end.
It's getting paid right now.
Yeah, I would like to see that information.
Once that happens then we negotiate with them and if need be then we go to
the... I just feel like they're excuse me sorry apologies. Pardon? I said apologies
1:57 – 2:0423 turns
When that happens, we go back and open it to the public in terms of locating an individual who ran a campaign. Go ahead.
Would be in agreement to have Tom as the capital campaign coordinator, simply because he's been living and breathing the Royal Theater. And to have somebody come in and start from scratch. To me might be a loss of time I have no issue with his being the coordinator selecting him for that.
I don't think we have enough information yet, and I'm not really sure. I still think there's some unresolved or unexplained I guess, where the project management capital campaign. Grant administrator stuff comes into his contract. Um, I think I asked 1 time for a copy of the contract, but I don't think I've seen it yet. So, I don't I don' think I have enough information and I think.
And like Judy said, I don't think the vision was presented fully. I think that. It was lacking in what? How plaques and t shirts are going to, you know fund that $3 million gap. So yeah, with this information I don't have I don't feel confident appointing it but i'm not saying what you know with finding out how much that would cost or how much we could, you know there are companies that do this as well with resources that could You know, reach out to others. I just feel like we could it's just premature at this point especially if he's still doing stuff and getting paid for it but maybe not heading the capital campaign. I think in conjunction with somebody that knows more about this particular type of effort might be the best option but yeah right now I don't I don't feel confident with that this particular recommendation
There's a recommendation to appoint Tom Baden-Murray as the campaign coordinator. Is there a motion to do
that?
My understanding in conversations with Tom is that he would be the coordinator as a volunteer,
It's a little murky, because there's you know he's getting I mean there's a contract already in place which is why I think the questioning
and that's a separate contract this is the capital campaign it's a separate thing he would volunteer his.
I would suggest not yet not speaking on that.
There's two, one is a point or the alternate is to recommend directing staff to initiate a request for a proposal for qualified
firms or individuals to serve the capital campaign.
I'll make a motion to appoint Tom Bradenbury as the Capital Campaign Coordinator.
I second. I'll second. Any discussion? Roll call please.

Thank you all for your comments.
I have for the next meeting. I'd like a proclamation on library week, which will be in April.
I would see if it's okay with Council to list under unscheduled in regards to the Cesar Chavez Street renaming of just having that conversation and see what that could possibly look like for Guadalupe.
Yeah, I agree
with that thank you.
I do have a question. Last council meeting, it was brought up to come up with an MOU with the veterans facility. Do you want to try to do that for April 14th or put it on future like more further out?
What we have to do to me is we've got an M.O.U. for the building which includes The AA group, which includes the Historical Society, which includes the VVA and Post 371. So I think we have to, unless Phil has that already, to know the ins and outs of that.
No, I have an outline from previous negotiations and we have a new regime in there now. So I would like to meet with Deke or whoever to discuss issues of importance and then I can finish the
job. And also the Historical Society and also AAA or whoever else uses it so if somebody else leaves the building or their room that we need
So maybe like a, like an MOU between individual agencies and then an overall usage policy? Yes.
2:04 – 2:1012 turns
Okay.
Excuse me one second. David did you say a future item on schedule or did you come up with the national meeting date?
No that's the part I'm waiting on when you would like that. What's that?
No, I had asked if you're
on the library thing.
No, something else. That's the MOU. Okay.
Oh yeah for the MOU do you want it for the April 14th or later in the month? I think it needs to go later.
Okay.
For the future agenda item Mr. Mayor. The gift policy that's been unscheduled forever now that will be moving up Maybe the Tuesday, April 28th meeting but if not then the one after that just so you know. Okay now that the capital campaign's been officially started and there's naming issues we're going to need to move forward on that
okay. The next item uh item 16 announcement council activity reports. Gene anything? Christina?
I attended the pesticide forum this weekend. There was an amazing concert by Las Cafeteras, really great performance, packed house. I also attended the Planned Parenthood alongside Miss Villegas. It was a great event to see other resources and organizations come out and support the Guadalupe community Also want to give a shout out to Supervisor Lovenino, his team, Lawanda and everyone that reached out to the elections office. I'm really happy that they have shared that they are going to bring back our ballot box. I think Guadalupe deserves the right to vote in their own community so thank you.
See, let me the last meeting I said I had attended the zoom meeting on February 13th housing and homeless. And I didn't have my notes at the time of very briefly there. It was a short meeting because it was right before the three day holiday, and a lot of the players weren't there. They talked about Mayor Patino shared this meeting, and she talked about the reduced funding for housing in the homeless.
There is an individual from Glead and this is the second time he's brought it up He's talking about a point-based ranking program, which means that for somebody who resides in the city of Goleta or works there would get preferential treatment in terms of choosing available housing. He's talked about it more and more I don't know if it's going to become a reality, but he seems to be really focused on that. There were some staff members from the state in Sacramento that talked about funding as well when they reduce funding.
I had thought there would be more information on the mixed status. Now it's going to bring that up next meeting, but there is a deadline coming up so there was drafted letters sent out to those of us who attend these meetings that if you are opposing what HUD is trying to do as far as eliminating the proration rent or assistance for ineligible Excuse me, ineligible residents. Those who may not be here legally and there's a deadline of April 21st if anyone is interested in a letter to individually write to the state on this I have that drafted letter. I will send it out to all the council members and to you David It could be sent out as an individual or representing an organization, representing the city. And again there's a deadline of April 21st and I would send the instructions out to each of you before the end of the week.
As Christina said there was the, what was it called? Community Cares event at the Social Club And it was kind of neat because it was a mixed group of organizations there. There was the Planned Parenthood, of course they sponsored this. The League of Women Voters Commission on Women. There was a County Department of Behavioral Wellness, Cal OES Emergency Services which was kind of neat to talk to them what to do in the case of emergency.
Let's see what else. The Friends of the Guadalupe Library is having a puzzle contest, and it started yesterday and it's going to run until April 17th. If you're familiar with the puzzles word search we have four different puzzles there are three different age groups just go to the library ask for the puzzles any children adults teenagers what have you And the Friends of the Guadalupe Library Board will be reviewing all of these at our meeting a couple days after April 17th, the deadline to choose the winners and their cash prizes.
Oh, I forgot. Was it last Wednesday? A group of us from the city here went... We were invited to tour a truss pro right up the street and I live in Treasure Park. I walk past there all the time and I never really knew what they did. It was kind of neat to watch the cutting of the wood and the trusses are what goes on a house for those who are ignorant like me And it was, it was kind of spiffy to see. But that's pretty cool. It's very cool.
And the owner was the one Steve Herring says he was a gentleman that walked us around the plant there. Very nice.
2:10 – 2:134 turns
So as our new full brought up we had our first pottery class I was six weeks and all of our art is in the hallway. I suggest checking it out. The potato is mine Did you see it there. Please go check it out before you go. No, it's my prized possession. That being said, the other item that I'm working on an effort for transparency is meeting with David to talk about the Royal Theater and answer any questions community if you have any questions please reach out to me and I can get them to David some of the items we talked about.
We're just potentially getting the three week look ahead from the construction company email to us a projection of the finances, possible projection you know estimated costs and what we're missing I know that the capital campaign will, you know has a $3 million goal. And I kind of just want to see where that goes out might fall in the city or the capital campaign at this point. And then that's it, but we plan to meet at 1030 on Fridays moving forward. And as I receive information, I will share with the community. Thank you.
Thanks for making that happen. It's a good thing. I attended three meetings with the county. You don't need to know all about that. But Santa Barbara County Air Pollution Control District had free air purifiers. 500 were given to Guadalupe residents And what had happened, they actually came and put inserts into the food bank. And these were all home delivered. So if you ordered one, they took them to your home. You didn't have to go anywhere.
That was pretty cool. Santa Maria wants to get in... I'm looking for volunteers. Our city wants to be involved in a 250 year anniversary with Santa Maria. Which one of you want to volunteer? We don't know. Okay, I'm going to find out what's going on. There's a lot going on anyway that's all i had is there a motion adjourned to executive session closed session?
Is there a second? I'll second. Any comments? Ms. Furness?
Yes. I got it, thank you.
Any discussion? All those in favor of the motion say aye. Aye. Close session.
