UnidentifiedUnidentified speaker 3Proposed3:54

And continues to do it.

The next item is ceremonial calendar. The first is mental health awareness Month proclamation. I don't know if anyone's here to receive it, but I'll go ahead and read that. Proclamation, Guadalupe Mental Health Awareness Month. Whereas in 1949 Mental Health America, MHA designated May as a mental health awareness month observance which encourages open conversations about mental illness and works to dismantle the stigma that still prevents millions of people from seeking help.

And whereas this year mental health awareness month theme is more good days together. And whereas mental health is essential to everyone's overall health and well-being, and addressing the mental health needs in Guadalupe of children, youth, adults, seniors, and families is fundamental to a healthy community. And whereas all people experience times of difficulty and stress in their lives, and with the prevalence of mental health conditions in our nation It is important for all members of the community to know that specific tools exist, which can be used to better handle challenges and protect one's health and well-being.

And whereas prevention is an effective way to reduce the burden of mental health conditions, and with early and effective treatment individuals with mental health conditions can recover and lead full productive lives. And whereas it is appropriate to recognize the importance of improving the mental health of all of our residents and Guadalupe is committed to raising awareness about mental health, promoting effective community partnerships and collaboration to serve the mental health needs of our community.

And increasing access to culturally and linguistically appropriate mental health services. And whereas to anyone struggling with mental health know that you are not alone We all have a duty of care to reach out to one another and leave no one behind, as we are all in this together. Now be it therefore resolved that by virtue of authority vested in me as mayor on behalf of the City Council I do here proclaim the month of May 26th in Guadalupe as Mental Health Awareness Month and encourage all citizens businesses organizations and agencies to work collaboratively to reduce the stigma a mental health, mental illness and to increase the mental health in our community.

If I may, Deke, can you speak a little bit about where he's gone? Let me just since he is gone, I'll speak up a little bit about mental health and issues with our veterans now there's almost like 15 individuals that have PTSD and are actually committing suicide So this is important for us to know. If you know anybody that's in the military, anybody that's not even in the military that has issues with mental health please seek help because it's always important for us to be aware of those needs so thank you.

The next item is Asian American and Native Hawaiian Pacific Islander Heritage Month Proclamation and our astute councilwoman will read that.

UnidentifiedUnidentified speaker 1Proposed7:28

We'll get through this one. Asian American and Native Hawaiian Pacific Islander Heritage Month. Whereas this month during Asian American and Native Hawaiian slash Pacific Islander Heritage Month, we recognize the history and achievements of Asian Americans, Native Hawaiians and Pacific Islanders across our nation. And whereas we reflect on the tradition of leadership, resilience and courage known by AANHPI communities. And we commit to the struggle of AANHPI equity. And whereas Asian Americans and Native Hawaiians and Pacific Islanders make our nation more vibrant through diversity of cultures, languages and religions. And whereas there is no single story of the AANHPI experience but rather a diversity of contributions that enrich America's culture and society to strengthen the United States role as a global leader.

And whereas the American story as we know it would be impossible without the strength, contributions and legacies of AANHPIs who have helped build and unite this country in each successive generation. And whereas from laying railroad tracks killing fields and starting businesses to caring for our loved ones, and honorably serving our nation in uniform. AA NHPI communities are deeply rooted in the history of the United States. And whereas the city of Guadalupe also celebrates and honors the invaluable contributions the AA NHPI communities have made to our nation's culture And the arts, law, science and technology, sports and public service. Let us not forget the courageous AANHPI who served on the front lines during the COVID-19 pandemic as healthcare providers, first responders, teachers and other essential workers.

And whereas the city of Guadalupe affirms the Asian Americans, Native Americans and Pacific Islanders make our nation strong. Now therefore be it resolved by virtue of the authority in the mayor and on behalf of the city of Guadalupe City Council of the city of Guadeloupe. We do hereby proclaim May, 2026 as Asian American Native Americans slash Pacific Islander heritage month.

Thank you for continuing to participate. All right. Management reports. Was there someone else that wanted had something to speak on a community participation open duty? Was that someone that okay, cool. All right. The management report City Administrator Information on the Mr. Three here

UnidentifiedUnidentified speaker 7Proposed10:54

All right, good evening Mr. Mayor, council members and Council Member Fernandez out there in Florida getting a tan.

UnidentifiedUnidentified speaker 6Proposed11:03

It's raining here actually.

UnidentifiedUnidentified speaker 7Proposed11:06

Go figure you go to somewhere nice and it's horrible weather. Okay so Royal Theater construction is moving on the historical stuff has been pushed on to the federal level. It made it through state they are still doing some Footer work on the interior, still prepping for concrete for the exterior. For the pads so today they were supposed to get the sewer profile that they've been needing for the permit. So, um.

I hope they got that today so they can submit tomorrow. The good thing is Caltrans has given me access to be able to view all permit status, so we'll be able to check on that real time and be able to give them the go probably before we get the email to go. So that's good on that and the information we got was that the front facade wall We could do what we need to, and maintain historical integrity. So we'll be good on that aspect. Moving on the Los Monteros, we're moving pretty good on that. Doing a lot of the grading, they're getting ready to start pouring curbs and gutters along the south entrance.

So this 9th Street at the bridge, they can restart doing that. They're thinking they might want to hold off and see what the skate park contractor says about egress and ingress into the location if they're going to need more access. But they're getting the dog parks squared away, and all that stuff should be moving pretty quick. 303 is cooking. They got I think both of the front aprons in now.

They got the gate ordered. They're prepping, doing final prepping on the ground for the asphalt lane. So this is moving pretty good there. And track again we got all the permits issued now There is still some little coordination needs to happen with, like a frontier and as far as. Moving utilities and pulling utilities things like that but as you guys have probably seen.

The project is moving really quick on the East side and. We were going to restart construction on June 1st. But they made it to our site and ripped up our sidewalks today so, um. They're remobilizing on the 26th and they're going to start kicking off construction again. Um, I don't know how in depth is going to be in the beginning because it's. I don't know a week sooner than they had prepared for but they're still planning on the 26th of May.

So we will be using that temporary bus stop that's there and they're still going to allow access and 80 access to the train station itself. They're gonna restore that back to the condition. It was in today before it got ripped up. And then the only other thing I got from that is we now have the lost dog scanner stations. One is located right here by the fire department and the other is at the veterans hall. So people, they find a dog, they come up, they scan it gives them a number, a chip ID. They call a number that's on a little board there and they can look it up and feel the contact to whoever the animal belongs to So that's it on the administrator report. Any questions on

UnidentifiedUnidentified speaker 7Proposed15:13

but... Well you know it's good to know that they're starting to move around since we were We just paid them a lot of money. So it's nice that they're out there, you know?

UnidentifiedUnidentified speaker 5Proposed15:22

David I have a quick question. Yes ma'am. I'm excited to hear about the pet ship. I went to the ribbon cutting in Santa Maria at the fire department. Will they be sharing a flyer for residents to know about that?

UnidentifiedUnidentified speaker 7Proposed15:34

Um, I have a flyer. I can post it on IG.

UnidentifiedUnidentified speaker 5Proposed15:37

Perfect.

UnidentifiedUnidentified speaker 7Proposed15:38

UnidentifiedUnidentified speaker 7Proposed16:11

As far as the public works side, a lot of people noticed the bridge is starting to go over the UP tracks over on the south end of Abispo. So they're starting to get moving on that and then the baseball field tomorrow was supposed to be getting another hopefully the last load of infill to finish that off and get that ready They had a major irrigation repair that they had to do out there, the same location at O'Connell. And there was a sidewalk or a crosswalk repair out in front of I think it's right there. Yeah, 1 of those got the crosswalk things get knocked down.

We got that back up and then everything else is pretty much operation as normal. No big issues anywhere else water or sewer so any questions on public worksite?

UnidentifiedUnidentified speaker 1Proposed17:28

I have a quick question. It's actually it's on Jess report, just a real general question. He says that this is on Leroy Park phase two documents to review etc and then it says we anticipate receiving approval to start the bidding process what's going to happen in Phase Two at the park? What is that?

UnidentifiedUnidentified speaker 7Proposed17:48

Um, I know it's another building. But I don't know exactly what the building entails. I think it's more like an open gym style, I think is what it is with offices.

UnidentifiedUnidentified speaker 3Proposed17:59

Yeah, it's a 22-2200 square foot extension from the west side to the play area that'll include a restroom Are you talking about Leroy Park? Yeah, it's at 2200 square foot. It'll be open and it's under the city's... that's separate from the Boys & Girls Club so they'll have... no from where the play area is that way from the end of the gym on the west side going toward the beach yeah it's 2200 square foot building so that's gonna be nice will be a an area for events and meetings and stuff like that all right um any questions of david from the audience any questions the public okay Now we'll go to Director of Public Safety, Chief

UnidentifiedUnidentified speaker 8Proposed19:01

UnidentifiedUnidentified speaker 6Proposed25:02

I missed everything, but I'll catch up. It's all good.

UnidentifiedCity ManagerProposed · by role25:05

Yeah and again my apologies we kind of just gave the background in terms of locating the property So we just kind of gave a little bit of context of where the property is and we're pretty familiar with it but that context and we pointed out the fact that it's some kind of odd shaped piece of property. Again, we're currently looking at the site plan itself is kind of where the rubber meets the road again 15 units, most of them are like duplex type units. And then there's three detached units and again served by driveways.

Access vehicle access is from the driveways straight into the buildings and we'll look at that a little closer. And again, landscaping next slide please. So we always will look at what are the issues. Again, this is a relatively small project but there's always something to look at again based on the zoning ordinance and based on the quality of life and based on meeting fitting the neighborhood and those are the three.

We always look at, are we proposing a quality living environment for residents? And we look at how was that accomplished or if it isn't We wouldn't be here if we didn't think it was. We'd still be working on it. Again, conformance of the zoning ordinance. Typically, if it conforms to the zoning ordinance, we're in pretty good shape because again, the zoning ordinances are guide for health welfare and safety and fitting the neighborhood. Then neighborhood compatibility, and we look at that in other terms that are maybe specific to the particular project. Next slide please.

If we can see it, that's the floor plan. So we're talking about livability and we looked at it for residents from two perspectives, the indoor area and the outdoor area indoors. We noticed compared to a lot of the apartment projects we've looked at in recent times, units are a little bit larger 1230 square feet. We've looked at recent projects that have been run. The apartments have run like in the 600 square foot to 800 square foot range so these are a little bit larger And as you can see, on the floor plan on the left is the ground floor plan there two levels to tears and there's a living room.

The garage itself to car garage, and we'll talk about that garage versus carport without further time being I use the term garage. And again, kitchen and standard facilities on the ground floor patio out there in the back up at the top. And on the right hand side, the upper floor they call it family room. It could be a 3 bedroom unit another bedroom and the master bedroom down there at the bottom is it is a master bedroom with walk-in closet.

Three bathrooms, well two and a half bathrooms. There's a half bathroom on the ground floor and two bathrooms on the upper level so that's pretty unusual to have two-and-a-half baths. So they are bigger units than we typically see. Next slide please. And then livability from the outdoor side of it, the outdoor areas. We looked at what we call the open space areas and how they serve the units The open, there's the private yards themselves. The private yards range from about 225 square feet to 265 square feet which is a little bit larger. The code only requires 100 square feet so we've about doubled that in size. The code requires a minimum dimension or a minimum depth for a private yard of eight feet. They've exceeded that meaning they can't be too narrow.

There is a substantial common area Between the buildings, that's mostly turf. And then there's a long, excuse me narrow strip at the top that's turf as well and the applicant calls that a common yard area and we agree it could function as a place to you know throw a ball or something like that. We wish it could have been a little bit wider but that area at the top is 15 feet wide and 15 feet wide is what's required for an ADU so It can function, I just sketched in there's a little shaded area.

In my thinking we haven't nailed that down but in my thinking outdoor area doesn't always have to be turf or grass you could be a little bit of concrete where you could bounce a ball or something so uh we may at the zoning clearance stage make some adjustments so turf or maybe a little Hard hard scape can't hurt a bit where you can do other things than just. You know, sit on the grass but again that will accommodate some outdoor seating and picnic area. So, um, again so the private yard area is there.

And the common area is, it's fairly substantial. We've seen worse. And again, I didn't mention but there are four common area parking spaces and we'll talk about that in a little bit more. So in terms of indoor livability the units are bigger than we usually see in terms of outdoor. We'd say it's more than adequate. Also, the network of sidewalks is pretty good. Sidewalks connect from the units to the perimeter streets so we always promote walkability so they did a pretty good job with that as well. Next slide please.

So, zoning conformance to the Zoning Ordinance. We got to do that or we can't get here so just some of the primary issues we look at are some of the requisites driveway width zoning ordinances and we cite the code sections 25 feet wide when you have a A corridor where the buildings face each other and garages where you back out. So 25 feet wide is the requirement so you can back a vehicle out, turn around and maneuver. Otherwise it's 20 feet wide if it's just a two-way driveway but again in this case 25 feet wide 24.9 we give it to them and that actually does... It's actually 25 feet if you include the recess you know for the garage door assuming they have garage doors but we'll get to that in a minute But anyway, the back out the driveways work found a conform off street parking for apartments multifamily apartments.

The zoning ordinance requires two spaces per unit one covered and one uncovered They're providing 2 coverage spaces, which meets the code. 15 units 30 spaces code is met and then additionally there's a. The 4 uncovered spaces in the common area so that conforms to the requirement for apartments next slide please. Project density zoning ordinance wants to make sure you don't overbuild a piece of property, squeeze too many units on it. In this case, the yard two zone allows a maximum of 20 units per acre and on the 1.0 acre they got 15 so they're in the ballpark, so if the project sites not overbuilt Landscape, the requirement is 10%.

They're provided 34% we're looking at ordinance revisions to maybe increase that minimum. But they've exceeded that as we discussed early. A lot of it is decorative landscape again in part to accommodate the stormwater basins and decorative landscape We do like, but we'd like to kind of improve the balance and get more functional landscape more of the outdoor common area. But again, code is met in this case in both regards. Also, we had the recently adopted urban for Aaron forest management plan that I get that backward anyway.

Will include 15 trees and all trees will be come from the urban forest management plan. They will be from that tree planning list, and again those trees were tailored for Guadalupe in the climate and soil specifically. Private yards we talked about, code is met for ground floor private yards. 100 square feet is required and between 225 and 264 square feet is provided exceeds the minimum. Next slide please.

Setbacks The zoning ordinance defined a setback, a building setback. Something we always have to look at in planning where the buildings are positioned on the property and a setback is defined as the horizontal distance between the face or front of the building or the face of the building and the property line. So usually in almost 99% of the cases, um, the building setback is measured from the property line. As we said, this property has a very irregular shape So the property lines aren't really in play.

For this particular zone, you need a 20 foot front yard setback, a 10 foot side yard setback and that would be measured from the two streets on either side north and south we'll talk about that a little bit more in a second on the graphic. And then a rear of 15 feet so setbacks are typically measured from the property line and front to 20 side 1015 rear next slide please.

So in this case, the front is the Galardi side down there at the bottom generally than the narrow end. The other two sides which would be north and south, in this case left hand and right hand of this corner sides So on the Galardi side at the bottom, 20 feet would typically be required. And so in this case we measured setbacks from the back of sidewalk and almost every case property lines are run along the back of sidewalks in this case they don't property lines you're just kind of everywhere so to speak. So we use the barometer the proper the back of sidewalk instead of property line. In actuality, the property line is so far the one on the bottom on Gilardi Street is so far.

It's on the opposite side of the other property we looked at. So it's well, the setback has met in this particular case. On the left hand side you can see there's a property line at the centerline of the street and Instead of using the center line of the street to measure the property line, we use the back of sidewalk and that would be five feet. Technically, the setback is met because the centerline well exceeds the five feet where the sidewalk is.

It gets a little dicier on the right-hand side on the other Guadalupe Street side Because there's a property line that's five feet away from the building. That does not meet the 10 foot side yard requirement, but we did make a finding that it works in this particular case. The findings are included in exhibit two and again the reason is because the irregular shape of the lot and that was created The streets are easements through the property, and so the property's divided.

Hope that's clear. But we did find that these setbacks do work. We just approached them a little bit differently. Next slide please. Neighborhood compatibility, just a view of the north. Next slide please. Neighborhood combat compatibility view from the south. It's in the properties mostly surrounded by residential on all sides and to the east as well. Next slide please.

So, in terms of off street parking, we said the project that does meet the parking code However, the applicant is proposing enclosed garages which is perfectly fine in some cases. However staff is suggesting open carports instead. Staff agrees the garages improve the appearance of the buildings however staff is concerned a bit that enclosed garages would encourage storage and storage would displace required vehicle parking The project does contain larger units, only four guest spaces and there's no driveway parking. In our minds the result could be more tenant parking on the street.

Code is meant for in terms of parking but the units it's a little unique so next slide please So that's a staff recommendation. I'm gonna call it a soft recommendation, we're open for discussion and I'll explain the reasons why it's a soft recommendation instead of a firm recommendation and I'll show a slide that we could require no driveways but what we are open to is hearing from the applicant in hearing his case on why he'd rather have garages than carports but next slide please.

That's a project I worked on it's called Refugio and I just bring it up because it's kind of similar. It's townhomes, it's actually apartments with garages. It was designed as a townhome project but they decided to market as apartments The fact it was designed as townhomes, townhomes have a different parking ratio. So when something looks like a townhome walks like a townhome and acts like a townhome, the parking is different. It requires more parking spaces in apartments. And so there's a project with garage doors, but it has more parking spaces what we call the guest parking is a lot larger.

And just that note on the side not directly related to the picture but it just points out parking required by this chapter shall be subject to design review approval by the planning director and designee that only says that We could require the removal of the doors, but we'd rather look at the whole picture and hear from the applicant. We're open next slide please again recently approved apartments I don't think i've seen an apartment complex with garage doors they're all carport and I think that's for a couple reasons you want A tenant to just drive in there. And again, no storage and you want them, you don't want the maintenance of a garage door that if it closes what happens? It just seems to function simpler for an apartment complex with an open covered parking.

But again, that doesn't mean we can't consider in this particular case something different. Next slide please. And then the building elevations themselves. So, and again I'd like to thank the applicant and that's one reason we're pretty open and flexible on the garage doors. We looked at a plan in the very beginning that we didn't find to meet our standard and the applicant did redraw the plan and came up with what we thought was a little bit better. And so this is better than what we saw in the beginning, so we have worked together to kind of get to this point. So again, that's the elevation of the typical Plan B, the two units.

There's a little railing under the window and I think we'll add those under the windows of all the bigger windows when we get to the plan check stage just to add a little bit more decoration to it. Next slide, please. And that's the detached unit again. It reads like a single family house. It reads like a townhome and that's kind of one of the reasons we were concerned it doesn't read like an apartment. That's why we were concerned about the parking but we're open Next slide please.

And again, just another elevation of the plan A unit. Next slide please. So to summarize with three bedrooms, two and a half bathrooms, a laundry, the 1,230 square foot units are a bit larger than the apartments recently approved in this city To some extent, the project reads more like a townhome or condo project than apartments. However, the project will consist of tenant rental units and it does meet the zoning ordinance parking standard for apartments. Furthermore at 15 units, the project is relatively small and it's below the allowed zoning density. Therefore staff is only suggesting carports instead of garages.

Next slide please. Beyond that, otherwise the project meets or substantially meets the applicable zoning standards. Whatever the rest of that said, I don't remember. Well, I do remember actually. The project meets the zoning ordinance. The project supports the general plan in terms of the general plan promotes residential development on unused infield properties.

Our general plan identifies roughly 32 small properties, as we know. The big project is in Pasadena but there's about 32 small properties an acre half acre that would accommodate probably 500 units So this is one of them and that's what the general plan promotes. So the project is consistent with what the general plan is promoting, infield development on those vacant lots so the project is consistent with the general plan. The project is consistent with the objectives of the state in the city housing element to increase the production of residential housing units So again, the project is exempt from CEQA.

It's a class 32 exemption. Again, reuse of underutilized sites in the city limits less than five acres where there's no habitat. Next slide please. So it's recommended to City Council adopt Resolution 2026-19 and approve Design Review Permit 2026-006-DR as conditioned, and the Environmental Notice of Exemption for the Gonzalez Family Apartment Project. I think that concludes our presentation. We're available for questions and the applicant is here to speak.

Thank you.

UnidentifiedUnidentified speaker 1Proposed44:30

Yeah, Bill I'm on the carport or garage is that still an open issue.

UnidentifiedCity ManagerProposed · by role44:38

So when they shoot we defer to the city council. I am open for the reasons stated. Just based on what we know, virtually every apartment that I've seen in here or there or anywhere is typically more cars and parking spaces. So when you meet code for parking but there's still more cars generally and those are going to line the street. There's a character of the area in the Gulati track and it's kind of Rural city, it's kind of semi rural.

It will change its plan for development that we wanted how do we want it to change? Do we want to see cars line the street they're probably going to anyway but do we want them take measures to limit it so that's kind of where up in the air. So again we give them credit for working with us. It's a small project but We can't enforce, if there's garages we can't enforce them not being used for parking. Nobody is going to look in there so it's kind of that kind of thing.

UnidentifiedUnidentified speaker 5Proposed45:45

Because there could possibly be more development and that would be need additional space and it's important for us to think about what that could look like when we're, it's important that we create more housing and especially infill. And so I'm just thinking what can that look like if we were to add additional housing in the future.

UnidentifiedCity ManagerProposed · by role46:03

Absolutely true. Good point, and there's a lot of land designated R2. I would like to see the property to the north developed at some point. We just had an inquiry about another one in Galardi. It's got a house on it and they want to do another one of these small projects so there should be more coming yes.

UnidentifiedUnidentified speaker 6Proposed46:22

Real quick question. Hi what's the difference besides aesthetics between a townhome and apartment?

UnidentifiedCity ManagerProposed · by role46:32

A townhome is for sale and apartments for rent. Got it, thank you. So it reads like a sale unit but its functions like an rental yes.

UnidentifiedUnidentified speaker 3Proposed46:44

Any questions on my website. I've got, you know, question regarding with me. Really brought up in terms of, do the numbers for me Bill. If those apartments or those garages turned into what is normal people don't use the garages

UnidentifiedCity ManagerProposed · by role47:08

anymore. That's our concern.

UnidentifiedUnidentified speaker 3Proposed47:10

Yeah and in my neighborhood I don't know if anybody they can drive unless you have a three-car garage you park one car but normally it's It's used for storage. And that's fine if you have off-street parking, and what we're seeing is that there's a lot of... When you have a two car garage and you can't use the two car garage, you got two cars in the driveway and then you've got extra cars. Normally if you have a family of four or five and they're workers, you're gonna have four or five cars I, the concept is a great one. My concern is that for those in the future that are up here saying it okay you're their garages now or their ADUs.

You know how does that impact, you know, the neighborhood in terms of parking. So if, Eliminated if you, if you allowed. So those garages then became garages and storage? How many cars would that displace into the, into the neighborhood?

UnidentifiedCity ManagerProposed · by role48:25

Well obviously 30

UnidentifiedUnidentified speaker 3Proposed48:26

parking

UnidentifiedCity ManagerProposed · by role48:26

spaces say half of them so we're putting 15 cars on the street. And

UnidentifiedUnidentified speaker 3Proposed48:30

that's

UnidentifiedCity ManagerProposed · by role48:31

30 in addition to yeah it

UnidentifiedUnidentified speaker 3Proposed48:32

could be 30 cars.

UnidentifiedCity ManagerProposed · by role48:33

Yeah.

UnidentifiedUnidentified speaker 3Proposed48:34

Okay,

UnidentifiedCity ManagerProposed · by role48:35

in addition to what we might normally see so yeah easily. Yeah well I'll say it's 15 to be conservative but right who knows? Yeah assuming only half of them.

UnidentifiedUnidentified speaker 3Proposed48:44

Of course if you want to hear from the from the you know the owners at uh we're going to conduct a public hearing that starting at six let's see let's say 6 50 And now it's open to public hearing so the owners, please come up and give us your thoughts. Thank you.

UnidentifiedUnidentified speaker 10Proposed49:13

City Council thank you guys so much for opportunity to you guys looking over this in for taking time out for this. Thank you Bill for helping me go this far and be where we're at today and everything like that Yeah, you know our goal there for Guadalupe and Gilardi area is to bring that place up. That is the nickname for the place is Little Tijuana. That's what it's known for but yeah I got three houses. There was three houses on there now in the garage and stuff And the idea to build these apartments slash single family dwellings is to give a better living environment for families.

I don't want to fill it up with a bunch of things, not about the income. I know there's apartments right up the street from me that they don't even have a sidewalk because their sidewalk is a drive as parking area right there and that's filling up the streets over there. And the garages looks and everything that I want to put inside this is to give it more of a family you see the size The, the places we could have shrunk this thing up and put 30 units on top of there you know what I'm saying. Just to fill it up to try to make income but that's not the idea of what we're trying to do here we want it to be usable we got a yard for people to go and play in the backyard A picnic area and stuff like that. And these cars and stuff, what I'm afraid of if we go with carports and stuff like that is there's going to be several different things you know security reasons people loitering hanging out inside of them.

The conditions and the cleanliness, what it looks like. And it doesn't give you that home feeling where you're able to secure your stuff behind locking security. We got the government owned places right up on the hill right there around the block from us and stuff. And not saying then people been wandering around in our area cuz it's been good. It's been nice down there. There hasn't been very much people or anything any complaints I don't know. Chief Cash hasn't been in calls or anything out that way, any thefts or anything like that so it's big and that's what we're our idea. We want a family feeling building you know what I'm saying right there? You know i don't want to be a fire hazard. I don't want to be Drinking beer in their carports and hanging out, you know that's not the idea.

So we include the place but put the garages in there and close them up and everything is somebody could come in and go into their castle, their home. And that's what I feel like my house is you know where I live, I closed that door and everything out from the world to everything I want to close it and secure myself inside there. And that's, that's the whole idea. You know I'm a father of seven daughters so and their husbands and stuff. I want them to come in have a family be able to come in and it also a little affordability you know to be able because you know how it is right now for everything in a garages. So that's my whole idea you know and that's why I appreciate if you guys accept it the way it is. Accepting with the garage doors you know we put the windows in as Bill asked and stuff I think it's going to give a beautiful look for that area, bring up not only the property taxes and stuff like that.

But it's a thank you guys again if there's any questions

UnidentifiedUnidentified speaker 3Proposed52:40

for me, we assuming that When you park your cars in there, you have there's an entryway and a side going into the house. Exactly. Yeah. You don't have to go outside. And yeah, there's access right through the garage

UnidentifiedUnidentified speaker 10Proposed52:52

into the dwelling. Yeah. So yeah, I think it'd be a beautiful look at beautiful houses. Any

UnidentifiedUnidentified speaker 3Proposed52:59

question from?

0:53 – 1:0128 turns

UnidentifiedUnidentified speaker 2Proposed53:04

It's too easy. Thank you.

UnidentifiedUnidentified speaker 1Proposed53:08

I will comment again on the carport versus the garage, I understand what you're saying in terms of having a garage to have it more family feel more of your house that kind of thing but I have to go with what the mayor talked about and as far as not everybody uses a garage to park your car And the space out there isn't extremely large and so you, there's the potential of having a lot of cars just parked in the general area. So if we were to take a vote and say carport or garage I'm inclined to say a carport would be more appropriate for the area.

UnidentifiedUnidentified speaker 3Proposed53:58

Is within I didn't look at the detail. I did look at him couldn't understand the details or seeing anyway, is that washing dryer in the garage? Or is it outside? I don't know. It's upstairs upstairs. Yeah. Okay.

UnidentifiedUnidentified speaker 10Proposed54:15

Yeah, again you know I know that it'd be more fusible better for parking or whatever like that but uh it wouldn't give you that family the dwelling place you know enclosed area where we're shooting for the whole idea because we didn't go crazy on this place. It's only 15 units and I think it would be more secure more beautiful if you had your kids living in that place you wouldn't want the garages there

UnidentifiedUnidentified speaker 3Proposed54:42

You know, looking at the houses that are being built now that are homes. They have garages and they may turn them into storage areas basically but on one side it's not fair to you all to say okay you can't do that because everybody else is doing it. Creating a storage area as opposed to garage then pushing the cars out into the street So it's a.

UnidentifiedUnidentified speaker 10Proposed55:14

I don't know if there could be a condition written up, you know with the rental when my rental agreements through the people that I have rent the houses and stuff like that, that they would, you know use them as designated carports. You know our car garages.

UnidentifiedUnidentified speaker 3Proposed55:31

It would be nice to have that but it wouldn't be hard for you to manage it. I would think in the years when your daughters are trying to manage it for you and then right? Yeah, you gotta kick somebody out of this or

UnidentifiedUnidentified speaker 5Proposed55:43

And I hear you in regards to making it more livable. I've lived in apartments here in Guadalupe, but some of those have closed garages and I did see more individuals leaning to hanging out there and more secluded so they're able to drink and hang out more. For me, it was a little more difficult as a single mother with the child. Yeah, so I hear you, but I would be leaning to having it opened Just to be good neighbors looking at in the future, what what will go like they look like and I'm assuming we're going to see more apartments coming up into play there.

And being a good neighbor i think is going to be very important for everybody to have a livable community. Yeah. Is

UnidentifiedUnidentified speaker 3Proposed56:31

there anybody else wishes to speak on this topic? Okay, so 655 will close the public hearing. Thank you. Back to the Council. Any observations or wishes?

UnidentifiedUnidentified speaker 1Proposed56:56

I'm, I'll repeat myself but be brief about it. I think the project in and of itself is very good. I think that the size of the apartments, the two level, I think is excellent. And looking at the design and everything, I think that's very good. I'm just hung up on the need for a carport versus enclosed garage.

UnidentifiedUnidentified speaker 3Proposed57:23

Okay, this resolution is it's one or the other or bill in terms of carports and no car or garages. So you're suggest they're requesting garage and you can go either way or the ordinances don't go either way so council. Is there a motion to approve resolution 2026-19 as proposed?

CommentJimbo BarbecueProposed · by introduction57:58

I motion to approve 2026-19 as proposed.

UnidentifiedUnidentified speaker 3Proposed58:02

And would assume it includes garages? Actually,

UnidentifiedCity ManagerProposed · by role58:07

it includes carports.

UnidentifiedUnidentified speaker 3Proposed58:09

Includes

UnidentifiedCity ManagerProposed · by role58:10

carports. We structured it. OK, you can go either way then. Yeah, I can go either way but I kind of softened up. But as we structured it, it kind of says condition number nine says usage of the carport shall be limited to the parking of operable vehicles Storage of any other storage or any other use that would cover, block, or displace the required two covered vehicle parking spaces is prohibited. So I'd say it's already conditioned for carports but we were open.

UnidentifiedUnidentified speaker 3Proposed58:43

Would you want to include carports or

UnidentifiedCity ManagerProposed · by role58:45

not? It is, it says-

UnidentifiedUnidentified speaker 3Proposed58:47

It's in, it's a carport so we'd have to change

UnidentifiedCity ManagerProposed · by role58:49

it. You'd have to change it to garages If you want to garage and that's number 9 in there,

UnidentifiedUnidentified speaker 3Proposed58:56

right?

UnidentifiedCity ManagerProposed · by role58:56

I probably didn't read it very well.

UnidentifiedUnidentified speaker 3Proposed58:58

No, you got it down here for. Jean, what are your thoughts?

CommentJimbo BarbecueProposed · by introduction59:07

Um, no, because I see either way carport or garage, you're still going to have cars parking on the street. There's no. around it. Families move in, you four or five people in the house you have three-four cars that's like the norm now I mean I live on Ocovosec and I have a single car garage I have two cars in my garage, two cars on my driveway and my motorcycle in the garage.

And then you know, my kids that are there, their cars is on the street. So I'm like either or with a carport or a garage we're still gonna have cars parking on the street so it's not gonna deteriorate away from that happening. I like having my garage, so I'm with the garage. I mean what did if you guys between you Bill and Mr. Gonzalez formulate some way of making it happen either or what do you guys feel? And I know you always give us good insight and you're always giving us Everything that you feel and I feel, your decisions on things like this are really good. So for me either or carport if that's what you agree upon or the garage, I'm okay with both however you guys-

UnidentifiedCity ManagerProposed · by role1:00:49

You can

UnidentifiedUnidentified speaker 3Proposed1:00:53

throw it back to him aren't you?

UnidentifiedCity ManagerProposed · by role1:00:54

Yeah, I don't wanna contradict Gilbert but the only difference again A house when you store in a house, you have a driveway. There's no driveway. So you got bigger units, but there's no driveway. So there is that little bit of difference there. So again I'm still open, I just believe there'd be more cars on the street. There's going to be cars on the street, totally agreed. There's just going to be more of them because you can't enforce an enclosed garage.

People just typically when you have a carport, you just drive in there. You don't open the door and I don't mean to belabor it.

UnidentifiedUnidentified speaker 3Proposed1:01:41

Well if you go either way so if you would, will you make a motion to accept as is the resolution 2026-19?

All ayes, the motion passes as is. Thank you Bill thank you the Gonzales family it's a good project all right we'll go to regular thank you sir And then we'll go to regular business. I asked, we did change it so will be next time establishing the classification job description of account analyst. So he's not here.

UnidentifiedUnidentified speaker 7Proposed1:03:10

Yeah, Sylvia will not be here. Myself and Mr. Martinez are going to try to hack in this and get it approved So what this staff report and resolution are about is we are still trying to modernize and restructure our organization. And this one is aimed at the finance department, we are trying to build a comprehensive role that will have an increased emphasis on budget management.

As we're seeing now, that's where we're getting hit the hardest. You know with auditing the budget grants financial system operations so trying to bring on a role That will help us improve efficiency and effectiveness of our, our system in our operations. Fix our internal controls and provide. Like knowledgeable. Um, tangible experience that can be transferred to existing staff.

You know, Eli doesn't have time to go through and teach everybody everything. And to have somebody that has grown up in the accounting world come on board and be able to provide him with assistance to get staff to the level that they need to be in order to help the city function properly Is the main objective of this position. Is there anything you would like to add?

UnidentifiedUnidentified speaker 11Proposed1:05:05

Mayor, Council, staff public. Yeah I would say, I would just add to what David already said. I think one of the biggest gaps in the current structure is the fact that we don't necessarily have accounting minded individuals in the finance department. And I think that is, there's a huge gap. I think for from my perspective, I think there's things that reconciliation that need to be happening on a monthly basis, making sure that we're following up with Grant reimbursements, making sure that we're following that trail through our accounting books. Making sure that the departments have the correct information to act on making sure that this governing body has the correct information to act on and I think this position is going to be key in that aspect.

UnidentifiedUnidentified speaker 3Proposed1:06:06

I think under page one of two, you're under discussion. It hits all the points that we need to make and that we need to make as a city in terms of how we manage our financial system. I adamantly support this.

UnidentifiedUnidentified speaker 1Proposed1:06:33

I completely support this position. I've felt that there's been a need for an analytical position in that department for many, many years so there's no question that this is definitely needed. I'm sorry that Sylvia isn't here but I have some questions on the job description and on the evaluation. The essential functions there, there are only lean over here.

There are a lot of bullet points and I understand that this position is going to be doing a lot so I wasn't expecting two or three bullets but There seems to be a laundry list, and I say that not to say that I'm not supporting the position because I do support it. I also looked at it more closely as far as educational and experience required. This is asking for a bachelor's degree in accounting and finance related field etc., four years experience and so forth.

And I see the salary level, and I guess I have a quick question as to was this initially look I know it's in the SEIU. I think I read it in there. It is?

UnidentifiedUnidentified speaker 7Proposed1:07:53

Yeah.

UnidentifiedUnidentified speaker 1Proposed1:07:55

Yeah. And I guess I question for an analytical position requiring a bachelor's and so forth With the number of bullet points you have there, was there any thought that this might be an exempt position? And if so how did it move over to the non-exempt position falling under a union?

UnidentifiedUnidentified speaker 7Proposed1:08:16

There was not thought on that. This was mirrored off of a mixture of local agencies performing the same tasks that were in rank and file positions. Um,

UnidentifiedUnidentified speaker 1Proposed1:08:33

just one you knew I would have a comment. It does

UnidentifiedUnidentified speaker 7Proposed1:09:09

It actually says preferred.

UnidentifiedUnidentified speaker 6Proposed1:09:13

Because no, that's great I just missed that. No, yeah, I think that's good to not have it required because you might miss out on some folks that have the experience but don't have the degree. So yeah, thank you 100%.

That resolution passes. Who was the second? Ms. Furness. All right, we'll go to item 12 ordinance to adopt 2026 fire code and amendment to the municipal code under the fire and safety regulations. Chief cash.

UnidentifiedUnidentified speaker 8Proposed1:10:29

Thank you Mr Mayor Council. As far as the ordinance to adopt 2026 California Fire Code. It's one that we bring back every year to the city council. It is recommended City Council introduce on the first reading continue to the meetings of May 26, 2026 for a second reading adoption of ordinance number 2026-527 adopting a 2026 California Fire Code amending specified fire and safety ordinances in the Guadalupe Municipal Code.

Uh, background the state of California periodically updates the California fire code to adapt to changing needs and effort to continue enhancing the safety of the public. The most current version of the California fire code was released in 2025 and. The 2026 will become it became effective at January 1st, 2026. So, city staff is seeking council approval to adopt this 2026 fire code and the code has been revised to enhance public safety efforts by remaining current on changing technology and risk. The last update the fire code was in 2022.

The primary focus of this request is to adopt the 2026 Fire Code. However, staff has also requested City Council approve other amendments that are attached to the city's fire and safety regulations as set forth in Guadalupe Municipal Code and the fiscal impact there is no negative fiscal impact we're just changing ordinances. And that is the reading of that staff report. There's any questions?

UnidentifiedUnidentified speaker 2Proposed1:12:00

Any questions from the council? I have.

UnidentifiedUnidentified speaker 8Proposed1:12:03

Yes ma'am.

UnidentifiedUnidentified speaker 1Proposed1:12:06

On page 14. Oh, you don't have it? Okay.

UnidentifiedUnidentified speaker 8Proposed1:12:13

But

UnidentifiedUnidentified speaker 1Proposed1:12:14

anyway, what

UnidentifiedUnidentified speaker 8Proposed1:12:15

is it?

UnidentifiedUnidentified speaker 1Proposed1:12:15

I see that there are some areas that you're just cleaning up language and the code numbers and so forth. But on this particular page, there's a complete deletion of fire department connections which is under number 912.5. And then right below it, it referenced as described in section 12.5, which has been deleted. So I just wondered about that.

UnidentifiedUnidentified speaker 8Proposed1:12:50

You got 912.5 was what we had but now it should be going to 912 point five point five directly under that?

UnidentifiedUnidentified speaker 1Proposed1:13:01

Correct. Right. But the last section under the nine twelve point five point five, it says described in Section nine twelve point five

UnidentifiedUnidentified speaker 8Proposed1:13:13

And there's

UnidentifiedUnidentified speaker 1Proposed1:13:13

no, but that's been deleted.

UnidentifiedUnidentified speaker 8Proposed1:13:15

Okay. When requested by the fire code. Okay. Um, all existing buildings equipped with fire department connection for sprinkler risers standpipe connections and fire pump connection will have installed science as described in section 9912.5 I think well, let's see if we read the 1st 1, I think there was. Different requirements, I think it's just taking out a certain requirement as far as that. And I apologize, I did not read every one to make sure so that is on me.

UnidentifiedUnidentified speaker 3Proposed1:13:51

So what are we eliminating? We have reference to section 912.5

UnidentifiedUnidentified speaker 1Proposed1:14:00

Yeah, that's been deleted. So it shouldn't be in that second. Yes,

UnidentifiedUnidentified speaker 8Proposed1:14:06

I would at the time I would submit with that deletion and my training captain he just finished training. He's got a text from him. I finished training this afternoon. He'll be back in town and so I will double check with him if there's any corrections made then I'll submit that with the next council report

UnidentifiedUnidentified speaker 1Proposed1:14:24

Just one other thing. It's a similar kind of a thing where it deleted, this is on page 19, portable fire extinguishers that whole section has been deleted and I guess my question is why? Why is that whole section deleted? That's on portable fire extinguishers

UnidentifiedUnidentified speaker 8Proposed1:14:46

I do not know offhand, and I do not want to give in an incorrect answer. I will check with my training captain to see exactly why. And I'll make sure I have a response back to you. Sure.

UnidentifiedUnidentified speaker 3Proposed1:14:58

Thanks. That's it. Now Phil with those corrections can we move forward and adopt the ordinance? I'm not sure

UnidentifiedUnidentified speaker 12Proposed1:15:06

that we should. I think we should just, it's

UnidentifiedUnidentified speaker 5Proposed1:15:09

a frustrating note.

UnidentifiedUnidentified speaker 12Proposed1:15:11

Yeah, we could make changes but then that would just be another first reading so we could just do a first reading next time. I did miss that about the described, when I noticed that there was a lot of missing numbers and I would have liked to renumbered the whole thing but I didn't prepare the ordinance. And I thought well if they're okay with missing numbers, I guess I don't really have a problem with that.

But that's the kind of thing you miss when you don't have the numbers renumbered. There's a lot anyway. I would recommend that we just do another first reading in the next meeting to make sure we got it right

UnidentifiedUnidentified speaker 8Proposed1:15:49

Is this urgent, Chief? This is from the state. So this was already adopted and enacted. It's just we're catching up. And so we're not enforcing some of these things because it has not been adopted here.

UnidentifiedUnidentified speaker 12Proposed1:16:04

What aren't you enforcing, Chief? Because you have an existing code that you can still enforce.

UnidentifiedUnidentified speaker 8Proposed1:16:08

Well, we're using our existing code but we're not enforcing the updated items that the state sent us. The state has already sent this out and it's been activated on the first, so we just have to enact it here. So right now we're still going to utilize our existing until we double-check here.

UnidentifiedUnidentified speaker 12Proposed1:16:30

Well I guess two weeks is gonna make that big a difference? No. Okay. So not urgent.

UnidentifiedUnidentified speaker 3Proposed1:16:35

We'll table this then.

UnidentifiedUnidentified speaker 12Proposed1:16:37

Yeah, we'll make sure that it's right. Did you have any other concerns just those? Okay and I'll work with the fire captain on that too so maybe address some of the numbering issues that I had.

UnidentifiedUnidentified speaker 3Proposed1:16:49

You need a motion to table?

UnidentifiedUnidentified speaker 3Proposed1:17:06

Okay, thank you. Now we'll go to item 13, back to consideration of a street name change from Cayce de Chavez north side of Main Street east side of Jack O'Connor Park. Bill?

UnidentifiedCity ManagerProposed · by role1:17:25

Thank you again Mayor and Council, members of the public, staff So again, excuse me. The project is considering consideration of a street name change and when we're ready next slide if we get it ready. If not, we'll do it the hard way or the easy way. State law. State law allows a local city council to change the name of any city street Government Code section 31091.1 states, whenever the legislative body finds that the existing name of any city street should be changed, the legislative body may adopt a resolution designating a change of name for such street. Next slide please.

Cali Cesar E. Chavez was named in honor of Cesar Chavez, in recognition of his historic role in the farm workers movement and its significance in California history. Recent public reports have resulted in community discussion and have prompted many jurisdictions to consider whether continued use of the existing street name is appropriate In Guadalupe, Kelly Cesar Chavez is a residential street and we're on the next slide.

On the north side of West Main Street extends roughly 1500 feet northerly Kelly Caesar each of us provides direct access to jack O'Connell City Park for single family homes with their addresses on Kelly Caesar, each of us at apartment addresses in the riverview townhomes complex. It provides access to San Miguel Court with 12 houses off of San Miguel Court, and it provides secondary access to homes on La Prisma Street in Santa Ynez Street. Next slide please.

Next slide is just a graphic that literally shows where we are, Cali-Cesar E. Chavez. Obviously, O'Connell City Park, Jack O'Connell City Park on the west side and residential neighbors on the east side those areas highlighted there. There's four homes on the lower side that are addressed directly off Cali-Cesar E. Chavez. The other homes along the street are addressed off the side streets and then again in Riverview townhomes, named town homes but now they're rentals. There's about 80 units there that are addressed off County Cesar East Chavez. Next slide please and again those addresses 200, 204, 208 and 212 addressed directly off Cali, Caesaree, Chavez. And then the apartments in the Riverview are all addressed 220 with various addresses, 221, 222 up to 280.

And then there is an office that's address 230 so 83 addresses And then that there's across the hatch area and you can see is it San Miguel, those houses have their own addresses but again you can't reach that cul-de-sac without going through Kelly Cesar E. Chavez so we call those affected properties that are affected if we do a street name change next slide please We commonly name new streets, but we haven't done a street name change in awhile. And so we kind of tailored that process. New streets in the city are named when a neighborhood is created during the subdivision map approval process.

Typically the developer selects names for new streets and a new subdivision or a city can provide names for new streets. The example again is Pasadena where the city provided input on new streets next slide please. In the city's input, we did have the veteran street name list and Pasadena has been a team player in using the veteran street name list. And so this is one of the next tracks to come in in Pasadena and they've taken names from that list veterans names list.

Next slide please. So for street name change, in this case the process for naming a new street has just been modified or tailored for street renaming. The major difference in street naming and street renaming is expanded outreach so when we do a subdivision or a new subdivision that subdivision with the street names is transferred to the county who routes the subdivision map.

So most of the name, the routing is done at that stage and of course there's no residents so there's nobody to be notified for street renaming we got people we need to notify. So that's the major difference. So in this renaming case affected landowners and residents would be notified and solicited for input. Next slide please. So to begin, the City Council may choose to either select a name from the adopted veterans list or select any other name that the council may choose. Or if the council wishes maybe continue to consider additional street names Next slide, please. And again there's the veterans list and it's attached to your staff report and some of them have been taken by Pasadena and then there are others that appear to be available and even those ones that are available would have to route We notify public agencies because sometime there may be it may be used, and they may be used elsewhere in the county.

And the agencies don't like duplication so we notify residents to see if they're concerned about a street name change. We notify agencies to see if there's a duplication, because emergency services don't like a duplication. There is a case there, Silva, which was used in Santa Maria. So maybe that one even though it's not used here, that may be an example of one where the agencies might have a concern.

But again, there's a lot of names available on that list if the council wishes to choose from that list and moving on next slide. So notification of property owners and residents. Once the council does select a replacement name, if they choose to, a mailer would be sent to those immediately affected, the landowners and residents in both English and Spanish. And that mailer would explain their proposed name change And simply, they could say yes. Support? No support. If they wish to comment further, they can comment additionally. So we would, if the council chooses a name to replace the current name, we would send out that notification and probably give them a couple weeks to respond.

And again, next slide please. We've talked about public agencies and again their main concern is typically if it's duplicated otherwise they generally would go along but obviously they provide services to any street and they need to know the name of that street so we would notify public agencies as well for their input. Next slide please. So the approval steps, if a name is selected and we send out the notifications staff will compile any affected owner resident in agency responses.

We would present them later to the City Council at a notice public hearing. At that time, the City Council could consider the new street name discussion of any input that was received and in that case if the council chooses to change the name that would be by resolution and we prepare a resolution in We had a resolution to replace the existing street name. So we would present any input, council could hear any input and we'd have a resolution compared if the council chose to move forward.

And lastly after an adoption account, a resolution was adopted, we would notify immediately affected property owners, occupants Next slide please. There are some criteria, avoid duplication as we talked about be reasonably easy to pronounce that's important for me right now. Use standard city suffixes like court this would be a court meaning you know it's a street it's not a drive because it kind of ends up there at on the north end and avoid names that would be confusing There was one name recommended already. Next slide, please. That name was from the Veterans List.

It had two recommendations and one of which was from Dick, Mr. Dick Richard Dick Savoia, member of the Veterans of America Post and He they recommended Ernie Serrano off the list. And according to those two testimonies, Ernie Serrano was one raised in Guadalupe during his early years. He later became an army medic serving two tours in Vietnam. Next slide please.

Ernie Serrano received several commendations including three Silver Stars, a Bronze Star, an Army Accommodation Medal, a Navy Accommodation Medal and Air An air accommodation and five purple hearts, one of which had a first oak leaf cluster. I didn't know a lot about those and when I researched them it was pretty impressive to hear about those accommodations.

So very notable option there but again there could be others that's up to the council to consider but that was one recommendation so to kind of conclude Based on the stated processes, next slide I think we're at. Yeah based on the stated processes the city council may wish to either take no actions and allow Kelly Cesar Chavez to remain or A select a new street name and B direct staff to begin the owner and occupant notification process or continue the item and allow time to consider additional street names.

With that, we'll conclude. This is not a project under a CEQA and we'll conclude if any questions for us or the council may wish to discuss. So that will conclude our presentation. Thank you.

UnidentifiedUnidentified speaker 3Proposed1:28:59

Thank you. Just a comment. Ernie's name is on the other side.

UnidentifiedUnidentified speaker 2Proposed1:29:03

It is?

UnidentifiedUnidentified speaker 3Proposed1:29:04

Yeah. Okay. According to...

UnidentifiedUnidentified speaker 7Proposed1:29:12

UnidentifiedUnidentified speaker 3Proposed1:29:14

No, it's going to be over there.

UnidentifiedUnidentified speaker 7Proposed1:29:16

Oh, it is going? Yes. Oh! It's not on what we have forecasted.

there.

UnidentifiedUnidentified speaker 7Proposed1:29:26

Right. Yeah, then

UnidentifiedUnidentified speaker 2Proposed1:29:27

it's yeah, it' s not but why would we use it twice though? You're saying it's been used and will be used in a new Pasadena South. OK. It

UnidentifiedUnidentified speaker 12Proposed1:29:35

hasn't been created just yet. We don't know that. Yeah,

UnidentifiedUnidentified speaker 2Proposed1:29:39

we do.

that was just an option that you shared with us okay thank you

UnidentifiedUnidentified speaker 3Proposed1:30:31

CommentIrene CárdenasProposedself-stated1:30:56

Good evening. As you already said, my name is Irene Cárdenas. I'm sorry that I speak Spanish although

ElectedAriston JulianMayorProposed · by role1:31:03

I

CommentIrene CárdenasProposedself-stated1:31:03

understand quite a bit of it. My English is limited to be able to speak it and I just want to tell you... It's the first time that I am here in this room, in these meetings Y porque yo siempre estoy más preocupada en mi parroquia, Nuestra Señora de Guadalupe. Ahí me van a encontrar.

Y me quedé, no nada. Nadie me ha dicho nada.

But you know what? I say, I know that God always protects me. And maybe you were the person who said to me, hey, start thinking. I started investigating and knew that I was going to go to the meeting where they were going to discuss. And not only did I think about my house but also my neighbors. For example, I have Don Nicolás and Doña Camerina next door, people a little older than me.

Hi, I'm Anna Cardenas. I'm her daughter. Her main concern is that well first of all she didn't know that the we're considering for a name change until she went to her doctor and someone said hey do you know the city is considering changing a name? And are you ready for what that means for you basically whenever you change the street the city will inform everybody But what about the homeowner who has to change every single document, everything that's legal. And we're not just talking about property we're talking you know property papers deeds we have to report that they have to go to the bank they have to go to the DMV.

Insurances, so it's a lot of paperwork that needs to be changed. In addition to that what she was asking is what about the elderly? Because we do have neighbors who are elderly and they do not understand the whole process if the city is going to make a change what support are they going to give to the elderly who do not maybe not aware of what this is gonna mean especially as property owners. So it's just We're aware of the reason why and we understand why a lot of places are considering name changes.

We're just mindful of the extent that this is going to require landowners, homeowners people who've been living here for a long time to go through all the process of changing addresses and everything on all legal documentation so that's just the biggest concern of the support and what entails them how it's going to affect the families

UnidentifiedUnidentified speaker 3Proposed1:36:28

I think you understand that this is just the first round of discussion, just to see what people want out there. Thank you for that. Christina, do you wanna?

UnidentifiedUnidentified speaker 5Proposed1:36:41

Yeah, she summarized it perfectly. She said that many of us may not be able to understand her but when she comes to the council, that's how she feels like she's not able to also understand everything going on and so she just really wants us to consider if we do this name change. How will we be able to support residents that may not be fluent in English or understanding all that paperwork?

Thank you.

UnidentifiedUnidentified speaker 3Proposed1:37:07

Alicia, was that is that you? Alicia or okay. Gracias.

UnidentifiedUnidentified speaker 9Proposed1:37:14

Buenas tardes.

Gracias.

UnidentifiedUnidentified speaker 5Proposed1:38:15

She's been here for 32 years. She's very happy, she has a husband he has been here for 42 years together they share children the name change will impact her and her children because they will need to change ID passports and she is not in support of the name change.

UnidentifiedUnidentified speaker 3Proposed1:38:34

Bill on that Riverview what is there 76 units? 80 is my understanding. And they all have Caicedo Chavez apartment 5, apartment 22. Exactly. I think this is our first round. So there's options. No change, change it to the Bulldogs, change it to Dolores Huerta, change it to Campesinos, change it to... We, I understand the predicament that the name change is going to have on individuals on that street And I think we owe it to them and owe it to the community in terms of how they feel about, you know, the name change. You know, there's two sides of this whole issue with Guy Cesar Chavez.

One is what he's done for the farm workers in terms of history that he's done. The other one is a negative side that a lot of people are basically saying change the name. So we're here to say okay let's look and see what the community wants. And there's one of the caveats on a question that goes out, no name change. Keep it the same or list of all these names and then comes back to us. I think you had a good proposal in terms of timing in terms of getting a word out what's your opinion because we're probably voting population of what 3000?

9,000 people in town. So there's those individuals and regardless that people even children would have a stake in this in terms of how do they feel about a name change or what it should be or no change so... What did we hear from the council?

1:40 – 1:459 turns

UnidentifiedUnidentified speaker 1Proposed1:40:32

Oh, I'll just be quick. I'd like to see more change and more options. I personally would support a change, not leave it as it is, the name as it is. I understand the ramifications and confusion that may go with the name change for those who are living in the area that will have to live with that decision should we go that way. So I'd like to open it up for more names. It was interesting, I did not know...I don't think I was living here when that was built and I didn't know this first called Park

UnidentifiedUnidentified speaker 3Proposed1:41:14

Street? I can't remember if that was the name

UnidentifiedUnidentified speaker 1Proposed1:41:16

of it. I think it's in the staff report or something. Yeah, I had no idea. I thought it was always...

UnidentifiedUnidentified speaker 3Proposed1:41:20

I wasn't here but I

UnidentifiedUnidentified speaker 1Proposed1:41:21

don't remember that. Anyway those are my comments.

UnidentifiedCity ManagerProposed · by role1:41:25

And Mr. Mayor and Council Member... Apparently, as we mentioned the original subdivision that was the name that was picked. I don't know how far along he got but it is on some early maps Park Street so

UnidentifiedUnidentified speaker 3Proposed1:41:40

it's community park. That's what it was called. Okay.

CommentJimbo BarbecueProposed · by introduction1:41:54

Honestly, I think we should just leave it as is. There's a lot of stuff that goes on in the world and our country and stuff and people are quick to jump to things that come out. The guy has been gone for over 30 years. And this comes out, you hear the rumors because Dolores is in trouble for embezzlement and all this stuff. And to sit there and say okay is it true? We're going off of a time in our world where there's a lot of cancel culture going on.

If you go back I've heard stories that Cesar Chavez didn't even care for farm workers when he did it. How true is that? I look at the industry from when living here my whole life, from the packing sheds to where it's at. I worked in agriculture for a lot of years and you hear people say good things, people have bad things It's one of those where I feel it's been like that for how many years now, and all of a sudden something happens and people want to change it. People want to change everything that's been there.

You stop and realize why? Why do we sit here and follow a president that's happening because we're going off of other people's opinion on how they feel? You know, I get it. Something like this should have been brought out years before but there's a lot of stuff and to sit there and change it for a street that has four houses and a big apartment complex to me is not something we should be doing.

It is what it is. There's a lot of stuff that goes on Behind closed doors with politicians, movie stars all that stuff. But the minute something bad happens everything comes out and nobody wants to be a part of it. So my suggestion is we leave it as this because if we stop and think one person came into one council meeting and asked for this to be All these other council meetings since this has happened, nobody's come in to push for a name change.

You know we have residents here who live there who are like you know they understand but they're like all the paperwork they got to do so for me I say no and leave it as is.

UnidentifiedUnidentified speaker 5Proposed1:44:59

I think it's important just to continue this conversation, not to rush into anything. I did reach out to local organizations that work with residents in the street and other organizations that support mixed status family because I know this administration is attacking residents left and right. And so I'm very aware that name changes can put a spotlight on individuals that may not want that spotlight. And so I'm very conscious on that.

And so I would, I personally would like to continue this conversation but allow time to engage residents and engage partner community orgs that may be able to help facilitate this dialogue. And if there was a proposed change then seeing if there's any support that we can provide residents.

More engagement and more discussion around this is probably a good idea. There's there's pros and cons to both sides of it. And um, I'd like to hear from more of our community.

And you know, have had the opportunity to, uh, like Councilmember Hernandez said, Um, engage and have some outreach regarding

not transcribed≈6s of audible speech the AI couldn’t make out▸ listen
UnidentifiedUnidentified speaker 3Proposed1:46:49

Councilman Costa, but I think we need to let people know what's going on and have a system. And I think Bill you had some suggestions in terms of how we would go ahead and get this out. One of the bullet points is to include no change and then suggestions in terms of what do people want? It's almost like even if you ask them why this change, but that's my opinion because there are certain people That just like Camposino Lane, you know there's nothing but farm workers in that area and 80% of Guadalupe is farm workers.

But it impacts the residents that are living there and also the AD units there so I would suggest that we just move this out to our next meeting and see what we can come up with in terms of getting information out to where people can respond to our request for input Do you have an attraction or do you need more comments from council or

UnidentifiedCity ManagerProposed · by role1:47:58

staff? And let me be clear, Mr. Mayor we do have a flyer that kind of the way we kind of structured it. We do have a flyer that we could send out and solicit was kind of structured here's a name, do you agree or disagree. We can just send out the same flyer name change being considered Do you agree to disagree is okay. And that would be right now, the initial would be just to the affected. They know? UnidentifiedUnidentified speaker 3Proposed1:48:59

UnidentifiedUnidentified speaker 5Proposed1:50:16

Yeah, I like giving them an option, Vietnam veteran and even maybe if they can check off, it'd be nice to know if they were in favor of a proposed name change. Would that be a local veteran? Would that be agricultural ties? Maybe one extra.

UnidentifiedUnidentified speaker 3Proposed1:50:34

Agriculture can do. There are other questions? Yes, go ahead.

CommentJasmine SanchezProposedself-stated1:50:47

Hello, my name is Jasmine Sanchez and I would say I was born and raised here but because we're technically all born in Santa Maria sometimes. But yeah, born and raised in Guadalupe and how my mom mentioned there is a lot of people in that street and then those apartments that are agricultural workers who don't know English and There's a lot of times where and I feel like flyers are not all presented, and a lot of the people there don't know what's going on here.

The name is change who's going to pay for all the things that we residents have to change. Again like driver's license passports, medical bills, all that information, like our residents can have to be paying for that or, like, would it be,

UnidentifiedUnidentified speaker 3Proposed1:51:43

I would think so, I don't know bill in this Have had wisdom can come. I don't

UnidentifiedCity ManagerProposed · by role1:51:49

have that much wisdom,

UnidentifiedUnidentified speaker 3Proposed1:51:50

okay?

UnidentifiedCity ManagerProposed · by role1:51:51

But it would probably be on the residents and that's kind of typical of any street name change in any jurisdiction. The city kind of looks at what we do in terms of we're going to recruit Alice to do the mailings so it'd be staff time to do the mailings and whatever street signs and whatever stationary the city would have to change but That would typically fall to the residence if drivers licenses those kinds of things

UnidentifiedUnidentified speaker 7Proposed1:52:17

I would say that's why it's so valuable that the residents of that area. Come out and share their voice, um, it's not very often that I've seen that people that are actually affected by anything actually show up and say something. So, it's very nice that you guys did. I appreciate that

CommentJasmine SanchezProposedself-stated1:52:34

yeah, I agree too because I don't agree that 1 person in a council chair should dictate whether we have to pay these bills upfront and. I think that's something to consider because a lot of families have five children, four children, three children. That's a lot of information that has to be changed and again the bill of it especially in this economy it's already a lot for us so just want to throw that out there.

UnidentifiedUnidentified speaker 3Proposed1:53:04

Thank you for your comments.

Mr. Mayor one of the members of the council, one of the options could be a delayed implementation like the street name to be changed the sign on them but it would still not take effect for a number of years to allow people lot of time too and then we could come up with we can work with agencies to come up with like checklists and information in English and Spanish to help them go through the process if that's The ultimate direction doesn't have to be the council acts and then suddenly it's done.

At least, I think that could be 1 of the options we can present to you. That's what will investigate that when we come back.

UnidentifiedUnidentified speaker 5Proposed1:53:42

That would be a really great option. I did reach out to the Little House by the Park and People's Help Help Housing to try to engage residents, but once this draft letter sends out, I would be happy to connect with Little House by the Park. They do a food distribution at Riverview. I would have be happy to just hang out there during that food distribution and talk to all residents that come by. I don't think Council wants to rush into this, but we really wanted to just speak Consider this name

ElectedAriston JulianMayorProposed · by role1:54:14

change.

UnidentifiedUnidentified speaker 7Proposed1:54:17

I would almost ask as residents, what is the best way to engage you? Would it be to hold something at the location That way it's more accessible to you, specific days, specific hours. Obviously Spanish, English, the whole gambit because you guys are so affected like how would you like to be engaged?

CommentAnna CardenasProposedself-stated1:54:46

Yeah, I agree. And I appreciate Ms. Sanchez as she has a good point that there are some families like I'm here supporting my mom. I moved away a while back but and actually this is the one who informed us like you better go. And so and we actually told our neighbors who didn't know. So it's actually because of my sister Lili who informed who we knew was going to affect us that we told our neighbors but I don't know if anybody in the apartments know this I don't know if they were aware of it. So, I think you guys sometimes have like community events or clinics where people can come and hear about it. So, I think having a community event to say hey for those for our community for that street saying this is what's happening we want to explain it to you guys.

I don t know how the apartments communicate with each other but I mean for us our neighbors we knock on each other s doors and we were bringing up the topic but I think I mean, she's been here longer so she could definitely share more. But I think we need to bring it to the attention of especially that apartment complex.

UnidentifiedUnidentified speaker 3Proposed1:55:53

Well in the past and I'm sure she's gonna bring it up that we actually the chief and the prior city administrator met with a community group there at Riverview to talk about what's going on. That'd be a perfect venue Do you know to do this? Go ahead.

CommentJasmine SanchezProposedself-stated1:56:12

Oh no, I was just going to like also add on that a lot of people in the apartments and also like our parents they don't know how to use a computer. I know you guys had mentioned that you guys put it up online but and i've gone online to like our website it's not the most user friendly In my opinion, but it's really hard for them. A lot of them again don't speak English and I feel like door to door explaining the topic would help most people. Again, I would also consider a lot of the people who live in the apartments come home 5-6 p.m because they work. They have kids, they have to go pick them up things of that nature so i just want to add that as well

UnidentifiedUnidentified speaker 5Proposed1:56:58

Thank

CommentJasmine SanchezProposedself-stated1:56:58

you.

UnidentifiedUnidentified speaker 5Proposed1:56:59

Yeah, I know that people self help housing when they when we have flyers to distribute if we give it to the property manager they were there able to flyer on each door. So I think making sure that we connect with Chris at People Self Help Housing. If there is a future topic to make sure that each store is fliered on.

UnidentifiedUnidentified speaker 3Proposed1:57:16

It's got to be in person. There's probably two avenues. One is to go door-to-door for people that don't live in Riverview, to talk about a meeting that's going to happen at Riverview. And then Jimbo Barbecue and everything will bring a lot of people there so...

CommentJimbo BarbecueProposed · by introduction1:57:32

Sure. Use the play of the wood and the meat will be good. I just want to say you know um i want to piggyback off the Councilwoman Hernandez We have to use our resources that are here in the community, like especially the Little House by the Park. They're centrally located in Riverview now. I don't want to butcher her name. Maria. Maria would be someone if you could reach out to and let her know like hey because she deals with a lot of the residents in there and all but that's one thing is getting out to the people who live in there You know, because a lot of them they do work. A lot of them are in and out at times so that'd be really good to make sure we reach out to them to get notice for the residents in that area.

UnidentifiedUnidentified speaker 3Proposed1:58:33

So we have directions? Good. How's Lily doing? Say hi to her. Okay. Yeah. Senor. Okay, we're good. Okay

the next item is future agenda items. Riverview, I mean Riverview.

1:59 – 2:0418 turns

UnidentifiedUnidentified speaker 1Proposed1:59:04

I just had a question. I had asked it Eli is or David on the agenda we have right now, which shows next meeting is the budget workshop. Is that only? Is that going to be the only topic or we don't know yet?

UnidentifiedUnidentified speaker 7Proposed1:59:23

Ideally, that will be the only topic there may be some onesie Tuesday's that we can keep short. But we want to hit half the budget at least For a majority of it. Yeah,

UnidentifiedUnidentified speaker 3Proposed1:59:36

okay thanks. Okay announcements council activity reports.

UnidentifiedUnidentified speaker 1Proposed1:59:47

Yeah,

UnidentifiedUnidentified speaker 3Proposed1:59:50

let's

UnidentifiedUnidentified speaker 1Proposed1:59:50

see. Last Thursday I was at the food bank monthly food bank and I know the mayor will probably give stats but what was interesting this time, and I was talking to another volunteer that it seemed as though there were less people this month than in prior months certainly less people walk in the lockup line to pick up groceries And considering the fact that things are so expensive nowadays, one would think that each month we'd see more and more people but maybe it was an anomaly I don't know.

But it was interesting. And then that afternoon I was at the ceremony for National Day of Prayer on there were about 20 people attending. gave the prayer for the day. And there were seven other people who spoke, and whether they were prayers or thoughts but it was about an hour and 15 minutes and it was extremely windy, so windy. I was out in the parking lot by the Vets building.

And then Friday there, I went to the Mother's Day luncheon which was at the Senior Center and that was very nice. Okay

UnidentifiedUnidentified speaker 3Proposed2:01:05

thank you.

UnidentifiedUnidentified speaker 5Proposed2:01:09

This month I attended Psychomania. This morning, I also attended Cafecito and I just want to share about the 5th District County Supervisor Forum that will be held here in Guadalupe May 21st from 6 to 8 p.m., and I believe all three candidates will be here at City Hall and I think it's really important for residents to get engaged and vote early.

UnidentifiedUnidentified speaker 1Proposed2:01:36

Wait, Christina. I thought that was 530.

UnidentifiedUnidentified speaker 5Proposed2:01:39

I have a flyer and it says 6 to 8 p.m., but before that they're having an event at the ballot box to encourage residents to vote. Okay, yeah, I didn't share on that one. So so it is it is six o'clock then

UnidentifiedUnidentified speaker 1Proposed2:01:58

For the district. Oh, really? Yeah,

UnidentifiedUnidentified speaker 5Proposed2:02:00

there's a voter forum and that 6 to 8 p.m., but that same day the League of Women Voters of North Santa Barbara County will have a voter registration at 4 p. m. And light refreshments will be served.

UnidentifiedUnidentified speaker 3Proposed2:02:15

Okay real quick. The last thing you want something or go Whitney I'm sorry.

UnidentifiedUnidentified speaker 6Proposed2:02:26

No,

UnidentifiedUnidentified speaker 3Proposed2:02:26

I'm good. Go ahead.

UnidentifiedUnidentified speaker 2Proposed2:02:27

Okay.

UnidentifiedUnidentified speaker 3Proposed2:02:28

All right, thank you. Last May 5th there was a State of California Department of Fish and Game did a hearing regarding their MPA, the Marine Protected Area which is Point Sal. And Christina spoke or commented in support of the designation and after the After people spoke on Zoom, there was like 47 people that were wanting to speak on it. Tomorrow I have an SBCAG Sub-Regional Planning Committee meeting in Solvang at 10 o'clock if anybody wants to go. Yeah the voter registration uh dedicating the ballot box And we're also partnering with the Senior Community Service Employment Program, which is for individual seniors over 55 to meet income requirements that they can actually start.

This program is a federally funded program That'll pay seniors up to 25 hours a week, $16 an hour to work with a non-profit or actually with the city. So we're pursuing that and the contact person is Cynthia Tejedano Bayan at 805-356-6155 for more information. And she's at the Senior Center. So that's it. Is there a motion

UnidentifiedUnidentified speaker 5Proposed2:03:58

to... I just want to share really quick, sorry Mayor. May 28th is Boys and Girls Club Youth Night where leaders can get paired with the youth and so if you have availability please sign up.

2:04 – 2:048 turns

UnidentifiedUnidentified speaker 3Proposed2:04:14

That's here? Good. Is there a motion to adjourn Jean?

CommentJimbo BarbecueProposed · by introduction2:04:23

Since you guys want me to a motion to adjourn.

UnidentifiedUnidentified speaker 3Proposed2:04:26

Is Whitney going to second? I'll second. Okay, any discussion all those in favor of the motion say

CommentJimbo BarbecueProposed · by introduction2:04:33

aye.

UnidentifiedUnidentified speaker 3Proposed2:04:33

Aye. All right thank you Whitney for taking your time to continue meeting with us.

UnidentifiedUnidentified speaker 6Proposed2:04:40

I'm gonna go to bed now good night everybody. All right. Judy why don't we just

UnidentifiedUnidentified speaker 3Proposed2:04:45

keep

UnidentifiedUnidentified speaker 5Proposed2:04:46

meetings shared?
