Thank you. We will now go to public comment. This is the time to speak on items that are not on today's agenda and if there is any new information that was provided since the last time public comment was offered on Wednesday, you may speak to that and we have about six speaker slips so Mr. Allen each speaker can have three minutes

UnidentifiedUnidentified speaker 1Proposed1:22 · ≈ 9:01 AM

Madam Chair, we have seven requests to speak. We'll start with Andy Caldwell in Santa Maria will come back to Santa Barbara for Andy Culbertson.

UnidentifiedUnidentified speaker 3Proposed1:32 · ≈ 9:01 AM

Madam Chair members of the board Amanda Caldwell representing Colab I'm so happy that you distinguish the fact that the first public comment period of the day by virtue of the Brown Act and board protocol is for things not on your agenda today because in years past The board did what they've done today.

Agenda Discussionitems moved / continued / pulled, click to expand
UnidentifiedUnidentified speaker 3Proposed1:55 · ≈ 9:01 AM

They only listed one

UnidentifiedUnidentified speaker 3Proposed1:56 · ≈ 9:01 AM

public comment period on the agenda for the whole day, which means the public had to come speak on things not on the agenda and then after 1 or 2 hours of deliberations they were locked out of being able to comment on your final recommendations. Right now the public has no idea On what amount of horse trading is going to be taking place in the next couple hours and what the final recommendations of the Board of Supervisors are going to be.

So my public comment this morning, instead of trying to guess what you're going to do and being locked out at that process I'm asking you to formally notify the public that they will in fact get to speak to the final deliberations This is an error that we bring up almost every single year, but thus far to no avail. You know over the last number of years your former county administrator and now your current county administrator has warned the board that they need to do something different If they're going to get out of this structural deficit problem of declining revenues, declining services but higher costs.

I understand that you believe you're going to implement a strategic plan while there is nothing stopping you from beginning today There are items that are not mandated, there are items that don't work. There are items that can wait. There are items that have other funding sources and then there are things we simply can't do without We expect you to prioritize them now, not kick the can down the road saying someday we're going to get to it. Because in reality some five or six years ago Mike Brown and others have highlighted things for you to cut and he didn't do it. The buck stops with you on your in the hot seat I don't envy you because I know that a lot of these things we're getting down to the bone, but you know what? We don't have any choice.

So again, I ask that you add another comment period per the Brown Act so that we can speak to item number one on your agenda because this is not public comment for item 1 it's general public comment. Thank you.

CommentAndy CulbertsonProposedself-stated4:47 · ≈ 9:04 AM

Good morning, Madam Chair and members of the board. My name is Andy Culbertson and I'm a resident at the Santa Ynez Valley and Supervisor Farr's district. I've come before you today to express my gratitude in that of my husband for the Board's opposition to Senate Bill 162 which would prohibit state agencies from opposing fee-to-trust applications, obviously a prominent issue in the Valley. But secondly I would like to make a generic comment about revenue and spending.

All agencies such as yours are challenged by lowered revenues and increased costs and we all understand that. But I ask that as you deliberate, and now and in the future, that you keep firmly in mind the relationship between having an adequate property tax base and having enough money to spend. And when a fee-to-trust application is approved it comes away from your property tax base. And property tax is a central support to the county. So I come before you today just to make those brief comments and to thank you for your continued opposition and help to our valley. Thank you very much. Thank you.

And just to note, you know, the one thing I've seen that's really emerged from the budget is the need for collective impact in nonprofits, the business community, volunteers The cities and counties working together on the most difficult and challenging problems. Madam Chair, members of the board. My name is Robert Burke. A man, a person died stood before the creator and the creator said would you like to see the story of your life? And the person said yes. Over there, see those footprints in the sand on the beach that is the path of your life. The person went over, looked down and said yes this is the path of my life but I noticed that there are two sets of footprints here.

And the creator said yes I was by your side the whole time. So the person went along and realized there was a first disturbance and says yes I remember that. That was the schoolyard incident. And the person went along and noticed that there were various disturbances, and recognized them. And finally came to this one portion where there was chaos, confusion, and consternation.

And the person says yes I remember this time. This is when I lost everything. I lost my job, my house, my family, my car. I even lost my dog. It was a time of desperation and despair. And then the person looked down again and became very angry. He said, there's only one set of footprints here. You betrayed, abandoned and isolated me. The creator said no, that is where you stumbled and fell and I carried you.

Members of the board, I kindly request that you grant a boon to those who aid those who stumble and fall. Thank you.

UnidentifiedUnidentified speaker 5Proposed9:58 · ≈ 9:09 AM

You can't make this stuff up. First of all, good morning everyone. Second of all, I've given great thought to the proceedings of the other morning and especially suggestions by Joni Gray which was excellent. I called for five service officers at that time. And main reason was the outreach and the major backlog, and the major group of veterans coming back. I really thought at that time five as a single service officer for each district was in order.

Sitting down, I realized that we the veterans and the veterans returning and those who are in this county would be well served by less than that. By four as long as the volunteers with the clerical can be available It would take, four would take up the backlog that's now created five six weeks. It would also take care of the upcoming veterans coming forth. We don't need a band-aid on this. We need the four individuals badly As I understand, with four individuals there'll be $18 million worth of federal monies coming into this county.

That's an awful lot of money for a very, very small investment that you should make. You're all leaders and that's why you're up there and that's why you're elected This is a decision that should be an easy one for you, but given the restraints that you're under, please. The finances of how much money would be returned can be calculated by our tax collector.

In conversations with him he has assured me that with four service officers, he can keep every one of them busy every day. So now is not the time to shortchange the veteran. Now is not the time Especially right before 4th of July, I want each one of you to take a nice big deep breath. Take care of our emergency services. Right next to that are American veterans and those who return because none of us would be sitting here right now if it was not for the American veteran.

Please add a minimum four service officers to serve the entire

Good morning, Chair Farr and Supervisors. My name is Vicki Allen and I am speaking on behalf of the League of Women Voters of Santa Barbara. This statement was submitted yesterday after the previous hearings. We support joint planning and coordination by federal, state, county, and city government entities with the private sector including non-profit and private organizations, the business community, and private citizens.

With regard to addressing homelessness, we also support a government-sponsored communitywide task force. The magnitude and diversity of the needs of the homeless require active participation at every level of government with the private sector in Santa Barbara County. We support appropriate solutions with adequate funding to respond to both short-term and long-term needs of homeless people.

These include providing better access to existing social services with an emphasis on affordable housing, subsidized rentals, and establishment of criteria for shelter services with counseling and referral of those with special needs. We hope that you will consider our positions in your final budget deliberations. Thank you very much.

Sharon Rose is our final speaker

CommentSharon RoseProposedself-stated15:58 · ≈ 9:15 AM

Good morning. Thank you, supervisors and thank you County staff for all the work you've put into these various budget hearings. My name is Sharon Rose. I'm the mother of a son who almost died several times. The last time he hit the streets as a bipolar person in need of medical care his family got him into a religious Rehabilitation Center. There he was able to rebuild his life.

I want to remind us to think of prevention. People are dying on our streets, the homeless and chemically dependent are affecting tourism. We need 15 acute psychiatric beds immediately not next year Not when the health care bill comes in 2014, if it does. We need it now. We've heard of many proposed cuts to important services but let's keep in mind that those who live on the street, many of them who are put in jail for substance use disorders, many of them were veterans too If you have a home and drove here in a car today, you are better off than them.

In these difficult times we must make difficult decisions. We have heard that the county is putting aside $1 million a year for jail, a new jail. We've heard the county will have 1.9 million to pay in increased salaries and benefits. We've heard of almost $10 million for AB 109 and there are MHSA monies as well. We ask you to revisit the funding pools and find the money for 15 acute psychiatric beds Many states have innovative solutions for this population of people. We need a collaborative of the private sector, the non-profit sector, our cities and everyone else to be at the table to work with this population and come up with solutions. We're willing to help.

For 5150 for mentally ill and alcohol and drug users, other states have receiving centers for both where they process someone for three days and divert them from jail. I ask us to look at these other states in other counties that are doing a better job at the time of crisis and let's work together. Thank you for your help in your work and your service to our community.

UnidentifiedClerk of the BoardProposed · by role18:40 · ≈ 9:18 AM

Thank you Ms. Rose, and that concludes public comment so public comment is now closed the board is going to go into deliberations and I think what I would like to do and Ms. Waller I don't know if we're gonna put something up on the screen here but what I would like to do is first poll the board on what they would like to restore, and we'll see what has at least three votes for that.

And then I will poll the board again on the sources of revenue that they would like to use to support those restorations. And I think in some cases the sources of revenue may be specifically tied to that restoration. In other cases perhaps they're more general. So do we have something that we can put up on the board Ms. Waller?

0:19 – 0:2531 turns

UnidentifiedUnidentified speaker 6Proposed19:32 · ≈ 9:19 AM

Yes, Chair. And I was wondering with your permission would you like Mr. Alvarez to go over your new materials? And then I have some closing comments if your board would like. That's right. Go ahead and let's do that first.

GuestJoni GrayProposed · by introduction19:46 · ≈ 9:19 AM

Madam Chair, members of the board. So we had distributed some additional materials this morning and so the green are distributions from this morning for new items that were just put out this morning. I think you also got a gold colored sheet that was also from distributions that were made yesterday. So those are the two documents and again we've got the summary of the inquiry forms and the other document is the final budget adjustment. And if I could just steer you to the final budget adjustment that would be attachment A I'll let you know of the new ones. We've marked them as addendum, however there were a couple made and previously distributed so I just wanted to point the new ones out to you and next year we'll put in the dates of addendum so that we can make it a little easier for you.

UnidentifiedClerk of the BoardProposed · by role20:28 · ≈ 9:20 AM

You can't put these up on the screen for everybody to see

GuestJoni GrayProposed · by introduction20:31 · ≈ 9:20 AM

at one time? I do not have this available. We can get something shortly and get it up on the screen. And maybe at the next break we could put it up for any interested parties who would want to know.

UnidentifiedUnidentified speaker 6Proposed20:44 · ≈ 9:20 AM

I would assume that we have copies for the back of the room as well. So, I mean do we have those right now? Okay, we'll also have copies in the back of the room for anyone who would like that.

GuestJoni GrayProposed · by introduction21:00 · ≈ 9:21 AM

Okay and there's about four of them I believe so in the CEO's office number 4 In the fire department number 2 In alcohol, drug and mental health number two. In planning and development number four. Madam Chair hold on.

UnidentifiedClerk of the BoardProposed · by role21:21 · ≈ 9:21 AM

I think we need more explanation so we're looking at this sheet. So the first one was in the CEO's office you said number 4?

GuestJoni GrayProposed · by introduction21:30 · ≈ 9:21 AM

Yes,

UnidentifiedClerk of the BoardProposed · by role21:31 · ≈ 9:21 AM

I'm sorry. Okay so why don't as you go through there why don't you just give a little explanation on each one?

GuestJoni GrayProposed · by introduction21:36 · ≈ 9:21 AM

Very good.

UnidentifiedClerk of the BoardProposed · by role21:36 · ≈ 9:21 AM

So under CEO the number four for $250,000 you're going to explain that one

GuestJoni GrayProposed · by introduction21:42 · ≈ 9:21 AM

first. As we had previously discussed this is to fund the consultants to review the mental health department to look at all operations including the inpatient services and so that would be funded out of the CEOs Department

The next item is on page two at the very top of the page, fire number two. And this adjustment is just allocating some grant money that was not spent so that will be established in for next year.

The next item is on page number three towards the top of the page under alcohol drug mental health item number two. This is a transfer between funds, no additional dollars moving through the county budget. It's just reallocated from one fund to the other.

The next item is just below that in the planning and development area. Item number four.

UnidentifiedClerk of the BoardProposed · by role22:36 · ≈ 9:22 AM

Actually Mr. Alvarez if you could just go back to the ADMHS item. Because we've, since we've talked about this. It says it also restores 474,661 in homeless and indigent services listed on the ADMHS service level impacts. So is it as the same or different than what Dr. Dietrich talked about in moving increasing the impact to the PUF but decreasing the impact to the indigent contracts?

GuestJoni GrayProposed · by introduction23:05 · ≈ 9:23 AM

This is the same item that she was referring to by moving, by having these programs funded through MHSA. It frees up those other dollars in Fund 44 to address those items that were on the surface level impact previously.

UnidentifiedClerk of the BoardProposed · by role23:18 · ≈ 9:23 AM

Okay so that doesn't change what she said at all one way or the other? Okay

GuestJoni GrayProposed · by introduction23:22 · ≈ 9:23 AM

thank you. This is just a formalization of that into the budget.

UnidentifiedClerk of the BoardProposed · by role23:25 · ≈ 9:23 AM

Okay go

GuestJoni GrayProposed · by introduction23:26 · ≈ 9:23 AM

ahead. The next item is in planning and development item number four This adjustment will rebudget the 11-12 funds that were not spent into next year.

UnidentifiedClerk of the BoardProposed · by role23:39 · ≈ 9:23 AM

Page three under planning and development item number four, the $50,000. Is that right Mr. Alvarez?

GuestJoni GrayProposed · by introduction23:46 · ≈ 9:23 AM

That's correct.

UnidentifiedClerk of the BoardProposed · by role23:46 · ≈ 9:23 AM

Yeah.

GuestJoni GrayProposed · by introduction23:48 · ≈ 9:23 AM

So that's moving it into next year. And the very last item is on the very last page and it is the very last item And as we talked about the successor agency, this is one of the... This adjustment is necessary to eliminate the budget in the Redevelopment Agency Successor Agency Housing Fund. A separate adjustment is within the housing community development to create a budget for the successor agency. So this is just moving from one I'll say fund account in our structure to another.

UnidentifiedClerk of the BoardProposed · by role24:23 · ≈ 9:24 AM

Okay. But is this being kept separate because we're still not sure whether the housing funds are going to be able to still be utilized for housing and not be dumped into the whole redevelopment pot to be redistributed?

GuestJoni GrayProposed · by introduction24:38 · ≈ 9:24 AM

Chair Farr, the housing funds were going to be still managed by the county and not be segregated out into that separate trust fund.

UnidentifiedClerk of the BoardProposed · by role24:46 · ≈ 9:24 AM

Okay. But I thought that there was legislation saying that the housing, they were trying to keep the housing separate but it wasn't supposed to be separate. That's not right?

UnidentifiedUnidentified speaker 6Proposed24:56 · ≈ 9:24 AM

Chair, there is some discussion going forward but this specific one is just to set up the fund that your board already approved when you elected to have the county be the successor agency for the Housing Authority. Okay. I get it. Thank you.

UnidentifiedClerk of the BoardProposed · by role25:12 · ≈ 9:25 AM

GuestSalud CarbajalProposed · by introduction25:15 · ≈ 9:25 AM

All right, anything else for this part? Thank you Mr. Alvarez. Ms. Wallen. Thank

UnidentifiedUnidentified speaker 6Proposed26:16 · ≈ 9:26 AM

you chairwoman. Over the last several days, your board has received testimony from all county departments describing their current year accomplishments, their proposed service level reductions and funding gaps that they anticipate in 2013-14. Additionally you have heard from members of the public requesting funding restoration for programs they believe to be of importance.

When combined this information makes clear that our county and its residents continue to experience ongoing and unparalleled challenges, and there are still many difficult years ahead of us. State budget shortfalls, program realignment, escalating retirement costs, and the ongoing economic downturn contribute to the dour predictions and may result in the need for additional program reductions in upcoming months.

The FY 2012-13 proposed budget of $828 million is balanced with revenues equaling expenditures. Expenditures are approximately $25 million less than last year. Staffing is proposed at 3,800 FTEs which is down 550 FTEs since FY 07-08. The proposed budget represents thoughtful consideration of impacts, the consequences, alternatives and difficult choices made by the department and county executive office staff. And still it reflects the board's stated priorities of maintaining public safety, protecting our children and families and supporting sustainable communities.

However, it reduces to mandated levels many core county services and significantly reduces or sometimes eliminates non-core discretionary services. These choices were difficult and many times forced decisions between programs that have a long term value and those that we are legally mandated to provide. These proposed cuts will most certainly negatively impact the quantity and quality of the services the County provides to its citizens. I, and the entire County staff truly do find this distressing.

We understand that these proposed reductions translate into real people impacts. Please know that staff will stay focused on the people we serve in cooperation with the organizations who share our common missions and goals. That said, we must weather the current storm and chart a strategic course that enables the county to the extent possible to be prepared for future challenges.

As I mentioned in my opening, your board's commitment to provide resources to ensure public safety is reflected in the proposed budget. This is reflected by the fact that over the last 10 years, funding for the Public Safety and Law and Justice Departments has increased from being 47% of discretionary revenue to the currently proposed 64% of discretionary revenue.

In dollar amounts, general fund support for these groups has grown from 66 million in 0203 to 127 million proposed in FY 1213. On the downside this shift of funding has resulted in critical underfunding of community resources, health and public assistance and internal support services. These reductions result in deterioration of the quality of life for County residents and pose a significant increase in the risk of financial losses.

As you've heard, the recommendations to close this budget gap are a combination of $9 million of ongoing program reductions and $16 million of one-time solutions. To enhance ongoing savings, departments will continue to seek efficiencies such as reorganizations, consolidations, reengineering, public-private partnerships and information technology innovations.

As your CEO, I feel compelled to recommend to you that any additional funding that becomes available in the next year be used to reduce one-time fund use and deferred maintenance instead of being used for program restoration or new programs. This will enhance our county's ability to close the 2013-14 budget gap without further service level reductions. In total, our employees will give nearly $15 million in concessions in FY 12-13.

However, it should be noted that current salary and benefit levels for public safety employees are not sustainable Our labor relations staff has initiated discussions to negotiate elimination of pay increases and reduction of benefits, including a lower retirement tier for new public safety employees. However, even with the cost containment measures previously noted, the county will still be unable to close the expected budget gap for 13-14 and beyond.

In 13-14 alone, staff is currently estimating an $18 to $20 million budget gap just to maintain our current services. It will be imperative for the board to also consider ongoing revenue solutions to fund needed services in deferred maintenance and set aside reserves for unexpected costs. In the months and years ahead, the County should examine how we can help enhance economic development and job growth and increase the economic vitality of our businesses.

An added but as yet undefined and quantified concern is state actions that could translate into millions of dollars in lost revenue and substantial workload. In summary, the proposed 12-13 operating budget is cutting away some bone. The proposed budget reflects careful consideration and balancing of cross department service levels and the impacts of reductions.

The entire breadth of county activities forms an intertwined system of services. I encourage your board to see into the future and prepare for substantial challenges It will be necessary for you to make significant policy decisions and prioritize difficult budget requests. It is my hope that you will all support the effort and operational knowledge of your department heads and CEO staff in preparing these recommendations by adopting the proposed budget at the end of your deliberations.

In closing, I'd like to acknowledge the leadership your board has provided in the difficult financial and policy decisions you have made over the last year and to thank you for that support. I would also like to thank the department heads and the CEO executive team for their significant effort and input into the proposed budget. Also, to all our county employees Whose commitment to providing exceptional public safety, excuse me, exceptional public service is the foundation that enables Santa Barbara County to continue to provide a wide array of services to our residents.

This outstanding team stands ready to support and implement the final budget your board adopts. Over the last two days, I have felt personally moved by the credit and the praise the supervisors have given to each of our departments and employees for maintaining the commitment to public service during the ongoing budget challenges. Not once did they say this not twice but multiple times thank you all for what you do.

UnidentifiedClerk of the BoardProposed · by role35:37 · ≈ 9:35 AM

I think now is the time to ask

UnidentifiedUnidentified speaker 7Proposed35:38 · ≈ 9:35 AM

them. My question had to do with the increase in number of employees and we were talking that That some were going to mental health 10, I believe it was Mr. Alvarez and of that 10 there was a discussion as to whether or not they were administrative or people that were in the field and I'm still not clear on that so I need some explanation as to what are those 10 employees?

GuestJoni GrayProposed · by introduction36:11 · ≈ 9:36 AM

Chair Farr, Supervisor Gray. I recall that the increase in administrative staff were 3.2 and I think that was tied into the billing and those type of activities but it wasn't the 10 that was noted in the book. I think there were some adjustments. I do recall that there's a lot of detail provided and I don't know if Dr. Dietrich is in the audience or not Administrative piece was, in fact, a change of 3.2.

As we recall, we also mentioned that part of the change was really in the vacancy factor, that in some prior years a vacancy factor was applied and it's no longer being utilized in our projection so it may be a more conservative budget from that respect but I think the actual change in administrative staff was approximately three staff.

UnidentifiedUnidentified speaker 7Proposed36:54 · ≈ 9:36 AM

Three? Okay because that did seem like a lot when you said ten administrative positions

GuestJoni GrayProposed · by introduction36:59 · ≈ 9:36 AM

That is correct, and it was a combination of the vacancy factor and really just the actual change in administrative bodies was three.

first off before we go there. Let me just say that I Just want to say what a And maybe it was because last year was my first year, but going from this year, last year to this year I just felt the whole process was better. I really commend our CEO and also Mr. Alvarez made everything a lot clearer to me all the way our whole executive team all of our department heads down to the frontline employees who give us everything that they have. I really appreciate the county team.

Also want to thank the public speakers that came You gave us some difficult decisions to make. We're sitting up here and you have to make a decision between supporting the mentally ill or our veterans, or the homeless, or public safety. It's not easy so I did the best job that I could. I think obviously for me Human Services Commission is something that I believe needs to be fully funded

UnidentifiedUnidentified speaker 6Proposed38:59 · ≈ 9:38 AM

I just have a question. Last year to help staff, you looked at these one by one and saw if there was general support of at least the majority of your board and at that point if there was general support we moved the topic over to the tentative picture for your later consideration. I'm not sure if you'd like to do that this year

UnidentifiedClerk of the BoardProposed · by role39:22 · ≈ 9:39 AM

again. Yes, but what I'm doing is that I think once Supervisor Lavinino is done, I'll go to Supervisor Carbajal and if something that he wanted to restore is on that list, he'll say yes me too and we can put that check mark and we'll do that all the way down the line up and then he will add anything that he's interested in restoring that is not on that list. Okay thank you Chairwoman.

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.5939:45 · ≈ 9:39 AM

For me, the Conference and Visitors Bureau and Film Commission we always talk about that economic development is our number one priority. I don't really know anybody in the county. We don't really do that ourselves so I think that's important. Pro-pay I would like to see made permanent and find it somewhere in the budget where we don't bring it back every year.

That's obviously something that we need to do. The truancy program serving on the subcommittee with Supervisor Carbajal I think that that's going to be money well spent, that we will definitely see the return on that in the long run. As far as parks goes, I can't really find a department that's being hit and cut more to the bone than parks. And I think we had a number of public speakers that came and talked to us about how important it is when people come and visit us if this is someplace that they want to return to.

Looking at the response that we got regarding the water sewage plant operator, I'm not comfortable that that's acceptable. That we have somebody that's in training that is responsible for our sewage operation. I'd hate for us to have a spill in that area and although... And same thing, I know you all got the same letter from our mechanic out there. For $73,000 he's the person responsible for keeping the boat in operation both boats Keeps all of our equipment running out there.

I think we would burn through $73,000 hiring somebody continually bringing them out there, especially with all the downtime that would be involved. I don't think that's a wise investment to cut that. Veteran services, I'd like to see go to three when I asked about the wait time and I understand Mr. Connell would like to have four. When I discussed the wait time it's totally It's unacceptable to me that we're waiting six weeks to have a veteran get their benefits looked at. But with three individuals, one in Santa Barbara, one in Lompoc and one in Santa Maria I believe that we would have only a week's wait I find that acceptable.

Working in a congressional office, that's about the given time you basically get an appointment anyway so I'd like to see that happen. The emergency shelter services $45,000 to go to restore that. $23,000 for the Guadalupe Dunes staffing so that park is open seven days a week And our ag biologist, I just think that's short-sighted if God forbid we run into a situation where we have through a lack of inspection.

Ag is a $1.3 billion industry in Santa Barbara County and we can't afford to lose that. Having said those, I also have a question regarding the Sheriff's Department I guess if I could get the sheriff or a representative for somebody. Just because of, and I kind of wanted to do it at this point Sheriff because I didn't want to come to you before because I think we probably all have the same questions but I can't talk to them outside of this so on the 227 I think because we went through it so fast for me, I just wanted to get a good feeling again of what the 227 was.

And then in your... I just got something that also said you had a fund balance of like 565. So my first obvious question would be well why don't we just take it out of the 565? And then help me with

not transcribed≈8s of audible speech the AI couldn’t make out▸ listen
UnidentifiedUnidentified speaker 9Proposed43:26 · ≈ 9:43 AM

that one. The 575 is the Prop 172 balance which is something that we have as basically It's a contingency fund, if you will, for major developments that we have, major purchases that come up that we don't have funding for and so forth. So it's kind of like our savings account, if you will. The $227,000 request was for three custody deputies and one sheriff's deputy to be funded for one half of the year. In other words, it would start in January And go through the balance of the fiscal year. The reason for that request is the significant problem that we're having in filling positions now and the vacancy factor that we have, and a real need for additional staffing in our jail. Our jail is becoming...

It's not really becoming any more crowded because it's always been crowded and we have, in essence, a finite number of people that we can keep in there. But we're cycling through a tremendous Highly higher number of people than we have in the past. We're changing classifications and having many people there for longer periods of time. We're having many people there who are for more serious crimes than historically has been the case, and we just feel that we need to start to increase the staff level within the facility because the dangerous situation that exists there. So my request, you know I think is a modest one in terms of half a year and allowing us to fill those positions. Quite frankly we couldn't fill those positions July 1st if you gave me the full funding for it so just trying to balance all

GuestSalud CarbajalProposed · by introduction51:56 · ≈ 9:51 AM

Thank you Madam Chair. So the way Well, before I start, I want to thank our CEO, the department heads and the public. And those of you who aren't here that sent us emails, I just want you to know that they were read although I will say that there was one that kept coming and I didn't repeatedly read the same thing but Definitely took notice of the number of people who were concerned with the Human Services Commission, along with so many other things.

I also want to thank staff for getting back to us so quickly on our budget inquiry forms because for me they really did help as I was looking toward my restorations and how we were going to pay for them. Some of the information particularly for instance the biologist physician Was important information to have and you know, I appreciated that there was a sense of frustration I think for me at some point that we weren't able to dig into the budget as much as I would have liked but I think I think we did the best that we could, or I did the best that I could with the information that was presented. And so I'll go ahead and start.

Is that my list up there? No. OK, so you can see that In the. In the first five areas for ADMHS, I have restored all of the cuts that were noted. They were first related to the homeless-related contracts, not cutting those. The beds, the inpatient beds, I restored funding for all of those. Since I have been on this board, that continues to be an issue. We've already cut some of our beds so to cut it even further was something that's not acceptable to me and if we look to restorations which I haven't done, I haven't put up any restorations, you know, I think we need to prioritize and that would be something that I think we should look at.

I also want to mention that I restored the funding at the PUF and then going on to the Community Services Department. You know, we merged HCD and Parks In the hopes that we are going to see not only efficiencies but cost reduction of about half a million dollars. And one of the responses that we received from a board inquiry form is that we've really only saved about half of that and so that's concerning to me because I think in some ways, we like to think that consolidation of departments is a good thing and it saves us money, but in this case it did not save us as much money as we had expected. And what I feared is that we were going to be starting to see some of those service level impacts on the people who are on the ground doing the work for our community.

Hence, well the reason why I'm going to jump down why I have reinstated the funding for the plumbers, the welder and the water and sewage plant operator. Supervisor Farr talked about and you know we received board inquiry forms from CSD about what these folks do for our beaches in our parks In my district, and I think every district, our parks, our recreation areas are places where our community goes.

And even visitors to our community. So it's penny wise and pound foolish to cut some of those positions. These are people who know our community. Certainly doesn't make any sense that we would contract out when we have these folks on hand to do the work. Moving back up to the To the Human Services Commission, my amount listed there was 1.121. That's just really semantics because I'm happy to go to the 1.2. The only reason I did that was because of Supervisor Labagnino had a service, had a question about the administrative funding and so that was what the cost was but The Chamber and the Film Commission I absolutely feel like that is something that we need to keep. I said in my opening statements when we began budget, that one of our principles was economic development.

In fact, I think it was even listed in CSD that we wanted to look at enhancing our economic development specifically as it pertains to parks. So it didn't make any sense to reinvent the wheel when we have these folks who are already doing an outstanding job. So I wanted to add those The veteran services, I restored two positions for a hundred and seventy-eight The pay pro pay And let me just the other supervisor Carbajal what was his amount for the veteran services? I Because it seemed like he had said three. I just want to know if we're on the same page on that because

good okay and then the representative Pei again an amazing service that really helps A very vulnerable population and I'd like to just see us make that a permanent item in our budget so that we don't go over this every year. I took a different tack on the fire department. I put in the 1.8 million, you know if you take that out that certainly takes away from my bottom line of restorations but the reason I put that in is because I want to make a statement on the importance of that engine company and Good luck with negotiations. I always say that and we've had some, we've done a terrific job but You know, and I fully respect and understand why we may want to wait and see how negotiations pan out for that. But I feel that it's important enough that it needs to be stated as a restoration.

So that's why it's on my list. The biologist, as Supervisor Lavagnino said, you know, We have so much invested and we receive so much from our ag community that, um, and hearing from our Ag Commissioner that we can't afford not to have that biologist position. I'm also adding the Clerk of the Board position. Over the years Mr. Allen's department has declined in personnel and you know I think at some point, and I fear that we might start seeing more complaints from the public.

Issues relating to Brown Act problems, getting materials on time. I think just for the board that position is important. And then the truancy program. I had it at 175. I think some others had it at 170 but either way. And there were a few other things about restoring the emergency shelter for 45,000 and the Guadalupe Dunes for 23,000. I don't have those on my list. Those were stated as potential cuts and so I would like to reserve the opportunity to add those to my list because If we don't get three votes, I'll be the third vote for those two.

UnidentifiedUnidentified speaker 7Proposed1:17:11 · ≈ 10:17 AM

Thank you and thanks everybody I felt that the process of this year was probably the best quality process that I've ever experienced and for those of you that are sitting in the audience for maybe only the third or fourth time It's just remarkable what we've done, but it's also remarkable what a trap we are of electronics. We can't make it fit what we want it to fit. I can't get it on my screen and so I guess that just asks us to get better and better. But it was really well done. Thank you staff. Tom, I think you're a genius and I'm so delighted to have you as the budget director. And I mean that from the bottom of my heart.

I want to start out by just kind of saying, and then I'll quickly get to my list because being the person that I am it's the shortest list in the room. And I want to just say anything worth saying is worth saying over. And in 2010, I told this little story about being on a bus and going down a road. There was a sign in front of the bus that said bridge out ahead but the bus driver and the passengers on the bus just ignored that sign Stuck the pedal to the metal and went straight on off the bridge.

And that's what I think has happened to us at the county level, and at the city level, and at the state level. Now today we are trying to save and move around and help because each and every one of us want good things to be done for good people. I don't see the economy coming around in the next three years. I think it's going to stabilize, you can see that when you look at the fact that TOT and sales tax are the only taxes that are increasing. That does say that people have a little bit more disposable income but not enough to buy houses. I want to particularly thank the staff and labor organizations of the County of Santa Barbara and say how hard I think all of you have worked to try and Slow that bus down and to buy more for what we have in the way of revenue.

Also, I want to talk about productivity and comment how important that is, how fast we're getting just this as an example right here today, how rapidly we're getting this done. In previous hearings it would be maybe 230 before we got to this just because of all The mechanical, handwriting kinds of things that had to be done. So productivity enters into all our lives and that's huge.

I also want to say, and again it's back to the anything worth saying is worth saying over and over and over. I think we have to search out revenue. Revenue in Santa Barbara County is definitely in the oil reserves. I've had many, many of you write back to me and say we agree with you, we'd like to see safe development go in in Orcutt and Cat Canyon, in the Santa Maria area onshore.

I've also had other people write back with very interesting comments and if you have time you might stop me and ask me because I can give you some of the new wisest comments that you might have ever heard in your life. So I do want to say thank you and thanks everybody for trying and I see us as a team And teams work together, and that's our job. And I think it's headed in that direction. The things I'd like to see restored are the veteran services. I put down 73 and ongoing because I think we can cover that with volunteers as I talked about. However, I would not object to the number that's being proposed.

I think human services should be ongoing, and I think that that should be simply part of the budget. If I'm going too fast, somebody tell me. I'd like to see the advertising resources restored for the $195,000. And I want to see Engine 11, the three shift positions in ORCAT and the Wampoa paramedics restored. I think that will happen through concessions. I follow what Supervisor Carbajal and Lavadino have suggested I think it's critical, critical that we restore the Guadalupe Dunes. I mean we've built the road, we've done all kinds of stuff and then to shut it down, that was a $23,000 issue.

I also support the restoration of the ag biologists because that more than pays off. I contacted several ag people And the concern about not having the ag biologist was the possibility of not being able to market our products because of inspection and so on. So I think we have to, I did this whole budget with the most vulnerable that we have to care for and also how we can bring money or resources into the county as far as ADMHS, I think we need to restore beds. And I put four. I'm not certain that that's the right number. I am willing to basically take that into consideration.

My number was to do that for six months and this is why. We have decided to fund a study that's going to basically restructure and redesign the Department of Mental Health So if we have the six months funding, then by the end of the six months we will have much more clear direction of how it's going to be restructured so that we can in fact provide those beds that are so desperately needed. And I see this and I'm your representative on the For the Juvenile or for the Justice Department, I'm on the phone quite a bit with what's going on in the state. I see this in the realignment that mental health and the kinds of things they're going to do help us in the AB 109 situation so there's many dollars that will coordinate and that's what we need to do.

I think we absolutely have to restore the pro pay However, I think that maybe should be moved to the mental health department. So I would just do it for the six months until we have the study. I also feel that three custody deputies need to be put back in those custody deputies are critical And when the sheriff talks about having vacancies, that's just not some place you can have a vacancy. They've got to have those bodies there.

As far as the homeless situation is concerned again I'm anxious to get more direction there. Rehousing study and their ideas, those made complete sense to me. But there were so many ideas going around at that time it appeared to me like we need to get that to the CEO put it together and do what is most beneficial. The truancy I think there's some money in the DAs office that could fund that and I hope that we go there. I think there's a $650,000 fund balance or a certain amount I wrote this down as the sewer guy. That's really not the right way to say that, so that's the person in charge of the sewer system in Kachuma, not Quiama.

So I'd like to see that restored. I think that's a necessity and that's my list. I don't think I added anything. We could move the pool to Kachuma. Let's hear your yes vote on

that. Mr. Alvarez?

Chair Farr, Supervisor Gray, I think we've got a couple points of clarification that we need here. Okay. Okay. You had mentioned on the fire restoration and we have Engine 11 down as $1.8 million dollars. I believe you had another item on there for fire as well.

UnidentifiedUnidentified speaker 7Proposed1:25:27 · ≈ 10:25 AM

Yeah, I think we just missed it on the summary here so let us just catch up and make sure we got that in correctly. Okay. And then also on the mental health, I think you said you wanted to restore, was it item 4 or four beds? I couldn't...

Yes, and I think what we should do there Andrew where we have the 216 that was for psychiatric beds. I believe we've got the supervisors there so right now we're just kind of putting that into the broad category as psychiatric beds and we'll look to your board to give us a little bit more direction.

UnidentifiedClerk of the BoardProposed · by role1:27:15 · ≈ 10:27 AM

all right well for once being chair at the end is easy I think that it looks like we're going to have unanimous support for some of these items here, at least at the top of the list. So just to make it easy, I am in agreement with the amounts given for the first, let's see all the way down until we get to engine 11. Yes, and also the Human Services Commission. So you can just move all that into my column.

I also obviously want the Guadalupe Dunes staffing. I think that beach needs to be open. And then, you know I am supportive of the two fire items both for ORCID as well as Engine 11. That's critically important but I do see that tied to concessions. I'm very supportive of the warming centers. I think that we've seen that that is another model of collective impact that we've been talking about

UnidentifiedUnidentified speaker 6Proposed1:28:31 · ≈ 10:28 AM

Yes, just a clarification and this was the same one that I had for Supervisor Carbajal. So that's $25,000 in addition right

UnidentifiedClerk of the BoardProposed · by role1:28:40 · ≈ 10:28 AM

because what they need is $50,000. Thank you. I will support the $8,000 with something that when it came to the board before I supported Also supportive of the homeless merger. And again, I think it's important to remember that this is not a county position but what we're trying to do now in a bigger way is to do what has been so successful for First Five Thrive, for the warming centers which is this collective impact and this would just be our share and the CEO is actually going to be coming back in two weeks with a more in-depth report based on our direction the last time that we talked about this And so the hope is that, you know, we're kind of parking this money now. But the hope is that half a dozen different county departments that are directly involved in this effort will each be able to put in a little amount of money to come to this because they will have savings in their department certainly of time and perhaps of staffing as this moves forward.

Again, the Station 12 I support is tied with the concessions. And then if you just want to move the rest of that list down starting with the top of the ADMHS ones. See, the first one that we did was for the beds and so I'm also supportive of the homeless. That was the piece that was left after they were able to reduce it. I'm also supportive of the $50,000 for full-time extra help for the clerk of the board and also for the plumbers.

And for the sake of discussion, the custody deputies. However there are a couple things that I want to add and ask the board to consider. One is the $120,000 for an economic development position which was the boards highest priority if we had any additional money in long range planning. I think we heard from the community and from the mayors how important that is and even though Clearly funding the Conference and Visitors Bureau and the Film Commission is really important. That is just kind of sustaining the current efforts. If we're going to really push this effort forward, I really think that we need to have a dedicated person that can coordinate with all parts of the county so that we can grow this economy as we all say we want to do so that we don't have these very tough decisions at the end.

The other thing that I particularly want to talk about is a situation in Isla Vista that has occurred because of the dissolution and redevelopment. And that is $1 million to finish off the $2 million project that we got caught in the middle of in Isla Vista. And it was a project that was part of this partnership that RDA had, not only with Public Works but also with two private developers that have put millions of dollars into these projects and that we made commitments to.

And then when we were caught with the dissolution of redevelopment, this project was supported by this board as a successor agency. It was supported then by the oversight committee when they met as an enforceable obligation. We sent it to the State Department of Finance and they said no. We brought it back and we worked on it again and we resubmitted it again because literally this thing is like half done. It's dangerous for the thousands of people that are there, it's not fulfilling the commitment that we had to the private development community and really should have been taken out of that 2.3 or so million dollars of RDA money from last year 11-12 which is kind of just sitting in a fund right now. So I would like the board to really strongly consider supporting that effort because it really shouldn't have happened, it should have been taken care of except for the Department of Finance.

Supervisor Gray?

UnidentifiedClerk of the BoardProposed · by role1:33:01 · ≈ 10:33 AM

or what wasn't done? Okay, so what's not done are frontage improvements, sidewalk curb gutter, street lights, pedestrian lighting, paving Drainage, street light infrastructure is 90% complete. It was a project that was kind of split into two parts because of the private development that was going on and some other things and it's just what we called a cleaner project I think going forward, you know the board is going to have to talk about Isla Vista more than we've had to now that we don't have redevelopment. But this was clearly a project that just got caught right in the middle of everything that was going on. Supervisor Labagnino then Supervisor Wolff.

Chair, Supervisor, we have a couple of thoughts on that. Obviously first I do want to start out saying that I think it is extremely important that this project be completed. We have a couple of alternatives we've looked at as far as doing some immediate safety improvements that regardless of whether we finish or not We could give you some information on that. We also have some thoughts on funding as far as from existing bond proceeds and Measure A and some others, so hopefully that was your answer. Can we go back to the beginning of this because I wanted to add my vote to the Guadalupe Dunes And the beacon, because that was discussed in quite a bit of detail at our board meeting. And if you can keep going down. And, you know, I'm mixed about the custody deputies. You know that on one hand I want to put it in there but I want to make sure that it comes out of the balance of funding that the sheriff has. He mentioned that it's a savings account from 172. I think that's exactly where that money should come from but it looks like you've got the three votes anyway.

But go ahead and put my name there. And then where was the fire department? The 468, if you could. Yes. And I just want to say as it relates to the Isla Vista Road, you know we'll probably talk about that or we'll hear from other supervisors. But I recall from the discussion that we had earlier that there was, I think it was about $300,000 that was coming out of Supervisor Farr, the Measure A I'm not opposed to doing it. I just think that we should probably bring it back and have more information. This is a big ticket item, and I think it's worth talking about the same thing with What was it called supervisor for the homeless coordinator position. You mentioned that that's coming back to us in two weeks.

I you know we had we had talked about it in theory, I think that that's also something Um, we can talk about and have a better idea about what that position is. I'm not comfortable just saying yes here's money for a position when we don't, um, we don't have a job description. We don't know what it is. The same goes for the economic development position. It just seems you know I could...

I remember some of the cuts that we've made in the past, that were pretty devastating. That I know what those positions are. You know, those were the social workers from the public defender's office, uh, the fuel crews from the fire department. Um, our...I can just go down a list of the things that we have not restored. I know everybody else did we all support it But I know that I'd also like to see maybe a change in how we do the funding and make it more I Don't want to use I don't want to steal supervised carbohauls word here more strategic but but a less scattergun approach to it.

Obviously we're all okay with funding it, but I'd like to see you come back with something that kind of helps us over the next year come up with something that may be a little bit tighter so that we don't go through this whole thing where we have 100 different organizations fighting over the same money.

So is everyone okay with me changing the one number just slightly to have consistency across there? Okay. On ProPay, I think we also have Supervisor Gray if I recall yours was for a half year based upon the consultant on all of the rest of them are we okay with the 176 which was in the impact form? Okay, so if you could on that one Andrew. Okay. Truancy program I believe all of you said yes you'd like to fund the truancy at 170.

If you look at just restoring a partial person, it would be 76. But in reality we honestly need to be able to restore a full position which would be the 88. So my request to Supervisors Farr and Wolfe would be to amend theirs to 88 if that's fine? Yes that's fine. Thank You supervisors On the psychiatric beds, I believe what we heard were the first three supervisors at the 216. That was requested by the department to get back up to current and I believe Supervisor Gray actually wanted four at 249 for a portion of the year so it appears that this point that we have consensus on at least the 216

Chair Supervisor last year They received $25,000 from the HCD budget and they also received a little over $8,000 from the Human Services Commission. I think that there was more money that they also asked for for an expansion this is just to keep going what what they've got but you know if they really need closer to I think $50,000 from the county if we're gonna count all the different County sources so that's the reason for the additional 25

I believe last year $25,000 was added as one time in the current budget as proposer is $25k that will continue on so if you add nothing you'll continue the same level of service especially if the Human Resources Commission money is added that will be $8k so any addition on this sheet will expand the shelter, the warming center services

I didn't think that was what we heard from the Unitarian Society. Is that what you heard?

Madam Chairman, the Unitarian Society asked to have a continuation of $30,000 which essentially would be there unless you make any other changes and then asked for an additional $20,000 to expand in Goleta and Carpinteria, your expansion there. So if there's no additional money added, we won't be expanding through our dollars to Carpinteria or Lolita.

Thank you Madam Chair and staff. You're pretty remarkable to get this back to us And in such quick order. And I'm just struck by the, I think Supervisor Gray talked about us as a team and I think it's reflected in how we have moved forward on some of these items. Just before we leave this, I just want to make one more plug for ADMHS And in particular, we've reduced the homeless grant funding to our organizations that are working really hard in this area.

So on one hand it seems like we talk about new programs but yet we're taking away from folks who are doing the work right now, so it's just a disconnect for me. But I think the other most important one for me is the IMD inpatient beds and those are really for the most severe mentally ill We've just heard over and over the instances of what's happening in our emergency rooms where folks aren't, there's no place for them to go.

The beds where you're seeing the service impact of 121,000 There are individuals who need longer term psychiatric care, and we purchase those beds in different institutions for mental disease which are located around the state. Because they have that designation as an institution for mental disease, Medi-Cal doesn't pay for it so we need to pay the full cost of those beds which is roughly $60,000 a year per client.

If we were to restore the 121 here, we would go from having 14 beds up to 16 beds which is really more inconsistent with what we need. So the 216 that everyone voted on is the acute beds at VISTA. The 121 is the longer term

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.592:27:32 · ≈ 11:27 AM

That gets me down to a million and where I'd like to see a program eliminated is the Children's Healthcare Initiative. I did a board inquiry form on that, and I know we can argue the merit of that program but for me there's 94% Of the registered recipients are listed as undocumented citizens, and I just can't really. I mean, I'm sitting here cutting talking about cutting a fire engine. I'm talking about cutting public safety talk about cutting acute care for mentally disadvantaged folks.

I have to put them first so. That's $1,000,000 if. I understand that you may want to keep this going in your own different districts, but in mine, I think 40% of the recipients are in my district and the 5th District. And if you want to keep it going in your districts, I understand that, but that would be at least a $400,000 savings if it did not carry over into the 5th District.

That's just one area that I can't support. The other program I'm not sure it's carrying over into this year because I put in a board inquiry form about the SOAR training, which is to assist high-risk adults in applying for SSI through Alcohol Drug Mental Health. And it looks like we spent almost $980,000 last year. We filled out 69 applications. Only 32 of those were approved.

We trained 99 individuals that were staff members to assist with these applications. This program may have been a good idea, but I just don't think it's showing the results that we need and I'd like to see that eliminated as well. There's some other obvious planning things that I don't agree with. For example, climate action strategy and those types of things. But I have a chance to talk about those when the work plan comes forward so I'll let that go. I think everybody kind of knows my position on that but those are the two major programs that I would like to see not move forward next year.

I think we've done it three or four years and we always restore it so I would rather that be ongoing The pro pay, I think needs to be ongoing. I've already talked about the truancy program. I think the veteran services need to be ongoing. I'm just looking at the two fire, Engine 11 and Station 22 need to come from concessions in my opinion.

Predicated on achieving concessions should I say. You know the program that Supervisor Lavinino has identified with ADMHS If we train 99 staff and one of those staff can't even identify one applicant, something's wrong. But I don't think I know enough about that program to just get rid of it right away but I gotta tell you it resonates with me. It's just 30-something applications almost a million dollars And we have, it just doesn't make sense.

So I would really like that. GuestSalud CarbajalProposed · by introduction2:35:25 · ≈ 11:35 AM

Thank you Madam Chair. I was just wondering if we could hear from Dr. Dietrich about the SOAR program and MHSA and what authority the board has. And actually I think it's gone through quite a few... It's had a lot of community input not just from the Mental Health Commission but anyway go ahead and explain what the program is.

UnidentifiedUnidentified speaker 11Proposed2:35:51 · ≈ 11:35 AM

So Chair Farr, Supervisors there are five MHSA funding streams. One of them which is one of the later ones we received was called innovation funding and the clear purpose defined by the state for innovation funding is that as a mental health department we take on an initiative that has not been done anywhere else now that's pretty hard because a lot of innovative things have been done in mental health But we learned about the SOAR program, which is a national kind of evidence-based proven method initially started to help homeless people get on disability and then benefits.

Given the number of indigent clients that we have in our department, we basically took on the innovation programs to do two things. to provide indigent care to people who otherwise would not have access to mental health care, and at the same time in working with them to begin help them helping them get on SSI by going through the whole process of the applications. We started with a training with the SOAR people from the National Organization Policy Research Center, and we subsequently have had three other trainings. We now have two of our staff who are trained in the SOAR model and we're gonna continue to do trainings. So we have trained a lot of people in the community. The only outcomes we're tracking right now are for the people we're serving, how many individuals have gotten on Social Security?

And you're right. In the last year, we submitted 69 applications and we had 32 approvals. That's about a little over 50-50 and I think we can do better than that. I think that this is a program that we're supposed to be learning from about how is this innovation helping us establish a practice that going forward, not only our staff but other provider staff can do. So it's something new that we haven't done before and what are we learning from it? But at the same time I would emphasize that it has helped these 120 people actually get care that they otherwise would not have been able to receive.

We are tracking this very carefully and I'm looking to see if we can get more numbers. I think this was probably been somewhat of a learning process for us, which is kind of the point of the innovation. It is MHSA funding. It could not be used for inpatient care. There are specific rules about that. This innovation funding could not be used. If the board decided that they wanted to do something different with it, we would, I think have to reconvene the Mental Health Commission and the public process. And as I said, we have about one more year on this project And we'd have to totally revamp it and say, we're going to do something else.

In another year, we'll be able to sort of say what have our learnings been on this? And start another innovation program because the money will keep coming from the state. So I don't know if that's helpful.

GuestSalud CarbajalProposed · by introduction2:39:08 · ≈ 11:39 AM

It is helpful. I think it was helpful and important.

UnidentifiedUnidentified speaker 7Proposed2:39:13 · ≈ 11:39 AM

I want to add a bit to that. And that is, it's really an idea that needs to be pursued because as the clients and indigent folks qualify for SSI they're getting benefits that the county no longer has to pay for. Maybe it's only 50 cents on the dollar but it's still 50 cents on the dollar And I've been working with a private attorney that handles this kind of situation all the time, and he is reporting that he's getting great results.

So maybe, and this is on-the-fly kind of thing, but the program idea is good. It's what's being advocated at the State level. We've got to qualify folks for all of the programs for which they qualify because this is the time to do that. So possibly that this SOAR program could be looked at by private attorneys and the Department, and figure out a way to be more productive. Because if you can qualify someone, even though it might be 50 cents on the dollar, it's still 50 cents more than we would have had before. We're not at the point in time right now where we can make that decision. We just don't know enough about it.

We can make this thing work, but we're going to have to do it in a little different direction. And it's not time right now.

UnidentifiedUnidentified speaker 11Proposed2:40:46 · ≈ 11:40 AM

So if I might just add one thing to Chair Farr to Supervisor Gray's point. We are tracking cost savings with that regard and put my glasses on. But after these 32 individuals were found eligible for SSI benefits and Medi-Cal We were able to bill $336,000 for these folks. So if you take the total cost of delivering the service, take away what we're now able to bill, the actual cost of doing this service is less because now it's not paid for 100% by state money, it's paid by Medi-Cal. The other tremendous benefit for people who get on SSI is that they get on disability And that means that they have $800 a month, which isn't very much money. But it's $10,000 a year. So when we add up the savings by having the revenue now from Medi-Cal as well as the clients being on Social Security, we have a total savings kind of to the community of about $500,000.

In other words people now have money to pay for their housing. Pay for 30% if they can get a Section 8 rental. So there are some pretty significant cost offsets, I think what we have to keep doing in the next year is trying to get more people on but we are tracking the benefits and seeing that Even though there's a cost here, there's a benefit that at the end of the day, the expense is not going to be as high.

The 1213, the million dollars is a low estimate of what we know we're going to have. Program restoration of $183,000. The fire department RDA and the Cal Fire grant That was noted during the budget presentation of $600,000. And you

And then for the truancy, I think this was similar to what was said before from the district attorney's fund balance. And I didn't have this on my list but we're doing the Sheriff's Department and I would take that from his fund balance. And then I did look at the deferred maintenance capital outlay, all the different designations and we're putting in more money than we had in the past. But yet I think I've been really conservative and looking at those. And so for out of the deferred maintenance, I would take $400,000 that leaves a balance of 2 million 400,000 still in that account. So I looked in there for $400,000 And then capital outlay. I used $250,000 from that source still leaving a balance of $655,000.

And then there is additional the revenue variances, the information that we just received on the from the auditor's office. It's number 38 and it appeared like there was a revenue variance of about $1 million but I'm not sure I need to put that in there. If I was to put it at any of if I was to put that anywhere, I'd put it in strategic reserve for right now.

There is a couple, I certainly agree with the one million in the children's health insurance. have felt that I don't want to give up a fire engine because those children are covered in our clinics. I just don't feel they need the insurance they need it, but it's just not affordable at this time.

Consistently we've gone to the smoking cessation program. I think it's 500,000. I don't know what the number is now so I'm guessing $500,000

And I felt that's a small amount but it certainly I feel could be better spent. The other thing is I think we can put a hold on clean water because Santa Barbara does do a lot of funding on that And let's see, and I'd like to see us postpone the Gaviota study. I wanted to go to the truancy. They've already covered that. I agree with that. Supervisor Wolf talked about the $600,000 that was in, that the fire folks had found.

Gray. Supervisor Wolf? Madam Chair, if I could just comment on the Children's Health Initiative and Dr. Watt is here that he can speak to it. And just because we have one more, we have you to speak and I'm not too concerned but I don't want it to be one of those items that's on the chopping block because we have invested this amount of money I think it's been over five years, Supervisor Carbajal. It was cut from a million-five to a million.

The number of children that have been served and I'm just saying children. We don't need to...I don't believe it's appropriate to differentiate. These are children who need our services. If you're going to look at it in financial terms, I think it's important to know that these are children who are getting insurance so that when they come into the clinics they're insured and our clinics will be reimbursed based on their insurance. When they go into the hospital emergency room, they will now have insurance So that they won't come in as uninsured children and have a more severe impact to that medical facility. This is, I think one of the most important things that we've done and it's almost like the Human Services Commission.

It's one of those things that I just think would be a horrible disservice to our community, to eliminate the funding for these kids. And I wish I had the chart in front of me right now but we were given the information of the number of children that we now have insured in our county is tremendous compared to where we were before and I think it's because of our public health department the schools, getting these kids registered and utilizing the funding that we have. And I also understand that we have a waiting list for kids to get on this program.

Anyway Dr. Watt is here he can be more articulate and specific about it. I hope you're going well I don't want to I think you're gonna talk about the benefits of this program

UnidentifiedUnidentified speaker 13Proposed2:54:42 · ≈ 11:54 AM

Madam Chair, Supervisor Wolf. You are correct. Santa Barbara County used to have one of the highest rates of uninsured children in the state and primarily because of this program we now have a significantly lower rate of uninsured children. They are, without the program they would be uninsured. They could come to county clinics or other community clinics or private offices but they would not have any reimbursement source. They would also not have coverage for medications for hospitalizations et cetera and so it does have tremendous benefits in terms of not just for the children and their health and their preventive activities and services, but also in terms of reducing sick days from school, reducing their parents from missing work etc. So there are a number of benefits by having a child insured.

2:55 – 3:0210 turns

UnidentifiedClerk of the BoardProposed · by role2:55:37 · ≈ 11:55 AM

Thank you All right. Well, for me I guess I would just have to say that I also disagree about using the Children's Health Insurance Program as well as clean water or smoking cessation and I think those are all proactive that save everybody in our community so much down the line not just fiscally but in the overall health and well-being of our community For the Gaviota planning, that's $40,000. Most of it is funded by CREF. We are in our last year so this should be the last time it needs any kind of general fund and to pull it now would have meant that enormous numbers of people wasted a lot of time and money.

I think as far as the other suggestions, I agree with certainly taking the RDA project out of the 11-12 RDA. As I mentioned using the fund balances, the promise about concessions Supervisor Lavin, you know you mentioned the 1.4 general fund that was carry over that included the one point excuse me at 1.8 to 183 program restoration I support that. I should be looking at the discretionary fund balances for salary and benefit reductions. I know that there was a comment that that was anticipated to be needed to balance in the following fiscal year, but I do think that for so many of our employees that they agreed to those concessions in order that they would have more staffing in their departments and to help with those jobs. So I think particularly for those restorations that are specific to certain jobs, you know the mechanic, the plumbers and so on a propay but that's something that we might use there.

And we are anticipating for 12-13 that the redevelopment money may be coming in anywhere from two to four million dollars So I think that could be used to offset anything that we might need to take from salary and benefits category now in order to be used in the future. I think it's also important to remember that the 11-12 money from RDA was about 2.3, I'm only asking to use a million of that so that does leave 1.3 also that could be used.

In general, for some of these other things that don't fit in any other categories. So those are my comments. Supervisor Lavagnino?

Thank you Madam Chair. One of the questions I have and just to correct on my column Do we need to go up? I think where you guys had concessions, it says union concessions. So I guess we have to put 1.8 and 468 or whatever in there. I think the same with everybody else so that we know where it's coming from. So, I guess my question is on our truancy program that we are partnering with the DA and the schools I guess I've heard some of everything. And, I mean, I'm supporting that it not come out of her holdover account. So do we have three votes for that? Or I can't tell by reading how that works but I think that's an important distinction.

UnidentifiedClerk of the BoardProposed · by role2:59:10 · ≈ 11:59 AM

Well, I think that we've put quite a few different sources up there. And I have to say, I forgot also that Supervisor Wolf mentioned some things out of capital and deferred maintenance, but I don't think anybody said anything about contingency and we're talking about adding a half a million there when there's already almost 1.3 in it. So I would add that to the list as well. And perhaps some of those other sources, Supervisor Lavagnino, you know, would be options that the CEO could bring back for us if you didn't want to take it out of the fund balance.

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.592:59:42 · ≈ 11:59 AM

I mean, and I think this was the step that was missing last year is I mean, for example, I disagree that I don't think we should be taking anything into salaries and benefit reduction. I think it's imperative that we carry that over because of the fact that I think we're looking at something next year that's going to be even worse than this year. So I think that the direction I'd like to give the CEO and see how we work on this is the piece that was missing last year as we go to lunch We come back, I want to know where our strategic reserve is going to be. I want to know where you think you would take whether it comes out of contingency or it comes out of, you know, Supervisor Wolf had talked about deferred maintenance or where you see it coming from so that when we walk out of here today, I know what our strategic reserve is going to be and what our contingency fund is going to be and I can see what the plan is.

Except for ProPay and the truancy program that we just are starting, I just didn't make a decision on this every year. Although I'm going to support Veteran Services, I am going to support the Human Services Commission but at what level are they changing? You know, and maybe Supervisor Wolf is right. What the heck did I just say? We've been here too long. Let's just pause a moment. I think we all agree more than we do. But you know, I'd rather see more. I'd rather see a laundry list of more of the programs and maybe we have to do it in a workshop next year where we say look But here I am. I'm looking at a very, very small segment of the budget and these can't be all of the programs. The ones that we're making decisions on are do you want to kick people out of psychiatric beds or do you want to cut the veterans or do you want to cut You know, I want to look at more programs.

I want to have a voice and say yeah, I think that's important. That's not as important. Let's have a priority list because basically when it gets down to the end of the day all that we're left with is non-mandated, and I hope these aren't the only non-mandated programs that we have but if they are then we have a tough decision to make but I'd like to get involved a little bit more so You know, I know the department heads are like this is the last thing that I could cut.

And then it comes to us and we have to make a crazy decision on essential services so...and I know in the back of my mind there are programs out there like for example I didn't know there was $323,000 for smoking cessation. Not that I'm not saying I don't support it or I do support it but hey, I want to know about it so without going through 3,000 pages of the budget and they're not all in there either maybe we need a little more scrutiny but for right now I'd say bring all these programs back except for propay and truancy for next year that I want to take a look at them and more

UnidentifiedClerk of the BoardProposed · by role3:05:20 · ≈ 12:05 PM

Well, and Supervisor Levin you know I think you know I totally agree with you. I think that also to say that you know these are not mandated I don't know if it is a fair statement either. I mean you know I think the department's had so many hard decisions to make here to say okay out of all of these unacceptable choices You know, which ones are we going to put forward? Now the same position that the five of us are in.

So you know I do think it is a bigger discussion. We're also looking at a consultant looking at ADMHS that may come back with a plan that restructures it in a way where these certain things don't come back to us on the chopping block because the department is reorganized differently. You know, I do feel very strongly about some of the same programs. I took to heart the comments from so many people that came to support the Human Services Commission about saying listen you know we come every year and we would rather not have to come every year but I'm not sure whether we can get there right now with the information that we have before us.

So I'm suggesting that you use the RDA ongoing revenue that is anticipated to flow to the county next fiscal year in the amount of $1.2 million. Conventional and Visitors Bureau, $195 of one time. So we are recommending that you use the 11-12 RDA fund balance. And just to remind the board, we have about $2.3 million that came to us in 11- 12.

Propay, you asked for that to be ongoing. So we're recommending ongoing RDA revenue and when I say RDA revenue as I know your board's aware that would all come into just your typical general fund but for simplicity of you understanding where those additional revenues are coming from I'm using that terminology Truancy program, you indicated that you would like to see that funded ongoing.

My recommendation for the upcoming year is to use the department's fund balance and then in future years we would come back to you with as a part of our budget that would be an ongoing and we would actually just use general fund revenues for future years on the mechanic $70,000 one time We would be looking to the program restoration. You may recall in your designations that you had $183,000 that was remaining in that account.

Water and sewage plant operator, 94,000 were recommending the program restoration account. Veteran services, you asked that that be ongoing. We're recommending ongoing RDA revenue. Emergency shelter services, 45,000. We're recommending 1112 RDA fund balance. Guadalupe Dunes staffing 23,000 we're recommending program restoration funding. Ag biologist 88,000 one time we're recommending anticipated 1213 ag department savings.

Contractual acute inpatient psychiatric beds, $216,000. We're recommending your 1112 RDA fund balance. Fire engine 11, 1.8 million. We're recommending union concessions. Match for the beacon EIR for plastic bag ban, 8,000 we're recommending your 1112 RDA fund balance. Fire station 22, 468,000 We're recommending department savings, RDA unanticipated that will be fund balance this year as the two sources for that.

Clerk of the Board $50,000 we're recommending 1112 RDA fund balance. Two plumbers $145,000 were recommending RDA 1112 fund balance. Custody deputies $161,000 were recommending Sheriff Department fund balance. Alavista and Barcadero, $1 million were recommending 11-12 RDA fund balance. And just as you were probably adding these up in your head as we moved along I thought that it would be helpful that we have pre-totaled those for you and you may recall your RDA one time fund balance from 11- 12 is anticipated to be 2.3 million dollars And what these total up to are approximately 2.2 million dollars on the ongoing side where I recommended the RDA ongoing, the total there that I have included is about 1.6 million and we're anticipating that you'll have some place between two and four million that will be coming in on an ongoing basis from the RDA dissolution.

As I mentioned before one of the reasons that I'm being very Frugal in recommending use of that dollar is that we have a lot of litigation out there. We have a lot of legislation out there, so as I mentioned before, I really encourage your board to be somewhat frugal in that until we see how that all sorts out. Something that you will also undoubtedly note is that for the most part I didn't go to the designations for restoration.

And there, I'd certainly be happy to explain specifically why I didn't but as I looked at those I felt that each and every one of those except for the program restoration really is important to keep for your future year use Both in 12-13 and in 13-14, and frankly in years beyond. So that's why I didn't go back to that chart and recommend that you take further dollars to backfill or restore programs.

All right. Thank you Ms. Waller. Comments from the Board? Supervisor Wolf.

GuestSalud CarbajalProposed · by introduction4:23:50 · ≈ 1:23 PM

Ms. Waller, thank you for doing this. You mentioned the strategic reserve information is in the back of the room. Can you just touch on that real quick?

UnidentifiedUnidentified speaker 6Proposed4:24:00 · ≈ 1:24 PM

Certainly I would ask that Mr. Alvarez do that for us. He has the detail and Andrew if he could bring up that slide for us as well please. Tom, I'm going to ask you to just quickly come on down here so we can get going on this one. And the slide we're looking for, Andrew is the one that had the designation with a strategic reserve on it.

GuestJoni GrayProposed · by introduction4:24:31 · ≈ 1:24 PM

Okay and I see they're just pulling it up now. This is the handout I just gave to you? Okay let's see this is an old one. Andrew if you'll go to slide 34 please. There we go. Okay, so this was just updated over the break and so what we've done here is if you recall as we started with the 38 million this was the total from the last schedule that we had reviewed previously during this presentation I believe that was on Monday The projected changes that we have in here now, that middle column. The 183,494, we've used all of the program restoration there and that as we said will be funding the mechanic, the water and sewage position, and Guadalupe Dunes And it actually comes out to about $187,000. So we will be using three or four thousand dollars out of contingency to balance that out but primarily we're using this account.

The next one is out of contingency so this is the $250,000 was a final budget adjustment coming through this morning. That would be money used for the ADMHS consultants And then the last is the strategic reserve. As you recall, we started with $21.8 million and so what we've done now is with the updated and most recent numbers, we have that the 11-12 RDA distribution was $2.3 million.

The revised general revenue favorable variance was $1.2 million. And then what we're doing now as CEO Waller went through the list of 1112 funds that we would be using, the 1112 RDA distribution funds. That total is $1,850,000 so that's coming out of there and then we also identified some 1213 funds and that wouldn't be in here yet. That would be rolling in next year.

So this is the updated look at the strategic reserve

GuestSalud CarbajalProposed · by introduction4:26:29 · ≈ 1:26 PM

GuestJoni GrayProposed · by introduction4:26:48 · ≈ 1:26 PM

thank you. All right, Supervisor Lavinier?

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.594:27:03 · ≈ 1:27 PM

Thank you Madam Chair. I guess we're real close now. We're getting down to the nitty gritty. 99% of this, my only concern now is to find out whether we do have a third vote for the sheriff and DA if that would come out of their existing budget or if it's something that we would move from one of these contingency funds. So I've heard a second vote but I didn't know if there was a third.

If there is then I guess I would ask the CEO to try to figure out where out of these contingency funds we would take it.

UnidentifiedClerk of the BoardProposed · by role4:27:35 · ≈ 1:27 PM

Okay. I see both the DA and the Sheriff, DA Dudley would you like to come to the podium please? So the board made an assumption here based on fund balance that we could go ahead and fund the truancy program from what you showed so do you want to speak to that issue?

UnidentifiedUnidentified speaker 14Proposed4:28:03 · ≈ 1:28 PM

Well, this was the first that we at the District Attorney's Office heard of using criminal prosecution funds to support the county truancy program. So we were, of course, taken aback and that flies in the face of what our mandate is as a district attorney's office. Further, there being no discussion with our office about this, we weren't given an opportunity to tell you that those funds are already spoken for. Much of those funds are restricted funds so I can go through There's Southwest border funds, $323,000 of Southwest border funds. We have to spend that on — in a restricted way only in situations where there is a Federal jurisdiction over case as well as a County jurisdiction and then we take over that case.

There's also civil penalties of $107,000. Those have to be spent in civil prosecutions. So when you say that there's this extra money out there that's available for the truancy program, it's just not accurate. Also in terms of what we've been doing and why we've been doing it, it appears that because we have been very aggressive in terms of saving funds Because we were told early on, you're going to need those funds in 13-14. So what's happened at the District Attorney's Office? We have people who are working in our office at their expense. They're coming to work day in and day out, volunteers at their expense. And we did that to save money for 13- 14.

We have employees that we've kept who have not been getting benefits because we've been saving that money for 12-13, 13- 14. Almost all of our, most of our attorneys, many of our support staff got salary cuts this year. Why? So the district attorney's office could stay afloat in the 13-14. I'm responsible for public safety and the way to do that is to rigorously prosecute cases When we work hard in our office to put aside money just so we can maintain safety both for 11, 12, 12-13 and 13-14 to suddenly be in a situation where we're now told and also that truancy program you've been volunteering all this time for it should come out of your line item.

UnidentifiedClerk of the BoardProposed · by role4:30:19 · ≈ 1:30 PM

So the short answer is if we can find $170,000 someplace else you would like us to do that? An excellent short answer. Thank you. Supervisor Lavagnino.

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.594:30:29 · ≈ 1:30 PM

And Madam Chair. And I know I served on the committee with Supervisor Carbajal, but you know we made a lot of assumptions while we were going through that program. We knew that eventually there would come a time when this was a new program and the program was originally back in 07-08 and it was killed and we saw truancy go up 50%. So we knew that there was going to be an investment that we would have to make into their department to make her whole. And so, for me it's difficult then to come back as a board member and say well you saved money and so now all those meetings that we went through with the truancy program are going to fall on your shoulders.

So I have serious heartache with that so I'm hoping that we can find another way to do it.

UnidentifiedClerk of the BoardProposed · by role4:31:21 · ≈ 1:31 PM

Okay, thank you. Supervisor Carbajal did you want to?

UnidentifiedUnidentified speaker 8Proposed4:31:26 · ≈ 1:31 PM

Thank you I was just going to echo what Supervisor Lavallino said. It's sort of punishing the district attorney for implementing a program that although is not at the core and the thrust of their core mission we know in the end it's going to pay off in the long run but I don't think that was ever my intent and I would hope it's not the intent of the board. So, I'm like Supervisor Lavinino and I'm hoping to hear from my colleagues to see if we have others who feel the same so that would give us good guidance on how to proceed.

We could just hear from our colleagues.

UnidentifiedClerk of the BoardProposed · by role4:32:01 · ≈ 1:32 PM

Thank you. Supervisor Wolf? Thank You Madam

GuestSalud CarbajalProposed · by introduction4:32:05 · ≈ 1:32 PM

Chair. Thank you DA Dudley You know, seeing the final numbers here I would be open and willing to looking at a general fund source or an RDA source. One of the first things that I said on Monday was maintaining our programs And this truancy program was a program that we had, and it was a program that I supported. And unfortunately, it went away because of budget issues. So and I think what we've seen is kind of the downfall in what the result of eliminating that program. So yes, I would be in favor of looking at a different revenue source.

But in the same vein, I'm going to make another pitch to my colleagues. And that is, that the money we are not allocating for the ADMHS IMD beds is another important source for our community. And by not allocating that money and giving them that opportunity to have those beds available should they need them really I mean, those really are the most vulnerable people. And the stories that we heard have been so moving and it's not just fictional tales.

And I think the cost of $120,000 to have those two beds available is worth it. So I would just ask my colleagues as we're looking at this and Our general, our strategic reserve has increased. That's a great thing. We all like to see that but at what expense? And what I say is that $120,000 for those folks who need a bed, I think it's worth it. So anyway to get back to the original question, I am okay.

finessing the funding so that it doesn't come out of the DA's balance, and that we look at another source for that program. And I also hope I can get some support for those other bids.

UnidentifiedUnidentified speaker 7Proposed4:34:32 · ≈ 1:34 PM

I'm more than okay with the DA's, the truancy dollar coming from somewhere in the DA's fund balance. I didn't know what fund balance was caused, and once Ms. Dudley made That statement, it doesn't make sense to take it from their fund balance. And what was accomplished with the truancy situation was that instead of the county and the DA paying for the entire program, the schools are now helping out.

It was all entirely at the county's expense, and yet it was the schools that were generating the revenue. So I think that it's money well spent for the county to take the 170, and hopefully next year as we look at this again, we may get more from the schools because they're the ones that are benefiting through ADA. So, I'm fine with that.

UnidentifiedClerk of the BoardProposed · by role4:35:30 · ≈ 1:35 PM

Thank you and I'm fine with that as well. CEO Waller?

UnidentifiedUnidentified speaker 6Proposed4:35:34 · ≈ 1:35 PM

Thank you Chair, certainly I understand the Board's desire and we will find those but I feel compelled to correct some of the inaccuracies that were just shared with you in fact when we took a look at the monies that needed to be reserved for special purposes we didn't consider those in what we were bringing forward to you As your board may recall, you gave $1.3 million of your strategic reserve last year to the DA for continuation of certain programs that were scheduled for elimination.

After the budget closed there were substantial dollars that the DA actually had in fund balance Additionally, and these are all good things, the DA went after many grants last year and was successful. So dollars that possibly would have been utilized general fund dollars were able to have some grants. Prop 172. Prop 172 dollars actually have come in this year substantially higher than what was budgeted and those departments that have prop 172 designations have benefited by that.

Another source of those savings are the DA's office had several very experienced and highly paid individuals that retired over the last year, and the DA was able to recruit new lawyers at a much lower cost. And again, all those are good things but they are certainly not prohibited by any designations from your board's discretion to do what you'd like to with those fund balances.

And just one last reminder because I have it in here and if you would choose to change the DAs possibly you would want to look at some of the others on the ag biologist What you were discussing, what I actually proposed are savings that the Ag Department hasn't even achieved yet. That because they were very proactive in seeking additional funding and are likely able to free up, I recommended use of those funds. And so if the concept is you keep what you save and that indeed is a very good one, you may want to reconsider that one as well.

4:38 – 4:4423 turns

UnidentifiedClerk of the BoardProposed · by role4:38:08 · ≈ 1:38 PM

All right. Sheriff, I think you want to say something now?

UnidentifiedUnidentified speaker 9Proposed4:38:13 · ≈ 1:38 PM

Thank you, Madam Chair. You mentioned me when you mentioned the DA. I just wanted to come up and sort of clarify that many of the same points that DA Dudley brought to your attention really apply with us as well. I think it's important to recognize that the Prop 172 designation in our department is there because we did have, as CEO Waller said some higher than anticipated 172 funding coming in. We don't know if that's going to be the case ongoing And as such, really the 172 designation should be utilized for unanticipated non-personnel related costs like equipment or capital expenses and so forth. And we've done that and do see that is in essence a small contingency fund for us to utilize. Bear in mind that that fund balance is currently less than one half of 1% of our budget But nevertheless, it is something that's there and available for us to use in the event that we have some unforeseen need that has to be taken care of immediately.

So my request of you would be to similarly look for some other area of the budget for this funding rather than take it from our designations.

I just want to say that I think, CEO Waller, your comments rang true in a lot of ways. Although I do look at the truancy program a little bit differently than the ag. But when it comes to an increase in the 172, I'd like to just see what that funding is Because it may be that that funding does go to the district attorney and, and to the sheriff. And I'm not really clear why the sheriff feels that 172 money shouldn't go to his custody deputies. I'm sure that in the past you've used 172 or commingled it for some employee costs. So I don't think that we necessarily have to delineate that it just go to capital.

Delegate authority to the County Executive Officer to execute ongoing grants and contracts included in the recommended budget.

Authorize the County Executive Officer to approve ongoing contracts where amounts are up to 10% more or less than indicated amounts, or up to $5,000 more or less than indicated amounts on contracts under $50,000 without returning to the Board for approval. And to adopt a resolution entitled, In the Matter of Adopting the Budget for Fiscal Year 2012-2013. In addition, the second item this relates to the joint hearing is to consider recommendations regarding fiscal year 2012-2013 recommended budget for the County of Santa Barbara as successor agency to the former County of Santa Barbara Redevelopment Agency and acting as a successor agency to the former Santa Barbara County Redevelopment Agency to adopt a resolution entitled in the matter of adopting the budget fiscal year 12-13 for the County of Santa Barbara as successor agency to the former County of Santa Barbara Redevelopment Agency.

All right, so they are in effect these two sheets that we had as part of our binder except on the first one approving the final budget adjustments it would be also as amended today is that correct?

UnidentifiedUnidentified speaker 1Proposed4:53:39 · ≈ 1:53 PM

That's correct.

UnidentifiedClerk of the BoardProposed · by role4:53:39 · ≈ 1:53 PM

Okay, and then the second one has to do with the successor agency. All right anybody have any additional comments changes questions?

GuestSalud CarbajalProposed · by introduction4:53:52 · ≈ 1:53 PM

Supervisor Wolk. Thank you just my only final comment is on the fire department because we're holding this up for their union concessions and I Speaking of public policy, I don't like to negotiate from the dais. And so, um, I think that what, you know, whatever happens, I've, I think it's, I think we've all stated that we're concerned about losing a fire station 11 and the one in Orcutt.

So, um. I just want to make sure that if this is an important issue that would need to come back to the board before any elimination if that was to occur.

UnidentifiedClerk of the BoardProposed · by role4:54:38 · ≈ 1:54 PM

CEO Waller, is that

UnidentifiedUnidentified speaker 6Proposed4:54:41 · ≈ 1:54 PM

correct? Chair, Supervisor. With the savings that the department has I've spoken with the chief and he believes that he has the ability to continue his operations during the time that we are in somewhat of a hiatus of the pay raise with the fire members and so we would come back to your board in August with the results of the negotiations In addition to possible budget adjustments as a result of those.

Thank you,

Thank you Madam Chair. Well I want to thank the CEO and other board members. I think this was pretty smooth actually even it got bumpy at the end but I just want to highlight something that when I looked at parks You know I had thought about don't get upset now, beach parking fees in the future. I used to think of something that would be nice to have and now it's almost like it's going to have to be a necessity. If we're going to maintain our parks, we saw where we are on one-time fixes, we're not going to be able to save these jobs next year. There is no way.

So I think we really got to get on the ball because I think we started this six months ago and we're already a month behind what our timeline is so I want to make sure we stay on the ball in that. As far as revenue creation, I'd even be interested. be surprising to start with me, but I'd be interested in us taking a look at an increase of TOT. And what that would mean to us. We're going to need every piece of revenue that we can get and also even though it's not in my district, I look at Kachuma as a resource that I'm not sure we're really maximizing on and I would really like us to take a strong look at how we can...I know we've talked about our water park, we've talked about some other things, the swimming beach, that sort of thing. All these things I think we really, even though we're cutting back staff, we gotta really move forward quickly on these things because next year we're gonna be in worse shape I just think these are items that we've bandied about as ideas for revenue, but we've really got to get to it and make it happen.

Thumbs up or thumbs down and let's go with it and make it happen.

Madam Chair members of the Board, it would be appropriate to make two separate motions

UnidentifiedClerk of the BoardProposed · by role4:57:17 · ≈ 1:57 PM

Okay. So the first one is the one with the four bullet points as amended today.

UnidentifiedUnidentified speaker 8Proposed4:57:24 · ≈ 1:57 PM

Madam Chair, I apologize. I just want to make sure we get one clarification as we finalize our motions. Truancy is ongoing. We made that clear and I just want to make sure that's correct.

UnidentifiedUnidentified speaker 6Proposed4:57:37 · ≈ 1:57 PM

Yes. It was my understanding that it would be even though I was recommending a one-time source this year, it would be built into the budget for next year.

UnidentifiedUnidentified speaker 8Proposed4:57:44 · ≈ 1:57 PM

Great. Thank you.

UnidentifiedClerk of the BoardProposed · by role4:57:46 · ≈ 1:57 PM

UnidentifiedUnidentified speaker 8Proposed4:57:56 · ≈ 1:57 PM

Yes Madam Chair, I am moving that. I'm moving the recommendations. I will second those.

UnidentifiedClerk of the BoardProposed · by role4:58:02 · ≈ 1:58 PM

Motion and a second. All those in favor say aye. Aye. Opposed? Motion carries and that's as amended today. And then the second motion is acting as a successor agency Motion and a second. All those in favor say aye. Aye. Opposed? Motion carries. Thank you very much everybody, appreciate all of staff and department head and the public's participation in this very difficult process
