public comment anything not on the agenda?
Chairman Caldwell, members of the board. I believe that all these individuals that I have slips for, I have 11 slips, I believe they all would like to speak regarding budget hearings.
Okay so is there any public comment for any issue not on the agenda today? Mr. Caldwell. Yeah there's
a few of us that do want to speak on general because we're not going I will be speaking later and some will be speaking later as to the board deliberation, but there are a few of us here that want to speak.
Okay if you could identify who those individuals are it would be helpful. But please proceed Mr. Caldwell. Ryan
Sullivan? Okay yeah there's four of us here in Santa Maria.
Could you give us those names real quick if its okay? Oh we have them. Did you get the
slips? Yes
we have the slips. Okay Mr. Caldwell please proceed.
I am Andy Caldwell representing CoLab and Mr. Chair, I want to thank you for adding that other public comment that is incredibly meaningful The one thing I want to focus on that we didn't get a lot of time to address during this week We spoke to it momentarily and fleetingly Is that we understand that the county has made significant cuts. We understand that the employees have made significant sacrifices, we understand that the Board of Supervisors has been under financial duress mostly due to stock market losses and flatline property values which are beyond their control.
We're not an organization that wants to see the county or county services decimated. You know, I've been doing this job for 22 years. I reminded you from time to time that my mom was a county employee that worked in the Veteran Services Office and I was grateful for the retirement she had and the job that she had. We've had pretty much every union in this county on the board of CoLab including SEIU, the Deputy Sheriff's County Firefighters Because we are not anti-county, but what we do want is efficient, effective government services that we can truly afford.
Well the bottom line, the biggest thing missing from your day to day, week to week and year to year operations is where does the revenue come from? And what can we do to enhance those revenue streams? And the one thing, the biggest boom that we have right now going on is in the oil industry. There is literally thousands of jobs and tens of millions of dollars, if not hundreds of millions of dollars of revenue available to be released and unleashed into our county. We are literally sitting on a gold mine.
And we wish that your Board of Supervisors would take a look at streamlining the regulations affecting oil, because we believe oil by itself could solve almost all of our financial problems. So we would ask for you to take a good long hard look at that and i.e deal with the revenue side not just with the expenses thank you
Thank you, Mr. Caldwell.
Ryan Sullivan and then we have Joe Armendariz and Bruce Corsaw in Santa Maria.
Morning, Chair Carbajal, members of the board. Ryan Sullivan speaking on behalf of the Deputy Sheriff's Association. Just as Andy mentioned we understand the extremely difficult situation the board and all the department executives have been in for several years during these budget proceedings. The cost of business much like the costs of commodities will continue to increase with inflation and other economic conditions.
Facing that reality we encourage the board and the county to promote growth within the county particularly in areas of business and oil The promotion of growth and corresponding increases in revenue will allow the county to adequately fund the services that county citizens deserve. Thank you for your time. Thank you.
Mr. Corsaw, and then Joe Armendariz.
0:09 – 0:134 turns
Mr Corsaw? Good morning. My name is Bruce Corsaw. I'm with Local 620, chair members of the board. WE2 at Local 620 has considered the factors of revenue. We uniquely have partnered with other groups in our request for you to support more revenue sources building of hotels Oil production, all of these items are something that we desperately need to build our revenue base. And in local 620's view that if we can dedicate some of our administration hours, some of our planning and development hours to generating these revenues it would save this county and give us the ability to become a leader within this state.
We encourage you to take every proposal For potential oil revenue, resort businesses and take serious consideration. Give them preferential treatment to try and build this revenue. Thank you.
Mr. Armendariz? Thank you
Supervisor Carbajal, members of the board. I'm Joe Armendariz representing the Santa Barbara County Taxpayers Association. I think it's worth noting what is a rather, I think historic and perhaps unprecedented situation this morning as you have leaders from labor business and industry and agriculture coming together in a united front to propose and to encourage your board to Do that which makes the most sense in terms of revenue generation and economic development. You know, Jesse Jackson once said that capitalism without capital is just an ism.
Somebody else said you can't have labor without capital. The point is, in Santa Barbara County just as they have in Texas and North Dakota and Pennsylvania and Montana and Alaska we have a capital resource under the ground that could be taken out and monetized. And the royalties and revenues and profits generated from that And I think this is an effort that could translate into the essential funding for the core services and programs in the county. I appreciated Andy Caldwell's comments because I think what it does defund government. It's never been the objective of the Taxpayers Association or the Technology and Industry Association to unfund government. What we want is fully funded, essential government programs and services. But let me just conclude by making an additional pitch for the notion that you can't have upward economic mobility without good jobs.
John Lennon used to say, give peace a chance. I'm here this morning encouraging you to give prosperity a chance. In Texas where they actually take full advantage of their oil and gas resources, that state has created 1,500 new jobs every business day for the last two and a half years. In Williams County, North Dakota where they're taking advantage of the shale gas revolution their unemployment rate is 0.9%.
In California we still have one of the highest unemployment rates in the country and in the northern part of Santa Barbara County some of the highest unemployment rates in the state. These families need jobs, they need prosperity and we believe unequivocally that your law enforcement challenges in many ways are the manifestation of a lack of prosperity. And so we encourage you to keep that in mind as you deliberate this morning. We appreciate the opportunity to participate. Thank you.
Thank you very much. That concludes our public comment period. So now we're going to go to CEO Waller.
0:13 – 0:2013 turns
Thank you Chair. Just to briefly go over what we intend to share with your board today and what we propose as your budget deliberations, I will start out with Mr. Alvarez our Budget Director giving us an update on information that he has provided to your board this morning then I will give a closing summary of the CEO proposed recommended budget then we'll move into the actual board deliberations And we have for you this morning, much as we did in past years, what we refer to as Attachment E which we will populate based upon individual board requests.
Once that's fully populated, we'll ask your board to deliberate on which of those items that have been proposed by the individual board members there is a general consensus on Once we get through that portion, we'll move to the funding side of the picture and will ask your board for some general guidance on what you would see as possible revenue sources. And at that point, we really won't be looking for a one-for-one unless you have some really specific thoughts. We'll be seeking your general guidance from a policy standpoint on what type of funding sources you would propose.
Then we would ask your board to recess for one hour and allow the CEO, the auditor controller and their staffs to match up so to speak the board consensus request for expansion with the general direction that we will be receiving from you on funding sources. Come back to your board with what we propose as the CEO for the matchup and then seek your boards guidance in Approving the attachment E modifying it after we conclude that will bring forward the board recommendations That will be asking that you consider and adopt a for acceptance of the budget and we'll also be asking you to, as the successor agency for the RDA approve. So that's what we have proposed for you today Mr. Chair.
Thank You Supervisor Lavenino. Thank you Mr. Chair. CEO Waller while you're doing that during the hour can we also on the available fund balance sheet just have this because there might be some changes to some people might Good morning Chair Carbajal, members of the board.
So as we get started today, a couple of housekeeping notes. We had a distribution of materials again since last Wednesday. So Wednesday evening, we distributed electronically more inquiry forms and so forth. Those were distributed in hard copy today as yellow. And then the pink copies that you have are the ones that were completed yesterday. So we have those going out.
As we start this material, I just wanted to mention that assisting me today are Joe Toney is one of our analysts. He will be driving so to speak today. With him is John Giasinga and we also have Richard Morgantini and Yetta Christensen is the budget research staff and so they've been very helpful in assisting with all the materials we're reviewing this week. We'd also like to thank at this point the Auditor-Controller's Office who has helped tremendously with our budget process and we wouldn't be able to get it all done without them.
Mr. Alvarez, before you go I think I speak for my colleagues when I say how impressive it is that all of you auditors, CEO's office, all our staff have just attempted and done a great job of really trying to meet our needs as we request more information. I know it's not perfect. I know sometimes we've seen some things that could be done better, but overall you guys have done a valiant and laudable job of really trying to guide us and get us those board inquiries back as soon as possible. And I know it's been a lot of work so I just want to thank you all and recognize you all for doing a great job.
Thank you. We appreciate that and we also encourage any areas where you see that would be helpful to you please let us know and we're happy to help with that. Okay so as we get started, the first slide these are the recommended actions that we had gone through before. So we're not going to read them. We will be reading them at the end of the process as we go into approve attachment A and attachment E.
The next slide is a reminder to us that we also have to take action as the successor agency to the former County of Santa Barbara Redevelopment Agency and again we'll be reviewing that towards the end of the day. This next slide is the slide that Supervisor Lavinino was just referring to. So this is the one that was reviewed on Monday of our package and one of the things as we got a little feedback from the board, if we go onto the next page What we're trying to do here, based on some input that we received is to try to keep everybody apprised of current events. And then there was also some confusion about the items that were in attachment A that were being recommended by the CEO. So we're just trying to clarify a few points. The table we have up here is the same one that we had before.
What I've done is two things. I've highlighted this column which is our estimation of where we're going to finish the year. That's not anything that would absolutely tie it a fin. And then this column here, we have just...
One second. Is there any way we can get copies of this slide if we don't have
it? That was distributed to you this morning. Okay. Yes it
is. My apologies. Now I just want to make sure that we have it. Oh there it is. Thank you.
I'll let everybody take a minute because again we're trying to assist with clarifying some questions that we got.
All right, please proceed. Or you want to give us? Make
sure everybody's got a copy of it.
Does everybody have it? OK, great. Please proceed Mr. Alvarez.
So one of the questions was the items that are in attachment A that are recommended by the CEO. That's the million 184 here.
0:20 – 0:3120 turns
It's part of the CEO presentation. One second. Let's just make sure we get it. Can we get another CEO's presentation? Because I don't think Supervisor Wolf has one. I don't see it. If we could get her one in color, that would be great because it's difficult to see the one with all those shaded areas.
Tom, you've got him.
OK.
Once coming we'll proceed for the time being, but one's coming for you Supervisor.
So what we were doing is when this column didn't change at all, we just highlighted the fact that those were estimates and those were not necessarily in FINN, but that's our current estimate. We tried to get that as current as we could when we presented on Monday This column we broke down into two pieces. One, the question came up how much was the CEO recommending within this program restoration line? And that was $1,184,000.
And then the second item was we were suggesting that the money's already set aside in this fund balance to be able to utilize more of the deferred maintenance dollars that we had in that balance and we were proposing that a million come out of there so we just want to identify that that's something that's being proposed but is not acted upon I'll say yet. And so we wanted to just clarify those two points. What we've done down here is we had a number of items that came up through the board inquiry forms and in the process of that, we also got additional information from the clerk recorder assessor's office. They are still working through the weekend and next week on the tax roll, the current estimate that we have May be as much as a 3.5 to 4% increase in the assessed value of the property taxes, we were asked to estimate what that might be and so the auditor controller staff developed what those would come out to.
We responded to that in inquiry form number 19 And it gave some direction of how much a half a percentage change would cause. And at this point after discussion, we are using 2.2% right now. These figures would have us going to 3.2%, so an increase of 1% in the estimation if your board would request us to do that or some other increment. This is the impact of a 1% change. So that would be $1.3 million to the general fund.
$630,000 to the fire department and that's a combination of their base growth plus the tax transfer. Their portion of that additional growth. And then the last item here was another inquiry form that came through on number 45, where we had submitted reserve information to your board. The auditor controller and staff had identified a couple of accounts that were not required to be restricted. So that amount of $465,000 is identified in Board Inquiry Form Number 45. And if it's your board's decision, that could be reallocated to program restoration and then utilized in some fashion.
So we have tried to provide this information to give you the latest information that we have with this option, which is 1%. And again that's in number 19 gives the increment on half percentage points.
Mr. Alvarez if you could go...the deferred maintenance? Yes sir. The CEO is recommending that we use one million of of the proposed increase?
We have $2 million that was unallocated that we had talked about earlier in this week and so that can be used as a plan is developed or the board can say I want to allocate that at this point. It's available for allocation, the CEO was saying that we would intend to spend that next year, a portion perhaps on hiring consultants to assess the parks and uh... general services as we talked about and the balance might be distributed if your board said we want to spend all of the one point nine that could be done if they wanted to spend some portion
thank you mr chair mister alvarez thank you for putting this together uh... it is it is very helpful and i do think it's interesting to see the what's down at the bottom of the recent events in that That information is going to, from the BIFs that we received. That was some of what I used in completing my attachment E. And I think given the comments that we heard earlier from the public and the statements that were made by Mr. Geis Wednesday about the increase in property tax and that we have seen significant activity in the oil industry And under normal circumstances we might be at a 4.2% property tax but that there was, and Mr. Geis you can interrupt me anytime if I'm misstating what you said.
That there will likely be appeals to those property taxes so that we can't count on that. So the numbers that were seen here are realistic numbers and I appreciate that as we move forward. I also, you know as it relates to the oil industry. You know I went to the economic forecast that was put on by UCSB and I don't have the book with me because I didn't think this was going to come up but there was a notation in there about the increase in onshore oil activity in the county of Santa Barbara. So I think the notion that, there is activity that is going on and it's not like the county is putting roadblocks. I think what the county does through our permit processing is making sure that what we do with an industry Is done according to the policies and procedures that we've developed, that the state is asking us to do.
And I think our community is asking us to do. Yes it may be a revenue generator but there's also some inherent risks with the oil industry. So I think what we're doing as a county is taking a prudent approach. Again there is, and I just need to make it clear, there is...I've never heard of one proposal that has come to this board and has been denied. It's gone through the process and the procedures. We have one right now going through the planning And I say to everyone, you know let the process move forward. Let's respect the process and I think in the end we will have a better community. Yes, we will see some increases in revenue but it will be for the good of this community in that we don't take unnecessary risks and frankly There was just an article in the newspaper about the oil spill that happened in Arkansas and the effect that it happened on the homes.
You know, we've had oil spills up in the North County. It hasn't affected residents but it's affected our environment. And you know, we don't...we want to be prudent. So anyway enough said on that topic. Thank you. And thank you again I want to echo Supervisor Carbajal's comments on getting us this information.
Thank you. OK, and then one final point of clarification in response to Supervisor Lavinino's question. So as we go back and get some input from you as we identify funding sources your request would be that I modify this form to add a column for any adjustments to show what they would do to this schedule?
Actually, I guess my request is maybe you can provide it after it doesn't really What I want to see is after we vote on this budget, well actually before I cast a vote on this budget. I just want to know what the strategic reserve fund based on what our deliberations are and where our direction to you is. What are those fund balances going to be so that I know when I say yay or nay that it's 30 million in the strategic reserve? It's such-and-such in this reserve so that our deliberations are reflected on that fund balance.
If I could add to that, if I could extrapolate It's an Excel sheet where as you use any of these funds it reduces those amounts at the end? Yes. So that just shows a current figure of what it will look like? Yes, does that make sense?
Yeah so we'll go ahead and update I think I'm clear now we'll update it for whatever the plan sources are and again when we say you know the numbers For instance, for next year tie and defend and so forth. But there is the green column on the left is estimation, so we won't say that it absolutely will be a number. It's our best estimation at this
point. And as we deliberate and say we're going to take X amount from the reserve, it shows what the reduced amount is.
We can update that after we come back from our break. Yes. Great.
Supervisor Wolf?
I understand that you have this process already lined up but I just want to make a comment. Sure. And that is when we've done this process before, we've had a really clear understanding of the funds that we had available to utilize And it looks like, and that amount was given to us. And then we did add as needed or as we desired some contingency amount. I understand that we want to go through our attachment and give all of our wants but it just seems a little backwards to me.
That what we should be discussing first and foremost is, where are these funds coming from? And that we should at least first agree as a board what funds we're going to use. Because some of us may not want to dip into strategic reserves. Some of us may not want to go into contingencies I think we need to come to an agreement of how much money we're talking about and then from there We move into what are the things that we want to fund?
but so this is this is going to be challenging because it's To me it seems like we're working backwards, but it's going to be an interesting exercise. It will
take longer. Thank you Supervisor Wolf. We did give that serious consideration. We will have an opportunity before obviously we break to also give all those funding sources, but After much consideration, I think this is what I came up with with the CEO. I do appreciate your concern and your input but we kind of wrestled with it and this is what we came up with so.
CEO Waller?
Thank you Chair. Staff if we can pull down the information now. Thank you.
Before you go, CEO Waller, Supervisor Adam had something to say.
Well I'm just wondering procedurally are we going to have public comment before the break? Yes we are. Okay perfect thank you
0:31 – 0:371 turns
Over the last several days, your board has received testimony from all county departments describing their current year accomplishments, proposed service level reductions and funding gaps that they anticipate in future years. Additionally you have heard from members of the public requesting funding restoration for programs that they believe to be of importance.
When combined, this information makes clear that although our county is navigating towards a stable future, we still have several very difficult years ahead. Escalating salary, retirement and healthcare costs, northern branch jail operations, deferred maintenance and the uncertainty of the Affordable Healthcare Act make the journey to a balanced budget even more challenging.
The FY 13-14 proposed budget of $844.5 million is, as required by law, balanced with revenues equaling expenditures. Staffing is proposed at 3,891 FTEs which is down 572 FTEs This proposed budget represents thoughtful consideration of impacts, consequences, alternatives and difficult choices made by the departments and county executive office staff while at the same time reflecting the board's stated priorities of maintaining public safety, protecting our children and families and supporting sustainable communities.
However The proposed budget continues to reduce service levels. Maintaining and enhancing service levels in the future will necessitate growth in revenues to balance expected increases in costs. In the months and years ahead, the county should examine how we can help enhance economic development and job growth and increase the economic vitality of our businesses.
Your board's commitment to provide resources to ensure public safety is reflected in the proposed budget. The percentage of public safety expenditures from the General Fund is significantly greater than was spent 10 years ago. With the CEO's recommended operational plan, nearly 60 cents of every general fund dollar will go to the Public Safety Departments including Sheriff, Fire, Probation, District Attorney, Public Defender and Courts.
And if you were to add the Fire District Tax Transfer and the Northern Branch Jail Operations, this would climb to nearly 65 cents of every discretionary revenue dollar. On the downside, this shift of critical funding has resulted in underfunding of community resources, health and public assistance, and all of your internal support services. These reductions result in deterioration of quality of life for our county residents and a significant increase in the risk of financial losses.
As you've heard, the recommendations to close this budget gap are a combination of ongoing program reductions and one-time solutions. As your CEO, I recommend that any additional funding that may become available in the next year be used to reduce one-time fund use and deferred maintenance instead of being used for program restoration or new programs. This will enhance the county's ability to close the estimated gap for 14-15 without further service level impacts.
In summary, the proposed 13-14 operating budget reflects that this organization is poised to successfully move from reacting to an unprecedented budgetary challenge to preparing for upcoming challenges. The proposed budget reflects careful consideration and balancing of cross department service levels and impacts of reductions. The entire breadth of county activities forms an intertwined system of services.
I encourage your board to see into the future and prepare for substantial challenges. It will be necessary for you to make significant policy decisions, and prioritize difficult program choices. It is my hope that you will support the effort and operational knowledge of your department heads and CEO staff in preparing these recommendations by adopting the proposed budget at the end of your deliberations.
In closing, I'd like to acknowledge the leadership your board has provided in the difficult financial and policy decisions you have made over the last year and to thank you for your support. I would also like to thank the department heads and the CEO executive team for their significant input into the proposed budget. Also, all of our county employees whose commitment to providing exceptional public service is the foundation of what enables Santa Barbara County to continue to provide a wide array of services to our residents.
This outstanding team stands ready to support and implement the final budget your board adopts. Over the last two days, I have felt personally moved by the credit and praise the supervisors gave to each of your departments for maintaining your commitment to public service during the ongoing budget challenges. Not once nor twice but multiple times you were recognized. Thank you for all you do.
Chair that concludes my presentation.

Now we're going to start from the 5th district down to the 1st district in terms of providing any expansions. Or takeaways that you'd like to see. And then after we get done going through that exercise, we're gonna circle back and again go over it item by item to see if there's at least three votes for any of those items or not. Or three consensus on funding amounts. As we start that I just want to start with One piece of information, especially for the public that's watching and our wonderful media in the room.
Usually from the dais we try to speak and utilize the best data possible. And I asked for a board inquiry form regarding a comparison of the increase over the past 10 years for public safety versus planning and development In the last 10 years since I have been on this board, for public safety we have allocated a 57% increase. For planning and development 1% in 10 years.
So I just say that because sometimes you hear about, oh and now we're doing a 14% increase. But if you look at the window it really gives you a better picture of what we're talking about. It's easy to throw out statistics but when you throw out the full picture it really gives you what the public really needs to understand what we're doing up here. Supervisor Adam?
Well, you know I think you are as guilty as I am of and not that we either of us are guilty. That's probably a bad word but we're cherry-picking. You know I use the information at hand which happened to be an annual comparison and then you used a different comparison so if we go back 20 or 30 years maybe it would be something different
Thank you, Mr. Adam. So now we will proceed. Supervisor Lavinino will start out with you.
Thank You Mr. Chair. Well I don't know if this is the time to talk about what our priorities are. I guess this is it so first off before we get into what my add-ons are gonna be I want to I really want to applaud our CEO and the executive team for not just what you did this year but for the last couple of years You know navigating us through an economic time when we were basically struggling to keep the lights on and end up where we are right now.
Kudos to you and your team, outstanding job. Mr. Alvarez once again great job I look at your job as like the lion tamer sitting down there and we all want different things and you got the chair in between us. Mike, Alan your team is doing a great job getting us all the information we need and we really appreciate not just what you do this today but all throughout the year.
And to our employees done the best job that you can with the resources that we've provided. You know many of you took these jobs to help people and make a difference. We appreciate all the sacrifices that you've made, the extra hours, we've heard about the extra caseloads Really done an outstanding job, keeping us afloat. And one in particular I want to point out is that I heard during the really Had an impact on me was Chief Probation Officer Bev Taylor, who in her department has a chief innovation officer.
And I think that that's something I'd like to see us bring back as something that I think every department head should have in their department. Somebody that has that job as collateral duty to come up with new ideas in their department on ways that we can save money and increase revenue. Many of you know that I'm conservative, but it was good to hear today Andy Caldwell talk about not being anti-government. I am not anti-government.
I'm fiscally conservative, but I don't think you can be in this job for very long without becoming very socially aware of the services that we provide up here and we are the social safety net You see people that are in jail, that have mental illness that should be in a psychiatric facility that we don't have enough beds for. You see veterans that came here and talked about having to wait for their benefits because the queue was too long, the line was too long.
Foster kids that possibly might fall through the cracks because we have a lack of resources. I know that weighs on other members of this board as it does me as well so What I look at our job is take the limited resources that we have and spend them as wisely as we can. It's been mentioned many times that 60 or 65% of the dollars are going to public safety, and I'm okay with that. People in my district want to live in a safe neighborhood, that's the first thing they talk about. When I'm out there they bring up roads and they bring up social services but having any Pales in comparison to making sure that we've got adequate fire protection, that our Sheriff's Department is fully funded. That when I call 911, I've got somebody that's going to show up at my door and take care of that bad guy that's in the backyard that I don't want to go out and confront so I'm okay with where we are in that department.
Somebody said yesterday that yeah 60% of every dollar goes to public safety what does that mean? That means we need more dollars and that's absolutely true I've been listening to Mr. Armendariz and he's right we have to come up with a new strategy, new strategies where we all kind of open our comfort zone a little bit you know and and I'm gonna lay out a few that that I'm interested in one is and I brought it before and I'll bring it again it's not something that I would probably campaign on a tax increase but I think the TOT increase is something that is not felt by the members of Santa Barbara County as much as it is visitors to our area. I don't think anybody wanting to come to Montecito to stay at one of our plush resorts is worried about what our TOT is and I'd like to see it basically mirror what the surrounding communities are.
I just never see it fair that somebody can come to our district and pay less, we go to San Francisco or LA and we're paying more so I'd like to see...I'm going to be interested in bringing that back. I think we have a huge resource in Kachuma and looking at the numbers of what we make in our other Park areas in our beaches. And I'm not bringing back beach parking fees, don't worry Supervisor Wolfe.
I've learned that lesson. I only get hit once or twice and then I figure it out. But what I am interested in is increasing the revenue and whether we do that we can't do it through beach parking fees but Some of our concessions at some of our beaches are making a half million dollars a year. And I really see Kachuma as a place where we can increase some of our revenue, so I'm going to be interested in talking about that.
I'm still interested in pursuing the Miramar and one of the other areas is, I think is really short-sighted on our part, is our sales team for Santa Barbara County which is our chamber visitors Convention bureaus in our chambers of commerce, we've got listed to cut and defund. And as I get to my list here that's a big priority for me. I don't see any successful business that doesn't have people out championing their cause and so I think our sales team is our chambers of commerce and they need to be fully funded and put in the structural budget.
Talking about oil wasn't really going to get into that too much but I do think we need to respect the process, and I am glad that we are doing some activity right now. But what I think is lacking in the process is certainty. It's very difficult for these companies to invest millions of dollars. And I'm not saying that we have certainty as far as a thumbs up or thumbs down but a certainty of what the timeline is going to be, a certainty on what the regulations are When you start moving the goal posts and moving the goal line, then it becomes very difficult. And it is for us. I'm not talking about doing anything like fracking. I am talking about increasing activity in state designated oil fields.
That's all we're looking for. You know when we look at the unemployment numbers in northern Santa Barbara County they are much more different than what you are enjoying down here. This is the highest paying job sector in my district and I wouldn't be doing my job if I wasn't advocating for increased activity. Another area that I think we need to look at is a way to increase, what do they say? The easiest dollar to save is the one you don't spend and so I think there's some areas where we could cut back and one of those and I've kind of glossed over it the first two years I was up here because I didn't really want to fight this battle but The Children's Health Care Initiative is, it's a very admirable cause and it's worthy of being funded.
But I don't believe by the taxpayers. You know when you look at President Obama's universal health care plan that's one area where Obamacare doesn't cover its people that are in the country illegally so even the president did not put this into his funding. It's one segment that isn't covered. Even our own state, with a two-thirds controlled Democratic legislature and Governor Jerry Brown in the programs that they have that was healthy families.
That segment of the population is not covered by taxpayer funded health care. And there's a reason for that is because personally I'm questioning whether it's even legal It seems to me to be a gift of public funds in a sense that we are taking taxpayer funded dollars and we are distributing them to people that we know, not questioning. We know are not citizens because If they were a citizen, they would fall under either the Healthy Families Program or they would fall into the federal programs. So it's a small section of the community and like I said, I think it's an admirable and worthy cause but it's something that should be taken up by the private sector.
I know this is Supervisor Carbajal's baby and I know he's well respected in the community, can raise lots of dollars Knows a lot of people on the private foundations, and I think this would be a great area for them to get out and get in front of. And support the community. But one of the reasons why I'm sitting here is because I told people that I would try to make taxpayer funded benefits for legal residents only. And I think this is an area where we write a check for $1 million a year not for healthcare For kids, but for health insurance.
We already provide the healthcare. We have anybody in this country whether you're here legally or illegally can show up at one of our clinics and you will get healthcare. So I'm not cutting healthcare, cutting health insurance. And I know that we've talked before about well if we provide this then there's less visits to emergency rooms. And I've seen the statistics and that's true. And I understand that but that logic to me is flawed because you cannot I don't think you can go down that road. Because the minute you do, then all of a sudden, you know what?
It would also be much better off if they received a college education because then they'll be much better prepared to be in the workforce and then we're paying for college education as well. And like I said, that's a worthy cause should be done in the private sector not done by us here. So those are some of my guidelines You'll see in here that I did not add manager's pay. And I want to talk about that right now, too.
That was the toughest one for me. Haven't received an increase in five years and it's very difficult for me because I know you deserve it. It has no doubt everybody in here deserves a pay increase But I had to go back and look at how did we get in the position that we're in right now. And I don't know if any of the other supervisors had this go through their minds, but sometimes I've looked at what our benefit package is and I'm like wow, how did a Board of Supervisors ever approve? How did we get in this position? But it was when times were good or started to be good, and I know that there's just pent up desire to increase.
But just like Jerry Brown at the state level is doing right now and trying to temper down His legislature that yes, things are looking better. But this is our first year of it looking better and I promise you that and I'm assuming I don't know what's going to happen today but if it doesn't happen this year that if we see at least a 3% increase in property tax next year I'll be the one not voting for it but I'll be the one making the motion to push that through.
But I just think as we're coming almost drowning or coming up out of the water to surface is not the time to To make that happen right now. And like I said, it's not because I don't believe people deserve it. Everybody deserves it and I want to see that happen. So let's go through my individual adjustments that I'd like to make and as you can see, I don' know if we're going to put up there where the recommended sources are coming from but do we need to do that or not?
Chair, Supervisor, our thought was that we would get all of your requests up there first. We would gain consensus and then we would discuss in broad terms where you might want us to look for funding.
0:52 – 0:5715 turns
Perfect thank you. Okay first one is I would like to recommend Clerk of the Board, CEO's Department $50,000 for a extra help position The County Council, I believe that the CEO had recommended one additional attorney. And I would like to add an additional one besides the one for another $123,000. Now this next one is the UC Cooperative Extension. And know we had been at $153,00 for the 4-H group and for the UC Cooperative Extension but that $153,000 was a cut from 180,000 previously.
I truly believe not just because of 4-H but you know I'm also hearing from some of our farmers that with the farm they're not really getting the support from the Farm Advisors and the Cooperative Extension and I've been told you know what? You get what you pay for. And so I'd like to see us go back and fully fund that at 180,000 and I would like to see As ongoing dollars, so that I don't believe we need to bring those kids here every year and have them sit through three hours of hearings for that. I think that's probably the best money that we've got spent in this budget right now. Parks Department, there was a request for IT support for 36,400. And an AOP.
At 80,000. I'd like to support both of those because and I'll give you some reasoning there is they just believe both of these are somewhat it's connected to our new reservation system. And I would really like to see parks step up as an enterprise fund and Mr. Parker has done a good job And I think to do that, you have to spend a few dollars to put the infrastructure in place to make that happen. So I'd like to support both of those positions.
HCD, $119,000 for the cost analysts. I think this is imperative. We found what happens. You know we've got ourselves in a little bit of trouble. I think the more we put into oversight in that department, I think would be very remiss if we didn't take care of that position. Also in HCD shelter operations, $45,000. Am I going too fast or am I going OK? I can't see up there.
Supervisor, if you could give us just a quick second we'll catch up with you.
OK.
Can I just ask a question while you're doing that?
Supervisor Wolf.
Thank you Mr. Chair. Mr. Lavagnino, the housing specialist? Yes. I think was it... So I had it at 105 but you said 119.
The 119 is for the cost analysts to maintain appropriate financial records as required by HUD and will be key to reducing the risk of the county. It's just a little bit further down.
Okay so it's on that same list.
Yeah,
it's just a different position. All right thank you.
Is there any way of making that font a little bigger? A point or two?
Supervisor, we'll try to do that in between if Mr. Lavinino or Supervisor Lavinino wants to finish up and then we'll see if we can't do that before- I have glasses
and I'm challenged to see it.
I think that we're ready for you. We've written down and we'll catch up with you if you'd like to continue, Supervisor.
Also in HCD did I do. I haven't got to shelter operations yet. I did OK and I'd like to make that part of the structural budget as well for that forty five thousand dollars also in HCD the convent conference and visitors bureaus one hundred ninety five thousand. And I think that needs to be part of our structural budget as well Treasurer tax collector, the financial systems analyst I think is critical at 149 183.
And then into the road maintenance fund an additional 2.5 million And then in fire, keeping engine 11 in Goleta 1544497. And also keeping the firefighter at station 22 for 411307. That's it for me.
0:58 – 1:0818 turns
Supervisor, if I could ask that you could just perhaps real quickly look at what we've put up and see if that matches what you believe that you gave us. And at the same time, we'll see what we can try to do with that font. It's going to be a little challenging to have it so they can see everybody is at the same time as the font but we're going to give it a try.
OK. Can I just need clarification on the courthouse mural room restoration? How much was that and how much was that matching into? I'm sorry to bring that up at the last second, but I have
about 700,000. Staff could add to this. $700,000 and I think it was 45. We're putting in 40 or
45? Chair, that's correct. 40 from the county was the ask and chair, it's my understanding that you're correct that they had said $700,000 is approximately what
they've managed. I'm also supportive of adding that on as well.
All right. Are we ready to move on? Next is District 4, Supervisor Adam.
Thank you. And Supervisor Carbajal just to tell you Justina is in the room. She's at
the back. Thank you for coming back Justina. I was looking for ya!
If we could ask Supervisor just a moment. I don't believe that the mural got put up so if our folks could add that please. Thank you and now I believe we're ready for you, Supervisor.
Okay thank you Well I think Supervisor Labanino stated a number of my concerns earlier in his general comments. I could just chime in on revenue. I think that our process is just too cumbersome and too uncertain for most businesses and I think that if we were to streamline that and create more certainty as to timing and as the costs, I think we'd have a lot more people participating and creating an economy that we can tax.
And they'd be creating assets that we get property tax out of. And to the TOT point, Supervisor Labanino, it's not nothing but it's not very much. Property tax is where we get 90% plus and if we get more investment in property then we're really gonna make a higher yield. I get the compaction issue. That wouldn't work at my company. It's a bad situation to allow it to occur, but I think it's wholly inappropriate that we negotiate this in the context of a budget negotiation.
We have the ability and I think the obligation to negotiate these things in closed session. You know, we have that ability for a reason and I think we should retain it instead of ending up trying to negotiate these things from the dais. If you want to do it that way okay but I caution us not to do that. So to my restorations and expansions, number one I would say Fire Station 22 for $411,000.
Number two would be the Asset Management Plan funding for $350,000
Take your time a little bit so they could just to show
the
quick pause after each one just
Well, you slow me down.
All right
You're in charge of managing me
Okay, please proceed
number three would be additional allocation to road maintenance of 8.5 million And this is maintenance. The reason that I'm doing that is, that's maintenance. This is not yet deferred maintenance. Mr. McGaulpin is telling us repeatedly that he needs $12 million to keep our roads from deteriorating further in any given year and if we fail to give him that 8.5 million dollars to make up the difference between the 12 and what we're offering him in our budget We are going to wind up in a worse position than $8.5 million after that goes into the deferred maintenance column because as he's not doing the maintenance, it's declining further in condition which requires a higher level of repair to restore it to its proper condition.
So I think that the importance of doing the maintenance and not letting it become further deferred maintenance is really, really high. Number four, I would read a statement on UCCE. First of all, I agree that 4-H is a valuable program. I hear and agree that it teaches leadership, responsibility, citizenship, public speaking and gives experience with parliamentary procedure among other excellent attributes.
The family friendly aspect of 4-H and the fact that it most certainly keeps kids gainfully occupied and provides them with great mentorship is beyond dispute. However, that being said we need to find a sustainable path for funding for 4-h. I do not believe that the county will be able to find it in the budget next year and maybe for a long time in the future.
I want to see 4- h survive. Here are some facts that you should know San Benito County contributed $19,000 cash plus approximately $20,000 in kind contribution last year for their UCCE. UCCE only provides range management, pomology and 4-H to San Benito County. The county contribution in this case was drastically lower than the amount that UC demands we produce while in San Mateo and San Francisco County they do not have a farm advisor at all Obviously, despite the fact that Mr. Richard Enfield has stated publicly on numerous occasions that his demands on behalf of UCCE are non-negotiable, they are because they have been in other cases.
Furthermore, Mr. Enfield told me himself that if you don't take all my programs, you can't have 4H. This is not only morally repugnant, it is demonstrably incorrect My staff and I have tried in vain to get an accounting of how they spend both our general fund contribution, and the UC contribution in Santa Barbara County. My staff went so far as to have the county council send a Public Records Act request to UCCE and get them to produce a budget for the Santa Barbara County program.
Thus far we have not received an adequate response In other words, we are relying on a representation probably from Mr. Enfield that they're spending $98,000 on 4-H. Mr. Enfield has stated that 4-H cannot be funded privately. He has told his 4-h leadership that the money must come from county coffers. Again, this is untrue. County Council tells us that a perfectly acceptable means to fund a program from a private source is to accept conditional gifts, place them in a restricted account and remit as required.
The question created by this solution, of course. Is it fair for the 4-H people to pay the full amount demanded? The Farm Advisor and Master Gardener and other programs get there for free. I think not. UC is sitting on an endowment of $54 billion. Some of that money came from the proceeds from selling the rights to varieties, at least strawberries that I know of, that are patented and owned by UC, and from which they get a royalty for every plant that is sold.
So there are the deep pockets here. If they're so eager to give us $750,000 then they can just give us another $153,000 to boot. The term county does not occur in the Smith-Lever Act. Therefore, Mr. Enfeld has misinformed 4-H leadership when he states that the county must pay their share or not receive program services at all. That being said, we have a generous offer from the Orphelia Foundation to attempt to broker a long-term sustainable funding source.
Aaron Weber states the following in a letter presented to us Monday and unmodified by an email as I read it. There was a late email but this statement is unmodified as far as I know. The Ophelia, quote, the Ophelia Foundation is willing to work with the county's Ag and Legal Departments as well as UCCE to investigate other options and form a recommendation.
If given the opportunity, the Ophelia Foundation can lend its expertise by exploring restructuring possibilities to ensure the continuation of these vital programs. We would like to ask for a delay in the decision, which I don't think we can grant them until April 14 or at least until September 13. So I would support funding UCCE for $76,000 on a one-time basis to bridge the gap until Ms. Weber, UC and the 4H people figure out what alternative paths might be available to them.
1:08 – 1:2020 turns
Please continue.
Am I up there? Yes. Okay, gotcha, that's it. That is all.
Supervisor if I could just ask you one more time to take a quick look down your column and make sure we've accurately reflected what your requests are.
Yes ma'am.
Thank you. Is
that
8,500,000? That is 8,500,000. Thank you very much just want to make sure we will now move on to the third district
Thank you, Mr. Chair. Well I would like to make some introductory comments as well before we start putting numbers up on the board. I have to say that since I've been on the Board it's been one difficult budget year after another. This is the fifth year but this year by far is not nearly as difficult as many as we face that been through and so I really also want to thank all of the excellent work of our staff in all departments. The CEO, CEO's staff you've worked so hard day in and day out and particularly this week the budget work that's gone on all of these board inquiry reports that you have I'm sure stayed up late at night to try to get to us as quickly as possible It's really been a Herculean effort, so thank you very much for that.
I also want to sincerely thank the public that we serve and those members of the public who come not just during budget but throughout the year to tell us how you feel, what you want, what you see as the priority and the impacts of the decisions that county government makes for good or bad on the work that you do and what you think the county government should be doing. And a particular thank you for those people, including all of the children that have been here this week to speak about what's important to them, including 4-H.
I think You know, it's clear that over the past five years we have always prioritized public safety. But that has meant that we have had to hit particularly hard any numbers of departments. Supervisor Carbajal has referenced planning and development but they are not the only ones. That all our internal support departments so many of the things that we want to do for the general public we have had to cut back on And I think that through it all, we have maintained an excellent Sterling credit rating. That's because of the tough choices that we have made, the board has made, that the staff has made and at the same time trying to minimize the service level reductions to the public that we all serve.
Certainly a lot Really tangible signs now that the economy is coming up and doing better. Permit activity is up, otherwise as planning development said they wouldn't have the fund balance right now in their department that they spoke about and that's permit activity in all areas. I know that we've expanded in my district at least one boundary of an oil field. We've approved a hotel and I think that one was also approved in the second district Two major wineries approved in my district this year.
Tourism is up, we see that in TOT and sales tax. Ag values continue to increase. Unemployment is down and real estate values are up throughout our county even in those parts of North County that have really been struggling these past few years. And I think that the indication of that now is in this great news that we've had just this week about the estimate for property taxes being, I think almost double what staff anticipated they might be when they planned the budget several months ago. So from an estimate of 2.2% to now perhaps over 4%.
So that is really all good. And so I think for me, it's time that we start again looking at some of those departments and service areas that we've had to neglect these past few years. Priority, my priority I think our priority is always on our people. The people that we serve and our staff here that serve those constituents every day of the year. So also to support income generation and the people that help with income generation And also with deferred maintenance.
You know, I will tell you Supervisor Adam that I'm always going to choose people over pavement but that doesn't mean that this year I don't think we should do more for deferred maintenance. We've had the discussion on that and also have a plan to move forward to try to address it more in the future. So I'm gonna do things a little bit differently. I'm not only gonna tell you what I want fund, but also where I see the money coming from. And you don't have to put it up here now, maybe you can kind of make some notes and bring it back later because that kind of informs the discussion. Because at the end of it, I think that I'm still going to have kept some balances in all of these general fund component areas including not touching the money that is proposed to be added to strategic reserve.
So with I want to start with a couple of departments that I think should use their existing fund balances for the needs that they have. The first is planning and development that said that they had $200,000 or so. I think that they should use that to continue to fund the ongoing long-range planning projects that they have that are already in process. For public safety, station
11. Take your time Supervisor Farr, just a little bit so they can get it up there.
Okay.
Just take a breath between each one.
I'm moving my
stickies around
here.
Uh-oh she's moving the stickies everyone!
So for fire, I think that we definitely need to keep that there would be no impacts of station 11. So the 1.5 number is already up there. I think that should be funded And I think that the management incentive plan, which is a 96-775 number that came in one of our board inquiry reports should be funded. But I think that both of these should be funded from the department's fund balance. The chief said he was willing to do that and I think with the increased amount that appears will be coming to the fire department this next year from I think also along with public safety. I would put on the list, the public safety patrols for our parks at Kachuma and You know those are very isolated areas, Halama in particular.
And right now they only have funding for I think three weekends out of the whole year. This would increase that up to quite a few more. And if you've ever been camping, you realize how vulnerable you can be if you've got people that have been consuming a lot of alcohol and getting a little crazy. And I really think that at least during the summer months to protect our public, our residents and our visitors that this is an important expenditure to have.
My next category and for the CSD in this next group, I will tell you at the end where I see the money coming from. So I also support the UC Cooperative Extension, the 4-H, Master Gardener, the Small Farm Advisor Program that is a part of that. I think all of those are really, really important and I would like to see those continue I also support the shelter operations that Supervisor Lavagnino has already spoken about.
Supervisor Farr?
Yes.
Pardon me, if we could get an amount on the UCEE?
Oh, I'm sorry. That is at what we have, $153,000. Thank you. And then the shelter operations at $45,000 And then I would also add the warming centers at 52,000. That's to cover the current operations as well as the need for some expansion in the coming year because as we heard from Ms. Long, the numbers are increasing every year. I would also support the mental health beds in ADMHS. I think that was $216,000 for the mentally ill.
And then I do think it's important that we give an increase to the libraries. Their per capita was cut severely four years ago. The population continues to go up I hear from all of the libraries about the impact to services. They're continually having to cut back hours and programs, and our libraries serve the entire community. Our children, our seniors, our visitors, it's not just books anymore, it's access to computers And so for that, I would like to see us bring it back up to the per capita that it was before it got cut. And that is $397,739. That was on one of our board inquiry forms as well.
1:20 – 1:2811 turns
Excuse me, Supervisor. Staff, I think that the number that the supervisor gave us was actually a little different than that and if I could ask you to tell us again please, Supervisor?
Okay well I thought that I pulled this right off of the Board Inquiry Report but maybe I miswrote it.
No no, I think our staff actually... It's $397,739. Thank you, Supervisor.
All right, and then I think moving into being able to support or continue to support additional income generation. The amount for the conference and visitors bureau's support. I would put it at 200,000. The 195,000 is the existing and I would add 5,000 for the Hispanic Chamber which has not been on the list and is certainly worthy of support and they help countywide.
I also think that the outside agency, the SBCC business development, small business development support for them at their request of $27,000 is really important. And I thought the statistics that she presented on the number of small businesses that they had helped to start and the people that they employed from that was very impressive And then I think that we have a lot of support staff here that support the property tax and the other areas in the county that have been cut back, that need support. So I would also support the treasurer-tax collector financial systems analyst The one FTE for an appraiser one in the clerk recorder assessor at 85,000.
Excuse me supervisor if you could give us just a second to catch up too. Yes I believe it was 149 183.
The Clerk of the Board support at $50,000. I think Supervisor Lavagnino had that down there. And also the additional FTE for County Council at $124,000 I do think that it is time to provide an increase for our manager's salary. They haven't had anything at all in five and a half years, and we're losing good people. And when we lose good people, it can cost a significant amount of time and money to try to replace them. Not to mention the loss of institutional memory. It has an effect on morale, and I see our staff here from all departments working nights, weekends, holidays, lots of overtime. And I think that they should be compensated for that.
So I would support the option three that we had for manager salaries increase at 860,000. And I see those amounts being funded in from three different areas. One was the $500,000 increase to the contingency account. We still have over a million dollars left over from last year. In the past it's always been around 800,000 that we've tried to keep it so I think the additional 500,000 I don't see as necessary right now.
From program restoration, I see $800,000 and how I'm getting that is adding together the 356,773 that's a current balance in program restoration. as well as reallocating the fund balance from a number of funds that we found were not needed anymore and could be reallocated to program restoration. And that's on this latest sheet we got today, which was $465,225. That puts that total over $800,000. And I would take $800,000 of that and would still leave a little bit in that account And then the balance, which is probably around 1.1, I don't have the exact number now, $1.1 million, I would take from the increased property tax revenue of 1.3, which was also on this sheet.
And then last, I do want to talk about deferred maintenance I agree with Supervisor Adam that the need is acute and even though we need to have a plan in place, I think that all three departments that have been discussed, general services, public works roads And parks, I'm sure have a list of critical needs that they could use the money for right now. So this would be inclusive of what the CEO has talked about but it looks like we have 3.7 in deferred maintenance if you add together the estimated balance of 1.9 and the proposed increase as well as over a million dollars in the capital fund, the estimated balance plus the 500,000 increase.
So from both of those accounts I would suggest that we put in have 600,000 go to parks 1.4 to general services And $2 million to roads. And out of that $4 million, somewhere everybody needs to share in the cost of the consultant's report. And that's I know not as much as what we need, but it's a long way from where we were a year ago. So that's where I am right now.
Thank you Mr.
Chair. Excuse me Supervisor. I thought I recalled at the beginning of your discussion that you had said $200,000 for planning and development to expedite existing projects, but I didn't see our staff catch that. And I just wanted to double check.
Yes, that's to continue the ongoing long-range planning projects, but that's their fund balance.
Correct. But that is how you would like to see those fund balances expended?
Yes.
Okay. Could I ask you to please take a look at what we have registered as the information that you provided us and ensure that it accurately reflects what your desires are?
1:28 – 1:475 turns
I think so.
Is that it Supervisor Farr? Okay, CEO Waller you have it. Next Supervisor Wolf.
Thank you, Mr. Chair. I appreciate the comments from my colleagues. This is...I've often times said that every board meeting that we have it's a test and that our budget deliberations and today is our final exam This is really where the rubber meets the road and where we set our values. I really, I just want to commend everyone that's sitting up here because I share a lot of the values that you've mentioned and some of the ones I disagree with.
Ones that are values that I hold as being important such as the Children's Health Initiative but I understand Supervisor Lavagnino's Difference of opinion. I am I want to thank our staff and all of our employees, and I want to thank this board for allowing us to have the budget workshop that we had in March because that was very helpful in coming to where we are today.
My values as we move forward is not dismantling the programs within our county or community that are working. In my version of attachment E that you'll see, I'm only asking to retain or restore what I believe are valuable programs or resources. I'm not adding anything new as I don't believe that it's prudent to do so at this time although you will see one slide adjustment and that's to the Santa Barbara City College entrepreneurial business program.
I think that we're finally beginning to see some real and meaningful recovery in our region, and in our county. And I think we should acknowledge that fact. Supervisor Farr talked about some of the Developments that are happening in her district, and she rightly talked about the hotel that has been approved in the second district I might add that we've also Had approval for 134 residential units in in the second district And we're moving forward with a completion of the Goleta community plan That has been Talked about and worked on way before I came into office and we're finally headed toward the completion of that process.
I think in the past what I've seen is that our safety net has been severely damaged during the past several years, and we're now at a point where we can start to sew it up That we can strengthen it, and my request I think will reveal those desires. And again, I feel like now is not the time to make things worse. And I liked what Supervisor Farr said, people not pavement. I appreciate that sentiment. And I also appreciate what Supervisor Adam has talked about when he's talked about pavement preservation and maintenance. When I came on the board seven years ago, I wanted every street in my district to be repaired Scott McAulpin probably remembers that I wanted Patterson Avenue Street and sidewalks repaired.
I wanted Las Palmas to be repaired, resurfaced. I wanted Modoc Road to be redone and I wanted it all done in one year. And Scott and his team told me well that's very nice Supervisor Wolf but we actually have a process, we have a road map And actually we know about those issues, they didn't just arise because you became supervisor. We've actually known about those for quite some time. So in time we have moved forward to repair not only those streets and roads but through the process of the roadmap we've been able to do a lot more And it does take patience. It takes patience from me and it takes patience from my constituents because these are not small ticket items, these are big costly items.
On top of that when it comes to roads and maintenance and repairs we're using Measure A funds And we have gone out to our voters and they have supported the need to maintain our roads and structures by paying extra taxes. So I think as I look at completing this attachment E, I'm trying to formulate a balance. I also, and the reason I asked earlier about the funding sources is because my funding source, my funding sources actually are more than what I'm going to propose as my attachment E. Which means that after hearing from my colleagues I may want to add my vote just to some of the items that they have listed. So what I'm going to do is just be conservative at this point and list the priorities as I see them right now, and after hearing from our staff.
I also want to make one other point and that is our strategic reserve. You know, again harkening back to when I became a board member, I think we were at $14 or $15 million in our strategic reserve and we're almost at $30 million. And you know, some may say well that money should have been used for some of the cuts that we made. And I understand that but I also believe that it is important and prudent for us to have a strong strategic reserve especially and we know that we're going to be having some challenges that CEO Waller talked about want to make sure that we continue to be aware of and that's our North County Jail. That is a big ticket item, and as we move forward we have to make sure that we have that funding available so for me the strategic reserve is very important to ensure the integrity of that So I'm going, and some of these will correspond with what has already been given.
And so I'll start with ADMHS. And that is the retention of the inpatient beds. And I might just say that we spend money in this county doing a lot of studies and evaluating our different departments, and I believe that there are recommendations in those reports that we should pay heed to. If we're going to pay for an opinion, let's listen to the opinion and one of those opinions, and I think we have heard this up on this dais is a need to ensure that we have the mental health capabilities, the beds for our mental health patients, and let's just get that in the budget.
I also. Excuse me, Supervisor. I'm assuming that 216 is the amount? Yes. Thank you. Yes thank you. That's 216.
I also last year we talked about the UC Cooperative Extension and 4-H. I made these comments when we had the 4-Hers come and I just want to again thank for speaking to us this week and coming to my office and explaining to me in a more personal account of the benefits that you're receiving from 4-H. I think it's a small investment that we can make for so many kids throughout the county So I have it listed as $153,000. I know Supervisor Lavagnino said 180 and again that might be something we talk about later but right now 153.
Also, maintaining the Clerk of the Board funding that position for $50,000 is very important especially with the assessment appeals process and some of the antiquated filing that our Clerk of the Board is dealing with. I appreciate our CEO recommending the addition of one attorney to our county council and I believe that it's important that we add a second attorney to that office.
And regarding the increase for our managers and the compaction issue, we're talking about unrepresented managers. And so this was something that had been discussed in closed session but it was decided obviously that this is something that we're talking about in public And I think that's important. I think this is an important discussion that we have in public because, you know, we hear oftentimes that there is sometimes a backlash against our employees about receiving any raises but I've seen and I've heard from our department presentations about the morale in some of the departments, and the loss of some very important people who are our managers.
And we were given in our BIF three different options. I know that Supervisor Farr chose the third option. My recommendation is that we go with option number two, which is $420,000. And what that does is it provides an increase, a sliding scale increase to give the 3% to those people who have not had a raise in five and a half years. And then it moves that marker down the road to provide small incremental increases for the other managers.
It also takes care of the compaction issue which I know we've heard over and over again So I think this will take us in that direction. I also, in CSD the contributions to chambers and the film commission $195,000. Supervisor Farr said 200. You know we can talk about that later but I definitely support the Chambers of Commerce and the Film Commission and I know CEO Waller talked about the importance of providing Some economic engine and as I have said before this is one of the few Requests and opportunities for this board to support our businesses and I'm going to go into the ongoing and not in one time, but I agree with Supervisor Lavinia that this should be an ongoing On the fire department, Supervisor Adam was willing to fund station 22.
Supervisor Farr 1.5 for station 11 And honestly, I think we should fund both stations. I know what Station 11 does. It's in my district. The importance of Station 11 being in such a in intense neighborhood and the possible use of other of the fire departments that are neighboring it. And also Station 22, which I've learned a lot about Station 22 from being on the subcommittee for What do we call it? The air operations with Supervisor Lavagnino. I think we need to fully fund that request, and that's one of those that I would like to just see that it's ongoing, that we don't see it come back to us.
In HCD, I was going to recommend the housing specialist monitoring the capital sites and that was $105. And the reason that I selected that, and that's why I asked the question of Supervisor Lavagnino because It sounds like we're talking about the same position but obviously that's not the case. But my concern, and I'll address this to Mr. Parker, my concern is that we have a dedicated individual who is monitoring our affordable housing program because we know at this board that we...I want to say we're getting into trouble but there's a few loose ends that we need to make sure are being monitored, carefully monitored So that at the back end we're not stuck having to pay back some of the money that should have been utilized appropriately. So whether it's the 105 or the 119, Mr.
Parker I'm proposing funding a position that will help you in that regard. Also, the maintenance of the homeless shelter funding of $45,000. The library per capita funding at $6.90 per person and that is the same amount that Supervisor Farr mentioned, $397,739. This is something that I had proposed a few years ago when we had a different CEO and we raised the level. It was one of the few increases that we saw in the budget, and then subsequently as we were making cuts, that per capita rate was reduced again.
I sincerely hope that we can get it back up to where it belongs. As Supervisor Farr mentioned, the library is one of those places that serves our youngest children to our aging population. And they are used extensively. And I think it's one of those essential functions that we need to do as county government. My next one, as an outside funding was the Santa Barbara City College Entrepreneurial Program for planning and development.
I agree with the $200,000 for the existing projects that were noted in the board inquiry form number 22. I also want to and this would be something that has not been mentioned, $167,000 and this is per Board Inquiry Form 01 for the Hollister Improvement Program Also something that's been going on
1:47 – 1:532 turns
in the county. Excuse me, Supervisor. Yes? If I could ask you to give us just a moment to catch up with you please. Okay. Let's go back to Small Business Development Centers for 27. Correct. Yeah, that's right. And then we also had the 200,000 for existing which you have and Hollister I believe we are caught up with you. Thank You supervisor Okay,
so the Hollister was 167 Probation I really appreciated Chief Taylor's comments and I think this goes to what you said, Mr. Lavagnino about being nimble and being creative and using her juvenile justice officers in a very effective and efficient way. We saw that during the most recent fire where it was pretty much all hands on deck people from the different institutions came together And I think there's great coordination there.
And I want to propose that we retain two juvenile institution officers, and the cost for that is $268,894. And again, you know we talk about industry standards a lot as it comes to pavement preservation. I think we have to look at what are the industry standards or what are the mandates for some of our departments like probation when we're talking about ratios of our staff to those that are being held in our institutions? So I think so that we don't get, not only for the safety of our juveniles but for the safety of our officers. We need to make sure that those institutions are funded with a proper number of personnel and now I'm going to go into you know we talked about this before and I'm just I'm not sure how to actually frame it, except to say that I would like a line item that retains the ADMHS Juvenile Justice Program.
And that was for $300,000 and You know, we've talked about this. I've expressed my concerns back in March. I am not convinced although I respect that our probation department is looking to find funding. That this is the right approach to take, and that is to take our ADMHS folks that are doing an exceptional job in the hall. And bringing in a company that has no mental health juvenile justice experience in California. I don't think it's appropriate to experiment with our children. I don't think it's appropriate to dismantle a program in our juvenile hall that we know is working.
I thought it was interesting that, In one of the BIFs, it was noted that a recommendation to eliminate Some sheriff's deputies was taken off the table because Corizon changed their contract amount so that then the sheriff was able to keep those deputies on staff. And you know, Corizon being a private business they're certainly obligated I believe to make a profit And I don't believe, and that's why I want to hold off on this until we see the contracts next week. But I don't believe that out of the kindness of their heart that they gave up $500,000 without getting something in return. And I think that return is a contract with the juvenile program. And so all I'm asking Is that we hold off on making this budget decision today, and that we hold off just one week to look at the contract.
And if my colleagues feel that the contract, and I might even feel that some of the questions I've had about the evidence-based programs and the staffing, it may be that I'm wrong. And it may be that vote for the contract. But I think it's the right thing to do, it's a prudent thing to do that before we make those cuts let's wait a week and look at that contract.
So that is a request you have up there and then my final request is, and this was a BIF that was done with Supervisor Carbajal and my office. And this had to do with the review of the plastic bag draft ordinance because we know that's coming back to the board. This has been something that last year during budget negotiations we allocated funds for the EIR to beacon that EIR is complete and now it's time for us to move forward.
Again, let's not keep these things just sitting on the shelf. Let's keep the momentum going so in order to do that what we have heard from in our response was that we need $35,000. So the total And if you could bring up the total, that way I can see if my numbers match yours. It's 4,658,000. That's correct. I'm not going to go through my funding sources right now, but I have about $150,000 more in funds than I have allocated. So I'm looking forward to hearing from Supervisor Carbajal and then coming together and making our final decision. Thank you very much.
1:53 – 2:069 turns
Thank you, Supervisor Wolf. I guess I go last being chair. My speeches have obviously gotten less and less and less with the more years of service so I think it'll be in keeping within that. But let me state that I do think that this board will be getting an economic development strategy in the near future. I think that's in the works right now And it'll be an opportunity for our board to identify how we want to proceed.
To increase the revenues that I think we all understand, we should try to achieve and obviously that will come with a balanced approach. Not fiscalizing our land use, as other counties have done to create counties that aren't as desirable as Santa Barbara County to live in. And balance that with the risk of industries and what the trade-offs are for bringing in revenues.
Certainly, we do need to look at the TOT issue again. The oil tax revenue that we could achieve and really look at all those issues to see how we could increase a better sustainable financial future for our county. I really appreciate that we have a great credit rating. I don't want to, I don't want that to be lost in the challenge we had before us and I think it's important to recognize that based on the accounting government accounting standards We need to have 30 days of operating revenue and it seems at this budget Process we will surpass the 26 .7 million that is required to have. So we will have achieved at this budget deliberation process, and I'm optimistic that's what we will have at minimum at the end of this budget cycle.
I will say that if there are any proposals in a few minutes when we talk about funding the various things that we've identified to raid that reserve In an irresponsible way, I will be absolutely against that. To raid the reserve to go below the 26.7 million That government standards say you will have to have a prudent financial picture. It's not prudent, so it's okay to dip into it a little bit but to go below the 26.7 million which is really what we require and what our goal has been for many years I will be absolutely against dipping into our reserves and I want to make that clear now I want to really thank our employees and our managers for the great work that they do day in and day out.
I think that we have asked our managers and our employees to shoulder a lot of the pain that our county has endured like the rest of the nation with this economic downturn. We've asked many of our employee groups to give money back, not all of it But they've given quite a bit back. We've asked our managers not to give back but to forego raises for five years, five years and they've done that. And I think it's important to recognize that if you look at commensurate counties and jurisdictions Not that is necessarily how we should do business but just as a comparison You'll see that they didn't take As a stark approach as we did with our employees.
So it's important to recognize the hardship and the commitment that our employees demonstrated, to county government and to the services that we provide to the public. I've oftentimes been accused of wearing my values on my sleeve. And for the most part, I think I also demonstrate those values in my public policy. When I see a child that's in pain, maybe their hand chopped off.
I don't ask them if they're rich or poor. I don't ask them from which side of the tracks they're from. I just believe in taking care of those issues. So we have a huge responsibility in addressing the safety net of the most vulnerable in our community. And I think we have demonstrated that over the years, and I don't intend to stop doing that this budget cycle So I will proceed with my list of items.
I should have brought my bifocals, so now I had to take off my glasses. They won't work. Let me try that again. They won't work. My eyes are worse than yours, Janet. OK here we go. I'd like to do the clerk of the board at $50,000. County council, the extra position at $123,800. Fire engine 11 at 1.544 just like the amount that's up there. I want to do the sheriff at 41,000 It was, I believe it was $41,000 were what we felt short on in funding with the sheriff requested.
Chair that's correct.
Thank you Justina, is Justina here? Let me see if Justina's here. There she is. Justina thank you very much for coming back. You made a compelling case along with your colleagues and I very much appreciate all that you have gleaned from the 4-H program and I think it's a valuable program. And I'm going to fund that at $153,000. When we talk about revenues and revenue generating positions and systems in our county, we need to remember that the assessor's office is absolutely instrumental in that.
And I believe in funding one appraiser position at 85,000. In keeping with that, if we are not able to implement our tax collection system, we are going to be in a world of hurt and not fulfilling our revenues. So I also believe in funding $149,000 for the Treasurer Tax Collector. I believe in funding our economic development strategy that we've had in place through our community services tourism promotion.
But bumping it up 10,000 from 195 to 205 so that we could fund the inclusion of the Santa Barbara Hispanic Chamber of Commerce who has not been a recipient of funding in previous years. So rather than taking away from the rest to come up with an amount for them, I believe in bumping it I also agree with planning and development. And out of their fund, well, I'll get back to where the money comes from but 200,000 for existing programs.
Our employees as I said earlier have forgone a raise for five years, five years so The $860,000. The courthouse mural room 40,000 the Santa Barbara Community College Small Business Development Center which serves the entire county $27,000 Community services shelter services homeless shelter services forty five thousand dollars. The fire management and center plan ninety six thousand dollars I'm rounding these off obviously it's some change up there.
You know I think our auditor earlier I mentioned P and D how we've only in the last 10 years since I've been on this board to have only taken a 1 percent increase. Well our auditor I don't know if you followed his statistics He has reduced his workforce dramatically. And we still get a high level quality service, but we oftentimes hear about well all these audits that are needed special districts how can we audit more departments so that we stay in front of of the challenges so that we don't hear about mismanagement or loss of revenues.
So I believe we need to fund in the auditor's office $160,000 for the financial systems analyst position as Supervisor Wolf mentioned public works. We have a plastic bag issue that our board Has already moved forward and in talking to our staff it's estimated that for consultant work and staff work that will be needed. To complete this project we need thirty five thousand dollars.
For public works deferred road maintenance one million eight hundred thousand dollars. And for warming shelters, $52,000. And for HCD monitoring, $105,000 That pretty much concludes my input on this. So if you could get that going we're going to take it
chair. If yes, we could ask you I think we may have missed one of yours if you'll give us just a moment will put it on there and then if you would also take a look at what we have and make sure it accurately represents but what you gave us
well let me
Perhaps if you just look at the total, if the total matches that.
No I added another couple more than was on my previous list.
What we can do is it sounds like you're ready to go to a well-deserved break so what we'll do with your board's concurrence is ask that you give us at least 15 minutes. We will make copies of this. We'll also post it on the website and bring those copies to you for your final review before we start on the next piece.
Thank you. That sounds good. No. Just to show you what we're envisioning is, we're going to come back. We're going to try to look at this and go through it item by item to see if there's three votes, to kind of go over where there are three votes and if anybody wishes to fund something that is up there. And then we're all... Then we're going to close by identifying funding sources to the extent that you want to provide funding sources. Then we're gonna provide public comment And then our CEOs, we're gonna take a one hour break and come back.
Does that make sense? Okay. We're gonna take a 15 minute break. We'll be back 1120.

Hi, everyone. I'd like to reconvene our board meeting. And we are now back, if we could see O'Waller. We're waiting for Mr., our colleague.
Perhaps while we're waiting for Supervisor Adam, just a little house cleaning. What we have done which looks a bit different from what... Mr. Clerk if you could lower the lights a bit for us? Thank you. So what we have done during your break is put everything in alphabetical order so it's easier for us to find things as you're discussing them And we've also grouped the deferred maintenance all in a group of folks, and we've also grouped the compensation discussion together. So everything should be identical with just a slight change in ordering. And so at this point I would be looking for any changes that your board would like to make to this prior to us initiating discussions on consensus building.
Thank you. Could somebody let Mr. Adam know that we're going? Okay, thank you. Supervisor Wolf?
Thank you Mr. Chair. CEO Waller I'd like some help in better understanding this deferred there's listed on this chart is deferred road maintenance and then CSD parks deferred maintenance so I'm trying to understand then on the general fund balance component, and I know you went over this. If I can get a better understanding then of what is this deferred maintenance allocation going to that you have recommended?
Supervisor Wolff, the current allocation coming out is $1.3 million to General Services and $500,000 to Parks. And then Rhodes had the separate $500,000 allocation. I don't believe that's impacted here.
All right and that that's very helpful and then the balance in deferred maintenance is 914,000. The balance would be
The $1,000,000 plus the $914,000. The $1 million is to be allocated yet.
Oh we have a million? Okay. That's correct. We have a million that could be allocated. It could go to roads it could go to parks or general services.
So on the schedule we allocated the 1.8 million was the general services and parks and the million is as yet to be determined.
All right well that's very helpful and will likely change my but we'll go through that thank you
We were only talking about deferred maintenance, Peter. When he retires he's going to be a comedian.
He is really funny.
Okay So now I'll see if you could take us through each one to see if there's augmentations changes or what?
Thank You chair So I'm not seeing a consensus on the first one, so we will not be pursuing discussion on it. I'm not seeing consensus
Let's let's let's go a little slower CEO Look at us when you say, you don't see anything.
Well I'm looking at what you had proposed and certainly do feel free to stop.
We're trying to slow you down like you slowed us down. To just keep up with one
another. I'm ready to roll obviously. And I think for people who are listening or at
home, say what it is. Yes thank you Supervisor. Before you
go CEO Waller, Supervisor Labanino? Well I just flipped mine on when we got to number two because I do want to make a change And that is the ADMHS inpatient services. After getting clarification, I kind of took a different tact out of when we were going through our breakdowns and I support this. I was just kind of holding back because I was thinking that we would try to find the savings through the year and then come back and get a budget adjustment but I think this is an area where we absolutely need the service and after speaking with Dr. Watt, I'm getting some clarification during the break that I will be adding my name to support of the additional beds or keeping the beds.
I too will be doing that
so if you could reflect that on both of us?
2:37 – 2:4733 turns
Can we go through then some of...
Perhaps if I could take us back in response to what Supervisor Wolf asked. So for those in the audience, number one was a financial systems analyst for auditor controller and I don't see from what the board provided a consensus there and now I'll take us to number two And I apologize for kind of taking us back. I'm just trying to be responsive to our public. Now we're speaking of ADMHS inpatient services, and what I currently have reflected are that Supervisors Carbajal, Wolf, Farr, and Lavanino support this addition. And they all have identical amounts at this point in time so unless they choose to stop me board suggested use would be for 216,000 And now I would be asking the board whether you would like that, an ongoing or a one-time utilization.
Can we have that discussion later?
Why don't we go through this and then we'll come back with ongoing and revenue sources.
Okay certainly. Number three is ADMHS Juvenile Justice Program and I see only Supervisor Wolf So we would not be discussing that.
Actually Mr. Chair, I'd like to lend my support to this. I think that Supervisor Wolf made a compelling argument mainly because I feel boxed in not having had the discussion about the Corizon contract prior to the budget hearing here so I think that it's better to preserve that and then see what we want to do with it when we've been able to look at the contract as a whole.
Supervisor Lavinino your light is on? I will add my name to that as well.
So are there any other changes? Well,
I have a question about it then. Supervisor
Lavinio? So this is only to discuss this next week. We're putting it into the budget because this goes against what our staff recommendation is just so I'm clear.
My interpretation, Supervisor, of what we would be doing is we would be adding $300,000 to the probation department for juvenile justice programs. Or I guess you could say we'd be adding it to MHS and then supplying that program to probation. I think it would be more appropriate for it to be in the probation department as an add-on. And certainly what this would do, it isn't in conformance with the proposal from the departments of ADMHS nor probation. So this would be giving you additional dollars in the event that when the contract comes before you next week, you could choose the internal staff program and you would already have funding in the budget for it, what my thought would be is if next week you don't approve the contract we would utilize this funding.
If you did approve the contract I would be bringing forward a budget revision to remove $300,000 from the budget and return it to strategic reserve or whatever location your board may direct. So it appears that we have consensus on $300,000 for the Juvenile Justice Program. Moving on to number four, the UC Cooperative Extension. I need a little bit of board guidance there. It appears that all of your board has a desire to fund it at some level but I need guidance on what level you would like. The majority of the board at this point is recommending $153,000.
Mr. Chair, I can live with $153,000 and I just appreciate the fact that everybody came on board there so I'm okay with that. Supervisor Adams?
Actually forgive me you didn't have your line out and I'm putting you on the spot and I didn't mean to do that. Please proceed.
Just a clarification if I may, Supervisor Lavinino would you like us to change your amount on the form to 153 or would you like it to remain as is and then the board suggested use would be 153? Yeah
let's reflect my request for 180 and then we'll just take your direction.
Great thank you. Moving on to County Council legal support of litigation in general fund departments For a additional attorney, we have different numbers here. But I think what I'd like to use is the official number that we had in our service level reduction for that and I believe that's actually consistent with what the board's intent is.
Which
is? 123 is what our budget director tells me was in our- Without objection, we'll
proceed with it.
Thank you. Clerk of the board staffing, it appears there's a consensus here as this is in my particular office though I do have some concerns as I know your boards aware this was funded last year with one time funding with a thought being that as we had a vacancy and were bringing on new staff We could utilize that $50,000 for temporary support and with the understanding that our staff would get trained and hired during that time.
As I know your board is aware, I believe that responsiveness to your board is our highest priority in Clerk of the Board And I am extremely concerned that apparently we are not meeting those needs of your board with our existing services. Um, I know that there have been complaints about Clerk of the Board over the last year from several of your board offices but I did speak with Clerk of the Board or Deputy Clerk of the Board Michael Allen and I thought we had resolved those so um, I'm very very concerned that we're not meeting your needs And given the fact that you have so many needs in front of you and they're all critical, I am asking that the board consider telling me what we're not meeting your needs on and enabling us as the CEO's office to reprioritize our current resources.
So certainly with the belief that we were providing adequate services at this point in time, the department did not recommend an expansion
Mr. Adam? Just for the record, I think they do a fantastic job and I haven't had any problems. Not that I know what's available to me because I just got here six months ago. Maybe perfection seems easy to achieve from here. I don't know.
Not having any comment or reaction to proceed?
Yes, so we have put on the suggested board use of $50,000. On the courthouse mural, we have two of the board members but we don't have a consensus.
Supervisor Farr, Supervisor Wolff?
I'll add
my vote for 40,000 for that.
Supervisor Wolff?
Yes, Mr. Chair I will also go ahead and do that and just want to make a statement too that they worked very hard to get the matching funds and I do have allocation to do them so
let's get that done. This is going to be called the Lavanino Mirror Room Use Fee. We're going to have a meeting there. He wants to have a meeting there when he's chairman, and that's what we're going to do, right?
That's what we are going to do. That's right. So we are going to have a meeting over there. History is important. That's right.
Next. Moving on. Thank you, supervisors. Let's put $40,000 as the consensus. Our next item is appraiser for clerk recorder assessor. We have two individuals. We don't have consensus on that one so we won't be adding it. On the next one we need- One second. Mr. Chair, I'd like to add that. We now have consensus at 85,000 so please put that on the suggested use.
Convention and Visitors Bureau we have consensus that we want to do something, we have differing amounts just for a little bit of elaboration there what I heard in the various discussions were that Supervisor Lavinino chose to keep the 195 What I wasn't certain if that was with an existing number of individuals without the last request that we got from the Hispanic Chamber or if that was to take the dollars and split them proportionately. And so, I think that's really our question how do we choose to deal with the Hispanic Chamber request? Mr. Chair?
Supervisor Lavinino and Supervisor Wolf.
Thank you. I'm for additional funds for the Hispanic Chamber. So we can reflect, I'd like to see as a 200,000. Supervisor Wolf? I
2:47 – 2:5428 turns
was going to say the 205 because,
you know, And that's why these discussions are good. You know, we want to keep these folks whole and unfortunately or fortunately now we have the Hispanic Chamber and I actually think this is less. The $205,000 is $5000 less than they requested. I'd rather go to the $205,000 level keeping everyone whole and including the chamber. I just don't want to reduce anyone. Thank
you. Thank you, Mr. Chair. The problem I have with that is number one, I don't know what their budget is to start with. I don't know if it's a $10,000 organization and we're going to double their budget. And I don' t have any breakdown of that plus the fact that for me it's cities built in and some of our smaller cities, Guadalupe aren't getting that big of a chunk. And I know the Hispanic chamber is county wide but I just not comfortable On the first blush and I just haven't had time to really research it that much. But, you know, I see some of our smaller cities getting a very small amount from us. Some of them only $1,700 a year so it just, I don't know, it just seems like To be fair let's start on small and we can always build up later.
Insight that I was able to glean. I think we take a per capita approach in allocating these funds Could somebody maybe share what is the prevailing methodology for distributing those resources? CEO Waller
Thank you, Chair. As we prepared the budget information request for you with where the funding goes right now I asked that very question and at least existing staff is not familiar with how the initial allocation is done it's been the same percentages for many many years there was a discussion of some sort of a discussion of trying to match population size with particular chamber But we were unable with our existing staff to actually track back to that. But it is our general understanding, that was how the original formula was developed.
That was my understanding as well, and the only reason I suggested 10 versus what the request was 15 is because they're a regional chamber versus a specific one city area. And they're pretty commensurate with the other chambers as well so it was just more on the lower end and if that's the wishes of our board that would be fine but I still would advocate for the 2005.
Where are we at with that then?
So I'll go down to 200. Okay,
so 200 it
is? So if I can seek clarification, that's with the understanding that the current allotments would remain the same and that the Hispanic Chamber would have $5,000. Have I correctly encapsulated that?
Yes.
Thank you. The next item is CASD, Housing and Community Development Cost Analyst. It does not appear that we have consensus on that one.
Mr. Chair? Supervisor Lavaniello? Since that was my request I'm just curious and I think I need direction here of...I think we're all kind of looking for the same thing I want to know what the difference is between the cost analyst and then the housing specialist, because I think we're looking to do the same thing. But it's like two different jobs.
Mr. Parker if you could address this please and clarify those two positions?
Chair, members of board, the cost analyst would help the department in terms of monitoring our contracts, entering payment systems for federally funded programs And that's also, they would also assist us as how we receive those federally funded funds that come from the federal government. Our housing specialists would play a lead role in monitoring in the field and monitoring our capital projects, monitoring affordable housing projects and that is an area we need a lot of support in.
Okay
well thank you. Supervisor Levenator?
In the other position while you're up here please
The other is a housing specialist as well, and it is primarily for helping us with the Continuum of Care HMIS system which is also in the HCD division.
Mr. Parker if you had a choice between those two as the highest priority which one would
it be? Housing specialists to help us with our monitoring and in-the-field work.
Okay thank you. And going back to the contribution request I do see that was your number three priority and the one I chose was number five Although, I hope we do still have somebody that's analyzing and maintaining appropriate financial records as required by HUD. If I can get an assurance from the CEO that we're still okay in that area?
Supervisor, we will continue those efforts. I believe Mr. Parker's request was because he felt that additional staff could enhance those levels but we will be meeting federally mandated requirements.
Okay, then I'll eliminate my request for the cost analysts and move those funds down to the housing specialists instead.
Thank you, Supervisor. So from what I'm seeing from that, then our housing specialist capital sites we now have consensus at $105,000. The library capital funding which is the next item, we have two individuals so- I would add
my name to that as well please?
We now have three. And I am assuming, Supervisor, that you are looking at the same amount as your two colleagues? Yes. So we have consensus in that regard. Shelter operations, we have consensus at $45,000. Warming centers, we have two requests.
Supervisor Lavinia, I have a question about that. I need a better breakdown tonight. This happened last year too, it's like what are we doing now? What's the...I'm having a little bit of trouble with this and I kind of also want to see how CH3...I was kind of hoping that CH3 maybe because it's in infancy isn't at this point yet but I was kind of hoping that these kinds of requests would come with a CH3 recommendation and that sort of thing so where are we? What does this do? And what are we doing right now?
Mr. Parker, if you could address the board please and let us know what we're doing now and what's whether these proposed expansions.
2:54 – 3:0027 turns
Thank you chair members of the board. Uh, we are currently, we currently have a $25,000 that is budgeted for our warming shelters in our existing budget. Um, and we had that available as well this fiscal year and requesting that for next fiscal year A request from the community has come forward for additional funding. If the board so wished, we'd have to provide an additional funding to make up for that $52,000 that's being requested.
Mr.
Chair,
if I could just elaborate on that how I got to this amount was when Maria Long came from the Unitarian Society that's doing this she said in order to keep their existing operation going they needed 50 total so the 25 that was in the budget and another 25 Then she said because of changes in the rules from the regular shelters and the growth that they had seen over the last few years, that she anticipated needing to expand and find several other sites. And so she asked for another $27,000 on that for an expansion. That gets to the 52.
However, if members of the board wanted to consider funding this at some level then I think at least 25 to keep them at the 50 that they need for existing operations would be helpful.
Supervisor Wolf?
Thank you, Mr. Chair and thank you Supervisor Farr I would be willing to go to the 25 so we can certainly maintain the services. I had alluded to Miss Long's report which I did appreciate. I thought it was very well written and with a lot of documentation. I'm not opposed to the expansion but maybe that could come to us later and maybe with a recommendation from From the housing coalition, but it's definitely something I would be open to but at this point Let's definitely maintain the services.
I Would go with the 25 Okay,
we have that consensus supervisor Lavanino
Now there you know where it's going. I'll take off. I want to maintain currently what we're doing right now Thank you
Okay,
if we could
proceed
So I need a little bit of clarification there because I have two at 25 and two at 52. 25
will prevail, I think we're willing to go down to whatever the common denominator is so...
Okay thank
you.
So let's put 25 there please.
The next item is an office administrative professional for parks. I don't see consensus. The following item is An information IT specialist for CSD parks, I don't see consensus. The next one is a patrol at Kachuma and Halama for CSD parks and I don't see consensus. Moving on to Fire Engine 11, I see consensus at 1.5445. Moving to management incentive for fire, I don't see consensus.
Supervisor Wolf.
Thank you, Mr. Chair. I'm going to go ahead and add that to my list. Chief Dyer mentioned that can come out of his current budget. When I did my allocation of funds I was very conservative in using his fund balance, but I'm willing to go a little bit deeper into that fund balance and put my vote
there. Thank you Supervisor. So that one will have consensus at $96,800. Then we have Fire Station 22.
You could add my name to that?
For Fire Station 22, Supervisor? Yes. We have consensus for Fire Station 22 at 411-300. The next item I think that it would be helpful to have discussion the next two items. One individual has funded option 2 and two individuals have funded option 3. Supervisor Wolf?
Thank you, Mr. Chair during the break I had an opportunity to speak with a department head Referencing to me that she had funds available in her fund balance for For this additional cost in her department and like I said, I had a little bit of money left over So I'm willing to go to that 860 And just as an aside, and one of the reasons I've tried to be really careful with the budgeting is that we still have our negotiations with many of our employee groups.
Again, I think some degree of prudence is important as we go through with this funding. But I'm pleased with how we're moving forward. Thank you, Mr. Chair.
Thank you. And if I may ask, Supervisor Wolf, are you OK with us removing the option two? Or would you like that to remain on here just not as a consensus?
No, you can change it and make mine as the option three.
Great. So staff will just remove option two from our list today? And put 860 on option 3. So go to that one and just remove that entire line up above it, please. Thank you. OK, moving on we have now we're speaking of planning and development the Hollister Avenue State Street streetscape. And I don't see consensus on that particular item.
I'll lend my name to that.
3:00 – 3:0624 turns
I still don't see consensus on that item.
Mr. Chair,
Supervisor Farr?
Thank you it was my understanding I didn't see this large of an amount for this item before but it was my understanding that the two ongoing long-range I think one of the biggest. Planning projects that I wanted to see supported out of their fund balance was this I don't know 240 something or that so, I'm not quite sure where this bigger number came from For the Hollister Avenue streetscape because you know, I am supportive of it. I just Didn't think it was this much and I thought it could be covered from that additional revenue that they got
Mr. Russell if you could address the podium and clarify for us please
Supervisors Supervisors, on inquiry number one which the board directed staff to return to the budget hearings to consider the following potential new projects as listed on table three that came up during the work program item. As a matter of fact, the Hollister Avenue streetscape improvements did total to $167,000. In the $200,000 scenario which comes from my existing fund balance that would free up some staff by farming out EIRs to work on existing projects and one of those existing projects is Hollister.
And that, by the way, the amount for Hollister in the next fiscal year. The $167,000 is a total for the entire project over a number of years. The total amount for next year would be $67,000. OK. Supervisor Wolf?
Thank You mr. Chair, well that's very helpful we don't need the hundred and sixty-seven let's make it 67,000 and also the existing projects mr. Russell It was also for the completion of the EIR for the Goleta community plan
Yes, that is correct.
Okay, so well
as Summerlin
So let's Mr. Chair I'm I would assume you would be okay with a 67 and perhaps Supervisor Farr would go along with that. I'll
support that.
Thank you
So we have consensus on Hollister Avenue for 67, I see consensus on existing planning and development projects for 200,000 Our next item are juvenile institution officers. I see one individual there so we don't have consensus Plastic bag ordinance, I see two individuals so we don't have consensus. I'll offer a
third on that.
With Supervisor Farr's support we now have consensus at $35,000. Next we have the Santa Barbara City College Small Business Development for $27,000, the Sheriff for $41,323 and we don't have consensus there. The following is Treasurer Tax Collector, Financial Systems Analyst. Even though we have differing amounts I think the intent was to fully fund that position so perhaps we can put what the number was. Mr. Alvarez?
149 183 and if that's not the board's intent, please always round
up. I'm sure the treasure could come up with
Next we are at the end here We clumped all of our deferred maintenance discussion
The next item is the asset management plan for parks And if I may on that one even though it doesn't appear we have consensus If I make Well, I'd like to go back. I was just going to ask you if I may find where you'd like to go back to?
Supervisor Wolf.
I'd like to go back to the deferred road maintenance.
Well, supervisor we aren't to that one yet. OK. So I'm a bit confused on this particular one because it was my understanding from the board's discussion last week that it was your intent to fund this particular item and that we were to come back to your board with a future discussion with RFPs. So, I'm little bit uncertain what the supervisor's intent was here. Was
Supervisor Farr then Supervisor Lavanino?
Thank you, Mr. Chair. Well I think I did mention it earlier but in the amounts for the three departments that I show for deferred maintenance, the $2 million to roads, 600 for parks and 1.4 for general services, I'm assuming that those departments are going to share in this asset management plan roughly equally? So I wanted that $350,000 to come out of this money that I had already allocated. So that was wrapped in there. So I am supportive of it. I just put it in a different spot.
3:06 – 3:1845 turns
Supervisor Lavarino? And Mr. Chair, I'm the same way at that. I think we're just going to have to discuss this whole maintenance issue as far as I think we all want to do the same thing. We're just trying to figure out where the money is going to come from and I think that comes out from I didn't know this was going to be a separate item. I thought we were just going to take it out of one of these funds.
Well, I think this subject, this last item is going to be the challenge for all of us to kind of get on the same page. So what we could do before we go through the exercise or where we want the money to come from, why don't we go with how much we want to attribute for deferred maintenance whether it's The asset management issue whether it's for roads, parks or CSD community buildings. Is that okay? Does that make sense? Sure
but I didn't know when did we come up with a price tag for it because as far as the asset management plan was that last week two weeks ago?
Chair, Supervisor you didn't actually come up with the number. We had a range of numbers and your boards instruction was to Do a little bit more homework, perhaps do an RFQ or an RFI. Refine the costs and then come back to your board so that you could take a look at those and at that time determine how much you wanted to expend. Just as a reminder, at the time the discussion was That perhaps we utilize some of the current balance in the deferred maintenance count to fund that and that was part of what Mr. Alvarez brought up earlier, the million dollars not completely for the asset management plan but for a possible use of it so it's all sort of integral in your discussion.
See I'd rather that personally and then we're gonna get into it we'll see where we all stand but I'd rather we if we're gonna have that come back to us that we deal with that issue at that time. Supervisor Adam?
Well I just put it in because, you know, it appeared to me as if it was funded also and I put it in so that it had specific funding. And so, you know, if the vision is to take it out of a different account at a different time, maybe that's okay but I don't know why we wouldn't just throw it in. Maybe out of my ignorance,
I
put it in. So either you're going to fund it or you're not if you're not going to throw the money at it. And if you take it out and split it between parks and general services Because that was the direction, I think, that we decided at the time was we're only going to do parks and general services in that report which would limit the cost a lot because Scott already does an extensive job on the road so we don't really have to go reinvent the wheel on that.
We just have to go do a study on where we are with the buildings in the park. I don't see why we can't just kind of take it out at this time and we'll have it slotted for that and be fire and forget.
Supervisor
Lavanino? Okay, Mr. Chair well maybe we just need to take a...I mean I'm good with taking it out of the deferred maintenance available fund balance but I don' t know if it's at $350 do we want...why don't we discuss the amount later when we get I think we just policy wise, we all want to do it. And I don't think you have to worry that we're not going to do it. We're all going to do it. All right. It's just bringing back. I think the direction is we're just going to bring it back and it's all going to come out of the deferred maintenance account.
Without objection, we'll bring that item back when staff is going to bring us that refined number?
Thank you, Chair. So now we come down to deferred road maintenance and we have four individuals expressing a relatively wide variety of amounts so if your board can... Is that
really 8.5 million?
Well, I'm just making up what they need to keep the roads straight this year. The man's telling you he needs $12 million to not let it deteriorate anymore and we're offering him three.
Supervisor
Wolf?
So I think this is when you come to the discussion of where you're finding the funds I hadn't allocated anything, but after getting the clarification on this deferred maintenance, I could easily put in a million dollars on that in my box. And again, I hadn't touched strategic reserve. And if the other supervisors are looking at going into strategic reserve for the next part two, the deferred maintenance and for parks and general services.
You know, it would be helpful to know that. I just don't know where this money is going to be coming from. I think an additional million for roads plus the $500,000 that they have. It's not what they want but at least from my perspective it's more than they've had in the past. You know we just hit this is a big policy decision if we're gonna and I guess the question is where do you expect that money to come from at the expense of everything else?
Supervisor Adam. If I could jump ahead a little bit And I don't know if I'm allowed to do that, but I get 5.1 out of the salary and benefit reduction balance. And then there's 1.2 in Human Services Commission which may not get three votes. And then there's a million in Children's Health Initiative. And then there's $400,000 and some change in Chief Dyer's offer to fund Station 22 through his balance. And there's $465,000 for reclassification in BIAF 45 And then there's $1.3 million in potential unanticipated property tax revenue, and there's some RDA fund balance, and there may be some available ongoing RDA. That's a lot more than what we're asking for here.
Thank you.
Thank you. That's very
helpful. I'm going to ask if it's OK that once we finish the supervisor item that we just come down the dais? I'll go last. And just how much you want to fund for deferred maintenance, how much roads, how much parts, how much CSD buildings. And then we'll come back with the sources to conclude our entire exercise of where we want to get the funding for. So if we could just focus on that then we'll know where we intend to get the money from.
If I could just say one thing about the parks and buildings. You know, I think it's great that Supervisor Farr wants to throw that kind of money at it. I think it's absolutely necessary and it's I was surprised. But, I think that we need to do that study so we can get a priority on... You know, I hate to just give these guys money and tell them okay go fish something.
So
you're suggesting we focus on roads now?
Yeah, and we know very well what our road priorities are because we have the roadmap. We don't have A building map or a park map yet and I think we should get one. And maybe we're on the road, we're real close to having that and then we can be really intelligent about how much we spend and where we spend it and how soon we get it and we can make a plan.
Thank you Supervisor Allen. Supervisor Wolf?
So you want us to go through our funding?
Yes in terms of what you want to fund in terms of the deferred maintenance area.
Oh, in terms of deferred maintenance. Well I hadn't added anything. I hadn't had my name there but if I was to do it, I would look at the $1 million that we now have from the general fund balance components. But I had come up with $4,800,000 in funds for all for the other things that I had noted
Okay, so for deferred maintenance just a million?
Right.
And just for roads or a combination or...
No that was just for the road. Okay
Is that all you care to touch on now? So we'll just move on.
Well if you'd like I could go through
If you want to do that and then we'll come back. We'll
just
go
back another run. Okay, I'll just go through my list. So this was from these are everything I'm telling you is from either the budget book or from our BIFS The additional property tax revenue was $1,590. Additional fire property tax revenue was $340. The P&D fund balance $200,000. The Fire District Fund Balance I used, that's when I said I had used 1.7 but there is more in there.
That we can use for the other project. The balance of program restoration that was on tab 6 page 22 is $300,000. I took 300,000 from contingency and additional money from designations that was from our BIF 45. which was $465,000 for total use of funds of 4 million 805. Now that's been changed because I talked about the fire department, I talked about the other department that had fund balance and that's why I went up on the managers.
It's also now a little bit different because we went down on the Hollister so it's all there's all moving parts here but There you have it.
Thank you, if you could conclude do the same thing but conclude with your or start with your deferred maintenance and then just
Well what I requested there in the deferred maintenance is 2.5 And I would like to see this study before we really get into I think the money's there in our deferred maintenance First let's talk about roads the deferred maintenance road. I'm asking for two point five and I get that from property tax Unanticipated property tax, the 500,000 which is 1.3. The $500,000 that we've got in our roads fund and the $500,000 that we've got in our capital.
Plus I think we can also look at the 500 thousand that we're putting towards contingency because our contingency is larger than it's been before so that's without touching the strategic reserve. I don't want to put...I don't want to identify We don't have the study. Although I think the money is available already in the deferred maintenance fund balance. And I see 1.3 out of that 1.8, 1. 3 supposed to be going to general services and 500,000 parks.
I'm okay the way that staff already has that laid out so that's where I'm
at.
Supervisor Wolf?
Thank you. So, Mr. Lavagnino in your 2.5 you included the 500 that's already budgeted?
Yes.
Okay so then my number should reflect 1.5
3:18 – 3:2327 turns
Chair, Supervisors I think it might be helpful if we have just a little bit of sharing with you about what's in it so that we can then understand what you're asking for that's in addition to what's already in versus what you're putting up here because I heard Supervisor Lavinino perhaps include something that's already in there. Yeah well what we have here is should be
above and beyond what's already in the budget. So would that reduce yours to two Supervisor Lavinino? Yes it would. Okay so if you could reflect that to two. I'm sorry before we move on, Chair Carbajal, just a point of clarification then. So we've got the existing $500,000 for public works
is already budgeted Supervisor Lovanino wants to add $2 million to that? Yes. And Supervisor Wolf wants to add $1 million to that existing $500,000? Got it. Thank you.
OK. Supervisor Farr?
Thank you Mr. Chair, well because I revised my overall total, I don't have my specific numbers on other things but just on the deferred maintenance for right now. I think just to simplify things, the amounts that I had for deferred maintenance for parks and general services were a little bit higher Then what the CEO had recommended at the 1.8, so I will bring mine down to match that So that's the one point three for general services and the five hundred thousand four parks is the one point eight That's on our deferred maintenance line that The CEO had already talked about no
it Shaking no at our staff because I think that what you've said at this point in time is For GS deferred maintenance should be a zero because you're saying let's match. What's already in the proposal, but I want to clarify
Okay, so all right? I don't want to do different than what you've done okay So this is supposed to be in addition to then you can eliminate those for me
and the CSD went as well supervisor
Yes.
Thank you. So
it's the 1.8 that you already have out. So then on the $2 million for roads, I guess I need some clarification. It showed another million coming out? These CEO proposed decreases? Where was that supposed to go?
Supervisor Farr, that was yet to be identified by your board. We thought that could provide the funding for this study that we've been discussing and then the balance to be directed by the board as to how you'd like to distribute that.
Okay. Well, I think that I would take that as well as the money that's in the capital account both estimated balance and the proposed $500,000 increase to come up with another million dollars and that's where I would get my two million dollars from.
So we currently have 500,000 allocated. You would like to incrementally add to that 2 million or 1.5? Oh
no the...no two million.
Thank you.
So it matches what Supervisor Levin said. That's your understanding right?
So we're a bit closer and more clarified chair but we still don't have a consensus number
I'll come up $200,000 on that so that it could be 2 million.
Thank you chair at this point we have consensus on deferred road maintenance of two million dollars So I believe that This concludes with what your consensus are if we could go back and have a discussion on whether you would like for us to find ongoing dollars or one-time dollars
I think we could now focus on that revenue, but before we go there without objection unless you guys object Anything that didn't get three votes. We could take off now Is that okay? Anything that didn't get three votes. We're gonna take off So that doesn't have a false number on the bottom
chair if we Could if you'd like to do that before we start with the ongoing we could have that probably in just a couple of minutes
That's fine as long as it gets done
Certainly, so would you like to break for a couple minutes or would you like to do your ongoing versus one time?
We give us ten minutes.

Chair, I was just wondering if you wanted to go ahead and do your ongoing because that makes your funding discussion a little easier as well. So I'm going first? Just designating... If you could, that helps others know what kind of ongoing dollar amounts they need. Okay. Okay so what we have done at your board's request, we have cleaned up your matrix so that it only represents those items that we have board consensus on and at this point all we're looking for is Consensus on whether you want us to find ongoing dollars, or whether you want us to try to find one-time dollars So the first one would be the ADMH inpatient services

I only have two...three. Okay. Excuse me. County Council has their head in my way. Library per capita? Ongoing? Yes. Shelter operations ongoing? I have two, three warming centers ongoing. Three fire engine 11 ongoing. Yes. The only thing I will say in that regard is that means that unless you are choosing to direct me to go find additional general fund, we'll need to direct our fire chief to find offsetting ongoing. So my recommendation to y'all would be one time and then you may wish to next year revisit based upon whatever new information or fund balance but... That's fine Okay, is that okay? That's fine. So that will be one time fire management incentive?
Ongoing. Isn't it just one time? If you're going to fire the incentive one time then we're gonna stop the incentive program?
3:42 – 3:5052 turns
Funding the incentive program. I mean, you have an ongoing program but- Yeah. But you're gonna fund it one time?
You could do either. I believe that amount you would have enough ongoing funding that's anticipated with the RDA if you chose to do that one.
I say ongoing. Anybody else?
Okay let's move on. Station 22 ongoing?
Ongoing.
And if you wouldn't mind just doing your finger or something. OK, I think did I see three on that one? Station 22? I didn't see that, so one time.
Madam Chair, I mean Madam CEO. We're really tired, let me just tell you. I thought perhaps I'd been elevated. I wasn't one of the votes for the funding but I do think it's important and so I think that the people who work it need to have that position.
So is that ongoing or not?
I guess it's not caution, just information. If you were to fund that one with ongoing, you will have utilized pretty much between those last two all your anticipated ongoing for the future year.
Well then I think since Station 11 was one time until we see what's going on that we should make this one the same.
One good for all. Exactly.
One time for Station 22? Management compensation option 3. I would assume that we need to look at ongoing there. I
think it's a given, right?
So do I see three? Yes, I have three for that. I feel like an auctioneer. I'm doing good. Hollister Avenue streetscape ongoing?
One time.
One time, excuse me I don't know why I would have said that. Obviously I'm getting punchy too.
Supervisor Wolf would like it to be on.
Existing projects obviously
that's...
That's one time. Deferred road, I'm assuming that all of your maintenance ones are one time because what I've heard for funding sources are one-time sources? Yes. Plastic bag ordinance is one time. Business center is one time Financial Systems Analyst for Treasure Tax Control.
I think that's ongoing.
Ongoing. Are we at the bottom? Great, thank you very much Supervisors. And now I know that we have heard detailed funding source information from Districts 2 and 3 and would perhaps if any of the rest of the Board would like to give us some direction and guidance were certainly here ready to write those down and then we can take that information into putting together a proposal for you after lunch.
I apologize, I did not see who turned on their light first. Supervisor Adams and Supervisor Lavinino? Yep.
And this is for the list or this is
for common cause? All the revenue sources that you want to see oughta consider and show glean from what we say where the general funding sources tend to be that we would like
OK, so the salary and benefit reduction balance for $5.1 million, some change. Human Services Commission, $1.2 million. Children's Health Initiative, a million. Reclassification per BIF, 45. Potential unanticipated property tax revenue And that's enough
Thank you, Supervisor Adam. Are you ready to go next, Supervisor Wolfe? Or we can come back to whichever one you like.
Certainly. We're ready if you'd like to but Supervisor Wolfe when you did yours before we wrote down everything that you had given us before. Yeah
it was on my attachment aid from before. Yes thank you.
CEO Waller, are you done? I'm going to give you some latitude to come back with some of your recommendations. But for me, I like to use some of the increase property tax revenues general fund for the fire department and as you listed here on the bottom of the fund balances. For the fire department items, use existing department fund balances For P&D, it used existing fund balance in that department.
And again for FIRE, the $96,000 expansion used ongoing fund balance as well. I think that's pretty much it. I'm going to give you latitude to bring back with contingency any other ideas you have
which we discussed. Thank you, Chair.
And I
think the only other individual that perhaps may want to give us some additional is District 5 unless of course Supervisor Farr may have additional things that we didn't write down from the first time.
Supervisor Lavanieux? Thank you Mr. Chair. I agree that fire should be from the Existing fund balance. I funded everything else through the Children's Health Initiative removal, which I understand is not going to happen and then So I'm just gonna give you latitude to come back and let's just figure out You know, give me your recommendation and we'll try to move the numbers around best make them fit
Thank You supervisors supervisor far anything in addition to what we wrote down earlier I believe, Chair, that brings us to the point where staff would request that we be given an opportunity based upon your direction to match funding sources with uses and come back to your board. And I would ask if we could have an hour to do that.
We're going to have public comment first but CEO Supervisor Wolf then Okay. Before we take our break and allow you to go crunch all these numbers and come back to us, we're going to go to public comment. Mr. Allen how many public speakers do we have? Chairman Carball we have nine. Nine public speakers.
And chair, just so no one's alarmed as our public speakers are coming up. I have excused staff to go ahead and start their work and I'll take any public speakers or any additional comments that you have. Perfect.
Supervisor Wolf?
I actually just do have a question on the process. So there's two proposals of funding sources. One was the Children's Health Initiative and the other was going into the salary and benefit cost savings, so if I have a concern with those two I mean it might be that you folks think that those are a good idea and when you go back, you might use them. And then do we come back and then make our adjustments? Let's just
take a quick vote on how to... because I can read the tea leaves. I mean let's just vote on where
we... Well, I know we can but staff is going to come back to us.
Supervisor, I'm equally adept I think as... Do you have an

Chair Carbajal, members of the board. I just wanted to take the opportunity to thank you for working so hard to keep the shelter system whole and to keep it at its level funding and to the staff. The staff has helped plug some additional holes leading up to this to do the best that we can. And I do want to ask your help however in the coming few weeks. In the last few days we did receive word that there's going to be a 28% reduction in the emergency solutions grant from the federal government The consequence of that is that people who have disability benefits and have jobs will not rapidly go from homelessness to housing. They'll wallow in the system for a longer period of time, and for Casa Esbronza we're going to have a hard time paying the water bill.
So any help that your staff and the staff can offer in helping to figure out some ways to plug that hole in the future, that would indeed keep the system whole. Thank you very much.
Our next speaker is Viviana Saavedra to be followed by Angela Antonori
Too short. Thank you for allowing me to speak and before I talk in behalf of home health care workers, I want to make a short personal comment because I find that Supervisor Lavagnino, beyond words, I am so angry right now at the comments you made about Quite frankly, my community in the north part of Santa Maria. I want to say that I have never in all my time that program's been in effect and that I've walked precincts and knocked on doors maybe not in your side of town but in my side of town have I ever had anyone make a disparaging remark about this program providing healthcare services for children.
You've turned them into some kind of a foe, the enemy. We can't provide services. Listen we don't look for tattoos on our kids whether they've got USA stamped on the inside. If they need health care services they should be provided that it's a legitimate use of our tax dollars And I thank you for bringing that to the table, salute. And also I thank anyone who's voted to support that program. Now let me put on my other hat, I want to talk about in-home support services. How important that is? You know, I came to this late in life. I have a disabled child. She's my little old lady. She's 43. Been disabled since the age of 16. Without this program We couldn't have services for her.
She is afraid to cook, afraid of the stove. All right you may see well that's just too bad. Well she's also got a tremendous amount of health problems and we need to take care of those. She didn't ask for those they just came about. And so when I look at the people who provide those services I have to stand up and advocate for them. I have to say, if I'm not around, if I fall off the face of the planet tomorrow, I know there's going to be somebody to take care of her. To go in and help her with meals. To make sure her laundry is done. To make sure she has the proper medication and she remembers how to take that every single day. You don't know how much that program means to not only me, the quality of her life. I've had her in a supportive services place, an in-home assisted living place where she was at and that was a disaster.
It was...I don't know how well it regulated but she didn't have the right food, she was depressed and so I took her out of there. You know the county does take some money to fund that program out of the general fund, but just by understanding you're fully reimbursed for those dollars. I ask you to look at the money that's coming in and spend that getting quality people to work for these jobs. These are not high-paying jobs, but they're jobs that most women Who, you know, could not maybe choose to do other sorts of things. They provide those services and so take a second look. Advocate for these ladies who are providing the kind of services that either cannot be found elsewhere. They do save taxpayer dollars in the end because they're not people aren't going to an institution.
Think about our mothers. Think about our disabled children who without this they cannot be independent and their quality of life is just not as good. Thank you.

C.J. Jackson and then we're going to go to Santa Maria, we have one speaker up north that's Bruce Corso.
Mr. Chair, Supervisors I feel a little unqualified to be the spokesman but I'm here today on behalf of the Management Board of 4-H to thank you, to take every opportunity To say thank you for the hard work, the effort and the discernment. To thank you for the fact that our board will now be able to work solely on program and keep their efforts focused on raising the grants and the support necessary in the private portion of that public-private partnership We thank you, but we also wish to reiterate that at any time the Management Board will make itself available to help your understanding of how things work and how the program's going. And any piece of information on behalf of Mrs. Jackson who would make herself available at any time to enhance your understanding of the program and I hearty thank you on behalf of the kids.
Ms. Corso up in Santa Maria?
Mr. Corso? Chair, members of the board. Thank you Bruce Corso local 620 First of all I'd like to thank you for helping the 4-H children Some suggestions on funding for those is you might reduce some of the reserves You're putting in for your jail and hopefully the money you spend on these kids might save them from using one of those jail cells In regards to salary increases for management local 620 is supportive of that It's been a long time coming for him At the same time though, we still have concerns over what proposed funding sources you're using such as the 1.1 million dollars. I would remind the board that most if not all of that came from concessions from our group Again, local 620s people 60% of that is outside funded positions. You cannot use that money unless you're using it within the funding source set you're designing it for.
Also we have concerns still that things are getting better but your administration is still proposing for the majority of their lowest paid workers concessions. We would ask the board to direct their administration to bargain correctly at the table, fairly at the table. Local 620 was the first to make concessions or one of the first. We started the furlough program, several programs statewide has copied what we've done there.
Our people have given back enough, we've funded enough. It's time to move on, it's time to move forward. So we're asking the board to direct their staff to negotiate in good faith with our group and I would also like to close with a reminder that while you're still looking at funding sources based on your other controller information, the letter I sent to you, Unfilled budgeted positions.
Speaking to most of your department heads, they have not gotten rid of those positions nor are they proposing concessions in their budgets. So again, work with your department heads. And I would recommend that you take a look at the finances available to you through job savings of that $11.7 million. Thank you.
Thank you. Next?

Thank you, Chair. So we caucused for the last hour and put together your request list with what we heard your suggested uses are. We have passed out to you what our findings are, we've actually also posted on the web and... Can we post them up there too? That's what I'm looking for. JJ? I'm going to walk us pretty quickly line by line. Please, as always do feel free to stop me and ask questions.
I will remind the board that with the updated assessment information that Mr. Holland provided us and with the guidance of Auditor-Controller, we determined that there was probably additional property tax revenue estimated at about $1.3 million for next year. Additionally as you will recall, we had a little over a million dollars of ongoing that we were proposing to put into your strategic reserve. And the reason I say that is so that you'll see from the beginning, as we utilize those two sources, we have taken into account what we know to be the closest estimation we have on proposed sources. So UC Cooperative Extension...I'm going to start by the way with all of the things that you indicated as ongoing needs and we're balancing those off with ongoing revenue.
Supervisor Adam. Can I get a clarification, this GFC property tax revenue is the anticipated revenue?
That's the anticipated increased revenue as a result of the change in percentage from Mr. Holland.
Right okay thank you.
So UC Cooperative Extension we propose to fund with that ongoing property tax revenue County Council, same source, ongoing property tax revenue. Clerk of the Board Staffing, ongoing property tax revenue. Clerk Recorder Assessor Appraiser, ongoing property tax revenue. CSD HCD Conference and Visitors Bureau, ongoing property tax revenue CSD HCD Housing Specialist 105,000 of ongoing property tax revenue.
CSDHCD Libraries, ongoing property tax revenue. CSDHCD Shelters, now I'm going to switch to the property tax revenue that was, excuse me no I'm not, that's ongoing property tax revenue, warming centers, property tax revenue. Now I'm going to switch to the second funding source which I mentioned, which is the little over ongoing million that we had anticipated transferring to strategic reserve. Instead, we're proposing that you use that unallocated GFC for your management compensation option three And for Treasurer, Tax Collector, Financial Systems Analyst we'll also use that revenue.
This is ongoing?
All of the things I've mentioned to date Chair are ongoing and so you're ongoing totaling out at about 2.193 million balanced by 2.193 million of ongoing revenue sources. Now I'll move to one time ADMH Juvenile Justice Programs, one time we're proposing that you use your contingency account. The main reason we're proposing that is because had we flipped this and gone the opposite way and not budgeted the $300,000 and you don't approve the Corizon contract, we would have taken it for contingency so this will set it up the same way as if we had not put it in where our source would be.
On deferred maintenance, we have two sources there. We're proposing that you use the deferred maintenance count of $902,000 and I'm rough here. You'll probably see a couple thousand dollars differences just because we rounded and the capital account for 1.098 so your total there is your 2 million dollars at one time Now moving down to the Fire District, we have fire and all of these will be from fire fund balance. And as a reminder, we anticipate that the fire fund balance will be some place between two and half and three million dollars so as you can see the total on the fire district fund balance that we propose use of is 2 million so we do believe we have adequate fund balance there.
We'll be doing Fire Engine 11, the Fire Management Incentive Program and fire station 22 from Fire District Fund Balance. Moving down to additional one-times that your board had, you'll recall your board information sheet number 45 where as we scrubbed some of the designations we were able to find some additional revenues. I believe it was a little over 400 and 465 Mr. Alvarez tells me. So again, you'll see that we haven't overutilized that account. So those dollars will have your ADMH inpatient services the Courthouse Mural Room, the Hollister Avenue Streetscape Project, the Plastic Bag Ordinance and the Santa Barbara City College Small Business Development Centers.
Moving on down again you'll recall that we had about $200,000 of unanticipated permit revenue that we are proposing to use to expedite existing projects And I believe that brings us to the end of what you asked us to find funding for. So, what you'll see on the bottom line is you ask for a combined ongoing in one time of about 7.13 million and we have proposed for your board's consideration an identical and offsetting amount. Be happy to answer any questions you have on this and if there are none, I'll turn it over to Mr. Alvarez to go through The fund balance components that you asked that we update.
Unless there's any questions or comments at this time, we're going to go to Mr. Alvarez. Mr. Alvarez?
5:12 – 5:1814 turns
This is a different one. Pardon me just one second while we distribute some materials that we just worked up.
And if we can bring that up on the screen.
And it should be slide number six.
Okay.
Very good, Chair Carbajal. So what I've done with this schedule is this was the schedule that we looked at this morning in the second green column to the right you see that one lightly shaded area? We had a million dollars in there, which was a usage and that was as yet to be determined. As we discussed, we're going to use that money as part of the two million that your board is now desiring to add to deferred maintenance.
And so I've eliminated it from that column because it will be allocated elsewhere. And I've added the two blue columns to the right, the attachment E sources and the attachment E uses. Okay, so I believe that you just went through the different additional sources and just briefly to say that the $385,000 right here. That $385,000 is coming from BIF number 45. We had identified 465,000. We will be utilizing that portion and we would request that your board would allow us as described in the BIF, we'll move that entire balance over to any remaining balance over to program restoration.
The next item is strategic reserve, and so what we're showing here is $1,184,000. And actually what this is, is we are recognizing as a source a portion of this 1.3 million that we identified as additional property tax revenue. So what we're saying is to balance this, we're going to be making a final budget adjustment to recognize $1 184, 000 of the property tax revenues And we'll put that into this line item. And the reason we're doing it this way is just, we were trying to match up our one-time funds versus our ongoing funds. These being ongoing funds kind of drove where we got the numbers from.
So those would be the additional sources that we're recognizing of about 1.6. I'll mention that this does not include the fire district because this is just a general fund schedule. So those funds will be coming elsewhere. The other thing that won't be showing up here is the $200,000 of planning and development That was $200,000. That will be coming back on June 25th as a budget revision to recognize unanticipated revenues and will be the funding source for that request.
As we look to the uses over here, so we're identifying $2 million additional for deferred maintenance. What we've recommended to you is to clean out this capital account that we said had a 1,097,000 and change in it. We rounded it to 1,098,000 and we'll do the cleanup work associated with that. But we're saying let's use the 1,009,800 and clean that account out. We'll use 902 of what was in the beginning deferred maintenance balance of 1914.
So we'll be left with about a million dollars left in the deferred maintenance going into, we can use that for the following 14-15 year or anything else that the board determines necessary. As we move down the list this is the $385,000 that we talked about coming over from the BIF number four...number 45 excuse me And then the next $300,000 is the draw from contingencies that was suggested. And so we're going to go ahead and pull that 300,000.
And then the balance is the use of this 1,184,000 that we just recognized in a portion of the 1127 that was unallocated for 1314. And so the combination of the two would be using 2.1 million, would leave us an ending strategic reserve balance or projected ending reserve balance of 28.5, .6 million dollars at the end of next year and I don't have the prior schedule. It's changed a little bit.
million dollars originally from this morning's schedule. Actually if you go back, there you go thank you. $29,564,000 was the number this morning where as I said we're using a portion of this 1,127,000 so instead of 29.6 to the next slide will be ending with about 28.6. So I
think that what we're telling you is a slight draw to your strategic reserve over what we had anticipated, but still well within what your reserve policy is. That concludes our presentation and Tom and I are here to answer any questions that you may
have.
And super, excuse me Chair, and I was just going to mention in case people are quickly trying to get to recommendations, we do have recommendations to put up for you as well when you're ready.
Why don't you put them up now so that we could just have closing comments or any questions we have and then we just move on.
And so chair, these are the recommendations that we will be asking your board to adopt today. And if you could just flip one more slide ahead for me, the recommend excuse me staff, flip one more side, the actions that we'll ask you to take as the redevelopment agency. So put back to the first one but I wanted them to be aware of both of them.
Supervisor Lavinino and supervisor Wolf. Thank You Mr. Chair.
Mr. Alvarez how would we characterize in one sentence That we're going to get asked, what were we originally scheduled to spend on road maintenance this year? And how has that been increased by this board?
Supervisor Lavinino, we had identified I believe $3 million that the Public Works Department would be spending in their department for that. That was out of I believe Measure A funds and then on top of that we were allocating 500 thousand, I think would be your answer, out of the general fund. We are now allocating an additional two million dollars so it will be 2.5 million out of the general fund plus the base that they had to begin with.
5:18 – 5:2415 turns
And that is a 300% increase than what was Supervisor Wolfe, Supervisor Farr.
Thank you, Mr. Chair. Mr. Alvarez I've been looking at these fund balances here since we took so much more out than to use for deferred maintenance. I'm looking particularly at the projected balance of still over a million dollars in deferred maintenance as well as 1.2 million in contingency And I know that we're still looking at an unknown amount for a consultant report, which I'm assuming we're still anticipating to come out of that million dollars in deferred maintenance. Is that correct?
That could come out of either that remaining million dollars in deferred maintenance or it could come out of contingency whichever you desire.
OK, well the reason I ask is that I'd kind of like to get the strategic reserve to $29 million. So I'm happy with this the way it is but if there was any interest from the rest of the board to take some money out of contingency balance and a little bit out of deferred maintenance to come up another $450,000 In the strategic reserve, then we would hit that $29 million mark.
Supervisor Farr if I might add what we've done with the increased property tax revenue that we identified is potentially 1.3 million. We could recognize the full 1. 3 million and add the difference of another 116 thousand to help get us closer to that if you'd like to start with that and then add something else onto that?
Okay, well I mean I just raise it as an issue because I know when we first started you know we were going to be putting in more money. Now we're pulling some of it out in order to do the balancing for the programs which I'm fine with because we're still two million dollars more We're going to be spending a little bit more than what we started with 2.2 You know, unless we thought that we were going to really...
We could already see some real needs in those particular accounts. Whether we might just want to move some of it around a little bit. Thank you Mr. Chair. CEO Waller?
Chair, Supervisors, what I might suggest is that we wait until you get the results of year-end close because I candidly anticipate that we'll see fund balance in our departments likely in excess of what we know right now, and so that number could well go up as a part of year close. And then certainly if you'd want to move money at that time perhaps you could do it then. Certainly I think we can do it either way. I just wanted to make sure that you're aware that number probably will go up with year end close. Okay, that's
fine.
Thank you.
Any other questions? Comments? Not having any is there a motion to adopt the framework Supervisor Farr?
Mr. Chair, are we ready for the recommended actions?
Is that what you're asking for? I think we are unless there's some questions or yes.
Right any other questions comments well I'd like to go ahead and make the motion to approve the budget for this year and again I just want to thank everybody involved the staff the public my fellow board members I think that We've really done our best here to try to address the majority of the Motion has been made. I'm probably gonna have a pyrrhic vote no on this budget Just because I need to make the statement that we didn't get where we were supposed to go. Well, I don't think it is an ideological position. I think it's a practical position. We've got this asset that's out there and I shouldn't say this asset. It's these assets with 386 buildings we don't have a plan for. We have roads that are well-known issues. You know, I don't have to go down the litany but You know, we have to do something with these things and you know it's nice that we did something but you're still only giving him half of what he's telling you. He has to have to keep the thing from declining deteriorating even more so our deferred maintenance is going up even as you give them a bit more than you've given them So, you know that's that's the only thing that I think it's a practical position. It's really not an ideological position
Thank You supervisor wolf
Thank You mr. Chair before we vote I I Very appreciative of this of the process that we go through and thank you staff for getting all that information you know in record time and I think this process, we do have to compromise in some ways and we all find that level of how far we can go. That's what we all do with our vote. But I would submit that we have, you know, one department that is wanting to meet a certain standard and I don't think any one of us would deny that that is a fact. But we have listened to all of our department heads not just during budget hearings but throughout the year of standards that need to be met. And we do our darndest to make sure that, um, that we meet those standards and that we meet what the community wants, what the community needs within the resources that we have.
We don't-we do not have unlimited resources as we all know. Um, we are not, uh, the county of Granite Construction. We are the county of Santa Barbara And we have to take care of the people in the county of Santa Barbara. And, of course, the buildings and the roads and the parks. And that's what we do throughout the year. So it's not just a budget time. You know, we talk about our parks and renovations of the parks throughout the year.
But what I feel that we have done this week is come to a very balanced approach. We have what I...I'm glad Supervisor Farr brought up the issue of the strategic reserve. I would like us...I would've liked us to be back to that $29 million mark but we're definitely very...we're close. You know, I think this is a good program, a good process. And we need to just vote on this and move forward and thank all of our county staff for doing everything that you do every day, every afternoon, every evening. Thank you Mr.
Chairman.
Thank you. Supervisor Adam? Well, I'm all about compromise. I think it's fine to compromise but you know we are just doing so many things whether it's a plastic bag ban or the climate change stuff that is not mandated. It's not...I mean we can argue whether or not it's necessary but it's not mandated, it's no required and so until you do the things that you have to do In terms of maintaining your assets that you're charged with maintaining, I don't think you get to do any of the stuff that isn't required.
And we do a lot of things that aren't required. There's a lot of things in this budget that are just not required. So and I've said before, I think the public expects us to maintain their assets In good working order and we haven't done that. And you know, we can talk about it every week but that doesn't get the job done. So I'm good with compromise when it's appropriate but this seems to me like somebody has got a draw line in the sand and that seems to be me.
