♪ ¶. ♪ We have an agenda. Good morning. Hi, good morning everybody. I'd like to welcome everybody to this deliberation meeting of the Santa Barbara County Board of Supervisors for our budget process. Mr. Allen can you give us a roll call please?
0:02 – 0:1012 turns
Ms. Wolfe? Aye. Ms. Farrer? Here. Mr Adams? Mr. Carbajal? Mr Labanino?
I'm here as well.
All right, good morning. We will start I guess we will begin with public comment. Mr. Allen?
Chairman Lavinino, members of the board, we have three requests to speak this morning under public comment. We're going to start with Rob Pearson here in Santa Barbara followed by Bob Bogle.
Chair Lavendino and members of the board, my name is Rob Pearson. I apologize, my instructions may be a little mixed up. Maybe we need to be talking about outside agency requests this afternoon. Unfortunately, I have to be on a plane-
Right, so what we've decided is since it's not really set as a budget item, Mr. Gazzone give me some direction here but I think we have a couple speakers that would like to talk about Casa Esperanza and just wanted to know whether we would allow that at this point?
That would be your discretion as the chair. Okay,
seeing as how this could be hours away and I know you guys have other things to do and there's three of you, we'll go ahead and accept that testimony now.
We'll keep our comments very brief. I appear before you today as a member of the Casa Esperanza Board of Directors and as a long time supporter of its purposes and goals. I support Casa through my own time and personal financial contributions. And as a member of two local foundations, St. Francis and Gilday who believe we all have a duty to help and shelter our most vulnerable neighbors, the homeless in Santa Barbara. CASA needs the help of both county and city governments if you too believe that its existence is important and it's going to survive going forward. I believe the best way to help Biggest supporters, this is evidenced by our willingness to extend needed operational grants and loans to keep the causes doors open these past few years.
The Gilday Foundation believes that costs very existence was in his key to promoting the community's public health and welfare by providing needed access to food and hygiene facilities as well as social services for our most disenfranchised neighbors of the homeless keeping causes day center lunch program And shelter programs operational were viewed as important and worthy investments by our foundation. Sadly, Gilday and Casa have learned that the under one roof approach is originally sought and built by all sectors of the community. Faith, business, philanthropy, and government is not sustainable.
Last fall, we saw and accepted that CASA due to serious financial shortfalls and reductions in philanthropic donor support ceased the operation of both its day center and lunch program. While we were saddened to see the loss of what we viewed as essential programs for the homeless and the poor in our community, we understood. We recognized and accepted the fact that dropping these programs in favor of preserving CASA's 24-7 winter and transitional shelters for Santa Barbara's homeless And making them sobriety based for entrance were born out of Casa's financial realities. In short, the day center and lunch programs had little financial support beyond the Gilday Foundation and to prove to be the source of ongoing controversy with Casa's neighbors as well as certain sectors of the community.
We have witnessed Casa's need and willingness to drastically cut expenses including And recruiting the services of a volunteer interim director, while CASA gets its financial house in order. We are also impressed with the work and caliber of its finance committee. To this end, the Gilday Foundation is reducing it's debt that is owed to it by CASA by over $1 million. We are also committed to giving a $75,000 grant going forward for the next ten years.
We'd like the government and foundations to do likewise. While CASA has been in survival mode, we feel with the help of you and others, we can stay open for the community as well as for the many county departments who count on us to be there for many of their clients. You have the June 1st letter from our volunteer executive director Bob Vogel who's here today asking for 380,000.
He's new to this process, but as a successful businessman he cut to the bottom line noting that what CASA does and I quote is as close to being a public service as anything he has encountered. He felt The ask was appropriate and I honor him for being so brave But whatever you can find in your budget to help out please do thank you. Thank you
Our next speaker is Bob Vogel to be followed by Mark Asman then we're going to go to Santa Maria for David Bremond and Andy Caldwell
Good morning. The county and Casa Esperanza are in partnership to serve the homeless in our community. That is our mission, to assist the homeless in our community transition from living on the street to housing and to give shelter. Casa has a new model for 2014. We are a sober-only shelter whom prioritizes Santa Barbara County residents We offer programs for housing, job development, drugs and alcohol, mental health and respite care.
Since 1999 CASA has relied on funding from governmental and private sources. Our donations from private sources have not been enough. CASA must look to government sources for the remainder of our annual funding in order to complete our mission. Casa has requested from the county fifteen dollars and sixty three cents per bed night towards causes budget for this fiscal year.
However as a result of meetings with the county staff Casa Esperanza has revised our request In a way which will allow county leadership to track CASA's performance and fund in two segments over this fiscal year as we continue to deliver services that are critical part of the county's infrastructure. For this request, we are asking for $200,000 to be paid in July and November of $100,000 each.
We will continue our conversation with county officials to review our budget and services Casa is healthy and it's going in the correct direction. Our service is no less important to the county than the services of the police and fire department, and trash services, in making the streets of Santa Barbara County safe and welcoming to our residents and visitors.
As many as you know I am a volunteer. My main job, in addition to providing leadership, is to make sure Casa is fully funded each year so we can continue our mission. Thank you very much.
Thank you.
0:10 – 0:205 turns
Good morning, Chair Lavagnino and members of the Board. My name is Mark Asman and I am the board chair at Casa Esperanza. From the beginning, the county has been a critical partner in our mission and we thank you. Nine months ago many in our community wondered if Casa would be here today. In that time, CASA has lived within its budget by making the painful decisions to trim programs and reduce staff.
We have brought all of our administration and financial management under our own roof We have strengthened our neighborhood relationships. We have taken the bold action to restructure our debt, which improves our balance sheet and we have done all of this while continuing to serve some of the most vulnerable members in our community. And we would be very grateful for your additional support. I know that these are challenging budget times, but we provide an important service for those who are most at risk in our community. Thank you for your consideration. Thank you. We're
going to go to Santa Maria for David Brummond and then Mr. Caldwell.
Good morning Chair Lavagnino, members of the board. My name is David Brummond and I'm here representing ETA or the Engineers and Technicians Association In the budget that you're considering today The Public Works Budget proposes eliminating a number of positions from the County Surveyor's Office The rationale given for eliminating those positions is that there was not enough work to support the positions I'm here to, we've sent a number of letters to the board and have appeared in front of your board in the past that are arguing against that position.
Earlier this week the board was discussing upcoming maintenance and infrastructure improvement in the county Including millions and millions of dollars to be spent towards road maintenance and bridge maintenance. Road maintenance equals a survey work before road maintenance is done, a survey crew has to go out and survey the work to preserve property boundaries to make sure that they're not the property boundary markers are I believe that if these positions are eliminated a few months into the fiscal year, public works will be back looking to hire extra help in order to get the work done.
Earlier this year, the Board of Supervisors, the Public Health Department proposed privatizing public health lab functions. And the board was hesitant to pull the trigger on that decision because they were concerned that the level of service to the county would be diminished in providing and privatizing that work. I ask that you utilize that same rationale when looking at this budget and these proposed cuts to the county personnel. Thank you very much.
Chairman Lavinino, members of the board. I'm Andy Caldwell representing COLAB. I wanted to comment on some of the Board's deliberations on Monday having to do with the maintenance measure M specifically in the fact that it quote unquote lost at the ballot box. I don't believe that measure lost per se What I do believe happened is this. I believe that Supervisor Adam pushed the envelope, and I believe somebody needed to push that envelope to force the board to deal not with a backlog of maintenance.
However, and I'm going to pick on Supervisors Lavanino and Carbajal because I saw them pretty much at the forefront in the argument against Measure M. The point here is the two of you, the message I heard loud and clear that I think the community heard loud and clear was that you believe maintenance is important. And that you have no intention to ignore maintenance but that you were begging the community to trust you for to have flexibility In meeting all your obligations, including this very important one.
Now I can't speak for Supervisor Wolf because she seems to be somewhat strided on that measure M lost the hell with it. You know blah blah blah but I'm hoping that supervisor far who also opposed the measure will respect the fact that two of the board members there that led Did so with the preview so that the public should trust the board that they heard the message loud and clear.
And they will follow through and in fact I wrote an op-ed supervisor carpal Hall where I singled you out saying it, you know we need to come up with a plan and I was heartened during the prelim budget hearings when he said hey I and and during some other things are you said hey I would consider Giving upwards of 25% of increased general fund revenue towards this issue.
So, I for one am trusting you're going to do that today during this budget hearing and I think that that comports with integrity in the campaign process Plus your responsibilities and duties as supervisors. And I'm not saying that you're not going to do it eventually, but I would encourage you to do it during this budget hearing on a similar level of commitment that was afforded the North County Jail Project.
So I would be looking for you to get up to speed within the same time frame and to the amount necessary to actually make We're going to have a budget recap. Did you want to lead off or do you
want me to lead off? Just kind of want to clear the air a little bit. You know, I do want to say that I think looking at this year's process that we have, we've had the most comprehensive if you go back and look all the way back to April, the most comprehensive budget discussions that we've had since I've been here began in April with the workshops that were open to the public.
More focus this year I think has been placed on long-range problems, which I think is key. Years past these...this room has been packed with the public upset about items that weren't placed in the budget and I think one of the reasons why we're able to go a little bit smoother and a little bit quicker this year is Most of the items that we have continually heard from the public that haven't been funded or that were threatened to be cut, were actually put in this year's budget ahead of time by our CEO. And I think she's done a great job of listening to our department heads. I have been only approached by a very few that had one slight twist of how they would like to see the budget handled.
And that's completely different than in prior years where we've had numerous requests. I think we've done a very good job of managing expectations and prioritizing requests. Bottom line is there's always going to be more requests than there are resources, but I'm very pleased with the way that we were able Nimbly move through that beginning when it was not meeting expectations and being flexible enough with our staff that they were able to switch gears And get done what I think was what needed to get done.
I noticed in the newspaper, I saw that San Luis Obispo got through their entire budget proceedings in two hours and while that might work for them, I think all of us feel that Our tradition is that it takes a little bit longer to bake the pie so I just wanted to publicly single you out and say that I think in the end we ended up, this is always an improving process. But I wanted the impression to be out there. I know I kind of left an impression that there was something lacking.
But I think what was really cool was that we were flexible enough that you and your staff are able to change. And I think we ended up with something that was much better than what we'd seen in years past, so I just wanted to express my appreciation for that.
0:20 – 0:255 turns
We are in the position we are today and whether the process reflects that I think for a couple of reasons. One is obviously an improving economy, two is your board's leadership. We wouldn't be here if you didn't make the hard decisions you have in the last several years during the recession. And lastly, tell our department heads and their staff because we all went through a difficult time regardless of what public agency you're from. Whether you're here or like me from another agency or some of our department heads or staff, we've all had a difficult time the last few years adjusting but I think it's taught us all to be more resilient and as we look forward to the future, I think that's a good lesson for all of us to remember but thank you Chair Lavagnino for those comments.
So if you don't mind, we could begin today's recap So I just wanted to remind everyone, just a quick recap of where we are in the budget. The budget is entitled Steps to Stability. We are having an improved financial condition. This budget has limited restoration or expansion capacity but we were able to try and include things that were of high priority. But I still want to remind everyone of financial challenges ahead We talked about health care costs. We'll know more later this month. We still face some employee cost issues, in particular in compensation ensuring that we're keeping step with the market. We still have funding obligations and although we are on track with the North Branch Jail Funding Plan it still is an obligation to carve out $17 million of our budget for that when it opens.
We have maintenance needs that we've talked about on Monday and will continue to talk about today. And just emerging community needs, part of our resiliency and nimbleness is how well we can address things as they come up in the community and with your departments. There are some updates and Mr. Alvarez will go over these a little bit more since the Monday hearing so let me finish then we'll get to those updates.
So just as a recap, on Monday we reviewed functional groups and had department questions. We also heard from outside agencies and their requests. We had provided a detailed budget summary of overview of revenues and expenditures and some of the major issues we're facing. And we discussed maintenance funding options. And so today your board will be delivering and taking action on the maintenance funding options in any direction to staff you may have And then looking at the budget itself for 14-15, the CEO recommendations which is attachment 1 and that includes some recommendations on planning and developments long range planning projects. That was considered in a budget information request on page 9 We have copies if you can't find them your packet then any board amendments or expansions Which is attachment E And then the recommended actions, which are listed in the PowerPoint.
We'll go over those and those are the formal adoption of the budget and the related actions. So let me ask Mr. Alvarez to provide a verbal update of the updates since Monday?
Chair Lavagnino, members of the board. So we've included maintenance funding at 18% when we showed a previous schedule. We showed it various levels and this one actually got us to 100 million of contribution so we thought that was kind of an interesting target for the 10 year period. So we've distributed that. We also have expansions and adjustment changes and specifically On attachment a 2 we have a final budget adjustment on page 4 or 5 which is in general County programs item number one the cost was previously shown at a lower amount it's now showing as 130,000 and that includes some extra help costs included in their.
Attachment a 3. Page 404, the last item in General County Programs was reduced from 53,700 to 49,700 and that reflects an additional contribution from the City of Santa Barbara. It was actually 20,000 I think we had reflected 16,000 so that's that change. Both of those changes are highlighted in yellow in your packet. And then on the outside agency report, we have continued to receive letters of support. So we've updated that schedule for that information and also we've distributed board inquiry forms for those that have been completed I believe there were two that were outstanding when we did the distribution this morning. I've just been handed one that we plan to hand out at the break which is tied to the RDA, I'm sorry some of the public works funding so we'll be handing that out at the next break and those are the updates that we have at this point in time.
Very good thank you very much.
So we're now supervisor Adam We're going to be talking about more about the 18% option. Down the road, right? We're just getting ready to get
into maintenance funding options. That's a whole thing. Okay. Yeah. All right. So I think that's our next item is trial. Maintenance funding options.
0:25 – 0:3113 turns
That's correct. And
So on Monday we discussed different options that we provided, which your board asked us to bring back. Which was funding options at 10, 15, 20 and 25% of undesignated discretionary general fund. Since then as Mr. Alvarez said there was an 18% option that was also created. There's been a lot of budget inquiries about looking at different options and different funding sources.
Cost questions which are provided to you and we can provide more information if you'd like But really this is your time to deliberate in which direction. You'd like to provide to staff
Okay, I'll open it up to the board Who would like to start Supervisor wolf
Thank you, Mr. Chair. I just wanted to go back to the PowerPoint that you had given us, CEO Miyasato. You gave us seven different options or maybe it was six different options one of which are these funding options that have different percentages attached to them is that correct? There were
four options provided on Monday. Yes, Supervisor?
So there's one option that was number two that talks about allocating available one-time discretionary fund and the options for year end savings or unallocated revenue And I know that the city of Santa Barbara, for instance, has a policy of utilizing half of 50% of their year-end savings. I'm just wondering if you have any opinion or from where you came from in Marin how was it handled?
Because as you mentioned earlier, this is obviously a concern that all municipalities have so I'm just curious What your input is
Supervisors through the chair. I'm sorry Yes, I understand what you're talking about is a different and in the board letter and the PowerPoint for mr Alvarez We talked about different funding strategies You're right. What I mentioned earlier, I know that Santa Barbara does, I'm told, does some percentage 50% of any year-end savings that's available so it's certain one time funding.
In Marin County where I came from for a period of time we defined the same type of policy where we gave one time available revenue either at budget or at year end half of it going to roads. So I think it's just a different way of funding. It then allows It's a one-time use basically for one time expenses. But it really, I mean it probably depends on how much one time revenue you expect in that municipality. In Marin we would end up with probably three or four million dollars in year end savings that we would dedicate to register that process.
Okay. And then I had asked on Monday about our policy and so from reading the information that you had provided, it looks like we now have a policy or budget principle of allocating $3 million. Is that correct?
Supervisor Wolf did the chair yes that is correct.
Okay. So in theory If we wanted to as another option, we could look at that amount and just make that a budget principle without I mean as an option instead of looking at all these different charts utilizing the different percentages. Is that correct? That we could do that?
Supervisor to the chair, so we have a budget policy as you said for $3 million for those purposes. You could set a level amount such as that if you'd like on a go forward basis of what you'd like to fund in addition to that 3 million or to keep it at that 3 million.
And one of the reasons I'm asking these questions is because, and it's not because I don't want to fund maintenance in roads. The public speaker who spoke, I think misrepresented my opinion about the importance of roads and maintenance. What I want to do is better understand what these charts mean. I'm going to again point out that we had, and it's now being covered in the news about the grand jury report on our jail financing.
And we have that responsibility. There is no movement. That's a huge priority, I believe for this board. So before I can endorse one of these options whether or not it's 10%, 15% or 18%, I really need to understand what this means And if you look at any one of these charts, the first one, the first amount in 14-15 it indicates that we're allocating $7.1 million so that's this year. That's what we're allocating and that's what's in your board letter.
So that is that come that amount is coming from Actually, that was one of my board inquiry forms. So I'm just going to ask you now if you can just explain where that $7.1 million comes from? In other words, is it general fund?
It is coming in part from the general fund and in part from federal funds. It's a combination of things. It' s the grant that was given for public works where the board contributed 900,000 and the federal government committed 3.6 million dollars or 3.7 million dollars It's the additional 1.1 million that the CEO is recommending to fund for public works and that is general fund dollars, and it is $1.4 million for general services and parks that the CEO is recommending. That is also general fund dollars. Those are identified as one-time dollars for the 14-15 year.
0:31 – 0:4432 turns
So in your board letter, CEO Miyasato, there is an indication of in the road section $10.4 million for corrective maintenance and 3.6 for deferred road maintenance. I'm assuming that 3. 6 is based on our budget principle. Where does that 10. 4 come from? Is that state and federal?
Supervisor Wolf through the chair. So the 10.4 million is a combination It's measure a funds of about 2.8 million There's gas tax in there of about 5.8 million There's general fund of 1.8 million and that is our maintenance of effort match in that so there's one point in there And that that's the one that we just finished a minute ago or so, and we'll be distributing sure gotcha
Okay, so now I understand that so just pick any one of these options and move on to 2015 2016 Why don't we look at the 10% option, just so we're all on the same page. Can you just explain what happens in 15-16? Are we committing ourselves to $0.6 million or are we committing ourselves to $2 million?
Supervisor wolf through the chair, so we would be we've estimated what the growth would be and in that five-year projection that We showed taking 10% would give about six hundred thousand in growth
in our total revenues
or discretionary general
funds Okay So that's what you're estimating. Okay,
it's correct And then the two million dollars is an assumed one time contribution of year-end savings Or one time funds that might become available and that's just a very rough estimate
So that $2.6 million is actually less than what our budget principle says now.
Supervisor through the chair that's this is incrementally over that. That three million dollars is being maintained as a it's part of the baseline we're saying and when we looked at the Jorgensen report of what funding might be needed at a two to four percent of current replacement value, we did include the current three million dollars that's contributed as part of the current funding that's available
Okay, well that's really important to know because then it changes. It seems to me it changes these charts. If we're putting in $3 million plus this additional 2.6, I mean why aren't you incorporating that $3 million?
Supervisor Wolf through the chair what we communicated that there's a 14 million currently of ongoing funding that exists between. Roads and parks and general services that is the current baseline in the way we calculated it was to say Based on the Jorgensen information of 2% for instance, what was the gap over what we're currently spending? And so this analysis is just looking at that incremental gap that they recognized and how we might accommodate that.
That was with the intent to stabilize the current condition of buildings, roads and parks.
Okay, so then let me just go back. Thank you for that. So the 0.6 is a percentage of what we expect in growth, 10% of what we expect in growth and then the 2 million every year is just something that we're just adding on?
That's correct.
And how did you come up with that amount?
The $2 million, we just looked at it and said what have we been able to do recently in the way of additional funding? And we used that kind of as a baseline going forward. There wasn't any great science to it.
Thank you for all that explanation.
Supervisor Adam well, I would like to suggest that we try to think of this in a different way instead of Trying to Allocate an amount of money that we all can just agree on every year. Why don't we try to? accomplish a goal which is to create a plan to at some point Solve this problem, you know in a reasonable time frame and I guess the threshold question is Should we?
Be fully funding maintenance and I get my colleagues have to answer the question You know do we agree in principle that we should be fully funding our maintenance needs
Supervisor Wolf. I'll respond to that You know, I was listening yet last night to our discussion from Monday and the amount of time that we spent talking about culverts and I would love for this board to sometime spend as much time talking about abused and neglected kids in folks who need county assistance and Then as much time that we spent talking about culverts would have helped I went back to the roadmap book and got a very nice description about culverts So thank you for including that. Mr. McAulpin You know part of one of the One of the forms that we received That was a request from Supervisor Carbajal, I believe our mr. Lavagnino About our social service workers that in order to meet the standards for our social service workers We should hire I think it was approximately 20 to 25 social workers So why don't we talk about that as an important measurement to meet?
I think the fact is Supervisor Adam. We have a lot of needs and And I believe that maintenance and repairing roads is important in our buildings. But we cannot, I don't believe put such an incredible focus on that while we have these other responsibilities. I didn't even mention mental health issues. So as I've said, as I've always said, we have to, as we approach these budget decisions, we have to be balanced.
And I think any approach that cuts into our general reserves is folly. I really think that we need to be very cautious in moving forward with any of these plans That are specific enough and take money out of Of what we what we want to do as a board again, you know this year. We're allocating a lot of money toward roads and Maintenance and if we could ever get to the budget I actually would like to allocate more one-time money To parks but we can't get there because we're stuck on on this so anyway I just, I worry about the road that we're going down and I know people have made promises but CEO Miyasato has given us options. This is not the only option that we have.
We can increase the amount of money that we allocate per our policies if we want to do that. I just think this kind of, this is very messy and I think it's gonna get us into trouble
All right. Okay, so we'll put you down as a no.
I'm not going to sit up here and be questioned by you about what's gonna happen. I will provide my input when it's time and you can speechify and talk about what you're gonna do and I'll talk about what I'm gonna do and we can move forward from there but I'm not gonna get in a battle where we're gonna sit here and you're gonna try to cross-examine me because it's not gonna happen.
Supervisor Carball?
I respond to my constituents and what I think is a balanced approach. I wasn't elected to be a one trick pony, and Mr. Adam you're certainly welcome to speak your mind, speak about your priorities. And I think I'll do the same for myself. My decisions today will, I think reflect a balanced approach to dealing with all the interests and needs of our county including maintenance funding.
Clearly you demonstrate that for you it's everything or nothing and boy I wish life was that simple. It's not everything or nothing but In your measure losing, you won a lot. And you may want to consider being gracious in that we're investing and I'm confident that today we're going to invest some serious substantive dollars and develop a plan that's going to invest significant dollars in deferred maintenance.
But again it can't be all or nothing how silly is that? I'm optimistic when we get done today we're gonna have one a balanced budget Two, we're going to address as many of our diverse interests and needs in county government for our constituents. And thirdly, this whole debate that, as Supervisor Wolf has said, has become central in our deliberations. In your losing with Measure M, you won.
A little graciousness goes a long way by showing that we have responded, we are responding, and I think we're gonna have a sound plan in place And I, for one, don't want to be questioned as well as if you set the moral authority on our priorities. And I think we're going to come out today with some good decision making. Please speak your mind and let's move on because what I'm afraid of which is even sadder is that we are going to invest significantly in deferred maintenance but because it's not all or nothing you're still gonna vote against it like you did last year and that to me is the irony And the travesty of our process.
I have a question for Mr. McAulpin,
Scott.
You know, I think some of what's lost on the public too is how we got in this mess and you know, I know some focus has been put on past boards or decisions as boards made but let's go back when was when was the last time that PCI was at 70? What kind of timeframe was that?
Mr. Chair, the last time the PCI was 70 and the only time in my career was 2003-2004. Okay and
what was the general fund contribution at that time for roads?
At that time we were under Measure D and the MOE at the time was $851,000. And the general fund contribution was $500,000 Okay
so when we were putting in $500,000 out of the general fund and 850 from the MOE our actual PCI was 70?
That's correct
okay So we as a board or previous board members did not slash road funding through the general fund
Mr. Chair, actually in fact the general fund is more today but the one thing I think we all need to realize is the type of treatments that we put on the roads are based on oil so the world market has a tremendous impact on what we do and we did a little research this morning thinking about that and a barrel of oil has gone up 380% since 1990 The type of treatments that we use is certainly asphalt, it's the bottom of the barrel. Caltrans publishes an Asphalt Price Index and I think since 1997 that Asphalt Price Index has gone up by 670%.
0:44 – 0:5426 turns
So it
kind of
mirrors what's going on with the state gas taxes, that we're getting the same amount of dollars but we're getting less bang for our buck.
Exactly and we went from paying $2 a gallon at the pump to over $4 at the pump so that has a tremendous impact on the types of treatments that we put out. We may be putting more general fund in today but we're unfortunately getting less treatment because of the cost of oil in the world market.
All right and then would you say Would you like to expand a little bit about Measure A and the difference between Measure A and Measure D for local streets and roads?
Sure. Measure D was our last half-cent sales tax from 1989 to 2009. The distribution formula there was a 70-30 split, so we got more of the sales tax for local streets and roads. And then also with Measure D, we had access to other types of funding like STIP funding, RSTP funding. We also had federal earmarks. So as we fast forward to Measure A, a 30-year measure in the extension of the half cent sales tax. We get less Measure A coming to local streets and roads. We get about 50% here on the south coast and about 60%, 65% up north. We don't have access to RSTP and STIP now.
RSTP's gone for 17 or 18 years. Step for about 30 and no federal air marks out there to also help us with deferred.
So basically we're we're being asked now as the county to step up in our general fund where? We haven't ever been in this position before
We had other government layers
and partners in the past. All right, thank you very much Scott, appreciate it. Supervisor Carbone?
Mr. McCarbon when did we implement our road maintenance software program? We've been using different forms of pavement management since the late 80s. And the last one that we implemented, which really helped us become more efficient and strategic with our road maintenance dollars, when was that one implemented?
Well, we're currently using Street Saver and I think we made the transition to that about five years ago. Before that it was Micropaver and before that it was the Carter system. Because
that's really helping us stretch our dollars right? Because it's a more methodical approach to addressing our
maintenance needs. It's a significant piece of how we establish our priorities but you know at the end of the day it's the human factor and that's why we include our superintendents who they live on these roads so...
Thank you
My supervisor, Adam.
Well the fact is that things have changed and the fact is that PCI numbers are what they are and it doesn't matter whose fault it is we just got to make a plan to go on and you know if we go back to even the 20% funding the maintenance backlog grows to an apex of $259 million by year seven And then declines to 49 million in year 15. So at year 10, you were talking about 10 years. You're gonna put in 100 million? Is that right Mr. Alvarez? At 18? Okay so 20%, even a little bit more than
that.
At year 10, you're still gonna be at $243 million of backlog. So you're not solving the problem. So my whole point, I wasn't trying to put you on the spot. My whole point behind asking the question is can we all agree we should be fully funding maintenance? Is then if everybody can answer in the affirmative then the question becomes how many years is reasonable to arrive at that funding And if we can agree on a time period, maybe we could direct staff to bring back a DEA JEDNA item at some other time. A plan to be adopted as budget policy of this board to stop deferring current year maintenance within say five years. You know that's what I'm thinking is five years and eliminate the deferred maintenance backlog within 15 because once you create a stream of funding even after you stop deferring the current year maintenance you can use it to tackle The backlog that's developed.
Okay,
I Can't commit to fully fund anything there is nothing in this county that we fully fund I would love to fully fund the DA's office She has requests. I'd love to fully fund Ray's Office County Council's office has request the clerk of the board the sheriff the fire department nobody is fully funded. That's the nature of government, is that there are always more needs than there are resources.
And you know what? I know what's going to happen with this. We're going to implement a plan and you were going to point out the fact that it doesn't fully fix the problem. I totally agree with you. The only way we could totally fix the problem is we totally front load this thing and throw every resource we have into our unincorporated county roads All right, wait till I'm done. Because you're going to have more ammo in a second because I want to say some other things.
So... Okay, I'll keep taking notes then. Alright take notes. So the way I look at this is as Supervisor Carbajal said, you cannot have the whole loaf every time it doesn't work that way. Last year I tried to add two million dollars and you voted against it This year, I'm looking at a plan that's going to add over $100 million that we would have never been talking about without you bringing it up.
This is a huge win for you. $100 million extra over the next 10 years in roads and I know what you're going to say, it's not enough. And it's never going to be enough but as Supervisor Wolf said, it's not enough. We spend money on homelessness. We don't expect to fix homelessness in the next ten years. We're going to do our best. We spend money on mental illness. We know we're not going to fix the mental illness problem out in the county, but we're gonna try our best.
Can't fix everything it's all priorities so I think investment of a hundred million dollars. I feel very confident going back to the people and I know there's gonna be another side to this but I think what Measure M said was address Maintenance issue you're not spending enough money on maintenance, and I think a hundred million dollar investment over the next 10 years.
I would stand in front of any group With that plan and be able to defend it and say I think this is a priority that we've made for this county so I Know we're gonna have some public comment as well supervisor Adam
I'm not trying to get the full love. I'm trying to talk about a rational multi-year plan developed by staff to tackle a problem that is solvable. Maybe mental illness is not solvable, if you give public health or ADMHS a trillion dollars would mental illness go away? No. But if you make a rational plan that can be incrementally instituted over time, we can actually solve this problem, get the streets back up where they should be, the buildings, the parks and our assets will be maintained as they should be for the next generation. And if you guys don't want to do that, that's okay.
All right. Supervisor Carbajal?
Thank you, Mr. Chair. Please don't take this as personal, Mr. Adam. I don't mean it to be personal but- This is going to be personal. I was very appreciative of a tour you gave me of your very successful Family farm and you know, I give you kudos for the great success that you've had in it. But I do remember one thing that you mentioned that makes me feel that its do as I say but not as I do.
Because one of the things that I recall clearly were the older tractors on your farm. And I remember you telling me, we've added some mechanics. We can't be buying tractors every year. The old ones we put aside and we take parts out of those and we try to just make them a go And I thought, wow that is very smart and very trying to be as efficient as possible.
Certainly, I wouldn't expect you to have brand new tractors every year at a certain level of modernization. And I thought that was very astute so I just thought of that point and thought of that wonderful visit I had with you which was really great. But I do recall you sharing that with me and I thought, wow that was very smart. But that same practice Is is really I'm just wondering how that approach is different from what we're trying to do here with roads.
So I'm just curious
supervisor. Well, I think you just made my case for me. That's maintenance. You do it every single day and you can't take a part of the road out and put it in another part I mean you could do that with a car but you can't do that with the road or building.
Why were your tractors newer though? Why didn't you just get a newer...I'm just trying to understand why you weren't committed to a level of modernization People might think is really top a. Management and that's what I got
my we're not in it we're not business to be thought of by our peers or anybody else as top a management were in business to make money.
Thank you
and it doesn't it doesn't do anything for the bottom line.
0:54 – 1:0012 turns
Okay.
Let's go to public comment. How many do we have?
Chairman Lavinino, we have four requests to speak. We're going to start in Santa Maria with Mr. Caldwell and then come back to Santa Barbara for Lupe Montano.
Chairman Lavinino, I'm confused. There a motion to fund at a certain level right
now usually we do public comment before we do the motion. So I guess you can public comment on the most I mean you can public comment on the discussion And then we usually, but you don't, you're saying that there's no recommendation. Would you rather speak after we just, after we make
the motion? I'd like to know what the board's planning on doing, especially with regard to maintenance.
Okay. Very good. Would all public speakers rather do that because I'm ready to rock and roll. So Joe, do you want to come up? Okay. So now we're going to have public comment before and after so
I will spare you my post-public comment. It seems to me logical that I would want to have some input into the decision making process here. Joe Armendariz representing Santa Barbara County Taxpayers Association. What an interesting, albeit rather peculiar discussion this morning. You know, I didn't intend to speak this morning. I wanted to just listen but me being the shy guy I am, I thought I might as well get up and say a few things.
I think a lot of this comes down to philosophy, to the philosophical tenets that govern our decision making process. Supervisor Wolfe, I have great admiration for you. I've recognized you as a supervisor who comes to these meetings always prepared and always having done your homework and having worked with you on SB CAG. I really do mean that. I see you as very serious policy maker but philosophically I think it's no secret that you and I view the world a little bit differently.
When you make a comment, for example, about wanting to spend as much time looking at neglected and abused children. I certainly understand where you're coming from philosophically but I feel the need to point out that neglected and abused children aren't the property of government. They're the property of their parents and society in the communities in which they live. The roads, the buildings, the parks belong to the government. It's county assets.
As stewards of the public purse, you have an obligation and a responsibility to make sure that those assets are maintained and managed in the best way possible consistent with the available resources. I think it's useful to point out that when you look at what the county is going to spend over the next fiscal year, and then you look at every one of the eight cities which I've done recently, what we have in Santa Barbara County on a public level as we will spend between July 1 And June 30th of this coming year, $1.6 billion on government programs and services. And I think that if you go out into the community and you ask the average voter, you ask the average taxpayer in a county with 420,000 people Spending $1.6 billion in the next year, which comes out to about $3,000 for every man, woman and child in the county.
Is that sufficient to maintain our assets? Our public owned resources and assets in their current condition? And I think Measure M was a manifestation of an overwhelming yes. I think that Andy has it right. I think that Measure M was a manifestation of people coming and saying yes, I want you to do this but then some people said but I don't know if I wanna pay higher taxes for it.
And let's not be too clever here, the no on Measure M campaign was very effective in terms of how it brought up the issue of taxes. And so I think most folks believe take the 1.6 billion that we're spending in Santa Barbara County and do what you have to do to maintain the assets that we own. And I think that's a perfectly reasonable position and I don't think that in any way It suggests that you have to raid other important things, but I think that you should be able to find the money within the context of your current budget. Thank you.
Thank you.
Our next speaker is Lupe Montano to be followed by Bonnie Raisin.
Lupe do you want to speak before or after? Okay very good.
Good morning. My name is Lupe Montano, I was here June 3rd and I'm here again in representation of Santa Barbara County social workers through and I work with the CIU 721 worksite organizer. I have Amy here as an adult protected service social worker. Obviously a lot of our social workers are not here because they're at work keeping kids safe Oh, I apologize. They're out work, you know keep trying to keep kids safe as best as they can with their high caseloads and I did want to provide the board with some information that we gathered. I know Mondays there were some questions and can I?
Provide this
too.
1:00 – 1:117 turns
I believe there's about seven or eight copies there. And I just wanted to Acknowledge and appreciate your willingness to listen to our workers. I think it was, they feel that they have been heard and This document will shed some light in terms of numbers and what is the recommended caseload ratio. Obviously, we're not there. LA County, Ventura County, we bargain those contracts as well. We represent the social workers and They have, through that process, have now committed to hiring a lot of workers. LA County's 600,000, I'm sorry, 600 workers and so they're still kind of going through the motions but ultimately I think we wanted to address, I thought it was great the analogy you used with the tractors.
We have a lot of old tractors in social services breaking down and Really just kind of hire some 20 new tractors and then in a year later after we've trained them, they're gone. So that's really a big issue in retention here and child safety. And so I wanted to just hand it over to Amy to see if she can say some words.
Quickly, I just wanted to say that due to the lack of financial investments in child welfare services by Santa Barbara County there's been a significant turnover and difficulty retaining social workers. Difficulty recruiting qualified candidates, shortage of staff, high caseloads, high levels of salary inequity of social workers in Santa Barbara County as compared to other benchmark counties in California. For instance, child welfare social workers employed by Santa Barbara County earn 20.2% less than the mean salary of social workers employed in eight other comparable counties throughout the state.
Also, the current situation is that we only invest 4% of the general fund into social services whereas other counties are investing about 11.9%. Thank you for your time.
Good morning, Board of Supervisors and Chair. I want to express my gratitude for the discussion overall regarding our infrastructure. I think open discussion and in my view not argumentative but very justified I think it's high time that we started looking at some of the pragmatics of good governance and infrastructure is what allows social services and other elements to be able to get from point A to point B, including school buses, including those who must travel to the North County.
To do the bidding of the social service and I'm using that as a broad category. But underlying all of that, and first and foremost is our transportation which relies on roads. And it just seems to me that its apples and oranges when you try to compare the efforts of county government And their good care of those less fortunate. And that ranges from the homeless to those who need assistance.
It seems to me that has been the majority of the discussion amongst the supervisors, always first and foremost is taking care of the children and the needy. And I think that's admirable. But I think it's high time to begin to balance and to get back to what I consider a fundamental obligation of the county and the state. And to compare county roads to Santa Barbara, or the mechanisms that get the roads fixed in the city of Santa Barbara and the county, Santa Barbara City has its problems and they also I think are negligent in their maintenance of their infrastructure. So, I really hope that you're not going to compare and that you will take the upward road and be the leader To support ongoing maintenance of our infrastructure.
Culverts, bridges and so on. Thank you.
Very good thank you very much. Okay bring it back to the board for Well I guess I'll go
ahead Supervisor Carmichael. Thank you Mr. Chair. You know we're still on the maintenance issue correct? Yes. I, it's no secret that I played a key role with you and others Mr. Chair in making sure that the voters had all the information on Measure M and to that end one of the things that I kept saying throughout our entire discussion is that this board Was not in denial of the importance of elevating our attention and being more strategic in our investment for infrastructure.
We were all in agreement, the question was how are we going to get there? What was going to be the best approach in a way that wouldn't decimate other important and essential public safety and other county programs and services. And at the same time didn't bind the board from being able to as important issues arise, As the economy changes, as we have disasters and emergencies in our community.
Didn't bind the board from having the flexibility to modify any such plan due to unforeseen and extraordinary circumstances. And I think that is the message that was at least that I conveyed and I think was greatly conveyed as part of our effort to thwart the misguided Measure M issue. And, I really appreciate that the public responded But having said that, I really feel an obligation and a responsibility to those guiding principles that I think we were espousing to the public.
And I have always given Mr. Adam great credit for elevating this issue. Seems to be the key issue that he's focused on And no doubt jurisdictions, municipalities, the state even our federal government we could always do better. But it wasn't doing it overnight in a draconian approach. It was really coming up with a plan, something that was effective. And to that end, I think we have some really good options before us that will make a substantive investment. Is it going to completely deal with the issue? No. Is it perfect? No But is it a great significant investment in making headway on this very important issue? Absolutely And I for one am open to going from 15% to 20%.
The 15% option or the 20% option, or the 18% option as it's written on here. But the higher option, the better for me because I do believe that it's important to invest in our infrastructure and to do it in an appropriate way. So I'm poised to make a motion, but I want the rest of my colleagues to perhaps opine as well before motions are made. But that's where I'm at.
Very good. Supervisor Wolff?
Thank you Mr. Chair. This 18% option was just provided to us so it's $100 million over 10 years and it seemed like that was something that you were looking Thank you very much. I mean if that's our goal, unfortunately this chart does not include the $3 million that we're allocating every year. So if you were going to take it seems like we should include that $3 million and also from what I'm also hearing is some people were saying well we haven't done anything. Well yes, we have been putting money in every year for this Now it's come up that we need to increase that. But I think that we as a board should be getting, if you take $3 million over 10 years, that's $30 million. And I think if you add that to either the ten percent option I mean, that's where I am.
If we're to do this, I think the 10% option seems more appropriate to me. That's $5 million extra dollars a year. Now, I know it's being amortized over ten years but if you think about it, that's $ 5 million in discretionary money that we're putting into this in addition to the three so that's $8 million To to fund To help fund The issues that we're talking about and as I said on Monday that does not address the larger capital needs Which I really feel very strongly about that. We have to address those that was brought up in the report And I you know, I hope that that will come up and I think it will in August or September But I think for right now With the commitments that we have, I think the 10% option is about as far as I can go. Because that includes again $8 million per year.
Supervisor Farr?
1:11 – 1:2410 turns
Thank you Mr. Chair, well I chose not to weigh in earlier because I wasn't quite sure I'd strapped on my body armor tight enough but I do want to make a few comments now first of all you know and listening to Supervisor Adam a couple of things that he mentioned that I still I don't have more of a specific answer to. One was a reasonable time frame, and I think that's one of the things that we're talking about in all this is what is a reasonable time frame to try to really get a handle on this?
Clearly, we didn't get into this overnight. We're not going to get out of it quickly. We had testimony from Mr. McGaulpin that talked about 10 years back where we were with this. So I think that staff has put forward in these charts about ten years to show us where we are. That seems reasonable but I think that depending on the amounts that we're looking at you know that length of time becomes either a little shorter or a little longer.
I think also Supervisor Adams' question about, shouldn't we or should we be fully funding maintenance? And the question that came to my mind in response is at what a cost to everything else. And I think that this has been discussed as well. That the roads in our county, no matter whether they're in the unincorporated area or state roads or city roads are something that everybody sees and everybody uses. So it's a very obvious thing for the majority of the public to really be able to understand and be concerned about.
But really only that part of the population that's directly affected has a better understanding of so many of the other things that we are involved with, whether it's child welfare or alcohol drug and mental health. Need for more staffing, more beds, probation officers, everything that's on the list. And really only those of us that are here that work in county government on a day-to-day basis, I think fully understand the total breadth of what county government does. Which makes it that much more difficult to try to find the balance when we're trying to find funding for something that we haven't been able to keep up with for At least a decade and it now requires more, much more of our general fund dollars to try to do that instead of being in better partnership like we used to be with federal and state funding.
So a real challenge there. I think that I'm very mindful of the fact that in the last year we have dedicated a certain amount of money to transfer of taxes to the fire department, which is still going on. And I'm also extremely mindful of the commitment that we've made to incrementally increase funding for the jail operations fund. And I know Supervisor Wolf mentioned it certainly is out in the news now about the grand jury report and concerns about that, which I know that we will be discussing. So we have already made certain commitments into the future as best we can to fund certain things.
You know we're we're talking about this during the budget but all of the charts are not necessarily you know talking about whatever we might what decision we might decide to come to now being instituted as a part of this budget. I mean the CEO has put in extra money and that is in the chart. But what we're looking at of course is moving forward from here I think that you know, I'm interested in some of the percentage options But I feel and I hope that the rest of the board today is we're just being asked to give direction And I think that that's important because I think that We need to come back in August with a Jorgensen report And also ask for more information about not only whatever percentage option we might decide to talk about today and go forward with, but how does that work with Supervisor Wolf's questions with what is already automatically built into the budget?
That's assumed. That's not assumed. Is that on top of this? Also, you know on Monday we had a discussion about with Mr. Geis About capitalizing, you know There's information in here that says if if we would decide to commit to a certain option What does that mean? If we would decide to borrow against that so that we could take care of more of it up front Which might lessen the costs down the road and in fact I think mr Caldwell also talked about that and that's something that I would also want to You know have more information about Also, I'm hoping when we really get into the list of properties we have that there's going to be a discussion about whether there are some that we need to get rid of or we need to lease better. So that overall, we either have more revenue coming in or we have less cost going out to try to maintain properties that is not really in the county's interest to keep hanging on to.
So I think that those are all questions that are a part of this, that I'm hoping we'll get more information on. I think because of these other commitments that we have out and because I'm not clear going forward what's in addition to and what's already included, I'm looking at around the 15% option. I think that gets us a lot of money. It does not preclude Adding more money in depending on what goes on, but it is a it is a percentage of the unallocated So those are my comments right now. Mr. Chair. Thank you
very good I will Give my thoughts now and then we can see where we're at I tried to look at the And I think Mr. Alvarez did a very good job of kind of laying this out for us and I kind of like to look at it. You know, I've been a really big fan of the jail operations funding. It's interesting to me now that the grand jury comes back and says, I mean we've been praising this thing for the last five years and then now the grand jury says why? We got a little bit of problem with it. And I think the main problem is because they're saying hey you're looking at a growth of property tax at three-and-a-half percent well that hasn't happened over the last five years granted you're looking back through the probably the worst recession we've ever had so Everything's based on assumptions, actuarials and all those types of things.
And that's all we do here is we can only forecast and go with the best information that we have. I think it's important to realize too today that you know we're going to be told that this doesn't solve the problem. This isn't fixing it. Reality is Measure M even admitted it didn't fix the problem either. Measure M was saying we will keep it in its current condition but it really didn't even touch the backlog so You know, we're going to come up with a plan that doesn't fix everything. Measure M was a plan that didn't fix everything.
Another thing about measure M that I don't still think hasn't come forward is we never identified what the tradeoff was. What's the cut? There's a limit pie so big something else has to be cut and I don' think the public ever was given a list where it says here's your priority and yeah everybody's gonna say roads is number one or roads is up there but what else has to come off We're trying to figure out where to move money for prior.
For the correct priority. I'd like to see us at the 18% option. And what that does is it gives us, like I said 100 million dollars over the next 10 years rededicated to our infrastructure and The cumulative ongoing funding that's only assuming a percent of the growth, not one time funding. So for example next year and I know every department head right now is cringing but we are supposed to be hearing our projection is it will have about a 10 to 12 million dollar surplus next year revenues exceed our expenditures.
You can always look at a percentage of that also going into that as a one-time push One of the things I was a little worried about in reading this was the mix that was brought forward as part of the plan, was a 60-40 mix roads versus buildings. I think that's something that I would rather leave up to the...I don't want to put that in any form of motion because I think the CEO or Public Works Director General Services and our senior staff need to make that decision on a year-to-year basis depending on what the situation is And what our Jorgensen report tells us, and if we decide maybe go out for financing on some of our larger capital projects.
I think today what we're basically just trying to do is identify a funding source. I think this does it within a time frame the same as the Northern Branch Jail Operations Funding Plan that we're working on which was an 11-year plan. I think doing something under 10 years or within a 10 year period, the public can latch onto that as something We're not kicking this down the road. We're starting this year, we're starting next year and will slowly grow it to a point where like I said, a huge investment in our maintenance in this county which obviously has been something that hasn't been done in a long time.
Supervisor Wolf?
Thank you Mr. Chair. I appreciate all the comments I'm glad Supervisor Farr put on her armor, but she didn't really need it. You had some really good comments and good statements. And as I said before this is a balancing act and we're up here to get something moving and get this ball rolling. I, it kind of does pain me but I would be willing to go to the 15% option which is what Supervisor Farr had indicated and again if so anyway.
I'm willing to compromise to get us to that point and I'm hoping that we can, I don't mean to leave you out Supervisor Adam but... No, I want you know, I don't But I'm just hoping that maybe we can come to some Agreement around the 15% option and as supervisor far so we have a lot of outstanding questions that still need to be answered but at least that will give us a framework from which to work from
Supervisor Carball
well I think I'm going to surprise some of my colleagues because I for one came to this with going with the high option, 20 or 25. And certainly I want to be sensitive Getting as much of our support as possible. I think 18 is pretty much my bottom threshold to really, I appreciate you stepping up Supervisor Wolf but 18 for me would be My floor to be able to accomplish the investment that I think I feel most comfortable with so.
I'll make a motion for-
Chair Levin- 15% option. Hold on, Chair Levin and Supervisor Carpall just so we are going through the steps of the Budget Act. I think that what I'm about to hear is maybe a tentative or conceptual that would provide direction to the CEO to populate the budget document so you can consider that along with the other expansions and recommendations?
Yes.
No.
We're adopting. Okay, go ahead CEO Miyasako
just to clarify my recommendation to your board was we brought back these options So that you could Approve a funding plan that we would build into our future recommended budgets at the board consider for adoption starting in the 1516 fiscal year
1:24 – 1:3031 turns
Mr. Chair, as I understand it these plans already have the proper investment for this year It would be future years that the numbers would change We would adopt it today But the budget that is presented to us today already has it's already capitalized For the plan for this year so there wouldn't be any modification to that correct
Seven million dollar investment.
Yes,
that's
correct So it would be adopting it as a plan and budget principle for ensuing future budgets.
Chair Labadino and Supervisor Carpahal, maybe it would just help to focus back on the actual agenda. And perhaps Supervisor Carpahal and the board is focusing within agendas item 2E receive maintenance funding options and provide directions to staff. Is that where you're at right now? So that the motion would be on that plan those options and not actually this year's budget which would be handled separately on the floor. There will be
a plan for the guiding principle plan for future. Yes
thank you. Thank you for that clarification.
OK so in keeping with that I'll make a motion for option with the 18 percent in hope that we could get as much support as possible. I know Like I said, I initially thought of going a lot higher but I think this might be a good compromise and I'm looking at my colleagues to try to get as much. Oh you're gonna
get a second and I want that in there also as far as the mix so I don't know if that was in the original. The guiding principles. Just wants the mix because at one point it was 60-40. I just want that to be able to be negotiated Supervisor Farr?
Well, Mr. Chair, I guess I thought that this was a discussion and to give direction. And so within the parameters of giving direction we're not noticed for budget principles specifically. So I guess I'm trying to figure out the weight of the motion that Supervisor Carbajal and that you have seconded. And I'm just wondering if you could talk a little bit about that. Because you know, it is this then forced guidance for staff to come to come forward.
You know, is this absolutely rigid? I mean them.
Chair and supervisor for so you are very broadly noticed on this item. To prove to receive funding options and provide directions to staff. So if you think of that as a policy or is a year-to-year input into the CEO's recommended budget that be one way to think of it, it does not actually restrict or limit the board's year to your decisions under the county budget act but would be in a policy input into the CEO's recommended budget.
For future years
for future years
OK, I actually am happy happier with his language than your supervisor.
Well that is my normal isn't it? That's my motion if it needed clarification so be it but that is the motion
could you just repeat that I'm sorry
Not to let down the second time around, but the noticed item is receive maintenance funding options and provide directions to staff. So that would allow the board on this item to provide policy input for year-to-year policy input to the CEO's recommended budget, but would not restrict or bind the board as to what could do in future years under the Budget Act.
Yes. Binding would be measure in this is not measure him. I mean, I'm just I'm just providing commentary.

Okay, just so I understand the motion. This is direction to staff to come back. We're giving direction for the 18% and for staff to come back and formalize it as part of policy.
Is that right? Supervisors to the chair basically yes, and what we typically do that list of policies We gave you we come back to you in October before we start the budget process To say these are the policies. We're going forward with in the next budget cycle Okay So it would be reflected in there
so then the capital infrastructure policy will be revised And perhaps you might even take out That might replace the three million dollar minimum With this with this one With
whatever your board decides
to do. Thank you, I appreciate that. All
right we're going to go to Supervisor Adam and then Andy for Mr Caldwell for public comment.
Mr Alvarez the question is what is the deferral in year 10 on what's the accumulated maintenance backlog at the 18% level in year 10?
1:30 – 1:399 turns
The schedules that we had originally prepared on Monday were just really looking at what the accumulated funding would be. There was a board inquiry form that requested some information to run totals of what the beginning deferred maintenance plus the unfunded portion would be, and we've provided that. There's a lot of things that would adjust both the amount of cost that would be needed.
And the and other revenues that might be available and other assets that might be disposed of. And so there's a lot of variables, I think the information that was sent was an accumulation of numbers just looking at one kind of basic assumption. So I can tell you the number that we provided to you but there's a lot of caveats that go with that. If you'll give me just a minute.
Well, and while you're figuring that out if you if you can. I'm just going to say that I think we're trying to rush to get rid of this issue and I don't think it's a good idea. If we're going to give direction to staff, come back after we can remove all the caveats and tell us what the real answer is in your best opinion at some point on a D agenda item down the road. I don't think this is the time to do it and I think that we're just rushing into it trying to make something so that this issue can go away. And I don''t think that's the right way to do it.
Mr. Caldwell?
Because I didn't know what the motion is and I don't want to speak after you voted because that's moved so thank you for your indulgence. I've been around long enough to know that politics is the act of compromise, and what I see is board members willing to compromise and I'm grateful to see that. I think that I actually agree with Supervisor Carbajal and Farr the most in that, I think you need to put the maximum amount in accordance with, in essence, the promise made to voters.
And I hope that Supervisor Adam will consider this. Supervisor Farr was absolutely correct that not all the eggs have to kind of come out of the general fund basket. I think there are some things that they can do through COPs or through the DAC. I think there's places like, for instance, Santa Rosa Park that the county may just decide to divest themselves of which will do something in terms of what the deferred maintenance backlog is because I can't think of a worse facility in the entire county than that.
So having said that, what I wish is that Supervisor Adam would take up Supervisor Carbajal. That he was willing to go to the 25% option and see if you can get Supervisor Lavinino to go that way saying that no this is not a done deal. This is coming back and not all of our eggs have to be in this basket. And know that you're $141 million ahead than we were last year.
And I for one, and our organization does not want to allow this issue to drop. And I feel like the rest of the board's not dropping it because that Jurgensen report is coming back. And in fact because you can't bind future boards we're going to have this discussion next year. So I would encourage Supervisor Adam to go with the 25% option And see if Supervisor Lavinino will go because today you only need three votes, Supervisor Adam. The rest of the year you're going to need four and I think right now if you had to settle for four, you might only be getting 85 million instead of 141 million. So in that regard, I would ask for you to put as much forward as you can taking Supervisor Carbajal's lead and follow up with Supervisor Farr That not all the eggs are in the general fund basket.
Thank you,
Mr. Chair.

We're going to reconvene this meeting of the Board of Supervisors and we are moving to CEO. What expansion requests? Um,
thank you chair and supervisors. Actually first Mr Alvarez had some updates on the budget inquiry forms.
Thank you. There were just a, there was one revised sheet we had distributed a number 15 incorrectly so we just distributed a revised 15 and it says after 15 revise and then we also distributed inquiry number 14 very good.
Chair and Supervisors, before we begin also we wanted to give an update based on revenues. Supervisor Wolf had asked on Monday asking the assessor if there was any additional revenues. I was informed this morning that our revenue outlook is more positive for 14-15 And the auditor controller and Mr. Alves were meeting over the break to try to get an estimation of what that could be, and I'll let him speak to that.
So the auditor controller has made a quick calculation of what the impact might be. The direction we've got at this point is, instead of being 3.5 as a gross increase could be 4.5%. And I think the work is still continuing on that and I believe Mr. Holland said that they expect to be completed next week so it's about a 1% growth that we're looking at at this point in time As they run through all the calculations of various adjustments and so forth, the increase might be about 1.7, 1.8 million at this point to the general fund discretionary dollars.
I'm sorry, and those would be ongoing dollars if we just look straight at the dollars. I think we were asked the question yesterday The total of these secured in the in lieu of VLF is about 160 million We had estimated it would be a little bit lower But it looks like when you make the adjustments that number might go up a bit
Supervisor Carball
no wonder mr. Holland got 99%
Thank you. Thank you very much.
And I would request Unless there are high priorities of the board that we just be using The funds and putting them into program restoration and throughout the year to come back to the board on different adjustments if you'd like to the budget or as well is again, because these are ongoing funds holding them or To see what requests are going to be coming in for next year. As you know this year We had an overage in the sheriff's budget for overtime where? We're looking at the 1415 year we would still be looking to how we could adjust that.
But any flexibility would be appreciated by keeping in program restoration. One other thing was any adjustments that I would recommend is that we have some and CEO expansions we had Some one-time funding going to what has already been an ongoing Need so in the CEO expansions. We're asking for funding for out of plannings budget I know we're going to get into expansions and
Asked my colleagues to entertain. It's minor, but I've had a discussion with Planning and Development in advance and I've been given some information that might be helpful. And I have a small change in the long-range planning funded items from non-general fund from within the department's I'm trying to get help. And I have a higher priority item that for the same amount could be swapped.
And I'd like to propose that, but I don't know where it would make sense. Well
let's go, I think we're going to start with CEO expansions and then go to restorations including P&D projects listed. So when we get there- Inside that we can go ahead and adjust the priorities. Thank
you, I'm just struggling to find the appropriate place. All right.
So Joe could you bring up, do you have the CO expansions? It was in the first PowerPoint. So board members. So CEO Miyasato, given what you had said about P&D are you saying that 311 should go on to ongoing? So that would be the one change. Supervisor, the chair correct.
Okay.
So are we going to go through these individually or
I can do whatever your board's preference is, I can go through them individually if you'd like.
We already saw them once at the beginning. If anybody has any questions about any particular item then I guess it would be a good time to ask the CEO otherwise we'll just... You know, we went over these earlier so I'm fine with this. Yes?
Mr. Chair, I think since we are talking about P&D can we have the form that I asked staff to have ready to put up so that the Board would understand what I am talking about? Can we have it up please? Okay if there's any way to increase magnification that because that's the. That's a 3.11 and as you see there's 2 items underneath that fall outside that funding
can hit that magnification one more time for us please.
And I
believe it can you go down this is also in your in your package in your board inquiry number one I think it was page 9
No you need to go down further. No, no, no, there we go. Go up. Keep going up, keep going up. See the 30,000 Montecito design guidelines? Rather than asking for an additional expansion. I would like to request that we substitute the 30,000 if we could keep going up. 30,001 right below 3 can't keep going up. To the circulation was a circulation that deserve pointers or it's the same amount as a circulation notwithstanding $1000 like to ask that be swapped out And that will avoid me asking for an expansion. If not, I will ask for an expansion but I checked with staff and obviously staff's always ambivalent but they thought if there was one that's the lesser priority of the items up there it would be that one So I just wanted to make that request.
Maybe you don't think we should swap anything here and for that matter, I'll ask for an expansion but this is just one approach to funding this item and asking my colleagues if they would consider expanding trading that for the circulation.
Circulation element update. To be honest with you, there's some items I know that we have around in Santa Maria We really need to stay on top of that circulation element. Okay,
well,
that's fine I'd rather do it as an expansion. Okay an expansion.
Okay, that's
Supervisor Wolf. Oh see you on me a Sato
So chair and board members so this list that's provided by Planning and development on their long-range planning projects for their staff if you see where it says projects requiring more staff It's Montecito design guidelines. I understand supervisor Carbajal said if that didn't get swapped out for another project You could ask for an expansion but the what the department has said as the the projects that make up there $310,000 any additional project would require more staff on their part to implement those projects So it's not just the marginal cost of doing this an additional project if nothing else gets swapped out They would need additional staff and that additional staff has not been Calculated I believe I'm looking at Glenn and Diane heretofore
So what you're saying is this was brought to us by P&D But if we're gonna swap this out, then you have to have another person added as well
Supervisor, if you add another project beyond the 310, you'd need to add more staff as well. Unless
you swap out. Mr. Chair, I certainly understand your interest in circulation. I'm just wondering if staff could address whether it's ensuing or... Right. If there is a logical reason not to swap great but if not, I certainly am flexible and receptive to your needs as well.
The area I'm thinking about is around rodeo grounds and Elks Road and the connection with EVP and all that area up there?
Mr. Chair, Supervisors, it's always difficult to prioritize the short-term list of projects and we just simply ran out of staff and that's why this one is down on the bottom. It remains for you Circulation element update was something more general than specific to those issues that you that you're referring to and in terms of swapping out the Montecito design guidelines for the circulation element update Which we could which would stay on the short-term list, and we could pursue again next year of all the Items that are up there it is true. I think they're all important But in terms of what we've been hearing, I think that we've heard less from the outside and from supervisors regarding the circulation element update than the other items. So swapping out the Montecito design guidelines would certainly be fine for us and then we would pursue the circulation element update in the upcoming years it wouldn't be that much of a problem to delay it.
Mr. Chair, I'm sensitive to your issue but I think the question still lies if there's work that needs to be done specifically to address Chairman Lavanino's concern is that something that could get done? I see Mr. McLaughlin here.
Here's my problem because I really don't know all the ins and outs of it because of the fact that I didn't know. It's a last minute thing so I don't have all the questions to ask you right now anyways because I thought it was going to get funded.
2:09 – 2:136 turns
Mr. Chair, Supervisors, I am specifically unaware of the issues that you are referring to in the Santa Maria area. I think it would be fine to learn more about those and pursue them and work with Scott McAulpin and his staff to see what needs to be done. And if that means bringing forward a particular project that is more specific than And I'm hearing about it for the first time too because it's starting to get someone's cutting
Supervisor Adam.
The only thing that concerns me is does does. The staff the minerals division have the expertise that the staff at a PCD does in and moving.
That project forward. The greenhouse gas reduction. Okay, maybe I'm confused. It's the same 30,000 bucks. Let me back up for a moment and briefly review. It is a different $30,000 but I have the same question as well so. Supervisors let me back up briefly if you look at what is on the screen before you there are a number of items that add up to 310,688 Inside of a bolded box That's what I need to keep my staff whole and that's what you get for it Whether you swap out the Montecito design guidelines or not The greenhouse gas threshold is completely separate from that would be handled by the Energy and minerals division staff in association with contracts with experts And the source of that money, whether it's 30 or 50. 50 is more of the Cadillac version, 30 is a lesser version.
That source of that money has not been identified until the most recent comments by the CEO that perhaps this additional ongoing money might be used to fund in an ongoing way the $310,000 We had proposed to just fund it out of the savings that we have this year in a one-time fashion. Of course, ongoing for core policy and ordinance development services would be much better but the 30 or the 50, the source of that money has not been identified yet so if there's any general questions about how that chart works I want to make sure that I answer them now.
Supervisor Wolf?
Mr. Chair, thank you mr. Russell I think dr. Russell, I think that We leave this matter as it's been presented to us. If we want to get into the merits of the circulation element, which I think does have strong merit to have on this list, I just think we keep it as it is. I respect Supervisor Carbajal for wanting to do a swap But let's um, let's kind of stay the course and and if if that's what needs to be as you know listed as an add-on then Then we'll go with it that way
okay All right, so we've That gets us through our CEO expansion restoration requests our list So that takes us to the Board of Supervisors expansion lists One of the most interesting exercises we get to do on a year-to-year basis. So, who wants to be first?
2:13 – 2:1910 turns
I don't mind going first. However, but with the caveat that you know this is always interesting and we can always change our minds.
Yes we
can. And we can change amounts so I'll just start off and I want to say that I was really trying
In order for us to keep up it would be most helpful on these if we could get the department first and then the priority number. And the amount that you're recommending so that staff can enter the information appropriately and make sure they get the right item that you're just Referring to okay. Thank you
So I just wanted to say that as I had mentioned in The previous discussion about all the needs that we have in this county and so to know that we have a hundred and eighty thousand dollars in to allocate for discretionary It's been a long time coming. Very responsible and if we had all the money that should be funded, but we don't. And so I'm trying to stay within that $180,000. So these are my suggestions. First one is CEO number 1 which was software for boarding commissions $9,100.
So Tom are you then going to put it into one time or are you going to enter it that way?
Okay, and this is an ongoing. I'm just doing ongoing.
Supervisor Lavanina what we'll do is they're identified on the expansion request list so we'll just plug in the amounts here knowing which ones are one-time versus ongoing and then as we get consensus we'll move it in and identify specifically which one. Perfect all
right okay. And then I had CEO number three the PIO function and I put that in the one time category The next one is probation, number one field training officer with the senior DPO and with an allocation for one position. And that was calculated at $119,047. And next With CSD parks number one IT support. For ongoing $64,000. The next one is CSD parks 5 the cabins and that's one time for a $160,000 And then the next one is CSD parks number three.
And this was one that wasn't really discussed too much, but there was a request in expansion for maintenance improvements and I have allocated or am recommending a onetime allocation of $500,000 And then General Services 8, Southern California on-bill financing. The LED and the DAC recommendation of $130,000 that's one time. And then P&D, the GHG study and that would be for the outside consultant one time $50,000.
And then what I, I don't know where this comes in but it's the 2-1-1 Miss Nesich. What I wanted to include that also as a one time and I can't recall the, I forgot to put that on my list. We put that under general county programs. Okay so if you could include that and put that as a one time. And then should I go into the outside agencies? Okay, well this also is not easy.
So I was again trying to stay within the allocation of a million two and I have a million, I basically have a little bit more of one time about $1 million so I definitely have room to grow. So this is maybe a more conservative approach but I'm willing to listen to my colleagues and And actually, I do have a question I want to ask of staff when it comes to Casa Esperanza. So anyway, starting with item C which is rental housing task force $2,500.
Item E committee for social justice $10,000. Item F coastal housing partnership $12,600. Item G, Santa Barbara City College Entrepreneurial Program $26,500. Pardon me Supervisor Wolff?
Yes. Can we hold just? Sure. Joe you need a second? Which one? Joe number the social justice was 10,000
2:20 – 2:2613 turns
Okay, so you have coastal housing and then Santa Barbara City College you have that I OK. The next one, item H, the Legal Aid Foundation. There were two requests. I just combined the two to $35,000. Item I, TV Santa Barbara, $25,000 and item J, Visit Santa Barbara, $50,000 And as I mentioned, I have $200,000 that has not been allocated. And part of that could certainly go to Casa Esperanza. We'll wait to hear from my colleagues and staff if this is the appropriate time to ask either Terry or Bob. But I know Terry you did your BIF on this.
If we can get some, at least for me, some guidance on this
Yes a chair and supervisor Wolf we did provide for you in the budget inquiry form just a brief overview of Casa Esperanza's request. We indicated that their request has been reduced from the original 380 to 200,000 at this time We also note that in concert with the mechanism that the City of Santa Barbara used, that should the board wish to consider an allocation at this time, that perhaps you might direct staff to continue to work with Casa Esperanza and review their budget and financial conditions. And perhaps if you're considering some form of distribution That you do that in two parts so that we continue to work with them in the future
Okay, so um I Guess you could put Casa Esperanza down there. I'm not gonna commit to an amount right now I'm just gonna hold off and And see how everyone else comes on these all
right supervisor curveball Thank You I
my guiding principle was to stay well below the funding available the revenue available. I want to end our budget in the black despite the expansions at least that's my hope and so definitely these are the problems I'm just going to go down my list general programs 2 1 1 49000 When you consider the funding that has been allocated to date, the City of Santa Barbara's Mediation Rental Housing Mediation Task Force $2,500.
And 211 was from one time the city of Santa Barbara is ongoing The sustainability action plan, general services $150,000 at one time. District attorney, victim witness supervisor, $91,600. Public defender, one legal office professional and that was one time. I'm sorry, I'm sorry. You're

money too fast. So Victim Witness Supervisor was $91,600. I'm just going over what I... Public Defender one legal office professional $75,400. I am rounding off. P&D GHG Thresholds $50,000 and that would be one time. Public Defender would be ongoing. Victim Witness Supervisor would be ongoing Montecito guidelines for circulation element in light of my Suggested alternative strategy which failed I'm going to ask for an expansion of 30,000 planning and development
Can I get a clarification on that just so because I don't think it's thirty thousand It's adding it. It's adding an employee at that point So it's not just thirty thousand it would be
Mr. Chair, I'd like to ask Mr. Russell if you go with existing staffing patterns but there are a number of also planning consulting agencies out there that could assist us.
Let me chime in real quick on this because this happened at the last minute I don't know how we can do this, but if you gave me a day or two days or we come back another time, I might be okay with this. But I got to go figure out what the impact is of this. So... Well,
we could always swap it out later on, but today I'd rather get some... Mr. Russell, I know you talked about the constraints of staffing, but is this something that could be accomplished with the various planning resources in the community that we could have a contract with to address this?
Supervisor Carbajal through the chair In all honesty, this is not a consultant contract type of a project. This is the expertise entirely Resides within our staff. This would be a completely staff Carried out project so the problem here is no staff So you could give $30,000 to this effort And we would not have staff to do it. It's not a consultant project, it's really a staff project. So an additional staff person would be $139,000 but you've reached that point with that list where we simply run out of staff and as important as the design guidelines are to Montecito which I fully recognize, I have to be completely honest that this is really a staff issue. Mr. Chair so
there is not Supervisor Carter before all through the chair- I had
2:27 – 2:3832 turns
So I'm not really in a position to say oh sure that would be easy to do. I was thinking what can we do with the staff that we have and if you add more staff? This this is Not, I don't have an immediate answer for this. I'm sorry. I wish I had a better answer but it's It's possible it's possible certainly I haven't really thought about it in terms of is there somebody out there Who has the expertise that we could hire?
Possibly so. It's the best answer I can give you right now.
Okay, I'm still going to ask for my expansion if it could be addressed within that amount, great. If not then the money won't be expanded. Thank you. And that obviously would be one time. Legal Aid Foundation $34,500. UC Cooperative Extension, 9000. And that's one time as well as the legal aid one time. Casa Esperanza I'm going to do what the city did 60,000 and for discussions about any future allocation just like I think the same approach the city took continue the discussions look at what the city's investment looks like because this is a partnership between us and the city And that's the approach I wanted to take on this.
And that would be one time. Probation, one field training officer ongoing $119,000. County council $50,000- Just one second Supervisor

that's priority one in priority too.

Okay supervisor Adam.
Number one is parks number 3. 938,000.

you give us just one second
As soon as we get done,
we're going to take public comment.
And then we'll take a break.
Yeah, number 2, 106,000. And then number 3 at 100,000
That is all. OK, Supervisor Farr?
Thank you, Mr. Chair. And I want to start out by saying thank you to everybody, to all of our county staff, all the department heads. We so appreciate the work that you do day in and day out and obviously we wish that we could fund everything on the list. But we can't and it really makes it very difficult. I also want to say that I really especially appreciate the work of CEO Mia Sato, and fully support her recommended expansions that are on the list.
I'm going to start out with a couple of things that aren't on any list in the hope that I can get support for them before I go to those that are. The first one is a request for $85,000 for streetlights in Nyla Vista. This would be the first general fund money that the county could put towards this project that's total cost is over $600,000. We've gotten over half of it through community development block grant. We got another 200 and something thousand working in partnership with the university from some previous mitigation funds and If we can get this last piece of it, it means that we can finish out the whole street lighting plan for Isla Vista In about a year rather than having to push it to you know, two or three or four years Which is just absolutely basic and critical for public safety in the community.
So I'm asking for the $85,000 for the Isla Vista streetlights The next request I have it's probably be unusual to you but it'll Demonstrate all of the interesting issues that we get into as County supervisors We have a number of dependent special districts, including cemetery districts. And I have four in my district, three of whom are small and have shoestring budgets. The one I want to ask for now is the Los Alamos Cemetery District.
For the past six years, I've been trying to find money to help them swap an acre of property so that they can expand. And you would think that shouldn't cost that much and it should be simple, but it's not. It was an issue that predated my first election. And if I could figure out another way to find the money, I would, but I can't. So it's $26,000 to assist the Los Alamos Cemetery District so that they can swap one acre of their property that is not usable for burials for an acre which would be given to them by an adjacent property owner.
The next thing on my list is $150,000 for the Gaviota Plan EIR. This is listed under the planning department items which could possibly be paid for from savings but it's not clear that it will be and we can't have this process lag. It costs money in other ways. I'm hearing increasingly from stakeholders in the community About what's going on with it, and so I just really we really need to move this forward. And so this is very important All right, now I'm going to get into the departmental requests.
Starting with CEO number two, the Clerk of the Board Records Archive Project. This is a great project. I think some of you may have seen one of the first books that we have. They need to be digitized. The university is kind enough in their new library to store them, but there is some upfront money that we need and we're intending to match this money with private donations. So this would at least start us on that effort.
County Council Supervisor Park. Yes 25,000 25,000 County Council's number one the 44,000 for the paralegal to maximize the effort of the attorneys Public defender Number one for legal office professional again to support the work and I'm particularly sensitive as I think I mentioned on Monday to the need for bilingual staff and Probation number two, although... Sorry.
If we could just hold on, I think we missed the prior one that was the paralegal for public defender was it? Legal office
professional for public defender.
I think you have that up above Joe online. I can't quite read it. It's up there a little bit. That's it. Was that $30,000? It was the requested amount? Supervisor Farr, if you could repeat your last two. The-
Okay. County Council for $44,000 is their number one. Public Defender, number one legal office professional.
At 75,400? Yes. Very good. And I think we're caught
up with that. And then probation, and I had probation number two a position to supervise the high risk probationers which is at 112-151. That
would be a new one?
But you know, I realize that there's already support for a different position in probation and so I can be flexible but I do think they need more staff and I would leave that up to Chief Taylor. I would also support, I thought it was unusual to have Parks Commission staff come and advocate so I'm sensitive to their request for parks number one which is the $64,000 for parks IT staff.
As Judith Dale said sometimes it takes a little money to make money. And along the same line, I'm very supportive of the item. I forget which parks item it is. It's for the Lake Kachuma cabins.
Item five?
Number five. And then going to the community's requests, I also support the $2,500 for the Rental Housing Mediation Task Force I support the $9,000 for the cooperative extension. It seems like a very small increase considering the great work they do for our agricultural community. I'm supportive of the $10,000 for the jail ride program.
2:38 – 2:4425 turns
That's the social justice one? Social
Justice, yes. The Coastal Housing Partnership 12,600. The $26,000 for the Center for Entrepreneurship.
I'm not certain we had that one before Joe is it? Are we good?
The 34,000 and I think it's 592 for legal aid And the 49,700 for the 211 service. And I'm also sensitive to Casa Esperanza. I just feel like this needs to come back to us though with a lot more detail as it's in Supervisor Carpajal's district, if he wants to go ahead and support it and reserve money and then have the bigger discussion to see how that might work at 60,000, I will support that.
And I think that the 50,000 for the GHG study. I would also support that. Thank you Mr. Chair.
That was 60,000 under Casa Esperanza Joe Wright?
Yes.
Okay
so the way I see this going is I'll give my priorities and we'll go to public comment and as we go to public comment then you can Remaster this to let us know what has 3 votes, what doesn't. I want a list still of what doesn't so that maybe there's 2 and we can convince somebody to get another vote. We'll take a break. You wanna do that before public comment?
But I need to see this in like a form that I can actually see. Even with my glasses,
that's like no way. Supervisor Levin, you know, I was going to suggest if we get your input then we can have a little break. We can resort this maybe by department and then it would be...we can get you a clean copy for everybody so you'll have that in front of you and validate that we got everything correctly.
Okay, so Mr. Gazzani, my question just is where do you think public comment fits into this?
Chair Labadino, you have really broad discretion on public comment. The only requirement was the opportunity for members to address the board during the day. You're more than adequately complying with the Brown Act and it's your call on where you put public comment.
Okay
I'll leave it up to my colleagues what would you
like?
Can I just add one to my list. I
didn't even get my list. I know
but OK because I don't I appreciate the comments on cost us bronze and I said I would wait and I'll put my I'll put if you can add to my list the 60000 dollars
Okay. Supervisor Park?
Mr Chair, I need some clarification. I think that Supervisor Carbajal put up an item for the district attorney which was the victim witness. When the district attorney was here and spoke on Monday she asked for some additional money to assist with the work that she's doing and to support the work of the Ivy Safe Group which she is chairing which I think brought that up to 100,000. So I'm just wondering whether Supervisor Carbajal is supporting all of that or just the victim witness?
I could support that.
Okay then I can support that as well.
All right I'll start with mine then okay so we didn't really get an answer when you want to do public comment after why finish my list So I'll finish my list and we'll go to public comment, and then staff will take a break. Staff put this all together in a form we can all understand, and then we'll come back and make our final deliberations. Okay so for me, we'll go with the CEO's office priority number one of the $9100.
And item two, the digitizing Of the records.
Yes, Sir. Mr Chair, I just realized that I made a mistake and I could do it after you're done but when you said CEO I looked at my list and I have $40,000 for the CEO so I don't think I mentioned that.
The
PIO yeah, did I mention that? We did not have that down. Okay, and I apologize. I have it on my list when you said that I looked down and I thought Something seemed absent so I had CEO PIO one time 40,000 Thank you. We have some sorry about that oversight Mona now you could smile at me
2:44 – 3:2713 turns
Okay Go probation for the F field training officer one 19. Parks one time for the cabins. General services. The one time for the on bill financing of 130,000. Outside agency requests. Co-op extension. And the Legal Aid Foundation of Santa Barbara for the full amount. I think it's $35,000 somewhere around there. And for me, the department has made very compelling cases.
Our district attorney, general services, county council I would like to fund all of those. But we were under restrictions basically with with what are restricted ongoing was I know next year looks considerably better than this year at least that's what our projections are. I would like to see this mastered out and put us to where everybody can see this I think the public's going have a little bit of problem commenting on it as well if they can't read it.
So if there's a way that we could somehow I don't know if you can what you can do. How can you make
sure members of the board we're going to take a break and then reconsolidate the list OK.
Are you
going to think bigger? I think what we can do is shrink the columns down in width and make the numbers larger. And I
think we can so before we go to public comments I'm not sure the public knows what they're commenting on at this point. I don' I don''t know what I'm looking at either. So Supervisor Wolf
So I have a thought. It sounds like you took $300,000 from P&D and you moved it to ongoing so then we have an extra $300,000 approximately for one time. I'd like to talk to Supervisor Farr about the streetlights because I think that is important and both Supervisor Adam and I have allocated money for parks different amounts. And I'm wondering if if I increased My allocation by a $100,000 and that would incorporate the 85 and make maybe supervisor far.
Would agree to. To that allocation knowing that you're that money for Ivy would come at Ivy Street lighting would come out of that. And supervisor and only because I really do believe that we need to do some maintenance work on our parks. And now we know we've got some extra one time money and in that way we can take care of the issue that you've raised
Thank you Supervisor Wolf, through the Chair. You know it's actually Public Works that's responsible for the street lighting project working with SCE so the money would have to come to their department I think not to Parks And I have to say, I cannot read that chart from here at all. So I'm not really sure what you're talking about with parks. I mean, I'm prepared to get into these discussions but I need to see what I'm doing.
Okay so I think the main thing we have here today is that we need younger supervisors that can actually see. I got glasses on. So we're going to- And Mr. Chair,
I am the youngest supervisor and I still can't see.
He had to clarify that because he doesn't look like the youngest supervisor but. Sorry about that. All right, all right, all right. Boom! Sorry about that. You set it up, I gotta knock him down. That was too easy. So CEO Miyasato.
Supervisors, if you're done with your initial take on this we would consolidate the list. We could print out copies for your board to make sure that it's readable at the break so that you can come back and have these discussions that Supervisor Wolf just started if you'd like.
All right how much time do you think you're going to need? 15 minutes? All right we'll take a 15 minute break. Well the public can't see it so they really can't comment. So why don't we come back with the...15 minutes we'll come back and get it taken care of.

Hi. Hi. You. ♪ ♪ Okay, all right. So I just want to make sure Mr. Allen that we've posted in the back and Santa Maria has access to the new Board of Judges attachment E.
Yes, that's correct. Chairman Lavinino there was an initial attachment E that was distributed and there was a slight correction. The $44,000 that was allocated by Supervisor Farr to the paralegal at County Council is in the wrong spot so there's a replacement attachment E in the back of the room that reflects that.
Okay very good. So I'll leave it up to the board but I think what we should do is basically just go through every single one of these very quickly And find out if it has three votes, if somebody wants to add on or not. We move through this, we'll go to public comment and then what we'll ask staff to do is come back with a final that has it listed as one times and ongoing.
And then we'll know exactly what we're voting on. Is that good CEO Miyasato?
Chair Levine, yes. So after you go through this and take public comments so the staff can take a little bit of break if they can't do it during the public comment to finalize it for you.
3:31 – 3:3628 turns
Okay. All right very good. The first item is the pair legal. We have a supervisor Carbajal and supervisor far on that from County Council.
Mister chair, I'll add my voice to that one
okay that has 3 votes moves forward. Okay County Council of the additional services has supervisor Carbajal only scratch County Council of that was the paralegal that was yeah okay CEO software. This is for the CEO's office through Mike Allen's office to handle the all of our boards and commissions. Mr.
Chair I'll add my vote to them thank
you very much Supervisor Farr that's a go. I
was going to add my name to that as well since I'm one of us five who press the clerk of the board on all our commissions and
very good Okay, next is the CEO. The Public Information Officer has two votes. Supervisor Carbajal and Supervisor Wolfe?
Mr. Chair, I'll add my vote to that since the CEO seems to think that it's important.
Okay, that has three votes. The CEO's office, this is digitizing our records. From the 1800s that are slowly Do I need to pitch it anymore? All right, Supervisor Wolfe ahead two votes.
Yeah, I'll go ahead and do this This is a one-time expense.
Yes. Thank you very much All right, then we go to CSD for the IT support person has to supervisor Wolf and supervisor far at 64,000 Going once, twice sold doesn't get any more support. The cabins
Mr. Chair, that's going to bring in revenue because it's the software to make sure our reservations are working well. So I think because it's got the potential for maximizing our revenue, I'll lend my name to that.
Can I ask the CEO just quickly? Is that a position that might be able to be shared with our ag department?
Yes, that is a position that could be shared. It's shared now They could continue to share for one more year I'm told This this is correct
So Mr. Chairman, we currently CSD shares with AG, we have one more year of that. The workload is too much for one person to continue after that so they have one more year that could be shared but if not this year then certainly next.
I don't understand that. There's enough funding and resources to do one more year? This is funding above and beyond that?
This, Mr. Chairman, Supervisor Carbajal this is to allow CSD to have its own IT person and AG to get back its IT person instead of sharing one person with both departments?
I'll withdraw my vote. I think I need to understand that better. Okay
very good. Cabins have three votes. The CSD, I guess this is the maintenance we have Supervisor Adam at $938,000 and Supervisor Wolf at a half million
Mr. Chair, I'd like to add that I'm willing to go up to $200,000 on the CSD. So 200
would be the max? Okay. The collective ceiling. That would be the ceiling? So we'll approve that at $200,000? Are...I'm sorry. We okay? Okay, we'll go to our district attorney's office. The witness protection supervisor has two votes. I will add my support onto that as well for the third vote. That gets us to three. 2-1-1 has three votes. General services, the on bill financing? I'm sorry.
Supervisor, did the chair just want to confirm for the 211 is that one time funding?
One time. Yes, it's one time because we're going to come one
time and we have two votes at 49 so whatever that's supposed to be Tom you come back with the right number of what that's supposed to be please for us very good okay so on bill financing has two votes and a hundred thirty thousand
Mr. Chair I like to add my name to that because of all the benefits that could really come as a result of it
great
Mister chair yes, I know you don't need this vote. But I'm going to add my to the victim witness
okay 100,000 supervisor Wolf. So then that takes us to sustainability we have one vote 150,000 from supervisor carball. Go to general services the purchasing manager Supervisor Adam has that I will add my name with that as well. I think there's a position had talked about earlier that I hope sorry.
3:36 – 3:4146 turns
A job they the l e d s

has 3 so that's our time
off let me know
one time Joe
one time
now they're on the purchasing manager
Well, purchasing manager so far only has two votes.
I will lend my name to the purchasing manager but if I could just make a comment. Sure. The local vendor outreach program upgrades that we spoke about Mr. Pontes is really important to me. So I will add this with that understanding.
Very good.
And add my name please. OK.
Supervisor Wolf as well and Purchasing Manager. General Services Construction 106 supervisor Adam any other support there? Okay, General Services Software $100,000. Supervisor Adam?
Was that one time?
Yes.
I'll add
my name
as
well.
Supervisor Wolfe for one time. And I'll add my name as well to that. Actually, I won't. I won't take my name out. The votes are there right?
Right, the votes are there. Okay, the outside RHMTF has three votes for 2500.
And I believe Supervisor Carbajal did not have the $100,000 in his
column. He had it and then he withdrew it
for the software so we'll get that. Thank
you. You had to spend it quick. I'm sorry. That came and
left
quickly. All right. So now you have Social Justice has two votes.
I will lend my name to that.
Supervisor Carbajal is on for three votes. Coastal Housing has three votes. Entrepreneurship has 2 votes supervisor Wolf and far at 26 5.
That's one time
one time. Legal aid. So entrepreneurship only has 2 votes legal aid has 4 votes. Just need to get the right number there. The TV, that's a TV.
Yeah Mr. LaVardina thought I was buying a TV for $25,000. Not going to happen. That's for your office? For 25,000? It's
a nice TV. What
is it? It should actually say just so people you know when you see that TV because can you say Santa Barbara whatever.
TV Santa Barbara okay so that has one vote currently twenty five thousand
You know, I just because I want my numbers to come out. I want take me off of that and take me off of the visit Santa Barbara.
Okay. So this is Santa Barbara has no votes go to Casa Esperanza has 3 votes at $60,000. You're right on top of it you see co-op has 3 votes for 9,000 I just want to double check, is that 9000 or was it 9100? Was it 9000? Is that the request? 9000. 9000 okay. Three votes for 9000. Los Alamos. Cemetery. Cemetery. I will add on this is a one time 26,000 even or whatever supervisor Farr's request was.
And she brought up a good point, because I did say that I'm worried that this will open the door to other folks coming in and asking for one times for things that are in their district. And she did encourage me that I would be able to vote against those as the time came up so-
Well my phone's starting to ring already from all mine.
So I will support that 26,000. Is there another vote? One, two, three. All those vote to desire to vote. All right so that 2 votes. The g h G study has 3 votes at 50,000. Montecito
I'll go ahead and add my name to that. So why
OK it has 3 votes this will figure out how to do that as we move through it. There's 3 votes for that.
Yeah,
I was supervisor far as well to
just one second okay. And then that's one
time. Thank you and Mister chair with that I just want to reiterate that I I look to the Department of finding a way of making that work.
Okay. Pnd Gaviota has one request for 150,000.
I just have a question on that because. I always made the assumption that that was always that that my look where is one that that was always that would be covered? Where where is it noted that that might not be part of the ongoing and then and then it makes you answer that first.
3:41 – 3:4519 turns
Supervisor Wolf through the chair. Initially, and Tommy may need to help me out here a little bit. Initially the idea was that we had some savings that we could use from this year to streamline the Gaviota process by instead of doing the EIR in-house by changing it and hiring a consultant to do it because The consultants are better at writing EIRs, we're better at managing EIR. So we looked at that as the change that resulted in this request. Initially, we had some in-house savings to allow this to take place.
However recently it's now become a request for one time money. Tom is that an accurate assessment?
Mr. Russell and to the board, so I think if we want to talk about the other action that has occurred There was three hundred eleven thousand that we discussed in the CEO recommended items That was going to be coming from departmental funds And I think that's recommended now that that be made as ongoing If that action is approved that would allow adequate funds for it to come out of the departments fund balance then
oh Okay, so this was part of that then
Supervisors to the chair We can make it part of that by basically for this item for the Yaviota We weren't sure if the department have enough savings. So by freeing up that 311 this this could come from the department's Available committed fund balance at this time, but we would like you still to
I would suggest
that you could appropriate it with this With appropriate it today either part of this action and will note that that's where the funds are coming from so
I'm fine adding my name to this. I just want to make sure then that no other plans are in jeopardy of being stalled.
Supervisor Wolf through the chair, that's correct. No other plans are in jeopardy of being stalled because for this projected action. Okay so
Supervisor Wolfe and Carbajal add on. Yes.
So
it's three votes for Gaviota.
This isn't for a cemetery is it? I just want to make sure. You had your chance on that.
It's all right we'll just go do cemeteries,
all right. Just one second. So what you what we can do Joe is up at the top for the revenue if we can put in the $150,000 as a source And that would go into the one time column. And then that will be coming from P and D fund balance. OK, and you need to put it down below as well. Yes, very good. Thank you.
So we're ready to go. P&D I mean public defender, the legal office professional. I'm going to add that as well so. Uhm? Okay, let me go to probation has 3 votes are ready for the FTO.
Mister chair I'd like to move my deputy up to the field training
great so we have 4 votes in the field training and none for the deputy came that takes us down to the Ivy lights
all at one time for that
one time for Ivy lights. I will do the same carbohals on board Friday lights as well so we have 3 votes Okay, so what we're going to do now is we'll go to public comment. We will then have staff come back with a sheet that shows us what was approved with a column that shows one time and ongoing and if we have any other uncommitted fund balance and what that number is.
All right? So with that, we'll go to the public. Mr. Allen how many speakers do we have?
3:45 – 3:517 turns
Chairman Labnino, members of the board. We have five requests to speak. We'll start in Santa Maria with Mr. Caldwell and come back to Santa Barbara for Bob Bogle.
Three minutes. Okay, three minutes.
Chairman Labenino and members of the board I'm Andy Caldwell representing CoLab. I appreciate you taking that break we had a problem here in the North County hearing room of having the information. I understand how this is fluid but nonetheless you had the CEO's budget expansion recommendations then you had the departmental expansion requests and then you have the outside agencies All of you seem to be working off of a list, but we didn't have that list in one place. We didn't have the entire list and we didn't have the updated list. So we appreciate you taking that break because it allowed us to catch up a little bit anyway.
Supervisor Lavinino earlier in the week, As far as these extra requests, you are going to be looking at issues that would either make money or save money. And we think that should be your guiding principle although I don't think it is. I wish I had a couple more minutes. I'm going to talk to you about one thing. As you know, I have a daily radio show from three to five and I've been on the air for a long, long time and during the recent Lompoc fire, I didn't have anybody calling me, and I didn't have anybody to call to give updates on that fire. I simply had to go to a website and figure out the best I could.
And there's a part of me that says, I don't care how many PIOs you hire, the Fire Department hires or the Sheriff Department hires. Don't bet for one minute that the public is gonna get anymore information than they're getting without you spending tens of thousands of dollars on those positions. With regard to 211, I think in the age of the Internet you need to give up the ghost on 211 and realize that it's just not working.
We support with regards to studying greenhouse gases we have always maintained that we understand AB 32s law but We don't think every jurisdiction should have its own plan, and we do believe that the one countywide agency that should be doing this who are experts in air quality issues is the Air Pollution Control District. So we don't know why the county especially when the county has virtually no industry in the unincorporated area Why the county feels like they've got to go through this thing other than oil. But again, we wish that we think it'd be more appropriate to go through the APCD. Supervisor Carbajal you made a joke about the Gaviota that is where you're spending this money on a cemetery in reality.
You are because it's going to be the place where dreams die. It's going to be the place for family legacies And that is because the plan blew off the agricultural community and given them the flexibility they needed for legacy planning. And diversification, vertical integration and other options to keep that property in the family in act. So I think you should call that. You're over. All right. Sorry. Thank you.
Our next speaker is Bob Vogel. To be followed by Emily Allen.
Good afternoon. Casa Esperanza supplies 48,000 bed nights for Santa Barbara County residents. The city of Santa Barbara has agreed to give us $125,000 and two payments of 65,000 in July and another 60,000 in the second quarter of this year. We are on the right mission right now. We have, for the first time since 2006 had a balanced budget and we are going to maintain that balanced budget. The reason I'm here today is to maintain that balanced budget for next year and I would appreciate if the county would support what the city has done for the $125,000 so both of you all match. Thank you very much.
Our next speaker is Emily Allen to be followed by Angela Antonori.
So good afternoon Supervisors, Chair Lavagnino. Mostly I'm just here to say thank you because from the CEO's early expansion recommendations to the votes that you've already indicated, I think you've addressed the issues that I was very concerned with I just want to bring you quickly to the jail ride program, which already has three votes of support but that if this is a one-time funding that The board also consider in the future how the issue of transportation can be funded in an ongoing way. I think transportation when it comes to homelessness will always be an issue from transporting people to program beds to reunifying people with family and And I think that's all thank you very much and.
3:51 – 3:5610 turns
Chair Labadino and Board, thank you very much. Like Emily wanted to thank you for your support for the efforts that we've been working for in the community around homelessness is in particular with C3H so also the jail ride program being an essential piece and looking for an ongoing path for that. More significantly, I would like to clarify and support what the acting executive director of Casas Bronza and many of our staff have been looking for and working toward with Casas Bronza. Which is that the city's allocation in two parts is strategic. That they have an allocation now to be able to keep things operational and be business smart, and then also receive the additional 65,000. So I'm just a little confused and wanted to make sure that you know that C3H and some of your staff have been involved to support that at 125.
So hoping that you'll do the same. Thank you.
Victoria Green.
Supervisor Carbajal? Mr Chair, I certainly think that issue can come back for the additional 60,000 for the board to consider in addition to the 60,00 we've already allocated but I think this lends itself to our county staff Working with Casa Esperanza and city staff to make sure that there's a Strategic understanding of where we're going Because that is the incentive is I don't need any more comment. I don't need anymore coming. I just I think at that point personally, I would be open to entertaining that But not today. I think today is $60,000 to match with the city allocated now and then we'll continue the discussion and follow our discussions with the city and see where we go from there but I think in light of so many changes happening and as much as I personally have confidence and want to have more confidence I need to be reassured of that, to protect the taxpayers.
To continue this important function for our community and for the homeless. So I'm looking forward to us considering this issue in the future but with more information. I think everybody's on pins and needles as to what's happening. And I know we got a letter of advocacy. We got speakers today. But what I would have liked to received is let me give you a strategic.
Summary of what we've done, what we're doing and where we're going that would have given me the confidence but I got a letter and the letter isn't good enough for me at this point in time so I want to be supportive. I look forward to being supportive but for the second increment but I need that information. Next speaker please.
Good afternoon supervisors Victoria Green on behalf of the Montecito Association first I want to say Thank you for your support today for funding of the Montecito design guideline update. This is a discrete project that we've been trying to move forward since 2009. I think we've been fortunate in recent years on one hand that there hasn't been a lot of development pressure in our hillsides, but that is changing and so it is very timely to move this forward. So thank you very much for supporting that today and I'm hopeful that P&D will find a way to work it out within their staffing limitations. Thank you.
Is that all of our public speakers?
Ms. Green was our final speaker.
Okay, very good. So staff's got some duties and I think we're going to break it into one time and ongoing and CEO Miyasato.
It is currently broken down to ongoing in one team. The first column is ongoing and the second column is one time Currently, we're showing him use of ongoing amount of 310 with the brackets in the yellow over the allocation but because we received word that there is More potential property tax revenue We could recognize that revenue To cover that overage the second column is one time it shows you still have a remaining balance of 120 thousand two hundred given Your actions this afternoon and.
OK supervisor Wolf
just in defense of my numbers. I think if you were to break down my column by one time and ongoing you wouldn't it makes it look like I have a huge deficit but that's fine I mean, not really but. I tried to be very careful in my ongoing and so I just think it's not very representative for each of us. I think for the five of us it's good that you broke it down but for each of us it's not.
3:56 – 4:0113 turns
I have a bad perception up there. I mean, I'm very happy with mine that shows I still have over half million. I know Andy's having a hard time seeing the chart today but it's 511,000 remaining and you know what? I did make that comment earlier and I think my add-ons were the cabins on bill financing purchasing manager all those I think make money And the others were all public safety and I don't think I ever need to come here and defend additional money for probation, district attorney, and public defender's office as well as the $9000 for 4-H. So I'm happy with my selections. Supervisor Carvalho?
Thank you. After further consideration, I am more than willing assuming I have the support. If I don't have the support then this is moot. I'm more than willing to add the second increment of $60,000 for Casa Esperanza. But that money not be allocated until our auditor and our CEO feel absolutely comfortable that we can proceed with that increment. To match the city's because at the end of the day, I think we were a partner with the city.
And the role that this shelter plays in the unincorporated and incorporated area, I want to give it every chance to succeed. So I want to provide that incentive, but with the condition that no money be allocated without CEO Miyasato and Bob Geis approval or not. That it's with a prudent strategic plan to move forward. So I will add another 60,000 to that as a second increment only if CEO Miyasato and Mr. Geis feel that it's prudent to do so.
To put in the reserve account and allocate it only if Like I said, it gets a concurrence of mr. Geis and CEO Miyasato Okay, no
second
can can I make a change please If is this our final form?
Yes, please
okay, so can you please change my My parks from 500 to 200 Thank you. A
point of clarification, Supervisor Carbajal did you want to reflect 60,000 here or 120,000 here under a cost esperance?
It would be 120 total, but with the understanding it's in two increments. If you could take out the funding that I have for sustainability, I didn't get any support so I want to delete. As a matter of fact, I want to delete anywhere there's not a three as my colleagues did as well. Everybody started playing that approach, so why don't you do that? Delete every one of my amounts where three votes were not secured. Thank you.
No, my my Casa's bronze proposal still stands if I get support great. If not, I tried
okay You can leave all mine up there. I'm good with him Supervisor far
Thank You mr. Chair well you know I Can support the hundred and twenty thousand but I kind of feel like I want to park all of it I don't really want any of it released until we can come back with a full D agenda item and And hear from Mr. Geis, hear from Ms. Mosnicich, hear from Casa Esperanza because this was what was frustrating for me is the letter only seemed to give part of a picture not a complete picture and I'm very supportive of the work of CASA. We really need to keep CASA in the community But I just really have to understand what their total financial picture is. And so, I'm okay with parking the 120 kind of reserving it until we can have that full discussion but I don't really want to release any of it even the first 60,000 until we have that.
Mr. Chair, I can support that parking two increments discussions with Casas Perons of the city and if CEO Miyazato and Auditor-Controller Bob Geist think it's prudent to move forward so be it but I feel comfortable parking it in a designation so that we can move forward if we get those assurances.
Chairman Lavinino and Supervisor Carbajal, I would just suggest I think we could leave it as a live appropriation. And just know between the CEO and the auditor there are restrictions on releasing the money rather than setting up a new account if that's okay.
I don't see a third vote for that.
4:01 – 4:076 turns
You know, I'll go ahead and do it but I don't see why we are. We have said that we wanted to put in the $60,000 and get a report back and then consider funding either another 60 or perhaps even more. So you know what? Just go ahead and put in Mr. Geis, what do you suggest? Can you please help me with this because I'm uncomfortable allocating money when we have some questions or more money than is allocated here. So can you please give me some assurance that adding another $60,000 is not going to negatively impact the county?
Chair Levin, you know and Supervisor Wolfe. I think if you're apt to allocate more money And you're and you're willing to do that the more that they know that they have the potential to get would help them put together their structurally balanced budget. If they start with 60 and don't know they have access to another 60 then, you know, there are only alternative other than the city in the county is really go back to the private sector and you know in their conversations with me they've looked to say Well, you know we think operating a homeless shelter 70% coming from the private sector and only 30% coming from the county and city makes them struggle. And so I haven't done an in-depth analysis of what their costs are and I think that the next step for the county team to do is really sit down with them and say You know how much are the costs of the shelter.
I went and toured the shelter last week, I was impressed as impressed by that cleanliness. The people that were there it's now you know clean and sober the facility is I just want to say the facility was well kept, but that probably comes at a cost because I think they have a lot of staff and their staff costs are high. So they have an unpaid director. Does that continue?
So they're struggling going from a four million operation down to a two million operation and a lot of change in program. I don't know if that's helps you make a decision but the more that they know that they could receive. You know makes it a better financial plan that they can count what they can count on and not count on.
Okay, I'll go ahead and add it.
OK, but just for clarification. No dollars will be expended until you come back to us with a D item agenda. Very good. Okay, so Mr. Gazzone helped me out a little bit. What do we need to do? CEO Miyasato, where are we at?
Supervisors and Chair Lavagnino to allow Mr. Alvarez and Mr. Geis just to clarify all the actions. So right now on your list you have negative 310-700. We would be recognizing additional revenue but I want to make sure that Mr. Geis and Mr. Alvarez are in sync with all of that. And some changes we made to attachment. So a couple of things your board could take a break and come back to complete all final actions, we could power through and get them done now.
I'm looking at Mr. Alvarez whether he needs more time. Well
then everybody's going to want to stay. What we'd like to do is take a break but it would be like a half hour break. It's basically just tying up loose ends at the end here that the numbers are all in So why don't we take a half hour break. We use that as our lunch period, and then we can come back and do this, the final, the successor agencies, and the final paperwork sign off. Okay?
Very good. Thanks. Yeah. ♪ ♪

Yeah. ♪ All right, we'd like to reconvene this meeting of the Board of Supervisors. Budget deliberations, final deliberations. CEO Miyasato?
Chair Lavagnino and board members, I'm going to let Joe put this on the screen. So on attachment E your board adjustments to the 14-15 recommended budget in the final you have handouts as well. The first column is the ongoing amount. The second is the one time amount. Some things that we've changed just to let you know. We started with the 180 and the 1.1 million dollars.
We added the P&D projects existing fund balance account of $150,000 from their committed fund balance. We recognized increased property tax revenue estimates For $310,007 so that you could balance given the ongoing requests and there's 311,000 of increased property tax revenue estimated. And that is to fund the ongoing P&D long-range planning staff we spoke of earlier.
And that long range planning staff is also then in the green area as the first item to show you that we're balancing those. So at the end of the day, as you can see, Balanced your ongoing amounts and there remains sixty thousand two hundred in the one-time amount that would just fall back into the program restoration fund balance or your board could Appropriate that to your contingency
Okay, very good and Okay No, I didn't mean okay to you. I'm okay to Mona. Oh All right, so we have that. That is available in the back and in Santa Maria. This is our final board adjustments. So at this point we would start with our recommendations. Approving the operating plan and budget. Do we need a motion for all of these items?
4:49 – 4:5524 turns
Just for the record, Chairman Labnino and members of the board, we have two actions. Item one is the action regarding the fiscal year 2014-15 recommended operating plan and budget that includes recommendations A through F on the printed agenda recognizing that recommendation E on maintenance funding options has already been dealt with by the board. And then item 2 Is the county executive office successor agency of the former Santa Barbara County Redevelopment Agency. And this would approve the fiscal year 2014-15 recommended budget for the county of Santa Barbara as a successor agency to the former county of Santa Barbara Redevelopment Agency. Just note that the resolution for this item originally stated incorrectly in three places, that the meeting concluded on June 9th when in fact it may be concluding here in just a few minutes on June 11th.
Okay, if we're lucky. Mr. Gazzone. Oh, CEO Miyasato first.
And Chair Lavinino, so the clerk of the board is correct. We have two items and you'd opened the one item on the county budget and I'd recommend just for order of operations that after CEO provides her finals that you consider move that and close that out and then open the second item, the successor agency budget including receiving public comment on that if any?
Okay, I gotta be honest with you. I was looking at this and I didn't hear anything you just said so sorry. It gave me a chance
to
practice. My fault.
So you have two agendized items before you today. First is the county budget and separate from that, the second item is the budget for the successor agency. And you've already opened the county budget and my recommendation would be to continue with that here from CEO on the final pages for that. Make the motion on that and then close that out then separately open the second item as to the successor agency receive any public comment and make a motion within that to keep those two items separate.
Very good, thank you Mr. Gazzani. Okay so we will hear from Mr. Allen?
Just wanted to note that in item one of the fiscal year 2014 recommended operating plan and budget, that would be inclusive of attachment E that the board has gone through and approved. And also attachment 1A which were the CEO recommended expansions and those would be included in recommendation A. Yeah, they have been updated for the board. These are the final versions that have been passed out to the board.
Okay, so Mr. Gazzone inside of our motion though do we need to also approve BCD or how's it? A through-
Yeah, the A through F. We've already done E. Noting that E has been already dealt with.
So would somebody like to I propose a motion for A through F with E already being accomplished. Mr. Gazzone?
Just for clarification, the E was already subject to the separate vote so you've got A through D and F. A through D and
F. We're looking at the agenda. It's in the back of the Addendum to the Agenda Board of Supervisors.
That's not any different than the recommended actions in the board letter under tab one in our binder. Because this is these are recommended actions 1 through 6 but you're using letters so I guess it was done differently.
Well, I picked up one of these in the back of the room
here. Those those are the same recommendations
Thank you. Thank you. Thank you very much.
Attachment a one is the CEO recommendation recommended expansions and then attachment e were the board adjustments that we concluded just previously
Okay. Well, mr. Chair, I'll make a stab at it if we're ready for emotion.
I'm sorry
He said I'll take a stab at it if we're ready for motion. Yes,
we are
All right, well I move that the Board of Supervisors adopt the fiscal year 2014-15 recommended budget including the CEO recommended budget expansions and restorations. That we approve the final budget adjustments to the fiscal year 2014-15 recommended budget and that's also including attachments A1 and attachment E. That we delegate authority to the county executive officer to execute renewal of single year grants and contracts.
And approve changes in cost of those contracts up to 10% without returning to the board. That we adopt the resolution of the Board of Supervisors entitled In The Matter Of Adopting The Budget For Fiscal Year 2014-15. And that we approve the fiscal year 2014-15 work objective for the CEO office to coordinate an interdepartmental countywide ILOVIST initiative within existing budgeted resources.
4:55 – 4:5721 turns
It's been moved and seconded I just little clarification because they don't see anything on this worksheet that does say on the cost Esperanza. I don't know if we need to note this as part of the attachment that that is that those are being held it's not just like every other item on here.
Supervisors, through the Chair, we understand your direction and that we would follow that direction and not release any funds until they come back to you with a D item. Okay.
Supervisor Wolk?
Thank you Mr. Chair. Do we need to as part of this motion indicate where the $60,000 should go to contingency or the restoration fund?
