Welcome to the installation of elected officials, excuse me, the installation of officials elected in 2020 and the convening of the 2020 Board of Supervisors. Every two years we meet to install members of the Board of Supervisors who've been elected or re-elected to represent the residents of Santa Barbara County This is a special day for Santa Barbara County and an important moment for us to celebrate democracy at work in our local community.

The incoming chair is given the opportunity to design the program, and feature special guests for the installation ceremony. This year our newest colleague and incoming Chair Supervisor Bob Nelson has had the honor of planning this installation ceremony. The clerk will now introduce the color guard.

Chair Hart and members of the board, I would now like to introduce the Band of Brothers under the direction of Stephen Baird who will be leading us through the presentation of colors and the Pledge of Allegiance. The Band of Brothers are also recognized as Echo Group which is organized and run by Veterans for Veterans. The mission of Echo Group and Band of Brothers is to provide support to American veterans and their families through sports programs, mentoring, and emergency interventions.

Healing through camaraderie and competition is both their mission and their motto. Through recreational sports, the organization has noticed a healing begin to take hold as veterans become valuable team members again and have others to count on once more. Additionally, their members have taken on a role as youth mentors throughout our community as both coaches and volunteers. In 2017, the organization partnered with local leaders to open a stability home known as La Casa de Flores named in honor of Judge Rogelio Flores that was designed with the intent to end veteran homelessness on the Central Coast.

Currently, the home houses 12 veterans and future construction to expand efforts is in the works. Band of Brothers is also active with Santa Barbara County Stand Down and Veterans Treatment Court.

Mr. Williams previously represented the area along with over half of Santa Barbara County and a quarter of Ventura County in state assembly From 2010 to 2016. Prior to his service in the Assembly, Mr. Williams served seven years on the Santa Barbara City Council from 2003 to 2010 and also served as a trustee for Peabody Charter School in Santa Barbara. His first term of office as supervisor was marked by responding to the 2017 Thomas fire and subsequent debris flow.

Mr. Williams grew up in Santa Barbara County and attended local schools. In addition to his service in elected office, he taught at Antioch University in Santa Barbara, worked as a junior high school teacher, as well as a legislative aide to former California State Assembly member Hannah Beth Jackson. Let's congratulate Supervisor Wilson.

In a slight departure from our usual practice, we will not be administering the oath of office during today's program. Thank you that concludes our business We have remarks from the outgoing chair and the ingoing chair, so I will start off. I have been speaking a lot this past year, so i'm going to keep this very short today. I want to thank the employees of the county family. The term essential has taken on new meaning this last year and I can't tell you how proud and honored I am to work with all these dedicated public servants The breadth and depth of services and issues that they tackle each and every day of the year on behalf of county residents is laudable.

I'd also like to extend my gratitude to Jacqueline Alexander, and the clerk at the board's office. You've made my job very easy up here. The pandemic served up a curveball for public participation, and you and your team have handled it with grace. I want to thank Mike Gazzone and his team of County Council, my favorite buzz saws for their counsel and guidance.

Let me please take just a moment to thank Ms. Miyasato and her executive team, Terry Mosnisch, Nancy Anderson, Barney Mleckian and Jeff Frapwell for their outstanding leadership through this extraordinary year. I've said this before and it bears repeating there is no one you want more in the trenches with you than Mona. We're so fortunate to work with such a dedicated and capable team that she helms day in and day out at the County of Santa Barbara.

I'm also very grateful for the leadership of our Public Health Director, Dr. Vonda Renoso and Dr. Henning Anzorg, our public health officer who have worked tirelessly this year to protect the health of our community every single day. Suzanne Grimacy, Jackie Ruiz, Gina DiPinto all of you helped tremendously in preparation and facilitation of the many 75 COVID-19 press conferences. Thank you all.

I also want to thank my board colleagues for the collegial, collaborative and productive relationship we have working together. It is such a pleasure to work with each of you. I know deep in my heart that we are each striving in our own unique ways to make Santa Barbara County the best it can be for every single resident in our community. And to my staff, Ashley, Ethan and Chris, I can't thank you enough 2020 was an intense year and given the pandemic, the workload increased exponentially.

But each of you delivered and continued to provide top-notch constituent service, wise counsel, and incredibly good humor. Thank you sincerely for being such really good friends. Lastly I want to sincerely thank every resident of Santa Barbara County for their patience and perseverance during these extraordinarily difficult times. I'm incredibly proud of the work we've all done together to rise to this challenge.

We are a tough, resilient and compassionate community and I'm honored to have served our community as chair of the Board of Supervisors this past year. Finally, to model for our country what a peaceful transition of power looks like, I present the incoming chair of the Santa Barbara County Board of Supervisors, Super Bob Nelson with the gavel. I know you will do well.

Thank you. I just wanted to express my gratitude to outgoing Chair Greg Hart, he's been the face of the board during an unprecedented time and the Board Chair doesn't have huge powers beyond the rest of the board members but you've been called upon to really step up in a way no board chair has ever had to do before and you've done it with good humor with dignity I'm just so grateful and thank you for your leadership.

Oh hey, see DOS the colonies are going to be going first from now on. It's all good. It might be a trend. I don't think so. So, you know, I just wanted to say, you know, Greg Circumstances have a weird way of sometimes, I don't know if it's just the stars aligning or whatever. But your personality fit perfectly what we needed this year. This year we needed that calm steady hand on the wheel.

And you provided that in spades. I also want to thank your staff, sometimes those folks get overlooked and I know you mentioned them by name but when you're the chair, you've got so much other stuff going on that they were a great resource for my office. And those times that you put in, those innumerable press conferences. I just want you to know that did not go unnoticed. I would log in and watch it and log out, and I know there was a lot more to it than that.

So I just want to let you know my fellow board members and I got together and little show of appreciation purchased you a gift card to REI which so you can get outside, breathe some fresh air, and hopefully relax because you definitely earned it. Thank you.

UnidentifiedUnidentified speaker 2Proposed24:30

I

CommentMadam ClerkProposed · by introduction24:34

want to express how blessed I think this board has been by your chairmanship. It's a little bit of history that Greg, there was folks who wanted to end Greg's political career and they were almost successful. And Greg stepped back in after our bruising fights earlier on in this last couple years on the council. And I just want to express how thankful I am that you did it, that you stepped back in despite knowing how ugly It can be.

And I think we're blessed because of that steady hand that was mentioned, but also because Greg gets that things have a long lifespan that the actions that we take reverberate and have ramifications and he thinks about it And he listens and sometimes he changes his mind, which I know in this day and age never happens. But I think is the mark of someone who's really trying to get it right, really trying to navigate the hard stuff. And it hasn't gotten any harder than this.

So I think that constituents of the second district are extremely blessed and we have been blessed by your chairmanship.

Thank you, Supervisor Williams. And over the last couple of years running for office everybody asked me what was I most nervous about? And previously being out there in the audience and never getting a chance to be up here in the big seat as I call it that didn't make me nervous although I am nervous now. What kept me up at night was the 75 press conferences.

When I read that in the news talk the other day, you know, I did my quick math and that was one every five days for an entire year. And I know the content and the time that your whole entire staff put into that. And thank you Second District for your service to our county. I know as chair sometimes you have to put your priorities and your goals for your district aside for the betterment of the county And you've done that this year in a way that is quite impressive. And so on behalf of the people, the fourth district I thank you Greg and I look forward to following in your model as someone who represents the entire county. So thank you Greg.

So I think I get to make some remarks now. And I don't want to be a supervisor that's long on speeches. That's not...

UnidentifiedUnidentified speaker 2Proposed33:49

Again, thank you Chair Hart for all you did for us last year. I'm sorry Supervisor Hart but thank you. It's gonna be a hard habit to kick for the community. As I said, I don't want to be long on speeches but I do want to take the opportunity to thank some people. This is a unique opportunity for me so first of all I want to thank you my colleagues for electing me chair.

I know that over the last couple months i've got a chance to meet with each one of you and I know despite that we have different philosophical backgrounds and maybe some beliefs and diverse constituencies that we all want what's best for our county. And I trust that we are going to work well as a team. So, I ask for your patience and grace over this next year as I evolve into and mature into this position and I look forward to the next year and the next four years serving on this board.

As was mentioned before as chair, I got a chance to design our meeting today. And because it's COVID everything's a little different. But I did want to recognize the members that participated today. First off the Band of Brothers. There's no nonprofit that I know of in my community that does more with less. It's a Organization that's both in Lompoc and an orchid and Santa Maria, so I thought was quite fitting that they'd be the ones to do the color guard today They are truly a volunteer organization true true string budget and They really have made their life a commitment to others of course in their service in the military and then Their service now in their community camaraderie accountability that they provide for each other and what they've done with the Veterans Treatment Court, veterans homelessness.

They've actually created their own house and the crisis intervention teams that they send out with our crisis intervention teams is a one of the unsung heroes in our community. And I thank the Banna Brothers for their participation today. For our invocation today, Pastor Bloom was able to do that and obviously he's a special person to me and I think the feeling is mutual but from his prayer.

He's one of the people in our community that still calls me Bobby so we've known each other for quite some time. Some of you may or may not know my dad was a minister in the same denomination that Pastor Bloom was in and although my dad passed away when I was younger there's that kind of commitment that we have to each other being a part The assembly God denomination.

And so it was a real honor to have him today. He is a leader, he has such a great example of somebody who gets things done with sincerity humor and humility. And so I think was very fitting that use with us today. And for everybody out there, those were all prerecorded. So we saw more than the normal people in a crowd but there was one other guest that I asked to come but unfortunately COVID circumstances did not make that possible and that was Brooks Firestone.

And so many of you know Brooks as a former member of this board, former third district supervisor. And Brooks has always been someone I've looked up to and I think he set a good example. He's been encouragement to me and he's someone who brought the county together. You know when he came to become supervisor there was talk of a county split And whether that was the right thing or wrong thing, but it didn't happen. But Brooks was the one that kind of came together and brought both sides to the table.

And that wasn't the future of our county. And I hope that we've been stronger together since then and that we'll be stronger together moving in the future. And that's an example that Brooks have brought to me and I thought he would have been a fitting speaker for us today especially in these times. Some other people that I'd like to thank is first of all my constituents, the people of the 4th District, the voters of the 4th District for selecting me as their supervisor.

You've done so much for me and I'm thankful for you entrusting me with the opportunity to represent you zealously on this board. The secret of my success for a long time has been my wife Jamie. We married at 20 years old. We were best friends before that and we've grown up together My success is our success, and she's made me the man I am today. She's my true partner in every sense of the word, and I want to thank you.

To my kids, Andrew, Erin, Zeke, I could not be prouder than I am of you, of any three other human beings in this world, and I hope to return the favor. This political thing often seems like it's for me, but I think the world of you and I think about the world that you're going to grow up in and I want to make it a better place. And so that's what I do what I do and I think that's what my colleagues do as well and I hope to be a part of that.

I also want to thank Peter Adam, even though he's not here today with us and you know he. He gave me a chance to serve and give me this opportunity to be part of this county family and I think him for that he mentored me. He became my friend. He believed in me and supported me. And even though some people out there in the community may not think negatively, I really hope my service is part of Peters legacy in this County. So thank I also want to introduce my staff.

So when I ran for office, one of my campaign promises was that I was going to make sure that I had a better staff than Peter Adam had. Well, I agree that's a high bar. I think I've accomplished that. First of all, I have Rene Farini who will be serving as my administrative assistant Lee Collier, who will continue her exceptional service to the people of North County as my district representative.

And Aaron Hankey, an accomplished young man that I believe that would be more than enough of a replacement of the previous chief of staff. So thank you all for being part of my team. I look forward to serving alongside them. Lastly, my priorities as chair. Many of those priorities are not going to change in the 4th District. infrastructure, fiscal accountability, superb service to our constituents and the tireless advocacy for the people and businesses and cities of the North County.

That said COVID has been a focusing event as a family I know we've grown closer. We've stripped back the things that we did that may have been superfluous and we focused on what's important I'm proud to say, I'm closer to my family and many of you may be as well. But I think that example can be shared here at the county where it's reminded us that we need to be more efficient.

That have a little bit of will in a lot of technology, we can do more and be leaner and meaner. And I think we're going to have to be. It reminds us that COVID also reminds us that two of the most important things in all of our lives is a job And you know those things have been threatened through this process, and I think you know as a board that it's me my resolution to work tirelessly on those things.

I think that we need to say yes to as many things that we can to help people's lives and i'm committed to do that. Supervisor Lavinino still getting used to that.

Thank you. Well I want to be the first one to congratulate you. You got your hands full but the one thing I want to mention about Bob. And I think we should all, staff needs to know this and your colleagues need to know this is you are a focused individual. You have a goal, doesn't matter how long it takes you to get to that goal. But we are I think one of the things and I think this is something that comes out of the fourth district a lot is we have to look at the long term and whether that's infrastructure or what our plans are but for those who don't know Bob and I go back a ways.

Actually, I was looking at one of my first commercials 12 years ago. And a very younger-looking Bob Nelson and a much, much, much younger-looking Steve Labnino were walking hand in, not hand in hand. That was not that kind of commercial, Bob. But we were together and I think the most trouble I got in the last ten years of being on the Board of Supervisors is when I appointed Bob to the Santa Maria Cemetery board and had a little bit of an outcry.

But we've stayed friends, and I just want to congratulate you. And I think exactly what you said is the most important thing, and that is that we are all trying to make a better place for our kids and our grandkids. Proud, your wife is Jamie and your kids are of you. You're already a stalwart in the Orchid community. I know a lot of people are looking up to you and counting on you. And I know that their faith in you is going to be rewarded so congratulations.

Hi Chair Nelson. I'm here as well as Jeff Lingren so we can answer any questions you may have.

UnidentifiedUnidentified speaker 2Proposed1:08:57

Thank you very much. The question I just had was a simple one I was wanting to confirm that Halama Beach is the only park asset we have in the county that we charge for beach access.

That's correct, it is a campground and we do charge for beach access there. Right. All right. Thank you. We do a good job.

ElectedJoan HartmannSupervisorProposedvoiceprint 0.841:09:22

Chair Nelson, they do charge at Kachuma not on the beach but more importantly this is a grant to enable us to study this area and bring perhaps parking and access to the beach that would not require paid parking. And I share with you a keen interest in ensuring that we have more North County access to the coast and to recreational opportunities so this is very much in accord with that.

Thank you, Mr Chair. I asked to pull this because I've had a number of constituents asking me about the county policy on landscaping and ground maintenance and how we deal with rodenticides, pesticides and herbicides. And so it this is really just an excuse to ask that question of parks and perhaps our CEO could talk even more broadly in answering those questions.

UnidentifiedUnidentified speaker 11Proposed1:11:19

Thank you. Chair Nelson, I can turn this over to Jeff Lindgren. Just the clarification that the parks policy is quite not the same as the county policy but we have been ahead of this curve for quite some time. We've not used road endicides that would damage natural wildlife but I'll turn it over to Jeff who can speak to it a little bit further.

UnidentifiedClerk of the BoardProposed · by role1:11:44

Mr. Lindgren? Good morning Chair Nelson, congratulations on your appointment to chair. Good morning Board of Supervisors. The Parks Division has for over 15 years has operated under the concept of integrated pest management Kind of popularly known as IPM, so we do not use any chemical fertilizers in our parks. We do not broadcast spray any herbicides only in very targeted situations. Do we use any pesticides such as destroying a wasp nest?

For the past eight years or so, we moved away from baiting and trapping of rodents. And we use a piece of equipment that injects carbon monoxide into the rodent burrows and they essentially go to sleep underground and don't wake up. That's how we control our rodents in our parks. So we've been For the most part, chemical-free within our parks for close to 15 years.

UnidentifiedUnidentified speaker 2Proposed1:14:10

Madam clerk. Would you now read item a eight into the record?

UnidentifiedClerk of the BoardProposed · by role1:14:14

Chair Nelson and members of the board, administrative item number eight is from community services. It is to consider recommendations regarding homeless housing assistance and prevention HHAP round two applications for the Santa Maria Santa Barbara County Continuum of Care COC in the county of Santa Barbara. And I would like to note for the record we did not receive any requests to speak on this item from the public.

UnidentifiedUnidentified speaker 2Proposed1:14:37

Thank you, Madam Clerk. I did pull this item. This item is for two projects totaling about $1.9 million to be spent on homelessness services using our HHAP funds. I know I'm still the new guy to the board and we're still feeling each other out. But these funds don't need to be spent till 2026, you know talk to staff about that. And I'm curious if at some point we want maybe want to hit the pause button on some of these expenditures to some of these programs till we as a board have a maybe a more firm direction and prioritization. I know we're going to be having homelessness phase two plan before the board on February 9th, and I'm really looking forward to that conversation with all of you for us to lay out our priorities. I know that we have staff and the continuing care doing the best they can, and I'm not disparaging any of these programs individually But you know, that's a lot of money and that may be money that we would want to spend differently if we had maybe different set of priorities.

And so again I know I'm new on the board and I don't know if there is any other interest in that but it was something that I looked at. I talked to staff and I understand, I believe they're on the call but those are funds that can be spent on various different There's a lot of different uses from emergency beds to temporary shelters, to case management. Those are discretionary dollars within the homelessness expenditures and so I didn't know if there was any other interest to maybe hit the pause button on some of these expenditures while we get to a chance as a board to collaborate and move forward?

not transcribed≈11s of audible speech the AI couldn’t make out▸ listen
CommentThomas BeckerProposed · by introduction1:16:36

Mr. Chair and supervisors, my understanding that it is that at least some component of this has an application deadline of later this month so even though the dispersal of funds is pretty open ended we have a application deadline for which we do not have another timely board meeting.

UnidentifiedUnidentified speaker 2Proposed1:16:54

All right thank you counsel that was something I didn't know but I believe that Supervisor Lavagnino had a question?

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.911:17:00

Well I'm glad you went to Mr. Ghazzani first because I think that answers the question. Yeah, I am my, I'm looking forward to the February meeting as well and to lay out kind of look at all of our priorities and how we're handling things but yeah, I would have supported your motion but it looks like we're up against the shot clock.

UnidentifiedUnidentified speaker 2Proposed1:17:23

Mr. Chair if I could clarify.

CommentThomas BeckerProposed · by introduction1:17:27

Chair, I think you're doing exactly what is going to recommend to hear more details from the department on this so that the board does have the option of either special meeting or putting in a placeholder application and maybe Mr chapter could address any revisions that could occur downstream if you did an application today.

UnidentifiedUnidentified speaker 2Proposed1:17:42

All right, I think I'd like to hear from staff. If my colleagues are okay.

UnidentifiedUnidentified speaker 11Proposed1:17:47

Mr goes on he's right there is an application deadline of January 23, and you have to have a project identified or identify the way you're going to spend the money. And there's two buckets of this money as well. The 2 million isn't totally the county's 1 million is, is continuum of care and they've spent months on this prioritize prioritization of the money. And they wanted to go to diversion programs. Now there's always a possibility of working with them to see if they would change their priorities, the county certainly we can change ours at some point but At this point it is a partnership with the COC and they've spent months on this process so just a clarification that 900,000 is the counties The other 1 million or so is the COCs, but we'd like to get this application and so that we don't miss this funding source.

And always I guess we can always revisit at some point and check in with the state and let them know that we may be changing our priorities. However, the money that we're spending we'd like to spend on from the hat is on a navigation center in South County. See if we can get 30 to 40 beds out of this process or this funding source.

UnidentifiedUnidentified speaker 2Proposed1:19:01

So I just like to further clarify that my desire is not to be That I'm not in favor either one of these projects. I think that they're absolutely good projects but I've read over the phase two plan, the draft in advance and you know the realization is that we can't do everything. And so I'm hoping and maybe this is a good chance for me to kind of kick that off that we as a board really dive in and figure out what our priorities are so that when we have first dollars coming Our county or the COC that we can, we can show that leadership in that direction for staff and the COC moving forward. I'm not saying that that's been lacking by any means but i'm just letting you know that my office and my commitment to this issue here and I look forward to working with all of you over the coming months on this Supervisor Hartman and then Supervisor Hart

ElectedJoan HartmannSupervisorProposedvoiceprint 0.841:19:52

Well, you raised some interesting issues which is always nice to have a new perspective on the board but there has been elected leaders meeting quarterly. Supervisor Hart chairs that and so we have an opportunity with the different mayors in the eight cities and others to talk about these priorities And it raises the question, you know how do we get this to the board as a whole. This discussion. And so I'm looking forward to February but workshops are some opportunity to really you and I have now both had a lot of experience with.

People unsheltered and what it takes to get them stabilized and into housing. And so it's a really there's many different pockets of activity, and how we could bring that knowledge to the board is a big question.

UnidentifiedUnidentified speaker 2Proposed1:20:47

Thank you Supervisor Hartman. Supervisor Hart?

GuestHartProposed · by introduction1:20:49

Yeah I just want to add that You know, fortunately the state has really stepped up in the last couple of budget cycles with additional funding to aid on the county and serving folks who are housing challenged and unhoused. And if that is going to continue, I think it will provide more opportunities for us to target our approach. But as Supervisor Hartman said in this particular instance with the tight timelines and the collaborative work that has already gone into setting these priorities through the Community Action Plan to address homelessness, I think it's appropriate to move forward and that we can have a really robust discussion when it comes to adopting that Phase 2 plan about what we might do to target funds in a different way. And one of the really interesting things I think has been the experience on the ground that we have had during COVID-19 and the new innovative programs that have been demonstrated, things that weren't possible, we've been able to move very quickly and deliver new models of service delivery that I think are going to really help us understand where we've been most effective, where we might have missed the mark And how to better target the resources that we will have in the future to make a better impact on this need.

UnidentifiedUnidentified speaker 2Proposed1:22:05

Thank you, Supervisor Hartman.

ElectedJoan HartmannSupervisorProposedvoiceprint 0.841:22:07

This is just an excuse for me to do a little advertisement. I had the opportunity to visit the Good Sam Sobering Center that's been in operation for 11 months last week and it is, I encourage all the supervisors to go there. They go out and deal with the houseless community they've been working very much in Isla Vista but they're also a place where people can come And I think it is a really important model. So if people could visit, I told them I would make this announcement and that they should be ready for other supervisors and their staff to come see.

UnidentifiedUnidentified speaker 2Proposed1:22:43

Thank you Supervisor Hartman. Any other supervisors?

CommentMadam ClerkProposed · by introduction1:22:47

Yes, I just want to echo the majority opinion that it would be my preference to proceed with this and have of course more discussions about what. This year very much be the year that we show our commitment to housing. And obviously, that affects both homeless individuals and potentially non-homeless individuals. So most of our production of housing have been for either formerly homeless individuals or folks wrestling with certain levels of mental illness.

Sure. The board can provide us any direction right now. It's the recommended action is likely approval of the homeless to plan which has already been circulated in draft and went to the cities but because it's before your board, your board obviously can provide other direction other information you would like that plans as a supervisor Hart said it's We will make sure there's time on that meeting date so the board can have a robust discussion about it.

Hello. Can you hear me?

UnidentifiedUnidentified speaker 2Proposed1:26:30

We can, Miss Hurley. Please proceed.

CommentMichael HurleyProposedself-stated1:26:32

Thank you for allowing me to speak today. I'm Michael Hurley and my wife Nora and I live at 2350 West Penny Street in Summerland. We along with other neighbors are hoping that there can be signage on the north and south sides of Wallace Avenue from Lookout Park to Middle Beach that would restrict extended and overnight parking and attempt to prevent littering Abandoned vehicles, crime partying and noise. Also the potential to live on Wallace Avenue for people in their vehicles besides the time restriction we also suggest that a vehicle length restriction is important to prevent RVs buses and particularly overnight semi parking since they will not have the one-on-one restaurant parking that they currently have And because Lookout Park and Summerlin businesses will be closed in the evening, we're concerned about who will be using the parking spaces.

So basically, we're just asking you to consider signage on both sides of Wallace Avenue that would restrict the time and the length of a vehicle using those spaces. Thank you for listening. Happy New Year.

UnidentifiedUnidentified speaker 2Proposed1:27:47

Thank You Mr Hurley Madam Clerk

UnidentifiedUnidentified speaker 2Proposed1:28:00

All right, thank you Madam Clerk. Is there any discussion among my colleagues?

CommentMadam ClerkProposed · by introduction1:28:11

Supervisor Williams. Well the this both Finney, Evans and Wallace have been an area of you know congregation of long-term parking of vehicles. Some of them have nothing to do with homeless individuals I'm sure occasionally that some of them have been folks who live in their vehicles but it is a hazard to safety as in there A number of areas where it blocks line of sight.

And, of course, you know it's having people living or working One of the more interesting ones is people using the area to, for mechanics to work on their vehicles. So we have a host of interesting ones that are kind of incompatible with both the residential and park usages I just want to say thank you to all of the commissioners for being adjacent to that and appreciate public works from having a can-do attitude. We asked for some additional ones that Coastal Commission said no to, but these are the ones that we think we can get. And of course, we are also looking forward to the redesign as far as the freeway project

Thank you. I just had a question if anybody from Public Works is here and that is what kind of signage and are there in response to the public comment are their length restrictions on the vehicle? I believe we have that at Beto Arabia and I know we have that in Isla Vista oversized vehicles aren't allowed to park in certain areas so I was just curious how Public Works could respond

UnidentifiedUnidentified speaker 2Proposed1:30:10

UnidentifiedUnidentified speaker 2Proposed1:30:14

UnidentifiedUnidentified speaker 12Proposed1:30:17

Good morning Chair Nelson, Supervisor Hartman. The distinction here is this will be a restriction on all vehicle lengths for the overnight so you're correct that in some areas it's better suited for the oversize restriction. In this case it would apply to those vehicles as well.

ElectedJoan HartmannSupervisorProposedvoiceprint 0.841:30:38

And could you just describe the signage again for the person who took the time to comment.

1:30 – 1:3311 turns

Sure, Supervisor Hartman through the chair it's your typical You know, white signs that outline what the parking restrictions are and the time limits on them. And they'll be on the south side and then the north side is already you can't park there without blocking the lane and as Supervisor Williams alluded to we're building a project there in the next year or two that will organize the parking and Road in terms of where you can and can't park.

And be well delineated.

UnidentifiedUnidentified speaker 2Proposed1:31:27

CommentMadam ClerkProposed · by introduction1:31:32

I just add that the Jameson restrictions will probably enhance public access. You know, I'm not sure that I believe as is cited in the report that it's hotel guests because you're not even allowed to check into the hotel without valeting so unless somehow people are like doing a shuffle and bringing two vehicles, I don't understand how it could be hotel guests.

What a lot of people don't realize is that there's a public easement through the hotel. And so everyone, a lot of people who know that park and go into the hotel to do beach access. So that makes it look like they're hotel guests. And obviously that's fine we want people to do that but we don't want people to be parking Thank you Supervisor Williams. Any other comments? This is to adopt a resolution declaring the month of January 2021 as human trafficking Awareness Month in Santa Barbara County and as I previously stated we have two requests to speak on this item and we will begin with Landon rank to be followed by Thomas Becker.

Chair Nelson, members of the board. My name is Landon Rink. I'm a lifelong Santa Barbara County resident and on staff with the Santa Barbara Alliance for Community Transformation, a 501c3 nonprofit working in Santa Barbara County and partnering with the DA's office. I am here on behalf of the Santa Barbara County Human Trafficking Task Force today to thank the Board of Supervisors for your consideration of the adoption of a resolution on behalf of our county in recognition of Human Trafficking Awareness Month. It has been said that when you know better, you do better. For the original members of the Santa Barbara County Human Trafficking Task Force and many other community organizations to follow this is very true regarding human trafficking that includes sex and labor trafficking as well as the commercial sexual exploitation of children.

Task force is a collaboration between county agencies, nonprofits and faith based organizations that have forged a path since 2013 to provide safe housing counseling resources education and prevention programs for the entire county. We continue to grow our collaboration and strength by the support that our local cities in county government have provided to us.

While January is recognized as Human Trafficking Awareness Month and the task force along with its partners have several events planned for this month, it is not the only time of year we present education and prevention programs. Since 2017 over 100 trainings were conducted with over 2700 participants of which 503 were from our county's law enforcement partners.

Education regarding previous assumptions, automatic beliefs and even verbiage in describing victims is the only way to truly learn how to understand and help survivors. Task force also provided 128 outreach and prevention programs across the county. Many people want to believe that this is a problem that's brought into our county from Vegas or from other parts of the one on one. But the fact is, it's mostly local people who are buying and selling our local women, girls and even boys since twenty seventeen of the 173 human trafficking investigations. Fifty one percent of the traffickers were from Santa Barbara County and ninety two percent were locals buying the sex.

From these investigations, there were 176 survivors, 43% of whom were from Santa Barbara County originally and 31% of whom were 17 and younger. Please remember that these survivors have had law enforcement interaction. This does not necessarily include all the possible victims that have been identified by community agencies, schools, and families who may have noticed red flags in behavior along the way.

The task force provides ongoing case management, emotional and moral support criminal justice system based advocacy financial assistance personal items such as clothing hygiene of course all of which we would accept donations for. This evening, the North County Rape Crisis and Child Protection Center will offer a Spanish language Facebook Live awareness event. On January 20th there will be a South County virtual vigil for survivors hosted by SB Act at which Supervisor Hart will be speaking. And then on January 28 there'll be in North County virtual vigil hosted by the North County Rape Crisis and Child Protection Center and Good Samaritan Shelter. We encourage you to join us and I will forward a link to the County Board of Supervisors to post.

Additional information will be on our website and Facebook page as well as on all of our various partners from the task force, and on behalf of the task force we want to thank you for your continued support.

UnidentifiedUnidentified speaker 2Proposed1:37:32

Thank you Mr. Link for your comments and your service to our community here. Thank you Madam Clerk.

UnidentifiedClerk of the BoardProposed · by role1:37:40

We will now go to Thomas Becker who is our final speaker.

UnidentifiedUnidentified speaker 13Proposed1:37:50

All right. Am I unmuted? Can you hear me?

UnidentifiedUnidentified speaker 2Proposed1:37:53

We can, Mr. Becker. Thank you.

UnidentifiedUnidentified speaker 13Proposed1:37:55

I just want before I begin to let everybody know that you have changed your system here. You're no people are no longer allowed just to call in straight away. That has changed. You also have changed the zoom setting where it used to be just being able to click your raise hand and talk but now you have to I'm going to give the agenda item in advance. Just be aware that you made it a little bit newer, maybe a little bit more complex for people calling in so be patient if somebody isn't there immediately they may be trying to contact you using your new system.

Anyway, I like talk about human trafficking awareness month. Um, I think we've been aware of human trafficking for a long time and How about China? China, where we buy 700 I don't know how many billions hundreds of billions of dollars of crap from China every year. They use forced labor slave labor. They use prison labor and gay have political prisoners in forced labor, child labor in China.

But yet we import hundreds of billions of dollars in Chinese crap from that country every year. And we're all guilty of it. Just this last few days ago, my family got a new convection oven. And I turned the oven around and looked at the back and it says made in China. I hope that's the last thing my family ever buys as made in China. So your resolution Mr. Nelson is very fine but you know that China is a major player in human trafficking, slave labor, child labor Forced labor from political prisoners.

I haven't read your resolution, but does it include a condemnation of China? And does it include the county disinvesting from companies like Amazon who bring stuff in from the slave labor country of China? Are you disinvesting from Amazon? How about Nike? Have you done anything like that? Okay, so your resolution is worthless and has no merit. If you Mr Nelson aren't willing to put in a resolution you can do it right now if you wanted to.

You can call for a vote condemning China and you know that Mr Nelson if you have the courage to do it, do it. If you don't just don't do it but China is a major major violator We're going to be talking about the importance of human rights. Slave labor, child labor, forced labor from political prisoners. You name it Mr. Nelson should put it in your resolution if you don't well that maybe says a lot about you thank you.

Supervisor William.

CommentMadam ClerkProposed · by introduction1:41:02

Well, I want to appreciate you for bringing the resolution the very fact that our county is a center of human trafficking is a badge of shame that we should all take steps to end to change And though I sometimes Mr. Becker's comments are intense, I want to add from the other side of the aisle that he is absolutely right on this issue. Human Rights Watch and other agencies have used satellite data to highlight how many How large of tracts of forced labor camps, mainly of ethnic Uyghurs are now in the Central Asian portion of the country of China.

Persecution against Christians, against Falun Gong, against Muslims and the forced labor of those folks as well as any political dissidents is ridiculous wrong, horrible but the worst part is that we sort of casually participate in it as a society because we buy their crap. Constantly, and we have not taken steps as a society or as individuals to stop supporting the authoritarian Chinese government's exploitation of their people.

So what can you do? Well, if you're going to buy a clothes or textile, you pretty much got to buy it from Europe, Egypt, Israel, Turkey, or Central America because almost all textiles are now having portions of Uyghur slave labor cotton. That's problematic as well as manufactured goods from China, as well. I think the power of consumers to add this and to not support it is undervalued by us, by society.

We don't have to participate and we don't have to support human trafficking through our purchases.

Chair Nelson and members of the Board, I see that request to speak has not logged in yet so perhaps...

UnidentifiedUnidentified speaker 2Proposed1:44:04

Well, I wanted to concur with your comments Supervisor Williams and Mr. Becker's about China. I have some significant personal concerns, but I believe this resolution It's focusing on the work of our county task force, which is doing some excellent work and I don't want to take away from that. I'm glad to be a part of it and co-sponsor any resolution that we wanted to do for this board condemning the human rights violations of China but I think that's for another meeting.

I think that the 101 freeway creates an unfortunate circumstance for our community being halfway between LA and San Francisco I've been really proud of my assemblyman up in the North County, Assemblyman Jordan Cunningham who has been doing quite a bit of bipartisan work on human trafficking up in the legislature. And so I'm hoping to get support to adopt this resolution today and we can address some of these other issues moving forward.

We have a 16 bed house that survives and supports survivors of human trafficking in our community On behalf of Good Samaritan, we wanted to say thank you for issuing this proclamation and recognizing Human Trafficking Awareness Month.

It is so imperative that we continue education and conversation around this super sensitive subject. The past year Good Samaritan supported 40 survivors of human trafficking in our safe house program. 90% of these survivors were local women from Santa Barbara County that were involved in sex trafficking This is important that we continue to talk about this. We continue to program, we continue to find ways to outreach to these women and to support the survivors. So on behalf of Good Samaritan I just wanted to say thank you for recognizing this and issuing this proclamation.

Good morning Chair Nelson welcome I was calling into specifically thank outgoing chair Hart for all his service and ditto the very wonderful comments from all the public speakers this morning. I have lost internet as of when Doss Williams was answering Tom Becker And so I still don't have internet. And I wanted to also express my concern regarding access to making public comment and the ever changing system that we've been going through since COVID-19 hit, it's really challenging for technologically challenged senior citizens like myself. So thank God we have Angelica Ramirez there to take phone calls and Jacqueline To answer questions, it's been a struggle this morning. Anyways I am looking forward to 2021. I do very much appreciate what the board has been doing in regard to dealing with COVID-19 homelessness.

I would like to see an improvement in our area of human trafficking as I myself have Submitted information on that in regard to the trafficking that I've witnessed going on, on the cannabis farms in Tepeskaya Canyon. And this is another industry that just seems to promote that option which is very sad. The other thing I wanted to say was, I just want everyone to pray for our country right now and to remind people that one of the greatest commandments from God is to love one another and to try to love others as he has loved us. So I appreciated the prayers from Pastor this morning from First Christian Church and as a Christian, I strongly believe in prayer and hope and pray that our leaders in our county, in our state, in our nation make the right decisions moving forward with regard to everything that's going on.

Let's keep democracy in place and do our best to support the rights of others in all areas. Thank you for listening And all of you have a good day. Bye.

Thank you. Thank

UnidentifiedClerk of the BoardProposed · by role1:58:32

UnidentifiedUnidentified speaker 10Proposed1:58:33

Next next. The rainbow graph, sharing with you the anticipated blueprint metrics that will be announced at noon today. As you can see in the last four weeks we have seen a dramatic increase in our adjusted case rate So to start with, our unadjusted case rate for this week is 64.8. Because we exceeded the state median testing per daily at 459.9, we were adjusted a bit downwards so our adjusted case rate stands at 64.

The case rate, as you can see is astounding. It's astronomical and aligns with the numbers that we have been seeing on a daily basis. We anticipate being on the rise until at least the end of January due to the holiday travels and the gatherings next. This graph describes our seven-day average community testing positivity percent. Our health equity metric as depicted by the blue line, it has shown an increase of 90% within the last four weeks and a testing positivity of increase increased by 113%.

So again, we are seeing the post-holiday surge in these metrics. Next. With regards to ICU capacity, four weeks ago Santa Barbara County had an adjusted I see you capacity of 38.4% so that describes the staff adult ICU beds available to our community on December 24 we dropped just below 15%. On January 5th, we hit 0% and our actual as of yesterday is hovering around 11%. So when the state is looking at our adjusted ICU bed capacity that drives the determination of whether this county remains under the regional stay-at-home order.

CDPH ran the numbers and it is anticipated that we will remain under the regional stay-at-home order for Southern California because of four weeks ICU capacity projections do not meet the criteria to exit the order, which is the minimum of the 15% ICU capacity. Next.

UnidentifiedUnidentified speaker 2Proposed2:01:31

Can we go stay here for just one moment? Sorry to interrupt you, Dr. Donovan-Renoso. You said 0% capacity. Would you just maybe describe for the public the surge capacity? Because I think when people hear that there's 0% in ICU it causes fear and concern. And I know it is a concern but whether that means you can be treated if you have a heart attack or not, I think it's really important for the people to understand. That portion

UnidentifiedUnidentified speaker 10Proposed2:01:56

absolutely. Thank you, Chair Nelson. So when the state looks at our ICU bed capacity it is something it says it is a metric that our hospitals submit based on the 91 beds that are staffed when the number of. When the number of ICU patients filling those bed exceed the 30%, the number of availability gets adjusted. And so while the state says that the adjusted ICU capacity at zero, you're absolutely right. It does not necessarily mean that all beds are filled. Hospitals do have surge capacity built in and so they will turn Next.

With regards to testing opportunities. This is a table that describes available public testing opportunities in our county, starting with North County. We continue to have our state OptumServe site at the Santa Maria Fair Park. The hours are from 7 a.m. to 7 p.m., on Sunday through Thursday, and the capacity at that site is 165 tests per day. The appointment access is any day within a two-week timeframe. So what that means is that each of the state sites release their appointments on a two week basis. So community members would need to call in almost on a daily basis or check the website to make sure that they get slotted in.

In addition to our state site, the public health department has a walkup and the hours are listed and we can test 75 community members A day, we primarily have prioritize our walk up to serve the essential workers that we are now opening that up to the public and availability is same day to the next day. Again, we are opening that up to the public. Simply because we want to make sure that that testing site is well utilized.

We continue to have testing site in built-in as well as in Goleta at the Goleta Community Center. What is new that I'd like to share with your board, is we stood up a walkup no appointment necessary in Isla Vista and We launched that last Friday and we're, and we were there on Saturday as well. So this is a show up and get tested. Allocated that we would do only 75 tests, but overwhelmingly because of the community members that showed up. We ended up doing four times that amount just in two days.

I'm newest in our testing option is the RV, the mobile testing unit that is at the parking lot. It is open Monday through Friday 7 am to 7 PM we launched it yesterday. And there are approximately 528 appointments available each day. And we anticipate being at this site for two weeks and possibly exploring moving up to North County and in other locations throughout the county.

Next. With regards hand in hand with our rising case rate and with the testing opportunities, we continue to be diligent in our contact tracing per state guidelines. Currently we have 48 contact investigators, contact tracers on the public health. Department has 18 staff dedicated to the effort, and we are very grateful and very appreciative that we have 15 redeployed staff from other county departments joining our efforts or joined our efforts. And this has been off and on commitment from other county departments as we have ramped up due to increasing caseload. We have 15 state staff assigned to our county, and we are about to hire 5 additional case investigators slash contact tracers.

Uh, we are the team is operating 7 days a week with a weekday team consisting of anywhere between 30 to 34. Next slide, please. This graph describes the percent of cases that our investigators and tracers have touched. So, we started collecting the data per state reporting requirements in September 25th through October 24th. We were at 80%. The following month for October 25th through November 24th, we increased to 83%.

So what this means is that 83% of the new cases that were tested positive were connected to our investigators and tracers. In November 25th through December 24th, that's when we hit the surge. Our contact tracing investigation decreased to about 71%. And with the last part of the year and that last graph, the date should read December 25th through January 10th.

So we've done about 59% And we still have more days to account in this rating period. Next, our contact tracing collects information not only do we collect demographics and cases exposure but we also ask the respondent to Answer questions regarding their occupation. So this graph describes the respondents answers to their place of employment. This data is for week 52 and again because of the surge, it captures only 49 41% of our interviewed cases we are still processing approximately 59%.

of the cases in week 52. We have started analyzing the occupation data for week 53, but we still have significant numbers to go. Wanted to make a note that these are occupations identified in the case interview and it doesn't necessarily imply that the workplace was where the disease transmission occurred. So as you can see, clerical slash management health care under 18 retired unemployed categories. These all comprise a larger percentage each of cases in week 52 compared to the overall percentages during the pandemic.

And as we've noted in previous presentations, the percent of cases that are agricultural workers 3.3% is much lower than in the overall percentage during the pandemic at 13%. Next. I'd like to give your board a brief update on our vaccine efforts. But before I start that, I'd like to just provide information on the vaccine allocations and the flow from the federal government to our community. So it starts with our federal government allocating specific numbers of doses to our state, our state based upon population allocates to the 61 jurisdictions. So Santa Barbara County receives a set amount of vaccines of that amount The public health holds some of that vaccine to be distributed in our community vaccination sites. The bulk of it goes to our community providers, so with the rollout of vaccination in throughout our state, the first.

Tier in phase 1A was really focused at immunizing, making sure that all of our hospital workers were vaccinated. So that was the first initiative and within the last three weeks with 13,975 doses distributed to our community providers which include hospitals, which includes private providers, medical groups. We note that 53% of what we have given to the community partners have been vaccinated in the past three weeks.

We began our public community vaccination last week Medical services workers, and we were able in 3 days administer 40% of the 2800 doses. And so we anticipate that as we receive more doses from the state and as we have more community providers approved to vaccinate, and as they are capable and ready to vaccinate the eligible population that we will quickly expand the reach in our county.

Next. So, this slide describes who will get vaccinated and where they can get vaccinated and in what places. For right now we are focused on vaccinating our Phase 1A Part of the holdup in the past three weeks was the strict adherence guided by CDPH on tier one, tier two and tier three within phase 1A. However, given that last week our state allowed concurrent vaccination of the three tiers we have been able to quickly go through all the eligibles and offer the vaccine to those who want them We want to point all those who are eligible in phase 1a if you have not heard from the public health department or through your employer, we have a website that you can send us.

I'm going to go ahead and open it up for questions. If you communicate with us at vaccine, SBC PhD.org or there is we are continually updating our website with current information and you can also go on to our website and there's a specific page dedicated to vaccines as I mentioned earlier with the public health department is conducting community vaccine clinics, and those are typically called pods.

And they are available to all those who are eligible. We are also partnering up with our healthcare providers and beginning to partner up with our retail pharmacies as well. Next So this slide describes all the different jobs, different sectors that we are immunizing. We are vaccinating in Phase 1a. So again, this is what our current focus is on making sure that all the people in these job classifications who are interested in receiving a vaccine, get that opportunity. And of course this is not exhaustive. This is really our best broad categories so if there are community members who are wondering If they fall into phase 1A, we invite you to visit our website or also send us an email communication.

Next. The next phase we anticipate will happen in early February. So right now, we are focused on vaccinating the Phase 1a starting early February or sooner If we finish with the tiers in the phase 1A, our priority will be to proceed within the tiers until we are notified by our state health department. We will be focusing on 75 plus as well as other eligible job classifications within the phase 1B category. However, I just want to make a note that we are not taking registration at this time for the February vaccine clinics. We will open...we anticipate opening up next week as we are completing Phase 1A We will do broad communication through media, through outreach to assist agencies as well as individuals in this broad group.

Employers will be notified in sectors that they have workers in these targeted groups as they are eligible.

One moment, Dr. Dober and also a quick question so during 1A we were able to start off with tier one then move the tier two and three concurrently do you expect to see that with tier 1B at some point? Are we going to open up for tier one first and then do them both concurrently before moving forward could you speak to that?

UnidentifiedUnidentified speaker 10Proposed2:19:41

Yes, Chair Nelson. I think that we are hesitant to open to proceed all tiers in Phase 1B concurrently without guidance or without leeway or flexibility from CDPH.

GuestHartProposed · by introduction2:20:02

Thank

UnidentifiedUnidentified speaker 10Proposed2:20:03

you. So far, so far the communication from CDPH has been if you've done your due diligence in vaccinating all those in phase 1A who are eligible and who want a vaccine then you can proceed to the 75 plus in 1B. In our county we have were on the cusp Of finishing up phase one a we're not there yet. And so we anticipate all doubling down all hands on deck efforts this week, so that we can finish the face 1A

UnidentifiedUnidentified speaker 2Proposed2:20:42

Thank you. Please proceed

UnidentifiedUnidentified speaker 10Proposed2:20:46

next. The next phase coming up will be Phase 1C, as well as additional phases. And what I'd like to note with Phase 2 and Phase 3 is that there's really no hard information regarding Phase 2 and Phase 3. We anticipate Starting phase two, which is all persons six years or older and not already recommended for vaccine in Phase 1A, 1B and 1C with additional guidance from CDPH.

Things are very, as Dr. Ansorg reminds me things are moving so fluidly we have these boxes that describes phases and tiers however we also know that with a new administration at the federal level We can have increased vaccine availability to our state. We also know that our governor is very interested in making sure that we offer at least a million vaccines by the end of the week, so we are continually receiving new guidance on an almost daily basis, Until we get that flexibility, that nuance at the local level.

Next. Next. And that ends my presentation and I am open for questions and I'd like to I want to acknowledge that our health officer, Dr. Ansorg is also available on Zoom for questions as well.

Supervisor Hart?

GuestHartProposed · by introduction2:23:02

I just want to congratulate public health on the significant new testing capacity you are describing today having the mobile testing unit and Timely and important. I know there was a lot of interest from the public in the walk-in testing that occurred in Isla Vista, and one of the best parts about that is the fact that results were available almost the next day. I've heard directly from people who are really impressed by how well that went, and think that's really something to be proud of and grateful for.

I also really appreciate the clarity of the vaccine rollout description that you had today on slides 13, 14 and 15. That is the best description that I've seen to date. Very clear who is eligible? These people are eligible now. This is what's going to happen in February and March. And I appreciate Dr. Dorminoso speaking about how dynamic this is and challenging But the more we can use simple English and clear timelines to describe what it is people can expect, I think the easier it's going to be for us to manage and be successful with the vaccine rollout. One of the things I am concerned about is the, I think there's going to be tremendous impact on the public health department from inquiries from people who want to know where they are in the list.

That you're planning in advance to have the capacity to respond to those email inquiries and others. We're getting a lot of calls in my office from people who would like to know where they are on the list, and they have very specific questions. And I'm worried that as this volume expands and increases that we may not have the ability to get back to people in a timely basis. So I hope you're thinking about that.

UnidentifiedUnidentified speaker 10Proposed2:25:02

Supervisor Hart through the chair. Yes, those are my worries as well. Although I have approximately 2.5 FTEs dedicated to just being responsive to community questions on vaccines. You're absolutely right. The volume is increasing exponentially as well. So together with Assistant CEO at Moss Nissage We are refining our website continually to make it easy for community members to find answers, as well as standing up together with our OEM call center to be able to respond to some of those questions as well.

Thank you Supervisor Hartman

Thank you. Thank you for the presentation, Dr. Del Reynoso. I have a question from Laura Capps who's on the Santa Barbara School Board and she's saying a priority is vaccinating teachers and school staff. Have the schools been involved with planning for how to do this? And I think this question goes to all employers. How does public health, do we reach out to the employers and then they organize it or Can you give me a better sense of how people are learning about when they're to be vaccinated and where?

UnidentifiedUnidentified speaker 10Proposed2:26:30

Yes, those are really good questions. So we signal the availability of vaccine to the eligible groups and we communicate that through the employer. So, what we did in phase 1A when we were focused on frontline patient facing healthcare workers was that we sent out communication to all of our health care providers a letter. Inviting them to register their staff.

Once those staff are registered, we have a contact that we send appointments actual appointments and to the to be vaccinated with so that was a very small focus group. Now that when we move to phase 1B again, we'll be focusing primarily on the first round on the 75 plus and then proceeding onto the essential workers. And this is where we will be refining what we learned In employer communications from the first phase and connecting.

As with education, we will be connecting with districts and superintendents as well as through a letter that details the eligibility and offering the link to register. And then the process will repeat with us sending the eligible community member, an appointment.

ElectedJoan HartmannSupervisorProposedvoiceprint 0.842:28:19

And if I may follow then, the people 75 and older many of them won't have employers so how will you communicate to them?

UnidentifiedUnidentified speaker 10Proposed2:28:27

Right so we also have our health care partners so I'm happy to report that the public health is 112th of the effort. We have 12, currently we have 12 other healthcare providers in our community who are also offering vaccines. On top of that, we have five retail pharmacies that are coming on board as well. We imagine that it is going to be a combination of 75 year olds And above going through their health care providers, going through our public pods. We're also developing mobile clinics to specifically offer vaccine opportunities in specific locations and specific populations such as.

We anticipate reaching the 75 year old through again service providers as well as health care providers.

And my final question just is to emphasize or reiterate, we're hearing stories throughout the nation where vaccines are being refrigerated and not getting into people's arms. But I think you explained that we have 53% over a three-week period that we are getting. Could you describe that process a little bit? How we compare to other places in California What's a good number?

And so

UnidentifiedUnidentified speaker 10Proposed2:30:18

I believe if I can remember correctly, our governor disclosed that we as a state were. I believe 27% on Sunday and last week at that number was 21%. Nationally the average is about 30%, so I believe that all of our efforts all And all of our partnership with our community providers have landed us at a fairly high administered rate in our county. And again, we won't be satisfied until we can improve on that percentage as well.

Right now- Right now, I'd like to update your board as well that we have 49 approved entities for vaccinating. And so when they are ready to offer vaccinations to their eligible population patients then we will expand our circle of 12 providers to include additional ones.

UnidentifiedUnidentified speaker 2Proposed2:31:41

So Terry

Yes, good morning chair members of the board specifically as Dr mentioned our 1st and primary source is the website which has been recently updated, which is public health SBC dot org. As previously noted but in addition to specifically answer the numerous questions regarding vaccination and when is it my turn? We are asking the public to use the 2-1-1 hotline as our primary resource. Specific questions will then be referred to our call center. We do have eight individuals currently answering phones within the call center, once referred from 2- 1-1.

And we are adding additional so that will certainly help over the course of the next several days. We will and to answer Supervisor Hartman's question as well, and as Dr. DeBernoso indicated, we do have communications which will be rolling out very shortly To notify all the different opportunities for those 75 and above to reach out to get vaccinated assistance with transportation etc.

All that information is forthcoming. So please utilize 211 and our website as your primary sources of information.

UnidentifiedUnidentified speaker 2Proposed2:33:18

Thank you, Supervisor Williams.

CommentMadam ClerkProposed · by introduction2:33:22

Well I want to echo Supervisor Hart's comments that the capacity to do 1100 tests a day is market improvement. It's really important And and on the vaccine vaccines, I do think that distributing 54% of what we have compared to the statewide average 27%. I know there's a day gap in that comparison. So it's not completely. Apples to apples comparison, but I think that means that you guys are measuring up well.

However, the anxiety particularly among folks with You know pre conditions that make them more vulnerable or the 75 and over crowd is the anxiety level is very high and so I do think That two things are really appropriate. One is, you know continuing to ask given that the feds are now pivoting towards the Biden model for distribution which is a more rapid distribution based on that when's the state expecting to get more supplies? When will our bank be replenished? When can we get more vaccines And then, you know I do think that for an orderly distribution and also to just assuage people's anxiety the sooner you guys can be ready for appointments for the over 75 demographic I think the better. I know that you have other things to do first it's understandable but I do think that will help allay a lot of anxiety in the community

UnidentifiedUnidentified speaker 2Proposed2:35:13

Thank you, Supervisor Williams. Is there any questions up in Santa Maria?

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.912:35:19

No thank you I think everybody's answering the main question and I've got jotted down exactly what we need to tell our seniors now so thank you

UnidentifiedUnidentified speaker 2Proposed2:35:30

And then I've got a couple questions for you, Dr. DiUrna. So so I have a little bit of different problem than some of my colleagues. I have some concerns among my constituents about vaccination being mandatory at some point. Has there been discussions on whether that is something that is talked about either at the state or federal level or local level?

UnidentifiedUnidentified speaker 10Proposed2:35:52

Because it is right now under emergency use authorization, it's not mandatory. I anticipate that once it has full FDA approval so we're talking about in two years that may be a different conversation and it will be left up to the employer as it is now.

UnidentifiedUnidentified speaker 2Proposed2:36:17

Right, thank you. And then the other question that I have and I think it's what my that I have for my constituents is about the stay-at-home orders and how long those have extended and then also what our influence is. And again this is my first meeting so that's first time I get a chance to ask this question but I was wanting to turn over to County Council just to clarify you know what the board's role is in especially the health officer orders with restrictions to personal behavior and business behavior?

Council.

CommentThomas BeckerProposed · by introduction2:36:50

Chair and supervisors, and we've talked about this somewhat before but I'll try to pull it all together in one spot here. So we are operating right now within multiple declared emergencies. And part of that includes the framework of the California Emergency Services Act. And at the top of that would be that emergency orders and regulations under that act quote shall have the force and effect of law end quote.

So we have a series of orders under the Emergency Services Act. Counties are political subdivisions of the state, controlling cases in this area when they look at preemption have stated that public health is a matter of statewide concern and that statement limits what can be done locally In fact, a local ordinance or regulation that conflicts with state law is simply void.

And that's probably the first cut on this is the relationship not within the county but above between the county and the state is that the states orders are controlling. Once we get to the level of the county I would say there's a shared responsibility on different aspects of public health between the board and the Public Health Department But while the board has the authority to supervise county officers, we have case law that says it does not have the power to perform those duties of its county officers or to direct the manner in which those duties are performed.

When we start talking about the Public Health Officers Authority, we have a series of state statutes that are quite prescriptive on the duties of the local health officer. And I think just for putting name tags on people, we have a public health department and then we also have a local health officer and those are two different people This is an area where timing is everything. But effective January 1st, 2020 a new state law came into effect within the Health and Safety Code that's 120175.5.

And the legislative history on that section is that that new statute arose out of San Diego County's experience after 2017 outbreak of Hepatitis A And after containment of that outbreak, which took some time, state auditor found that the city of San Diego and county of San Diego could have done more to prevent the spread of the outbreak. So within the legislative history, which does not control but just provides the context for that, there was an announcement that this bill makes clear the responsibility of local government and public health officers to protect the public against future communicable disease outbreaks So that's one of the statutes out there. There's a series of other statutes that talk about the duty of the public health officer, local health officer Dr.

Ansorge to direct efforts to curtail the spread of cuneifold diseases and that's what we go through on With the public health department on a virtually daily basis, my office is directly involved with public health and ensuring that the local health officers orders are within the statutory authority. So I think that's the general framework. So i think the board certainly has you know budget control and oversight of county officers But especially with respect to the local health officers authority. This is an area where Authority of the local health officer flows directly from the statute and the local health officer Has an express duty to comply with the orders of CDPH California Department of Public Health All

UnidentifiedUnidentified speaker 2Proposed2:40:40

right, thank you. That's that's very helpful The last question I have is for Dr. Dobernoso or Dr. Anzorg, if either one of you are able to answer this but there's a conversation that's happening in my community about the stay-at-home orders potentially having even though they've been strict, some of the strictest in the nation we continue to see our cases rise in California that potentially some of these orders may be backfired or had unintended consequences sending people into their homes.

And while those are not following health orders by having large gatherings that maybe it may have had the opposite effect on case rates is that would you mind commenting on that and do you see, you know state CDPH starting to maybe potentially acknowledge that or recognize that problem?

UnidentifiedUnidentified speaker 10Proposed2:41:35

I can begin and then Dr. Ansor can add. Chair Nelson, those are really good comments and we also wondered as well and from when I look at the epi data, I do see that travel has increased. I see that family gatherings continue to increase and I see a decrease In some of the sectors, like I see a decrease in the restaurant bars and wineries that used to be higher because of the stay at home order. So I wonder that although our cases are astronomically increasing at such an unbelievable pace It may be even worse without those restrictions in place.

As we see in some communities, I think that we even it's I totally can understand the frustrations as a community member personally socially academically professionally all of that but I want to say that comparatively because we have such Good partnership among our community members with adherence. That's why we may not see even worst case scenario like other counties.

And I do believe that part of the steep increase is due to the travel and the gathering post-holiday. Dr. Ansor, do you have additional comments?

CommentMadam ClerkProposed · by introduction2:43:29

Yeah. Chair, I have to learn the new chair name, you know? Bear with me. So Chair Nelson welcome to the board as a chairman and believe me we are very, very empathetic about the fatigue that people feel about all of these health measures and things like that. And we are attempting to pivot also to more and more explaining what is less safe behavior, and what is safer behavior in order to protect ourselves and our loved ones from this virus.

So any outdoor activity That doesn't include very close physical contact is obviously much safer than indoors activity, especially when there's poor ventilation or when people do not wear masks. So it's really important to stress the importance of these simple measures of wearing a mask and doing a lot outdoors and keeping a physical distance. There's so much new development with new virus strains that are supposedly, not just supposedly in England at least definitely more transmissible that these measures will have to remain in place for the better part of this year unfortunately but we have to be creative in finding safer ways get together in a safe way and not get isolated. And it's a fine line to walk, and we are just pleading the public to stay the course and take up the vaccination as quickly as possible.

And we are committed to really getting as much vaccine into people as possible and removing bottlenecks as we speak. And that is really the best we can do, and always open for input and discussion on this but I think I cannot stress enough how important it is at this time to continue with social distancing outdoors activities in wearing masks. It's really important.

Thank you, Dr. Donoso and Dr. Anzork for those comments just perspective from my office or from my constituents is there's definitely a feeling out there that because of increased orders and increased enforcement potential enforcement that people are going inside and some of these behaviors that we're trying to avoid were doing in the darkness enclosed doors outside of vitamin D that we all need to fight off this virus so I know that there's science to this, but there's also policy to this that we're all struggling with. And you know, I just want to make sure I have that voice to offer that from my constituents.

Supervisor

GuestHartProposed · by introduction2:46:54

Hart? Yeah, I think that you raise a really interesting point and it goes to communications and this has always been challenging because the information is dense and complicated and as we learn more about the virus We have to change what we're telling people. And one of the key things that I'm noticing is the communications about the vaccination have been really challenging because of this structure, of the description of the system. And I would just heartily recommend that we look very carefully at following that structure and that language because it is not intuitive and it is not easily understood.

us to get away from the term, the pod term. I know that's crept in a couple of times. We're really talking about public vaccination centers and on these little building blocks are important to communications if we start off with jargon and with tiers and 1A and 1B and C people will never catch up and never be comfortable with the system so I really would hope we you know from the beginning now When we have a chance, we got this great PowerPoint today that literally lists out everybody in fine grain detail. You can look at the list and you can understand oh okay I could get vaccinated now and if I'm over 75 I can get vaccinated very soon and as soon as we can put dates on these things the better Even if they're optimistic, I think that will help to clarify things.

Things like spring are really challenging to people. What does that mean? Is that the literal months of spring or is that three months from now? So all these little pieces are really important right now because we want everyone to understand that they are going to have a chance to get vaccinated sooner than they might think and I think that will help in terms of the issues the Supervisor Nelson raised about giving people Hope and optimism, and then the resilience to hang in a little bit longer following the public health order so that we can get the virus back under control.

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.912:49:04

Thank you. Yeah and I think part of that too is and I totally agree with Supervisor Hart the more we can make it the simpler the better but some of that too is that people will continue to hold on and do their part when they can see a light at the end of the tunnel. And one of the things that I heard from Dr. Anzorg was It was a little scary of saying that we probably will have these orders in for the better part of the year.

I guess my question is, how many people need to be vaccinated in the county before we would look at relaxing these stay-at-home orders? If people are vaccinated and we're moving through people in the next couple You know, why are we looking? Why are we talking about the better part of the year? And I'm kind of curious if there's math involved of how many people do we need to vaccinate before we can start opening things up.

CommentMadam ClerkProposed · by introduction2:50:06

Dr. Anzork. Supervisor Lavagnier let me just rephrase maybe what or how I said it could have been misunderstood. I did not mean that we will be in the stay at home order for the better part of the year and meant we would have to be conscious Of keeping a social distance and wearing masks for the better part of the year. I was not referring to the stay at home order.

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.912:50:30

Okay, thank you very much for that clarification So is there any math involved in, do we have a number or how do we calculate that when we say okay you know 30% of the people have now been vaccinated? Or 40% of the people have now been vaccinated. At what point do we think, do we get to the point where we can basically get back to normal of whatever that is?

UnidentifiedUnidentified speaker 10Proposed2:50:59

So from what we have read Herd immunity, the point where our community has some semblance of protection ranges from 40 to 60%. And that was early. Dr. Fauci is quoting more these days in 85% uptake of vaccines before we are protected. But I think that's a different conversation than the regional stay at home order, the regional stay at home order is based on ICU capacity and so as soon as we can achieve as a region better than a 15% I see you capacity for four weeks. That is the moment that CDPH will lift the regional stay at home order.

UnidentifiedUnidentified speaker 2Proposed2:52:00

Thank you, I'm going over to Supervisor Williams and come over to a supervisor Herman.

CommentMadam ClerkProposed · by introduction2:52:03

Well, and to try to get there as soon as possible and get to the point where we don't have such a shockingly high amount of transmissions. You know I know that visitors to Santa Barbara County out-of-state are supposed to be quarantining Where wherever they are if they're in a hotel or other things. Could we do a better job of letting people know that I mean it's a, it's a big deal and LA County they apparently let people know at airports. I know that, but that we are that hotels in our county are supposed to be letting people know this.

But I wonder if we could systematize it more at the Santa Barbara Airport or other locations. You know, the airport is under the jurisdiction of the city which is our partner in an effort to, you know, I was struck by your comments last week Dr. Ansorg at the press conference and if you feel like travel is a significant I guess the 10 day mandatory quarantine a bigger deal for travelers?

CommentMadam ClerkProposed · by introduction2:53:24

In my opinion, absolutely. Any movement and mingling of people will further the spread of the virus. So that is the reasoning behind limiting to basically make it harder for the virus to spread. And I agree, I think we should message this out more proactively.

UnidentifiedUnidentified speaker 2Proposed2:53:55

Thank you Dr. Ansorg. Supervisor Hartman?

ElectedJoan HartmannSupervisorProposedvoiceprint 0.842:53:58

Thank you. One reason it's so important for everybody to get vaccinated is there are people who can't get vaccinated, so if we get 80% or 75% for herd immunity. My question is who should not get vaccinated? Do we know that? What kinds of underlying conditions? Underlying conditions make you more likely to get the disease, so we want to vaccinate. But certain kinds of conditions may indicate that you shouldn't get a vaccine.

2:54 – 3:104 turns

CommentMadam ClerkProposed · by introduction2:54:34

Well I can speak to that Supervisor Hartman. The current vaccines one is approved for 16 and older and the other one is approved for 18 and older. So far Nobody younger than 16 can get the vaccine. Pregnant women should definitely discuss it with their obstetrician, the pros and cons for the individual case. And there are certain people with very strong immune responses to previous or other vaccines. They also need to discuss that with their personal physician what their health risks are Fortunately, we have not seen an overwhelming amount of side effects or vaccination effects or adverse events.

We have given about two and a half million doses in the United States, and there have been only 20 some cases Severe allergic reaction that was nobody suffered a long term from that they were all very reasonably treated in a very reasonable timeframe and recovered really well. So, from from our short rollout so far it is deemed. apparently safe vaccine for now. Obviously, once we have way more information after more vaccinations have been done, we might have to fine tune this comment but there's a very little amount of contraindication to this particular vaccine so people who have who have to take medication for to suppress the immune system will always be I think we have a couple more presenters here, so let's go ahead and move along to Miss Anderson.

Just while she gets ready, can I just bring up one more wrinkle? The efficacy for the vaccines on the basis of race differ remarkably. And part of that is because some sample sizes for the number of people of different ethnicities in the trial were low But for our next meeting, could you bring back whether that means that we should be trying to target certain vaccines towards certain demographics?

Because it's pretty shocking. Particularly, you know, for those of us who have mixed race there is so little data that the efficacy looks like It's very low, but it may just be that the data that the data isn't complete.

UnidentifiedUnidentified speaker 2Proposed2:57:55

Thank you. Supervisor Williams is Miss Anderson now ready?

UnidentifiedUnidentified speaker 15Proposed2:58:00

I am good morning Mr Chairman and members of the board can these slides be brought up? Thank you so much. So I'm here to just give you a quick update on some of the rise in business activity that's occurred over the past couple of weeks since we last updated your board, next slide. So we really haven't seen a lot of movement on the number of businesses that are self-certifying obviously probably most due to the stay at home orders that are in place We are at 4533 businesses that have working through our self certification process and our top 3 industries continue to be retail stores, restaurants in office workspaces.

Next slide please. So the last time we spoke with your board, we were advising you that we are updating our website in a few different areas but primarily related to our resources for businesses. So I've highlighted that this is a picture of our recovery SBC dot org website where we house all of our rise And attestation information and any resource that we think is pertinent to businesses in their process of reopening and working throughout the pandemic. So next slide, please.

So under the resources for businesses, we've spent some time over the last couple of weeks and updated this particular site to provide the most current information that we can find in regard to various resources throughout the state. Here we have our Workforce Development Board Business Resource Guide. This has been prevalently used throughout the pandemic We have now access to the blueprint for Safer Economy. This is all the guidelines that are on the state website, and of course signage for businesses tends to be a big ask from our community. We now have our state resources listed so if you hit the plus it would identify everything related to the state federal resources city resources And other local resources, which includes some things we'll go over here shortly.

Other documents that are pertinent to businesses like CDC information, OSHA information and our various emergency declarations and orders this just links right back over to public health and provides that current data. And again the downloadable infographics and signage next slide please. One of the biggest questions that came out of the last meeting and what I know some of the supervisors, and certainly our county staff are hearing from is businesses who don't know who to go to help them through the processes that Get some resources.

So, we have met internally and continue to do that to evaluate how can we better serve the community in getting some of that information out? And obviously this was the 1st big step is to just update our website. and then get educated on what is available in the community. These three particular agencies have kind of risen to top, and a lot of the various municipalities and other agencies are well-informed and connecting their businesses that they work with directly to these top three local efforts. One is the Economic Development Collaborative, the second is Women's Economic Ventures and Service Corps of Retired Executives or SCORE.

These are all agencies that actually have business advisors who can work directly with businesses and kind of hear their situation and figure out Some of the best resources that would work for their particular issue. I wanted to point out the first, the Economic Development Collaborative, they actually have business advisors who are funded through the Federal Small Business Administration so That is to help businesses and business owners find alternatives to state, federal and local resources that they could be eligible for. There's no cost to the businesses to get that information and one-on-one appointments that help them walk through what would be best for them.

They are also host, EDC also hosts the Small Business Development Centers. I believe there's one at Allan Hancock and SBCC where it's had that advice, one-on-one advisement to businesses to assist them through Some of the information and resources that now the state and federal governments are putting out specifically to address the concerns that the businesses are having.

Next slide please. We went over this last time, this is the state financial assistance information. All of this is under our website but we did want to go over that one more time just to make it public aware and certainly the website for COVID19CA.gov where the state houses all their information They do have the hiring tax credit, some interest rate deferral of sales and use tax, the California Rebuilding Fund business loans.

The Small Business Disaster Loan Guarantee Program and of course a small business debt relief but next slide please. But the most prevalent over the last two weeks has been this, they didn't have a long window to apply for it. The deadline is tomorrow but it's the California Relief Grant. It's been we sent it out through to all of our RISE participants and I know many other agencies have been circulating this information over the past two weeks for this state grant that is up to $25,000 depending on The annual revenue of the business and they will be turning this around within two days of notifying the businesses and getting those funds out quickly.

So this was one of the newer grant opportunities directly from the state, recognizing that our small businesses are severely impacted and particularly due to the regional stay-at-home order. And we're hopeful that as many as the businesses could and that qualified applied for this. Next slide please. We did want to touch a bit on kind of looking to the future and where the state and feds are focusing.

On Friday, the governor issued their proposed state budget and so pulled out some of the things that are highlighting business activity. There was quite a few for immediate actions to provide relief and safely open schools They had $2.4 billion for the Golden State Stimulus associated to a $600 state payment to low-income workers, 575 million to more than double this year's funding grants to small businesses which is fantastic so hopefully it stays in there, 70 million dollars to provide immediate and targeted fee relief for small businesses And this is targeting specifically personal services and restaurants, and $2 billion for targeted specifically to opening the schools and returning to in-person instruction.

Next slide please. We also went into accelerating the economic recovery and job creation area. It builds on all of the small business activity they have for 2020, they're going to look to continue some of those. And then additional 4.5 billion for the governor's equitable recovery plan and this has many facets to it that Seek to kind of incentivize various goals that have been discussed over this past year as well. 385 million for target investments for the ag industry specifically, so there's quite a bit of funding that the state has at least proposed in the state budget obviously There's much discussion that has to be had at the state level too Um, and know if these will stay within the budget. But they're at least recognizing that there are a lot of issues that would help support our business environment.

Next slide please. We also wanted to just run down some of the things that came out of the federal Corona relief package. And this was towards the end of December and really focused on Some business and industries, it was a 900 billion dollar relief package. So here's some of the highlights for businesses and industries 240 billion dollars for the paycheck protection program. This is the second round.

And businesses who previously received PVP are eligible for this next round. $20 million for economic injury disaster loans, or EIDL, for small businesses and $15 billion for cultural revenue venues including live event venues and movie theaters who have been significantly impacted Due to the nature of their businesses and the lockdowns that we've been incurring.

$45 billion for transportation and 16 billion for airlines, 14 billion for transit systems all of which have been impacted by the pandemic. 82 million for schools this K-12 and colleges next slide please. Federal bill also addressed individuals and COVID-19 response, which is vital for all of our county and city agencies across the state. So this is a continuation of the relief package. And just to highlight a few we've got the additional unemployment benefits for individuals in multiple ways that Attempting to help those individuals who have become unemployed due to the pandemic. And then help covering the other government costs for vaccine distribution, testing our healthcare providers and various other programs to assist individuals and families.

Next slide please. So we always leave it at our county contact information and resources. We as indicated, our recovery SBC dot org website houses all of our information that we keep up literally on a daily basis. If you have if a business specifically has questions related to their operations locally We have an email to our Environmental Health Services at EHS Admin at SBCPHD.org and our RISE ambassadors who've been active in the community and now are going to be helping with getting information out on vaccine information are available with their email and phone number here.

And as always, we continue to have our SBCPEP right of way information available for any businesses who I just wanted to thank Nancy. That's an awful lot to parse and really appreciate that you distilled it in such

UnidentifiedUnidentified speaker 2Proposed3:11:14

Yes, Mr. Nielsen thank you for joining us.

UnidentifiedUnidentified speaker 16Proposed3:11:18

Great could I have my first slide up please? So Chair Nelson and Supervisors at your board meeting on December 15th 2020 several speakers addressed the need for financial support to maintain the level of services to seniors receiving home delivered meals during the pandemic In response to comments made by Supervisor Lavinino, CEO Miyasato indicated that county staff had heard from several of the agencies providing this service and that Assistant CEO Terry Musnish and I would conduct further assessment of the matter and return to your board this month.

In December a request for information to 11 organizations currently providing home delivered meals to seniors was sent to inquire about their needs in order to maintain their service levels. The RFI indicated that the county was trying to gather information to understand the need for potential bridge funding, to help organizations in need as they await the possibility of additional federal funding and as they continue their fundraising efforts.

The RFI indicated that a maximum amount of $200,000 in total would be under consideration. We were clear in the RFI that we were only gathering information and the request for information did not imply funding would occur because we wanted to focus on those seniors who are most vulnerable and most in need. We first asked these organizations to identify how many of the people they are currently serving who reside in households with no one under the age of 60, who meet the requirements of a home-delivered meal under the guidelines of the Older American Act funding and whose income level is no more than 322% of the federal poverty level.

We then asked them to tell us how many of those clients they would no longer be able to serve due to decreases in their funding that have or are occurring as a result of full utilization of CARES Act funding, or other funding raised from private sources during the pandemic to support this work. We received a total of six responses to the RFI by the designated deadline and an additional response five days later One respondent indicated they would not be asking for money if it was made available because they do not keep track of their clients demographics in a manner that would allow them to assure that they met the criteria stated in the RFI.

A second respondent addressed only the desire to receive money to expand services and not to receive funding to support existing services that had or were likely to decrease due to a decrease in funding. The respondent who replied five days past our deadline did not indicate a current need, but projected to have a need beginning in March. Therefore we have four organizations that have expressed a current need to have financial assistance to continue providing meals to existing clients. Next slide please.

Based upon my assessment of the information provided in response to the RFIs, I have determined that four programs, that the four programs in question need a total of $77,085 per month to serve a total of 360 seniors. These seniors have been identified as meeting the criteria we established in the RFI and for whom ongoing funding does not currently exist. I do want to take a moment and update the board since your last board meeting, the additional federal stimulus package that was passed allocated $26 billion for nutrition assistance and agricultural and rural programs Half of that $26 billion is for nutrition assistance for food insecure Americans.

However, most of that money will be going to a 15% increase in CalFresh benefits for the first six months of this year and only $175 million nationally will go towards additional support for the Older Americans Act Nutrition Programs which is estimated to bring only $189,000 to Santa Barbara County. Next slide please. We are requesting guidance from your board on this matter so that any action your board might want to take can be brought back at a future board meeting for further consideration and possible action.

And that concludes my presentation.

On behalf of the seniors that are out there that rely on this for their sustenance, I just really want to thank the CEO's office and Daniel in particular from social services for taking this and running with it. So the only thing I'm unclear about is who Maybe I'm struggling with my online presence here today, but do we have the four identified and would it be?

So today we would be deciding whether or not to move forward with the $200,000. And then you would administer it from there? Is that what I'm understanding?

UnidentifiedUnidentified speaker 16Proposed3:16:36

I do have four agencies identified in relationship to their response to the RFI. And so if your board gives direction related to a dollar amount and what period of time that you want that funding to be provided, which two months would be about $150,000 based upon the needs currently identified Then we could come back to your board with a board letter for your consideration that would identify those entities and the dollar amounts associated with each.

Because of the dollar amounts associated and because of who the specific entities are, some will be able to happen relatively quickly with a purchase order because of the amount and the fact that we don't have contracts with them. And 1 of the organizations will require a contract, but we think we can have that ready also for the board meeting on the 26th. If your board wishes to give that guidance.

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.913:17:37

ElectedJoan HartmannSupervisorProposedvoiceprint 0.843:18:04

Excuse me. Yes, this was amazing to do this over the break and a lot of work. So we had 11 providers that we sent information out to. We got back from six and we only have four. I'm sort of concerned about the ones who may not have responded and hope there might be an opportunity for them. This is the first shot, 150 for four but then you'll do more research and we'll get another opportunity

UnidentifiedUnidentified speaker 16Proposed3:18:35

Through the chair, Supervisor Hartman. The way the RFI was structured is that we were like I said looking for the various, the most low income most homebound of the seniors so obviously a lot of seniors are being served that you know don't meet that criteria and We also, by indicating the maximum dollar amount under consideration I think tried to keep people's expectations realistic in terms of the level of assistance.

One of the elements that I looked at in determining the need based upon their responses was how many people were they serving prior to COVID and how many are they serving now? And, you know, with the assumption that they were able to continue serving with their other funding. Their base clientele and our focus would be on the additional numbers as well as them meeting that criteria so like I said you know other One respondent said they would have needs starting in March. One respondent said that they could use money to expand services beyond what they're currently doing.

So I think we got a realistic picture of the current need where funding has either gone away or is soon to go away, their special COVID related funding.

chair Nelson congratulations on your election in your chairmanship and we do want to thank Supervisor Greg Hart. He worked very, very hard to manage this crisis as best as he could. My questions here today or my comments here today are twofold. Number one we were very, very alarmed that Dr. Anzor about a week or so ago echoed what LA County and others were saying and that is if they were going to have to start denying treatment or reducing treatment because Hospitals being overwhelmed and the example he used is if somebody had a brain bleed, they may not get the care they should expect.

Well nowhere and I've asked this question and I'm not sure normally one of you responds to me when I send an email, I sent you that quote. And what happened to the surge centers? As you know, you set aside Sears. I complained that Sears was not centrally located And you responded to that, that Cal Poly would be available to the North County. And I've not heard anything about those surge centers being activated even though the Cal Poly one is set empty probably for nearly a year now.

The other thing I'm not heard of, I've not heard of private surgery centers being quote unquote commandeered or private practice doctors being called to community service Many of them work eight to 10 hour day, but some of them would be available to work nights in the search center or wherever. I just don't think we're anywhere near the part of rationing care and I'm surprised that this has not been brought up today.

The second issue I wanna bring up is I don't know why we're spending the bulk of our efforts right now still giving tests Rather than administering every single vaccine that you have. As you well know, most of the tests are coming back negative. So why spend the time energy and money doing hundreds of tests a day when we're not getting all the vaccines administered? It makes absolutely no sense.

And I'd appreciate a response to those comments. Thank you.

UnidentifiedClerk of the BoardProposed · by role3:24:01

I was also reminded if Roseanne is calling on a cell phone, her cell phone might be muted so if you can dial star six as well as unmute your cell phone if you are on a cell phone Roseanne that would be helpful otherwise we will move onto Kevin Twohy to be followed by Thomas Becker.

UnidentifiedUnidentified speaker 2Proposed3:25:16

right thank you Mr. Becker.

UnidentifiedUnidentified speaker 13Proposed3:25:17

Hi can you hear me?

UnidentifiedUnidentified speaker 2Proposed3:25:23

We can.

UnidentifiedUnidentified speaker 13Proposed3:25:24

Okay good thank you. This all demonstrates how difficult it is with your new system for people to communicate with you. So anyway I'd like to say something that last month, I was before SBK and I gave some statistics. And it concerned the city of Solvang saying that they weren't going to comply with these shutdowns and then they decided to back away from that. I gave a statistic that if a healthy person, a family of healthy people grow from LA to Solvagg to spend the day in Solvang, maybe 1,000 times more likely to be killed in the drive to or from Solvagn than they would be to be killed by contracting the coronavirus in Solvang. A thousand times more likely to be killed on the trip than to be killed by coronavirus.

However, if a 90-year old person spent the day in Solvang their chances of being killed are about equal that of a bomber crew flying a mission to Berlin during World War II. That's difference between healthy with no preexisting conditions And someone who has is at risk. Now, the county your own health people are telling people at risk to it's perfectly safe to wear a mask and you can go out and do whatever you want I guess so. I don't know.

You can't be serious telling people at risk that wearing a mask is going to protect them. It doesn't. You're giving people false sense of safety And it's probably a good reason why our death rates are so high in this county is because you and the county health people are telling at risk people that we're in a mess, we've got to keep them safe. One of your own county people right now, your own health people said that oh, you'll be safe if you wear a mask in the house if you're at risk. No, you won't. You're in the house and somebody brings COVID in and you're wearing a mask, you're going to get it.

It's extremely irresponsible for the county and county health officials to suggest to at-risk people that wearing a mask will keep them safe. There's gonna be discussion about housing at SBK, they're soliciting comments for an EIR for housing, regional housing. And you know what? If you increase housing density, you increase the likely of spreading a disease like this Safest thing to have is low density, single family home communities.

But you pack people into these high-density housing situations and you're going to kill them. For instance the older Hispanic people who are packed into housing up in Santa Maria are being killed at an astonishing rate And that kind of behavior is actually encouraged by the current 5th District Supervisor and the rest of you, these high-density housing projects. You should be ashamed of yourself!

And one final thing... people are learning, you know, and I support the restaurants and clubs and all that but people are actually starting to learn they don't need restaurants now. They don't need hotels. They don't need bars. People are learning to stay at home cook their own food and enjoy life at their own

UnidentifiedUnidentified speaker 2Proposed3:28:42

homes. Thank you Mr. Becker. That is your time. Were we able to get a hold of either of the two speakers?

UnidentifiedUnidentified speaker 1Proposed3:28:56

in case other speakers are still trying to get through I think there was a question raised by Mr. Caldwell and I think it's an important question to answer because there has been some confusion about the alternate care sites so Dr. De Reynoso is available and prepared to answer that question. So Dr. de Reynoso. There she is.

UnidentifiedUnidentified speaker 10Proposed3:29:16

Hi there. With regards to the Sears as an alternate care site, that is not the direction of the state. Currently, the states plan for if we have search capacity currently in our hospitals, if the need comes for us to have To to have alternate care sites, we would partner up and utilize the what's available in the slow alternate care site if needed. And that's a huge if needed right now our hospitals are quite comfortable and prefer that any expansion to do patient care Is within their four walls are on their campus. The issue is getting staff and so we are supporting our hospitals with regular communication and have sent forth requests to the state for that additional staffing, but again.

When we pursued the Sears as an option last year, that was a different time and a different space in the pandemic. It is no longer recommended or preferred by our community healthcare providers or guidance from the state given what we know about the treatment for hospitalized patients.

3:30 – 3:3721 turns

CommentMadam ClerkProposed · by introduction3:30:54

And again, the primary reason for that is that our shortage is not in beds but in personnel to help those sick in those beds. Correct?

That is correct.

UnidentifiedUnidentified speaker 2Proposed3:31:10

Thank you Dr. Dover and also Supervisor Williams. Supervisor Hartmann?

Yes thank you I just wanted to respond to Mr. Becker. The position with the shutdown order is we're safest, all of us staying home and not traveling and not being out. If we are out then wear masks and social distance. So I just think that's important to emphasize again and again.

UnidentifiedUnidentified speaker 2Proposed3:31:38

Thank you, Supervisor Hartman. And I think that Dr. Dobernoser did cover the surge capacity when we talked about having 0% ICU beds at our hospitals and I think all of us were hearing from our local hospitals that there's still significant surge capacity. It definitely is concerning especially with staff and having to reassign people from other Surgical units that are needed there, but that we definitely have capacity in our local health care system.

Chair Hart and board members, while we're waiting for Mr. Chudley to so we can get our technical glitches together so you can speak on this item before I know that Supervisor Lavigny was going to make a motion if I could suggest the motion would be for the board to direct the CEO to allocate $200,000 to Department of Social Services to distribute among the need that Mr. Nielsen has We will return to the board in about two months because I think that's where he said how long the funds would last. So if you could work with my office, there is enough flexibility I believe in our existing emergency funding that we don't need an appropriation.

And in addition that to expedite these contracts and those purchase orders, I as the emergency services director can sign have them ratified by the board. And so we would given the urgency of the issue, we would likely do that and then come back for ratification by the board.

Depending what we're doing on the public speaker, there is one more staff member I asked to speak today and that was to end this with some good news. And so Mr. Chapjian, I believe he's available as Ms. Anderson talked about, we did get federal stimulus for rental assistance and so I asked him to give us a quick update on what that means for us.

UnidentifiedUnidentified speaker 11Proposed3:36:08

Thank you, Chair Nelson and Miss Miyasato. Yeah just to let the board know that there is $30 million coming our way for emergency rental assistance we did meet with United Way about that program they are ready to go They're gearing up to go and be able to spend that money towards rental assistance. As you recall, we had about $2 million that went out the door before. They've already served 358 recipients of that money for rental assistance.

We also had some CDBG money. They spent about 164,000 of that as well. So we total, we served about 406 households. Now this next 13 million coming our way it's a little bit different than the CDBG. The CDBG is a little bit more available to more people but there are different criteria and that criteria is 50% AMI which is the average medium income or 30%. But we're looking at working with United Way to help spend on that money and help people with their rental assistance We're also looking at the CDBG round two COVID relief to see if we can work with Nancy to help local businesses with that money as well.

And that's about $700,000 that may be available. So those are two potentially good news for county residents and businesses. Thank you, Mr. Chaplain.

The county executive office was advised by the chief executive officer of the Santa Barbara County Employees Retirement System that two public member positions on the retirement board expired on December 31st 2020 those of Ted Sten and Trent Bettadeni.

As the board will recall, Ted Sten and Trent Benedetti were appointed to the Retirement Board on January 9th 2018 both to three-year terms ending December 31st 2020. Ted Sten and Trent Benedetti have both indicated their desire to serve another three year term and their applications were attached to this board letter. And I would like to note that the Chief Executive Officer of the Santa Barbara County Employees Retirement System is available via Zoom if the board has any questions on the retirement board.

Okay. Do we have any public speakers?

UnidentifiedClerk of the BoardProposed · by role5:30:25

Chair Nelson and members of the board, we have no request to speak on this item.

UnidentifiedUnidentified speaker 2Proposed5:30:29

Okay. To my colleagues, anybody have any questions or comments? Supervisor Lavigneaux?

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.915:30:36

Thank you very much. I serve with Mr. Sten and Mr. Benedetti on the retirement board, I can vouch for both of them doing outstanding work, doing a lot of their homework. And I want to give a shout out to Supervisor Hartman because I believe she did some great work on the search committee in finding us and interviewing these two candidates and they've done an outstanding job.

When it comes time for motion, I'd like to move both those appointments forward.

UnidentifiedUnidentified speaker 2Proposed5:31:03

Any other discussion before motion?

ElectedJoan HartmannSupervisorProposedvoiceprint 0.845:31:05

I just want to say that it's a complicated job and grateful that they're serving, and I'm glad that they are willing to continue because it's a lot to learn. And we like to see stability.

UnidentifiedUnidentified speaker 2Proposed5:31:16

Thank you. Well, I think at this time Supervisor Lavender would go ahead and take that motion.

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.915:31:22

Yep, I'll go ahead and make the motion to move staff recommendation for reappointment of Ted Stan and Trent Benedetti

UnidentifiedUnidentified speaker 2Proposed5:31:45

Okay thank you Greg you're off the hook. Thank you. Okay now

the next item is department item two madam clerk would you please read that item into the record?

UnidentifiedClerk of the BoardProposed · by role5:32:03

Chair Nelson and members of the board, departmental item number two is from the County Executive Office. It is a hearing to consider the Board of Supervisors 2021 appointments to boards, commissions and committees. And as the board will recall each January, the Board of Supervisors considers appointments to boards, commissions and committees on which a member or members of the Board of Supervisors serve.

We have three attachments related to this item today. Attachment 1 is a list of boards, commissions and committees on which a member or members of the board serve. Attachment 2 reflects the current Board of Supervisors appointments. And our final attachment 3 reflects the current Board of Supervisors appointments organized by supervisor. As the board will see on the screen, this year we have created a spreadsheet to track any and all changes as we go through the list of boards commissions and committees. I recommend we use attachment 2 of today's staff report as our guide.

I will now turn this over to Chair Nelson and the members of the board for further discussion.

UnidentifiedUnidentified speaker 2Proposed5:33:03

Okay thank you before we get started do we have any public comment on this item?

UnidentifiedClerk of the BoardProposed · by role5:33:08

Chair Nelson and members of the board we have no request to speak on this item

UnidentifiedUnidentified speaker 2Proposed5:33:13

All right, so I will try to move us along on this one. I guess we'll start with the adult and aging network so we're going to go in alphabetical order through these currently that is Supervisor Williams and Supervisor Hartman are both of you still interested in being involved

5:33 – 5:4024 turns

CommentMadam ClerkProposed · by introduction5:33:38

I am interested, but I also know that a certain new member doesn't have as many assignments. So I'd be happy to surrender it especially since we just hopefully solved one of the bigger issues that they're dealing with right now today with the meal delivery issue or at least made progress

UnidentifiedUnidentified speaker 2Proposed5:33:57

Supervisor Williams, well I would appreciate the offer. There are a couple other items that I want to jump on a little bit later down in the list and so maybe we can come back to that but I think I'm going to be able to add a little bit more onto the fourth district's plate than I have in the past or has been in the past. Great. So

CommentMadam ClerkProposed · by introduction5:34:15

I'm happy to continue on.

UnidentifiedUnidentified speaker 2Proposed5:34:17

Okay thank you Area Agency on Aging, the Central Coast Commission for Senior Citizens. Currently the appointee is Supervisor Labanino.

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.915:34:28

Would love to stay on.

UnidentifiedUnidentified speaker 2Proposed5:34:29

All right. Anybody else? Something I thought might be helpful and especially as a new member, there are some things that I know that some of you will not want to get off of that you're currently on. I'm going to let you know that I may be interested in that someday so just to kind of put those bugs in your ear and invite the rest of you to do the same because it's something that somebody feels strongly about. I've watched a few these meetings And we don't know that about each other. So I mean, it might be a good opportunity for us to mention that not that it's a pressure thing but it's an opportunity to have that discussion openly.

So if with no objections, Supervisor Lavenino will move forward on the Area Agency on Aging. Next item up would be Beach Erosion Authority for Control Operations and Nourishment better known as BEACON. I think we have Supervisor Williams, Supervisor Hart and I think we have an alternate in Supervisor Hartman. Is everybody happy with their current roles? Absolutely okay seeing some nods and just so a new supervisor even though I watched this many times that's mostly a South County issue that you guys have on beacon is that typically why it's been represented by supervisors

CommentMadam ClerkProposed · by introduction5:35:44

Yes. It is organized by what's called a littoral cell, so it's not precisely South County, it's precisely everything south of the San Ynez River outflow. So that means predominantly South County but Because the sand flow out of what used to be, you know a lot out of the mountains from the Santa Ynez River is affected all the way down till a large trench that is proximate to Port Hueneme. So it's pretty much everywhere from Next one up is Behavioral Wellness Commission. Currently, we

UnidentifiedUnidentified speaker 2Proposed5:36:29

have Supervisor Hart as our member to that commission. And I'd

not transcribed≈9s of audible speech the AI couldn’t make out▸ listen
GuestHartProposed · by introduction5:36:42

like to continue on the commission's working really well these days. Kudos to the past chair Sharon Byrne, who has just now passed the torch to a new member, but I enjoy working with the department and Commission.

UnidentifiedUnidentified speaker 2Proposed5:36:59

Thank you it's important work and we appreciate your service. Next item up is California State Association of Counties, CSAC. Currently our regular member is Supervisor Williams and our altered member is Supervisor Hart. This is something I am interested in at some point, but I can come to those meetings whether i'm a appointed member or not towards these meetings so i'm happy to let you guys both stay there or or pick up either an alternate role or whatnot.

You guys are both happy where you're at.

CommentMadam ClerkProposed · by introduction5:37:38

I enjoyed the work and I attend all the meetings, even ones that caused me to have to vote in the hallway while Mr Hart is trying to cover for me in here when we have meetings at the same time but we've been able to juggle it well in partnership.

UnidentifiedUnidentified speaker 2Proposed5:37:56

Great. Okay moving along SimCal Health currently Supervisor Hartman sits on that.

ElectedJoan HartmannSupervisorProposedvoiceprint 0.845:38:04

Is it something you're really eager to do?

UnidentifiedUnidentified speaker 2Proposed5:38:06

It wasn't one of them, but I'm also willing to in the future if that's something that you like to cycle off of.

ElectedJoan HartmannSupervisorProposedvoiceprint 0.845:38:14

Well, I'll stay on it. It's a good one.

UnidentifiedUnidentified speaker 2Proposed5:38:17

Okay thank you. Next when we have the Child Care Planning Council Supervisor Hart is our regular member

GuestHartProposed · by introduction5:38:26

You know, that's one that would be great to have an alternate if you were interested Supervisor Nelson. I think we could work together on some interesting issues there if you're having interest

UnidentifiedUnidentified speaker 2Proposed5:38:36

Yeah, is there within the ability of that council to have an alternate? I'd be glad to serve in that role if that's an option. Do we know? I don't precisely know.

UnidentifiedUnidentified speaker 1Proposed5:38:45

So Supervisors, we don't show that an alternate is but it would be... If there's two members of the board who would like to attend, it's good to do it through this process so your colleagues know that they should not attend given the Brown Act. That would be helpful if you would like to attend and we will look to see whether it's a change of the bylaws or when an alternate is designated.

UnidentifiedUnidentified speaker 2Proposed5:39:06

Well, I'm looking for opportunities to work with you. So I'm glad to take that as an alternate position. Moving along to Communify, formerly known as the Community Action Commission of Santa Barbara County. One regular member and one alternate member. I am interested in the regular member position here and I've talked to Supervisor Labanino who was willing to maybe pass that along to me but you're next in line is the alternate are you okay with me taking the regular members spot?

ElectedJoan HartmannSupervisorProposedvoiceprint 0.845:39:37

I'll stay as alternate.

UnidentifiedUnidentified speaker 2Proposed5:39:38

All right thank you Supervisor Hartman so we got that Next one is the Community Corrections Partnership CCP representative. Currently, that's been a position of Supervisor Hart.

GuestHartProposed · by introduction5:39:53

I very much appreciate this opportunity and my staff is very engaged in this. All right.

ElectedJoan HartmannSupervisorProposedvoiceprint 0.845:40:01

Is this something that could have an alternate?

5:40 – 5:4620 turns

UnidentifiedUnidentified speaker 1Proposed5:40:08

Chair Hartman through the chair. There is not a designated alternate because as part of the CCP, Supervisor Hart is a voting member. You can be an alternate who would attend the meetings but I don't believe you could be a voting member.

ElectedJoan HartmannSupervisorProposedvoiceprint 0.845:40:26

I'd be interested in being an alternate.

UnidentifiedUnidentified speaker 1Proposed5:40:28

We could definitely partner on that. Okay, so just to clarify whether is not an alternate right now in the bylaws and we're just designating a board member to attend. Just to

UnidentifiedUnidentified speaker 2Proposed5:40:38

be clear.

UnidentifiedUnidentified speaker 1Proposed5:40:39

Thank you

UnidentifiedUnidentified speaker 2Proposed5:40:40

think that's helpful. Thank you next item up as a dead advisory committee previously that was in Supervisor Adam was in that spot the fourth district and supervisor Lavigne was the alternate I'm definitely interested in staying on that but I will also defer to my colleagues if there's somebody that would rather be in that spot I don't see anybody jump at it.

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.915:41:04

Well, I'm the alternate and if you want to flip-flop those that's your call just based on your workload. Supervisor Adam was pretty religious on the DAC so I never did attend a meeting so if that's something though that you'd like to flip flop those responsibilities I would be happy to go ahead and become the regular member but

UnidentifiedUnidentified speaker 2Proposed5:41:31

All right, no I'm willing to flip flop for this year or in the future. It's definitely something that I'm interested in. So I think we're going to have Supervisor Lavinino as the chair or the regular member and I'm going to take the alternate member position. And that one there is, I believe only just one voting member from the supervisors. Moving along to item, Elected Officials Committee on Regional Homelessness Solutions. Currently that's the services of Supervisor Hartman and Supervisor Hart. I understand that Supervisor Hart is actually the chair of that.

Thoughts?

ElectedJoan HartmannSupervisorProposedvoiceprint 0.845:42:07

I would very much like to continue this because I've had more experience recently with unsheltered people than I ever imagined before I took this job.

GuestHartProposed · by introduction5:42:17

And I appreciate this liaison assignment as well, but I know that Supervisor Nelson is interested in this area. I think the meetings are Brown Act meetings, but I guess the challenge then again is for three of us to attend, right? Is that the...

UnidentifiedUnidentified speaker 2Proposed5:42:37

Yeah. So I'm going to be your partner, all of your partners on this issue. So I'm hoping the direction that we take as a board maybe in February 9th or another hearings is what you guys are gonna end up taking to the committee and working with your partners in other cities. So I imagine it doesn't really matter which of the two of us are on that if we're all rowing the same direction.

ElectedJoan HartmannSupervisorProposedvoiceprint 0.845:43:03

Yeah, let me just say it's been largely informational. The group that we're part of isn't a decision-making body but it is a way to get information across all jurisdictions.

UnidentifiedUnidentified speaker 2Proposed5:43:15

Okay well when preparing for this meeting I looked up and tried to find information about the work you guys have done and it was difficult just to let you know that there's not a lot of information that's out. I know that COVID hit just as you guys started to get moving But it might be nice to have that information disseminated to the rest of the board and to the community. Once you guys go from there as much as possible, so that's a great idea and we'll get on that. So we're going to keep with Supervisor Hartman on that one. And at any point either one of you aren't need to lighten your load I'm glad to step up.

Next one up is First 5 Children's Family Commission of Santa Barbara County. Currently, we have Supervisor Williams and Supervisor Hartman on that. Supervisor Williams being the regular member and Supervisor Hartman being the alternate member. Thoughts?

CommentMadam ClerkProposed · by introduction5:44:12

Well, it's been a larger amount of workload this year because we're in the process of creating sort of framework for the next five years in terms of strategic plan and terms of budgeting. So it's been pretty heavy workload this year, but I don't expect that to last. I'm happy to continue it or to be the alternate depending on the needs and wants of other members.

Supervisor Hartman?

ElectedJoan HartmannSupervisorProposedvoiceprint 0.845:44:52

I admittedly have not been an active alternate. Supervisor Williams has been there. Was the main member but he has two young children. It may be something with people if there are people with children, but I'm happy to continue it that I'm happy to give the alternate.

UnidentifiedUnidentified speaker 2Proposed5:45:11

Yeah, I'd be glad take the alternate route. I think my background and education might also help feed into that so I'm glad to work with you Supervisor Williams on that in the alternate position

CommentMadam ClerkProposed · by introduction5:45:21

great and III think it's a good opportunity to think that one thing we could do a You know, a better job of always it was when we do have alternates is letting people letting our alternates know if it's possible or shaky or 5050 whether will be there that week. You know because then we can ensure the continuity of county representation perfect

UnidentifiedUnidentified speaker 2Proposed5:45:47

Moving along to the Indian Gaming Local Community Benefit Committee. I understand it's a committee that not a lot to do, but Supervisor Hartman and Supervisor Williams are both regular members. I know this is tough on your workload.

CommentMadam ClerkProposed · by introduction5:45:59

We've only met once in the last four years, but that's because it was only necessary to meet once in the last four years. And so we're happy to continue it.

UnidentifiedUnidentified speaker 2Proposed5:46:12

All right, we'll continue on. Moving on next is the Juvenile Justice Coordinating Council there's two regular members one in the North County and when the South County currently Supervisor Hart represents the South County and I've actually been the one representing Supervisor Adam for the last few years in the North County and I would like the opportunity to continue to do that if that's agreeable with my colleagues All right, so I'm going to go ahead and slot into that vacant position and Supervisor Hart will continue on.

The next one is Kids Network Policy Council currently Supervisor Hartman is the chair and it's a vacant vice chair. Is there any interest in the vice chair position?

5:46 – 5:5751 turns

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.915:46:58

I can jump into that.

ElectedJoan HartmannSupervisorProposedvoiceprint 0.845:46:59

Yeah, it's a really great group. They're really creative and innovative and it brings people from nonprofits and different agencies so just advertisement. It's a good one to be on. All

UnidentifiedUnidentified speaker 2Proposed5:47:12

right

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.915:47:13

sold.

UnidentifiedUnidentified speaker 2Proposed5:47:15

So moving along to the law library board of trustee chair is the ex officio. I know Supervisor Hartman has really enjoyed doing that, I was hoping to hold on to that for the chairmanship when I took it this year or am

ElectedJoan HartmannSupervisorProposedvoiceprint 0.845:47:30

I? You're welcome to do it. Okay. People always don't go, but I can tell you these meetings are run efficiently. You have to show up at exactly 440 and the meeting may be over in a half hour or 20 minutes or 10, but you gotta be on time and it's an odd time.

UnidentifiedUnidentified speaker 2Proposed5:47:48

My office will be participating that so thank you. Item Legislative Program Committee currently that Supervisor Williams and Supervisor Hartman. That's something that both of you want

GuestHartProposed · by introduction5:48:03

Absolutely. And I'm ultimately also interested in that, serving in that capacity at some future point too.

UnidentifiedUnidentified speaker 2Proposed5:48:10

All right. Thank you. So moving right to the Library Advisory Committee one regular member Supervisor Williams and I don't think anybody could take it away from him. You don't get tried.

CommentMadam ClerkProposed · by introduction5:48:26

Am I correct? You'd have to deal with Darcelle's dirty looks in the hallway for a few months. I'm happy to continue on that quest. All right.

ElectedJoan HartmannSupervisorProposedvoiceprint 0.845:48:37

And I've been serving on an ad hoc committee for awhile, so I have a toe in the water on that one.

UnidentifiedUnidentified speaker 2Proposed5:48:47

Okay, and I look forward to working with Supervisor Williams and with the regional needs that we have in the 4th District as well on that. But moving right along to the Local Agency Formation Commission, LAFCO, we have two regular members and one alternate member. Currently our regular members are Supervisor Hartman and Supervisor Lavinino. And we have an alternate in Supervisor Williams. We have alternating Expiring terms a year from now and two years from now on that.

Is everybody satisfied continuing to serving there? Mr. Lavinino or Supervisor Lavinino? Yes,

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.915:49:25

hi yep I'm good on LAFCO.

UnidentifiedUnidentified speaker 2Proposed5:49:27

Okay and just so everybody knows it's something I'm absolutely interested in serving on at some point but I know that's we probably all are right so anyway moving along to multi-jurisdictional solid waste task force two regular members currently that supervisor Hartman and supervisor Williams

CommentMadam ClerkProposed · by introduction5:49:47

I was very excited about this appointment when I first got it, because I served on it as a city member. But I don't think we've had a single meeting since I got on it two years ago. So you could be on it, I could be on it. I'm not sure what difference it would make if it never meets.

ElectedJoan HartmannSupervisorProposedvoiceprint 0.845:50:10

You get credit for being active in one more committee.

UnidentifiedUnidentified speaker 2Proposed5:50:14

And I think that begs the question At some point, and I know that there was some legal writings on the Indian gaming local community benefit that it was probably too hard to take that since it's called out in state law to remove that. But you know some of these other committees that we're not meeting might be something we need to look at into at some point to take off the list.

UnidentifiedUnidentified speaker 1Proposed5:50:34

Chair Nelson, we could do that. On the Indian Gaming you're right we continue to hold it even though it's been essentially defunct because there's been no funding but we continue to have board appointments so in case there is more money that comes through in any year we're not hampered by that.

GuestHartProposed · by introduction5:50:48

Okay. You know Supervisor Williams is not interested in continuing on that I would be willing to serve as the alternate and I think there might be an opportunity to use that vehicle to have a little more regional conversation about solid waste particularly given You know what's happened recently.

CommentMadam ClerkProposed · by introduction5:51:06

We might have to resurrect it because of the life of the landfill issues sure and I guess that's the other question

UnidentifiedUnidentified speaker 2Proposed5:51:12

this is mostly a South County Committee at this point, so I mean if the North County was you know my constituents in our my area was part of this I would definitely be interested in in trash but If that's part of conversation, I'm interested too, but I don't know that it is

CommentMadam ClerkProposed · by introduction5:51:32

Supervisor

UnidentifiedUnidentified speaker 2Proposed5:51:32

Hartman. Thus

CommentMadam ClerkProposed · by introduction5:51:32

far it's been a coordination body with the City of Santa Barbara and Goleta in the county.

ElectedJoan HartmannSupervisorProposedvoiceprint 0.845:51:45

And to my knowledge, it's never met but I think we should find out because we do have a lot of issues.

UnidentifiedUnidentified speaker 2Proposed5:51:53

All right thank you so I think we're gonna have Supervisor Hart, did you say that you wanted on it? Let me clarify

CommentMadam ClerkProposed · by introduction5:52:01

here. Yeah

UnidentifiedUnidentified speaker 2Proposed5:52:02

I'm happy

CommentMadam ClerkProposed · by introduction5:52:02

to give that. I think you may have dealt with some of those issues too at the city. I didn't have

UnidentifiedUnidentified speaker 12Proposed5:52:08

the same tracking history exactly. I

CommentMadam ClerkProposed · by introduction5:52:11

think EFL County would be mad that I surrendered it to you but she'll understand the context.

UnidentifiedUnidentified speaker 2Proposed5:52:19

Moving right along to the National Association of Counties, NACO representative. Currently that's Supervisor Lavinino is our regular member and Supervisor Williams as our alternate member again.

CommentMadam ClerkProposed · by introduction5:52:31

Well, with a with 1 year in in in reelection and 1 year in covid I never got to do anything with it. And I'd like to get a chance as an alternate to do something at some

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.915:52:43

point that I was going to say, you know, I basically had 1 year then 1 covid years so really. Enjoy the work and they do a lot of, they have really moved into an online presence. So maybe it's something that is going to benefit NACO in the long run but I would love to stay as a regular member.

GuestHartProposed · by introduction5:53:06

And I just want to say, I appreciate that Supervisor Lavanino and Supervisor Williams let me go in their stead this March. And it was fascinating because it was literally the weekend before the country shut down and there was a presentation about this thing called COVID-19. Greg

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.915:53:26

why do you think we sent you? Little

UnidentifiedUnidentified speaker 2Proposed5:53:29

did you know. Well, so we have we're going to status quo on that. Moving on to the Psychiatric Health Facility Governing Board, one regular member and one alternate member. Currently, we have Supervisor Williams as the regular member and Supervisor Hart is the alternate member.

CommentMadam ClerkProposed · by introduction5:53:47

Well, I'll just say that this is a real fascinating and different. It's an oversight board. It is not a policy board. The meetings tend to go very fast because it's all staff of different wings of the county. I recommend that we probably should rotate this just so that all of us get to understand the nuts and bolts of what happens at the PAF. I know a lot more, even though I had served two years on the Behavioral Wellness Commission. I know a lot more about the PUF functioning down to how many times everybody's got to wash their hands and how much trouble do we get in if we don't?

You know, so it's I would suggest that it become a practice for us to rotate just so that the entire board knows the

GuestHartProposed · by introduction5:54:45

functions of the pot. Yeah and I want to second that. I have had this same experience and it is truly revelatory. Terri Mosnisch runs the meeting and she is absolutely a crisp meeting manager. Super organized and it would benefit every board member to serve on that governing board So I'm happy to step aside, let somebody take that opportunity.

UnidentifiedUnidentified speaker 2Proposed5:55:11

Well, I'm happy to step up and if there's somebody else who wants to join me to step up, I don't really...

ElectedJoan HartmannSupervisorProposedvoiceprint 0.845:55:16

I'd be an alternate.

UnidentifiedUnidentified speaker 2Proposed5:55:17

Okay so if Supervisor Lavinino doesn't have any objection, I'll go ahead.

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.915:55:23

I was the first, I think I was the first person to serve on that board and I totally agree with Doss it is A real eye opener of what we are required to do there and it makes you look for alternatives very quickly.

UnidentifiedUnidentified speaker 2Proposed5:55:41

Thank you, it's been great having this discussion. So Nelson as regular member Ann Hartman as alternate. Retirement Board of SP Sirs currently that's the Supervisor Leaveny knows that position and it's another year in his term on I'm still

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.915:56:01

learning and well, I love the work.

UnidentifiedUnidentified speaker 2Proposed5:56:04

All right? And that's a someday one for Supervisor Nelson so. And then moving along to the funders collaborative of Home for Good currently at Supervisor Williams and Supervisor Lavinino this is another one that it's dealing with some of our housing and homelessness issues Supervisor Williams, are you still interested in serving?

CommentMadam ClerkProposed · by introduction5:56:32

I'd love to continue serving this and I think I made an oath to do so with Steven and Darcelle.

UnidentifiedUnidentified speaker 2Proposed5:56:42

All right. And I think I've spoken with Supervisor Lavagnino and you might be willing to give that spot up so I could get involved.

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.915:56:48

Yeah, I think it's important that we have a north and a south county presence on that particular committee. And if it's something you are interested in, I'd be more than happy to step aside

UnidentifiedUnidentified speaker 2Proposed5:56:59

All right, I am interested so thank you for that opportunity. Last we've got the Workforce Innovation Opportunity Act Board currently Supervisor Lavinino sits on that?

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.915:57:13

Yeah, that's another one that's just a real eye opener of what other things that go on inside this county and I've learned a lot and would continue to serve if given the opportunity.

5:57 – 6:0221 turns

UnidentifiedUnidentified speaker 2Proposed5:57:26

All right, I'm not seeing anybody jump up. It's something I think maybe after this year Steve or Supervisor Lavinio might be interested in. I also plan on getting involved in SBCAG and APCD leadership as well so I'm not ready yet for that one if you're willing to serve. Supervisor Hartman? Okay

ElectedSteve LavagninoSupervisorProposedvoiceprint 0.915:57:44

we'll talk about it in the future yeah

ElectedJoan HartmannSupervisorProposedvoiceprint 0.845:57:46

I just wanted to mention because we're marking territory here that I serve on the Fire Safe Council Board and Supervisor Hart is involved with that. It's not technically one of our committees but it does have a number of county people as well as, it's a non-profit organization but a lot of nonprofits participating in neighborhood people and it's turned a corner and really getting exciting.

CommentMadam ClerkProposed · by introduction5:58:12

I think we should probably add that to the list for the purposes of when we do workflow to our successors, you know. We might know about that but I think it's probably something that for next year or two years from now we should add to the list. Sorry, CEO Miyasato.

Chair Nelson that brings up a good point there are organizations that board members attend and they're attending as supervisors but they're not sort of organizations that have been quote-unquote authorized by the board so one is in fact the funders collaborative for home for good we don't really have a direct role it's a good organization they meet and for clarity among the board members about who's going that's why the board appoints or designates people to attend same with fire safe council Something that was Supervisor Hartman has been very involved with and interested in. She's going but it wasn't something that the full board had said we want to have to have, we have to have two representatives a lot of these things you are by their charter or their bylaws designating two people so I just wanted to clarify that.

So we can put that on for next year or we can bring that back at another meeting and just for full disclosure as well Supervisor Hartman mentioned the library ad hoc committee and It was a committee specifically to look at funding and governance that Supervisor Hartman and Supervisor William have been serving. It is Brown-acted, it's publicly noticed etc., and there's still work that has to be told from Mr. Chaptian that will continue into this next calendar year so he'd like that committee to still be together to finish that work.

UnidentifiedUnidentified speaker 2Proposed5:59:51

Alright thank you. What is Fire Safe Council? Also, there's a group of public safety task force as well that's been formed. Is that separate from that? Okay. All right and I think a couple of us have attended that as well so moving

ElectedJoan HartmannSupervisorProposedvoiceprint 0.846:00:10

Yeah, the task force is looking at a number of issues. But it's a separate and it's temporary at least for the moment. Right?

UnidentifiedUnidentified speaker 12Proposed6:00:21

Thank you.

CommentMadam ClerkProposed · by introduction6:00:21

Yeah, whereas the final state council has been around for years and they're just getting even more active than they were before.

ElectedJoan HartmannSupervisorProposedvoiceprint 0.846:00:29

Every county can have one. They're authorized by state law and it's kind of a recognized structure within the state for certain kinds of tasks, responsibilities and funding.

UnidentifiedUnidentified speaker 2Proposed6:00:41

And again as a new supervisor I started looking at some of these things in trying to find more information about information like you know for example The homelessness solution so it might be good to find some way when we have these items to maybe have bylaws or something else in the item where we could, you know look two or maybe a link. So,

CommentThomas BeckerProposed · by introduction6:01:01

Terrence supervisors mainly caution on some of these is that without going through their structure. If there's a board appointment that might complicate their business as opposed to a supervisor in, Being a supervisor being a member without a board appointment I don't know that's the case at all with fire safe but it just think it might be helpful if we looked at that before you made an actual board appointment and had to potentially undo it.

If it's informational doesn't hurt to be on there but I would just recommend avoiding a vote. on that is to vote that appointment unless we looked at it. Some of these are structural under the government code or other codes, and I just wouldn't want to cause an unintended problem for some of these nonprofits by having a board appointment if that would cause them a problem.

UnidentifiedUnidentified speaker 2Proposed6:01:48

And I think the other challenge that we're working on is making sure... We all care about a lot of these issues in making sure that multiple supervisors are not showing up to a meeting and creating a Brown Act Issue and so maybe this isn't discussion to solve that, but maybe it's something we should be looking at in the future as we move forward. Any further discussion or can I get a motion to approve the appointments that are up on the screen?

ElectedJoan HartmannSupervisorProposedvoiceprint 0.846:02:19

So moved.

GuestHartProposed · by introduction6:02:22

Three years have passed, 1095 days for many the one nine debris flow that swept through Montecito and Carpinteria may seem like a lifetime ago and for those for others it's as vivid as if it was yesterday Today is a time for us all to reflect and remember the 23 vibrant and beloved members of our community who lost their lives in the early morning darkness of January 9th, 2018.

Tragedies such as the 1-9 debris flow are beyond comprehension The profound trauma and personal loss are overwhelming and test our hearts and minds. The memory of 1-9 will be forever with us, they are in fact indelibly carved in our hearts and minds. Today and every day we continue to make the choice to move forward as a whole community and remember those lost that day in a shared moment of community faith Peace and friendship.

And that loss is a wound for us, but memory of that wound makes us stronger. I'd ask that we would pause for 23 seconds as we remember those that we lost that tragic morning.
