Good morning. I'd like to call to order the July 19th, 2023 meeting of Santa Barbara County Board of Supervisors to order. Madam Clerk, please call the roll.

Chair Williams and members of the Board. The only announcement I have this morning is for public participation and to provide public comment on general public comment or an item on the board's agenda please see page 2 of our agenda. Individuals that would like to provide verbal public comment may do so via Zoom by registering in advance via the link available on page two if you have any questions please contact the clerk at the board's office at area code 805 568 2240 again, that's 8 0 5 5 6 8 2 2 4 0 and that concludes my announcements for today

Thank you. I will now there is now one item on the administrative agenda That is a 1 Why don't we just read it

chair Williams and members of the board? Administrative item number one is sponsored by the Community Services Department It is to consider recommendations regarding the 2023 home key program application, and this is in the first district

My understanding that County Council has some some advice on changes of the language to provide us this morning

Chair Williams, yes. As to if the board were to approve or move recommended actions A through C we recommend striking language and recommended action A to make clear that the repayment term for the loan Is 90 of 90,000 is no later than December 31st 2023 and will not be amended to be subject to the terms and conditions of the home key matching documents which likely will include a longer term. So we would recommend striking the language.

At the end of recommended action a. That is the very ending phrase there and which home key matching loan documents include the loan as amended to be subject to the terms and conditions of such home key matching loan documents.

So this would be the recommendations A, B, and C?

That is correct Chair Williams.

Which you have advised us Essentially the recommendation or the and I think the only question was whether that would yield disbursement in enough time, and that was verified yesterday through much hard work from staff. So I want to make sure that both the clerk's office, the county council's office auditor and the CEO's office Darcelle from my office all get thanks for When we were supposed to have a party yesterday, they were all working at To get this done. Any questions or comments from the board? So this is not the normal way we do things but I definitely felt that it would be appropriate to attempt to get one more home key application in time and using the funds, the district funds that we budgeted in this year as a loan. And to try to facilitate affordable housing development for a relatively affordable amount of money.

Chair, I move to approve staff recommendation with the changes as identified by County Council.
