Good evening. Thank you, council members. My name is Ron Murcord. I live on a ranch over in Bardsdale and this morning like I do many mornings these days, I was spending it legally following and photographing ice activity in our area. So it turns out that we've had quite a bit of increase in the Fillmore-Piru area lately. It's been ramping up quite a bit Unfortunately this morning, despite our trying to photograph him and keep up with them. They actually detained someone from Fillmore, from downtown Fillmore this morning.
Now that brings the total for Fillmore to 17 people that have been detained since the beginning of 2025. Now keep in mind that that's 17 families that have been destroyed So it actually influences family members, friends a much larger number than just that 17. But even 17 out of our population, that's a little over 1 in 1000 people who have already been detained.
That number holds pretty much the same for the entire county. There have been about 850 abductions by ICE in our county of 840,000 people so still about one in 1,000 now The thing that I think about when I hear those numbers, I mean just picture one out of every thousand people right now has been kidnapped off the streets and sent off to put in detention somewhere and basically disappeared.
Now those numbers are increasing so fast it's going to be not 1 out of a thousand but pretty soon it'll be 1 out of 100. Maybe at some point it could even go beyond that. It could be 1 in 10, we don't know. All we know is that there's a lot of money being poured into this so that they can detain a lot of people and what it's doing, it's creating terror in our community and every little market that I go into now, I talk to the owner and he's telling me about how his business is way down because people are scared to even come to the local market And I don't know what the solution is. I mean, I'm hoping perhaps we can have some kind of a stakeholder meeting between the City Council and interested groups, something like that. All I know is that right now our community is rapidly being terrorized.
It's changing and something needs to be done. So I invite you to put your heads together and see what we can do. Thank you.
Moving on to item number six, City Council Reports, Recommendations, Comments, Committee Commission and Board Reports.
So I attended the Rotary President-Elect Learning Seminar at the Los Angeles International Airport Marriott this weekend. It was Friday through Sunday morning, it was great training. I had no idea how organized Rotary was at the international level. We had over 800 president elect from the west just from basically all the western states. And it was the largest present like training that they'd ever conducted.
The other thing that was of note is that I didn't realize that so for those of you that give to do charitable giving, there are several I guess online agencies that rank charitable companies or charitable organizations and Rotary International is actually ranked in the top 1% and they consistently get four star ratings out of four for the giving. In other words, if you give $100 Typically for a rotary donation, about 95 to 96% of that will end up actually going to what you gave it for. And so it was just very educational for me and made me very proud to be part of Rotary. And I would highly encourage anyone who has a heart for service and forgiving to their community to look into joining Rotary

Yeah, I got a couple of updates so I attended the VCREA meeting last Thursday and so they had a presentation on the Clean Power Alliance so they talked about the multi-family program, the cooling program and a couple of grants with that And also some talks about EV charging stations around this area, so very excited to hear more about it. I would encourage for those who are looking for more information on this to visit the website and then also I attended the EDC, Collaborative and so one of the biggest things that stood out in this from this meeting was the Ventura County digital upskill initiative, which was really great classes and opportunities for people to learn computer skills small business upscaling. And so more information about that on their website as well I highly encourage those who are interested to get more information on that.
Also, I wanted to announce that I am going to be having a mini town hall March 28th at the Dolores Day Park. And so this is an opportunity for me to get to know more about the community and the community will learn a little bit more about me. I am planning to collaborate with a couple of local nonprofits that are stationed here in Fillmore. Very excited for that as well. And so I welcome anybody that is in the district or if you're not, just go ahead and say hi. So that's it for me. Thank you.

I just want a reminder that tomorrow Tuesday or Wednesday evening is my standing porch talk at my house and that's open to anybody in the community, residents or business owners who want to come and just chat about things going on in Fillmore, changes they'd like to make. We hold this the second and fourth Wednesday every month unfortunately due to weather. This last one earlier Well, two weeks ago we had to cancel due to weather. We had rain that was blowing into my front porch and all the cushions were soaking wet so we just canceled it for last week or last month but if you are able to join us I'd appreciate it six o'clock to eight o'clock and if you want any information it's online and I would be happy to talk to you personally about it And then also, there was a Ventura County Transportation Commission meeting on Friday and I've been sitting on that commission for three years now.
Although I wasn't able to attend it at the memorial service in San Diego that day but What I am looking for, and I want to hopefully be able to get this accomplished in the next maybe two months or so. I have a representative from Ventura County Transportation Commission come in and do a briefing on the railroad status. I get questions constantly, especially at Porch Talk about when is the train coming back to town? And we're dealing with the bridge issue as all of you are aware. The railroad bridge was washed out three years in a row now.
So every time we make some headway, you know the railroad bridge comes at least partly down again. So that's something that will be coming up and hopefully we'll get that on the agenda in the next couple of weeks. I'm sorry next couple of months and feeling everybody on what's going on with the railroad so that's it thank you
Okay, thank you. Yes I do have a couple of updates as well. I attended, chaired the Ventura Regional Sanitation District meeting this past week. The main item on the agenda there actually was a long overdue classification and salary compensation study and we received the results of that which is really bringing up the Ventura Regional Sanitation District salary job titles everything up to Where it needs to be and so in the ability to recruit good people, qualified applicants at salaries that are commensurate with what we need in our area. And I just want to make a comment on it because we've gone through that in the city multiple times.
Looking over at Manuel, it was pretty recently that the city did it. And for us as council members and also for the public we get the item on the agenda and a good overview of it but it was really interesting for me to be able to have a long presentation by the consultant who did this and compensation study. And just the worth of it and how important it is for organizations, especially government agencies to be up-to-date on that. So I just kind of want to make a comment. I thought the sanitation district did a great job. It's really important so I'm glad that our city has recently done it and we're really already reaping the benefits of having staff that are classified in the right position with the right salary compensation.
So I'm actually transitioned out of the Ventura County Regional Energy Alliance, and Council Member Rodriguez as he mentioned transitioned in. But I did attend this last meeting because there was a little bit of follow-up information that I wanted to hear about from the alliance. And that is concerning a couple of community resilience related grants that are finally coming into fruition to apply for this coming year. And I just want to mention them to the public, to council members and to staff.
One of them is a planning grant around resilience centers. And I actually mentioned at the meeting that we are with our Veterans Memorial District and working with our Veterans Memorial District Board with the roof and the other renovations and upgrades that it needs wanting to eventually have that be sort of our certified resilience center. And so there might be an area You know, where the federal grant and the county money that's going into the Veterans Memorial District can maybe be supplemented with some resilience grant money for that. So anyway I'm looking over at Manuel and I'll send this to you and to Erika and we'll just look into it but I want to say that the Regional Energy Alliance is more than happy to dig deeper for us and see if there's maybe something there And then the other one is the Extreme Heat and Community Resilience Grant, and that is cooling pavement, shade structures, tree plantings built or natural-based solutions.
So I'm thinking about our parks, I'm thinking about our dog park which we don't have that shade there yet And I'm also thinking about our wonderful bike path that is contiguous and long, and not just a bike path but a walking path. And just the idea again this is just in my head of some little shade structures and benches for respite you know that people would maybe appreciate so That's in the near future and I'll share it with staff and to see if that's a possibility for us Okay, I think that's it for my updates on my committees.
I did want to say that as we've been informed and were aware about families impacted by ICE enforcement, there are cities that are beginning to look at sort of having more stakeholder engagement and looking at how do we help these families that just have been affected by this. So Oxnard has a group of stakeholders that are meeting again. It's a combination I think of various different groups city and probably the school district and nonprofits that are helping families.
Santa Paula, I heard Moorpark is looking at one. So I'm just letting you all know that I'm going to do my research myself and try to attend some of these meetings and see how do they function? How do they work? What kind of value do they bring to the community? And just report back and see about our community here. That is it, thank you. Thank

Thank you, Mayor. I just wanted to note there's a typo in 7D in the resolution of intention to set the public hearing. Section 3 says that the public hearing would be set for May 24th but it's actually March 24th that we'd like it set for so when someone makes a motion on the consent calendar if that item doesn't get pulled, if the motion could just be to include that change to May 24 for the hearing date, that would be great.

Okay, I'm sorry mayor can make a comment on one of the items on the consent counter okay Thank you and my comment is on item 7c the MOU between the Ventura County The Council of Governments and the city of Fillmore regarding small lot assembly and Mike my comment is just that these are funds from I want to say federally funded reap money, and I'm so sorry don't have the acronym in front of me. But these are funds that were actually lost a lot of some some of these funds were the words were awarded and then very much jeopardized and sort of taken away. And I just wanted to comment and say a big thank you to our Fellow council members, I'm not sure if any of us are particularly on the SCAG or I know we sit on VCOG. But there was a lot of advocacy done to try and bring these funds back to the community.
So I think it's wonderful that we are going to be the recipient of some of these for this particular item, the small lot assembly. And thank you to the advocacy to make sure we don't lose those refunds because this is important work done across cities in Ventura County. Thank you to those who worked to bring this money here. Thank you. And with that, I'll make a motion that we accept the items on the consent calendar with the change to March 24th on item 70.

Moving on to item number eight new business 8A, appointment of primary and alternate delegates to California Joint Powers Insurance Authority Board of Directors.
Okay, Manuel Minhares here. I'm presenting this on behalf of City Manager Erica Herrera who couldn't be here today due to illness and so this item comes to us on a yearly basis. This is for the California Joint Powers Insurance Authority Board of Directors, their annual conference and we're here to appoint a member of the city council as the primary delegate and then appoint an alternate delegate And so what we've done in the past is, I think last year we had appointed John. I think Council Member Garnica was appointed and then Mayor Mendez was and then Erica was also appointed as an alternate and she's been a regular at attending these events and has expressed her interest in being considered an alternate again.
And so with that, we'll leave it up to the council for any questions or to make a motion?
Just a comment, so I've been on the appointed person. I would like to continue that if it pleases the council. I think it's good to have continuity in something like this.

Moving on to item 8B approval of the contract for the 3rd of July community fireworks show to be provided by Pyro Spectaculars Inc.
Good evening Mr. Mayor, Council, staff and citizens. I'm here to present the request for approval for the contract for the 2026 aerial fireworks display for the 3rd of July and that contract is with Pyro Spectaculars. Our recommendation is to approve the appropriation of $32,000 for the July 3rd community aerial fireworks display, pending the approval of the Fillmore Unified School District.
We do have that permit in the process. Also not only to approve this, the authorization of the 32,000 but also to approve the actual agreement with Pyro Spectaculars. So as everybody is aware here, everybody's been around for a while. We used to have the 4th of July celebration and then in 2020 the COVID hit and a lot of those public displays were canceled.
Coming into 2021, the vendor that we had for July 4th was no longer an approved vendor with the state fire marshal. So we had to search for another vendor. That was six years ago now and we were able to find another vendor Pyro Spectaculars, but of course being new we were kind of put at the bottom of the list. So July 4th obviously is the main date that most cities go after, but we were able to secure them for the 3rd of July and we've been coordinating with Pyro Spectaculars every year since then So anyways, the cost of their show is $32,000. It's gone up a little bit. Last year it was $29,000 and having just 3,000 difference for this, it's going to be the same show, the same number shells, same size shells, same duration. They try to shoot for about 18-20 minutes worth of aerial display.
So it will be the same show but it's just going to cost a little more at $32k. Pyro Spectaculars has made every attempt to try to fit us in into the 4th of July. Our city manager has been with them constantly on the phone and emails trying to see if we couldn't get a last minute, not last minute but every year our City Manager Erica's been trying to get us into the fourth of July date.
The problem is lack of pyrotechnicians The folks who actually are licensed to set the aerial display off. As a matter of fact, we were hoping that this year we'd fit in but they had some retirements but along the retirements they also had the same equal number of new technicians so we're almost there hopefully you know we can fit in in the next couple days I'll mention here in just a second how we might be able to help out with that So hosting the event still on July 3rd kind of ties in with our overall plan here of the city is to have a celebration, a celebration of Independence Day and having it on the third allows us to continue that process. As a matter of fact, it kind of extends it another day, you know, a day earlier.
I know that every year we have a little get-together at the fire station with some of our rookies and we invite those members of the public to come and watch the display right from our backyard or middle school so it's always a great event. Obviously, I think everyone's aware this year is going to be a little bit more spectacular. It's the 250th anniversary of our Independence Day so I know that the city staff has been working with the Cultural Arts and Recreation Commission to have a few more functions during I want Well, I don't want to say too old but years past where we used to have a lot of family events. A lot of family events occurred right here when this was a city park so it'd be nice to get back that again staff is working with the car commission to make that happen.

ahead. So Chief do you know are the veterans organizations are they planning any kind of special events for the 250th?
So I'm not aware yet of anything specifically from the veterans, but I do know that the Sesapeak Creek Car Club is including something a lot more than the normal event. And I know that a lot of their members are the veterans so I anticipate there will be something additional. Obviously, that would be a great opportunity for us to honor them. Okay, so let's see. Also we know that this kind of...
I'm jumping around a little bit but I want to go ahead and since I was talking about you know having bigger and better shows and all that you know this all falls in line with our goals, our core goals of community engagement and organizational excellence. So we hope to be able, we always draw in thousands of people anyways for the 4th right? Well with the 4th of July aerial fireworks show being on the 3rd, we can expand that and hopefully we'll draw in even more tourism and be able to highlight and showcase what Little Fillmore is all about.
So again, the cost is $32,000. We're working consistently with Pyro Spectaculars to try to get it for the 4th of July next year. But again, the 4th of July is a premium day. So if we are able to connect for next year, 4th July, there'll probably be anywhere from $4,000 to $8,000 more just for the date, just for having it on the fourth. So that's a consideration.
Chief? Yes sir? I have a question. Yeah. That was made last year, if we could find an individual in town that can get trained. Does that still stand? That still stands. Okay. Put that word out there that there's somebody interested that wants to be trained
Absolutely. So to highlight what you were asking, again because there is a shortage of pyrotechnician technicians if we're able to provide our own which would require a lot of training It's not just a hey, sign up and I know how to push a button to make it go boom. There's a lot more to it than that but if we have somebody that's dedicated in the city or dedicated to the City of Fillmore, we can put them in the pipeline to have them trained up and then we could always have our own technician fireworks provided by Pyro Spectaculars on the 4th of July. So, and then of course if that person is licensed then they can do other shows as they want.
But we definitely, the fire department, the city manager has expressed their interest in supporting anybody who would like to do that. As a matter of fact if anybody who's listening is interested or sees this later on contact the City Manager's office and they can fill you in on all the details.
Chief, is that just one person that could do that?
No absolutely. Again they are really hurting for technicians so anybody who's interested I would and I'm sure there's other parameters you know certain age and certain background checks and so forth but yes anybody who's interested as far as i know there's not a cost directly to the city for that Although the fire department again would support them with whatever we need to get them trained up. So, but yes it is open to anybody who wants to express interest
It would require more than one person, two people.
So normally at the fireworks show there's a licensed technician who has the official card and then there's usually four or five other individuals who are in the process of trying to get their license who assist. So when we set up, when I say we I'm meaning the fireworks company, the fire department is there observing so when they're setting up It's a team of about four or five or six people that set up the whole display and then help shoot it off.
Yeah, it would be great for us if we had interest so there you go I think I saw some hands raised there OK, so yes. So we obviously would like to encourage anybody out in the film or here who's interested to call the city manager's office and express their desire to go down that way for a permit. So again, I may have mentioned this earlier but if not, the show is held annually at the middle school.
We're in the process right now for the permit The show, because the aerial fireworks have a tendency to kind of go with the wind once they've been shot off. This middle school grounds gives us enough room buffer about 300 foot little shy 300 foot buffer for anything and it'll fall out that comes out so Okay, the fiscal impact. Let's see. Again this year is the $32,000.
It would come out of the general fund reserve and it would cover the deposit. The deposit is half of that $16,000 which is due March 13th. The remainder due right after the shoot. I mentioned that it falls in line with the city goals of operational excellence and community engagement. Any questions?

Moving on to item 8C adoption of ordinance number 26-993 updating the city's regulations to strengthen cost recovery and code enforcement procedures
Mr. Mayor, I'll be presenting this item tonight. Tonight we're introducing an ordinance to the City Council that will make some much-needed changes to the city's code enforcement procedures. For example it will allow the city to hold the person responsible for the property not just the property owner responsible so for example if there is a tenant who is doing things were able to name the tenant instead of also involving the property owner We're also making changes to comply with state laws and some codes that have changed over the years.
So we'll be establishing some clearer procedures for the summary abatement process, and then the post-abatement procedures as well as designating who can be a public hearing officer if there is a hearing needed We'll be adding a prevailing parties attorney's fee provision consistent with state law. Right now, it's one-sided. We'll be improving the cost recovery mechanism through nuisance abatement liens and special assessments.
And we will be, just as I mentioned, overall modernizing the code enforcement framework for these types of administrative procedures to align with statutory authority and best practices. Please let me know if you have any questions. Thank you.

I'd like to move that the City Council approve the first reading introducing Ordinance Number 26-993, to amend Article 2 of Chapter 1.09 of the Fillmore Municipal Code Administrative Remedies Continuing Violations. The ordinance is intended to strengthen the city's enforcement authority, improve cost recovery procedures and enhance procedural safeguards to ensure compliance with constitutional due process requirements.

Moving on to item number nine City Manager verbal report
Okay, thank you Mayor. I'll try to make this quick but I have a couple that may take a minute or two so to go get right ahead with it ERF grant update as I mentioned in the last update our staff had gone out on a just started with a training was a two-week training it just ended yesterday there's a community health worker mandatory training that Turning Point Foundation requires their outreach staff workers to attend And so they would have started their outreach again today, so I'll have a more thorough update for you on the 10th as far as their work on outreach. As far as well number ten, I do have quite a long update. Really it's information that was emailed to you previously. I think the last updates were sent to you on the 14th.
And so, you know, they've drilled down to a depth of 614 feet. They needed to complete a geologic survey and that was done and they got some good news in terms of what's referred to as the deviation. The driller is not concerned with that, the amount of deviation there, so that was good. As Joe had put it, because they don't have a well-defined isolation zone in the natural formation. You know what that means, right? The city will save approximately $75,000. That's what's most important, right? That's some really good news and they'll forego sampling at that particular stage.
They have strong indication of water quality from well number five and will conduct sampling at different elevations once the screen is installed. and adjust that if necessary. Finally, because the full 600 feet consisted of essentially the same formation there was a good likelihood that water quality will be consistent throughout so that's really good news. So as of last week the driller was working on cleaning up the site and backfilled the hole to prevent collapse And they will be off-site for approximately two weeks. So, for last week and this week they're off-site.
During that time and during this week they're going to be finalizing the well design and materials are going to be ordered. Also on the staff end Joe's gonna be working with Angel to update the project timeline on our website. We'll be making announcements on our social media as they become available. Any questions on that? I don't know if I have a lot more to offer besides that without Joe being here, to be honest.
So an update on the C Street sewer project. The most difficult portion of the project has been completed and that is what's referred to as the jack-and-bore installation of the sewer under the railroad tracks between Old Telegraph and Harthorn Drive. As a result of this, the southbound direction of Goodenough Road going towards Highway 126 will be reopened this Friday, the 27th.
And there will be periodic closures of the southbound direction and those will be necessary in the coming weeks as other portions of the project such as the installation of a storm drain and pavement repairs are completed. Overall, the project is ahead of schedule and we anticipate a full reopening mid to late March. So
just to reiterate, so they've completed the most difficult part which was boring underneath the train tracks right?
That's correct.
And so now they're going to be working on the part that's the street and they can do that by alternating the traffic is that right? That's correct. Okay thank you.
Yeah got it. A short update on the business roundtable meeting. We've created a new webpage under economic development for the business roundtable and this includes previous agendas, so if somebody hadn't been able to attend a meeting they can always get ahold and download previous agendas there or meeting minutes. They can also register to be notified about upcoming meetings and receive a calendar invite if they'd like to use that.
And then they'll also have upcoming meeting dates and locations. Right now we currently have the next three meeting dates and locations posted on our website. Business owners did request at our previous meeting that our business roundtable meetings are productive, and they requested those to be held on a monthly basis. And because of that we've scheduled our next meeting on March 2nd at 830 in the morning at the Fillmore Town Theater.
So we'll be putting information on our social media to invite members of the business community to come in, partake and engage with us and get the resources that we're going to be providing to them. And finally, we did send out a survey to the businesses that have registered with us And what we're looking for is to, you know, gauge their interest in future agenda items and get ideas for workshops and other resources that they're interested in. So that went out.

Manny, quick question on the business roundtable. Are the numbers pretty much staying the same with regard to the participants or is it increasing? Or are you seeing fewer?
Yeah, I'd say just gauging from the previous meeting to this last meeting we did have an increased number of businesses. I think with the previous meeting we did have a drop because we had changed the date and that had been an issue. So I think we're getting a pretty consistent number of businesses and we had a couple new faces in the crowd so that was encouraging.

I did have one quick comment. So during our follow-up discussion or follow up meeting after kind of an after action meeting with the city manager and Manuel Mayor, I did bring up again the idea of having us participate in some kind of a or look at participating in like an aerospace or business show. And it was brought to my attention that we already do that to some degree. We go to Las Vegas for I guess there's a big trade show.
ICSC. Okay, so I still would like to see if we can't do something as a council or put it on the agenda or I don't know how we would maybe give direction to staff Instead of just walking the show, maybe have a booth where we can solicit businesses to come to Fillmore. So if I can get some support on that at least to maybe get some staff to look at that, I think that'd be a great idea for the city.
Yeah, I agree with that although I did have a conversation with our city manager about that about three weeks ago. Okay and I pointed out to her that's something the ICSC in Vegas this international community what is it Manny? International Conference of Shopping Centers so it's an international
shopping centers yeah
you find vendors and businesses of anything you can think of there And I did attend, but in my recent conversation with their city manager she indicated that they were talking about possibly attending again. But when you figure out the cost factor and Vegas is really expensive now for hotels and whatnot. She is of the opinion now that at this point it's not cost effective for us to do that yet.
And there's a certain number of population of a community that really benefits by attending that, and we're not there yet. We're not at 20K yet. Yeah, so that's... Although I don't know about the setting up of a booth and soliciting. That might be a little different.
Yeah, so again when I was at the medical device and manufacturing show at the beginning of February. The cost for having an exhibit a booth for 10 by 10 foot booth was about $5300 to be an exhibitor now to just attend if you know someone at the show they basically can get your tickets. So it's basically free however, I don't think that gives you quite the impact because The whole reason I got this idea was the city of Houston, or one of the districts around Houston had a 20 by 10 booth. And they had all kinds of advertising leading into the show indicating that hey we're open for business and we want you to come to this district so that we can obviously improve the economics and I thought that was a great idea.
And there must be something besides ICSC on other avenues to pursue, you know. Other events or things where that's the biggie and again it's international but...
So I mean I guess that's to me that's very targeted to shopping centers?

But perhaps we could have maybe staff look into it and see what other trade shows there is that the city could benefit from having a booth, not as participants but having a booth there and soliciting
business. And just exploring which way would make the most sense, I think is what I would
mean. I would support a staff report to do a little research, find out more.
