Kathy Nolan, I'm here representing the Ojai Valley Green Coalition and I just wanted to give you a little quick update on the City Hall Campus Master Plan project that we're working on. If you remember, I was here in November of 2025 and did a concept review And I wanted to let you know since then. Let's see we, I just met this week Tuesday night with City Council and did another review and then next week on the 18th I'll be going to Planning Commission with the project.

And I also wanted to say just to give you a little bit of update on how it relates to the Historic Preservation Commission, the items that we had looked at at the concept review were the existing pergola. Of course, the carriage house. There were some other smaller items but I think those were two of the big ones and we're still hoping that we can get the city to authorize a structural engineer to go out and look at the carriage house to look at the suitability or stableness of the structure.

So we're still hoping that we will be able to use it, but it'll of course be dependent on that. And then anything that we do there, of course, will be compliant with the landmark status of the property in that building. So I'm going to go ahead and open it up for questions. It looks like possibly old-growth redwood, but no matter what we do want to put another portal in. I'm not sure if it'll be right there or not. Ideally yes in that position and possibly even another area, but we want to the best that we can, and we've taken documentation and photos of the existing one, complement the one that was there.

So those are probably the two biggest items that I wanted to mention. Oh, and one other thing because we do have a proposal for a building on our master plan. We're affectionately calling it The Garden House and we're hoping to do it with alternative building materials and methods so that might be straw bale and cob but we want to definitely Once again, complement the existing structures on the property and City Hall for instance. So the color of the plaster even that the style of the roof and some of the members on the outside we won't be exactly copying it but once in again we're proposing to compliment it And then I also wanted to say, and I know you can't comment at this time but we are happy to take any direction from the Historic Preservation Commission.

And if you wanted me to come back and do an agendized presentation at any point in time, I'm more than happy to do that. Will be completed by May 31st of this year. That's the end of our contract on doing it So that's my my brief update, but I just wanted to keep you in the loop

Yes, as I understand it the master plan is an intention. What's the intention of the city long term for this property? And when you came to us before it seemed clear that most people really favored saving as many of the historic structures on the property as possible so when that finally comes that those work will be done and there's an actual project which there isn't now Then the HPC will have to do a work permit. We'll have to evaluate it and make a work permit based on historic preservation law and all the rest of it, so I hope that your intention, your master plan will show the preservation of these structures rather than removing the structures before we really have a project to decide on.

That was my feeling that we'd like to preserve as many of the historic structures.

So in other words, we've brought together the plan showing You know the general locations and what we would like to do there But the next step is then you know if the city authorizes it We would start developing Whatever we're doing there. So in other words, we'd probably would have an assessment for sure of the carriage house the pergola and then you know estimate based on having some professionals come out, like a general contractor and what have you and the structural engineer if we needed to do anything to any of the structures.

And of course following the guidelines for the historic landmark status of those. But I could imagine that we would come back or somehow collaborate with HPC to give like a progress check-in and get your input

Good evening, my name is Renee Roth. I've been a resident of Ojai for 25 years. I've attended many of the Green Coalition events. I worked on many work parties on the garden property behind us. I have cared about this. I have seen it go through many different iterations and I'm really concerned about what I am hearing tonight so I will try to just stay in my written comments First of all, the public record for the City of Ojai getting titled to this property started in 1973. Have any of you seen the trust deed and what the language says? The language is very clear. It says it's supposed to be for a public purpose, a public good and the city has the right to demolish anything on the property that it believes needs to be demolished. That is in the language of the trustee okay?

So, it basically says when you go to this being a gift to the city. This wasn't a casual gift. This took a long time. They took three years to describe how they wanted to give this to the city. The Secretary of Interior Standards, which you were supposed to be following when you designate historically significant property, governs landmark designation in the Municipal Code.

So I've read your resolution, Resolution 1744 very carefully. It only designates as historically significant objects of record on the interior and the exterior, and it notes the pictures and what specific things are designated as historic. You really need to go look at 1744, and you really need to stay within your resolution and the lanes of that resolution because I've been Obsessed with thinking about Kathy Nolan having to save a piece of concrete out there that was supposedly a miniature golf course water feature.

Ridiculous, that is absolutely ridiculous and the pergola out there it needs to be torn down it has outlived its useful life It is way too low. The water and the runoff have raised the level of people entering into the property, so if you want a picture take a picture but we really need structurally significant and historically significant pieces of the property to be saved. Please do not waste the city's time. The other thing is the carriage house. The carriage house is not even mentioned In your resolution, it specifically exempts any property other than the historic properties of this and then the other building and some stairway. That's it. It doesn't mention that you are exempting. It specifically exempted the carriage house And we have spent hours and days running the Green Coalition through this process of the historical significance of it, when it is not proper for you to do this with this property.

It is not proper. It is not the best use of the property or in the public interest to hang on to every little piece of structure. I'm sorry but I am just really opposed and offended That you think that is your job and your mission here. Thank you. Thank you.

As many of you may know we currently have a fabulous exhibit that's going on right now, The Power of Family and coming up this next Saturday or Sunday the 15th at 430 We have town talk that's Roots in Remembrance, The Power of Family Storytelling. And it's part of the Women of the Valley 100 Years of History and April 5th. And we have families that are coming from different parts of the valley.

One of them I know is coming from Thatcher. And so they will be there and talking about their family history, their genealogy and how I think they are acquiring that and storing it. So it's what I love. So we invite you in if you haven't been to the exhibit that's in place again, it goes until April 5th and it's wonderful.

Thank you. My name is Maura Macaluso and I'm the Principal Planner for the Community Development Department and I am the liaison for HPC. And thank you Chair and Commissioners. This is a sign permit S26004 and it's for the proposed design change To a previously approved pennant and Chinese lantern elements for the Ojai Music Festival. Once they're approved, they can continue consecutive years and year after year. However there's a change this year and that's why it's before you.

So the signs or the pennants are to be displayed in each of the 27 arches in the landmark number five, The Arcade and also in the Libbey Park pergola that leads to Libbey Park. The pennants are two-sided, actually have one here, and the size is approximately 32 inches wide by 48 inches long. They're vinyl or a vinyl material. As you can see the colors here there are two shades of green at the background And also the swirl. And then this is actually it kind of looks white against the dark green, but it's a shade of gray for the lettering and we have a change in color for the Chinese lantern in your report or in the description and potentially in your report. It mentions a change in size There was a concern regarding the change of size.

But when I spoke with the applicant, they've actually decided not to do the change in size so the size would be the same that's been approved in the past. The difference is the color. It's a different shade of green that complements the new pendant. We do have the applicant here if you have questions that I haven't already answered. And you do have options with your conclusion. You can approve the project as it is, of course you can deny it. You can also ask for changes. I kind of thought that might happen with the size of the lantern however the size is no longer an issue. It's the same size that was approved previously.

There was another question prior to the meeting, and that was how many events per year put up these pennants. And in the last or since 2022 anyway, there have been either five or six events per year that have had the pennants and the pendants are up for a maximum of 14 days. So that's all I have. Staff is recommending approval of what's been submitted and presented to you tonight but again we do have the applicant here if they have anything to add to what I've said so if you have questions of me or them

Well, I'll just start by saying I've given this a lot of thought. I have been very involved in this community for more than 65 years. Involved festivals over the years with family. I do not think we should continue on with these lanterns Think it is an art installation. I think the pendants are fine But I do not think the lanterns are appropriate. I think that It is just not in keeping with what has been before 2011 and in fact in the rules of what were adopted back in 2015, it actually states Penant policy allows for only penance and nothing else.

Flags, lanterns or other decorative items are expressly prohibited unless previously approved and at such time that design is proposed for redesign shall be allowed to be displayed. So since you are asking for a completely new application of all of this I do not agree with these. And I also would like to know the pergola Where are they hung in the pergola? Because this only discusses the arcade, and I don't think they're appropriate there either.

Well, I would agree. This is a pennant policy when we were set up to allow pennants as decorations for events held downtown and the festival's a sure one that would apply to have these pennants up to advertise it and the signage on the pennants is a little avant-garde and different from what I think was intended but I think that represents what the festivals is about So I don't have any problem with the penance, but I do have to respect the fact that this is a penant policy and it does say that there should be no other objects.

I just think when this starts going then other people may want something else and then pretty soon we're gonna have to have our jury to decide if it's artistic or not. I think that I would prefer going to what has traditionally been done and done by every other applicant who has pennants up. It's just have the arcade arches with pennants and the two arches across the street on the pergola, and I think that should be great.

I don't want to speak to the Libbey Park because that isn't really a part of what this application is for, but that's my feeling.

it was what happened is they came in and they were having a special occasion I think. And they asked if they could do this as an exception to put these lanterns up that would go into the park. And so the HPC at that point said okay you know it's your 60th anniversary or whatever it was back then But I don't think the intention was to change the policy and make it so that people could put other—I think it was an exception for that one event, but then there is also a statement in here that as long as they don't change it they can keep going with it. We get to have Kathy Nolan show again tonight for a second time tonight This is regarding a proposed rehab of two objects of record located at the Libby gatehouse which is at 1 0 0 1 foothill Road its historic landmark number 18 the City Council designated the Libbey gatehouse historic landmark in 2011 and The Rose Arbor, let's see.

The application is for restoration of the Rose Arbor as well as the brick patio, as well as construction of an outdoor kitchen, a new exterior lighting plan and other patio improvements that are not affecting the objects of record. The two objects of record that are being affected are the Rose Arbor and the brick patio And I'd like to turn the attention to the applicant now to provide any additional details they can go into the specifics That I'm that would be better heard from her

I also wanted to say that I do have in your packet, there are samples on the plans but I did bring the physical samples back tonight and I did have them at the two site tours although Brian Aikens wasn't there so I'm happy to bring them out if at any time you'd want to take a look or we can pass them around. But yeah basically the project includes on the Rose Arbor, keeping the existing pipe metal frame. It's painted a green color. We're not going to be touching that all but there is an actual wood lath material on the exterior part of the structure and it's deteriorating. A lot of it is broken And what we are proposing is to replace the lathe and then actually, to the best that we can, duplicate the wire attachment onto the metal pipe fitting structure.

So that's our proposal. on the Rose Arbor and then the other object of record is the brick patio which originally was in front of the living room, which was later turned into a master bedroom, which it presently is. And we would actually be just removing the brick And the issue there is there's trees that are actually changing the level of the brick. So some of the bricks popping up, some of it's too low. There also is a downspout there where it looks like the water is causing some undermining. So we'd be taking up that original brick first taking a photograph you know documenting it and then adding a drain To the hose bib taking it out to the landscape and then re leveling the sand bed And then just relaying the existing brick back in the same location So that's our proposal there, and it's basically for safety reasons I We wouldn't be changing the surface of the brick or anything.

We probably would be power washing it to clean it off, there's a lot of moss on it but we wouldn't be using any tools to change the character of the brick or anything So those are the two objects of record. The rest of the proposal is to add a four-foot high fence at the property line for an estimated 80 feet, and the property line would be on the east side that parallels Foothill.

And we're asking that it has to do with basically sound and the light coming in to the master bedroom. But we'd be following the code, the fence code I've already applied for. I had to turn a permit to do this process if they deny it then of course I guess I'll get a refund. But it would match an existing fence, which I had to show all in your packet. There is a wooden fence on top of a wood, excuse me, a rock wall adjacent to the garage on the property so we'd be matching that same wood pattern as a two by six vertical member with a wood cap on top and then the stain would match the existing brown stain on the fence wall combination by the garage.

And then we're proposing to put in like an outdoor kitchen barbecue area And I can get those Materials out again and pass them around and show them to you if you'd like to see them again They are in your packet, and we did look at them on the tour But I'd be happy to bring him out for Commissioner Aikens Then there is there's other patio brick patio on the property.

It wasn't an object of record It's newer brick, but we're having the same issue with the tree roots Causing actually a trip hazard and I think many of you saw that when you were out So we're going to be lifting all that brick Taking out two of the trees taking out the roots. We've got in with an arborist and then redoing the sand leveling bed and relaying the brick We're also proposing to add additional landscape lighting.

There's a small path light that is existing right now, we're matching that. It's shrouded, it meets the dark sky friendly requirements. They are LED maximum 27 Kelvin so their light intensity is low but adding more of those and then in the front of the property there's a larger nine inch path light Once again shrouded dark sky friendly Matching that and adding some of those it's on a lighting plan in your packet To the gravel driveway in the front which was now the new friend of the property parallel to Palomar And then we are adding, proposing to add five Moroccan lanterns.

Once again they'd be LED 2700 max Kelvin and those would be hung in an oak tree on the property and adding architectural string lights that have a cap once again dark sky friendly over the brick patio and that's all included in the lighting layout that is included in your package I think I got everything on there, but let me just double check. So what I was trying to do and you kind of saw this in the email that I sent Was look for items and these are items that are not historic. These are items that Could be current could be past and so Going down the list there Craig Walker Santa Barbara City beauty beautiful program And so he was going to talk about that. He provided information for Pearl Chase having been in Santa Barbara, she's highly loved and as Commissioner Walker pointed out had perhaps the same caustic attitude towards dirt in the city that Mr. Libby did, so much of that information he passed on. That's a City Beautiful program just to get an insight on what they're doing.

The second person I listed was Fred Fisher, and I put in copies of his biography that I got from his book that's about like that because he is highly capable to be perhaps the main person that's assessing the architecture. It could be other people but... And so I wanted you... I sent that out just so you had an understanding or better of who he is. Wendy Barker, I asked her to talk about the City of Beautiful Moment Award. The museum was the one that won the 100th year anniversary took place. The museum spearheaded that. Craig Walker, well Mark Lewis was a key person writing things and so Wendy said she would like to submit that if she could, she did.

Julie Stensley, I talked to her. She sent me an email right after it was submitted pointing out on Julie Stensley and then on Mark Tovar, two different individuals but two individuals that have kind of a group, a sense of people that they know well. Mark Tovar I talked to him, Mark Tovar talked about all of the different routes, all of the different hiking trails that originated with the people His people that had ranches in different places around here. So I included an article that he wrote about the Chumash. On Julie, I talked with her she was supportive of this and so And then the last person I put was Gina McCattin, because I had her on the phone and I knew she had some education and was going to be occupied with other things. So I put Gina on there and I put education as another item.

And what I did was I put the landmark for the lavender What's the second word I want to say? Lavender Inn, because that was the original schoolhouse. And if you go through and if you read the documents that were in there were part of the landmarking historic resources report. If you see that you can see how important that first school was to the individuals. And so I did that because that may be something in the past that we would look at as something that made Ojai, the city beautiful education and I think I said in there that without there is no beauty in a city without education at all ages So the other thing, the other ulterior motive is that I was talking with people that that I know most of us know. People that if we took this to the city council, I could invite to be there in the audience so that they would have some support for this going before the council.

And so that was kind of an ulterior motive. But see, on Julie Stensley I talked to her there you know outside of the museum I don't think there's anything too much And so I was, you know we can't identify exactly where the villages are but we can talk about the villages. So I was looking for something on Julie to put a plaque in Libbey Park it just seemed appropriate that we're doing, looking at Libby Ward that we have there in Libby that she could talk about the Chumash villages that are in the thing again but not identifying them and everything would be run by her On Mark Tovar, again he talks about all of the hiking trails, all of the paths that eventually turned into roads are still hiking there. You know they're all fun places but to hike on a trail to know that was a Chumash route gives that a little bit more interest in it.

And so I thought maybe we could do again, a plaque there that talks about the routes. Those are things that we could identify rather than the village which you know, we shouldn't identify. And so those were some ideas. Craig, do you want to talk about up or the gallon?

Okay, well Brian asked me to talk a little bit about Pearl Chase who I think I mentioned before. She grew up in Santa Barbara and she graduated from high school in 1904 and she went away to school but when she came back she decided to dedicate her whole life to beautifying Santa Barbara and she spent every moment of her life up until the time she passed away at an old age Creating programs, doing things. She was one of the first people that were involved with after the 1925 earthquake converting Santa Barbara to a Spanish village type of place. They kind of followed Ojai's lead in 1917 and created a beautiful Santa Barbara down by the De La Guerra Plaza And then she also took up the cause of beautifying the streets. And I was thinking today, I remember when I was younger maybe you remember too driving through Santa Barbara and how beautiful the freeway was.

You know there were this big divider with all these plants and trees that it was so beautiful. And then of course later on the freeway came through and all that was eliminated but It truly was. If you were driving from LA to San Francisco, you really knew you're in Santa Barbara by just how beautiful the road was and she also started a whole bunch of programs that were like awards given to people every year. People would nominate different buildings or properties for beautification awards in architecture and fixing up their house and landscaping. And it really generated a lot of interest in the population, and it made them rise to the occasion. It caused a whole movement which still exists. There's still the Santa Barbara Beautiful organization that operates even though it's long after Pearl Chase's death, it still continues on.

So an award like this, it doesn't have to I don't think just be limited to buildings and properties. It could be a play that was put on or it could be something that just improved the community and inspired the community because that's what Libby was trying to do With his City Beautiful program, he was trying to inspire the people of Ojai to become more involved with their community. And he did that through the ideal of architectural beauty and his speech on Ojai Day I think really lays it all out. We're here celebrating not a man or not particular buildings, but an ideal and a conception. And I think here 100 and some years later we can say that he had a good point you know that downtown historic area that he did that beautified the town it also drew people together and it gave him a lot of community pride so as long as it doesn't interfere with our existing awards I think Something that recognizes like an organization, like the Land Conservancy for beautifying an area or an individual for beautifying their home or property.

I think that might be a positive thing.

Number nine this is an informational item it's notifying the Commission of a proposal that the community development director has Recommended approval for a minor work permit twenty six zero zero one for a re-roof For an existing single story single family residence located in Tara Mina at the tower Mina district The location is 30 Taormina Lane. The project involves replacing the existing roof with new shingles in a slightly darker shade, the proposed roofing materials and colors are designed to closely resemble though not exactly match the current shingles I believe they were not able to exactly match them because they're just not made anymore and also they need to be fire rated The change will not impact the roof itself or compromise any of the contributing Character-defining features within the district on this on the structure.

The findings were consistent with the municipal code regarding minor work permits and the re-roof is again, it's a slightly different color in a different shape and the The applicant as well as staff found it to be consistent with the existing colors materials and styles of Existing structure, but also the surrounding structures. I visited Taormina twice around this question to look it over and walked through it once with my dogs. But, um, I'm not sure but I think when I was a teenager living in the neighborhood adjacent to Taormina and I used to ride my bike through there not on a paper route but just idly riding through. I want to say the roofs were wooden shake but I might be I'm going to go ahead and get started.

With the exception of three roofs, which were some kind of tile, you know like a hard tile. Pretty much all the roofs in Taormina are the same dimensional, they're called dimensional Roof tiles or whatever you want to call them shingles and that means they're kind of they're kind of built up and they have some dimension to them whereas previous three tab shingles were flatter in what the applicant has on the roof now are the dimensional shingles and And I indeed looked at that roof, and it was wearing out in spots.

And so they're just replacing it with basically the same kind of shingles. So anyway, almost everybody in Taormina has this style of dimensional shingles. And the colors are extremely variable. They're brown, they're tan, they're white, they're gray and so it's almost like everybody has automatically chosen the same shingle And the reason for this is, this is kind of the predominant shingle now in the roofing market.

They're much more durable than the three-tab shingles used to be that were made of the same materials. And they are easier to install and quicker to install for the roofer, and they're stronger in wind and weather and so on and so forth. All right, so that's that next is the Ojai Railroad Heritage Trail interpretive sign which we just talked about so we don't need to The joint HPC ad hoc, we talked about how we started it with two council people, Councilwoman Kim Ming and Leslie Rule. And then no actually we started it with the mayor and then the mayor stepped down because Leslie wanted to join and A few months and then Leslie just stepped down and now the mayor's back So there was a little bit of a stumble both times to try to get everyone up to speed But we've gotten through all of our functions and powers. We asked for a meeting with Lucas and Maura, and we had that a couple weeks ago and but now we need to take The meeting that we had with Lucas and Maura and we need to Lucas has agreed to meet again to get more into the weeds of everything and The original ad hoc was to 12 31 25 And so the attorney suggested that we do it in six months increment.

So we would like to do it till June 30th 2026 which is what was approved and At that point, if we need to extend it again, she said we could. But how we would like to extend it again is more of a wrap it up by June 30th and then check in three months, check in six months and see if all that we worked on is actually being implemented and where I'll feel good about it and everything. So it was like just keeping that ad hoc just kind of there so when we can get back in those time frames. And so they felt fine about that. The attorney felt fine about that. So that's where that is at.

And then the next is the Historic Preservation Commission Community Outreach. We got approval to do pop-ups at events when we want to, we also talked about our commission putting on a presentation about the City Beautiful movement and the downtown arcade as far as helping with compliance and the reason why The buildings should be the ones speaking to the public. That's what drives people here. If you ask why people would come to the arcade, they're not going to say because there's a bench or a rack of clothes outside. They're going to say it's because it's beautiful and unique and authentic. And so that is something that we want to really just kind of educate anybody that we can who will listen about it so we could help the city with compliance.

And so the first thing that I would like to bring up tonight is, I talked to Councilwoman Meng about May being the Historic Preservation Month. So I would like to know if there is a—I saw that yawn, Maura! If there was an event like the Lavender Festival Music, something going on in May that maybe we can pop up so we can celebrate the History Historic Preservation Month at some sort of event with a pop-up. So I wanted to try and look at a calendar, understand what was going on, so maybe we could do that.
