Okay, and now we're at public communications. This is the time set aside during the meeting for members of the public to address the legislative body on items of city business other than it's scheduled on our agenda. Matters raised at this time may be briefly discussed by members of this body and then will generally be referred to staff and replaced on a subsequent agenda. Under state law, other than emergency items no action will be taken. Do we have anybody here or online that would like to speak in

public comment here? None online. OK, I'm going to close public communications. And I'm going to ask our museum representative, Commissioner Akins, do you have a report?

GuestSimmsProposed · by introduction2:17

I do coming from our executive director, Wendy Barker. And she says this is the Ojai Studio Artists annual tour weekend. Just putting that little promotion in there for everybody's hoping it doesn't rain. It starts with a free party at the museum on Friday night which is from 5 to 7 PM The following Friday, October 16th is Third Friday. We always have great activities on Third Friday.

In this case you can go behind the scenes and visit our collections wing and see what spooky stuff's back there. So that's in research library get a hands-on with a few of the artifacts and view a presentation of historic images After Sunday, October 18th the museum closes for four weeks for a few upgrades like the floor reopening November 19th. So it will be a very nice addition when we come when it reopens on the 19th of November so thank you

Thank you. OK? Sorry, I have a question. Yes. Before the public communications there was approval of the agenda. Yes. And Commissioner Pisaccia abstained.

UnidentifiedUnidentified speaker 4Proposed3:43

Because I was absent.

UnidentifiedUnidentified speaker 5Proposed3:45

No, it's it's approval of this agenda not of the previous that right? Yeah, and I got confused as well. So oh okay, so It's of this agenda that's in front of you that you're approving Would you like to change

UnidentifiedUnidentified speaker 4Proposed4:00

your I'll approve it.

GovBen HarveyCity ManagerProposed · by role4:04

Okay,

UnidentifiedUnidentified speaker 5Proposed4:05

just it's just The reason I brought it up is because I was looking for an opportunity to do something I might as well Just do right now if that's okay with the chair, which is introduce a new planner we don't have a place in here for except at the very end and I'll approve him now since it's been a Asked who he is, but I wanted to do it to everyone and also on the camera. This is Addison Hernandez his nameplate is not correct He's not an assistant planner. He's an associate planner he's been with us for a week and a half and He's going to be joining me to these meetings and he also was at Planning Commission last night and he's We're so excited to have him here Is there anything that you want to say about yourself?

UnidentifiedUnidentified speaker 1Proposed4:56

Could he tell us a little bit about himself? Sure.

UnidentifiedUnidentified speaker 6Proposed5:04

Yeah, so I grew up in Ventura County. Came up to Ojai quite a bit growing up. A family that lives here in Ojai as well. So very excited to be able to contribute back to the community I grew up coming to all the time and visiting. I have a master's degree in city planning from Cal Poly San Luis Obispo and a bachelor's degree in planning as well. And before this, I was an intern with the county of San Luis Obispo in their public works department.

GovBen HarveyCity ManagerProposed · by role5:31

Nice! Thank you.

UnidentifiedUnidentified speaker 5Proposed5:36

OK, so thank you for letting me.

GovBen HarveyCity ManagerProposed · by role5:42

All right, so now we're going to go to the minutes if anybody has any changes to the minutes

UnidentifiedUnidentified speaker 2Proposed5:53

of Gina. Yes. Yeah, on item number four. And it's just the way it's worded and it might be my fault for the way I explained it but it says that Commissioner Walker explained and stated that the signs along the trail are good for 10 years. And what I had intended to say, I thought I said it but maybe I didn't was that they are guaranteed not to fade for 10 years Per side and they double print it one on either side. So they're guaranteed really not to fade for 20 years, and they could last a lot longer. It depends on some of them will be in the shade like in Libbey Park and no less quite a bit longer so Anyway I don't know if we can just get rid of that 10 years or change it to be, because I wouldn't want people to read this and think oh these signs are only good for ten years cause they're quite a bit longer than that.

UnidentifiedUnidentified speaker 5Proposed6:51

OK. So my thought is that we could change these minutes, or since the trail signs are on the agenda for this evening it could be stated again. It's really up to the commission.

GovBen HarveyCity ManagerProposed · by role7:05

Can we at least take that out then? Because if anybody just happens to read just this one who is looking to be a sponsor I wouldn't want them to have the wrong information.

UnidentifiedUnidentified speaker 5Proposed7:15

I think then that's fine. We'll correct these minutes.

UnidentifiedUnidentified speaker 6Proposed7:18

Yes. Thank you.

GovBen HarveyCity ManagerProposed · by role7:20

All right. Is there anything else that looks funny?

0:07 – 0:1017 turns

UnidentifiedUnidentified speaker 2Proposed7:27

UnidentifiedUnidentified speaker 3Proposed7:30

Anybody want to second it? I'll second. All right, roll call please. Aikens? Yes. Sims? Yes McCattin? Yes Walker?

UnidentifiedUnidentified speaker 2Proposed7:40

UnidentifiedUnidentified speaker 4Proposed7:45

Yeah. Abstain.

GovBen HarveyCity ManagerProposed · by role7:48

All right. Now we're going to go to item number two, which is our public hearing item. Do we have the staff report?

UnidentifiedUnidentified speaker 5Proposed7:54

Yes, thank you. This is returning from the last meeting. It's a signed permit for 208 East Ojai Avenue new it's the naturalist and at the last meeting the applicant presented staff presented for the applicant a hanging sign and It me it meet met and continues to meet all of the requirements in the The design guidelines for the Ojai arcade, however The commission asked the applicant to come back with or to change the application of the poppy on the sign and to paint it on instead of having the application of the, we'll call it a sticker. And so what they've done is they've agreed to do that, and I put in front of everybody and at the dais outside a photograph of a painting that's actually in the establishment. So the photograph that you have is actually on canvas.

You can see the bumpiness of the canvas. And that artist will paint the flower on the sign. Great. So with that, staff's recommending that you approve the sign permit as requested and as changed with the painting on the wood. And we do have the applicant here in case you want to talk about it with him at all.

GovBen HarveyCity ManagerProposed · by role9:31

Thank you. Do we have any questions for staff or for the applicant?

UnidentifiedUnidentified speaker 1Proposed9:37

Thank you very much. It's lovely.

UnidentifiedUnidentified speaker 2Proposed9:40

Yeah. I move approval.

GovBen HarveyCity ManagerProposed · by role9:44

We have to open public hearing? Yes. Is there anybody that would like to speak in public hearing on this item online or in chambers? Not online. OK, I'm going to close public hearing and I'm going to bring it out to anybody who wants to make a motion now. Do you want to do it again?

UnidentifiedUnidentified speaker 2Proposed10:02

GovBen HarveyCity ManagerProposed · by role10:24

Thank you.

GuestSimmsProposed · by introduction10:27

All

UnidentifiedUnidentified speaker 5Proposed10:28

right just for your information the sign will be inspected once it's installed so there is follow-up with that.

GovBen HarveyCity ManagerProposed · by role10:41

I think it's important that we keep it the way it's always been without the sticker, with hand-painted. It has more of what you would have done during that time. OK. We're going to go on to discussion items. The first one is the scanning of the HRRs and creating a master list. Do we have a staff report on that?

UnidentifiedUnidentified speaker 5Proposed11:02

Yes, so on September 10th the Commission discussed and Commissioner Aikens actually stated that he was willing to complete a listing of what the museum has as far as historic resources reports. And also in the meantime staff has initiated a list tonight Initiated an electronic file of HR ours that The Commission may add to I think chair stated that there would be discussion about who may Come in and you know, and also follow through with this process as well. So just to let you know we have initiated an electronic file and Anything can you know be put into that any way it is that the commission decides to start going through this process?

And as we've discussed in the past, and I definitely spoke about this with the chair. Whenever a project comes in, we have an address file for every address in the city. And we go to that address file. And if there's an HRR in it, we will see it. And now that we're keeping this electronic file, we'll definitely make a copy of it and pop it into the file so there's one location where all HRRs are.

Great?

UnidentifiedUnidentified speaker 2Proposed12:24

So is it possible to search on files that have an HRR and have them come up?

UnidentifiedUnidentified speaker 5Proposed12:31

So, that's actually what staff did. They went in and did like a search and that's how they came...they just kind of...they did it on their own and that's how they came up with the HRRs that they have. That doesn't mean that they're not going to come up other...in other ways. In the 80s they may not have been called Historic Resources Reports some you know there they're called all different things and they're also done in many different ways over the years So we did what we could do thus far.

UnidentifiedUnidentified speaker 2Proposed12:57

Okay, because when I talked to the HRG they were asking about those files so can they contact somebody here?

UnidentifiedUnidentified speaker 5Proposed13:07

Of course yeah there they have our contact and we've actually been working with them. They've been in the city and looked through some files already.

GovBen HarveyCity ManagerProposed · by role13:17

Do they know that we want a column if it gets checked if there's an HRR?

UnidentifiedUnidentified speaker 2Proposed13:23

I don't know.

UnidentifiedUnidentified speaker 5Proposed13:24

How many did you find? You know, I'm not sure. I'm thinking five or eight. I am really not sure. Not 50? Yeah unfortunately it wasn't that many, no.

GovBen HarveyCity ManagerProposed · by role13:37

And we did have, you had offered to volunteer as well as Councilwoman Meng said that they would start going through the files.

UnidentifiedUnidentified speaker 5Proposed13:45

So I think instead of, well there may be another way besides going through paper files so once you decide who's going to do it And you know that you want to come into the city and kind of go through files. How about you talk to me and or Sherry, and we kind of assist with how to do that and maybe make it a little less cumbersome than literally going through all the paper files that we have?

So we'll talk about it as soon as you decide how you want to go forward or who's gonna go forward.

GovBen HarveyCity ManagerProposed · by role14:21

So is that something that we're talking about right now?

UnidentifiedUnidentified speaker 5Proposed14:25

Okay. Yeah, exactly. So whoever's going to do it please... so you're gonna decide who's gonna do that and then I think it would be appropriate for whoever that is if it's gonna be Commissioner Sims to contact either me and or Sherry probably both of us through an email would be best And talk about, you know, hey I want to come in on the 14th. You know between 11 and 2 is that okay with you? Is that a good time for you to assist?

We'll schedule something and get that moving for you.

GovBen HarveyCity ManagerProposed · by role14:55

So my understanding is the museum side of things that Brian has been accumulating over the last decade, he's going to continue to organize that and make sure that those have been incorporated into the city file. Right.

UnidentifiedUnidentified speaker 5Proposed15:11

And so- So that's step one. They should, Brian should send them electronically to me and Sherry. Yep,

GuestSimmsProposed · by introduction15:18

handle. Brian, I'd be glad to tell you what he's done when we get to it. OK.

GovBen HarveyCity ManagerProposed · by role15:22

All right. And then Commissioner Simms will take care of working with Councilwoman Mang and you'll contact? Right. OK, and then you'll talk to HRG and let them know that we would like a column that has like a check mark so we'll know which properties have an HRR.

UnidentifiedUnidentified speaker 2Proposed15:44

HRR, yeah.

GovBen HarveyCity ManagerProposed · by role15:46

OK Commissioner Akins?

GuestSimmsProposed · by introduction15:48

Yes. So. I was at the museum this afternoon, but one of the things to figure out first is what do we already have. And if somebody asks me about an HRR, the first thing I'd do is go to our list of landmarks and click on the hyperlink because not all of these hyperlinks are good to a historic resources report. Some of them go to different varying things depending on what's needed for that. So a lot of information, especially this stuff that the City of Ojai has can be found just in that hyperlink. The other thing I found in going through...

so I went over to the museum and I was going through their files Just as fast as I could in getting here is that there is a great variation. We kind of started hinting on that, on what is available and they have files going all the way back prior to when this commission was first put in place. And some of them and even like they'll have an address or a name, and they'll have very some summary information. But even that can be helpful in understanding what happened to this home. So part of it's capturing that information and then part of its Finding a way to scan it and get it in where it says searchable PDF, so we can link with that. So I only dream of the day to have all that amount of time. But again, I would look at the landmark list. A lot of information in those books that's there.

Like I said, the issue in adapting those Specific addresses is that there's really only a time in there. There's nothing you know that you can say hey search for it You know this item search for you know, this kind of house They're basically in there based on There being an article or somebody sending it to the library, and we used to have wonderful docents who clipped newspapers like I'll see when we are doing a scan on ancestry in those. And so occasionally people have come in and have done that. So there's some reference if you're looking at the binder to find out what the focus is of that. But, and we have a whole binder that's on the Ojai gel that I'm going to try to enjoy between now and a week from Saturday.

So again different levels of information that's available Whether it's a historic resources report, or it's just a summary of who was living there. And maybe when the house was built that are probably before maybe some of them and maybe not even included in some of the records that the city had because back then I don't think everything came before the city as it should.

I've heard that.

GovBen HarveyCity ManagerProposed · by role19:08

All right. I guess we have a plan.

0:19 – 0:2729 turns

UnidentifiedUnidentified speaker 1Proposed19:13

You're still on to do the searches for the, OK. Great. Thank you,

GovBen HarveyCity ManagerProposed · by role19:18

Kim. So now we're going on the next item which is item number four, the Ventura and Ojai Valley Railroad Heritage Trail. Do we have a staff report?

UnidentifiedUnidentified speaker 5Proposed19:30

Yes, so I put in front of all the commissioners and at the front door a brochure for you to review. That is an example potential flyer Offering people the opportunity to be a to sponsor a sign along the trail so this is for you to review and comment and Get the comments to me and Commissioner Walker, and then we will be taking this to council to get their blessing on it. That's my understanding.

We did have a meeting recently about sponsorship, and there is an ordinance recently that opens that door for us to allow that. So we just have to follow through with the process for this particular project.

GovBen HarveyCity ManagerProposed · by role20:33

I read through that after you had sent it to me, and it did seem like it needed just another little chunk about a sponsorship because it was so much more about donations and renaming. It didn't really have what a sponsorship—I don't know if

UnidentifiedUnidentified speaker 5Proposed20:50

that's possible. So the ordinance has been reviewed and I believe it was adopted by the council on that Tuesday. Okay, so we'll just make it work? Exactly. And so when we were talking about it with the city attorney the day that we had the meeting, it sounded like this would fit right in there. Okay, so if you have any other updates.

UnidentifiedUnidentified speaker 2Proposed21:13

Okay, so my I was wondering will we have these available on Ojai day? Will we have that all done but my thought was that we would just ask for pledges or interests So that we wouldn't take people's money and if the council voted something else We'd we just say, you know It's not happening But it would be nice to be able to either get pledges from people who are really interested and they say, yeah my organization wants to do this. And we write their name down on one list and then those that just say get a hold of me and talk more after Ojai Day. We could have them on another list. Is that something we could do even without the council formally?

UnidentifiedUnidentified speaker 5Proposed22:00

So what I need to do is go up the ladder and talk about that, and inform you ASAP before Ojai Day. We just that the council just adopted an ordinance that allows sponsorship and This specific item, you know They're they're allowing all different types potentially of sponsorship But this particular item has to go back to Council. And so to hand this out That says hey you can sponsor a sign for $2,500. I don't think that would be appropriate So I think I think the answer is no but that doesn't mean there can't be something perhaps

GovBen HarveyCity ManagerProposed · by role22:47

So what if we had this, but this whole part here just said coming soon? And then it was just we didn't make a million of them. We just made enough for Ojai Day and we had a list that we had talked about with Bethany about just creating an interest list.

UnidentifiedUnidentified speaker 2Proposed23:04

I mean, can we take an interest a list of people interested?

UnidentifiedUnidentified speaker 5Proposed23:08

So I'd like to get back to you.

GovBen HarveyCity ManagerProposed · by role23:10

Okay Yeah, that would be one way of doing it even the amount Could be you know Whatever we can get approved, it would be better to have something to hand out than nothing. So if we have to do To Be Determined or Coming Soon or something at least the idea of it would be passed out and the interest could be starting to be developed.

UnidentifiedUnidentified speaker 5Proposed23:36

I am right there with you. I think that there are some things on this particular brochure that might be too definitive, too detailed. But let's work with getting something out there for Ojai Day that we can give out and have a sign in.

UnidentifiedUnidentified speaker 2Proposed23:56

Would the city be able to print a couple of hundred of these to hand out?

GovBen HarveyCity ManagerProposed · by role24:03

I mean, we have our budget to do it.

UnidentifiedUnidentified speaker 5Proposed24:05

Yeah It's in your budget. Absolutely So so staff is going to get back to you ASAP regarding What what exactly can be? You know, how do we how do we? Modify this to be able to hand it out or present it on Ojai day. Yeah, okay and

GovBen HarveyCity ManagerProposed · by role24:27

Can I just get a verbal OK from everybody to use our, this is an educational, broad educational project that we can use our funds to make brochures for Ojai Day. Everybody okay with that? All right good thank you. Anything else?

UnidentifiedUnidentified speaker 2Proposed24:50

I didn't know if you wanted me to discuss this on our discussion of Ojai Day or here, but that's fine. Just an update it's all in process the company is fabricating the signs and they're still on schedule to ship on the 21st so we should get them by the end of the month And then I'll notify Public Works about the schedule, so hopefully they can plan to put them in. But there won't be the rush because we can't get them in by Ojai Day anyway. So whenever we can get them on their schedule to do it would be great.

And no news is good news. They told me we would hear from the company if there was some problem and We haven't heard anything out of them, so I assume everything is going well and that we'll have them on time.

UnidentifiedUnidentified speaker 5Proposed25:41

All right. So I think you have been communicating with Public Works on your own, which is totally appropriate and probably have been directed to do so. But don't hesitate putting CDD on your email correspondence.

UnidentifiedUnidentified speaker 2Proposed25:56

OK.

UnidentifiedUnidentified speaker 5Proposed25:56

Yeah. Just getting those installed.

UnidentifiedUnidentified speaker 2Proposed25:58

I haven't sent very many. She wanted to be updated on the schedule, so I just told her when they were going to ship and that I would keep her informed of the schedule That's all.

GovBen HarveyCity ManagerProposed · by role26:12

All right.

UnidentifiedUnidentified speaker 2Proposed26:13

Any questions?

GuestSimmsProposed · by introduction26:14

Yeah, just one thing. So I was in a meeting and Carla Ferrante de Rufano who is the Chamber of Commerce Executive Director and was this close to me getting her on the HPC She asked me about the science and different information, and I gave her just a brief quick thing. But I suggested that she contact you directly, Craig. Great. So yeah, if you haven't heard from her, reach out to her because we talked about that. OK, that sounds good. And she was one that originated the question so that's even better.

UnidentifiedUnidentified speaker 2Proposed26:54

You know, if the city wants to fund those signs that would be fine with me. It would be a lot less work. So you might throw that out. We

GovBen HarveyCity ManagerProposed · by role27:04

figured it'd be about $51,000. We're

UnidentifiedUnidentified speaker 2Proposed27:08

very appreciative of the $10,000 for the first four so it'd probably be about $50,000 to do all of them 25 so there might be an extra few dollars around

GovBen HarveyCity ManagerProposed · by role27:23

Also, I know we're going to talk about this. But if you want to tell her that we will have a booth by the jail with examples of what this is all going to look like on Ojai Day to have her come by and visit?

GuestSimmsProposed · by introduction27:37

Yeah, that I knew it by that time when she talked to me. It was just a meeting last week or two ago. So yeah, she's aware of that and was definitely going to come by.

0:27 – 0:316 turns

GovBen HarveyCity ManagerProposed · by role27:50

All right. Anybody else? We're good? OK, let's go to number five of the Historic Resources Survey update. We have a staff report.

UnidentifiedUnidentified speaker 5Proposed28:01

Actually I'd like to turn this over to Commissioner Walker to give us an update.

UnidentifiedUnidentified speaker 2Proposed28:07

Thank you. Yeah, I talked with them on Tuesday and got an update from them as to how things are going with the survey. And the last time we talked they were about halfway through their reconnaissance survey where they drive every street in Ojai and lay their eyes on every single house. Or building and make some judgments about it, and they're just finished with the field work on that. And so now they'll be going through them. They've taken those all the properties in Ojai and they've kind of distilled them down to this point at about 170 properties that are possibilities of being historic but They haven't really been studied yet and that's the next phase that they're doing now is to go through and look at the Sanborn maps, look at aerial photos, look at various things that they have to try to narrow that down.

And they assume that'll be narrowed down quite a bit. Then what they do is they take these whatever it is 100 properties They talk back with the people doing the context statement to update the context, because there's a lot of information they get just by looking at the properties that will help them to flesh out the context statement. So they hope to have that finished by the end of the month, the full context statement and so That's where they are now, and then after that they'll start it on the final phase I guess which is to kind of distill out the ones that are potentially historic. So that's what we're going to wind up with just like with the other survey. We don't get a list of landmark quality houses there just ones that need to be studied further They may need an HRR.

They may need some other study from the HPC.

GovBen HarveyCity ManagerProposed · by role30:10

And only if they wanted to do something to their property, not just because they exist?

UnidentifiedUnidentified speaker 2Proposed30:16

Yes, that's right It's only if they want if they want to be a landmark They say I would like my house to be landmark You can check the list and say well there's potential there That doesn't mean that they get to be landmark. They have to get an HRR done and have it investigated further And the same is true if they wanted to demolish part of the house or do some major alteration, then it would simply be a question of doing a further evaluation to see if it meets all the qualifications of a historic property. Or if we want a landmark or give it a structure of merit this list will be invaluable for helping and mainly because it excludes 95% of the properties in Ojai. It'll be a big Boone to planning I would think because they don't have to then think well this building is 75 years old.

Is it historic? And they can just go to the survey and check and see no, it's not they don't have to even think any more about it So it'll be a useful tool for everyone. I think

GovBen HarveyCity ManagerProposed · by role31:23

Yes Thank you. Does anybody have any questions about that? The survey OK, moving right along. Ohai Day number six. Do we have a staff report?

0:31 – 0:3919 turns

UnidentifiedUnidentified speaker 5Proposed31:37

So at the last meeting on September 10th, the commission discussed having two separate booths but in the meantime the chair has notified staff that there's only going to be one booth slash table and that'll be down by the jail. In previous meetings well first Just to make sure everybody knows, October 17th is when Ojai Day is. And in previous years there's been a schedule of which member of the commission, which commissioner is going to man the booth and when, and there'd be a schedule of times. And so this is an opportunity for you to do that.

Item that you have here in the in your packet. There's an example of that not that you need an example of how to schedule yourselves But it's usually at the meeting where where? You do that scheduling so that that's a chair,

GovBen HarveyCity ManagerProposed · by role32:32

so Last year we had an event we were doing our our plaque for the State Historic District and And so it made sense to have a booth, which was the first time we had a booth as well as had the jail. And we also had an event at the museum that Wendy Barker helped us with. So this year we were hoping to have the four trail markers done and in the ground And when we knew that that wasn't going to take place, that it was going to be more in November then it was like well why do we?

It's always hard to man. It's hard to man when you just have the jail but having more than one place and trying to get everybody in these rotating times and everything why don't we just move the pop-up that Craig is letting us borrow my husband's bringing his tables. Brian always has incredible amount of stuff going on down there so if we have We have it all down there. Then what I don't want is it to just be Brian, because Brian he is always inside that jail very animated with all the kids, with Richard Sinnott. I don't want him to have to worry about the booth as well, because we are going to have information about this project and any other time. It's a time for anybody want to speak to their HPC when they don't want to feel uncomfortable coming here.

They can come talk to us in an informal way and last year when we did it, it was just non-stop people talking to us about everything so it gives the community an opportunity to come and talk to us. So it would be nice to have two people at all times and it'd be nice to give Brian a bathroom break this time because I didn't even think he had that last year

GuestSimmsProposed · by introduction34:17

That's not a bathroom we're in? A jail? People tell me that all the time. This is a bathroom,

GovBen HarveyCity ManagerProposed · by role34:23

right? You can just close the jail door and I'll be right back.

GuestSimmsProposed · by introduction34:28

No, I tell them the quick way to go either up or down to get into the bathroom.

GovBen HarveyCity ManagerProposed · by role34:32

Yeah, but so that's what I think because we aren't doing an unveiling in the month of October. It's going to be the month of November. I think that it's not a lot of justification to try to have this be spread thin. Let's focus it on the jail and do both information in one spot.

UnidentifiedUnidentified speaker 2Proposed34:54

Just to let you know, what I've done is I've taken those life-size prints of the four and I've laminated them and I've gotten a foam board that I'm going to glue them to. And I got some easels so my thought was that we would have You know, the canopy and we'd have the tables and we'd have these set up. You can have some of the easels that'll be standing and then some that will be on the tables but they'll show the four that people can look at and it would be an opportunity to talk to people but I like the idea of having it on the street because Then we could kind of go around and talk to some of the other organizations, you know who have these

GovBen HarveyCity ManagerProposed · by role35:40

to hand

UnidentifiedUnidentified speaker 2Proposed35:41

out.

GovBen HarveyCity ManagerProposed · by role35:41

We can go for walks because that could be part of the thing is that You know one person or is taking a walk and bringing brochures and introducing themselves to the different booths because then you're going up to the ones that you think might be

UnidentifiedUnidentified speaker 2Proposed36:00

Right. It's just that you might be closer to the other groups if you were up on the street.

GovBen HarveyCity ManagerProposed · by role36:06

Well, I know that last year you weren't able to come and we were at six at the time. We didn't have a cat and then you both were unable to come so it was the four of us trying to demand for...I was just concerned that we were going to be in the same situation where one person Manning it this year. Commissioner Simms isn't gonna be able to be with us So I'm just I didn't want to stretch us well if we

not transcribed≈10s of audible speech the AI couldn’t make out▸ listen
UnidentifiedUnidentified speaker 2Proposed36:37

have a manpower shortage

GovBen HarveyCity ManagerProposed · by role36:39

that was my concern like just Because I don't know if we're going to be able to cover all the spots. It was long days, to have that many... I mean, I've been on this commission for a while now and every year it's like just trying to get the jail covered has always been a challenge. So last year was a big effort and I don'y know if that's something that we are...

I'm willing to put in the whole day wherever I need to be but it is stretching us a little thin

UnidentifiedUnidentified speaker 1Proposed37:11

So we were there for hours, Rick and you and I for the entire way like six hours. Yeah. And it was fun. I had a good time. And Brian, he never left. You never left.

GuestSimmsProposed · by introduction37:25

I think they finally let me close the jail down about 645. So, and that's fine you know I love people coming by so and I plan to be there so but yeah last year was usually I get up and walk around in my jail clothes. Last year I never made it past the bike trail it was that busy in the jail We do have Richard Sennett who's coming at 11 o'clock in the morning to in the afternoon Mark Lewis may come over and tell stories. He's a natural storyteller But yeah, I mean it's nice I enjoy it

GovBen HarveyCity ManagerProposed · by role38:09

so We will have our banners, the ones that Roger made for us last year that are so beautiful. And we will have a display, flat displays of different postcards that are historical that Brian is letting us borrow and then we'll have information about the trail and pictures of what they're going to look like. So that's the gist of it. I don't know, I mean, I'm up for having both places. I am just worried about the manpower for it. Just concentrating in one area and then maybe doing a walkabout sounds better to me but I'm going to be there the whole day anyway so either way I'm fine.

Do you want to try to make a schedule? Well, I don't know if we're doing two places or one place. I want to get a consensus okay? Sorry What is everybody's availability on October 7th? I

UnidentifiedUnidentified speaker 2Proposed39:13

can be available the whole day

GovBen HarveyCity ManagerProposed · by role39:14

me too have it everyone cat says and that she could be here Commissioner Nielsen that she could set up and She could do any but she would prefer to do setup and do the morning shift You don't never know because you might be deployed and out of here at any moment.

0:39 – 0:4623 turns

UnidentifiedUnidentified speaker 7Proposed39:38

I volunteered to help out with the Red Cross booth on Ojai Day. And I can certainly help with this, and I was here last year. I went between the jail. I was there at the jail briefly, and then I came up to your place. But anyway, I can definitely help out. OK. Not because I'm going to be there but between the two.

GovBen HarveyCity ManagerProposed · by role40:03

OK, and how about you Rick?

UnidentifiedUnidentified speaker 4Proposed40:07

I'm more or less available the whole day, just like last year. OK.

GuestSimmsProposed · by introduction40:14

And on the jail, so I saw that you asked me. So two of the banners were in the jail. I haven't unfurled them to see which ones they are, but there were two in the jail. They're at home

GovBen HarveyCity ManagerProposed · by role40:27

now. There's a third, right? Yeah.

GuestSimmsProposed · by introduction40:29

I don't know.

GovBen HarveyCity ManagerProposed · by role40:30

There's the jail.

GuestSimmsProposed · by introduction40:33

I'll take a look when I get home. After all, I'm the one that had no idea where his binder of all those postcards was until I snuck in the jail and went, oh, that's where you're hiding. On the jail side, I had put phone calls into Lindero and then I talked to Joseph Padilla. Go to guy and so he's gonna the gel is going to be cleaning ready for us by Friday of this next week. So that'll be good It's a little spidey at the moment But yeah, it's fun I'll get there early in morning and then I'll leave whenever they let us close. I mean even going in and getting the boxes yesterday was Four kids, maybe about 11 on bikes who said can we sit inside there? I said you better run because my wife's waiting for me to take her to the trains. They ran right down took a look and then went back to their bike so it's crazy

UnidentifiedUnidentified speaker 7Proposed41:38

Gina, I think your idea makes sense to me because of the manpower shortage and if there is time to do a walkabout and speak to other people great. But this is going to be a long process anyway. It doesn't have to all be completed on Ojai Day. And the concern about manpower and consolidating it down there I think is smart move.

UnidentifiedUnidentified speaker 1Proposed42:04

I'm sorry, I'm not going to be available. We could change the date and I'd be fine but my grandkids said no we're not doing this.

GovBen HarveyCity ManagerProposed · by role42:12

And to be honest, the reason I don't want to overextend myself is it's exactly one week before my son's wedding and that is where my brain is going to be at. So this – I was just trying to go okay, I'm not going to have the brain power because it's just constant phone calls and things I have to do so one Saturday before is kind of scary for me. If we had to, I just want to make sure that everything is ready to go and everyone knows what they're going to do. I just want to make sure that we're not short.

GuestSimmsProposed · by introduction42:52

The wedding is number one, period. Period. So if duty family calls we'll figure it out.

GovBen HarveyCity ManagerProposed · by role43:01

Yeah I mean it's the week before but it's the week before so there's a lot going on but I'll be there all day. I've got the whole day scheduled. It's just the planning to make it happen and make sure that everything is in its place And that includes making sure that the booths set up and break down and everything gets back. So how set are you on this, Craig, to have two places? No,

UnidentifiedUnidentified speaker 2Proposed43:29

no, that's fine. We can make do.

GovBen HarveyCity ManagerProposed · by role43:32

I think it could be an ebb and flow of each year if we have a project, have a booth up there. And if we don't have a project then not. We can decide each year depending on what is going on. Yeah? I mean that is that okay with everyone then? That we do it just at the jail, but we have... I

UnidentifiedUnidentified speaker 4Proposed43:53

think we should just have it at the jail. I agree with what Laurel is saying and you know all the hours that we spent down there last year It seems like a pretty dynamic spot, the jail

GovBen HarveyCity ManagerProposed · by role44:06

Yeah, and then if we have a pop-up down there as well. And we have the cars and we have Richard Sennett and you know and we have all of these new displays. We have our banners that haven't been down by the jail yet so there's going to be so much to look at and see and it's already a draw just like he said opening the door Well, I

UnidentifiedUnidentified speaker 4Proposed44:26

mean it was cool to be at the booth up in front of the library but you know we're spread out and I mean unlike other organizations is just we few. I mean it's not like some nonprofits that have volunteers and they have a board and they have a staff and the whole thing. We just have a few people so we have to be a little smarter about it

GuestSimmsProposed · by introduction44:54

I do want to acknowledge that last year, the banners that we have—I saw you before. I saw you at the end. We're all fabulous. People came down to the To the jail and we had the new, you know Recognition plaque that was up there. They came over me to me and asked me questions I'm like, oh my gosh, they read the plaque usually they come straight with good question So there were a lot of people they were reading everything that was there including The the banners that were their historical very interested and so kudos last year was just fabulous And I anticipate this year will be deafening, because it can't get any set more records for 107 degree days.

But just letting you know, just in case it is, it's really cold in the jail.

UnidentifiedUnidentified speaker 4Proposed45:54

Plus also Brian likes to dress up like a prisoner, which is an extra advantage.

GovBen HarveyCity ManagerProposed · by role46:01

That's my highlight. That was so great.

GuestSimmsProposed · by introduction46:04

I've known him for 40 years. Yeah.

GovBen HarveyCity ManagerProposed · by role46:14

Okay, so let's then work on the schedule.

0:46 – 0:5238 turns

GuestSimmsProposed · by introduction46:20

Yeah, the prison guard was done because the Ojai Day used to be in Lippy Park. Because they wouldn't shut down the street but then they allowed them to shut the street down and gradually the booths and stuff started moving towards the street and further away from ever getting into the jail so that's why I started that little fun job.

GovBen HarveyCity ManagerProposed · by role46:46

And I would like to see Craig, myself, Kat and Brian all starting the day getting it all set up because it's a lot to do. Make it all look really good. Make it look professional and welcoming. Then we can take turns kind of going from there.

UnidentifiedUnidentified speaker 5Proposed47:11

Sorry, I didn't write all the names down. So at 10 AM that's set up. It's

GovBen HarveyCity ManagerProposed · by role47:15

more like

UnidentifiedUnidentified speaker 5Proposed47:16

what

GovBen HarveyCity ManagerProposed · by role47:16

time? 8 o'clock

UnidentifiedUnidentified speaker 5Proposed47:18

in the morning. And so Commissioner Agins and Chair and who else? Craig and Commissioner

GovBen HarveyCity ManagerProposed · by role47:27

Neeson.

UnidentifiedUnidentified speaker 5Proposed47:33

The reason I'm being specific is because I'm going to write this up for you and send it to everybody.

GovBen HarveyCity ManagerProposed · by role47:42

Some of us can leave once it's set up. Since Catalina wants to do the first shift, she could do that shift and Ryan could be at the jail, right? Do you want to not be scheduled the whole day or just plan to be there the whole day?

GuestSimmsProposed · by introduction48:09

Oh no, I'm fine with being down at the jail the whole day. And then like you said if it gets slow and somebody's there then I'll go out and walk around and take pictures

GovBen HarveyCity ManagerProposed · by role48:20

with people. With your jail costume? Yes of course. Okay so Brian is in jail all day. And what about for a takedown? Do you want to come for a takedown? Is that what you did last year too?

UnidentifiedUnidentified speaker 4Proposed48:35

I don't remember. In the past, I've always done set up but now we're logging in more hours than we used to.

GovBen HarveyCity ManagerProposed · by role48:44

Just

UnidentifiedUnidentified speaker 4Proposed48:45

put me wherever you want. Well,

GovBen HarveyCity ManagerProposed · by role48:48

I think that if we do—I'll be there for breakdown too because I got to get the tables and all that stuff back to everybody.

UnidentifiedUnidentified speaker 4Proposed48:56

Okay.

UnidentifiedUnidentified speaker 7Proposed48:57

I can help with breakdown.

GovBen HarveyCity ManagerProposed · by role48:59

Great. Do you want to?

UnidentifiedUnidentified speaker 7Proposed49:03

What time are you planning to break it down?

GovBen HarveyCity ManagerProposed · by role49:09

What is it, 5 is when it starts?

GuestSimmsProposed · by introduction49:12

I don't know what time it ends.

GovBen HarveyCity ManagerProposed · by role49:15

Where's that poster?

UnidentifiedUnidentified speaker 5Proposed49:18

Oh, I wanted to give it to you at the end because it's not on the agenda so I wasn't able to...

GovBen HarveyCity ManagerProposed · by role49:24

Is there a time

UnidentifiedUnidentified speaker 5Proposed49:25

on there?

GovBen HarveyCity ManagerProposed · by role49:25

Does it say

UnidentifiedUnidentified speaker 5Proposed49:25

from this? I'm going to look and see right now. Yeah, well we have things to hand out.

GuestSimmsProposed · by introduction49:32

OK. Five, so five.

GovBen HarveyCity ManagerProposed · by role49:35

So if you could be there like that last hour from 4 to 5? And then maybe you could also have a stack of these and people who you think might be interested in when you're just walking around, you might find people who might want to do that. I'm sorry, what are you doing right now? Do you feel like you don't know enough about the project? No. I thought you were looking at Greg.

She's volunteering at the Red Cross. What I can do is

UnidentifiedUnidentified speaker 7Proposed50:19

also have these and I can kill two birds with one stone, join the road cross and give money to this.

UnidentifiedUnidentified speaker 5Proposed50:27

So from four to five chairs going to be there? No, she's gonna be there. I'll be there the whole one person. Well, okay So I was thinking that like some people might want to leave Soon after 8 as soon as things are said I

GovBen HarveyCity ManagerProposed · by role50:43

believe I will set it up and then leave

UnidentifiedUnidentified speaker 5Proposed50:45

Okay so I was thinking that we were going to go by either hourly or several hour groups and so we know who's staying from eight till twelve or eight to ten or What time does it start? You're setting up at 8.

GovBen HarveyCity ManagerProposed · by role51:02

No, I mean on the book. 10 o'clock. Ten. Okay so eight to ten is set up and that's going to be... So if we have like Commissioner and Eason from like eight to eleven. Okay. Okay. So that's three hours there okay and then I would be there from 8 to 10, and then I would come back at 11 and stay till like 3. And then spend like an hour walking around passing them out. So it's going to be different places.

What do you think? How can we make this make sense? What about you? Do you want to be just at the booth or do you want to be walking?

UnidentifiedUnidentified speaker 2Proposed51:51

Both. I could switch off.

GovBen HarveyCity ManagerProposed · by role51:54

I think it's just going to be more casual. You

UnidentifiedUnidentified speaker 1Proposed51:56

know what, it's really up to you. Sorry. I think it depends upon how hot it is because if it's hot like it's been, you shouldn't be out there walking around. None of us should be.

0:52 – 0:5721 turns

UnidentifiedUnidentified speaker 5Proposed52:10

You don't need heat stroke. So Chair, what you've done in the past is to have one and a half hour group bookings pretty much schedule of one and a half hours. So whether it's two hours or an hour and a half so you make sure that from 10 o'clock to 5 o'clock not that it can't be casual. And it's totally up to you if you guys just want to wing it but what we what you had in the past is a one-and-a-half-hour commitment

GovBen HarveyCity ManagerProposed · by role52:38

right

UnidentifiedUnidentified speaker 5Proposed52:39

And whether now, Commissioner Aikens is going to be there from eight to five. And Laurel is committing from four to five but may stop by otherwise. I'm just saying it's up to you but that's how it's been done in the past and I'm just taking notes.

UnidentifiedUnidentified speaker 7Proposed52:59

I was thinking three to five for myself.

GovBen HarveyCity ManagerProposed · by role53:01

That would be enough? I mean, I wasn't sure if they could not have you work

UnidentifiedUnidentified speaker 7Proposed53:04

from it. They're going to be there all day and we're in the same position as this is. We have a very small Red Cross Ojai chapter like five or six people so we have the same problem. And I think we do just have to see how the heat is And how many people are there walking around and just always take care of ourselves first. We only know that by taking command of your own situation, right? If you're feeling ill from heat then you've got to take care of yourself.

ElectedKim MangMayor Pro TemProposedvoiceprint 0.9153:45

Maybe this will help you in planning. I just did a quick Google search for on the 17th, and they said high temperatures of 84 to 86 and a low of 49. That's

UnidentifiedUnidentified speaker 5Proposed53:55

cool. That's nice. Not too bad. Yay!

GovBen HarveyCity ManagerProposed · by role53:59

It always changes. OK, so what if we have Craig and I will be there from 8 to 9 in the morning Thank you. Just 8 to 9. Just say Craig Walker, 8 to 9. Gina McCattin, 8 to nine. And then... There'll

UnidentifiedUnidentified speaker 2Proposed54:22

be somebody that can bring the pop-up? Yeah

GovBen HarveyCity ManagerProposed · by role54:24

I'll get it before. You'll get it? I'll make Todd do it, yeah. Okay. And then Gina 4 to 5 and Rick 4 to five just to make sure everything gets torn down. Can you also do 12 to 2? Yeah. Okay so Rick will do... Wherever you want to put me. So Rick will do 12 to two and four to five.

UnidentifiedUnidentified speaker 4Proposed54:43

Okay

GovBen HarveyCity ManagerProposed · by role54:44

Laurel will do three to five Cat will do 8 to 11. Okay, I will do 8 to 9 and 4 to 5. I will definitely be there at those times, and then the other times I'll either be at the jail or walking around passing out flyers and talking to people. I'll be there the whole day. And then Craig will be there from 8 to nine. So he'll be there for setup, and then Rick will be there for breakdown. And then Brian will be there at the jail the whole day

GuestSimmsProposed · by introduction55:22

Unless somebody gets bored and wants to spill me and then I'll go walk around.

GovBen HarveyCity ManagerProposed · by role55:26

Get more business. Right, so there will be times when there won't be enough people that you could just go and walk around? Sure. So does that

UnidentifiedUnidentified speaker 5Proposed55:37

So what I see missing possibly is between two and four. OK. And actually, we have Laurel from three to five so it would be from two to three. There's an empty spot.

GovBen HarveyCity ManagerProposed · by role55:59

Craig from 2 to 4, and me from 2 to 4. And it'll either be one of us or both of us. We'll be somewhere around there.

UnidentifiedUnidentified speaker 5Proposed56:06

OK. And then let's see 8 till 11? Who is going to be there? We have eight to nine, Craig and Gina. Eight till 11 is Kate. So that means Kate is there at the 10 o'clock hour as well. But who is there between 11 and 12?

GovBen HarveyCity ManagerProposed · by role56:30

We can do Rick 11 to 1 and then do me from one to three and Craig from two to four. Kind of spread it apart a little bit like that. I have a feeling that The four of us are going to be there all day. I mean, you're going to be with the Red Cross some of the day but we're still all gonna... None of us are going home and only doing a shift so we'll all be around.

UnidentifiedUnidentified speaker 5Proposed57:00

Every hour is now covered with at least one person and with a little bit of overlap here and there and then with Brian they're all day so actually that means Brian will always be there and then someone else will always be there also

GovBen HarveyCity ManagerProposed · by role57:17

OK. And then sometimes there's more than one person, so Brian could also leave and go walk around. Sound good everyone? No. OK. Is that me? It's going to be fun to see what that looks like when you do it because I'm not bad. That was a lot. Now we're on to number seven, the maintenance and protection of city-owned landmarks. Do we have the staff report?

0:57 – 1:0017 turns

UnidentifiedUnidentified speaker 5Proposed57:48

So at the, I was going to say December, we're not there yet. At the September 10th meeting Commissioner Walker and Akins and also Neeson reported on different landmarks Instead of repeating what it is that they said I'll open it up to the Commission to go along around and talk about the landmarks that they're responsible for but I also want to take the opportunity to say that staff has been working with the The brick that has the graffiti on at the back of the arcade Mm-hmm and getting a professional. That's you know, that knows how to remove the paint Appropriately and we're working with the property owner, and we're also working In the arcade in general in the arcade plaza in general with compliance So without talking about specifics because it's code compliance related.

I just want you to know that staffs working on it

UnidentifiedUnidentified speaker 1Proposed58:48

Okay. What about the blue paint? It's still there.

UnidentifiedUnidentified speaker 5Proposed58:52

I'm sorry, which blue paint?

UnidentifiedUnidentified speaker 1Proposed58:53

The blue paint on the building that I reported that you all sent somebody down to.

UnidentifiedUnidentified speaker 5Proposed59:00

So that is also under code compliance right now and it is actively being worked on yes? I was

UnidentifiedUnidentified speaker 1Proposed59:05

told that it was taken care of so...

UnidentifiedUnidentified speaker 5Proposed59:08

Thank you, thank you. And actually it was reported on to me today but it wasn't that report so thank you and yeah we'll look into that.

GovBen HarveyCity ManagerProposed · by role59:22

It did look like there was a second set of graffiti on the OMF building because we had met with Treasures of Ojai and afterwards we went for a walk It was like there's this faded, very large graffiti and then it seems to be a smaller subset that might be newer.

UnidentifiedUnidentified speaker 5Proposed59:42

That's also above the- Right next to it. Up above? Well, that's where they're going to be working so...

GovBen HarveyCity ManagerProposed · by role59:47

Yeah but unfortunately I think it might have been second tagging. It's a prime location. I think it was because maybe it had a ladder for a long time. Made it

UnidentifiedUnidentified speaker 5Proposed59:59

really simple. Right, which made it like really a prime location.

GovBen HarveyCity ManagerProposed · by role1:00:01

Yeah,

UnidentifiedUnidentified speaker 5Proposed1:00:03

exactly. Easily accessible prime location.

GovBen HarveyCity ManagerProposed · by role1:00:07

I don't have anything to report. And neither did Commissioner Neeson, so we're good there. Nothing. And then Brian, you mentioned that the jail is besides being dusty inside and cobwebby, the outside is nothing? There's no graffiti this year or anything?

GuestSimmsProposed · by introduction1:00:24

No, no graffiti. Seemed like maybe there was one little patch, but they'll look at that and see if it needs to be fixed. They always clean up real well.

GovBen HarveyCity ManagerProposed · by role1:00:32

Anyone else? Have you had any time to look at the... You're doing this property, correct? Did you have anything new to report or did you have any time to look at that?

UnidentifiedUnidentified speaker 7Proposed1:00:48

Well, the status is the same. Nothing has changed. I mean, I've heard that there's a possible grant coming to help with the property but nothing's

1:01 – 1:0516 turns

GovBen HarveyCity ManagerProposed · by role1:01:00

moved forward. Okay. All right. So now we can go to informational items I don't have anything to report in the education update, except for that one that we talked about last month. We are going to be having the fire battalion chief come and speak with us. So if you haven't watched that one that we suggested last month on fire safety, and I suggest it if you can before the next meeting. It's really good. We can send another link out. You can watch it after the fact.

But I didn't have anything new.

UnidentifiedUnidentified speaker 1Proposed1:01:37

Well, if it's appropriate I'd like to just recognize Laurel and your commissioner all of your work in Spokane with the Red Cross. It's incredible what you do and I want to thank you

UnidentifiedUnidentified speaker 7Proposed1:01:56

People think it's a lot more dramatic than it actually turns out to be, but the main thing is just getting a phone call and having to be packed and on a plane in 10 hours or something. That's the hardest thing really, but thank you.

GovBen HarveyCity ManagerProposed · by role1:02:13

It is something I would like to mention. I know that we're very particular about commissioners not missing any meetings, and it has to be somebody just scheduling their vacations during meetings or just not coming because there's something In some game they want to watch on TV that's very different than like what Laurel is doing. So even though she might be missing meetings, I don't want that. I want to make sure that when we, when they look at the little check marks on a piece on a spreadsheet doesn't tell the story of The Wise and so I just want to make sure that we understand The Wise.

UnidentifiedUnidentified speaker 5Proposed1:02:52

I think that when somebody lets us know that they're not going to be here, we usually have a, I think staff may even ask what the reason is. But it'll still

GovBen HarveyCity ManagerProposed · by role1:03:02

say like- I don't think

UnidentifiedUnidentified speaker 5Proposed1:03:03

anyone's been removed from a commission because of missing It's always been in. I mean, it certainly is an issue or I shouldn't say it's an issue. It's a commitment and if you didn't have a large commission like this then you might not have a quorum and able to have a meeting. And so the commitment is meant to be taken seriously which I know that you all do but Certainly, if somebody has a work or a Red Cross situation where they need to hop on a plane and go to another part of the country or even out of the country. Right?

UnidentifiedUnidentified speaker 7Proposed1:03:42

We only go out of the country to some territories like Guam.

UnidentifiedUnidentified speaker 5Proposed1:03:47

Okay. It's fascinating.

UnidentifiedUnidentified speaker 7Proposed1:03:49

Yeah. People go there because they get typhoons there.

UnidentifiedUnidentified speaker 5Proposed1:03:55

Wow. Anyway,

GovBen HarveyCity ManagerProposed · by role1:03:58

I know that in the past it's kind of like almost like the wall of shame to see those little lines on the spreadsheet next to your name and it looks like oh well they're not very committed to being here. But if there is a back story that has an importance little asterisk next to it or something that, you know, it's just not just an absence that there is. They're on call. So it's different. I just want to make just so kind of say that because in the past it has been a thing. I don't know if people I mean yeah see has been a thing.

I'm getting the head shake.

GuestSimmsProposed · by introduction1:04:41

Yes. The newspaper reported an absence that I was clearly there Yes, it was a thing. I was tweaked. But that comes to the council and whether they're going to discuss it and enforce it. And really since in the last years, it's almost like they're not keeping track so it's up to them.

GovBen HarveyCity ManagerProposed · by role1:05:07

Yeah, I think there's

GuestSimmsProposed · by introduction1:05:08

sometimes they keep- People have things that come up like

GovBen HarveyCity ManagerProposed · by role1:05:13

That's

1:05 – 1:0810 turns

GuestSimmsProposed · by introduction1:05:17

where I spent last weekend. Yes.

GovBen HarveyCity ManagerProposed · by role1:05:19

Okay, so now we're on to future agenda items?

UnidentifiedUnidentified speaker 5Proposed1:05:25

October 17th is your It's not a meeting time, obviously But you have your ohai day and on November 10th the next meeting as chair mentioned we hope to have fire chief Cleary here giving a presentation and we have a work permit for 17 718 foothill And That is that's it. Sorry, but then we can go into December on here It says 718 is going to be in December But we actually got the historic resources report and so that's why we're gonna we've moved that it's actually happening on in November Oh And it's the 12th I think staff made a calendar here that has different dates on it than normal. Like for instance, the 17th is a Saturday and it's on here normally we would only have Thursdays on this calendar for you to look at. And then we also have November 10th which is a council meeting and the reason that's on here is to let you know that that's the night they'll be ratifying the resolution for the 26 awards.

and then we have The Thursday the 12th, and that's when 718 Foothill will be here. And we don't have anything scheduled specifically for For December however, we've got a January meeting at Council for presentation on the City Beautiful Awards.

GuestSimmsProposed · by introduction1:07:01

We'll talk about that later

UnidentifiedUnidentified speaker 5Proposed1:07:03

And we will talk about that. This is a tentative agenda schedule here so

GovBen HarveyCity ManagerProposed · by role1:07:10

also on November 12th, we will be bringing back the school district to discuss Craig and I met with Dr. Cheryl Knox and I've formally let them know that we will be discussing mostly Not the future of the property, it's more the present of the property. It's seeing what we can do with keeping El Nino in mind and what we can do jointly together to try to help. So that's going to be our topic that we bring back on Thursday the 12th and Ojai Unified is aware of it.

Okay.

UnidentifiedUnidentified speaker 5Proposed1:07:54

I'll talk to you more. Fantastic, yeah talk to me more it's first I've heard of it and so I need to just so we know what kind of... I just

GovBen HarveyCity ManagerProposed · by role1:08:00

wanted on the future agenda so it was never a surprise for them because that was the one thing that upset them was that we didn't so even if it falls off even if we decide not to if we can put it on the November 12th because that is Currently right now what dr. Knox thinks is going to happen So I just want her to have that information and then if it doesn't it

UnidentifiedUnidentified speaker 5Proposed1:08:19

doesn't like so It's been stated here at the at the October 8th meeting that it is tentatively scheduled for the November 12th meeting at the HBC Yes, perfect

GovBen HarveyCity ManagerProposed · by role1:08:30

Thank you And I think that's it that is it and then how about Commutes Commissioner reports

1:08 – 1:1332 turns

GuestSimmsProposed · by introduction1:08:40

Before we move on that I have a question on the tentative schedule couple things One is November 10th City Council meeting to ratify HPC Resolution 26. I'm just wondering why that's taken so long That's kind of late in the year for something that we tend usually award the 8th of December And so the other question I have is there's no, I don't know if the date for giving those awards out has been requested or scheduled in any way. So right now we have an approval on the 10th again late in the year and no date set for when the awards are given oftentimes that's December 8th.

Mayor Sticks actually moved it up to November at one time. December 8th, I've been around for December 8th. We will see so in December 8 there'll be a another Commission's report that's often where there's a could be a change of commissioners at that time and And also, we have given out the awards on December 8th at that time just to get it in the year. So the question I had was, I go to the Mayor's Brown Bag. So I went to interrupted what I was doing at home project and got up hopped in the car which is the mayor's down bag.

Think I said that right and did the meeting then he was talking with other people. So I waited About 45 minutes when he finished and I went over here to ask him Because I wanted to know what the schedule was on presentation of the city beautiful award to the City Council because it When I did the Commissioner I had gotten December 8th at the last meeting. And he said, do you want to move it to January? I said, I'd like to get it taken care of this year. He said, OK, it's on December 8th. We'll do it on December 8th and then I get here and now it's on January 12th.

So nobody ever asks about the dates.

UnidentifiedUnidentified speaker 5Proposed1:11:22

I'd like to look into the schedule. Wondering what's going on? I'd like to look into the schedule, but I believe... I thought we put City Beautiful on in December and you asked that it not be on in December and that's why we moved it to January. I'll look back at emails, but I thought that was the case. But I'll look into it. But

UnidentifiedUnidentified speaker 1Proposed1:11:44

that's not what he's referring to. These are two separate items.

UnidentifiedUnidentified speaker 5Proposed1:11:50

You're not talking about City Beautiful

GuestSimmsProposed · by introduction1:11:51

being in January? No, I'm talking about going... The awards. Yeah, the awards is one thing, but on the other side is taking that to the City Beautiful award. It was kind of like... Good feelings that meeting and why are we waiting around for four months to then go back to the City

UnidentifiedUnidentified speaker 5Proposed1:12:11

Council? I thought there was a specific request to not have it on the 8th because there was going to be potential shift and lots going on at the council at that time.

GuestSimmsProposed · by introduction1:12:21

There is lots going

UnidentifiedUnidentified speaker 5Proposed1:12:22

on. I thought that's why you asked for it not to be on that meeting

GuestSimmsProposed · by introduction1:12:25

Okay, well now I understand but again yeah Andy had it on the in his book

UnidentifiedUnidentified speaker 5Proposed1:12:33

okay

GuestSimmsProposed · by introduction1:12:33

or the mirror did

UnidentifiedUnidentified speaker 5Proposed1:12:34

and I think it was on the 8th And I think we specifically changed it after after communication But I'll look into that could

GuestSimmsProposed · by introduction1:12:40

will be

UnidentifiedUnidentified speaker 5Proposed1:12:41

but I'll look into that and report back but then as and then the other thing I'll look into is The date for actually giving out the awards because like you said, we have the ratification here. And it's possible that it's on the schedule. Okay

GuestSimmsProposed · by introduction1:12:58

so I will state here and on the record that doing that in January 12th 2027 would be fine with me.

UnidentifiedUnidentified speaker 5Proposed1:13:09

For the City Beautiful.

GuestSimmsProposed · by introduction1:13:10

For the City Beautiful Ward.

UnidentifiedUnidentified speaker 5Proposed1:13:12

Okay, so we'll leave that where it is and I'm going to just confirm that that's actually where it is. Okay because right

GuestSimmsProposed · by introduction1:13:18

now in Andy's book it's on the 8th.

UnidentifiedUnidentified speaker 5Proposed1:13:20

Right, so I'll check with the clerk's office.

GuestSimmsProposed · by introduction1:13:22

He's gonna

UnidentifiedUnidentified speaker 5Proposed1:13:22

go...I asked

GuestSimmsProposed · by introduction1:13:23

him

UnidentifiedUnidentified speaker 5Proposed1:13:23

that

GuestSimmsProposed · by introduction1:13:24

question so I'm just trying to get it settled. Great thank you.

ElectedKim MangMayor Pro TemProposedvoiceprint 0.911:13:29

I'll just say, I'm looking at the working agenda that Weston just sent out. And we have on January 12th the HPC City Beautiful Awards. It is a working agenda but that's where it is now and we also have the HPC Annual Awards are on December 8th. We're

UnidentifiedUnidentified speaker 5Proposed1:13:47

giving out the awards?

GuestSimmsProposed · by introduction1:13:48

We're

ElectedKim MangMayor Pro TemProposedvoiceprint 0.911:13:49

giving

GuestSimmsProposed · by introduction1:13:49

out the

ElectedKim MangMayor Pro TemProposedvoiceprint 0.911:13:49

awards. What it says is HPC Annual Awards in your name. Excellent. OK. So there you go.

GuestSimmsProposed · by introduction1:13:55

Thank you.

1:14 – 1:1713 turns

GovBen HarveyCity ManagerProposed · by role1:14:01

Now do we have any commissioner comments?

GuestSimmsProposed · by introduction1:14:04

Anyone? No.

GovBen HarveyCity ManagerProposed · by role1:14:11

OK. Moving along, is that?

GuestSimmsProposed · by introduction1:14:14

Actually I just had one quick question and I'm going to tiptoe around this every bit as gently as I can. So I have been monitoring the ballot measures that are taking place. I went to the League of Women Voters and sat there all the way to number 45 And they ended up punting on that. But again, number 45 is all I'm going to say is something that I sent an email to the chair that this commission should be aware of because it has to do with CEQA and how it will be handled going forward.

And it's such a big possible thing that the League of Women Voters said that would take days to address this. So we're not going to address it tonight, which I said good decision. So anyway just wanted to say I'd read 45. Thank you. Is that it? Are we done?

GovBen HarveyCity ManagerProposed · by role1:15:30

Are we done? All right.

UnidentifiedUnidentified speaker 2Proposed1:15:32

Did you get a talk provided?

GovBen HarveyCity ManagerProposed · by role1:15:35

Oh, I am so sorry. I

UnidentifiedUnidentified speaker 2Proposed1:15:38

usually

ElectedKim MangMayor Pro TemProposedvoiceprint 0.911:15:38

don't like to talk but there's a couple things. First of all as usual thank you guys for all you do. I know it's a lot and we truly appreciate you. And Mr. Walker, I'm glad you brought that up. I think it would be worthwhile and it will be a council discussion and approval but if we can partner with you Pay for all of those plaques to get them all done, instead of starting something and maybe only have a few people that donate or sponsor a sign. And then if you get those donations or sponsorships, whatever you guys refer to them, then you could maybe put some money back or whatever. But other commissions always reach out and ask for money, and they always seem to be given. So I think you guys should definitely put your dollar amount in there.

Hopefully it can all work out. And Mr. Whitman wanted me to let you guys know that he's, there is I guess a project that's working that's in the works now and a section of it has something to do with HPC and he just wants you guys to know that he's there, he's working on things and like he'll dial things in as he can so not to worry about things.

GovBen HarveyCity ManagerProposed · by role1:16:48

Ooh, cryptic. Thank you. OK. And then on the agenda after commissioner reports and before adjournment can we have our council person liaison just maybe as an item just so I won't do that again? No.

UnidentifiedUnidentified speaker 5Proposed1:17:07

No, we cannot. Absolutely yes. I'll make sure that's on the agenda next time. Thank

GovBen HarveyCity ManagerProposed · by role1:17:13

you. All right. Now we're official. Thank

UnidentifiedUnidentified speaker 5Proposed1:17:16

you. Could you open up that?
