next item on the agenda is appointment item at 5 p.m.. D1 City Manager Department subject Oxnard Convention and Visitors Bureau OCVV annual report recommendation the City Council Receive the OCVB fiscal year 25-26 annual report. We'll have a live presentation by the Oxnard Convention and Visitors Bureau President and CEO, Brittany Hendricks. Welcome Ms. Hendricks.

PresenterBrittany HendricksVisitOxnardProposedself-stated33:12

Thank you. Okay we're waiting for some PowerPoint slides to pull up. All right Good evening Mayor Pro Tem Turan, City Council members and city staff. I'm Brittany Hendricks president and CEO of VisitOxnard. I am pleased to share the results of our fiscal year 25-26 tourism marketing efforts including the economic impact of visitation, our marketing performance and the opportunities ahead Visit Oxnard serves as the city's destination marketing organization. We work with our lodging partners, local businesses and community stakeholders to attract visitors, increase overnight stays and generate economic activity.

Our brand, Beat Apart is rooted in the musicality of our destination, its rhythm, its pulse and the energy of our community. It's also a clever nod to Oxnard's history playing on the sugar beet industry that helped establish our city. The result is a brand that celebrates both where Oxnard comes from and what makes us distinctive today. Before getting into our results, I'd like to recognize the people who help make our work possible. A special thank you to Mayor Pro Tem Gabe Turan for his service on our board and to Assistant City Manager Ashley Golden for her continued partnership and support. I'd also like to recognize Christina Brewer who's here Our current board chair for her leadership along with our entire volunteer board of directors and Mark Spellman, another board director in attendance.

We are fortunate to have such a dedicated group of community and industry leaders helping guide VisitOxnard's work. We measure our success through a combination of hotel performance, visitor spending, website engagement, advertising results, media coverage and new business opportunities. The goal is not simply to generate exposure, but to translate that exposure into visitation and economic benefits for Oxnard.

Tourism generated $379.1 million in direct visitor spending in Oxnard during calendar year 2025, an increase of 2.7% over the prior year. That activity supported approximately 3,270 jobs, generated $146.8 million in direct earnings And contributed $33.6 million in combined state and local tax revenue. These numbers demonstrate why tourism matters. Visitor spending supports local businesses, jobs and the public services throughout our community.

And Oxnard's lodging community continues to grow. Two new Marriott properties, Town Place Suites and Spring Hill Suites added 242 hotel rooms to our market this past year alone. Our nine Tourism Marketing District Hotel Partners now represent 1,403 rooms giving us additional capacity to attract leisure visitors, meetings and group business. With hotel supply increasing, generating demand becomes even more important.

This slide puts our organization's work into perspective. VisitOxnard delivered a $1.34 million tourism program this past fiscal year. In the destination marketing industry we are operating at the smaller end of the budget spectrum while competing for visitors against destinations with significantly larger resources. The City of Oxnard contributed 24% of our funding, with the remaining 76% coming primarily from lodging assessments and other organizational revenue.

Our hotel partners unanimously supported renewing the Tourism Marketing District through 2033, demonstrating their confidence in our work. And this is a strong example of a successful public-private partnership leveraging the city's investment alongside significant private sector funding to support a much larger tourism marketing program that benefits Oxnard's economy.

Our annual marketing plan provides the roadmap for reaching leisure travelers, meeting planners, group organizers and other audiences who can bring business to Oxnard. We use a combination of owned media paid advertising public relations and business development to reach these audiences at different stages of their travel planning. And I'll highlight some of the measurable results from that work.

Our combined social media and email audience grew to more than 92,000 an increase of approximately 18% year over year. Our tourism e-newsletter now reaches 16,600 subscribers with an impressive 56.3% average open rate. These channels give us direct connection with potential visitors allowing us to promote Oxnard's experiences events and businesses throughout the year VisitOxnard.com had an exceptional year. We welcomed 602,000 users up nearly 48%, generated more than 733,000 sessions and surpassed 1.1 million page views. We also expanded our reach in key out of area markets including San Jose, Phoenix and Seattle A major accomplishment was the complete redevelopment of our website, which launched in June following months of planning and development.

And this wasn't simply a visual refresh. We rebuilt our primary destination marketing platform to improve the visitor experience, strengthen our content strategy and make it easier for travelers to discover Oxnard's hotels, restaurants, attractions and experiences. What is especially important is what visitors do after reaching our website. We generated more than 33,000 clicks to Oxnard business listings connecting potential customers directly with hotels, restaurants and attractions. We're also seeing a significant shift in how travelers discover destinations through AI. This year 1700 website users were referred from AI platforms an increase of approximately 226%. We also recorded more than 45,000 citations of our content in chat GPT at Microsoft Copilot.

As travelers increasingly use AI tools to research destinations and plan trips we are positioning Oxnard to be part of those recommendations. Our official 2026-27 Oxnard Visitor Guide launched in the fall of 2025 with 60,000 copies produced for distribution over two years through the end of summer 2027. This guide is available at a thousand more than a thousand distribution locations throughout California including local hotels attractions and visitors serving businesses It remains an important tool for showcasing Oxnard's experiences and connecting travelers with our local tourism partners.

We've made it easier for travelers to move from destination inspiration to hotel shopping. Our website generated more than 63,000 hotel listing views and more than 2,600 clicks to hotel websites along with additional rate checks and book now clicks rather than simply promoting Oxnard as a place to visit we're providing direct pathways for travelers to explore lodging options and connect with our hotel partners Through our leveraged media partnership with Visit California and Expedia, we launched a campaign that generated 3.6 million impressions and 2,116 attributed room nights. That translated into approximately $573,000 in lodging revenue at 10.321 return on advertising spend This is a great example of how strategic advertising partnerships translate into overnight stays and measurable economic activity.

Our broader digital advertising efforts also delivered strong results, we generated more than 13 1⁄2 million display impressions and reached over 956,000 people through paid social media but what's especially encouraging is the increase in meaningful visitor actions We recorded over 18,000 actions up 174% year-over-year. And these are measurable interactions indicating that people are moving beyond seeing an advertisement and taking steps to engage with our destination. We also increased paid search clicks by 164%, while reducing our cost per click by approximately 10%. So we're reaching more potential visitors generating stronger engagement and becoming more efficient with our advertising investment We continued promoting Oxnard through prominent publications including Los Angeles Magazine, the San Francisco Chronicle, San Diego Magazine and the Visit California Road Trips Guide.

A highlight was a six-page sponsored cover feature in SoCal Life magazine as well. These placements put Oxnard in front of established travel audiences throughout California and beyond. We also expanded our reach through targeted advertising and sponsored editorial partnerships, including Adventure Sports Journal, DFW Child, LA Parent and San Diego Magazine.

Our Adventure Sports Journal campaign generated over 340,000 impressions. DFW Child delivered another 250,000. And we also promoted Oxnard through Visit California's e-marketing program reaching more than 240,000 of an audience. And these partnerships help us reach travelers with specific interests in family vacations, outdoor recreation and California experiences.

Our investment in public relations continues to generate valuable exposure for Oxnard. We secured coverage at nationally recognized outlets, including Travel and Leisure, Condé Nast Traveler, the Los Angeles Times and CBS News. We also generated broadcast coverage through KTLA 5 News, NBC's California Live Spectrum News 1 and KEYT. Another important part of our work is actively bringing new business opportunities to Oxnard. And this year we participated in 15 tourism and meetings industry events, conducting 174 one-on-one appointments with meeting planners, tour operators and industry professionals.

These efforts are led by Michelle Flippo who's here And she has dedicated more than 13 years to visit Oxnard, and I want to take a moment to recognize Michelle because her commitment to this community extends well beyond her professional responsibilities. She genuinely loves Oxnard and that passion is evident in everything she does. And I'm very pleased to announce that she has an upcoming promotion to Director of Operations and Business Development effective November 1st, so congratulations Michelle!

Very well deserved and we're very fortunate to have Michelle. And now I'd like to introduce our new meetings focused campaign, Let Your Meeting Find Its Rhythm which serves as an extension of our Beat Apart brand campaign. There's a phantom Clipper moving around there we go

Some places are just where meetings happen. In Oxnard, it's all about where they begin because here the meeting doesn't start when you walk into the conference room. It starts on the downbeat with a warm welcome familiar faces and an ocean breeze setting the tempo When you meet in Oxnard, days are focused. Productive. Effortless. Everything in rhythm. But the experience doesn't stop at the agenda. When the work wraps, the destination takes over. The tempo shifts. Your group doesn't scatter when the sessions end. They linger. They explore. They connect in ways that don't happen in a conference room. Meetings turn into conversation. Conversation turns into memories, moments that stay in key long after the last note. That's the difference.

Oxnard isn't just easy to get to, it's hard to leave. It's a place to connect, to press play, to recharge, to experience a place that's a beat apart with one-of-a-kind experiences you won't find anywhere else So next time you come to Oxnard, make sure to get here early and stick around a while. Let your meeting find its rhythm in Oxnard California.

PresenterBrittany HendricksVisitOxnardProposedself-stated47:40

Thank you. Another thing that Michelle actually led the production on that video as well so very proud of her efforts there Okay, our multicultural marketing efforts highlight Oxnard's diverse communities, cultural traditions and local creativity. So led by Daniel Cabrera, our Digital Multicultural Marketing Manager we collaborate with local artists businesses and cultural organizations to share authentic stories and promote events including Dia de los Muertos the Multicultural Festival AAPI Month and Juneteenth Downtown Oxnard's California Cultural District designation also creates new opportunities to showcase our local arts and cultural experiences to visitors. This work helps distinguish Oxnard as a destination while supporting the people and organizations that make our community special.

And the Dallas Cowboys training camp remains one of Oxnard's most recognizable signature events. We hosted our fifth annual Oxnard Fan Night at The Collection featuring the Cowboys cheerleaders, Mascot Rowdy and Cowboys legends Nate Newton and Charles Haley. Our promotional campaigns reached audiences across Southern California and Texas. We secured television coverage through KTLA, KEYT, NBC's California Live Spectrum News and more And training camp provides a unique opportunity to introduce Oxnard to a global audience.

Visit Oxnard also continued administering and supporting projects funded through $1.5 million in previously awarded ARPA funds, and these projects are now substantially complete including initiatives supporting film location marketing And the city is wayfinding program, and we continue to maintain the film location website and provide advisory support to the city when needed.

We remain actively involved with visit California Cal travel destinations international. And regional tourism and business associations, and these relationships help us advocate for Oxnard's tourism industry and connect with statewide decision makers and identify opportunities to bring new business to Oxnard. We had several accomplishments worth celebrating this year, including VisitOxnard received a 2026 California Poppy Award for Best Brand Advertising Campaign Under $1 Million for A Beat Apart.

We also received an American Advertising Gold Award for the same campaign and we're proud to have supported downtown Oxnard's successful California Cultural District designation And looking ahead, we're focused on building upon this momentum. We will continue promoting downtown Oxnard's arts and cultural experiences. A major priority is meetings in sports tourism particularly as Southern California prepares for the 2028 Olympic Games.

Already exploring opportunities with international training teams and sports organizations that could generate additional overnight stays. We do have confirmation from the German kayaking team with 40 room nights booked this December, so very excited about that. And we're developing our 2028 to 29 official Oxnard visitor guide as well. And we have provided each council member with a copy of our new fiscal year 26-27 marketing plan this evening.

And the plan outlines our strategic priorities, marketing initiatives and business development efforts for the year ahead. And in closing I'd like to thank the City Council, our Board of Directors, hotel partners, community stakeholders and the VisitOxnard team for their continued support I'm very proud of what our organization has accomplished, and there's a lot of positive momentum in Oxnard. We're excited about the opportunities ahead. So thank you and I am happy to answer any questions.

Great! Thank you very much Ms. Hendricks. So do we have questions from council members?

0:52 – 0:5712 turns

UnidentifiedUnidentified speaker 2Proposed52:10

Oh yes, Council Member Perrello. Thank you very much for the information. It's always delightful to hear what your plans are. As I mentioned to Mr. Spillman, there is a couple of things locally that may not be in the city limits of the City of Oxnard but this is regional area and the cash flows across boundary lines. People don't really decide they're going to spend here, not there.

There are some things in the local area that might be of interest to consider even momentarily advertising Camarillo Airport to council members sit on that body the Ventura County airport authorities member of Oxnard and another as an alternate There is an organization called commemorative Air Force used to be called a confederate air force They bring a tremendous amount of people to see that from large areas away They also have stuff from the Tuskegee Erica airmen a tremendously historic thing in this nation one thing that always surprises me is I I do sometimes go to auto races at the Ventura Fairgrounds, Ventura Speedway. And during the summer it's amazing to see the number of people that are thrilled to come here from the San Joaquin Valley to race because you'll see them in tank tops and shorts and they can't get over how cool and wonderful the weather is coming from 114 maybe cools off to 105 at night and they really think that.

I think there would be an opportunity to capture some of those people that come here to view because they have a lot of following. Favorite drivers have favorite following, and there have been winners of the Daytona 500 and Indy 500 that race here. The other part is with respect picture of the drums. I'm wondering, is that one of our major sponsors that had the drums getting wet in the ocean? Because I'm like... The people that I knew that weren't a drum, that would never have happened. That's a comment. Yes. The other part is it magnifies the issue. The city of Oxnard taking the help requested to improve the golf course in the area and you've highlighted that and I appreciate it very much. Those are just my comments. Not a knock, just something to think about.

PresenterBrittany HendricksVisitOxnardProposedself-stated54:19

Anyone else?

UnidentifiedMayorProposed · by role54:24

Councilor Starr.

UnidentifiedUnidentified speaker 3Proposed54:28

I think you actually answered this question for me last year, but I'm trying to remember the answer, but it was regarding the Automobile Club of Southern California and Westways Magazines. I think you were doing some sort of experimentation with that or were going to. I'm just wondering if you could talk about that a

PresenterBrittany HendricksVisitOxnardProposedself-stated54:42

little bit. Yes, so we actually have an upcoming... We have a partnership with an organization called Ventura County Lodging Association. We partner with them on marketing initiatives and we have an upcoming request for some funds to go toward Discover with West So that will be going through next month. So hopefully in the spring is when that placement will go into effect

UnidentifiedMayorProposed · by role55:08

Okay, Mr. City Manager did you have something to add?

UnidentifiedUnidentified speaker 4Proposed55:11

Yes very briefly I said this before but it's worth repeating This small organization the amount of work and the quality The level of their work product is extraordinary so we're very fortunate to have them as our partner frankly all of our partners across the community could be this professional and productive and excellent. This community could go from good to great a lot easier.

I did forget last year to mention, a few years ago I went to a wedding, and I think it was up in Yountville? And I was staying in this charming inn, and in the lobby they have their rack of tourism brochures and magazines, and of course it was nice to see a stack of yours...of ours. So after the wedding, it was quite late I did what I used to do when I was a little kid as a newspaper boy. I took the entire stack, and I delivered them to every door in the inn late at night. So I hope you all do that when you travel and see our magazines.

Thank you for all your work. It is extraordinary. Thank you.

PresenterBrittany HendricksVisitOxnardProposedself-stated56:16

Thank you so much.

UnidentifiedMayorProposed · by role56:20

Thank you. The only correction I'll have for the City Manager is getting this city from great to greater But I will say thank you miss Hendrickson as a other any other comments. Oh, I'm sorry councilman

CommentMr. Ray BlattelProposed · by introduction56:31

I really appreciate everything that's happening especially with like the arts district recognition from the state of California. I think Something else and again. I haven't gone through the whole marketing. You know plan and everything I love that you have something for events As somebody who goes to a lot of conferences it's nice to see A one-stop place where we can see how big the capacity is and what we can use.

I would love to see our different festivals highlighted, like I'm sure you probably have it on your website but like the insect festival right? Like the tamale festival. I am finishing my doctorate at CSUCI and when my classmates come and they hear oh there's a banana festival they thought that was the craziest thing to them But there's a lot of great things to highlight in Oxnard. And I said, oh yeah, you know, Rosa Festival is around the corner third week in May and Strawberry Festival but like Oxford would be the place to come and stay so Again, I might be preaching to the choir, but I just figured we could also highlight that as well

PresenterBrittany HendricksVisitOxnardProposedself-stated57:29

Thank you. I will say our website promotes anywhere between about 35 to 70 events every single month And those are all manual entries. Nino, who's here oversees that effort it's a lot of work and she does a phenomenal job and we're very proud to have as many not only events but festivals as we do I don't think a lot of communities can brag about that.

0:57 – 1:1211 turns

UnidentifiedMayorProposed · by role57:57

Anyone else? All right just a couple quick points thank you as always you all do such amazing work and I say this for recreation as well but i think applies to your organization, then you can make $1 look like 10. And so you do some really amazing work given the resources and we saw the context there for where we are as far as financial resources goes and you do amazing work and the proof is in the output. So thank you so much for that.

A couple more quick points before we move on. First, I want to give congratulations to Michelle as well on her change in role here and Miss Hendricks if you could share when Michelle came to the organization what was her position when she first joined?

PresenterBrittany HendricksVisitOxnardProposedself-stated58:43

So Michelle predates me but she was the administrative assistant I believe and she has worked passionately tirelessly for VisitOxnard for 13 years again She has really stepped up as I've stepped into my role as CEO over the last year and a half, and has really become kind of my partner in crime with effectuating our plans for the organization.

UnidentifiedMayorProposed · by role59:11

Great. Thank you, and thank you for your work, Michelle. Very well-earned promotion there. So I loved the video, and it really put things into a different context for me because I saw myself in that as somebody who professionally travels regularly for my day job. And wherever I land, wherever clients or whoever is contracting me to go out has me go, I've been to Phoenix, Arizona. I've been to Kodiak, Alaska.

Roll of the dice places and everywhere I go, I like to check out the downtown. I like to check out the different eateries. I'll ask the hotel staff what they recommend but I'm also the person that I'm not looking for hey where's the escape room? When I went to Phoenix, Arizona once, I saw that nearby there was a planning commission meeting for this weird-looking building so I said well I'm going to check that out. That's who I am.

But all that to say that the video really had me thinking, hey if I were an outside person coming into a meeting in Oxnard where would I go eat? What are the places I'd go to? What are the things I do for fun and that was just a great way to put that into a great package for folks who do similar work. And there are millions out there so thank you again for this update Miss Hendrix. You do amazing work and we look forward to what you do next.

UnidentifiedUnidentified speaker 5Proposed1:02:07

Do we have a PowerPoint available for us? Thank you, perfect. Good evening Mayor Pro Tem, City Council, staff. Thank you for the opportunity to present Downtown Oxnard Improvement Association's work plan and proposed budget for fiscal year 2026-27 Our focus is straightforward. A downtown that is clean, welcoming and positioned for more activity and investment. This plan connects the daily work that keeps downtown functioning with the opportunities ahead of us as a California cultural district.

I'll start with a brief background walk through the priorities and close with the budget and our request for approval The district has been in place since 2000 Its purpose is to use property assessments to fund special benefits improvements within downtown. It has been renewed five times, most recently in 2024 when two blocks north of 2nd Street were added.

The current authorization runs through December 2029. There are 213 property owners in our district with the city you as the largest this gives us a shared interest in making these resources count. The next slide explains DOIA's role in managing that work. DOIA became a public benefit nonprofit in 2019. In 2021, the city and DOIA entered into the Agreement for District Management.

That agreement calls for an annual work plan and budget to be approved by council. The approval before December 1st which is why I'm presenting to you this evening. DOIA's budget does run from December 1st through November 30th. The legal references on the slide, the practical point is that we bring forward a defined work plan for the year and the proposed resources to carry it out.

Before discussing the plan let's look at the area it serves. This map shows the district we're talking about. It helps put the work plan in context storefronts public spaces, and connections that make up downtown. The photographs also remind us of this area with an existing identity in places where people already recognize. Learning from Brittany I'm going to have to make bigger pictures next year.

Each year the board staff develops the goals and budget through our four committees That work follows the guidelines and funding allocations in the management district plan adopted with the renewal. The four committees are organization administration, district identity and placemaking, civil sidewalks, and land use. Together they provide the framework to deliver the work to support the downtown day-to-day condition and the longer term opportunities.

This year's annual plan reflect two large focus areas. First is the designation of downtown as a California cultural district, which was awarded on December 12th 2025 by the California Arts Council CAC following a highly competitive selection process involving more than 70 applicants. This designation creates opportunities to engage artists, shape public spaces and attract creative businesses.

It also asks more of the organization So we need to consider the capacity required to support it. Second, is the Dory Commissioned Retail Strategies Action Plan. This plan gives Dory a five year sequence of strategies including ways to improve organizational efficiency and undertake similar projects that improve the experience of downtown. These two influences are woven into Doya's annual action plan and budget The organization committee priorities and work plan are about staying connected to the people downtown, and having the capacity to follow through.

The proposed monthly boardwalk merchant outreach program network events and surveys give merchants and property owners regular ways to share what they need. On delivery we propose project driven action teams tied to the retail strategies goals We also plan to assess staffing needs for the Cultural District and collaborate with grant applications. These projects sit alongside the essential work of finance, insurance, board policies and daily operations.

That foundation supports the more visible work of the three other committees that I will cover. This committee's work plan is focused on how downtown looks, how the people experience it and the reasons they choose to come back. The annual plan includes engaging artists and art organizations, partnering with the Cultural Arts Commission on public art, on helping organizers develop cultural events, and it's a sponsored pole banner program landscaping container gardens and holiday decorations that contribute to the experience in visual ways.

We also want to grow our reach online with the goal of surpassing 20,000 Instagram followers and use the Retail Strategies Plan for targeted business recruitment. The common purpose is to strengthen downtown's identity as both a retail destination and a cultural district that depends on the everyday conditions people encounter when they arrive. A strong downtown experience starts with the basics.

Clean storefront areas, maintain parking lots and alleys and attention to safety. This committee continues their monthly coordination meetings and brings together the police department, security contractor and the clean team. Other priorities include security lighting enhancements, district cleanup events, emergent crime prevention workshop and strategies to deter illegal dumping.

The annual plan also calls for working with faith-based organizations on homeless outreach. These efforts address the conditions merchants, residents and visitors experience every day. They also provide a foundation for the business and property opportunities covered next. Land Use Committee connects the daily work with downtown's longer term development. The committee's broader role includes housing density, mobility, planning and the mixed use in our district.

For this year the highlighted work plan is practical. Compile detailed market information on vacant properties, promote available buildings for investment and develop a model for pop-up retail activations. The work plan also includes partnerships with SCORE and WEAVE to offer merchant assistance. The intent is to understand the available space more clearly, and help business explore opportunities downtown.

The next slide shows the proposed budget supporting the overall work plan. The total proposed budget is $640,965. which is comprised of property assessments, events, sponsorships and retained earnings. The largest share 56.5% is for civil sidewalks that is $362,250 for maintenance services supplies and security guard service it reflects the importance of the day-to-day conditions we've just discussed District Identity accounts for 15.6% or $99,923 for works such as advertising, banners, public art events and holiday decorations.

Organization accounts for 27.9% of the $178,792 of the budget and this covers staffing and operating costs. The Land Use Committee does not have an allocation which has been true for the past prior years. With the proposed budget, DOI is projected to carry over $53,332 in retained earnings for fiscal year 27-28. Those are the proposed allocations for the annual plan and I'll close with the action we're requesting from the Council.

We ask the City Council to approve the Downtown Oxnard Improvement Association Annual Work Plan and Budget for the fiscal year 2026-27. The plan brings together the daily care of downtown, support of our new merchants and property owners and the opportunities presented by the cultural district designation. We thank you for your consideration and we're happy to take questions.

Did you mention how much the budget was last year in comparison?

UnidentifiedUnidentified speaker 5Proposed1:12:09

That's

UnidentifiedUnidentified speaker 3Proposed1:12:09

a

UnidentifiedUnidentified speaker 5Proposed1:12:10

good question. I think I have

CommentMr. Ray BlattelProposed · by introduction1:12:15

it. I think in the report we got on page 61 there was an estimated carryover of $66,000 by the end of June.

UnidentifiedUnidentified speaker 5Proposed1:12:24

Yes, I think it was $64,000 at this point. What you might be seeing is a balance sheet So

UnidentifiedUnidentified speaker 3Proposed1:12:30

I

UnidentifiedUnidentified speaker 5Proposed1:12:30

guess I'm

UnidentifiedUnidentified speaker 3Proposed1:12:31

just saying we have a budget for this year.

CommentMr. Ray BlattelProposed · by introduction1:12:33

But you want to see actuals for last year, right?

UnidentifiedUnidentified speaker 3Proposed1:12:36

Or actually even the budget for last year. I just want to know what the increase is or decrease is.

UnidentifiedUnidentified speaker 5Proposed1:12:42

It is an increase. Oh here it is. I knew I brought something.

PresenterAngela WakehamMichael anProposedself-stated1:12:46

Can you see

UnidentifiedUnidentified speaker 5Proposed1:12:50

it? No. Annual budget last year was $613,537. And don't forget, this is our first full year with a larger navigation center now paying into it. Adding two streets and we also went to linear footage so we're getting more money in and we're still allocating a good percentage back for retained earnings.

UnidentifiedUnidentified speaker 3Proposed1:13:16

My question on the simple sidewalks portion of that budget, $362,000 and change What portion of that do you think is because of homeless issues?

UnidentifiedUnidentified speaker 5Proposed1:13:31

It doesn't make a difference, because the regulations in our bylaws say a certain percentage must go towards district civil sidewalks. So we have... That's why we've been counting on the police and the city to help us more in the past and it's been happening.

UnidentifiedUnidentified speaker 3Proposed1:13:51

I guess my question is more along the lines of what portion of this is spent on dealing with homeless issues versus other things that you could do with the

UnidentifiedUnidentified speaker 5Proposed1:14:03

money. I don't have that answer, I don' know if Kim does?

PresenterAngela WakehamMichael anProposedself-stated1:14:06

Yeah, I'm on the civil sidewalks committee. I can tell you that when we do have our meetings and the security team comes and the clean team comes They do talk about the encampments and how many encampments they had to clean up, and where those are, and where the hot spots are. And what new adventure is happening in the downtown with subsistence that people choose to take usually too.

And they come from that population because when you're under stress, you turn to things for comfort. And they don't always make you the best citizen or I don't want to say citizen, resident of our community.

UnidentifiedMayorProposed · by role1:14:52

Excuse me we have Miss Golden who might have some input on this do you want to jump in?

CommentChristina BrewerProposed · by introduction1:14:58

One thing I wanted to add, being on the committee for a long time as well and actually Abel and I sat on a presentation to another state recently about our homeless efforts. And in that Abel made the point during that meeting about how helpful our homeless ordinance is in downtown, about the anti-camping ordinance in downtown, and that there has been a decrease related to homeless response because of that as well as security Contract that the city took for the parking garage that used to be an area that we would go back and forth with Dory a lot about whose responsibility That was and that was a place of high Homeless, but the security that the city has put in there has really helped and has reduced the strain on Dory Related to that.

UnidentifiedMayorProposed · by role1:15:45

Thank you before I move on from council restarts question about the civil sidewalks Included in this budget is this? I go through downtown literally every morning in a car or on a bike Is this inclusive of the people who are out every morning sweeping, power washing, getting the sticks swept up in Plaza Park? All that. Is that inclusive in this as well? People with the blue vests?

PresenterAngela WakehamMichael anProposedself-stated1:16:08

If they're wearing a blue vest we're paying for them so yes most definitely. They are ambassadors and they're there to keep it clean and safe and beautiful and also answer questions if you want to know where to eat or where to go for some entertainment. They have that information also

UnidentifiedMayorProposed · by role1:16:25

Oh, I'll have to try that. Thank you. OK. Councilor, did you have additional questions?

UnidentifiedUnidentified speaker 3Proposed1:16:30

I do not.

UnidentifiedMayorProposed · by role1:16:31

Okay, thank you. Other questions from Council? Yes, Councilwoman Rodriguez.

CommentMr. Ray BlattelProposed · by introduction1:16:35

I do have a question. I'm really excited about the pole banner design and installation. I know that we've had conversations about that possibility so I'm excited to see it potentially launch. When folks sponsor that banner are y'all thinking about having it like for a season year-round every three months or is there going to be opportunities for different folks to showcase should they sponsor the banner because I know $3,000 is not gonna cover the poles in downtown right?

PresenterAngela WakehamMichael anProposedself-stated1:17:01

Right, we have a we have a couple different types of banners that are going up. We have a permanent installation that is right now I think the Southern California Edison in the city actually today came to an agreement so we're gonna have these beautiful Steel banners put up on the post. You can see them that we've hung them up in the DOIA office, so those will be up in different areas. I don't have the map with me right now to tell you exactly where, so those will be up year-round. The other banners will change out seasonally and that is going to be a new venture for us that we're working on And it will be seasonally, obviously because the college puts up their banners and then we have the seasonal banner. So it's going to have to come up and down and fluctuate but the price of that will include the banner getting made and the cost of installation.

Great, thank you so much.

CommentMr. Ray BlattelProposed · by introduction1:18:09

So if they're half as beautiful as the big belly trash bins and I'm really excited about that because I think that really brightens up downtown and I like seeing that You know it just really reshapes how you consider a trash bin? So I think people are a little more careful when you know tossing on the side of the trash bin so Anyway, thank you all so much for your good work and your advocacy and just feel free to continue reaching out. Thank you Thank you

UnidentifiedUnidentified speaker 2Proposed1:18:36

Councillor Perlow Thank you for the presentation. A couple of questions with respect to soliciting outside people to help you with funding, do you advertise that you're looking for any businesses who want to donate potentially have their signage hanging from a banner? Do you do that or do you consider it? The second is when you show the pictures of the power washing of the sidewalk, we can all imagine what that is. Do we end up with any issues with the stormwater going into the beach versus going to the sewer plant? Are there any issues that are brought by the state with respect to water?

PresenterAngela WakehamMichael anProposedself-stated1:19:11

Not that it's been brought to my attention. I know that the city does do a good job of trying to get make sure that the sewers are clean out because beyond just the cleaning up that we're going to do, the winds make a much larger impact than the minuscule amount of water that we're using when we are

UnidentifiedUnidentified speaker 2Proposed1:19:31

power washing OK, back to my first question. I know that there are times, especially when tax season comes in, there are businesses that look to make a donation. How do you get that information

PresenterAngela WakehamMichael anProposedself-stated1:19:41

out? We have that on our website and we don't have our banner sponsorship launched yet. That's an upcoming venture for us that we're working on with staff. And so we look to have that up very soon. But we did do an outreach at the last car show, the All for One Car Show that we held.

UnidentifiedUnidentified speaker 2Proposed1:20:08

UnidentifiedMayorProposed · by role1:20:22

Thank you very much any additional questions? No? Okay, I'll just say thank you both for the update in this. I know there's an action attached to this. Looking at the items that you've placed here for your proposed work plan, I would say they're certainly ambitious but I know they're building upon what you've already accomplished and so I appreciate that you as an organization are looking at how can we do more, And certainly what my attention focused in on was the social media piece of this and a goal to attain 20,000 followers by year's end. But you're currently at 17,900. That's quite an accomplishment for an organization your size with the work you do as well.

You want to give someone credit for that? Yes.

PresenterAngela WakehamMichael anProposedself-stated1:21:10

Yes we hire the Oxnard downtowners to do our promotion and Gary Blum is one of the downtowners and he is largely credited for all of the efforts that go into our marketing. He has a strong team and we are really grateful for all the work that they put into it.

UnidentifiedMayorProposed · by role1:21:29

Great. All right, thank you Mr. Blum for that and I wanted to point out because that's certainly an attainable goal but it's a lot of work and Mr. Cabrera is here in the audience from the previous one he oversees the digital communications and I can tell you that it's a lot of work to get followers and then keep them engaged and then do this and then do this and keep building on it. It's full-time work.

PresenterAngela WakehamMichael anProposedself-stated1:21:50

He's on that committee also.

UnidentifiedMayorProposed · by role1:21:52

Oh right there you go. That makes sense We're partners. All right, so that being said the last thing I have with regards to your work plan was I appreciate seeing the continued presence there of improvement or planters and our landscaping and I'm sure that includes drought tolerant California native items that don't require a lot of water and maintenance and really are meant to be here anyhow they don't just look pretty they thrive in our environment that we have. So thank you for continuing those efforts.

All right, at this point Madam Clerk I have one speaker here in my hand so if anyone else would like to speak on this item now's the time to you may submit a card to the clerk or if you're online you can hit star 9 to raise your hand okay so our first speaker here is Eduardo Huerta

UnidentifiedUnidentified speaker 6Proposed1:22:51

Good afternoon, Council. How are you guys? So I was just kind of paying attention to, I guess, the presentation here. Good job, guys. Downtown looks really good. It would be nice to see you guys work together with OPAC. Mr. Huerta? I'm sorry, Sterling Properties can really use you guys for the Performing Arts Center. I think if you guys have a good organization working together, I think you guys could really bring a lot of funds to our city revenue and bring that building up to code. Oh, Mr. Herta. So sorry about that, guys. Thank you. So I was just kind of paying attention to... I got kind of excited. I'm into communications so just I'm excited for Oxnard. I was listening to Aaron Starr's comment in regards to homelessness.

A lot of funding coming into our downtown area. I've worked a lot of precincts in our area and I also live downtown And so, no pun intended what I'm going to say. And I know that a lot of people use medical marijuana for medical reasons and personally, I do understand that but my thing coming from constituents was who did the city planning on these marijuana dispensaries? More concerned was the one in front of the Oxnard Public Library only because it's too close to the homeless shelter and at the end, a lot of families were complaining in reference to streets being compressed overnight And I think a lot of people do like to walk downtown with their dogs.

And I know that, but in 2020 we pulled in funding about $2 million from the marijuana industry to fix our roofing at our senior centers. So I'm just trying to say that this is something that I think these organizations are trying to kind of work with our planning department to see how we could revamp our downtown area only because I think that personally You know, we've fought so hard for a homeless population to get them housed and at the end it's something you know the defense that the county kind of went to derail this subject on homelessness.

And so, you know we used these internal issues to really protect a lot of these low-income families and people that are homeless. So at the end if we're really going to obviously use these issues to bring funding into our housing projects, we've got to really pay attention on our city planning and how we plan our downtown areas because at the end that's just input that I got it was concerns in reference to having a marijuana dispensary close to the shelter and at the end obviously Aaron brought a good point his friends that brought it to council back in 2019. I think you're here Gabe with INCO, you guys have brought that to council then as well so that's something that i think you guys really got to pay attention to them in regards to their concerns because at the end there is a lot of money being dumped and at the end it seems like we're going in circles again over and over just pulling in funding and not supporting organizations that do really good job thank you guys appreciate it thank you very much

UnidentifiedMayorProposed · by role1:25:29

madam clerk do we have any additional speakers for this item

CommentMayor McArthur is outProposedself-stated1:25:33

Mayor Pro Tem and Council Members that concludes our speakers on appointment item D2.

1:25 – 1:328 turns

PresenterAngela WakehamMichael anProposedself-stated1:25:48

So with our dispensaries, we haven't had a real problem with our dispensaries. In fact I would say that the newest dispensary across the street from the library has been a benefit. We have had a lot of issues with trash enclosures in the downtown. They've become a hot spot for people to hide and do things or to store their belongings. With the new dispensary that opened they brought security with them and so now there's a full-time security guard that is watching that property and that particular problematic trash enclosure.

So I think that they've been really good partners with us in the downtown, and I also don't, I think that the local restaurants are not complaining with the added business that the dispensaries bring. So thank you.

UnidentifiedMayorProposed · by role1:26:41

Thank you. You may go please stand for a moment of silence. You may be seated. So good afternoon, everyone. My name is Jasmine Britt. I'm 13 years old. I am in eighth grade and I attend Lopez Middle School. I've been involved with PAL since I was really young. I started off with sports and called Mighty Mites since I was about five years old. I've always been raised in the sports so I've always been naturally athletic and all of that.

I also do the YDC program, Youth Directors Council. It's a youth group for young members to go and be involved more with the community and help with volunteer. And it's really fun for me to do because I've been able to experience that a lot. It gives me a lot of opportunities to be able to speak in front of people and give me more chances to just put myself out there especially doing this.

Other things, I am also chosen as a wellness advocate for my school and also the superintendent fellow. So I've been going to, I will be attending monthly meetings to go see the superintendent while also seeing all the other superintendent fellows with the other schools and I've done a few speeches in Washington DC and that's something that I really want to be. I want to be a public speaker so this is giving me a good chance to do what I want to do. So thank you for having me here and thank y'all for...

Thank

But I want to thank you for being here. And eighth grade 13 years old, you've accomplished so much and have so much initiative. I hope that you were super proud of yourself. She helped me a lot throughout this even though I haven't seen her in awhile but if I could ever get back to her she's seen something with this election and also my mom she's helped me a lot because she's the mentor for the youth group so she's given me a lot of opportunities and I thank her for that too And my dad also, well both of them for believing in me and my dad just being there to help me with everything throughout. And all my family just being there to support me through everything and seeing everything that I've gone through my journey and being able to get so far through growing up.

So thank them for that.

CommentChuck CarterProposedself-stated1:40:32

Good evening Mayor Pro Tem, City Council. My name is Chuck Carter. I'd like to say a few words in memory of Tom McAnally. He's the former chairman of the Channel Islands Neighborhood Council. I met him in 2017 when the power plant was shut down. The neighborhood council was formed to raise awareness about the degradation of the harbor water quality. Tom has worked tirelessly as a professional project manager to bring together all of the stakeholders to solve the problem of water quality. He's done outreach to local, state, federal elected officials, the Water Board, Coastal Commission, Farm Bureau, the owners of the Edison Canal and the power plant. He has worked tirelessly to bring together consensus about how to solve this problem He was instrumental in helping the city and the county raise over $3 million in state and federal grants.

And that money was used to produce a mitigation study, and currently the Public Works Director Michael Wolfe is implementing the first phase of that implementation study. So we appreciate everything Tom has done. He's made a great achievement. have an outgoing to his family that they appreciate the memories of all he's done and all the friends he's made here. And thank you, City Council for sharing this moment of silence. Thank you.

UnidentifiedMayorProposed · by role1:42:03

move on to item F the ceremonial items. This evening we have a couple of items. The first one is presentation of a proclamation designating November 11th 2026 as Veterans Day and I'd like to welcome the Oxnard veterans committee to accept the proclamation. So thank you all for joining us. We have a proclamation here for you for November 11th, 2026 for Veterans Day.

Whereas Veterans Day was designated a federal legal holiday in 1954 to be celebrated on November 11th annually. And whereas Veterans Day has its origins in the November 11, 1918 armistice which brought World War I to a conclusion and affirmed the strength of great nations acting together for high purposes. And whereas Veterans Day continues to be celebrated and commemorated with solemn observances in honor of all Americans who have served in our country's armed forces. Thank you all for your service.

And whereas Veterans Day is a significant part of our American heritage, honoring the millions of men and women whose military service has profoundly shaped our nation's history. Whereas the courage, honor, sacrifice and dedication which veterans of the United States Armed Forces have displayed in the cause of justice, freedom and democracy are most worthy of recognition.

Now, therefore our Mayor Louis A. McArthur and mayor of the City of Oxnard has called upon the citizens to commend America's veterans and observe Tuesday November 11th as Veterans Day. So can we give them a round of applause

This is that we want to celebrate the greatness of our veterans, the family members, and support the city gives us.

So we came up with some great ideas. One is if the veterans in this room including us, if you want to show up for Veterans Day in uniform because we're going back in my case 53 years and yes, it still fits We're also asking that if you bring a picture of yourself, your loved one, your grandfather, your grandmother, an 8 by 10 photo. We're going to have a photo station so you can post it up there and because you supported them throughout their lives in the career, bring those photos and just walk around and see the photos of what they look like. I've got the picture from our commander Mike. And I don't recognize him. He's actually Strack.

Thank you. Thank you for this recognition. It truly does take a community for a school to be successful and to provide an education in this great city, the place where I received the education or we continue our students are becoming ready to serve in the community. And we look forward to another 125 years and beyond in this community.

So we do have a student with us, Brandon Ramirez who is a senior. So I'd like for him to say a few words for us.

CommentBrandon RamirezProposedself-stated1:54:38

Absolutely good evening everyone my name is Brandon Ramirez. I am a senior in high school Santa Clara High School when I went in as a freshman I didn't know anybody. I knew only two people and I kept my friend group very small and I was very uncomfortable with public speaking. I didn't want to publicly speak. I didn't even want to go up for presentations and throughout my years in high school I've learned and progressed even more to the point where I'm speaking in front of you all. So that's a very big change, and Santa Clara High School has really helped me through my journey in life, helping me with my spiritual sense as well as my public and just public speaking sense. So absolutely.

UnidentifiedUnidentified speaker 12Proposed1:55:22

Thank you, Brandon. We're very proud of you. Thank you so much.

Not many words to say but I've had the last two years' pleasure of working at Santa Clara High School, and it's been great getting to know the community and the rich history of the school. So it's been an honor working there.

All right, so we're gonna go ahead and move on. Madam Clerk I see we have some hands up. I'm not sure if they're for this or for the ceremony items but even if they are for the ceremonial items we use this time for non-action items as well for items not in the agenda. So We're gonna

Yes, I wanted to speak for the officers and town cop line 1-800 COPLINE to call. And, you know, it's confidential because everybody says dial 988 for crisis and press one for military. And I talked with the officer the other day and it's confidential, okay? Because I feel that the officers in town need to have somewhere to call because they always talk about military. Yes, that's federal but he said you need to call the 98 dial one.

I am a military person. I'm calling Copline to talk to you because I'm going to be presenting it in front of the City Hall. Copline, C-O-P-L-I-N-E, okay? And I got this at Turner's Outdoorsman, okay? This is my copy. I'll keep it but again if you have a crisis dial 988. If you're military, press one. Okay? I love you all. My father is military and he went to Oxnard High School and his missile is a Sparrow 3. He worked for Raytheon when our coast was safe with radar and heat-seeking missiles. My husband was military Air Force.

I am attached with CBC Port Winniemie with a Marine unit, Navy. And my chief, I had lunch with her. In fact the gentleman over here he did 35 years ago she's my chaplain. I go yes Chief Heidi Cermak and my son a big redheaded Mexican and he worked on U2 Dragon Lady. I taught him to use a firearm because my father is from Illinois and he said I don't like, I'm going to say something, I don't like bullshitting liars and I said yes dad we don't say nothing about nothing okay because these dog tags they're from Great Lakes and Great Lakes is Illinois and my dad's from Illinois, and you know what happened to the president. But my stepdad's Cherokee Indian, and he was a Korean War veteran. Okay? So blessings to you all. I love you because I'm a CNA.

I am a certified school bus driver. And if I didn't care, I wouldn't say anything. But I'm over on the fifth floor at 506 at 241 in my first apartment ever. Thank you so much. I appreciate you. I love you. You know what, if somebody's red we're gonna stop the bleeding. If somebody's turning blue we're gonna give them a CPR and I've done that medically but you know what? Nowadays, everybody has one of these in their pocket. And one of these is very useful in recording people and listening on what's going on in a room. Good evening, Mayor and Council. I'm an Oxnard resident but am speaking anonymously tonight because I'm about to share something that I don't want one of Aaron Starr's candidates in to see in good light so no names to avoid being targeted and retaliated against those that speak out.

I attended the October 7th Rincon Candidate Forum. That evening was I witnessed something that greatly disturbed me. It was when one of Erin Starr's posse decided she could go and accost Councilman Gabe Turan. This was after the forum concluded, and folks were just having conversations with candidates and each other. She had free reign to go over to him and with her words and body language did a hatchet job, including some colorful language which I will not repeat. In my day we called it potty mouth.

This was clearly a planned ambush. I will name names. Her name is Rhonda and she's the sister of Lizanne Nuez a candidate for city council. It's not difficult to find since she has been frequently on social media posting false information, she is now banned from next door because of her online behavior. Yikes! Councilman Turan to his credit did nothing to provoke this vicious ambush remain calm and collected I give him full credit because true to his reputation he was calm and let her speak In the background of this vicious and apparent planned ambush, Aaron Starr and his wife were seen laughing about it. I'd like to know if Candidate Lanez approves of this reprehensible behavior?

This is not how our Oxnard election should be conducted. It seems to me a very evil element has been inserted in our city election and I'm not happy about any of it. We need standards of professional conduct for candidates and family members. Remember, everybody has one of these. All of you can be recorded at any time and posted. So I thank you for your time.

Thank you. I was attempting to present this material two weeks ago, but apparently after calling in the audio wasn't working, but my phone was really working because I checked it out beforehand. Councilpersons Bass and Parello. That was quite a dramatic performance at the September 15th Council meeting. Councilman Parello, it is obvious that you don't like Councilman Starr and does she feel the need to constantly verbally attack? Your September 15th attack was based on his detailed finance questions While you appreciated his attention to detail, which I guess was the sugar pill preceding the rant. You seem to think that the CFO was blindsided and that your verbally assaulted Councilman Starr. Did you ever stop to think that some council members have full-time employment and do not have the opportunity to interface with staff during normal working hours?

The Councilman sitting immediately to your right also frequently asks detailed questions to staff based on info found in the agenda packet. Yet there is no attack on this individual. This certainly appears to be a personal agenda against Councilman Starr. Councilwoman Basuah, really? You're apologizing for Councilman Starr on September 15th? There's no need to apologize for him. The CFO is a big boy and can take care of the heat and questions. I've met with him several times before. Stop grandstanding! I recall years ago when you and I met for breakfast at a restaurant on the corner of Saviers and Pleasant Valley During this meeting I had brought up the issue of trust and city staff. Do you remember this? I remember it, and I vividly remember yours in my response.

Do you remember? I won't reveal the staff member nor will I reveal your answer. However, your performance history on the Council certainly doesn't reflect your response. So now who should apologize? At least to your constituents. At least Councilman Starr does not hide or betray his beliefs. Council persons pursuant Pericles, could these attacks on September 15th be a result of your desires to appease your constituents who may also dislike Councilman Starr?

These people may not be able to vote to oust Councilman Starr but they can vote in people who share their dislikes. Is this a campaign strategy? Perhaps it is. Both of you, may I suggest that you worry about your own individual performance on the council and stop worrying about your colleague. Disagreement is fine but you don't have to make it a Broadway performance. Bottom line, Councilman Starr was elected and survived a recall attempt by District 3 voters to do a job, stop these attacks and allow him to do his job. And for any council member who uses profane language, I wish that the city attorney or the city manager somebody would step up and stop it Thank you.

Good evening Mayor Pro Tem, Council Members as you heard my name is Ken Tugas and I am a resident in District 2 living in the Carriage Square area on October 6th of this year I watched a video that involved Lizanne Nanez, where she made some I think inappropriate statements about our council member Gabe Turan. She talked about actually let me back up she did knock on our door about a month and a half ago seeking our support for her election And I brought to her attention immediately that I had heard rumors that Erin Starr was out soliciting some candidates to run against the incumbents.

She turned pale, I gave her an opportunity to be transparent and honest, and she would not mention a word about Mr. Starr. I believe, I used the word puppet and not Gabe Turan when I brought him to my neighbors. She makes an accusation that Gabe is going to people that have signs in her front yard supporting her, bad-mouthing her, and asking that they take the signs down. I personally brought Mr. Turan to two of my neighbors who I'm very close with because they did have signs in their front yard. I too had a sign in my front yard But the day it was put in, that night it was taken out when I got home because she does not have my support.

So in talking to my neighbors they too did not know who put the signs in their front yard and they asked Gabe to take him down. Gabe said he can't do that but I could with their permission. I removed one sign of my neighbor the other one removed his own and they were later returned to the city clerk's office. She also makes an accusation in that video where she has complained to the city about this wrongdoing and nothing has taken place. I'm not sure who quite investigates those, but if it is the city's obligation to do so, I strongly recommend that they do and find out that these accusations are false. Social media and mailers are amazing She accuses Mr. Turan of raising our gas utilities and things like that, he has no power to do so whatsoever.

She's also against Measure O and continuing with Measure E which is gravely needed in this city. Thank you.

We can show visual support but let's keep the audio or the audio cues to zero thank you and our next speaker is Mr. Guido Gollner to be followed by Ronnie Miranda.

CommentGuido Gollner MyProposedself-stated2:10:45

Good evening Mr. Mayor Pro Tem City Council and Oxnard residents my name is Guido Gollner My wife and I, Elizabeth have called Oxnard home for 30 years. Voters should ask themselves why so much money from outside Oxnard is being funneled to Councilman Aaron Starr? Because Starr has built his political platform on free market libertarian principles, his financial supporters view him as an ideal conduit to profit from downsizing Oxnard City government.

Aaron Starr has groomed and funded three candidates for districts one, two and five for this election. If they win, Starr will have city council majority voting control. He'll move quickly on his agenda and explore outsourcing specific city operations to private contractors As our city continues to struggle with its budget, outsourcing is often presented as an easy solution.

When we look at the agreements the promises are always the same lower overhead flexibility and relief from long-term pension liabilities. We must consider the risks outsourcing poses to Oxnard. The most immediate is losing accountability When essential public service shifts to a private vendor, their focus shifts from community welfare to maximizing corporate profit.

When our neighbors experience mistrashed collections or delayed maintenance they lose direct recourse from the city. Instead they are left at the mercy of a third-party contractor that does not answer to Oxnard voters Furthermore, we must consider what this does to our local economy. Private contractors frequently cut costs by offering lower wages, minimal benefits and non-union jobs.

When we replace stable city positions with underpaid contract labor We actively degrade the economic well-being of the working families who live, shop and pay taxes right here in Oxnard. Over time dismantling our internal departments means we permanently lose our own knowledge base leaving us dependent on corporate monopolies that can hike prices when contracts come up for renewal before voting Please keep in mind that Aaron Starr, it's all about the money.

Thank you.

Good evening. In May of 2017, Oxnard resident Aaron Starr launched a recall campaign against Mayor Tim Flynn, City Council members Carmen Ramirez, Bert Pirello and Oscar Madrigal. That was almost 10 years ago and here he is up on the dais taking another swing at it but from a different angle. We have his Constituents pouring money into these campaigns and outright lying.

Rate hikes are not at the will of the council, they're voted in. But his camp is lying about it. I have not seen a single council member up here be pro-ICE but his camp is lying about it A whole lot of lying going on. And I want to talk about the pollution of signs. Campaign season brings signs, that is to represent and put the name out there. But when you go to Victoria and 5th Street, you don't see one, you don't see two, you see six signs from one campaign. When you come down Patterson, you don't see them put properly For instance, you see a Pirello sign and you see his opponent's sign stuck right in front of it. Not alongside of it so you can compare the two candidates. You can remember both names. No, right in front of it. So this is not a person that cares about fair play.

I feel like I'm putting Mr. Starr to sleep here, am I putting you to sleep? I'm sorry if I am. I'm a little wound up about this because I'm tired of dealing with this all right. I came up here To speak the city of Oxnard for the first time for Carmen Ramirez You were lying about her Never in my life would I think that you would be sitting next to her lying about her now But I think you would I think you would lie about anyone to get a seat on this council and to tip the balance of power from outside money to force your agenda on the City of Oxnard. This city is a jewel.

Thank you very much.

Hi, Veterans Day this is Larry Barbarin. She's my voice but I'm both a Santa Ana Windsor. It's nice that we have at least two weeks until the end of election season and we have Veterans Day to coalesce, to unify around. God bless my 94-year-old Korean War vet dad and all you veterans and families out there. God bless you and thank you for your service big time.

I want to address particularly the more controversial wars and the veterans of those. You Vietnam vets, welcome home. Thank you for your service particularly and it wasn't the best of greetings when you got home a lot of times but you guys, you guys forestalled what happened after you were pulled out. A million-and-a-half The communists murdered a million and a half people in Southeast Asia, and you forced all that and saved our lives until you were taken out. So you did your duty. I appreciate you. And also the Iraq and Afghanistan veterans. Saddam Hussein was a state sponsor of terror who housed a lot of terrorists including al-Qaeda who hit us, and he used weapons of mass destruction—couldn't find the stocks—and it did cost a lot of blood and treasure but Iraq's not a threat anymore, and if he was in place, he was a weapon of mass destruction.

He could have restarted all those. And you guys forestalled that. They still have a terrorist problem from Iran within there, but you don't see Iraq being a problem itself like Saddam Hussein was. And Afghanistan unfortunately, bad withdrawal. But before that, you guys stopped the Taliban from getting back in there which howled at Al-Qaeda which hit us. So thank you so much, you veterans.

And also I want to say thank you for honoring took a few weeks but thank you, former Councilman Nadira, I think you brought this up to Councilman Perlow and others. I appreciate you honoring my alma mater, class of 81 at Santa Clara High School and a family that's gone to both. And you don't have to be Catholic to go there. We need more school choice so more lower and middle-class families have a chance to send their kids to parochial schools like that. So thank you for honoring the high schools this is great time and still in touch with Some of my classmates, including one that just came to my door after 16 years. So God bless you all and I won't make any partisan comments but just remember you gotta watch people who think they know the motives behind people's views like I'm just hearing there.

Just wanna say that but we can unify over Veterans Day and SCHS and SCES. Thank you so much. God bless.

Tonight I'm addressing this wild Wild West attitude some people seem to have in Oxnard that unless you're born here you don't belong here can't run for city council can't have a say in your neighborhood and in fact should just move away twice recently this has happened Both Bert's girlfriend, Deidre Frank and Citizens for a Worse Oxnard's Manny Herrera have both tried to guilt me for choosing Oxnard as my home. Just this week, Manny Herrera sent me this email stating, quote, do us all a favor, sell the house and move out of town, close quote. Well, Deirdre and Manny get used to it. I ain't going anywhere.

CommentMr. Ray BlattelProposed · by introduction2:21:06

Sell the house and move out of town? Well, bless your little heart. Manny and Deirdre, two of a kind Said I am the worst, I'm quite the louse Said my home deserves a better man And I should pack and sell my house They called me loud, they called me mean The ugliest thing they've ever seen They swear they want me out of sight But seem to watch me day and night They say my house is haunted Well honey that ain't news There's many that have lived here longer And they've got complaints about you I'm not going anywhere. Got ghosts in the attic and opinions to spare You can huff, you can puff, you can pull out your hair But I'm not going anywhere I'm NOT GOING ANYWHERE! You can shout to the heavens, I really don't care This old house and I made quite a pair And we're not going anywhere These walls have stood a hundred eleven years Through earthquakes, storms and changing times They've heard a thousand angry words And yours won't be the last in line You say the house deserves someone who'll keep their mouth shut play along But if these old walls had a voice they'd tell you buddy move along!

You say that I'm unpopular A menace to the town But every time you mention me my name gets passed around You don't have to like me. You don't have to agree, but this town belongs to all of us and that includes me Party in the parlor and ghosts on the stairs You can stomp your feet, throw your hands in the air But we're not going anywhere No, we're not going anywhere Got a house full of history and stories to share 111 years and we're still standing there And we're not going anywhere

CommentArthur MunozProposedself-stated2:25:00

Hello my name is Arthur Munoz this is kind of an impromptu thing but I wanted to relate that my father was killed in the Vietnam War at 26 years old only for me uh in 1990 at 25 years old for me to be railroaded My name The person that accused me of rape had accused eight people of rape in the same calendar year, including her biological father and her biological grandfather. But the jury would never hear and I have that in writing.

Now what's going on in 2026 is Both Ventura County's authorities and Auxnard have people breaking into my car wherever I go. If I go into the marketplace, they break into my car. Ventura County, I mean deputies had stole my other vehicle, my last vehicle. They stole it and the security guard that they used to steal it was recently following me around town telling me to leave here. I happen to live in my vehicle They were saying, they were telling me that I happen to live in my vehicle because after waiting for 10 years on Section 8. They said oh you have to do just one more background check or something from the Oxnard Police Department. They came back and they told me oh well the Oxnard Police Department said you don't qualify. I wasn't on probation or parole nothing.

They said the Oxnard Police Department said you don''t qualify so you're just denied housing. Now they're breaking into my car Whenever I go into the store for groceries or go to use the bathroom, they break into my car. They're trying to... They recently broke the... They've done all types of things and types of different damages to my vehicle, my clothes and my shoes. I'm wearing some pink shoes right now because they ruined all my shoes. What they recently broke in my vehicle is the thing that covers the van belt? They broke it In the hopes that it would get caught up with a fan belt and it would become unusable, and they would have to tow my vehicle. And I would be stuck without a vehicle on the streets of Oxnard.

This is really an interesting case in that it involves the Oxnard Police Department paying people on the streets of, on the citizens of Oxnard to break into my car every day And to do damage to my car, to my property, to my clothes. To try to poison me? They're trying to murder me! I'm a competent and cognizant man based on the blessings of the Lord God Almighty.

Good evening Mayor Pro Tem and Council. I commend some of the speakers and hope that we can try to unify a little bit. I know elections and things are incredibly passionate times, but hope that we can try to unify along those lines. I am honored to be part of a new group in town called Clergy In Action. It is a group that A few of us pastors have come together to try to bring a more collaborative approach to our city.

I think a lot of times what happens in life is we try to position ourselves with people who think like us, look like us, talk like us and that's a very dangerous thing when you surround people who agree with everything you agree with And our group, what we're trying to do is be a bridge amongst nonprofits and faith-based and law enforcement, fire department, public safety or city government.

To get together to figure out how can we work together? It is not a group. We're not trying to grow a particular church or even to be very honest with you this isn't meant To grow our churches is meant to grow our community and we want to be an asset. To all of our community with that in mind, our first event it's going to be for an hour only on October 26th. That's next Monday from 530 to 630 in the Ventura room. Our first event is to have a little bit of a meet and greet with our retiring police chief Our incoming police chief and our new fire chief.

Our outgoing fire chief has an event that night that frankly is a little more important, he needs to spend some time with his family. And that is a little more important than coming to an event where we're gonna tell him good job. So good job but he's gonna be spending some time with his family But you all are invited to come. We're also going to have another pastor that's gonna share a little bit about some things that he's involved in. It is not meant, I'm gonna say this again, it is not meant to be an event that anybody is celebrated. We're not celebrating a political party, we're not having a rally, we'r e gonna sing a worship song and honor some of the folks in our community who are doing great things but we want you all to know that we're here We're here to be of service, we're here to honor and be a part of our community.

So thank you again October 26th at 530 in the Ventura room.

We thank all the candidates who had participated in the forum because it takes an enormous amount of time and energy to run for office Not just for them, but also for their family, friends and supporters. We also like to thank the INCO Executive Board for approving these candidate forums. The League of Women Voters of Ventura County for scheduling coordination.

Ms. Martha Guillen, Kimberly Ross and Amira Martinez with the City of Oxnard for forum logistics. The Rincon for hosting translation services into Spanish. And the City of Oxnard for the use of their city council chambers along with the AV Tech team in the back. I have had both the honor and privilege to have the opportunity to ensure that the voters of Oxnard heard from those who would represent them on the City Council, the Educational Boards or the Water District in fair and informative forums these past three major election cycles plus a special election.

Starting from the 2022 election cycle with the City Council Special Election in 23 adding the UWCD in 24 and then the school districts this year It has been so gratifying to see the candidates make their case known and the voters getting information about the people they would vote for. Out of the top proudest moments in my life, three of them came because of the city with my being able to get voters the information they deserve.

One, moderating the first candidate forms for City Council in 22 as chair of the East Village neighbourhood hosting more than 20 of every single non-partisan candidate below the county level of Mayor, City Council, VCCCD, VCBOE and UWCD And three, moderating a debate the only that I've ever done between then-candidate Aaron Starr and City Manager Alex Nguyen on the River Park measures.

Due to a variety of ongoing and future personal and professional activities, I would not be surprised if last week was the last time that I managed and moderated the Rincon Candidate Forums. While bittersweet all good things must come to an end and I hope my circumstances change that I will be in a position to be involved with the INCO Candidates Forums as I have been these last five years, but I know and I can guarantee that I will be involved with Oxnard for as long as I live in this city. Only the future knows in what capacity that will be. Thank you very much.

you. Okay. I'm sorry. I have Urban Cafe up here. That's a totally different note. Good morning Mayor Pro Tem or good afternoon Mayor Pro Tem, council members and Madam Clerk. My name is Abel Velazquez. I'm the student trustee for the Ventura County Community College District for the 26-27 academic year and as well as a Parks and Recreation Commissioner for the City of Oxnard. I want to thank everybody who's taken the time to meet with me currently. I know a lot of people have a busy schedule and so we're working out some things, and I also want to talk about some initiatives that I'm doing with the college specifically Oxnard Associated Student Government. I've teamed up with them to do an initiative with local restaurants to see if it'd be possible to give students 10-15% off discounts following their whole order.

I want to thank Councilwoman Rodriguez for this idea She has done a lot for the College Board, and she's also a dean. Without her, I wouldn't have the guidance to do what I'm doing, so I want to say huge appreciation to her for that. Another initiative we're pushing for is more student equity. I've realized a lot of students don't know about their 9-plus-1 rights that every college student has in California. So we're pushing for that. And I do want to let the council know that, uh, I do want to have their help and support. That's why I've been meeting with every council member. I make it my priority to serve those who elected me by working with those who we elect and as well as follow up to change the mood for today on October 28th.

The long awaited Jollibee is going to be opening in Seafood City. And so I just wanted to bring that up and I want to thank everybody for their time and thank you for your service to this community. Thank you and have a great rest of your night.

Thank you. Our last two in-person speakers, Mr. Francisco Gutierrez followed by Eduardo Huerta. And then we'll go to the last virtual speaker after that, Madam Clerk.

UnidentifiedUnidentified speaker 21Proposed2:36:49

Good evening to everyone. Thank you for the extension of time. I'll try to get everything done. I'm against any measure that nowadays is just increasing for us fees, taxes however the people want to call them. We need to concentrate on managing our budget there are many ways you have an accountant use it utilize it I'm able to manage my expenses and you should be able to especially when we pay 9.5% versus other cities that pay 7.5%. Costco's gonna open pretty soon people are gonna go over there instead of here because 9.5, you do the math. Again, you have an accountant, utilize it.

You have Mr. Starr also can help you with accounting. I know he has a degree. I don't but I'm able to manage my accounts. The spending on schools, fire, police, yes they are needed but there's a point that you're choking us with taxes especially right now with the wars, illegal wars happening The gas, everything going up because diesel gas etc. Let's be considerate about those things when we talk about bonds. Think about your relatives that are worse off than you are and the rest of the nation.

People talk about taxing the billionaires okay sounds good how about taxing people over 200,000? You know most of us probably don't make that I'm sure a few of you do, and I'm sure it's going to hurt you. We could freeze pays, pay on the city for anybody making let's say $200,000. Put that in the bond. You know? I like to see something like that other than the traditional school fire, et cetera, et cetera. It's easy to convince the masses. One reason democracy is not working in this country in many places is because the people are not well educated. It is easily fooled by other people again.

Another one, let's see. We have with this illegal war which was not approved by Congress and is affecting again the whole economy and the people. And it's hard to see how a democracy can elect a convicted criminal. This is no wars we're gonna clean up the, we're gonna drain the swamp and thousands of promises broken. I knew him before you know, I voted and I don't know why people don't research People that are running for whatever office, because it is important that we are educated about that. Let's balance the budget.

I know I'm running out of time. I'm also a veteran and I understand how some veterans go through some of the problems. I also was in the desert and you know, I'm lucky I'm fine but the point is when you want to help people Cut the taxes from $9.5 to $7.5, and you'll see the benefits for all of us.

Council, hi. So just quick question here guys. I had an interview this week with the Ventura County store at my mother's home to share a little bit about why we're really here and their biggest question is why did I have both my candidates be endorsed by law enforcement? And blatantly they were pretty smart on pointing that out. And so I just wanted you guys know the story is out there and so your election is really running on that transparency and at the end you have to understand the words MAGA You know, I personally met with Matt Jacobs who's ran on the congressional side against Julia Brownlee on infrastructure issues. So I'm pretty entwined deeply into the issues here locally and so just want to let you guys know what the press is really after.

They want to know why our city managers and our city attorneys are allowing the circus to continue in the Davis? And what is the deviation and the derailment And so we all know the derailment here and I chose to work with you guys on a lot of these issues since I've been bringing a lot of support in. So just want to let you guys know that, I mean, council, everybody's attacking Aaron. Yes he's being endorsed by law enforcement and obviously Latino Peace Officers Association and at the end Democratic Party endorsed a mayor who is a Law enforcement officer. And then we have Eric, who used to be chief of a police station. So these questions were all brought up and so they're digging. So I hope you guys are prepared because at the end they know what you guys are doing with all these video clips.

And at the end, I just chose to keep working with the people that I'm working with. God bless.

Hi, this is Manuel Herrera, Citizens for a Better Oxnard. I am here tonight to speak directly to my fellow residents about the extraordinarily high stakes of the upcoming November election. This is not just another routine vote or a simple choice between competing ideas. This election will fundamentally dictate the political, structural and financial future of the City of Oxnard In past elections, we have seen independent candidates run on their own distinct platforms hoping to serve their districts. But this year for the first time in Oxnard's history we are witnessing a coordinated effort by a sitting council member to systematically replace three of his very own colleagues on this dais Now this is not speculation. At the Libertarian National Convention, Council Member Aaron Starr openly stated and I quote, I've recruited three candidates to run in November that would be part of our agenda and we have a very robust agenda Let us not be fooled by the names listed on the ballot.

While John Barrick, Lizanne Nanez and Naomi Corpus are the names you will see this is a proxy campaign financed handpicked and vetted behind closed doors by Aaron Starr and his wife Alicia Purcell We have seen this playbook used on the national stage, where entire administrations are cleared out to be replaced by loyalists who do not answer to the public but to the person who put them there. Councilmember Starr has made it clear that his goal is to establish a controlling majority to implement a sweeping partisan agenda. He has promised to clean house and replace anyone who gets in the way of that unified platform.

Oxnard has made immense progress in recent years. So we cannot afford the chaos, instability and gridlock that comes when a single faction attempts to seize control of our local government. Oxnard deserves independent leaders who answer to the families workers and taxpayers of their specific districts not puppets answering to a single political machine The warning signs are right in front of us. Our future belongs to the community, not a private agenda. I urge every single resident to look closely at who is driving these campaigns, who is funding them and what they stand to gain before casting your vote this November. Our future is literally in your hands.

And lastly, I just want to say Oxnard is not for sale. Those are my comments.

UnidentifiedMayorProposed · by role2:45:31

Thank you, Madam Clerk. And thank you to my colleagues for extending the time beyond the 30 minutes. We took all of the speakers so now we're going to

move on to item H, report of a city manager, executive director and secretary. Mr. City Manager, you have the floor.

UnidentifiedUnidentified speaker 4Proposed2:45:47

Thank you. Only three items I just need the slides to come up Okay, so first as you can see here on the screen these magnificent looking people. A couple weeks ago it was Code Enforcement Appreciation Week and there's our mayor over there with the division congratulating them on Code Enforcement Appreciation Week. So that's our code enforcement team. Next It's also October National Planning Month. They get a whole month, not a week.

And there again our mayor congratulating all of our staff over there in the planning division and there you go plan away all of October and November and December and January we know how that goes okay okay now Some facts about the election. So a couple of items we get reminded this year, not just only from the Ventura County clerk but also from these California Secretary of State. A couple of important items.

Secretary of State in California recommends that if you are going to mail your ballot, do it early. Someone's not muted. Thank you. So Secretary of State of California recommends that if you're going to mail in your voter ballot, please do it early. Suggestion is no later than October 27th slash seven days before the election. There are also many drop-off boxes not just in Oxnard but throughout the county. You can find that information straight from the Ventura County Clerk's Office. Their website is there as well venturacounty.gov And if you want to track your ballot, you can do so by signing up again at the Secretary of State and that address is where'smyballot.sos.californiaca.gov Another announcement there are actual voting centers And in Oxnard, there are a couple that are open starting on October 24th.

The so-called 11 day vote centers. These centers will be open from 9am until 5pm and then of course on election day they will be open from 7am to 8pm. So for the two centers that begin on October 24th one is at Embrace Church Simply Jesus at 260 East Elm Street, and the other one is at the Oxnard Moose Lodge. And that's at 1935 South Oxnard Boulevard. There are also several more that will be open for starting four days on October 31st, also from 9 a.m to 5 p.m., and also on Election Day 7 a. m to 8 p. m.

And all this information again is available at venturacounty.gov There's going to be one at the Center for Employment Training, 1741 Fisk Place at Del Sol High School 1975 Camino del Sol. Evangelistic Center Church at 750 West Wooley Road North Oxnard United Methodist Church 1801 Joliet Place at the Oxnard College Performing Arts Centre, that's 4000 South Rose Avenue.

At the Santa Clara Chapel, 1333 Ventura Boulevard. At the South Oxnard Centre 200 East Bard Road and at St John's Lutheran Church 1500 North C Street. So all those locations will be open beginning on October 31st and going through election day. And then finally for the specific ballot drop boxes here in Oxnard, you can just drive right by and drop them in. So we have them there seven locations at the Solis Library which is at 2820 Jordan Street at the South Oxnard Library 4300 Saviers Road At the Channel Islands Boating Centre, that's at 3880 Bluefin Circle.

At Oxnard College, at 4000 South Rose Avenue, that's a large campus specifically located between the Student Services building and the parking lot E off of Simpson Drive. There's also three more, one at the main Oxnard Library 251 South A Street One at Oxnard Union High School District Office, that's at 1800 Solar Drive. And then finally at the River Ridge Golf Club, 2401 West Vineyard Ave. So to get all of this information again please go to vote.venturacounty.gov. They have all the information there. Thank you very much. All right

UnidentifiedMayorProposed · by role2:51:27

before we take the slides down Mr. City Manager can you go back to the first two slides? The first two pictures? OK, go back to the next one after this. So this is the first one and the second one. I was wondering if the mayor looked like he was standing in the same exact spot in the same exact pose? And I was thinking did you guys AI him in or what? But no, he's actually there so that's him. No, no, no. OK. Very different on the same day because they did it the same day.

Or it's not a cardboard cutout of him or anything either right? Thank you Mayor for representing and thank you Code Enforcement, thank you Planning for all of your work. Our Community Development folks. Okay, thank you Mr. City Manager. We're next going to

move on to item I. This is City Council Housing Authority Successor Agency Financing Authority Business Committee Reports. At this time, a member of the legislative body may make a brief announcement or make a brief report on his or her activities. Further members of legislative body may request to schedule consideration of whether to place an item on a future agenda. Legislative body cannot enter in a detailed discussion or take action on any item presented during this report. The member's report shall not exceed three minutes unless additional time is granted by presiding officers, excuse me, presiding officer. We'll go down the line. I was gonna do things differently this evening but I see Councilwoman Let's do a step away. So let's start with Council Member Starr, please.

Okay thank you very much. What was the date on that? I have Wednesday October 20th. Okay, Councilwoman Rodriguez.

CommentMr. Ray BlattelProposed · by introduction2:53:18

Yes on the 7th of this month I had my Gold Coast Transit District it was like a strategic planning meeting and we're talking about priorities especially as like our federal funding is not aligned with like our state priorities so there really are some prioritization process that we should consider and I would encourage folks to give input especially if you use Gold Coast as mode of transportation The big the big buses throughout the city You know many times we think about efficiency and how quickly the bus goes from one point of the city to the other And but then we also need to consider access right so if there's less stops meaning you can get from Point A to Point B faster that means that folks may have to walk a little further which makes it very difficult for elderly or Folks who maybe need different accommodations, so?

We had like a ranking system of you know Basically do you prefer this or that and as? Directors we do the best to to Highlight the needs that we see on the community, so I encourage folks To come and speak to me about The draft proposals and when and if routes change if routes get cancelled or anything along those lines Our intent is not to make things more difficult for constituents and It is definitely to balance out budgetary constraints and needs of our community. So that was very important, that was on the 7th. Just a few other I guess more fun social activities events.

I attended the Pantheon at Heritage Square by PPT-PAO. It was a great community event all in good cheer and I just want to give kudos to that group, PPT-PAO, the local shop and they had Um, fantastic community event and celebrating culture traditions and just bringing folks together. I went to current elementary school and address all the third graders again similar to drift Elementary reaching out and asking about civic engagement and being involved in our community.

for the third graders in our local community. And yesterday we had the State of the Ventura County Community College District, I also attended that and it was just great to see the developments and of course I'm biased because I work at Oxnard College but highlights updates and just opportunities for partnerships with Ventura, Oxnard and Moorpark College so I think it was recorded it should be available for folks who missed it thank you

UnidentifiedMayorProposed · by role2:55:52

Thank you very much. And I don't say I'm biased, I say... I don't pick favorites but I really like Oxnard College so there you go. So okay Commissioner do you have any updates? No. Okay Councilwoman Perez

UnidentifiedUnidentified speaker 11Proposed2:56:07

Thank you. Just a recap of activities since our last council meeting, I sit on the Air Pollution Control District Board and we approve funding to extend air pollution monitoring in South Oxnard and I believe it covers Port Wene'mu as well so really excited for that effort and want to just appreciate all of the organizations who are part of that effort. Other colleagues on the dais as well for the Ventura County Community College State of the District yesterday.

And then just as a quick update, I will be circling back to hold another meeting with our neighborhood council chairs and reps. This is something that we do, we try to do on a quarterly basis just to hear what the current concerns are, issues that are happening and to really address them as they come forward, so looking forward to getting something on the calendar soon. This Thursday at EO Green Junior High at 6 p.m., there's going to be a Bryce Canyon Neighborhood Council meeting. I'll also be at that meeting as well. I know the Truth Act Forum is happening tonight and unfortunately it was not able to be there because we have tonight's meeting but definitely looking forward hearing more about some of the insights that come out of that meeting.

Today, I also had the opportunity to join the SEIU 721 strike and rally at the county to support workers specifically within the superior court system and just appreciate all the folks Thank you very much. Thank you to the speaker that have spoken since the last meeting I've attended the Ventura Regional Sanitation District

Attended a little bit of the Wilson neighborhood council and have walked in districts that had the fortunate opportunity in the Cabrillo Neighborhood to watch the Halloween float Tremendous impact with kids a lot of kids. It's amazing you look back And you think? That you were once at that age, and how are you danced and everything when they gave the candy out just like the kids do today Very little changes in that respect The Neighborhood Council meeting's coming up. There is one last opportunity to see the residents, for the residents voting in District 1. The Cabrillo Neighborhood Council will have a meeting at 6.30 tomorrow night at Emily Richmond School and my understanding all three of us will be there.

With respect to the moment of silence, Tom McAnally was an individual that I met Who lived in Channel as Neighborhood Council Tom Canal as I hope some of you heard The individuals spoke about his history and all the things that he did what I knew of Tom McAnally He put up, and if he said it was going to do something. He did it There's a lot of neighborhood councils that people will say things but it doesn't happen Mr.. McAnally worked with those residents to do things including Getting them to volunteer Take tests, do all kinds of things with requirements to be qualified by the state to officially take the test results as official.

Very few neighborhood councils have that stuff. At one time there was one on the north end but right now this neighborhood council, Channel Islands and Mr. McAnally did a tremendous amount for the city and what they did was save the city a tremendous amount of money And I'd like to table into the issue of money. I have run for elections in the past and I lost my very first one, but I've won all since then including being recalled, tempted to be recalled.

I have never been an election where this kind of money has floated and I will give fellow councilman Mr. Starr the credit for being able to fund and bankroll three individuals to take out three incumbents When you're in a position that you can bankroll somebody, you're in rare air no matter where are you getting the money. But one of the issues that comes up that I really take heart and really has a problem are the false advertising but it's election time.

Used car salesmen, real estate agents and politicians they make statements about those three groups But when we have people putting out flyers saying that the highest taxes, utility taxes, water, gas, electric and even property taxes. The people that are spending the money on these things I question their rationale where they get that information because it's not accurate.

And I hope that the voters do pay attention your votes matter And on a personal note, the shot that was given to me about that I stood with President Trump and ICE. That's a lie. Anybody that took the time and the people that put the flyer together know that meeting took place August 4th 2025. August 11th 2025 my letter to the editor was published in The Star with the full explanation. Any of you are interested you might want to read it My point was 5,300 residents in the city of Oxnard could lose their housing through HUD from the threat of the president. I did not want to risk that. My fellow councilmen did. I voted no.

I stand corrected. The report was inaccurate. The facts and evidence do matter. My fellow councilman's four of them Thank you councilmember Perlow.

Limmingwood School PTA and those parents for their invitation to participate in some of their events. It is really telling to be out in the community, especially with the kids. I have a soft spot for kids so... I also did not have an opportunity to go to today's march at the courthouse, so I do want to acknowledge that I am big supporter of those rights Unfortunately, I did have to work and I have a standing meeting on Tuesday that prevented me from attending that march and supporting 721.

And further, I want to echo some of the comments that Council Member Perala said regarding the election. It's what we call funny season and the lies that are going around with these mailers, the amount of money That is being spent to unseat three of us by one individual. We could have paid for a lot of kids to go to sports or somebody could have paid for a lot of kids to, you know, for soccer, baseball, basketball. You know there's homeless individuals that need assistance but yet we've got an evil person that is just trying to undo Oxnard and I will say it again evil, I ask residents to please do your research. See where the money is going, see where the money's coming from and everybody get out to vote. Those are my comments.

Thank you Councilwoman. All right. For my comments here, we have Carriage Court Neighborhood Council meeting this Thursday the 22nd 6pm at Curran School and then Councilwoman Perez and I will be having our next session for Voices of Oxnard Youth between now and the next council meeting and we look forward to where they go As a continuation of their last session, we will now be whittling down kind of their big priorities they have to land us some things they would like to try and address as a group, as a cohort for this session.

I also want to thank, I see he's still here Mr. Aruejo and all of the work that he and the executive board put in for the INCO candidates forums Plural if that's the proper way to pluralize forum, but Mr. Diana of LC, Lisa Hewitt, Isaac Calaf, Sean and Doug Talbert. And I know having been as I mentioned on the other side of the planning table it is a lot of work and a lot of calls and follow-up calls, and you haven't responded to my call in emails. And are you going to be there or not?

And so I appreciate all of the work that goes into it. So thank you all for it. And if this is maybe your last one or your last one for a while, thank you for your efforts from the 22 election cycle up until now. Or maybe it was before that, right? Special election? OK, yeah. So thank you very much to you and to the current and past executive boards for that work And I'll just say that I hope that folks truly are appreciative and recognize that not everybody in this city, in this county, in this country gets to vote.

Voting is a privilege. It's not something that is automatically afforded to everyone who lives here. And I say this to students all the time. If you one day will be eligible to vote, do not take that for granted because there are people sitting next to you who may not ever get that opportunity. And it's incumbent on us as people who have that privilege to be able to vote, to do so, to guide our local communities and our local governments in the way that we as a community would like them to be served. And so I'll echo what was stated. Please, please, please get out and vote. But beyond that, educate yourself on what it is you're voting for and who it is you're voting for. There are so many resources available out there. The voter information guide is absolutely top tier but I invite you to go Look online, there are some very reputable resources that have some really good objective information about propositions ballot measures and even candidates.

So please do not sleep on your opportunity here because it is a privilege that you get that many who you may know personally will not get that opportunity ever and I hope that we don't take that for granted. Okay those are my comments so let's go ahead and move on then thank Thank you to my colleagues. Thank you, Madam Clerk. We're now going to move on to review of the information consent agenda.

Members of the legislative body will consider whether to remove information consent agenda items for discussion later during the meeting. Do any council members have any consent items they wish to discuss? I'll just share that, I did check in with our directors who have items on the consent agenda tonight. There was a question for housing but I don't believe that one's going to be pulled for discussion but Everyone else said that there had not been any questions or inquiries ahead of the meeting. But hearing that, do we have any items that would like to be pulled for discussion?

Yes, Councillor Stroud.

UnidentifiedUnidentified speaker 3Proposed3:08:24

Yes, if there's any my understanding is that L4 that somebody wants to speak on that. So if that's correct I'd like to have that as a separate item. If there's anybody else Is signed up to speak for any other item? I would ask that those items also be separately considered.

UnidentifiedMayorProposed · by role3:08:45

Thank you, I'd actually we have one speaker here for L5 and then one for L4 considering that those are specific will go ahead and take those comments on the next portion here where we take public comments on the info consent agenda but would you still like to pull L4 for discussion?

UnidentifiedUnidentified speaker 3Proposed3:09:03

I just want to hear the public comments. That's fair.

UnidentifiedMayorProposed · by role3:09:05

We'll hear it Okay, so we're just going to hear that comment then it sounds like we're not going to pull that item. If there are no other items seeing and hearing none I would like to disclose that for the item regarding the opioid settlement funds. I will need to recuse myself just due to the nature of my work and a professional relationship that I have with the County of Ventura. And so I just want to disclose that and have it recorded in the minutes that I will be recusing from that particular vote for the consent items all right?

Okay, so that being said let's move into public comments on information consent agenda items. Eric Andrus please play my video for L 4.

UnidentifiedUnidentified speaker 19Proposed3:10:30

Hi, this is Eric Andrist. I live directly across the street from 160 South G in the Henry Levy House. I'm asking you not to approve this Mills Act contract in its present form. This is not an objection to historic preservation and it is not personal. My concern is that the city is about to enter into a long-term preservation agreement and give up property tax revenue based on a staff report with major errors and a rehabilitation plan that has not been adequately justified. The city calls this the William C. Craddock House, says it was built around 1924 for Craddock and describes it as French provincial but Oxnard newspapers say Alvin Weinman commissioned the house in 1922. Identify Beverly Keim as the architect and describe it as Swiss chalet style.

Craddock did not even buy the house until 1925. Those are not minor mistakes. The contract is supposed to identify what is historically significant and what the owners will be required to preserve Staff says it inspected the property, but its report does not tell the council what deterioration it found. What has already been altered? Which original materials remain or why these particular projects were chosen? Yet the 10-year plan includes new kitchen counters, bathroom tile, laundry, cabinetry, fencing, painting gutters, a garage door and a complete re-roof. Where is the line between historic preservation and ordinary maintenance or remodeling? The roof project is described simply as strip and install new, and historic photographs show different garage doors from those there today.

Yet the plan only says garage door replace. And here's the larger question. What is Oxnard actually getting in exchange for the tax revenue it will give up? The house is occupied, maintained and not threatened with demolition or abandonment. If much of this work would happen anyway, what preservation result is the public actually paying for? There's also basic inequity in the program. Just two blocks away, the longtime home of prominent early Oxnard builder Thomas Henry Carroll has a stronger historic association yet gets no Mills Act benefit because it falls outside the district boundary. Meanwhile 160 qualifies largely because it falls inside one drawn decades ago. I was also previously told that only about five of the roughly 142 homes in this district have Mills Act contracts.

That should make the council ask why so few homeowners consider the benefit worth the obligations. Finally, I hope the applicants fully understand what they are entering into. This is not simply a 10-year tax break. The contract renews annually unless renewal is initiated and cancellation can trigger a fee equal to 12.5% of the property's then current market value. I have submitted a much longer report and supporting documentation to the Cultural Heritage Board. My broader research on the district is available at henrylevyhouse.com. Please do not approve this contract as written. Send it back for an accurate historical assessment, a documented review of the property's current condition, and a rehabilitation plan that clearly identifies what historic preservation the taxpayers of Oxnard are actually getting in return.

UnidentifiedMayorProposed · by role3:13:26

Thank you very much. Our next speaker for the consent items is Alicia Purcell.

UnidentifiedUnidentified speaker 23Proposed3:13:38

I'm speaking on item L5, the portion Number two, city manager approved contracts. I'll be the broken record and say it still is contracts from $100,000 up to $220,000 whatever the limit is and I would like to see the contracts under a hundred thousand as well on this list. We were told many months ago that that would be added And the more I look at not just these, but you know the longer list on that is posted on the website of again 100,000 and above. The number of single source and sole source is higher than I would think would be warranted. Not makes perfect sense if you're buying a particular set of software there's only one place to get it. There's only one, Sure, Microsoft you can buy at Walmart. You can buy it but I mean lots of times you're buying directly from the large software vendor.

It makes sense for that to be a single source item but maybe it would be helpful for the public on these reports when there is a single source or sole source but some sort of rationale for why that's the case. Sometimes it's obvious, but sometimes it's not like there was some asphalt on their list and I'm like, I don't know, seems like there's a lot of asphalt companies maybe it's a unique mix, maybe it's not, I just don't know.

So maybe that would be a helpful thing to add for the public to see why this Thank you, honorary Deputy Treasurer Purcell. At this time

If there are no further public comments, Madam Clerk? Can we confirm

CommentMayor McArthur is outProposedself-stated3:16:05

that? Mayor Pro Tem and Council Members, that concludes our speakers in person and virtually for the information and consent agenda. Thank you.

UnidentifiedMayorProposed · by role3:16:13

Thank you.

CommentMayor McArthur is outProposedself-stated3:16:13

Mayor. I'll

UnidentifiedUnidentified speaker 7Proposed3:16:14

move the recommended action.

UnidentifiedMayorProposed · by role3:16:15

Oh excuse me.

UnidentifiedUnidentified speaker 3Proposed3:16:16

Sorry. Go ahead Councillor. Mayor, actually I have some questions on L4 now that I've seen what the public commenter was saying

UnidentifiedMayorProposed · by role3:16:28

So before we move on, then let me just check in with the city attorney. Just to make sure we're on the clear on this. We did have a chance to pull items I did ask if we wanted to pull it he wanted to hear the speaker but is this at the discretion of the chair or do we have anything against us here considering that? We had the opportunity chose not to pull anything.

CommentEric AndrusProposed · by introduction3:16:49

The chair is the presiding officer of the meeting. Okay thank you.

UnidentifiedMayorProposed · by role3:16:52

That's fine Councilor. If you'd like to pull L4 now we can

UnidentifiedUnidentified speaker 3Proposed3:16:54

do that. Yeah I guess what I want to understand is how time sensitive is this decision? The speaker did bring up some points. Maybe they're valid, maybe they're not but if it's not time critical I would prefer that those issues be addressed at some point.

UnidentifiedMayorProposed · by role3:17:24

And we'll have our community development staff come up and maybe speak to that.

CommentAbel Velazquez GoodProposed · by introduction3:17:38

Your question is pertaining to the time necessity to move this forward based on time constraints. There is a desire to move this forward so that the tax benefits would take place next year, I don't have the exact date when that needs to occur by for that to happen but that's why it's happening at this time of the year there may be a little bit of margin but I don't have that number or answer off the top of my head.

UnidentifiedUnidentified speaker 3Proposed3:18:01

Would it be somewhere around I guess no later than July 1st because that's when the assessments are Determined do you think that it's possible if there's some Margin of time between now and July 1st where this can be decided

CommentAbel Velazquez GoodProposed · by introduction3:18:18

I? Can ask our project planner if he has any insight into that. I personally don't know that

UnidentifiedUnidentified speaker 24Proposed3:18:24

Yeah So the agreement would need to be signed and recorded before the end of the year for the reductions to take place for next

UnidentifiedUnidentified speaker 3Proposed3:18:33

year. The calendar year or the fiscal

UnidentifiedUnidentified speaker 24Proposed3:18:35

year? For the calendar year, so before the beginning of 2027 to be factored into the property taxes for 2027. Okay

UnidentifiedUnidentified speaker 3Proposed3:18:46

well if it's not going to impede anything I would ask that this IME brought back at whatever council meeting is appropriate, but certainly well before the December 31st so that we can make a decision based on all these facts. Like I said, I don't know if the speaker's comments were valid or not, but he brought up some issues that I thought, well it seems like he researched it and looked into it Maybe he's got good information, maybe he doesn't. But I'd feel a lot more comfortable if we brought it back and we could resolve that before we vote on this. I would normally be in favor of voting for this but given the concerns that were brought up, I would like to see those at least addressed.

CommentAbel Velazquez GoodProposed · by introduction3:19:39

That's at the discretion of council if that's the direction you want to take. contract between the city and the private property owner, not the resident making comments. We can provide some feedback but again this is a third party rendering comments facts opinions on a contract that he's not signing and so to be fair to the property owner that has gone through this process, the cultural heritage board hearings and now this process tonight I would just ask that that be factored in is there really a benefit bringing up issues from a third party. There may be some relevance to it, there may be some opinions sprinkled in there. I haven't reviewed it in detail.

UnidentifiedUnidentified speaker 7Proposed3:20:22

May I comment? I think that because it is a third party and it has really nothing to do with the commenter except for his comments, I don't see why we should bring this back. This is... The landlord of this property has seen this They agree. I don't see why we should hold a landlord that has no problem with this, hold him up just because somebody else has an issue with it that has nothing to do with the property.

UnidentifiedMayorProposed · by role3:20:57

Okay, Councillor

UnidentifiedUnidentified speaker 3Proposed3:20:58

Stark? So the issue is the property tax that we're giving away. There's a public issue involved in this. It's not just the property owner And if there's a question as to whether we should be giving this property tax subsidy, if you will, to this owner and there are some questions about whether these are appropriate. I think it's still an appropriate decision to look at. Again, you disagree but that's how I'm seeing it.

Okay, thank you councilor.

UnidentifiedMayorProposed · by role3:21:35

Would you like to motion then do you delay this item to a future date? I'd like to speak on this. Oh excuse me okay council member go ahead Yes,

UnidentifiedUnidentified speaker 2Proposed3:21:43

I think the points are brought up tremendously But I'd like to ask Mr.. Panal Is your staff have a fair amount of work Do you have extra time to look into this because as I listened to the presentation and I do appreciate bringing it out It's a third party not directly involved It sounded to me like, and I could go back and watch the presentation to be 100% accurate. It sounded like he's casting a net for everything in the area that may have avoided having taken the benefits of the opportunity or not taking the benefits off the opportunity for the city of Oxnard. Would you have enough time if we're gonna look at something like this one particular time to cast the net and check everybody out? To find out if it's legit?

So that we don't have them piecemealed as Mr. Starrs is not he didn't say piecemeal but he's asking for a friend to bring this back.

CommentAbel Velazquez GoodProposed · by introduction3:22:38

I would never cop out and say we can't make the time if it's the direction of council to pursue something. I would just also point out that this has been reviewed. This property is in a historic district so it qualifies to approach this topic And to file the paperwork, they went through a cultural heritage board review. They've reviewed all the proposed improvements and the cultural significance or the historical significance of the property.

And so that the subject matter experts have weighed in and approved this city staff is in support of it. If there's a desire to go back and take another look at this property, this action or other properties We would need that direction from Council. Again, we have a lot of other work to do but I would never say that work is something that we are not flexible enough to do or something directed by Council so that's my point.

UnidentifiedUnidentified speaker 2Proposed3:23:31

Thank you

UnidentifiedMayorProposed · by role3:23:32

for that information. Councilwoman Rodriguez?

CommentMr. Ray BlattelProposed · by introduction3:23:37

Well, I think the speaker did bring up a few questions and I'm wondering if you had answers to any of the questions that were brought up. I specifically was thinking like the route for example right if we're expecting it Super El Nino storm, like are some of these things time sensitive that need to happen and is holding this to next month's first council meeting something reasonable or is it you know I'm trying to understand the timeline and some of the aspects of the modifications that are being asked.

CommentAbel Velazquez GoodProposed · by introduction3:24:07

I would ask Daniel to speak to the timeline of some of the improvements, so whether or not we pass through this item tonight or delay it. That may not speak to the timing of when they're going to replace their roof. I don't have the schedule committed to memory as to the timing of that specific improvement. I would ask Daniel if he has any insight into that.

CommentMr. Ray BlattelProposed · by introduction3:24:26

And the technical thing is, I know there's a tax credit right? But for the next 10 years there could potentially be this tax credit but Making the improvements doesn't go into effect until that happens, or is it contingent on conducting the refurbishing or maintenance that needs to happen?

CommentAbel Velazquez GoodProposed · by introduction3:24:47

I believe there's a schedule of improvements but I'll let Daniel speak to them.

CommentMr. Ray BlattelProposed · by introduction3:24:51

And then the other question I had was a technical question about the historical references that were alluded to in the video. I don't know if in the review of that board, sorry, the one that happened on August 10th, the historical CHB The CHB hearing, if any of those historical facts were cross referenced or what kind of in the hearing how much stuff there was. But those are my two questions.

3:25 – 3:3331 turns

UnidentifiedUnidentified speaker 24Proposed3:25:21

Can you clarify exactly what the question is for the rehabilitation list, just so I know what information that you're looking for?

CommentMr. Ray BlattelProposed · by introduction3:25:31

Well, I know that there are several questions brought up in the presentation. And we also got a memo that I think it was maybe 12 pages or so. The one that really stood out to me was like the roof, for example. And I'm just considering logically with El Nino happening Us delaying this conversation, is that going to hold up any of the issues that need to be upgraded or maintained? Actually preserved is probably the best word that I should

UnidentifiedUnidentified speaker 24Proposed3:25:58

use. OK. So regarding the rehabilitation list, it would be activated once the contract is activated so next year they would be on the hook for the first-year rehabilitation item because it'd be the first year of the contract and so on through the first 10 years If, say the roof is a year nine and that needs to be done based on weathering or such then they could get it done early.

Or perhaps switch it with an item with the planning manager's approval.

CommentMr. Ray BlattelProposed · by introduction3:26:33

Okay thank you. And the other question was about the historical references?

UnidentifiedUnidentified speaker 24Proposed3:26:37

Yeah.

CommentMr. Ray BlattelProposed · by introduction3:26:38

Have those been cross-referenced and do we feel confident enough that after the CHB hearing the historical references are accurate?

UnidentifiedUnidentified speaker 24Proposed3:26:46

So the references were brought up with the same comment letter at the time of the CHB hearing. Based on the board members of the Cultural Heritage Board and historic staff, whether the original owner was Craddock or the other person was kind of irrelevant because it's based on the architectural significance and it's contributing being a contributor in the historic district. So whether the person was them or the other person, it's just irrelevant information. It's based on a 1981 survey.

We might have gained more information since that time that you know might change who is the original owner but ultimately it's based on the architecture so the historic significance isn't really in question based on who originally owned the house

CommentMr. Ray BlattelProposed · by introduction3:27:45

Okay, thank you. What I'm hearing is the architecture not Ownership necessarily

UnidentifiedUnidentified speaker 24Proposed3:27:50

correct there's sometimes where a building or something the actual significance of it is based on a person Rather than their architectural significance, but that's not the case for this specific contract. Thank

UnidentifiedMayorProposed · by role3:28:04

you Thank you You have a question before

UnidentifiedUnidentified speaker 2Proposed3:28:09

we leave the podium. Thank you very much for that information When it comes to something like this, is the city responsible for being the ultimate as Council Member Rodriguez asked the authority on history correct? Or it's this cultural thing in the county that's more responsible. It sounds to me and correct me if I'm wrong please that there's another agency that's responsible for that. It's not your responsibility. Not that you're shirking the job, it's just not your responsibility. Is there a policy that says yes or no?

UnidentifiedUnidentified speaker 24Proposed3:28:40

It's a bit of a shared responsibility. A lot of the information comes from a study that I believe the city had done originally in 1981 for, that went through not just the historic district but other streets around in that area so that supplies information that we and the county which is our Contracted historic staff that we use that as supplemental information to applications,

UnidentifiedUnidentified speaker 2Proposed3:29:10

so it's kind of joint

UnidentifiedUnidentified speaker 24Proposed3:29:13

Yeah, we aren't the experts city stuff. So my role is more of a liaison and kind of a Overseer of what needs an application? And what doesn't but the county staff historic staff in the I guess at this point, if we were to vote on this right now, I would have to abstain

UnidentifiedUnidentified speaker 2Proposed3:29:31

because I feel like there's still information that I'd like to know.

not transcribed≈12s of audible speech the AI couldn’t make out▸ listen
UnidentifiedUnidentified speaker 3Proposed3:29:54

Or at least I want clarity on what's really the case here. If my colleagues would like me to be able to vote in favor of this, and I want to, I would ask that it be postponed for staff to bring it back as long as... It sounds like we can bring it back well before December 31 That would be my preference. So if my colleagues are open to that, I think it would be appropriate to postpone it until then. So that would be my motion.

not transcribed≈9s of audible speech the AI couldn’t make out▸ listen
UnidentifiedMayorProposed · by role3:30:34

Sure. So there's a motion to postpone this item? Do we have a second? Seeing and hearing none.

CommentMr. Ray BlattelProposed · by introduction3:30:42

I'm sorry, I have a question if we were to postpone how quickly would any of these because I know there was a lot of questions being asked and I think that some of it may be in our purview and others maybe County of Ventura so would this be realistic to come back at the next meeting?

CommentAbel Velazquez GoodProposed · by introduction3:30:57

To answer that we would need to know what specific questions Council has and we would want that direction from Council. Got it.

UnidentifiedMayorProposed · by role3:31:06

Okay Mr. City Manager.

UnidentifiedUnidentified speaker 4Proposed3:31:08

I just want to clarify because I think I heard The exact same items were brought up tonight, were actually presented to the Cultural Heritage Board. So that's number one and number two we published this 12 days ago. There's plenty of time just to vet through this information but you can do this for every single item that comes before you at the last minute is that's not good governance either

UnidentifiedUnidentified speaker 3Proposed3:31:33

Thank you. Mayor, I don't think that's fair. I think the whole point is to give the public 12 days to review if the public comes in with a concern on the twelfth day. I think it's their right to do that. I think it's good that we give people twelve days. I don' want to give the public like a much shorter timeline in order to inject I thought into this process.

UnidentifiedMayorProposed · by role3:32:04

Thank you if I understand correctly from the staff report, the cultural heritage board hearing was on August 10th is that correct? Okay and this is calendar to come to us at some point in its here us before us in October. Yes okay Councilman Bass did you have something additional

UnidentifiedUnidentified speaker 7Proposed3:32:24

my concern is I appreciate There's some questions, right? That a third member of the community who has a vested interest because his home is within the historic district has. And I think that in the near future we should try to answer those questions but my fear is that by holding this item up it's going to create unintentional consequences now that the owner if they're not happy it's going to just I don't want to hold this up, so I just appreciate the questions. I think it's something for next time or maybe moving forward questions that could work with the third party in regards to it but my motion is to move this forward at this time.

UnidentifiedMayorProposed · by role3:33:12

Okay before we move forward with that did we have a second for Councilmember Starr's motion to delay this item or postpone it excuse me? Okay. Seeing and hearing none, the motion dies. Thank you, Councilmember. And were you going to make a motion, Councilman Basuah?

UnidentifiedUnidentified speaker 7Proposed3:33:26

I'll make the motion to move this item forward.

UnidentifiedMayorProposed · by role3:33:28

And you have something, Councilmember?

UnidentifiedUnidentified speaker 3Proposed3:33:29

Yeah, Mayor, I just want to make sure this is a separate vote because I'm going to need to abstain from this. Like I said, I'd love to vote for it but...

UnidentifiedMayorProposed · by role3:33:37

Let's get a second first.

CommentMr. Ray BlattelProposed · by introduction3:33:39

Well should there be a second then this would be its own item and then the remaining would be a

UnidentifiedMayorProposed · by role3:33:43

separate. Yeah we've pulled this item, and I realize it went out of order. We didn't take the balance of the consent agenda let's settle this one and then move on to the balance of consent okay? So we have L4 we have a motion by Councilwoman Basuah for the recommended action for this is there a second?

3:34 – 3:4639 turns

UnidentifiedUnidentified speaker 2Proposed3:34:01

UnidentifiedMayorProposed · by role3:34:24

And I'll read the recommendation. Thank you, Councilmember. We jumped right into this and I didn't do that portion. I apologize to everyone. So the recommendation for this item excuse me the subject is request to engage in a Mills Act contract with the city for the ongoing rehabilitation and preservation of it continue excuse me contributing home In the historic district located at 160 South G Street planning and zoning permit number 26-680-01 Mills Act Agreement APN 202-0-030-200. To change a public facilities land use designation within planning district E to commercial regional. This is a public hearing item and was reviewed by the Planning Commission therefore this item did not originate in committee Contact is Mr. Jeff Pangilli, Community Development Director with Joe Pearson our Planning Manager. Can we please start with the City Clerk Certification of Publication and Written Communications if any Madam City Clerk?

CommentMayor McArthur is outProposedself-stated3:39:27

Mayor Pro Tem and Council Members, there was a legal notice for this public hearing published in Vida newspaper on September 24th. And the City Clerk's Office received one written communication which was distributed and has been posted on the website from Orlando Dozier. Thank you.

UnidentifiedMayorProposed · by role3:39:47

Thank you very much Madam Clerk. Do any council members have any ex parte communications or other Disclosures regarding this matter to state for the record. Okay, I will only add that when Mister Dozier had emailed he emailed me directly as well as the city clerk. A few of them did not pertain to this particular item, and so he got additional information and sent in amendment to his previous written comment. So you all should have received that. But just for the sake of full disclosure I did communicate with him. I did respond to his response to us or his message to us.

Next we have a Levine Act Notice Government Code Section 84308. Parties, participants and their agents in a proceeding involving a license permit contract or other entitlement for use must disclose campaign contributions totaling more than $500 made to any city officer in the preceding 12 months. Officers who received such contributions may be required to recuse themselves on a given item. Disclosure may be made in writing to the City Clerk before the meeting or early at the beginning of the public comment.

On the item are there any disclosures under the Levine Act before we move on Mr.. Fisher. This is a New addition to the public hearing process for this body, would you mind just summarizing? The Levine Act and what it is that is being sought for disclosure here

CommentEric AndrusProposed · by introduction3:41:22

Thank You mayor pro tem so the Levine act as a provision of the political reform act that well the description describes what the requirement is So it's known as the pay-to-play prohibition. So if you have campaign donors who have given you, as decision makers, money within over $500 or more in the preceding 12 months whether in one lump sum or in the aggregate then you're not allowed to participate in the item that, such as this. This is one of the qualifying items.

The description you read has the list of the types of actions that could be subject to the Levine Act and this is one because it involves a land use designation so how this piece of property is going to be used or can be used in the future should this be approved. So, it's a qualifying project and this is the opportunity for not just the officials on the dais but also participants or parties to the matter to come up with their own disclosures of donations that satisfy the Levine Act requirements.

UnidentifiedMayorProposed · by role3:42:49

Thank you very much. An example in this particular case would be potential developers or commercial property owners who might have a stake in this, is that correct?

CommentEric AndrusProposed · by introduction3:42:58

Yes and interestingly participants includes not just supporters of the item that is subject to the Levine Act but Those in opposition to it as well. So you mentioned that there was a somebody who submitted comments so if that person has submitted $500 or more to one of your campaigns in a lump sum or in the aggregate in the preceding 12 months then That would require a recusal on that officials part.

UnidentifiedMayorProposed · by role3:43:32

Thank you for that explanation Mr.. City attorney Yes, Councilwoman Rodriguez.

CommentMr. Ray BlattelProposed · by introduction3:43:36

I am so sorry. I have a technical question about that. So for example it's campaign season and if folks unknowingly received a donation would we still meet quorum? If folks like let's say...I'm not saying because it's three but let's say four people were running for office they got donations and now only three folks would be allowed to vote but would that mean that we don't meet quorum as a council or is it of the eligible people who can vote then the decision would be made?

CommentEric AndrusProposed · by introduction3:44:04

So if there's a quorum issue, then there is a rule of necessity that may arise. And this is why we like to have conflict issues raised well ahead of the meeting so that we can plan for this and take that into account?

CommentMr. Ray BlattelProposed · by introduction3:44:22

I'm not sure that answered my question though. If, because if somebody receives during a campaign receives the maximum allowed which is a little bit over $500. Now they receive an email they potentially would have to step out which is fine does our quorum get affected by that?

CommentEric AndrusProposed · by introduction3:44:41

Well if let's see how many do we have here 1 2 3 4 5 6 so if you lose a quorum due recusals then we would potentially Have to use the rule of necessity and bring somebody back,

CommentMr. Ray BlattelProposed · by introduction3:44:59

okay?

CommentEric AndrusProposed · by introduction3:45:00

but again yeah, that's Apparently not in front of you right now.

CommentMr. Ray BlattelProposed · by introduction3:45:05

It's not it's I'm just trying to understand the Levine Act as we move forward and other election seasons will happen so Again, I believe in grassroots fundraising But things can come up sure

UnidentifiedMayorProposed · by role3:45:16

and I'll just say that there are some carve outs or exceptions to who is in this, that's in the statute itself as I recall. We

CommentEric AndrusProposed · by introduction3:45:25

don't have to get into it now. I'm simplifying this. It's a very complicated matter. The FPPC has practice guides for this both for officials as well as participants and parties and agents of parties as well. So again, I am simplifying it. So the participant issue, it's more complicated than that.

UnidentifiedMayorProposed · by role3:45:54

Understood. Thank you. And we have Council Member Perrello and Council Member Starr with This question is on the Levine Act before we move forward? Yes. Okay, go

UnidentifiedUnidentified speaker 2Proposed3:46:01

ahead. City Attorney Fisher you've kind of danced around the rule of necessity and I compliment you on that might as well cross the line if it came to a rule of necessity those that recuse them could not vote it would be a straw boat to pick which one would vote

CommentEric AndrusProposed · by introduction3:46:19

So why don't we address that at a later time? If we've got that issue before you, then then we can deal with that later. But otherwise, that's not I know that's

UnidentifiedUnidentified speaker 2Proposed3:46:28

not an

CommentEric AndrusProposed · by introduction3:46:28

issue to

UnidentifiedUnidentified speaker 2Proposed3:46:28

be

CommentEric AndrusProposed · by introduction3:46:29

dealt

UnidentifiedUnidentified speaker 2Proposed3:46:29

with

CommentEric AndrusProposed · by introduction3:46:29

right now

UnidentifiedUnidentified speaker 2Proposed3:46:30

as having the opportunity now to clarify to them.

3:46 – 3:5122 turns

UnidentifiedMayorProposed · by role3:46:34

Let's go ahead and move forward with the item and that

UnidentifiedUnidentified speaker 2Proposed3:46:37

because that is a going further down my question I don't appreciate that but if you are supported by organized labor in Organized Labor is in support of construction so then you would have to recuse yourself if you took an amount larger than the individual amount and

CommentEric AndrusProposed · by introduction3:46:56

Now you're getting into the nuances of a matter that's not before you, so.

UnidentifiedUnidentified speaker 2Proposed3:47:01

It's campaign donations.

CommentEric AndrusProposed · by introduction3:47:03

OK, but so labor union it what I'm

UnidentifiedUnidentified speaker 2Proposed3:47:10

struggling to find the connection to this item endorse me in Tri-County Labors covers a lot of unions and they are advocates for construction. And so if there's I didn't deal with the developer, I've had no outside consultation, but I could see that someone Possibly a member of the council would challenge me if I vote on this because I took something from organized labor that would have an interest in having construction and don't disclose that I have a conflict.

CommentEric AndrusProposed · by introduction3:47:40

So this is to redesignate a property, so there's no construction decision to be made. No permit to build a project that's in front of you.

UnidentifiedUnidentified speaker 2Proposed3:47:54

So then I have a clean bill health on this?

CommentEric AndrusProposed · by introduction3:47:58

That's what it seems to me.

UnidentifiedUnidentified speaker 2Proposed3:47:59

Okay thank you very much.

CommentEric AndrusProposed · by introduction3:48:00

Thank You council member.

UnidentifiedMayorProposed · by role3:48:03

Okay we'll take Councilmember Starr and then let's move on

UnidentifiedUnidentified speaker 3Proposed3:48:06

Actually Councilmember Perrella asked the question that I was going to ask. I was very curious whether there was a carve-out for unions in this pay-for-play law. Yeah,

UnidentifiedMayorProposed · by role3:48:17

and we can take possibly a future appointment item to have all the fun with the deep dive into the Levine Act so hearing what we've heard do we have any disclosures from any council members regarding the Levine Act?

CommentMr. Ray BlattelProposed · by introduction3:48:30

No.

UnidentifiedMayorProposed · by role3:48:33

Seeing and hearing none. I do not either Okay, members of the public were invited to sign up to speak on this item on the city's website and a person who did not sign up may do so now by submitting a speaker card or following the instructions posted on the agenda for this meeting and at the city's website Oxnard.gov slash city hyphen meetings Jamie Peltier is the planning supervisor, and she posted a video presentation regarding this item and is available to answer any brief clarifying questions council members may have before we take public testimony on this item.

The Council will deliberate after the public hearing item has been closed. Do council members have any questions at this time? I just have one question that none of my colleagues do for this particular item. This question didn't come to me, but it's something that came to mind and has been an item that's been discussed in the past. I believe a previous council did approve the construction of a future digital billboard in this particular area.

Is that a different parcel than what we're looking at here? Or how does that factor in? Is that still in the cards for the future? And can we just speak to that briefly?

UnidentifiedUnidentified speaker 25Proposed3:49:48

Good evening, Jamie Peltier, Planning Supervisor. The digital billboard is still in process and has been approved on one of the parcels. There are three parcels part of this amendment. All three of them will have a change of designation. It doesn't impact the digital billboard. That was approved in 2023, but it is still moving forward. There's no development proposed for the site, so the digital billboard will remain on one of the parcels and the larger parcel.

That an ENA that is in process is for the largest of the three parcels. It doesn't necessarily impact the digital billboard at this time.

UnidentifiedMayorProposed · by role3:50:44

Okay, thank you. That's my only question. All right we'll now open the public testimony portion of a public hearing. Speakers have three minutes to speak on this item. Madam Clerk do we have any speakers for this item?

CommentMayor McArthur is outProposedself-stated3:50:59

Mayor Pro Tem and council members, we do not have any requests to speak in person or virtually for this item. Thank you

PresenterBrittany HendricksVisitOxnardProposedself-stated3:51:07

Okay

UnidentifiedMayorProposed · by role3:51:08

if there are no speakers for this item then we'll go ahead and close the public hearing And the public hearing is now closed Do we have a council member who wishes to comment on this item? Seeing and hearing none I'll entertain a motion to approve the recommended actions Okay, Madam Clerk we have a motion by Councillor Perallo and a second by Councilwoman Rodriguez.

CommentMayor McArthur is outProposedself-stated3:51:36

Thank you very much Madam Clerk

The next item on the agenda is Item N1. This is the Fire Department Subject Approved Budget Appropriations for Awarded Federal Emergency Management Agency FEMA Grants Recommendation of the City Council approved budget appropriations for two FEMA fiscal year 25 assistance to firefighters grants in the amount of $1,550,786.20 including a $140,000 $140,980.57 local match requirement. I was going to commit you to a big number there Chief.

This item may be half a year. Yes this item is not in committee as it is a continuation of an item previously approved by the City Council on July 30th 2026 and we have our Fire Chief Alexander Hamilton. Do any council members have questions for Chief?

UnidentifiedUnidentified speaker 2Proposed3:52:57

Did you have something? I was just going to say if there are no questions, no comments, I'll move the recommended action.

UnidentifiedMayorProposed · by role3:53:04

Okay let's go to council and restart then.

UnidentifiedUnidentified speaker 3Proposed3:53:09

So while the firefighter EMTs are spending this nine month period to become paramedics who backfills them and does this grant cover those back filling costs?

UnidentifiedUnidentified speaker 26Proposed3:53:25

Yeah, that's thank you for the question. That is the vast majority of the cost that you see the project costs of the grant is to backfill while those folks are in training

UnidentifiedUnidentified speaker 3Proposed3:53:38

and I assume but I don't know this. I assume that when a firefighter upgrades his skills to be a paramedic from being an EMT that there's a change in his compensation

UnidentifiedUnidentified speaker 26Proposed3:53:54

There can be a change in their compensation, yes.

UnidentifiedUnidentified speaker 3Proposed3:53:57

Do you have kind of a ballpark of what that might be?

UnidentifiedUnidentified speaker 26Proposed3:54:01

So if they're part of the paramedic pool it would be an 8% increase and if they're functioning as a paramedic it's a 15% increase. Okay.

UnidentifiedMayorProposed · by role3:54:15

All right thank you.

CommentMr. Ray BlattelProposed · by introduction3:54:18

My only comment was just giving kudos for securing these grants because I see this as a great investment in the community and like just the paramedic program, I think complements really well with the work that's already on the ground especially when we need more in the region.

UnidentifiedUnidentified speaker 26Proposed3:54:33

That was it. Thank you yeah if I could just add the having more paramedics Thank you very much. If we get a paramedic on scene within five minutes, patient outcomes improve dramatically. Time spent in the hospital drops. There's a whole range of benefits. Paramedics get to do some pretty incredible things to keep people alive and get them to definitive care.

not transcribed≈18s of audible speech the AI couldn’t make out▸ listen
CommentMr. Ray BlattelProposed · by introduction3:55:14

So again just kudos because that's a pretty hefty dollar amount so thank you.

UnidentifiedMayorProposed · by role3:55:19

Do you have something additional, Councillor Stroud? Before we go to you, are there any other questions from council members? Go ahead, Councillor

UnidentifiedUnidentified speaker 3Proposed3:55:25

Oosterhof. Just a question about the distinction between EMT and a paramedic. What can a paramedic do that an EMT cannot do? I'm just trying to understand what

UnidentifiedUnidentified speaker 26Proposed3:55:37

extra services are available. To become an EMT it's about a minimum of 160 hours of training versus nine months of training to become a paramedic. So they can administer a variety of drugs that are controlled substances, they can do different things in terms of providing shocks rather than just using an automatic defibrillator, they can actually do some other things for other heart rhythms other than just VTAC or There's another heart rhythm that they, AEDs work on. And so they can also administer whole blood plasma and so there's just a range of things that they can do life-saving procedures or all the practices within the scope of practice for a paramedic are considered life saving procedures.

We will move on to item N3 public works department Subject agreement 32700117 with Garcia's Landscaping Maintenance, Inc. for on-call tree maintenance services. Specification number 26-86. Recommendation that the City Council approve and authorize the Mayor Pro Tem to execute an agreement with Garcia's Landscape, excuse me, Garcia's Landscaping Maintenance, Inc., for a five year term which includes options to extend for total not to exceed amount of $6 million for on-call tree maintenance services.

The Public Works and Transportation Committee approved 2-0 on September 22nd, 2026. And our contact is Mr. Michael Wolfe, our Public Works Director. Do we have any questions? And I see we have Mr. Howlett here as well. Any questions from council members on this item?

UnidentifiedUnidentified speaker 3Proposed3:58:16

Council

UnidentifiedMayorProposed · by role3:58:16

Member Starr.

3:58 – 4:0825 turns

UnidentifiedUnidentified speaker 3Proposed3:58:20

Thank you. I appreciate the fact that we're contracting out to save money and to expand what we can do My question is, I know we have five full-time employees in the Public Works tree crew. And I'm wondering might it be less expensive to expand upon the use of this outside service provider instead of using city employees? In other words for the same amount money could we trim more trees by using this firm as opposed to doing it in house?

UnidentifiedUnidentified speaker 27Proposed3:58:56

Thank you Mayor Pro Tem and Council Members Steve Hallett, Assistant Public Works Director. To answer Council Member Starr's question would it be better we have weighed the pros and cons back in 2021 I believe when we brought this tree program to the City Council And one of the items that these contracts serve is, one, putting in place tree maintenance on a regular cycle that hasn't happened previously.

We do have five full-time employees. They do work tree. They get task orders from individual residential concerns and with this program We have the two contracts, one of them is the grid pruning. This is for industry standard we go from one side of the city to the other and take care of all deciduous trees on a five-year cycle. Palm trees at least once a year. The on call contract that is before you now there is no guarantee of work to be performed so our five full time employees are always working in the field and then as they receive these task orders for work to be done Then they determine what they can do in-house and what the on call tree contractor is going to do. Now the on-call tree contractor can, because of the equipment that they have, they're able to do bigger projects because they have the equipment for like the full mature eucalyptus trees if one of those has to be removed.

Also large areas of stump removal. So these are the types of things where it makes sense to use contract services but for the routine day-to-day our staff will try to take care of all the task orders that they can And then things that are over and above or if they fall behind, they will use the on-call services. So I hope that answers your question.

UnidentifiedUnidentified speaker 3Proposed4:00:52

Somewhat. So would it be fair to say that the type of work that employees are doing, that it's more cost effective for us to have employees do that rather than contracting out what they're doing today?

UnidentifiedUnidentified speaker 27Proposed4:01:10

That would be a fair assumption because of the fact that our five employees are always out in the field and our contract services. Like I said, there's no guarantee of it and it's also scalable so say this city we have to make budget cuts in the next budget year well then we have to look at what type of budget cuts and if the tree program then we take a hard look okay we can continue with the grid pruning But maybe we reduce even more of the on-call services and the message to the residents will be, it'll just take a little longer for us to get to your on calls. So it becomes scalable as a cost savings.

UnidentifiedUnidentified speaker 3Proposed4:01:54

Would you see any advantage to having say more employees instead of the five we have now?

UnidentifiedUnidentified speaker 27Proposed4:02:01

That was one of the things that was discussed previously with council when we brought both the tree program contracts and also the park maintenance contracts. What is the advantage to the contracts versus bringing in full time employees? One of the biggest advantages is once again it's scalable if we run into difficult financial times We don't want to be in a position where we have to lay off full-time employees, where we can say we're just going to reduce services. And so when you look at like our landscape contracts all of our landscape contracts are bid and scalable services. So our standard is once a week for park maintenance let's say but we can say okay we need to scale back we'll do it every two weeks or we'll do it once a month. So the scalability makes it a little more financial benefit

UnidentifiedUnidentified speaker 3Proposed4:02:53

Thank you. That information is very helpful for me, thank you.

UnidentifiedMayorProposed · by role4:02:56

And Mr. City Manager do you have something additional?

UnidentifiedUnidentified speaker 4Proposed4:02:58

Yeah, Mr. Howlett didn't you also mention that these companies have some larger heavy scale machinery that we don't have in our fleet?

UnidentifiedUnidentified speaker 27Proposed4:03:07

Correct a good example would be our boom lifts and the height alludes me right now But for take example the Panda when we put up the lights on the holiday season our lift can't reach the top of the pagoda. But the tree contractors they have lifts that can go much higher than ours especially when you look at the palm trees along C Street those things go very high and that's beyond our reach so That's a good example of the contractors having equipment that we don't have because it's more advantageous for the contractor who not only works for the city, but multiple municipalities and individuals as well. They have that equipment whereas us buying that type of equipment would we use it as often as the contractor? So that's a good response to the scalability as well.

not transcribed≈8s of audible speech the AI couldn’t make out▸ listen
UnidentifiedMayorProposed · by role4:04:04

Great, thank you very much. In addition to that Mr. Howlett I'd imagine emergencies are referenced on here too there could be we had a significant Santa Ana speeds this week and i'm sure a number of private and public trees had a number of limbs fall or crash down because of that but we also have a Super Rio Nino ahead of us does it seem that an on-call contract like this can add scalability to the work that has to happen in order clean up limbs or even fallen trees get cleaned up and out of the public right-of-way, et cetera?

UnidentifiedUnidentified speaker 27Proposed4:04:38

Correct. It was within my first month of working for the city of Oxnard. They had just started working on the new high school that's on Rose, the Mohart property, and it was lined with mature eucalyptus trees. We had a high wind event Trees were dropping. We didn't have any contracts in place so we had to really get creative about how we were going to get those trees removed down and it ended up being a partnership between the city, the school district and the Mohart properties to get those trees removed as soon as possible but it also resulted in us closing that street for a period of time as well. Now that we have those contracts in place we could be a lot more responsive in situations like that

UnidentifiedMayorProposed · by role4:05:26

Thank you very much, Mr. Howlett. Any additional questions? Council Member Perrello.

UnidentifiedUnidentified speaker 2Proposed4:05:30

With respect I hadn't heard in my district. I've driven through and I didn't see anything but it was mentioned by Mayor Pro Tem the high winds. My knowledge we haven't had any big trees fall and I think that's a credit to the policies that have been in place and the people that you've got working on this. Have we had any major trees fall during this last wind event?

UnidentifiedUnidentified speaker 27Proposed4:05:51

No we haven't and that's We are grid pruning has a lot to do with that. You know once every five years all the deciduous trees we lighten up that canopy but we also pay attention to as we get into this time of year our park staff have been working with the tree crew to look at Some of these requests that have come in from residents about their trees needing prune or areas that we know are potentials. And so those are areas that we like to trim up for before the storm season. In addition to that, we do our eucalyptus assessments every two years now. We want to make sure that we are keeping an eye on them and that we're taking care of them as soon as possible.

UnidentifiedUnidentified speaker 2Proposed4:06:39

Thank you, and the only thing to add to the council is the fruits of the palm trees that end up falling. It's a 3-1-1 opportunity but I did not know and I appreciate Mr. Howlett in public works letting me know some of the areas where those trees are dropping it on the cement are the obligations of the property owner not the City of Oxnard. Correct

UnidentifiedUnidentified speaker 27Proposed4:07:00

when we receive those types of requests we do respond to them and let them know And oftentimes, we will reach out or we will contact code to reach out to the property owner. We do have relationships with some property owners as these are common. Some areas of the city would get common requests so we have direct contacts with the property owners but we also involve code enforcement. You're

UnidentifiedUnidentified speaker 2Proposed4:07:22

doing impressive work. Thank you.

UnidentifiedMayorProposed · by role4:07:25

I think that speaks volumes to your team and the work that you've done in our grid pruning program. And last thing is a fun fact for folks, if you go onto F Street over near the old St John's Hospital, you will see there is a very unique tree in the city of Oxnard there, a bunya pine. At some point in time somebody planted that on the parkway. I don't think it was the city but It is a city tree now, and it actually is native to Australia and has pine cones that are the size of bowling balls and just as heavy. Very dangerous!
