A little inspiration, yesterday we had a day off. Hopefully everybody got to enjoy Labor Day. I know some of us still had to work but I just wanted to recognize this. Every Labor Day some of us fire up the grill, relax with family, enjoy well earned break. But this day has always meant more than just a long weekend. It is a debt of gratitude to the everyday people whose hands built this country and keep it standing.
Labor Day honors the American labor movement and celebrates the social, economic, and cultural contributions of workers across the country. Right here in Ventura County that story you can see it. You can feel it every single morning as I drive down Hueneme Road. I see the farm workers working in a field Bow down, picking rolls of strawberries or tending to citrus orchards carrying a proud legacy of resilient hard work, one dignity.
When Ventura County feeds our nation is the grit skill of the people in our fields that same spirit runs through every corner of our community we see it on the docks here at Port Hueneme where ILWU longshoremen workers guide heavy cranes to keep cargo moving across the Pacific. You see it in our building trades, the carpenters, pipe fitters, electricians framing homes and rising skylines across Camarillo to Ventura.
What really makes it home is our own public works employees at CIU keeping our parks clean, maintaining our roads and managing vital infrastructure. Our peace officers out in patrol keeping our neighborhood safe, and the nurses and healthcare staff pulling long shifts in our clinics. The teachers showing up for our kids every morning, and the civilian mechanics and military personnel keeping operational mission ready across Point Mugu and Port Hueneme.
Labor Day is a simple truth. Every job has dignity, and every worker deserves respect. Thank you.

Good evening everyone. My name is Martin Sanchez I live on Scott Street and the 660 block and as you may all be aware a couple of years ago we had extensive flooding I attended a meeting such as this one after the fact, and I inquired about the contingencies that the city had to make sure that doesn't happen again. I inquired about the pump house that's on Third Side Drive I inquired if it had been retrofitted or if there was any plans to retrofit it so that it could accept additional power in the case of a power outage.
Because without the pumps, there's going to be flooding there and at that time I was informed Someone would give me that information later on. To this date, I have not received anything and perhaps I was supposed to come and inquire personally. Is there any information about
it? Yes, I believe that our Public Works Department actually had put some information together on that so we'll have the Public Works Department get back to you.
I would really appreciate that. Me, personally as quite a number of the residents in that block we suffered extensive damage. In our household we had over $30,000 in damage. The raised foundation part of the house in the front, the whole raised foundation was flooded The addition in the back, which was on a slab. The water came in through the walls. So consequently all of the drywall had to be replaced to a certain height and I didn't inquire with all the other neighbors but I'm assuming that they had similar damage as well.
And previous to that event My mistake was I didn't take the name of the person that I talked to when they were cleaning up their creek. I did inquire at that time if there were any contingency plans the city had regarding that pump and regarding in case of a power outage, what was the plan? I have some knowledge on the issues of pumps because I used to work for the State of California, the Department of Transportation.
And I was in charge of the pump houses in the state highway system. And I couldn't see any retrofit connections for a generator, a three-phase generator which those pumps do require.

Good evening Mayor McQueen-Lajon, Mayor Potem-Hernandez, City Council members of our community and our staff. I want to invite you all to our second annual fundraiser for the Hueneme Sister Cities Committee. It's Tacos Music and Games Night it's next Monday September 14th and it's from 5 to 8 p.m. At 6 o'clock, we'll start the performance from the Hueneme High School Flacorico Dance.
And we're also going to have the Ocho Estrellas Mariachi from the whole district perform right after that. We'll have games before and after and we'll have raffles. I want to invite you all and just let you know that as a way of saying thank you for letting us use the community center. I do have a ticket for all of you Council members, sorry not the attorney or the city manager. Sorry you guys will have to get your own. But hopefully you can all join us and it's for a great cause. Last year we were able to put out scholarships or you want to think of them as prizes for the kids in our community that participated in the scholarship And we want to do it again, and we want to do it bigger than we did last year. So hopefully everyone can come out and support.
I think it's a really good way to bring the community together and just enjoy some of the great things that we're doing here in our city. Thank you.

Thank you. Everett's going to make a request here and I just wanted to come and stand behind him, had a longstanding relationship with his father, surfer fisherman kind of don't quite see eye-to-eye but his father was a beautiful person and I'm standing here behind him to support him.
Hello dear Mayor and members of the Port Hueneme City Council my father Romeo Oligoni Ariano passed away on March 14th 2025 Sorry, allergies. Prior to his passing while in the end stage of his life he asked to be taken to the Hueneme Pier for one last visit. While I was pushing him in his wheelchair on the pier we came face-to-face with Mr. Gamma here. The interaction followed was priceless.
My father had a long friendly relationship with Mr. Gamma going back many years They had an ongoing discussion regarding the surfers who surfed near the pier. My father would say, there's a whole beach why do they have to surf here where we fish? Mr. Gamble's response was always the same because this waves are here. The relationships he had with pier and his fishing buddies personify The connections people have with the ocean.
My father spent countless days fishing from the pier for him, fishing was far more than a pastime. It was a meaningful expression of his Filipino culture and heritage. Each visit connected him to family traditions, treasured memories and deep relationship with the Filipino community that has long been shared with the ocean here in the city of Port Hueneme. My father became part of the life and character of Hueneme Pier.
His familiar presence reflected the quiet beauty of our waterfront People gathering across generations, sharing stories, practicing traditions and finding peace beside the sea and interacting with surfers. A plaque honoring my father would recognize not only a beloved local fisherman but also the cultural history and contributions of the Filipino community in the city of Por Hueneme It would remind future generations that the story of our pier is written through a way, the lives of people who loved it and made it an integral part of their lives.
Respectfully I request that the City of Port Hueneme allow or create a way to honor the memory and legacy of Hueneme Pier fishermen Starting with my father by allowing our family to place a commemorative plaque on Hueneme Pier.

My hope is that a similar program can be created so a uniform and approved method can be in place to honor the many fishermen of

We'll start with the National Suicide Prevention Month Proclamation and so I'd like to welcome Amaya Zumaya to the podium while Council Member Perez reads their proclamation.
Thank you. Proclamation is in honor of National Suicide Prevention Month, whereas September is recognized as National Suicide Prevention Month providing an opportunity to raise awareness reduce stigma promote hope and support those affected by suicide Whereas suicide is a serious and preventable public health issue affecting individuals, families and communities throughout Ventura County and across the nation.
And whereas according to the Center for Disease Control and Prevention, suicide is one of the leading causes of death in United States and every life lost represents a profound tragedy for loved ones and the community. And whereas, Ventura County Behavioral Health through funding provided by the Mental Health Services Act is supporting community-based suicide prevention by making evidence based trainings available at no cost to the public.
Whereas community partners including MZ Independent Consulting help advance suicide prevention efforts by encouraging community members to participate in free suicide prevention training such as QPR, question persuade refer or living work safe talk. To recognize warning signs and learn how to take action to save lives whereas the City of Port Hueneme recognizes the importance of fostering a community in which individuals feel valued supported connected and encouraged to help To seek help when facing mental health challenges. And therefore be it proclaimed that the City Council of the city of Port Hueneme hereby recognizes the month of September 2026 as National Suicide Prevention Month and encourages all to take part in suicide prevention efforts by becoming informed, offering support and promoting mental wellness.
The City Council further recognizes MZ Independent Consulting for its efforts in raising awareness and offering hope, support and resources to those who may be struggling. Would you like to have words? Yes,

Good evening council members I just want to thank again the city of Hueneme for honoring such an important topic and like the proclamation says we are offering these free trainings We just did six trainings today almost 400 students at Del Sol High School And we would love to partner with your city those who have businesses in this city Non-profits, we would like to partner with you so that we can also make an impact in the city of Port Hueneme.
We have saved lives through these classes and work with people to help prevent suicide, so it is making a difference But we do know 988 calls are increasing, as well as suicides in our county. So we would love for as many community members as possible to take advantage of these free classes. There's several different types at several different levels so there's something that fits everybody We also encourage the school district to participate as well. So, we're doing classes all across Oxnard Unified School Districts and we want to encourage the City of Port Hueneme to partake as well. Thank you again for honoring this very important month.

OK, for our next. For next proclamation, I'm going to go ahead and read this doesn't look like we have anyone to accept it, but I know you're going to have words after. OK, great. This is the Proclamation National Preparedness Month and 9-11 Remembrance. Whereas September is National Preparedness Month and offers us the opportunity to reflect on significant disasters we have encountered, including the September 11th attacks and recent winter storms.
And whereas during this month our community honors and remembers the lives lost on September 11th and the brave Americans who displayed extraordinary acts of courage and sacrifice. And whereas severe storms and other hazards remind us that we live in a world of constant risk, where the next emergency could occur at any moment. And preparedness can mean the difference between inconvenience and tragedy And whereas National Preparedness Month is a crucial opportunity for the residents and businesses of Port Hueneme to prepare for all types of emergencies, whether at home, work or in recreational spaces.
And whereas National Preparedness Month encourages individuals to take steps toward personal preparedness ensuring that households, workplaces, schools, institutions of higher learning Houses of worship and community-based organizations are equipped to handle disasters and reduce loss of lives and economic impact in the event of a crisis. And whereas participation in community emergency response training empowers more citizens to take action, enhancing their preparedness and understanding of potential disasters whether natural or manmade and equipping them with the knowledge to stay safe and mitigate damage. And whereas emergency preparedness is the shared responsibility of every resident of Port Hueneme, and all are encouraged to prioritize preparedness by working together to ensure our community is ready for any type of disaster or emergency.
And whereas, engaging in National Preparedness Month activities will position Port Hueneme as a leader in preparedness and contribute to the overall resilience of our nation. Now therefore be it proclaimed that the City Council of the city of Port Hueneme does hereby proclaim the month of September 2026 as National Preparedness Month in the city of Port Hueneme and encourages all residents businesses and organizations to participate in preparedness activities, and contribute to building a more resilient Port Hueneme. And further encourages all to honor and remember the lives lost on September 11th 2001, and to recognize the courage service and sacrifice of those who responded. Proclaim this eighth day of September 2026 signed by our council members over to you city manager.
Thank you mayor and Yeah, when we put this agenda together a couple weeks ago. We put the agenda out last Monday. We were thinking that we were being proactive and ahead of the curve and Trying to be prepared and remind our community to be prepared. As I mentioned earlier, we are planning to have some items related to preparedness come to Council in coming months but also we're looking ahead to what we're hearing is going to be a potential super El Nino this year and so I think we wanted to start reminding people early to start preparing This year is that it has potential to be particularly problematic for Port Hueneme with potential storm surges, king tides and a lot of rain in a short time period which is a bad recipe for us here in Port Hueneme.
So we thought we were being proactive and then right after I put the agenda out, we got a hurricane notice last week. And so luckily the hurricane ended up not hitting Southern California but it just kind of reflects that idea that those extreme weather events that used to be once in a lifetime aren't once in a lifetime anymore I think we've had two hurricane warnings in the last three years, and then between those we had one in 10,000 year level storms.
So it's definitely reminding everybody to take emergency preparedness seriously. Our list of things we're doing for preparedness is long, even just things behind the scenes that people may not know about. Things like working with the Red Cross to create a local emergency shelter which is something that we've never had specific to the City of Port Hueneme previously And some of the work mentioned earlier, even just things that may not seem like emergency related but things like removing all the debris from the creeks is done to ensure that the creeks can then move water in an emergency and that it's not going to back up.
We're really trying to build emergency preparedness into everything we do. But we want to remind our residents, as the proclamation said, it is a joint effort and it really requires everybody to be prepared and to take the steps to prepare for the next emergency so we wanted to give some reminders on that. We've also put some of this information recently in posts online and will plan to do more during National Preparedness Month But we wanted to remind people to prepare. Learn the hazards where they live, work and attend school. Plan how to evacuate or shelter safely.
Include children, older adults, people with disabilities and pets in plans. Keep emergency contacts current and written down. And practice before an emergency occurs and help your friends and neighbors prepare. With the communication plan, we have some information here on Things that should be included in the communication plans. Things like meeting places, evacuation routes, household needs such as medication and we hear every emergency that one of the key things is people realize that they need medication or food for animals so that's something else to just be prepared for And just keeping preparedness in mind and practicing and updating plans and reviewing those every year. So it's part of why we do National Preparedness Month every September.
We also remind everybody to be prepared by building a kit, having a go bag, a stay box, water and food, health and safety equipment, power and information. That's becoming more and more common now with all the public safety power shutoffs too, but being prepared and having phone chargers, battery-powered items, power banks, things like that. And then having copies of identification insurance and contact information cash and keys, and comfort items for children and food and supply for pets. We also just want to take a moment to remind everybody of resources that are available for information.
There's a new one so we really wanted to highlight that but VC alert and VC emergency I know we've really tried to get the word out on those in recent years. I think a lot of people have signed up for those there's also readyventuracounty.gov But the new one that is just being released is Aware California, which can be found at aware.ca.gov and my understanding is our Ventura County Fire Department across the county is really kind of moving to putting a lot of information on AWARE And so that's going to be a new key one.
There had been like third party applications and things that were pretty good and pretty reliable, but this is now going to be the official public safety app. So we had a lot of people on our team sign up for this recently and there's already significant amount of notifications and things on there. And then for some of these weather conditions that we're seeing, we remind everybody to check official sources for weather forecasts and warnings because you do see misinformation. Some people seem to try to scare people but I know we had gotten an alert I think by Wednesday that there is no impact expected from the Hurricane warning and then we saw that some people were still posting things which seem to try to scare people but having an official source like weather.gov is a good thing to bookmark so you can check during emergencies And as I said earlier, the key is really just getting preparedness in mind and always trying to take steps to prepare and building those things into your plans.
Just thinking about being prepared every once in a while isn't really... It doesn't really get you there. So we remind everybody to take steps, a step at a time and every September National Preparedness Month kind of check your checklists and your go bags and make sure you have accurate websites and things to get information from. I will just close with yeah, we've had people ask are we concerned about the potential of the Super El Nino and the answer is yes. And what we would tell everybody you know is get prepared now and we're also working on trying to get prepared now Because the last Super El Nino, there were impacts to things like our infrastructure and things which just something like the pier is not built to withstand those types of conditions.
So we're trying to do the steps we need to do but we also want to remind everybody to start preparing because Right now it's still early being forecasted but most people seem to agree that they think it will be impactful this year. So we want to get prepared now and our Public Works Department has really taken a lot of the effort of creating the sandbags and distributing those sandbags so those are still available and people may want to get prepared and get some of those ahead of time as well in our public works yard, so And with that that's all we have for preparedness month

To talk to public comments but since we're talking about this I want to direct my questions to you would it be okay to just to provide a the city you know our maintenance upkeep plan and Just a quick, you know, maybe public works can brief the city on the state of our drainage going out, our outflow. I think it would be good just so the residents can see what's been done.
Yeah, so like a future presentation related to drainage work. If the council would like that we could do a presentation on something like that I can note that for example our teams went out and checked all the flood channels last week ahead of the hurricane warning That's something we typically do for each storm. But if the council could request a presentation on that.
Yeah, like let's talk about the areas that were flooded and things that we can do, any upkeep we can get in those areas as well. That's all I got. Thanks.
So regarding that, to follow that, two of the issues that came up during the flooding were not our own. They were the pump station in Oxnard and then the channel for the county. Have any of those agencies, have you been involved in conversations regarding those items? Since they were a problem the last time it flooded
Yeah, I think we've had several follow-up conversations with various agencies. Just to reiterate the Channel Islands drainage and well some of the other drainages as well are actually county I think you may recall because you were the mayor at the time of that incident that we had been told that the county drainage team would come do a presentation explaining You know, what things that were done and things like that following the event.
They ended up having a lot of staff turnover so that never happened with that group but we've had some meetings where we still initiated meetings to try to have the county to make sure that the county is aware of our concern. So we've had several meetings along those lines
And we were waiting on a report to
actually. Yeah, there was supposed to be a report and then they were going to come present it at council and that ultimately did not happen.
And just a comment my husband was part of the rescue when the first El Nino came in he remembers the water being waist deep in houses so if it's gonna be worse than that then

I think I recall us, council being briefed about the pump being replaced and the mechanism on how it got put out of service. And I think I even recall the photographs that were shown of us. No but we had a conversation that Brian spoke to, is that correct?
I don't recall it was three years ago, but we had done some follow-up presentations on some of the items we had authority over. But there were some that the county was supposed to come back and present on as well.
Did you have any comments? I had a comment and question. I was in fact going to ask during agenda review to agendize A discussion on what we can expect to happen with this upcoming El Nino. We hear it's going to be a super El Nino, but is it gonna be super rain or is it gonna be super drought? We don't really know, but I think we need to be prepared either way. And I appreciate the presentation that you did here tonight, James is very helpful.
But I think this talks about what the public should do. I think to keep our public reassured that the city's doing everything they can do, I would like to hear that presentation on our flood channels, what's being done, where people get sandbags and even how to place sandbags And FYI, the Friends of the Library and our county library are going to be hosting on October 10th a community presentation on El Nino preparedness. So I think that, and the city's gonna be helping, Public Works will be helping with that so I think it's a good partnership and a good opportunity to get our residents better prepared.
So more to come on that.

What I've heard is great. However, you have to consider that no matter how much the homeowners prepare. It's going to overwhelm us if the main thing, the pump's not working During the last time it flooded, I was personally out there and I noticed the big pump wasn't working. Only the four-inch one for the nuisance water. That's why I brought the issue about additional power. Why wasn't it working?
I know that they have to cycle through it because they're not 100% cycled. And that's why they usually have two or three pumps so there's a complete cycle, because they may be 33% cycle, 60% cycle but they accumulate and there's at least one large pump working. A four-inch pump is not going to do anything. Keep in mind that Scott Street is the lowest spot and it's the outflow for all the watershed that comes from J Street Pleasant Valley Road, Ventura and Hueneme Road. All the water heads there.
All the water has to be handled by that pump into the creek. And if the pump's not working how much no matter what you prepare I had sandbags all the way around my house.

Okay. Ten seconds. I've lived in this area since the early 60s. I remember when there was nothing here it was flood plain. It was wetland. We took it over. We had to have some of the consequences, but at that time the watershed was still existing. Now with all the buildings, the watershed is gone so it has to go somewhere.

What I'll do, I think the answer sort of depends. And I think the first question is if it's an HHI duty and responsibility so I have forwarded it to HHI to ask for their input on it. If it's not then it would still be a City Council responsibility so then we could have a future item on that but I forwarded it earlier today so I don't know the answer to that yet.

Item number five was approved Coast Snap Cradle purchase and installation on the Hueneme Pier. I know it's a low-cost item The cost to our city is approximately $500, but I think this is incredibly exciting to me. I think it's a wonderful thing that's going to happen for our residents to get involved in photographing our coastline and helping us track the movement of our coastline and I'm just curious James, Mr. City Manager if you could just elaborate a little bit about how this came about and whether or not we'll be informing our residents about these cradle snaps appearing on our beach?
For sure, thank you. Yeah I think it was roughly a year ago when the city had partnered with Surfrider on the dune restoration project which is still ongoing and I see volunteers out frequently working on trying to restore the dunes out at Hueneme Beach so if anybody watching hasn't We've been out there and seen the work going on. It's good to check out, but when we were working on that with the surf riders a couple of the surf rider members came forward and said you know the other thing that would be really helpful would be this Coast Snap Cradle with the idea that it is a tool that helps the public help us document the movement of sand on the beach.
And so we were interested in that but then we also kind of got our wheels turning for Everybody knows our dredge project is really important and how that sand moves. So then we talked to them about well, could we do that and actually sort of tweak it to be focused on the dredge? And they were supportive of that so all together I think it's just a good result of that partnership with Surf Rider on the Dune restoration.
Like you said good opportunity for public awareness and yes once it's approved and installed we plan to do a lot of PR around Telling people what it is and how they can help do that. So we'll plan for that

Yeah, it's funny when you go out there on a daily basis and particularly when you transition from south swells to north swells. Yeah, so it's CoastSnap has a program where the data is collected and posted on page 9 of 11. It shows their signage template and sort of how CoastSnap works and the CoastSnaps website works but we had talked to them about also you know, we talked to them about the dredge and talk to them Why we were really interested in it and you know, would we be able to partner with them and use that data? And then they indicated we could so that's
something. So the day we install this is who's going to like, you know What's the first photo of that where you know like that's gonna they're gonna collect Yeah, well
it might be us out there doing

But it's just more data from the monthly photograph you can see what's changed and we're hoping with this you literally can tell where it's moving and what's happening.

Okay we'll move to item number six sole source purchase of ultra flow arch pipe from Contact Engineer Solutions for the Pearson Avenue and 8th Street storm drain replacement.
Yeah, so this particular item had a lot of timelines associated with it. So if manufacturing or shipping go past October 9th CONTEC can invoke an 8% increase which is roughly $27,000. which would consume about the entire 10% contingency before even the pipe arrives. So, the staff report states eight to ten weeks. Are we gonna sole purchase this and then knowing that we're probably gonna go into that lead time
issue? And conversations, oh good evening Mayor, Mayor of Hueneme Council and members of the audience. We've been in conversation with them already they give that as a standard to get it but they don't believe it will even take that long to get that for our project so there is the potential but we don't believe that it's gonna be something that is going to really impact that Thank you.
Companies kept stock on hand now a lot of times they don't keep anything until the orders are coming in however They do have some of this available already. So

Where are we putting this? It's gonna go down Pearson to 8th Street and make a right go down 8th Street to McKeehan, make a left there by the school and then a short piece on 8th Place.

put it in? Oh well our thought was we would be staging over at the by the port and the Market Street location.
Because we were already taking heat for using that as a staging area right?
Let me answer it a little broadly, but I think we were getting complaints when it wasn't just the staging. It was other debris and things there and we've been cleaning it up. But we did receive a recent complaint, I would say more focused on wanting to know what the long-term plan is. But in the meantime, because there isn't anything that can happen to that site in the next three months. So I think using it as a staging for critical storm drain project would be defensible, defendable.
And then I assume we're going to, as we receive this, we're going to inspect it prior to putting it there? I think what I'm worried about right now is we're going to have this. No one's going to look at it. We get ready to install it, and there's a crack. And the person, the contractor who we contract to put this in, they're going to be, no, this is cracked.
I didn't do this. You guys did this. Then there's going to be some finger pointing with this type of project
Well, our intent is we're concerned about vandalism as well so we'll fence it and try to protect it. Obviously we can't 100% guarantee that somebody's not going to get into it but since it is steel pipe too It won't necessarily, the worry isn't about cracking but it's more about if somebody were to take something and go and bash it because it's got a very particular shape. So then it would roll the edges of the pipe down which would make it more difficult to join but again they'd have to do something really hard in order to get its very thick gauge pipe.
So how soon do you think, once we take custody of this, having a contract to get it installed?
We're already working on that as well. OK. So we're hoping that the timing will all be there so we have a date set. So when we have the pipe come in and we know that, we'll know in advance of when it's going to be shipped out then we can set that with the contractor to start immediately.
So can you clarify the 675 foot gap that's on North 8th
Street? Yes, that was a section that had been lined previously. So it had a liner put in it because it had a problem previous so that has a liner in that. So rather than removing it because it's already been addressed with that we skipped that section and will be attaching to each side of that. All right. Thank you, that's all I got.

I'm just thinking about everything we talked about. We have a potential big, heavy rain season. What if we're so unlucky that as you begin to try and set this pipe that we're in the middle of a major storm? What happens?
We won't be digging it all up at once but even if it has started then we can go ahead and put bypasses in order to be able to go around while that event were to be happening. It's a very shallow pipe. Shallow in depth, so that's one particular reason why we did this because of the design of the pipe allows us to put it in because it's literally right underneath the street.
From that end, because it's not a deep trench, the work will be able to go much quicker than you would expect on something
So will this increase the flow rate of that section?
It's not going to increase the flow rate. It's gonna keep the same characteristics that it was designed for, but it'll be new and we've had issues with sections of the pipe already so we wanted to make sure we got this because From Bryce Canyon, between Ventura and Jay essentially all the way down that everything up there runs surface flow until it gets to Pearson. And then Pearson is the first place it has to get into catch basins and then get into the pipe underground and go but then all of that runs to the bubbling springs Creek, which then is dependent upon the county's flood control station operating properly in order to make sure that water keeps moving.
And if I could just point out, because yes, like there's all these concerns. But earlier we had talked about how we've prioritized storm drain related projects to really try to do what we can to try to prepare as much as we can. So you know, I want to thank the Public Works Department for trying to make sure to get this done this year ahead of any potential future weather.
Yeah, thank you. So I had a number of questions but I think they've been answered. The one question that I did want to ask was what caught my eye here is that the existing storm drainpipe was originally installed in the late 70's. I imagine we have a lot of infrastructure I want to start by saying thank you very much.
Yeah it's been part of, we've done some of those analyses over the last few years and started to try to prepare for like the conversation for upcoming needing to build these into future budgets. A lot of our infrastructure is from that period 60s 70s which means it's now 50-60 years old which means it's now time to replace so So we've been working on trying to build those things into the budget. It's, you know, the council knows I don't need to repeat it but it's a challenge because I think it is, you know, we're trying to budget for these now at a time where we're having decreased revenues and so it's just, you know, challenge on top of challenge. But as part of what we said is we need to know the true cost of what it's gonna take to maintain all these things to then be able to know what our true budget is, you know?
So that's all in the works, but there are more projects where we have 50-year old infrastructure that we're going to have to deal with soon. And I think we did the water presentation earlier with our master plan that has several million dollars in water projects and I think starting to build the storm drain I'm sorry, the wastewater lines in as well is another key part of it. But there are costs out there still that we need to start planning for.

move to item number seven. Consider approval of coastal development permit numbers CDP 2026-1 and establishment of updated beach parking fees for Hueneme Beach Park. Madam Clerk do we have proof of publication as required by law and a complete file of reports and exhibits?

thank you there's a lot of technical jargon in this because the California Coastal Commission has a lot of interest in making sure that beaches are accessible to the public so we have to go through a whole coastal commission process when we look at something like this but so there's all that jargon in there but really in short what we're trying to do is we're recommending to the council Finally increase our beach parking fees after I think it's been about 20 years or so 18 years So just to get that out of the way So just some background in history Paid parking at Hueneme Beach was initially authorized under a coastal development permit In 1981 The last adjustment to the rates for beach parking was on August 6, 2008. So almost 18 years to the date, pretty close.
The 2008 action increased hourly parking at that time from $1 to $2 an hour and all-day parking from $5 to $8 per hour. The city had previously created a resident annual pass in 2002 and then a non-resident annual pass in 2008, so those haven't been changed either. That means most of the rates have not changed over the last 18 years. We want to remind everybody that the beach parking fees are intended to help support beach operations, maintenance repairs and capital improvements.
Ironically people may have noticed we were out there our public works team was paving and restriping parking lots out at the beach so you know those types of items are paid for with these fees. And so we wanted to highlight the parking areas, where you can see the teal letter P throughout are the paid parking areas. Parking lot A, B, C, E and then along Surfside Drive.
I think when we present our proposed parking increase to the Coastal Commission, there's typically a concern about having options for different levels of affordability. So we have daily passes but we also have the hourly pass which is not always typical in other cities to ensure that people have the ability to just drop in But this map also shows that there's also significant areas still where somebody could park for one hour for free if they're further away from the beach.
But in other words, there are still plenty of options for public access to our beach. As proposed, because it's been 18 years since the last time the fees were increased we did not want to recommend adjusting completely for inflation. Seeing a larger increase than I think people would have anticipated so we propose a Increase to the hourly and all-day parking rates of 25% which is pretty comparable to neighboring cities And we'll get we'll get to that our neighboring beaches We also since the annual passes haven't really been modified in the past. We recommended changing those But by a discounted 20% instead of 25, because we still want to encourage people to buy an annual pass and come visit our beach more often.
And so that would maintain the discount for resident annual passes as well. So what that looks like you can see in the chart is currently today parking is $2 per hour, $8 per day or $50 for a resident annual pass or $100 for a non-resident annual pass. And so we're recommending modifying to 250 an hour, $10 for the all day pass, $60 for the resident pass and $120 for the non-resident pass.
So obviously one question we get often is why would we need to increase it? And really, it just comes down to all the costs to maintain the parking lots but also the beach and the amenities we have at the beach are increasing significantly. And so we just completed some recent resurfacing work and it was a significant cost. So the parking fees would need to be increased to help balance those increase in costs, and we also confirmed that our existing parking machines can be updated to these new figures without the need to purchase additional or new equipment or other items.
And then just to look at, we tried to also always keep in mind our nearby beaches and what those look like. I would say that there's a couple of beaches and typically it's the beaches that don't have real amenities will have free parking or free street parking Probably one exception I think Silver Strand has amenities but a small parking lot and then I think they have free parking But it's always full because it's a very small parking lot And so those are the ones that are less than us But I would say other than that most of the beaches in the area have increased to higher cost at least in some way whether it's the daily rate or the hourly rate and so I think we're pretty middle of the pack and then what with what we're proposing being Minor increases.
We kind of stay a middle of the pack And I would argue that with the amenities that we have Being higher level, I would argue are higher-level amenities than other beaches in this price range typically And we just wanted to show, again we mentioned that we didn't propose increasing it like to match inflation because we thought that might be sort of sticker shock. If we were to adjust for inflation this chart shows that the hourly rate would be increased $3.05, the all-day rate would be over $12 and the annual rates would increase almost 50% from their current rates But we didn't propose that and I just also want to note one reason we didn't propose that is also because typically the Coastal Commission, also because their goal is to make sure that everybody has access to the beach.
They usually have a reasonableness standard so we tried to kind of model ours after other increases that have been approved and so as mentioned we proposed not increasing it to that level And then what would this ultimately mean for the city? Just to give an example, currently over the last three years the beach parking generates about $300,000 a year. With these increases it would likely generate increase to just under $400,000 dollars a year so it's a good increase to cover some of the additional costs out at the beach which is really our goal but obviously we're trying to show that we're not trying And as I mentioned a minute ago, one of the goals of the Coastal Commission is maintaining public coastal access.
This meeting is being recorded. Free or lower cost options to visit the beach and then if somebody does want to utilize paid parking, I think our costs are still reasonable compared to neighboring beaches. So with that like I said there's some extra jargon that we don't typically have related to the Coastal Commission in the coastal review so we recommend approving this and then that would our next step after that would be to then work with the Coastal Commission approved by Coastal Commission and there's a 10-day appeal period that Coastal Commission has.
If it's not appealed the rates would take effect at the end of that 10 day appeal period so we would announce you know, we would make sure to announce that and publicize it Before we implement it, but there is that 10-day appeal period where the Coastal Commission could appeal it. So And with that we recommend approving the updated beach parking fees
Great are there questions? So what's
the likelihood of Coastal Commission coming back and appealing this within 10 days?
You never know because it could be, so let me take a step back and say this permit is relatively minor for Coastal Commission. And that's why it's just this 10-day appeal period versus some of our ordinance changes actually have to go through like a review with Coastal Commission. With this essentially if nobody appeals it, it's approved. So, it's lower odds but you also just never know. And I think Ventura this year approved theirs and got appealed but I think what we had heard was that it might have been appealed because they didn't go through the normal coastal commission process so it was almost more just appealed to make sure they were going through the process.
So we're trying to make sure we nip all that in the bud up front and go through that process. I would say we're pretty confident on this, but you just never know. That's

How comfortable are you because I didn't see any mention of what those costs are but are you comfortable that the $415k is going to cover our annual cost? And does that include the restrooms as well?
Yeah, I think it gets us closer to it. I think one of the challenges is like some things we have to do regularly sometimes we some things we do periodically We don't you know pave and stripe the parking lots every year for example So a year like this year It probably won't cover the costs but I think we're think on a yearly basis that that were pretty close But I also think you know one thing that Like we said, we didn't increase it to the level of inflation. But I think as we kind of keep getting that data and we know all the true costs that it's probably not going to be 18 years before we're talking about another increase.
So so I think we're getting closer to covering all the costs and then it's just something we expect to continue to monitor more closely.

Great, thank you. We'll move to the business item number eight second reading and adoption of the ordinance adding chapter 10 to article 5 of the Port Hueneme Municipal Code regulating short-term rentals staff please present the report that be a city manager again
Yes, thank you. So I know we've talked about the short-term rental ordinance many times over the last couple years and everybody's probably tired of seeing some of these slides so I won't go over them in a lot of detail. I'll note this is the second reading typically the second reading can be a consent item and we usually don't even really talk about it again but we wanted to talk about it because we had gotten questions about the implementation of it so we just wanted to try to be transparent about that But I'll go over the rest of it briefly for that reason.
But as we've discussed, we initially started receiving complaints and inquiries about short-term rentals back in October of 2024. We've had many public conversations and I think you know he said last meeting that both proponents and opponents I think that the City Council really made an effort to be responsive to and recommended or directed that staff make some changes over the year, both some good points that the opponents made and good points that the proponents made. So I think We got to a point, not to jinx it but I don't think anybody's here tonight. So I think that means we got to a point that everybody can live with the ordinance and that's a good sign.
And so what the ordinance includes is, I think what we heard from everybody is everybody was on board with some City regulations, some city oversight with the goal being really to ensure that the owners are just being responsible and accountable and managing their rentals and not you know having party houses or other issues like that. And so the ordinance requires a few things. It requires an annual permit, a valid business license.
The permits are one-year non-transferable permits that expire upon a change in ownership. So if a new owner buys the property they have to come in and go through the same process and confirm that they're going to follow all these requirements It requires ownership disclosure and has eligibility requirements. And then by state law, short term rentals are prohibited in accessory dwelling units, affordable housing units and mobile homes so it includes that prohibition.
And then we include a 10% citywide cap of 10% of all city housing units, maximum of 10% of all city housing units. It includes a program review approximately one year after implementation and Everybody may recall, it's really focused on what we call good neighbor standards. We tried not to go overboard with other requirements but really focus on the complaints we were hearing and the concerns that people would have where they just want to make sure that neighbors are being good neighbors and so Some of the things that includes is things like quiet hours so that there's not parties in the middle of the night.
That there's parking provided on the property for guests, whether that's a garage or a driveway but that there's parking so that a short-term rental tenant isn't taking up all the parking on the street Trash management requirements, information provided so that tenants can call the landlord with any questions or concerns. Life safety requirements, a 24-hour local contact and city approved nuisance response plan is also required. Notification of owners and occupants within 200 feet and applicable homeowners associations so that people know who's doing it and know how to contact them And then requirements that the landlords respond, or landlords are property managers responsible respond within certain time frames of complaints.
And then the last two pieces here are more on the back end of it allows for different ways for the city to monitor online listings and allows for fines if people violate those requirements. So one of the reasons why this wasn't just a consent item today is because we did get some calls, and it led to some conversations where we started to realize that the messaging is going to be very complicated or confusing if we try to have two separate start dates based on whether you're in coastal commission zone or not And we realized, you know it's doable and we've done it in the past on different things but in this case what we realized is that there's a possibility that Coastal Commission if they have changes. That we might then, it might change something that we're already trying to enforce on somebody else and that might cause more confusion You know, do we have two separate set of rules or would we want to come back and talk about one set of rules?
So we just really talked about that confusion. And I know I sent an email to council on this but you know, then we realized that even some of our messaging we started to put out where we said if you're in the coastal zone, this. If you're outside, this. And the first question we got is am I in the coastal zone? Sort of realizing that not everybody pays attention to whether they're in that zone So we just, you know we talked about it and it could be done but we just think it's gonna cause more problems than it solves. Especially I think we all have talked about this throughout the process but right now 99% of our short-term rentals are in the coastal zone so and I would say all the complaints that we have ever received are within the coastal zone So it's really would confuse people who are outside of it without much benefit.
So we proposed and we included in the ordinance language basically saying that it would become effective upon Coastal Commission approval, and if there was a significant change or modification, we'd come back to Council and make sure that we have that conversation, but that we would recommend sort of keeping them consistent and holding off on enforcement until we hear back from Coastal Commission.
And so this reiterates some of those points I just made about trying to be consistent and clear and not cause confusion amongst groups. And so with that all being said, we also included the information and laid out the process for that, for the Coastal Commission review. So following adoption, the ordinance would be submitted to California Coastal Commission as an amendment to the city's local coastal program And so I mentioned earlier, you know we actually haven't had a whole lot of items that go through Coastal Commission recently but today we have two with the beach parking fees and this. But the beach parking fees is like a lower level where it's essentially just if Coastal Commission doesn't appeal our action then it takes effect This is a higher level because it's actually a change to our local coastal program.
And so we expect a little bit more interaction and we could have, you know modifications or amendments come back from Coastal Commission. So again that's where we just You know, we see the treatment of the beach parking fees as simpler than this will likely be So while the Coastal Commission Review is pending, we still will require the business license because that should have been something that we've been requiring all along for operators. The TOT payment requirements will remain in effect and then we will prepare...
We're already working on getting the application materials, the permit forms, the notification templates Public outreach ready for it so that when Coastal Commission does approve it. And might be an interesting idea of just educating people on what that means to you and the map. Yeah, yeah that's you know for me it was something that hit me because we talk about it. We look at it. We show it on screen and then when we started getting people asking and we were like well if you're in the coastal zone no right and then they were like am I? So would you expect the designated reporting method to look like for a complaint, or how is that going to work?
So we are currently working with community development on getting all the templates ready It's funny because last meeting I had said that we don't have like standalone software for short-term rentals, but our community development team actually has been launching OpenGov and they actually think there is going to be the capability to do a lot of these functions in OpenGov. So it could, I don't know. I guess the short answer is I don't know yet but the longer answer is we're looking at trying to create like the portal that I think the council was interested in the prior meeting in OpenGov and as much of the things that we can do in there, you know, the complaint form, the application process, we will try to do that and have like one link for people to be able to access and report these different
things. Second question, do we know how much revenue that this potentially might bring in?
Yeah I mean it's a tough question because the question becomes you know and we had the numbers in the last report every time I try to get off the top of my head. I thought it was 50,000-ish. So we're up to 50,000 which I will also point out. We've actually been increasing that each year whether that's because we're enforcing the requirements for TOT or whether there's actually more operating. It's probably a combination of the two but you know there's always the question like are there others operating that we don't know yet and when we do this big you know roll out maybe some of those start, you know either somebody turns them in or they just voluntarily start complying once they get informed to this. So you know I would estimate I think we'd always be well in the short term will be in the fifty to a hundred thousand dollar range that's my guess In the short term rental?
No. I do. Parking, so public parking in front of a house is you know you can't get angry when someone parks in front of your house and so I'm wondering how are we going to address the STR parking rules
So Council already did, theoretically with the ordinance. The ordinance includes the requirement that they provide a minimal number of parking spaces and the only reason I'm hesitating is because we changed that a couple times. So it's section C, operators shall maintain sufficient off-street parking for short term rental use. One off street parking space is required for a short term rental consisting of one bedroom and two or more will be required for an STR consisting of two or more bedrooms.
If you recall initially we said basically if you need to have your two car garage available A resident who came and spoke a few times on this had said, well I have the whole driveway available with more than enough parking. Why do I have to have the garage available? So I think the council ended up agreeing that it didn't necessarily need to be garages but there needs to be off-street parking, garage or driveway in those numbers.
Or tandem parking.
Yeah could be tandem parking, garage parking, driveway spaces But not the street parking. Well, and so to answer your question Is it possible that the tenant short-term renter has more than two cars? Yes And so like you said, you know public parking is public parking but the ordinance tries to make sure That it tries to minimize it by requiring them to at least have enough spaces to cover most of their parking spaces
Right and something yeah, and then the other question just came to mind it's like Additional dwelling units could be in the vicinity of STRs. Mm-hmm, right? And so parking again, is there a way to distinguish between Parking on the property, public parking. The
way we would enforce this is when they come in and get their permit we would require them to show us that they at least have two parking spaces or if it's a one bedroom one parking space but you know typically two and you know does that mean that they won't rent to a family that ends up having four cars for two days? You know that's possible But the goal is really, it's like minimizing the impact and trying to make sure that it doesn't become a habitual problem. That one house that's being operated as a short-term rental is taking up all of the parking from the whole neighborhood in perpetuity. So that's what the ordinance really protects against.

So I did the math. Just 50 units, if there's just 50 units. 995 permitting that's 50k and then a 45% occupancy rate. Conservatively I would lean to the 160,000 but of course I did do a search and AirDNA shows up to 100, but it's misleading because we don't know if VRMO and Airbnb are on the same platform. We won't know until we get the adjust of the SB 386 later.
But this has been long overdue, and I think we did a good job You know, getting the community here with the community brief. And it's you know we gave a little and we pushed a little and I thought together as a council staff presented good options to us and just want to thank staff. I think we finally got to the finish line on this so we'll see how the Coastal Commission views this And if we got to make any adjustments, of course, we will continue to do the work. Yes. So I'm hoping that we could communicate upstate There's destined to be a conflict between additional dwelling units and STRs. And the reason why I say that is because there is no parking component with an additional dwelling unit, so if there's an ADU over here and a short-term rental over here you're going to see parking problems. I'm going to make a prediction that down the road, there's going to be a convergence of these issues because as you know ADUs aren't required to have a parking spot.
And I see more and more popping up around town and parking is the issue so we'll just have to take a step back watch and wait and see what develops but I do think Can we communicate to whoever, who is it? How come there's no parking component with ADUs?
I know the answer. I mean you'll like the answer, but I mean it's the you know even with this to the You know short answer cuz it's not on the agenda is The decision to prioritize accessory dwelling units is to impact affordable housing and the state has decided that his priority one parking is priority two or maybe three or four five So, not everybody has to agree with it. I heard from a lot of our residents who don't feel that way but that's the way the state's gone and I will say the STR ordinance essentially notes that you can't build an ADU to run it as a short-term rental so that's one attempt we're making well and that is state law anyway too so that I guess that's one attempt to sort of make sure that it's not just like bringing all these cars and it actually is helping with affordable housing
But could an ADU try to transition to a STR? No. They just cannot do it?
No, per state law and we put it in our ordinance. Okay so the goal we're trying to keep ADUs for affordable housing.

Okay great. We'll move to item number nine, a response to civil grand jury fireworks report
over to you. Thank you so I'm gonna talk out of both sides of my mouth here and say that I know fireworks are always a hot topic and so I wasn't going to try to sneak this item through on consent because I know we get a lot of questions about fireworks But I am also going to say at the same time that this item is not a general fireworks discussion It's an item That's intended to respond to the grant civil grand juries finding that all the cities and in the county need to work together Sort of more consistently and strategically on fireworks so So I'll try to limit you know, the The item to really that grand jury response. And so I think council's aware, but for public benefit we did receive a all cities in the county received a grand jury report on June 23rd that as I paraphrase and it's obviously the reports a lot longer, but the paraphrasing is well actually it could be restated in recommendation four which is what we responded to which is the Ventura County Civil Grand Jury recommends That the Ventura County Fire Department interface regularly with Ventura County Law Enforcement Coordinating Committee to inform the committee about recommendations from CAL FIRE's fireworks enforcement task force.
So, the outcome of this grand jury investigation was that and so maybe a couple of the phrases that aren't familiar but it says Ventura County Fire Department interface regularly with Ventura County Law Enforcement Coordinating Committee. So that's, there's a committee VCLEC if anybody's ever heard that and it's essentially all the police chiefs and the sheriff in our county meet regularly and work together on issues that impact all of the agencies, all the law enforcement agencies So the grand jury report was essentially if the fire department works with all of our police chiefs and our law enforcement leadership teams, and comes up with strategic actions and recommendations like that. That's what needs to happen not just have every city go out and do its own thing that's completely different from the other cities.
So our response to that grand jury finding is we think that's a good recommendation. We aren't opposing the recommendation or challenging it in any way. We think it's good recommendation and we think that VCLCC can get together and make recommendations, and then we can all bring them back, and then we can have fireworks conversations I'll note, you know one of the things like I had been talking to PD about recently was increasing the penalties for example. So like I want to have that conversation but I think to the grand jury's point it's the thought right now is have all the agencies talk about that and Like, you know uniformly do that so that it's makes our whole County Firmer on fireworks.
So so again So this item today is to accept that grand jury finding send that recommendation That we agree to meet with or to have our team Meet as part of those VCLEC meetings and with the fire department And to strategize accordingly. And so with that, I think that is about it. Like I said, I know fireworks is a broad topic but this item is focused on that grand jury report and we recommend accepting that response and sending our responses drafted here.
Great thank you any questions for our city manager? I have a question. So,
I know VCLAC collected all this data So looking at Oxnard, they issued 59 citations. You know, 59, 50, 59 and then we had zero for 23, 24 and 25. Is there any lessons learned that they could bring back on how they were successful in getting to that?
I think this speaks, and I meant to get to that and knew I forgot something. But I think this speaks to why the first step is to standardize how everybody approaches it because the feedback we've gotten from everybody is that everybody handles their calls differently so the grand jury ended up reporting on the way that Oxnard Handles theirs, you know, so then Oxnard has the most responses but you'll note when you look Santa Paula had blanks because they don't Respond or you know, they don't track that data because that's not what they use and on our end for example And I always get a mixed up but there's like a civil code section and then there's a criminal code section and so They wrote the report based on one and where the other is So it's not that we haven't ever cited anybody, it's that we haven't used that code to cite people.
I think that just goes back to where the grand jury said one of the first steps is standardize how everybody does it so that everybody can see apples-to-apples. But having said that, I guess the other answer to your question is I do think that's going to be part of what VCLEC does though too is they will look at what works for the cities and what doesn't and the lessons learned.
Oxnard like three years ago I think was the first city that used drones to see the fireworks and then we followed I think the following year. Yeah yeah and the county and everything so it's like you know, I think they're we're doing it right now but it's a little more like hey look this city just did something cool that that's honestly you know with the raising the penalties I saw Oxnard did it and I was like why haven't we done You know, so it is sort of like that's how we're doing it now. And I think the grand jury's point is why don't why doesn't everybody get in the room and put a plan together? So everybody's doing the same thing.
So but we would expect the charts to look different in the future when it's sort of more apples to apples and everybody's doing it the same way. To
go off of that, that is exactly why there's such a difference between us and Oxnard or everyone else. It's because everyone else goes by the same standard for penalties. By the time it gets to the court, the judge reduces it to 100 bucks so it doesn't stick and it's pretty much worthless even though the fine is $1000. Well, Oxnard did an internal rate increase which is a fine from the city. I think it put it up to what was the increase we talked about this? It was like another $2500 and that actually stick and it can't be reduced so that's why it's yeah.
So I do think there's a few things like that that we were already eyeing but I have a feeling BCLC is gonna get in the room and say we should all do this thing so I think there's gonna be some future recommendations coming from it

It's the same place every year so you know the people that Shoot off fireworks in my neighborhood, they're really stealthy about it. They light it, they run and they hide and then they don't come back for a couple days whereas what I see over there in Oxnard is just a barrage of nonstop releasing of these things and becoming anti-fireworks as a result.

Unprogrammed balance to support our military banner under category B. Tonight isn't about debating the full execution it's simply agreeing that honoring our local service members Using designated community benefit funds meets our criterion for our future agenda policy.
This approving appropriations under the unprogrammed Community Benefit Fund balance is explicit City Council policy and budgetary power, not an administrative task. Staff directions required to amend the formal CBF expenditure plan Category B, community development explicitly authorized funding initiatives that foster community social culture well-being and support civic organizations benefiting residents. There is a direct council precedent CBF funds have been consistently supported for cultural visual and civic identity projects including the mural project and the Bard monument.

The challenge with what you were saying and it's up to the council but usually I can't just send an email to everybody saying any ideas you have send them to me and I'll include them in the packet because of the Brown Act really. Because then we're all brainstorming ideas outside of a council meeting. So that session would be looking at EDCVC, the banner program but also brainstorming. That's when we can talk about those things.

Yeah, the process of how we want to do it and yeah, how much of the funds we want to utilize for each category. All that stuff could be discussed. It would be a bigger picture CVF. And

we're going to present a They're going to present basically the current status of the Banner Program and of Phase 2. We're getting a lot of inputs from residents, and like Council Member Gama we're listening to everybody's recommendations so we're kind of pivoting a little bit. And we had discussed, I had discussed maybe putting that on the agenda.
Yeah, we were... We were... I think the council at one point too had said sort of after the first round you know have a debrief item on the banner program how it went any changes all that kind of stuff so that can be an item two. I think it's you know

I think it already was. The Council had agreed to fund that program initially and then the idea was going to be come back at some point and do a debrief and talk about what worked and didn't work. So that's an item two. I think that's really it, and we were talking about doing something like that before Veterans Day coming up so I think it could be both of those. Let me answer this way. That item was already on the list and then this would be just including it with the CBF item that was on the list so we can do both of those things.
So I have a question regarding that we weren't the one to initially really discuss and put in The categories and everything for the banner program, it was ad hoc committee who created the process. So are we now coming in now to make decisions on it? Or shouldn't it still be an ad hoc committee program?
So you set the ad hoc committee, right? And then the
ad hoc committee is the one who develops the
process- Yeah. And so typically what I recommend, and it's one of those things not to have any ego but it's always a reminder that the commissions and ad hoc committees work for the council and they don't work for me, right? They're not my employees so I don't really give them direction but the council as a whole gives them direction on what their job is, what their missions are all that kind of thing.
So what I usually recommend is when you create a committee and then usually like six months or a year in doing a review of what they're doing to make sure they're doing the thing that the council wanted them to do So I think it's more of that. It would be like a review of the banner, you know, the work that the committee has done so far which is the banner program and then the council could potentially decide we like this and we want to keep it up and do more or we didn't like it and still want to change it to this. All that is within the council's control.

Yeah, I don't want to skip right to that but I'll go through these other slides first. I will answer that question in a moment though. So we wanted to highlight, I think it's the last movie park movie in the Park of the Year and I think it's a pretty good one at Hueneme Beach Park. It'll be Pirates of the Caribbean. Now, I'm thinking too much about how to say Caribbean.
The Pirates of the Caribbean at Hueneme Beach Park on this Saturday at 7 15 p.m.. So the ones that when you meet each park are pretty popular so we wanted to remind everybody to come out and get there early to get a spot a nice spot on the sand. We also wanted to highlight in our partnership with the Western Ventura County Business Alliance, the West Ventura County Business Alliance.
This year they are creating a category new this year which is the Port Hueneme Legacy Award which is a new award under their 2026 business awards program and it'll recognize an outstanding individual who has demonstrated long-term dedication and made a transformative economic and community impact to the betterment of Port Hueneme And so this is new and we're trying to make sure we get the word out because I have a feeling if the word was out that there'd be some applications that people would want to submit. So, we wanted to just let everybody know that the application process is open until Friday September 18th.
And we also made sure to clarify that because they now represent Camarillo, Oxnard and Hueneme you also can nominate Hueneme residents community members for all the other categories too but we just want to really highlight that there's a Port Hueneme Legacy Award that we really want to make sure that somebody gets recognition for. And next, the following week we have California Coastal Cleanup Day on Saturday September 19th from 9am to noon.
This is always a good event with lots of volunteers so we invite everybody to come join us this year and meet at the Alaska Flight 261 Memorial and spend the morning participating in Coastal Cleanup Day. So I wanted to invite everybody to that coming up as well. And then for the September 21st agenda, we have three presentations scheduled National Hispanic Heritage Month. We have a presentation from United Water Conservation District that Council had requested and then the US 101 Improvement Program presentation by the Ventura County Transportation Commission as well so three interesting presentations For business items, we have the note there about I think we're planning to bring the community benefit fund item back.
And I think with the future item today will definitely bring it back. We haven't gotten a We'll try to get them there the 21st but if not we'll bring the CBF item back regardless. I guess I had on here, I didn't remember the banner program. So I guess that answers that. So to Council Member Gama's question you'll be able to provide feedback on the banner program on that item?
I guess now yeah, I should have remembered that but I didn't and then we did get the Cal Cities Conference resolution packet for the first time in probably years. We got that ahead of the conference so we'll bring that to council for approval as well And then the answer to the question a moment ago is we have received two future agenda item requests. I don't normally list the future agenda request, but I knew that the Florence question is a question on a lot of people's minds so One of the requests is for automated license plate reader options. I will note that our department, our police department and I have been talking about trying to change from flock for a few reasons so we may actually try to bring a change sooner rather than later But we did receive a future request.
So one way or another, we'll be able to talk about that a little bit on the 21st. And then there was a second request for e-bike safety and regulations informational report. So that will be a future request with the license plate reader option maybe becoming a business item if we're able to get ahold of a couple key people on that.
So those are going to be on it that will vote to put on an agenda or they're already coming?
The e-bike one is going to be a vote. The license plate reader may be a vote on whether to put it on agenda, or we might actually already have an option we want to recommend changing too. So we've been, for the last few weeks we were contacting some alternative options and trying to find some different options after you know I think everybody knows like Flock had their leak and then policy or privacy concerns on Flock as a whole so we started to look at alternative options in this morning. We had a good conversation about one so we'll try to we might be able to bring that back by September 21st
And then we'll also have El Nino added to that.

council member reports and comments. Council Member Wilcox? Hueneme Housing Inc., we did purchase a property in a gated community and did all cash offer for low-income housing. What we're not doing—the goal is to provide low-income housing, and I think this really helps this council as well as meeting our RANA numbers So it was good to be able to purchase a property and immediately offer up for Section 8. There's going to be a little bit of work that needs to be done by that, but we do have A five-year visioning program, or meeting that we're going to be having here soon. And we'll be presenting back to the council what the goals are for Hueneme Housing Inc., and specifically Willowbrook and how Hueneme Housing Inc.
is viewed, how our structure is. So looking forward to that meeting and brainstorming with the other board members and bringing all that back to council. That's all I have.
Yes, and to follow on that we're planning our first fundraiser for Hueneme Housing Inc. We're gonna try to have one fundraiser a year to try to increase revenue so that we can have plenty of income to improve our properties that we have and to add more properties to our profile Also, we had our first food share Salvation Army at Mar Vista with the in conjunction with the Hueneme Housing Inc. and Alliance Club that was very successful and that is on the third Thursday of the month from now it'll be from 1 to 2 at Mar Vista for anybody who wants to come and volunteer but that was very successful and the residents were very thankful
In a Hueneme Beach cleanup, we noticed that the trash cans at the beach are very stinky. And I'm wondering if we've ever used that service that cleans out the trash cans? That's just a question maybe you can look into but they're pretty nasty. Then earlier this week on September 1st, I got a phone call from a friend of mine that lives closer to the port for me and he saw hey, I think I smell natural gas and I'm like And I said, well call this number and report the matter.
And I was sitting up in my bedroom and then suddenly I began to smell natural gas so I phoned the gas company and the gas company came out and investigated it. And I think 10 people may have called in and the fire department got involved. Eventually the investigator for Southern California Gas came to my doorstep and said we traced it back to the port. It's not natural gas.
I think the harbormaster informed them that it's a fueling operation that goes on every Tuesday, so the message at the investigator gave me was get used to it. Yeah, and you know numerous people were spelling it didn't didn't phone it in but But the bottom line is they traced it back to the port. Apparently it has to do with diesel fuel transfers And this whole idea of get used to it on Tuesday nights. I think that's completely inadequate so I don't know. We're still waiting to hear from the port So, I wish they would give us information because it literally blanketed the area right here on the left side of Hueneme Road so we're still looking for answers off the port if you're listening could you please let us residents know what What's going on?

I don't have any reports on meetings, but I do want to share with you that I had the pleasure of attending the grand opening of the new Filipino Cultural Center that's over here on Hueneme Road. What a beautiful place and what a nice addition to our city! I was so excited to see the potential that that's going to bring up to our city, not only culturally but just it's a community that is going to grow and they have murals. They have history and I'm just so excited to have this center now in our city and I think it's something we can definitely build upon. So if you haven't seen it yet I'm going to The board has apparently been entrusted with the money to keep it going and they've certainly, if you look at it, they've invested a lot in it already.
