Good evening. I'd like to call to order this regular meeting of the Santa Paula City Council this Wednesday, September 16th, 2026 here at the council chambers 970 East Ventura Street. We could those that are able to if you would stand please and our invocation with Kay Wilson Bolton.

UnidentifiedUnidentified speaker 2Proposed0:42

Thank you. Good evening. Hello everyone. If you join me or listen in. Creator God, we are here tonight to do the business of governance but I want to start by saying thank you for all the good things in our lives. Help us to see the value of challenges that can mold us if we let them and reveal better ideas. We know that challenges for one person may even be seen as an opportunity by others We can't say thank you enough ever, particularly to you and to each other.

We get to do that tonight though by honoring two people, Detective Yvette Solis as Officer of the Year and Javier Manzanares as Professional Staff Employee of the Year. You gave them the talents in the hearts they need to specific tasks to serve our community and we're grateful for them. Since we're addressing the issue of suicide prevention tonight, I pray for those who struggle with thoughts of suicide due to loss of hope.

Give us eyes to see and ears to hear the words of those suffering and use intelligent conversation to walk with them. to safety and services. I ask continued blessings on our city staff, our council members, and our first responders of all kinds, teachers, public safety workers, caregivers, medical professionals, utility workers, and so many more. I especially tonight ask you to make a way for this valley to have the full services of a hospital and a staff.

We should not have less than any other community Our words are apparently not enough, so please send other voices to speak with us. Give us continued courage to speak truth to decision makers. Throughout history you're famous for changing the hearts of kings and prophets. We ask that you continue that work in the county seat. As we enter the political season, I pray for energetic peace, wisdom, creativity and earnest search for truth.

Help us to remember that when the election is over, we will still be neighbors and need each other. As always, I bless you in your name and I pray in the name of Jesus. Amen

Thank you. Okay our first item we're gonna have this morning or this evening sorry is uh Public comment, we'll have three speakers have three minutes each and we'll check afterwards if there's anybody online. First we'll have Richard Rudman followed by Steve Werner.

PresenterRichard RudmanAviation Museum of Santa PaulaProposedself-stated4:47

Good evening, I'm Richard Rudman representing the Aviation Museum of Santa Paula. Good evening Mary Chavez, Vice Mayor Crosswhite Council staff and fellow Santa Paulans and TV audience. We're going to talk about first Sunday activities as you may all know the Aviation Museum, the Art Museum and the Ag Museum all have coordinated hours so it's possible on a given first Sunday to visit all three But I'm going to talk about the Aviation Museum specifically now because on October 4th, the next first Sunday we're going to host a large Porsche car show.

And we expect to have maybe 40 to 60 Porsches at that show. Should be quite a spectacle, so if you're a car enthusiast it'll be interesting. We're also going to have the farmer's market with a bounce house and produce and other wares And weather permitting, in cooperation with the Experimental Aircraft Association we will be able to offer youths from age 7-18 their first flight in an airplane.

So that's on Sunday October 4th at Santa Paula Airport on Santa Maria Street for our events Oh, I forgot. We'll also have on display all our usual Aviation Museum exhibits including our own tribute to Matt Jeffries the designer of the original Star Trek Enterprise and our famous chain of hangers that are all kind of mini museums. The Star Trek exhibit is really worth a trip just for itself. Thank you good evening.

CommentSteve WarnerProposedself-stated6:39

Good evening, Council. My name is Steve Warner. I am again here to bring your attention to the RV parking ordinance that desperately needs to be updated. I'm not going to bore everybody with all the reasons why because we covered that in a prior City Council meeting when we filled this whole hall and they had to open the doors. Every one of the council members after that meeting agreed that it needs attention So I'm not going to bore you with all those details. With hundreds of RV owners this ordinance is affecting, we feel necessary to keep pushing this issue until something is done at least every meeting City Council member agreed that the ordinance needs to be updated I believe it was the city attorney had mentioned the time frame would take a couple of weeks when, I think it was council member Ornelas.

Am I saying right? She was saying is there a way we can move this forward and move this forward. And I remember the city attorney saying well it's going to be a couple weeks for this and a couple weeks for this but you know we're pushing it. But still nothing happened. Still no date and we're not even sure how we're going to be notified, to come to make sure that we're going to be here to voice our opinion or to get what we want into the you know how we want it to be written or changed.

I received a email from the city manager back in June when i first started this exploration and he indicated that We as a city council try to prioritize and coordinate matters that had a lot of public involvement in that same meeting when we were all talking about it. He said there was a number one complaint that they get in his office, so I would say that has a lot of public involvement as an example ahead of my request to address the RV issue. We have been asking to have a workshop on smoking ordinance, e-bikes, e scooters and nitrous oxide products.

And also workshops on impacting growth of housing. So those were four that were going to be ahead of us. Have those even happened? I haven't seen where it's even been announced that there is a workshop. The main point that we want to make is I've received already a second notice on something that's 20 years old, makes no sense at all. We've all agreed. Is the next thing a fine? I don't care. We don't mind waiting. We being the RV owners don't mind waiting two years as long as there's no more violations or fines coming. It doesn't matter how long it takes. That's what we're worried about.

Last time we spoke, you know people then have gotten second notices. I've not heard of anybody else getting second notices yet since then but I mean I just don't want to get a fine and then have to fight that on something that's 20 years old and everyone agrees is outdated so thank you for your time.

UnidentifiedUnidentified speaker 1Proposed9:33

Thank You Mr. Werner it is on a future consent calendar item but I don't think it's been slated yet

UnidentifiedUnidentified speaker 4Proposed9:38

Mr. Mayor, may I ask that the City Manager report on this during his report just to give an update regarding the process so that our residents understand with a timeline?

UnidentifiedUnidentified speaker 1Proposed9:49

Thank you Council Member Chavez. Okay we have Robert Benavides welcome sir

UnidentifiedUnidentified speaker 5Proposed9:54

Good afternoon, Council. Thank you for the opportunity again. I'm on Steve's request. We just need status of the workshop mean where we're at. I mean, are we behind ahead or is it in process? It sounds like it's going to have that on the next or have a report on that but that's good because it isn't important to us. You know, we were or homeowners that have RVs for our pleasure and he's want an answer. Say how are we going to go forward? I'm gonna look forward together because I think we can make a win-win situation between the city and the homeowners too.

To make a win-win situation, not only to hold the homeowners accountable on what we have on our properties but also keep citizens safe from any kind of safety issue around or what we have on our property. So there is a way that I know we're relying on many issues that we can be aligned on and say hey, we could have an RV on our property for this reason, for that reason. But again, we just gotta get together, have the workshop, and then iron it out because I know we could have a win win situation to make that happen so When is it? So we can get prepared and be here with that. It is important to us because like I said, we're getting notices. We don't want to get a fine but what's next? But we just want to know where we're at.

Thanks for the time.

UnidentifiedUnidentified speaker 1Proposed11:12

Thank you Mr. Benvides. Madam Clerk do we have anybody on Zoom or online?

UnidentifiedCity ClerkProposed · by role11:19

Yes Mayor, we do have Laura Galvan and I'm going to bring her up on screen and she can unmute herself to speak. And then I'll start the three minute timer.

CommentLaura GalvanProposedself-stated11:29

Perfect, I'm ready Julie. Good evening Mayor, members of the City Council. As stated I'm Laura Galvan my husband and I are long-term residents of Santa Paula and homeowners. I came before you August 19th regarding the city's ordinance and the recent enforcement of the regulations that have largely gone unenforced for many years. I'm here tonight because we don't want this issue to lose momentum and fade away At the August meeting, residents heard what we understood to be strong support from the Council for reviewing and potentially amending the R.B. ordinance and importantly for working directly with the community through public forums or workshops to develop a revised ordinance that is reasonable, practical, and mutually acceptable With the exception of Mayor Juarez, who was absent that evening.

The council appeared to be supportive of moving this process forward. We appreciate that and we left the meeting encouraged that the city and his residents could work together toward a solution. But it's been several weeks and we have not heard anything about what happens next. This is concerning because residents have already been receiving enforcement notices, as Steve said second maybe third times. We're requesting that a pause be directed to your teams to stop issuing citations or warnings until we can resolve this issue mutually.

If the council is serious about reviewing this ordinance, we believe the process should begin and not remain open-ended. We are respectfully asking the council tonight to take the next step. Please provide the community with a clear update on how and when the public forums or workshops will be scheduled and when the ordinance will be brought back to the council for consideration. I know you addressed that so i'm looking forward to hearing that piece of the meeting We're not asking for the city to eliminate reasonable regulations. We're asking for regulations that are current, understandable, consistently enforced and reflective of the realities of Santa Paula today.

Most importantly we want to be part of the solution Residents are ready to sit down with city staff and council representatives to have a constructive conversation and work towards an ordinance that protects neighborhood character while also respecting responsible homeowners and RV owners. We came before you in August, and we heard your willingness to work with us. And now we're asking for follow through and progress forward.

What are the next steps? When can the community expect the promised public forums and workshops to begin? We're ready and willing to participate, and we just need the process to start. Thank you for your time, for your continuance in allowing your community to be heard. Have a good night.

UnidentifiedUnidentified speaker 1Proposed14:38

Thank you, Laura. Go then. Madam Clerk, do we have someone waiting? Matt Smith?

UnidentifiedCity ClerkProposed · by role14:43

We do have one other person who is on Zoom if Mr. Smith, if you could verify if you plan on speaking on this item. You can unmute.

CommentSteve WarnerProposedself-stated14:54

I'm just here watching. Thank you.

UnidentifiedCity ClerkProposed · by role14:56

OK. Thank you. And Laura, if you could log off or not log off but volume. Thank you.

UnidentifiedUnidentified speaker 4Proposed15:07

Mr. Mayor, I have a question, a point of inquiry for the city attorney who's here. Who has the authority to provide a temporary pause in enforcement?

0:15 – 0:2213 turns

UnidentifiedUnidentified speaker 6Proposed15:21

So the City Council can issue a moratorium. Of course, you can't do that tonight since it's not on your agenda but you do have the authority to issue a moratorium directing staff to not enforce that provision so it would have to be placed on the agenda come before you and then you can pause the enforcement of I believe it's section 16.4 40.100

UnidentifiedUnidentified speaker 4Proposed15:48

So just for clarification, that's the authority of the city council and not the city manager?

UnidentifiedUnidentified speaker 6Proposed15:53

Yes. I want to say yes, the City Council would have that authority and you can direct a city manager to direct staff or give him authority to enforce that moratorium.

UnidentifiedUnidentified speaker 4Proposed16:09

Thank you for the clarification. Thank you. I appreciate it. All

UnidentifiedUnidentified speaker 1Proposed16:12

right thank you. Any more public comment Madam Clerk?

UnidentifiedCity ClerkProposed · by role16:16

No Mayor we have no more.

UnidentifiedUnidentified speaker 1Proposed16:18

All right, we're going to move on to presentations. And our first presentation is going to be recognition for Santa Paula Police Department Officer of the Year and Professional Staff Employee of the Year. I'd like to have Chief Aguilar come up first because I think he's got a few people to acknowledge and regrets from one person who couldn't be here but. Thank you. We have two certificates of recognition that we'd like to present afterwards chief.

CommentJavier ManzanaresProposed · by introduction16:43

Thank you, Mayor. Good evening, Mayor, Vice-Mayor, Council Members and our viewing audience. I'm grateful to be here tonight to honor two of our homegrown employees from Santa Paula who have done outstanding work. I just want to give you a little bit background on this. The Santa Paula Optimist Club approached me a few months ago and wanted to honor employees from the Santa Paula Police Department for their exemplary efforts and outstanding work annually as a new tradition And I can tell you in working in other cities that this is a very significant, great way to honor our employees and our own town of Santa Paula. And I commend our Optimist Club for that. Tonight there are two Optimist Club members here. I'd like to invite them up. It's President Alma Olmos and her husband board member Juan Olmos if he could stand by me here as we continue on.

I'm Richard Rudman. Welcome, Richard. I apologize. Another board member. There might be a few more coming in if we wait a few seconds. This board, I applaud for recognizing the great work of our employees at Santa Paula Police Department. Thank you very much and in looking at the criteria we use for nominating employees that are employees nominated for these two awards this is for the officer and professional staff employee who exhibits exemplary compassion and dedication Builds camaraderie with others, leads with initiative and enthusiasm, provides outstanding customer service, consistently displays professional excellence and recognized by peers and community in going above and beyond their duties as a public servant. So without further ado we have two recipients tonight.

The first recipient, Detective Yvette Solis had a conflict so she could not be here tonight but we'll still cover some great things that she's accomplished this past year. And at this time I would like to invite up our professional staff employee of the year Javier Manzanares please come up and Last week the Santa Paula Optimist Club recognized these two recipients and provided them with awards, and Javier is proudly presenting his award tonight. He was presented by the president of Optimist Club. And so a little bio on Javier.

Animal Services Coordinator Javier Montanarez was hired in August of 2025. He grew up in Santa Paula and graduated from Santa Paula High School. Prior to his hiring he dedicated over three years of volunteer service as a Santa Paula Police Department Explorer He was promoted to the rank of Senior Explorer in April 2024. He received recognition as Santa Paula Police Explorer of the Year that year.

He showed strong leadership in developing other explorers, especially in preparation for the national tactical competitions and I personally witnessed that on a trip with the explorers when he took the leadership role and helped them along. Javier has developed special skills in the handling of stray animals as well as wild animals. He has implemented processes to work with local and regional animal shelters and rescues to find placements for stray dogs, which is outside the norm and outside of the regular operations of the Animal Services Coordinator.

He has also worked to provide consistent and adequate care to stray dogs entrusted to him as well as pet reunification. Javier was instrumental recently in working with police officers, as you might recall, and state wildlife officers when they helped locate a bear that was roaming our city. They were all including Javier able to safely get that bear in custody and also provided a path back to the wilderness.

In a very short time, Javier has excelled in providing responsive care as the animal services coordinator in our community. In January of 2026 he was nominated and received recognition as City of Santa Paula Field Services Employee of the Quarter so he just continues to get these accolades for his exemplary work and achievement. Javier has a positive approach in his everyday work and enjoys being a part of the community as a public servant. He has received numerous commendations for his exemplary performance in his array of duties. And I can assure you that as Javier continues to develop and do exemplary work in his role as Animal Services Coordinator, we'll still be commending him and providing him accolades as he continues his career here at the City of Santa Paula.

So congratulations to Javier Manzanares as Professional Staff Employee of the Year! Any comments? No, he's going to pass. He used them all last week at

In recognition of exemplary achievement in being selected as a Santa Paula Police Department Professional Staff Employee of the Year your inspirational effort supports the public safety commitment of dedicated services to our community. Public Safety employees are a vital component to the services to residents and business owners. We honor you and the police department's professional staff for dedication as public servants. Thank you for your service and proudly representing our community. I always see you all over the place, and so I really appreciate all the work you do. And you have such a way of connecting with the animals because I see how you take them on walks and they're all different kinds and you just never know what you get. You've always been kind and gentle with them and we really appreciate that. Thank you so much.

UnidentifiedUnidentified speaker 3Proposed22:54

And once in a while we get some complaints in our city about stray animals and that sort of thing. And I think a lot of times they're uninformed, and this is a relatively new position that we've taken on because of city circumstances. And I always tell the people that are asking about it that the intent is to take great care of the strays and the animals that are in our care, and that our officer has a heart this big and not to worry they're in good care.

UnidentifiedUnidentified speaker 1Proposed23:26

I just want to say congratulations, and I know I've said it before but I had a need to call for your services one time and I'll just repeat it. I think it was within maybe 10-15 minutes that I submitted the request and you took care of it so I just want to commend you again for all that you do and for taking care of all the animals that you bring in and for your hard work.

UnidentifiedUnidentified speaker 8Proposed23:52

Just to echo what my colleagues have said, we're really grateful for all of your hard work. And what I will add is that it was a very hot summer and you were out there doing some very hard work in that heat with a smile on your face still. So we're very grateful for your service to our community and look forward to having continuing to serve our residents as they have needs and make sure that our stray animals are taken well care of. Thank you.

UnidentifiedUnidentified speaker 1Proposed24:23

Well, Javier on behalf of my family thank you. You came by several weeks ago to pick up a deceased peacock and we have a lot of them roaming around they're very beautiful unfortunately you came got this one and took care of it but I'll tell ya for animal lovers there's nothing like the loss of a pet and I hear your very successful in reuniting many lost pets with their families so thank you for everything that you do Let's give them a round of applause.

UnidentifiedUnidentified speaker 8Proposed25:08

We're not going to fit around this table.

UnidentifiedUnidentified speaker 1Proposed25:54

We also have another certificate of recognition, but I think it would be appropriate. Chief, do you have Yvette's bio for her?

CommentJavier ManzanaresProposed · by introduction26:02

Yes Mayor, thank you. Just as Javier has accomplished a lot in a relatively short period of time I'm going to provide you with another recipient tonight who's done the same. Very proud of Detective Yvette Solis for being nominated and being the recipient of Santa Paula Police Department and Santa Paula Optimist Club Officer of the Year. Detective Solis could not be here tonight, and she sends you her regards. Detective Yvette Solis was born and raised in Santa Paula. She was hired in February of 2020 after graduating from the Rio Hondo Police Academy. She graduated from Santa Paula High School and earned her bachelor's degree in liberal studies from California State University Channel Islands. Detective Solis was recently the recipient, a little bit back for Outstanding Community Achievement with the Santa Paula Poder Populares Mujer con Traectoria Award meaning Women with Progression and Upward Career Trajectory.

Yvette spends a lot of time with her family and is a proud parent of her eight-year-old daughter, Arlo. In July of 2023 she was selected to detectives due to her work ethic and solid investigative skills. She has received numerous commendations including one for her persistence to investigate an extortion case where a suspect was demanding $200,000 from a family member As a lead investigator, she arrested the suspect when he showed up at a location to pick up the extortion money which of course there wasn't any. She provided care and compassion to the victim throughout that case.

In April of 2024, she received more accolades. She was nominated and was a recipient of the 2024 Knights of Columbus Officer of the Year for outstanding duties. Yvette was promoted to senior officer in August of 2024. She has continued to develop her advanced skill sets especially as the lead sexual assault detective currently. Detective Solis has completed work And on several complex and extensive investigations that have resulted in arrests and successful prosecutions by the district attorney's office.

Yvette has received numerous commendations for her outstanding work. Yvette is a first generation family member in the law enforcement career. She's also the first in her family to obtain a college degree, and the accolades keep coming. More recently I want to share with you that every two years we do the Medal of Valor awards for the county and on those occasions every police department nominates a person for investigator of the year. So this year is the 44th annual Medal of Valor Awards on October 26. That'll be at the Ronald Reagan Presidential Library and I'm proud to announce that Detective Solis has been nominated as Santa Paula PD's Investigator of the Year, so she keeps on getting the accolades and I'd like to share with you the reasons why she has been nominated Yvette has been assigned as the lead investigator for sexual assaults, a role that demands both rigorous investigative skill and profound sensitivity toward victims who experience some of the most traumatic circumstances imaginable.

Over the course of her assignment she has handled 19 sexual assault cases successfully solving and closing 12 of them several of which resulted in criminal convictions These outcomes reflect not only her investigative competence, but her unwavering commitment to securing justice for victims and holding offenders accountable. Detective Solis consistently produces thorough well documented reports and demonstrates remarkable persistence in following open investigations through to all resolution.

She does not allow cases to go cold or stall. Instead, she pursues every viable lead with diligence until a case reaches its proper conclusion. The tenacity has been instrumental in the successful closure and prosecution of numerous difficult cases. Equally important is the rapport Detective Solis builds and maintains with victims of sexual assault. She approaches each survivor with patience, empathy and professionalism creating an environment of trust that allows victims to come forward and participate fully in investigative processes.

This ability to connect with victims While never losing sight of investigative rigor sets her apart as an exceptional investigator. Detective Solis is also a consistent team player within the department, she regularly assists fellow detectives with other major assault and property crime investigations She does not hesitate to cover patrol shifts when the department has needs, demonstrating a selflessness and dedication to the broader mission of the department that extends well beyond her own caseload. And I will share with you as being a sexual assault investigator myself That the demands of that position are immense, they require special character traits to deal and help and assist victims. Not only for the victims of the crimes that are being investigated but all the advocacy that falls with it.

So I commend and congratulate and present the Officer of the Year Award from the Santa Paula Optimist Club to Detective Yvette Solis.

Thank you, Chief. And we realize that both she and Javier were recognized by your officers in this room a few days ago so It's unfortunate she didn't join us. Thank you for reading her bio, but I would like to read the Certificate of Recognition. In recognition of exemplary achievement in being selected as a Santa Paula Police Department Officer of the Year, your inspirational efforts supports the public safety commitment of dedicated services to our community. Our police officers are a vital component to the services to residents and business owners We honor you and the police department's sworn officers for dedication as public servants. Thank you for your service in proudly representing our community. I'm Carlos Suarez, Mayor of the City of Santa Paula and on behalf of the city council and the community of the City of Santa Paula praise and recognize Yvette Solis, Santa Paula Police Department Detective and Officer of the Year dated this Wednesday September 16th 2026 so thank you very much.

I know the recipient isn't here but she could watch it later any comments from Council?

UnidentifiedUnidentified speaker 7Proposed32:35

I wish she was here, but when I see her, I'll make sure to tell her. I just want to say that it's no secret that I support the police department, but right now talking about Detective Solis, she's great at what she does. She's amazing and she has all of the qualities needed to do the job that she is now doing and taking that on is not an easy task. And so I'm just grateful for her being assigned to that.

You couldn't have picked a better person to show up for the people that need that kind of support, so thank you Chief and thank you to Detective Solis for everything she does every day and she really goes above and beyond in taking calls or in anything that are needed for people involved in the work that she does and so I just want to commend her for her work She's a great human, but also a very great detective and I'm really happy that she's here in Santa Paula. Thank you.

UnidentifiedUnidentified speaker 8Proposed33:37

Yeah, I remember the thing that comes to mind for me is that I wasn't surprised when we initially found out not only now that she's receiving an award but that she was going to be chosen to be one of our detectives because I can remember an instance where there was a property crime that had occurred. A low stakes thing you know people don't figure those level gets ever get solved And her observational skills led to the items being returned before the end of the week because she remembered things from the report that then later she went, oh wait I recognize that. So I'm not surprised, I was not surprised at all that she always already demonstrating those investigative skills before she was ever an investigator and so And so we're very grateful to have her as part of our department.

Be it further proclaimed that the city of Santa Paula joins the communities across the nation in affirming that seeking help is a sign of strength. And that through awareness, education, compassion and collective action we can help save lives and support those who may be struggling. Presented the 16th day of September 2026, Carlos Juarez, Mayor of the City of Santa Paula.

So Maya please.

UnidentifiedUnidentified speaker 9Proposed39:28

Thank you. Good evening Mayor Juarez, Council Members and community watching. Thank you for recognizing Suicide Prevention Month and presenting this proclamation. I'm hoping that it's not just a piece of paper but it's a call to action. I want to share some statistics and this is the latest but we do know that these numbers are growing We do know that 988 calls are increasing, but in 2024 14.3 million individuals reported having thoughts of suicide 4.6 million made plans 2.2 million individuals actually attempted suicide And unfortunately, 48,824 died by suicide. Behind every number is a person, a family, a community. This is why suicide prevention trainings matter.

And with permission, I wanna share a success story. But after taking one of our trainings, a participant was contacted by somebody who is having thoughts of suicide and was actively looking for the means to accomplish that. And because of this training they know how to listen, how to respond and how to connect them. That person with thoughts responded, I think maybe some time after saying you are a person whom I didn't even know who helped me through a troubling time in my life.

I no longer have thoughts of suicide but I have decided to get help with my destructive behaviors. Thank you for what you did for me and for talking to me that night. Before that training, they may not have known how to respond or how to help. Training gave them the tools to help save lives. We have recently, through Oxnard Unified School District, have trained over 400 students and we still have some trainings to go.

But our goal is to train the county of Ventura so my call-to-action is for the city of Ventura, I mean Santa Paula, for the organizations within Santa Paula, our service organizations, our churches, our groups of families that want to get together Our explorers, our law enforcement. This training is at no cost. It's funded by Ventura County Behavioral Health MSHA funds through June of 2027 so we hope that more people will take these trainings.

These suicide prevention training courses are really important and they're making an impact I will leave flyers in the back if permitted, so people know how to get a hold of us. But I also want to accept this proclamation on behalf of my co-trainers Adriana Almazan and Gabe Turin who have been working with us to train. But let's make sure that when someone reaches out for help, there is someone in Santa Paula who knows how to help them. So thank you for this proclamation and let's turn recognition into action and work together to save lives in our community. Thank you.

UnidentifiedUnidentified speaker 1Proposed42:47

Thank You Maya. Any comments from Council?

UnidentifiedUnidentified speaker 4Proposed42:51

Can we make sure that the information gets distributed through our channels? Yeah. That the entire committee can embrace it? That flyer, we

UnidentifiedUnidentified speaker 1Proposed42:58

could post it on

UnidentifiedUnidentified speaker 4Proposed42:59

our website?

UnidentifiedUnidentified speaker 7Proposed42:59

Yeah. I have it.

UnidentifiedUnidentified speaker 1Proposed43:00

Okay.

UnidentifiedUnidentified speaker 4Proposed43:01

Thank you.

UnidentifiedUnidentified speaker 7Proposed43:03

Are your trainings offered in just only English

UnidentifiedUnidentified speaker 9Proposed43:06

or Spanish? No, we offer them in Spanish as well and there's various types of trainings. There's various levels and various time frames as well.

UnidentifiedUnidentified speaker 1Proposed43:14

Thank you for your presentation and that important information that you gave us. You had two supporters. Did they want to say anything?

0:43 – 1:0028 turns

UnidentifiedUnidentified speaker 9Proposed43:22

This is my brother and my sister-in-law who are business owners here in Santa Paula.

UnidentifiedUnidentified speaker 1Proposed43:26

Welcome, we'd like to come down and present this to you.

UnidentifiedUnidentified speaker 9Proposed43:28

Thank you.

UnidentifiedUnidentified speaker 8Proposed43:29

I don't know if we were all done giving comments. Oh go ahead, sorry. Just real quick. Were you done Council Member Bernal?

UnidentifiedUnidentified speaker 7Proposed43:35

No, I was just gonna mention I know Adriana and I've worked with her in the past. I went to school with her and she's great at what she does so thank you for presenting today and I hope that people in our community take advantage of the free trainings.

UnidentifiedUnidentified speaker 8Proposed43:50

Thank you for the work that you do and for helping to raise awareness of this. I know, oh, I'm trying to think how to word this. There's a lot of people if not everyone in this room who either their family or someone that they know very close has been impacted either by someone who had thoughts or who actually went through with those thoughts and it can be a really difficult time For families and friends who are supporting those individuals, and even worse when lives are lost. And so we really appreciate all of the hard work in supporting people to be able to be there and support folks that we can save lives. So thank you for all that work.

UnidentifiedUnidentified speaker 3Proposed44:41

Thanks, Maya. Are you still having the walks?

UnidentifiedUnidentified speaker 9Proposed44:45

Well we did that walk here in Santa Paula during COVID times because we couldn't all get together as one walk but now that we can we do them We're now supporting, I don't know if NAMI's having them but we're supporting the suicide prevention walk that's coming in October. And forgive me, I don't know the date.

UnidentifiedUnidentified speaker 3Proposed45:02

I still have my T-shirt.

UnidentifiedUnidentified speaker 9Proposed45:05

I have more if anybody

UnidentifiedUnidentified speaker 3Proposed45:06

wants

UnidentifiedUnidentified speaker 9Proposed45:06

them.

UnidentifiedUnidentified speaker 3Proposed45:07

It's one way to get out the word and over the years have actually lost a couple of friends over the many years who...we don't understand the desperation The training that we can get to reach them and get them on a path to finding their way is so important. And so I just really appreciate all the work that's being done by you and, and the county's behavioral

UnidentifiedUnidentified speaker 9Proposed45:33

health.

UnidentifiedUnidentified speaker 3Proposed45:34

Thank you for the city for

UnidentifiedUnidentified speaker 9Proposed45:35

supporting past events. Thank you so much.

UnidentifiedUnidentified speaker 1Proposed45:41

Thank you. And I lost a friend this year and sometimes the signs are obvious and sometimes you don't see him. So training is good. We'd like to come down and present this to you.

UnidentifiedUnidentified speaker 2Proposed46:20

you.

UnidentifiedUnidentified speaker 1Proposed47:08

I think we'd like to move on to council agenda item number seven, which is city council reports. I'd like to start with Council Member Chavez.

UnidentifiedUnidentified speaker 4Proposed47:17

Thank you. I'm going to give a verbal tonight. First and foremost it was great seeing so many of our community members out at the Labor Day Parade. It's always exciting. We're the only city in the entire county who celebrates Labor Day and we have such an amazing community of hardworking people that come out that day, children and families, and everyone gets to be part of what makes Santa Paula great.

And after that I know many of us, several of us attended the grand reopening of Nanny and Dita's Toy Shop which is exciting because I love toys and it's double the space. There's just so much more for us to be able to have on our Main Street corridor. Also thanks to Mr. Singer and the city for promoting the Air Pollution Control Board's initiative regarding the vehicles, the 2003 models or before where you can get a rebate from the board.

Councilmember, Vice Mayor, excuse me, Jenny Crosswhite and I attended the Isabella project update. It was great also to have Mr. Mason, Director Mason there present. It was kind of like an opportunity to re-engage and re-energize ourselves because it's a very important initiative that impacts our community. And so I think it's important for us as we move forward, and we'll probably have conversations at some point of appointing somebody to be an active representative so that we don't know who's going to show up and who doesn't but I think that could be... We definitely need to have ongoing representation I did recently attend the Mexican Independence Day Parade where I served as a parade judge, very exciting opportunity to do that. I was one of two people selected and it was great to watch all the wonderful floats and people that were celebrating their heritage.

And then today's Mexican Independence Day so happy Mexican Independence Day to all of those with roots that celebrate and embrace their cultural heritage and traditions and I'll leave my report at that. Thank you, Council Member Chavez. Council Member O'Connell?

UnidentifiedUnidentified speaker 3Proposed49:32

Thank you, Mayor. Since our last meeting I did attend on the 3rd of September the VRSD, Ventura Regional Sanitation District meeting and the Senior Advisory Committee meeting. I missed the parade intending to go. I injured my foot and couldn't even get out the door of my house so I regretted missing that because it looked grand. And I have in the past loved participating in the parade.

I attended the PBIT board meeting on the 9th. On the 10th, did attend the Optimist first annual award ceremony that we've re-celebrated this evening with council and also then went to the VCOG meeting Been to our Council of Government where Commander Tennyson presented on e-bikes. And they have an excellent presentation on e-bikes with the interest of better education on the different types of bikes, which ones are causing the problems. It's class two apparently that are the ones that are creating most problems and some solutions and discussions on how to enforce. So it is a PowerPoint that I can have Him stand and distribute, ask that it be distributed amongst the council or have them come and present if you'd like sometime.

UnidentifiedUnidentified speaker 1Proposed50:58

I see the chief nodding his head

UnidentifiedUnidentified speaker 3Proposed50:59

so...

UnidentifiedUnidentified speaker 1Proposed51:02

Thank you. Council Member Nellis?

UnidentifiedUnidentified speaker 7Proposed51:05

I do not have anything to report.

UnidentifiedUnidentified speaker 1Proposed51:07

Very good. Vice Mayor Crosway?

UnidentifiedUnidentified speaker 8Proposed51:09

All right So there were a bunch of events some Some of which have already been mentioned The last cruise night is October 2nd. It's whichever the first Friday of the month, which is October 2nd So if you haven't been one out to one yet this year, that's a great opportunity. I attended along with a couple of my colleagues the Panda Cares grand opening at the Boys and Girls Club so the Panda Cares Foundation Gave a award of $45,000 to the Boys and Girls Club to renovate one of the spaces there. And it looks fantastic on the kids were all really excited and there was a little slide show with before and after pictures and the room looks really good now so they'll be lots of good uses for that space.

See some of that was already mentioned. So a couple of things that I do want to highlight from the meetings that I attended for the Southern California Association of Governments, as you'll remember we had two of our interns that attended last year's future leaders cohort their opening and it was the first one ever They're opening cohort two for applications. So if you know young adults who are interested, it's a six-month civic leadership program that helps emerging professionals build knowledge skills And connections to engage in regional planning, civic decision making, that kind of thing. So if you know anyone who's interested in civic leadership, regional planning, public policy or community engagement they're welcome to apply. There are two online workshops.

You can find more information on the Southern California Association of Governments website but those informational workshops are October 6th and 8th And then applications are due by 5pm October 27th and then participants who complete the program receive a $500 stipend for their participation. Let's see, at the Regional Council meeting for the Southern California Association of Governments we had an update On lessons learned from the World Cup as they prepare for LA-28.

So there's lots of lessons that they've learned, still lots of planning work to do to be ready for that because as we all know, the Olympics are a lot bigger, a lot more events over a lot more time but they did learn a lot and are actively preparing for that We also had an economic roundtable, and they were talking about how even though the economy is expanding in both California and the United States, job growth is not expanding at the same rate as the economy. And they said it's still too early. They were asked, well, is that because of AI? And they said, well, we don't know yet.

But we do know that the economy is expanding faster than the actual pool of jobs for people to do. And then at our environment and energy and the Environment Committee note, And then we had executive. I have that committee, but I don't have anything to report on that one at our executive committee meeting for Skagg. We had an interesting presentation on the city of uplands revitalization efforts and some of what they did to help attract businesses.

Local Area Formation Committee meeting this morning. And while there's not much to share, I will say that we had a lively informational item about Cayegas' Salt management pipeline so there'll be more to come regarding that in the future. For the Clean Power Alliance, Time of use smart pilot. So people who are on, mostly would be people who have an electric vehicle who use that particular energy product. There were 4,000 people in the customer service area that received a notice that they were being chosen for a pilot program where they will get almost free electricity during the day And it's to see if they can help shift the load to when the energy is more prevalent, prevalently available.

There are protections in place for those that participate and they just want to see like to what extent can you help incentivize shifting that load to the daytime? So of the 4,000 plus customers that were opted in so far only 14 have decided not to participate in the program for the potential to see Much cheaper electricity during the day. And that program will officially, for those who were notified, that program officially starts in October so it's coming right up.

At our Heritage Valley Policy Advisory Committee, we had an in-depth discussion about the future service planning. We received a grant, BCTC did, the Transportation Commission to look at doing a pilot where we would expand service during the day on the fixed route I'm to try to get more people to use it. And so in the spring, we will be doing community education sessions and really wanting to get the public to put give input on those routes before they can go into effect. So if you know folks or groups that would be interested in participating in that especially people who use or might use public transit, please let me know so that we can make sure that when those workshops are scheduled, we can get folks to go out and participate In conversations around designing those routes so that they're most effective to try to get people to utilize them.

And then at our Ventura County Transportation Commission meeting, we were informed that it is rail safety month. So they're doing a campaign if you go to the pacificsurfliner.com website there Our 13 days left to take the rail safety pledge and to learn more about rail safety. And one individual, I don't know if there's more than one but at least one individual will receive a $100 gift card to take the train.

So I'd encourage you to go on, learn more about real safety and enroll in the drawing to win a hundred dollar Amtrak gift card. And then we also had a presentation at the Ventura County Transportation Commission about the U.S. 101 improvement project and the most disheartening thing is it's a minimum of a 1.8 to 2.2 billion dollar project to improve that roadway, and by 2031 when the project is slated to begin they estimate they'll have about 218 million dollars At that rate, it will take well over 20 years to complete construction.

Right now they figure by 2031 they'll have enough money to do one HOV lane going from Camarillo to Ventura in one direction. So they have applied for grant funding so far they have not received any of that grant funding they've applied for and so it is clear that more funding will be needed or this will be a 20 plus year They're going to be doing a We're going to have a virtual environmental impact report along the 101 corridor, but there will be one because some of us said well what about those cities that take the 101 but don't live along it and there will be one virtual workshop on Saturday November 14th at 1030 AM.

You can find out more about Just for things that the city should help advertise probably at some point is the Clean Power Alliance. We approved a couple of programs that will help We want to make sure that. Multifamily properties be able to add cooling and the charging to their properties. So I don't think they're quite launched yet because they were literally just approved a week ago, but it will be something that once those programs are up and running, we'll want Especially because it's been really hot that there's options for getting some cooling and so that is my report. Thank you

Thank You vice mayor Going back to a cruise night, which was on the fourth the band plane was 805 rockin oldies man was at a hot few weeks So again kudos to the bands that went out there and braved it and also mr. Director Barnes Thank you for opening up The community center as a cooling center during those times when we experienced some tremendous heat and humidity. So thank you for that Again going back to the Labor Day Parade, I don't know if anybody knows but the City of Santa Paula was named as a Grand Marshal. We had the highest contingency of participation I think we've seen in awhile and everything from our fleet to bands to our committee and committee commissioners marching out front so again thank you for everybody that helped participate and celebrate all our employees for what they do.

I also attended Nanny Anita's reopening of her toy store. Councilman Chavez and I attended the Homeless in Housing meeting, and there is some upcoming information as changes are being made to the spirit that will be forthcoming. Also attended the Panic Cares at the Boys & Girls Club of Santa Clara Valley, as well as the presentation of the awards by the police department here in this room. For everybody's information, yes, the next cruise now will be October 2nd, the last one of the season. The band will be The Beach Notes, and that'll be the last one for the season. That is my report. Thank you. Next we go on to

UnidentifiedUnidentified speaker 4Proposed1:02:06

the administration. Mr. Mayor, I'm sorry. I forgot two things that are really really important. Can I have a moment real quick? So this Saturday is Santa Paula Beautiful so we encourage you to visit us online and sign up starting I believe at 9am and any other thing we need to mention about? Can they just show up if they wanted to without signing

UnidentifiedUnidentified speaker 6Proposed1:02:29

up?

UnidentifiedUnidentified speaker 4Proposed1:02:31

And the project that we're doing this time Wonderful. And then the second part, I just wanted to make sure that the residents were aware that we've had a changing of the guard in terms of our city attorney and so there's been things that have been left outstanding in terms of getting an answer to the moratorium question regarding the mobile home park ordinance. So we should be getting some response on that probably by next week and we apologize for delaying that.

UnidentifiedUnidentified speaker 1Proposed1:03:01

Thank you, Council Member Chavez. All right we now move on to City Managers, number eight, City Managers Reports.

UnidentifiedUnidentified speaker 10Proposed1:03:07

Thank You Mr. Mayor and members of the council I have much less to say now thanks to some of the recognition especially that Council Member Chavez just gave but we do have two new faces here and so I should point out that as you all know our city attorney Monica Castillo has left But Henry Castillo, no relationship, is filling in. Henry's our Assistant City Attorney. He serves on our Planning Commission and works closely with our Community and Economic Development Department but also does various other things for the city so we're pleased to have him here. The Council selected Kellen Martz to serve but he's on vacation this week so he apologized for not being able to be here and be introduced But we're also joined by a new part-time employee and I'll let the city clerk introduce her.

UnidentifiedCity ClerkProposed · by role1:04:02

Yes, if I could announce we have Tracy Grove here she just started in the City Clerk's office last week as a part time employee and you can see she's hard at work learning how to sit here in my place when I'm not here and she's been doing a wonderful job and when you see her around please give her welcome.

UnidentifiedUnidentified speaker 1Proposed1:04:24

Did she need more than three minutes for her

UnidentifiedUnidentified speaker 10Proposed1:04:25

speech? Welcome, Tracy. I've picked a bad time to go on vacation because I left the day after the last council meeting and so I missed the ribbon cutting, I missed cruise night, I missed the parade. Thank you for recognizing that the city's labor force was actually selected as the grand marshal and it was an honor to have the community recognizing the work that the men and women of this organization do for the community day in and day out.

So I was really bummed that it's the only Labor Day parade I've missed in seven years. But, I did have a nice time away and did get back in time for the ribbon cutting over at the Boys & Girls Club so that was nice. There as Councilmember Chavez noted there's a lot going on this weekend as well including our volunteer day on Saturday so we encourage people to please come out for that.

And in response to some of the public comments that were made tonight just want to give a quick update We don't yet have a date for the discussion about the RV ordinance, however what we have determined is that it's clear that there's going to be a lot of participation and a lot of ideas shared. And so we'll need a special council meeting date for that. So we'll plan it as a workshop.

On a weeknight to you know TBD we've earmarked it for this fall. We have of course had a bit of a setback with Monica's departure and just getting Callen and the team up to speed on the various set of. Obligations that we have for residents that are interested. You heard tonight people saying how will we know? I would just encourage the best thing to do is to sign up for our alerts you can specifically on our website www.spcity.org, you can go there and sign up to receive email alerts for things like public hearings or workshops or council meetings Council agendas As well as our monthly newsletter and we will be sure to propagate that.

And then finally I do just want to point out, we are not actively doing enforcement. We are still notifying people they're in violation potentially of the ordinance that we have so I did want to point that out there's no active citations being given.

UnidentifiedUnidentified speaker 1Proposed1:07:10

Council Member Cornell you had something to say?

UnidentifiedUnidentified speaker 3Proposed1:07:14

Just backtracking a little bit also just like to welcome Tracy Grove because I've known her for probably 20 years and didn't know until she was hired that she had been hired. And I'm just thrilled because I truly believe it would be a great asset to our city, to our staff and I hope you enjoy us as much as we all love being here and serving. And then I have a question for you.

So regarding the mobile the motor home issue does that mean that we would not need to request a special moratorium or do we have kind of a de facto moratorium at this point or just no enforcement I just want to know if it's necessary. Yeah, so the public knows to either ask for or not expect that

not transcribed≈10s of audible speech the AI couldn’t make out▸ listen
UnidentifiedUnidentified speaker 10Proposed1:08:06

It's a very fair question and obviously we're not agendized really get started tonight

UnidentifiedUnidentified speaker 3Proposed1:08:11

Just wanted

UnidentifiedUnidentified speaker 10Proposed1:08:11

to

UnidentifiedUnidentified speaker 3Proposed1:08:11

know if it should be agenda ice That's really my question

UnidentifiedUnidentified speaker 10Proposed1:08:13

right now And and the council certainly is at liberty to consider that not tonight of course right? I would point out however There isn't really anything urgent about this the city has a lot of priorities right now that have Health and safety issues that council members have directed to be done and asked for like your mobile home park. Smoking ordinance which badly needs to be updated etc.

So I think the pressure is understandable because of the notifications that have gone out and maybe without the knowledge that there's, or with the knowledge that we're not actively writing tickets. People give us a little more grace in the timing but I think it's still realistic that we get a workshop on this topic done before the holidays so that's our intention.

UnidentifiedUnidentified speaker 3Proposed1:09:09

Appreciate that. I

UnidentifiedUnidentified speaker 1Proposed1:09:10

don't want to stray too far attorney if I go too far, but just be cautious about a moratorium because we don't know what exactly is in the ordinance and by putting a moratorium might deter some things that may need to be addressed so I just bring that up Okay, we move on from City Manager's report to

UnidentifiedUnidentified speaker 8Proposed1:09:29

Mayor.

UnidentifiedUnidentified speaker 1Proposed1:09:29

I'm sorry

UnidentifiedUnidentified speaker 8Proposed1:09:31

Are we able to announce the grant that we received for the park? No not yet. Okay never mind

1:09 – 1:1411 turns

UnidentifiedUnidentified speaker 1Proposed1:09:39

Sorry. All right, now we move on to the consent calendar so for those that don't know how this works background information has been provided to the City Council on all matters listed under the consent calendar and these items are considered to be routine by the City Council and are normally approved by one motion if discussion is requested by a council member on any item or member of the public wishes to comment on an item that item may be removed from the consent calendar for separate action. Madam Clerk do we have any public comment on the consent calendar?

Second. All right it's been moved by Vice Mayor Crosswhite for the approval of the consent calendar and seconded by Council Member Chavez. Any further discussion? Hearing none, all in favor say yay. Aye. Anyone opposed say nay? Sorry. All right hearing none it passes thank you so much we now move on to item number 10 action item 10a resolution number 7630 authorizing acceptance of track 6001 public sewer improvements and this will be presented by Oh, sorry. I got to jump up here. Thank you very much.
UnidentifiedUnidentified speaker 11Proposed1:11:16

Good evening, Mr. Mayor and council members pleasure to be here again And I'll try and keep this as brief as possible we are bringing this resolution to the council to authorize the acceptance of track 6001 of public sewer improvements that track 6001 is in the Foothill, that is the Foothill subdivision of the harvest at Limoneira. And all the work on that tract has been completed and it's been inspected numerous times by staff, by our engineering team And by VRSD, that's Ventura Regional Sanitation District personnel who we contract with to maintain our sewer system and our sewer treatment plant.

And all have concluded that the work is satisfactory. It meets the international building code and has been completed according to the plans, and is in good shape. Ultimately everything was TVed by VRSD. They looked at all the lines, ran TV cameras down the lines, and everything looks good and in order. We say that it is mostly complete only because Not all the homes are complete and so not every home has been hooked up to the system at this point. But the backbone infrastructure, the laterals have all been stubbed into the lots and we're ready to go with this. So at this point actually back in July we reduced the amount that was being held by the city as a bond Actually not by the city, but we had a bond for the completion of the work. We reduced that bond amount by $2,202,036.

And so now, upon at this point we still have some bond money remaining. It will remain as a warranty bond for the next year upon acceptance of the work that has been done tonight and so that will be $423,000 My glasses are not very good. $876 that will remain in bond for the next year, and with that I will answer any questions you might have.

UnidentifiedUnidentified speaker 1Proposed1:14:07

Thank You Mr. Goodman. Any questions from Mr. Goodman? Also we have... do we still have Amy Weaver with M6 available if we have further questions?

UnidentifiedCity ClerkProposed · by role1:14:14

No, I've not seen her online. She had planned on being on Zoom but I have not seen her there. Okay

UnidentifiedUnidentified speaker 1Proposed1:14:19

well hopefully if we have any questions Mr. Goodman can answer. Any questions from council? Vice Mayor?

UnidentifiedUnidentified speaker 8Proposed1:14:25

So my question and I'd ask the city attorney, I don't know if someone's, or city attorney, city manager Thank you. I'm going to give you a different shot, different job title. Sometimes in the past it's specifically said in the document when we were accepting

not transcribed≈10s of audible speech the AI couldn’t make out▸ listen

1:14 – 1:2119 turns

UnidentifiedUnidentified speaker 11Proposed1:14:46

So it refers to it. It doesn't say that it's a one-year warranty, but that's what the $423,000 and change is. That is the warranty bond. So the rest of the bond was already released back in July when we held onto the $423,000 as a warranty bond. And at time, the clock starts on that once we've accepted the work as complete, which is what the resolution is about.

UnidentifiedUnidentified speaker 8Proposed1:15:16

So the resolution doesn't need to say that it specifically call out that that's a warranty bond. It just says that we aren't releasing all of the bond.

UnidentifiedUnidentified speaker 11Proposed1:15:27

If you'd like us to come back, to change it and come back, we can do that but I don't believe it has to now. But I'm not an attorney.

UnidentifiedUnidentified speaker 10Proposed1:15:36

Well, and I should point out the cost of maintaining that bond is not inexpensive. So the developer has an incentive as soon as a day past a year passes they're going to want to ask us to release the rest of the bond. We won't do that before one year has concluded. That's correct.

All right. I guess that's fine. I would prefer if in the future we could just make sure, because I know in the past when we've done these for the streets or some of the other sewer related pieces it specifically said in the resolution, it laid out the fact that it was a warranty bond and It just wasn't, it didn't seem like it was clearly here. So just for future, I don't know if our Assistant City Attorney

UnidentifiedUnidentified speaker 6Proposed1:16:35

has that. Yeah, I could chime in. So you can still adopt it tonight and just recommend staff at that language onto the resolution? I don t see a problem with... You wouldn't have to continue it or anything. Just when you make the recommendation recommended with council direction

UnidentifiedUnidentified speaker 8Proposed1:16:55

I mean, I would feel more comfortable if it just spelled it out even though you know there's sort of a we all understand that's what it's for and we won't release it until then. I think it just would be cleaner if that was included in the resolution that the warranty bond... That is what that is. We're holding it as a warranty bond to guarantee the work.

UnidentifiedUnidentified speaker 11Proposed1:17:18

Okay. Be glad to do

UnidentifiedUnidentified speaker 1Proposed1:17:19

that. Any other questions? All right. Seeing none, I'll entertain a motion.

UnidentifiedUnidentified speaker 4Proposed1:17:27

Mr. Mayor, I'm going to recuse myself from the item since I'm a property owner of Harvest and probably within 500 feet.

UnidentifiedUnidentified speaker 1Proposed1:17:34

Very good. Okay, I would still entertain a motion. All

UnidentifiedUnidentified speaker 8Proposed1:17:37

right so I would move that we adopt resolution number 7630 authorizing acceptance of tract 6001 public sewer improvements and just adding the clarification to that resolution of acceptance that that bond amount is the warranty bond to guarantee that work.

UnidentifiedUnidentified speaker 1Proposed1:17:56

Very good. Is there a second?

UnidentifiedUnidentified speaker 7Proposed1:18:01

I'll second.

All right, thank you. So it's been moved by Vice Mayor Crosswhite and seconded by Council Member Nellis with the extra language or amended language. Any discussion? All right hearing none all in favor?

Aye.

UnidentifiedUnidentified speaker 1Proposed1:18:16

Anyone opposed? All right thank you and thank you very much for your abstention Mr. Council Member Chavez. Okay we're going to move on now to... Thank You Mr. Goodman We're gonna

move on to item number 10B CalCity's 2026 resolution packet Julie, I think you were the presenter on that one.

UnidentifiedUnidentified speaker 10Proposed1:18:34

I'm gonna actually summarize it okay and Although both the city clerk and I are here to answer any questions This comes to you as at the request of the mayor Because every year when the League of Cities hosts their Annual conference. It's also there once a year opportunity to pass any resolutions make any changes to bylaws or address any kind of hot issues it's called the General Assembly your mayor has been appointed to represent the city at that meeting which will be held next Friday and since the time that the Conference, you know was and packet was put together the city of Marietta down in Riverside County along with the support of a number of other cities has Sponsored a resolution that will be before the General Assembly So mayor Juarez will be asked to take a vote on that The material from the league is in your packet notably kind of summarized around page 165 And essentially is calling for a working group to explore the possibility of either a constitutional amendment or some type of ballot measure, or legislative action that would effectively have the state kind of backing off from some of its one size fits all land use decisions that affect local jurisdictions.

The argument that's being made is What the state should be doing to encourage housing, since we are notably in kind of a housing crisis is to help incentivize that not to mandate things because it's taking away the opportunity for local control and historical land use decisions that are a local issue. So Mayor Juarez wanted some discussion of that tonight and either support for him to vote one way or another, or just a conversation so that you can go into that meeting feeling informed.

UnidentifiedUnidentified speaker 1Proposed1:20:55

Thank you Mr. Singer. And the reason I want to bring it forward is a lot of times when a delegate goes to these and casts a vote, the item already fits within our legislative platform but this one touches upon it, but I felt better before I go down there. Because the vote that we could cast is either a yes or no or even an abstention. So I just reach out to the council and see how you feel of whether you think supporting this. And again, it's just one step to give the authorization for it to move further about forming a working group. It could go to the next level and fail. So again, this is just one step in this delegate process.

UnidentifiedUnidentified speaker 4Proposed1:21:39

I don't think there's any harm exploring it

UnidentifiedUnidentified speaker 8Proposed1:21:46

Good. Yeah, I mean, I think unless for some reason you get down there and the There's some arguments made strongly that this is not a good idea that we don't foresee. There's not a whole lot of information that they gave They're clear that there's no specific policy mechanism that's being proposed that it's just a working group. And so on the surface it seems There shouldn't be harm in having a working group.

It would really depend on what they come out with, on whether or not it was something that we ended up being supportive of or not. But I'm okay having there be some flexibility if we think it looks like there wouldn't be any harm in creating working group and if for some reason either A, it may not come to the General Assembly because there's still internal processes it has to go to before it even comes to the floor or if it were to be That flexibility for some reason there were changes made on the floor because I've seen that happen or you know, so if you have some flexibility to respond if something changes in the moment, but

UnidentifiedUnidentified speaker 3Proposed1:22:51

Thanks, Mayor. Yeah I think a discussion is always warranted that's a huge issue for all of our cities one way or the other we have a lot of mandates a good number of them are unfunded that we have to deal with and then some are funded which creates that and we don't want to create too much antagonism either but i think the discussion is warranted that perhaps coming from from ground up to this state it's not a bad thing at least a way to express concerns and try and problem solve so I don't see Harmon being a part of the discussion at least and then just see where it goes. So, I would be in favor of that barring hearing something radical at conference. All

UnidentifiedUnidentified speaker 1Proposed1:23:33

right. Okay. I don t see any opposition to this. Attorney do we need to vote on this or is it just general

UnidentifiedUnidentified speaker 6Proposed1:23:40

consensus?

UnidentifiedUnidentified speaker 1Proposed1:23:42

You

UnidentifiedUnidentified speaker 6Proposed1:23:42

can do either or if there's a consensus or they could just provide you direction

UnidentifiedUnidentified speaker 1Proposed1:23:51

We need a motion then

UnidentifiedUnidentified speaker 8Proposed1:23:53

Yeah, I think I'm okay with consensus objection since we don't want to lock you in in case something changes between now and then

UnidentifiedUnidentified speaker 1Proposed1:23:59

Okay, very good. So everybody okay with moving forward? And then of course as vice mayor crosswise said if there's anything adverse that comes up we can certainly go on a different direction All right, I appreciate the input from the council. I felt better bringing it before the body instead of me going out there and making a decision solo. So we do make decisions collectively so thank you. All right, so that item is passed or not passed but basically consensus to move forward. We're gonna move on now to Item 11 items for future agenda items. City Manager?

UnidentifiedUnidentified speaker 10Proposed1:24:32

Well as I noted in my comments, we'll probably be needing to solicit from you dates for special meeting not necessarily on a Wednesday but for sometime later in October or early November. Otherwise you have your two regular meetings in October. We have a fifth Wednesday this month so next week is kind of an in-between week which is helpful since I know four of you will be at the league conference As will the deputy city manager and myself.

UnidentifiedUnidentified speaker 3Proposed1:25:08

Thanks. A city manager and I discussed yesterday about the possibility of doing a study session in the future to discuss the future of the triangle property on Harvard, and so I don't know if that needs to be formally requested by two or because already City Manager feels that's probably a wise thing to do that I would just like to see it placed on there because you have the authority to do so

UnidentifiedUnidentified speaker 10Proposed1:25:35

Well and it is on the forecast, so it's not something that you're really adding. You're just emphasizing

UnidentifiedUnidentified speaker 3Proposed1:25:43

having that... Okay but I just wanted to bring it up to make sure it's on our radar for sure. So okay thank you.

UnidentifiedUnidentified speaker 1Proposed1:25:48

All right anything else? Seeing none we thank everybody in the audience and out there in TV land for joining us. We're going to adjourn this meeting of the Santa Paula City Council at 7 57
