Will Sonia Akintende, chapter president of the Xi Kappa Omega Chapter of Alpha Kappa Alpha Sorority Incorporated please join me to receive the proclamation Proclamation of the City Council of the City of Moorpark proclaims February 2026 as Black History Month. Whereas Black History Month provides an opportunity to honor the achievement and contributions of African-Americans whose labor, leadership, and creativity has shaped the history and future of the United States. And whereas the observance of black history traces its roots to 1926 when historian Dr. Carter G Woodson established Negro History Week to show the preservation and teaching of black history at a time when it was largely excluded from public education in historical narratives.

Whereas the 2026 theme, A Century of Black History Commemoration marks 100 years of intentional efforts to recognize and reflect not only on what has been accomplished but also on why this work continues to matter. And whereas understanding black history is essential to understanding American history as a whole And acknowledging both the triumphs and struggles of the past helps foster a more inclusive and informed society. Whereas Black History Month serves not only as a time of reflection celebration, but also a call to continue the work of equity opportunity and respect for all people whereas Kappa Alpha Alpha Kappa Alpha sorority incorporates mission Includes cultivating and encouraging high scholastic and ethical standards to promote unity and friendship among college women.

To study and help alleviate problems concerning girls and women in order to improve their social stature, and to maintain a progressive interest in college life. Thank you so much. This is really humbling and I can't thank you enough because it's Thank you, thank you. And also Gene I hope you guys know what a gem you have in him. He is amazing and definitely involved in the community so thank you so much for that but everything I was going to say you have it already. There's a lot isn't there? Thank you so much. There's so many unsung heroes, we know about Harriet Tubman, we know about Dr. Martin Luther King but there are so many that we don't get to hear about every day and I just encourage you to learn a little bit more about them.

There may be even some who have come from this community. I've been in this community now for two years and I think Svet's been in here for how long? Lots of years. Yes. I heard this was the safest community in Ventura County, and so I'm so happy to be here. Thank you for doing this and acknowledging us. I do want to invite you all to our oratorical competition we host every year. This year marks our 40th. It will be held at Thurgood Marshall Elementary School in Oxnard on February 28th.

February 28th at 1 p.m., it includes 11 and 12-year-olds, they get to choose an African American person, it could be from today or beyond, and they do research and they have to give a four minute speech. It is amazing and it's throughout the school district so if you have the time this year I think we're going to try to go live with it on YouTube But if you can be there in person, it is amazing to see these young people and what they can do. So thank you again. I appreciate this wholeheartedly. Thank you.

Hello citizens and council members of the Moorpark community we are so excited to be here my name is Kate Fong and I'm a student at Westlake High School as a sophomore.

My name is Maddie Link and I go to school here in Moorpark as a sophomore.

My name is Cadence Lee and I am a sophomore from Newberry Park high school

We all met 15 years ago in the infant room at Camp Amgen and even though we all go to different schools today, we are still remaining each other's best friends. We are so honored to have this opportunity to speak in front of all of you and share the message that Blood Cancer United is bringing to the blood cancer patients and their families. So a huge thank you to the Council of Moorpark for this opportunity.

We are co-candidates for the Student Visionaries of the Year program led by Blood Cancer United, which is formerly known as the Leukemia and Lymphoma Society. So we just wanted to spend a couple minutes sharing what we're doing and why we're here.

Blood Cancer United is the largest nonprofit dedicated to blood cancer research, patient support and advocacy. They have donated over $2 billion with 80% able to go back to the cause because instead of spending on marketing they have programs like Student Visionaries where high schoolers such as us have the opportunity to lead a team and raise funds and awareness.

Through personal experience, all three of us understand the fear associated with the word cancer. It's foundations like Blood Cancer United that give support and education to patients and families just like ours. My mom had cancer and was able to receive treatment due to foundations like BCU. Cancer is a disease that can affect everybody and anybody.

In my case, both of my aunts on my dad's side are currently battling cancer and my aunt on my mom's side has passed away from it. I want to raise funds that will lead to better treatments more hope and fewer families losing the people they love

Both of my best friends have had very close experiences with cancer and I recognize people every single day fighting this battle that no one should ever have to go through. Cancer patients lose opportunities and experiences that many people take for granted, for example like having an appetite and that's because of the cancer itself or the treatment side effects And that's why our team name Roll Over Cancer is because Maddie's mom, over there, makes bread rolls. And we found that cancer patients are able to hold those down better than they can other foods. So that's why we are Team Roll Over Cancer.

Blood Cancer United, all of the funds collected by them goes into three different mission pillars. And there's research, advocacy and patient support. Out of the three our group falls under patient support meaning we directly focus on impacting patient and family lives. This can be through medication, financial supports, travel funds or something as simple as an educational article.

Our goal for this campaign is to raise $100,000 in the next six weeks and we are reliant on our communities to get there. We are going to do this through individual donations, small businesses, foundation partnerships and corporate sponsorships. We would also accept gift card donations that can be raffled off and other than donations, we would also appreciate any feedback or mentorship you could give us.

If you want to support us by giving us a donation, you'll receive multiple benefits as well. All donations are tax-reductible and depending on the size of the donation, you can receive advertisement from our foundation and seats to our grand finale event. At this event it's a great opportunity to meet other business owners and sponsors who share the same commitment to our goal.

Hello. Hi, my name is John Gregorchuk. I'm a local real estate developer in the area and I just wanted to introduce myself to council and the city and folks around. I am very passionate about building homes. That's something that I've done on the side while I was working a regular job and it slowly snowballed into something that overtook and is now my full-time job And I really want to communicate my vision and let you all know what I'm about when it comes to building homes.

For me personally, the first home I bought was the scariest piece of property on the scariest block and everyone told me I was crazy for buying it But the reality is that home had room to grow. So it was an 800-square foot, two bedroom, one bath home. But what that allowed me to do is beg all of my friends to become my roommates and move in with me. And we all shared the load.

And they put up with me as I started with little remodels. First it was painting, then it was redoing a bathroom, then it was adding a bathroom. Then it was adding an ADU in the back. I did all these things little by little and over time, and I just see that there's an amazing potential in Moorpark to do something very similar. And I would love to be a part of that, and I would love to build homes that Folks can buy and slowly over time grow and expand as their families grow and expand. And so that's really, I just wanted to come introduce myself, put a face to the name, and say hi to everybody. So thank you for having me. And I'll leave the one minute left for the next person. So thank you.

five years old. Seven callers indicated the person in need was pregnant. 29 were at risk of homelessness and 50 were currently experiencing homelessness. And as I mentioned before, we know that the individual count is much, much lower than that What that looks like is maybe four or five people that were experiencing homelessness this last year, and they called maybe on average one time per month to get the help that they needed.

These numbers represent real people in need. Let me give you an example. Late last year we received a call from a Moorpark resident. Let's call her Maria. who was facing what felt like an impossible situation. She had lost her job two months prior and was already two months behind on rent, owing about $4,000. She'd applied for unemployment in CalWORKs but had been denied though she planned to reapply.

When our community information navigators spoke with her, they didn't just provide her with a list of numbers. They walked her through her options connecting her to emergency rental assistance programs food pantries to help stretch what little money she had And helping her understand why her initial applications might have been denied and how to strengthen her reapplication.

They also connected her to employment services to help her get back on her feet. This is the kind of comprehensive support that 211 provides. We don't just hand out phone numbers, we help people navigate what can be an overwhelming maze of services when they're already in crisis. Stories like Maria's remind us that behind every one of those 440 calls we receive from Moorpark, there is a real person often dealing with multiple challenges at once who just needs someone to help them with the path forward.

Furthermore, when we look at the top categories of needs expressed by Moorpark Callers. Housing ranked number one and that's really the case across the board in our county. Ranked followed by legal consumer and public safety services which refers to general legal aid law enforcement services and assistance with certificates and forms Third, the third most common category was individual family and community support. This includes services like the Area Agency on Aging, case management services and programs like holiday gifts and toys.

Finally mental health and substance use services and food support rounded out the top five needs in 2025 for Moorpark. And lastly, beyond our core information and referral services we also provide direct specialized services through a variety of special projects. For example, we provide case management services to members of the access and functional needs community here in Moorpark who need help preparing for PSPS events. Additionally, during PSPS events we provide in-event assistance at no cost to AFN residents with lodging, transportation, food or a portable backup battery so they remain safe and this is in partnership with Southern California Edison. Ventura vs Hate is our program helping victims of hate incidents report what happened and to get connected to the help that they need during that difficult time And finally, our Enhanced Care Management Program provides comprehensive case management to eligible Medi-Cal recipients through Gold Coast Health Plan to help them meet their basic needs, other health needs through coordinated wraparound support.

These programs allow us to go beyond and truly walk alongside community members through some of the most challenging situations. Thank you for your time and for your continued support of the work that we do here in Moorpark. If you or anyone needs assistance, we're available 24-7. Thank you so much.

No question, but I have a quick comment. I just want to say thank you for the amazing work that you guys do. There have been a few times...I actually saw this presentation obviously last year at City Council meeting, but prior to being on the City Council I had seen your presentation here and you've also come and spoke to other groups like Rotary and shared the information, and just having that resource when you're not sure where to send someone to be able to have two-on-one.

Unfortunately I've had to refer some people there over those last few years after learning more about what you guys do but fortunately you guys are there to help and it's a great service that you provide so thank you.

Yeah, Mr. Mayor, if I could just add... I just want to share and extend our appreciation. You're a source of instant hope especially for individuals or families that are experiencing just like unexpected trauma as well as like the things you talked about. People who are going through prolonged stressors and you're always there to help them Navigate those and just not just for the families, but also for people in public agencies nonprofits Sometimes they're you know You reach a point where you just feel like you don't have efficacy. You don't know how to help a family And no matter what that's always a resource that we can say we can say you know what? I'm gonna help you call 2-1-1. I'm gonna sit here while you while you place that call So just that that sense of hope extends Not just to the people who need the hope but also to the people who are helping those people so thank you

Thank you. And thank you for all your work. Okay, we'll move on to... Item B which is consider update to City Council goals for fiscal years 25-26 and 26-27. Mr. Gagahena.

Yes, thank you Mayor and Council. This evening I'd like to share with you the updates to our City Council goals. Our council goals provide us a strategic pathway for the community organization to understand the overall direction of the city. Each goal and objective connects the work of the organization to the city's mission statement which is striving to preserve and improve the quality of life of Moorpark Each goal and objective are tied to specific tasks that are measurable and can be accomplished within a two-year period, considering staff workloads and financial human resources.

As you may recall last February 8th and April 9th we held special City Council meetings to conduct the city council retreat to identify these goals And then in June, we then had you adopt these goals for the current two-year cycle. And we also made a minor update on October 15th to include a CIP priority to add onto that list. So just as a refresher for yourself and the community, the three goals that you've identified are Moorpark quality of life, strategic economic development and excellent city governance.

There were a total 26 objectives overall that were identified and staff began working on those goals on July 1st. This next slide shows us the overall we've achieved a 48% completion rate so far. 43% was completed for Goal 1, 57% for Goal 2, 45% for Goal 3. I will provide this evening some corrections on some of these objectives and some clarifications on some items and also note that some objectives will not begin until fiscal year 26-27.

So for goal one, this is Moorpark quality of life. Goal 1.1, this is the evaluation of public safety services. This was marked complete in error since the sheriff's information was received by staff we had marked it as completion but staff does need to continue the evaluation of technology and equipment and other security options. And so staff will make this adjustment and correction at the next update.

The construction of the new Moorpark Library, as many of you mentioned already about the groundbreaking for Goal 1.2 has begun with an estimated completion by fall 2027. No pressure to our Parks and Rec department team who's working on that. The City Council provided direction to staff on the future use of our Civic Center site and master plan under Goal1.3 And we are currently working to develop requests for proposals for development of that site And then staff continues to forge relationships and partnerships with community service organizations for Goal 1.4, and we've met with several key stakeholders in this regard.

Plans and specifications for the Tierra Jata Inclusive Playgrounds for Goal 1 .5 have been completed and will be released for bidding next month. In addition, the Parks and Recreation Master Plan which is goal 1.6 and also the adoption of the Arroyo Simi Trail Plan which is 1.7 are in the final stages of development and will be presented to the City Council soon A revised scope of work and updated budget are also being prepared for goal 1.8, which is the Arroyo Drive project, which is one of our top capital improvement priorities that were identified by you.

And so we are expanding a bit of the scope of that project to include the pavement of Collins Drive and also doing some enhanced improvements on some of the on-and-off ramp areas as well. So goal two, this is strategic economic development. And the plan to attract a high-end hotel with conference space for goal 2.1 is being implemented. I know we've checked those off as complete. What this basically means is that staff has been actively engaged in discussions with potential hotel developers since last year on the specific sites that we have identified in the city And although actual development obviously has not been formally submitted to the city, we did want to indicate that those discussions are ongoing and there's actual conversations happening in hopefully getting this implemented.

So I did want to clarify that. The plan to attract manufacturers to generate employment and sales tax for Goal 2.2, as well as the plan to attract high sales tax generating businesses for Goal 2 .3 are also both currently underway. The High Street improvements in front of High Street Depot project, as you can see if you've driven down High Street lately is nearly complete. I think there's a final contract phase out that we need to sort of check off. This is for Goal 2.4 The scope of work for the high street improvements in the other areas for goal 2.5 are under development with plans and specifications anticipated again to be presented to the council very soon.

The evaluation of our downtown parking options for goal 2.6 is currently pending, the public parking designation of the Metrolink parking lots with the Ventura County Transportation Commission and Metrolink Otherwise, we have our preliminary draft plan of our downtown parking strategy that we also put together with feedback from businesses and residents in our downtown.

The designation of High Street as an entertainment zone for Goal 2.7 is in progress with an ordinance being drafted and meetings will soon be scheduled with our restaurants and event organizers who may be participating or impacted by the entertainment zone. For development of our citywide branding and marketing program for Goal 2.8, that is currently underway with the direction and guidance from our Marketing Ad Hoc Committee members here in the Council.

We have been able to approve our citywide branding guidelines, updated design of our certificates and proclamations you saw this evening Additional marketing projects such as the wayfinding signage has been ongoing, as well as plans for installing street pole banners along High Street. And also the redesign of our city newsletter is something you guys will be seeing in the next spring edition and we will also be enhancing the design of our website as well.

And then the adoption of our mural policy for Goal 2.9 is also in progress, and the implementation of these objectives will take some time to implement, and some projects will also begin later this year. The downtown-specific plan update for Goal 2.10 has included extensive public outreach so far since it started last summer and remains on schedule for completion this June.

The Arroyo Vista Recreation Center feasibility study, which is Goal 2 .11, is expected to begin later this year. And the High Street Arts Center Conditions Assessment, Goal 2.12 will be presented to the Council in the next month or so. And then for Goal 3, Excellent City Governance, the identification of our long-term financial sustainability options was completed in Goal 3.1 with the Council providing us direction to further explore tax increment financing tools which will be presented at a council later this year and also the Parks and Recreation Maintenance Improvement District Revenue enhancement measures, as you know, has been presented to the council and we are soon to be presenting to you these potential options for the assessment and parcel tax for goal 3.2.

The update to the city's legislative platform will be presented at the next council meeting for goal 3.3 that was reviewed earlier this evening at the Administrative Finance Public Safety Committee meeting And staff has made significant progress in our records management plan for Goal 3.4, and we are also actively working to dispose of our city-owned properties as you are well aware for Goal 3 .5 and our pavement management plan will be presented to the council in the next month or so for Goal 3.6 which will begin this spring So with that, that is my update for you all on our progress so far in our city council goals.
